    Description: A wide range of actors have publicly identified cyber stability as a key policy goal but the meaning of stability in the context of cyber policy remains vague and contested. Vague because most policymakers and experts do not define cyber stability when they use the concept. Contested because they propose measures that rely – often implicitly – on divergent understandings of cyber stability. This volume is a thorough investigation of instability within cyberspace and of cyberspace itself. Its purpose is to reconceptualise stability and instability for cyberspace, highlight their various dimensions and thereby identify relevant policy measures. This book critically examines both ‘classic’ notions associated with stability – for example, whether cyber operations can lead to unwanted escalation – as well as topics that have so far not been addressed in the existing cyber literature, such as the application of a decolonial lens to investigate Euro-American conceptualisations of stability in cyberspace.

    Description: Half a century after the Holocaust, on European soil, Bosnian Serbs orchestrated a system of concentration camps where they subjected their Bosniak Muslim and Bosnian Croat neighbors to torture, abuse, and killing. Foreign journalists exposed the horrors of the camps in the summer of 1992, sparking worldwide outrage. This exposure, however, did not stop the mass atrocities. Hikmet Karčić shows that the use of camps and detention facilities has been a ubiquitous practice in countless wars and genocides in order to achieve the wartime objectives of perpetrators. Although camps have been used for different strategic purposes, their essential functions are always the same: to inflict torture and lasting trauma on the victims. Torture, Humiliate, Kill develops the author’s collective traumatization theory, which contends that the concentration camps set up by the Bosnian Serb authorities had the primary purpose of inflicting collective trauma on the non-Serb population of Bosnia and Herzegovina. This collective traumatization consisted of excessive use of torture, sexual abuse, humiliation, and killing. The physical and psychological suffering imposed by these methods were seen as a quick and efficient means to establish the Serb “living space.” Karčić argues that this trauma was deliberately intended to deter non-Serbs from ever returning to their pre-war homes. The book centers on multiple examples of experiences at concentration camps in four towns operated by Bosnian Serbs during the war: Prijedor, Bijeljina, Višegrad, and Bileća. Chosen according to their political and geographical position, Karčić demonstrates that these camps were used as tools for the ethno-religious genocidal campaign against non-Serbs. Torture, Humiliate, Kill is a thorough and definitive resource for understanding the function and operation of camps during the Bosnian genocide.

    Description: Using the lenses of realism, liberalism, the English School and constructivism, this book explains how the divisions and differences in African identities affect African international politics. This book explores the African condition in the twenty-first century. It analyses how geographical, racial, ethnic, linguistic, religious and power differences shape continental and intercontinental relations in Africa through the creation of identities and values which militate against intra-continental or regional relations. The author assesses inclusionary and exclusionary, rational and irrational relationships, interactions and non-interactions which occur between geographical, linguistic, racial and religious entities in Africa. He suggests that, in these moments, one entity will negatively relate, interact or refuse to interact with another entity for the gains of the former and to the detriment of the latter or even to the detriment of both entities. Divided into two parts, the first part of the book employs an ecumenical approach to discuss the divisions and differences that disunite Africa as a continent and Africans as a people and how they affect African international politics. Part II goes on to explore how this ‘othering’ can be superseded by non-discriminatory, unifying and positive identities and values. Examining the possibility of creating identities and values that can unite Africa as a continent and Africans as a people, this book will be of interest to scholars of African politics, international relations and political theory.

To examine the transformative aspects of civil war, Mehmet Gurses draws on an original survey conducted in Turkey, where a Kurdish armed group, the Kurdistan Workers’ Party (PKK), has been waging an intermittent insurgency for Kurdish self-rule since 1984. Findings from a probability sample of 2,100 individuals randomly selected from three major Kurdish-populated provinces in the eastern part of Turkey, coupled with insights from face-to-face in-depth interviews with dozens of individuals affected by violence, provide evidence for the multifaceted nature of exposure to violence during civil war.

Based on 86 interviews and fieldwork in Greece and Italy, Nicholas R. Micinski proposes a new theory of international cooperation on international migration. States approach migration policies in many ways—such as coordination, collaboration, subcontracting, and unilateralism—but which policy they choose is based on capacity and on credible partners on the ground. Key international stakeholders—from activists to politicians, humanitarian agencies to financial institutions—characterize disparate sites as “weak,” “fragile,” or “failed” states and, as a result, prescribe peacebuilding techniques that paradoxically disable effective management of post-conflict spaces while perpetuating neoliberal political and economic conditions. Treating all efforts to represent post-conflict environments as problematic, the goal becomes understanding the underlying connection between post-conflict conditions and the actions and interventions of peacebuilding technocracies.

In the Red demonstrates that the problem of sustained, large-scale debt accumulation is an adjustment issue rather than a governance failure. Irrespective of whether the original impetus for borrowing arose from exogenous changes or irresponsible decision making, policy makers invariably initiate spending cuts and/or tax increases when debt grows at an alarming rate for several years in a row. Zsófia Barta argues that explaining why some countries accumulate substantial amounts of debt for decades hinges on understanding the conditions required to allow policy makers to successfully put into place painful adjustment measures.

Driven by nostalgia for past certainties or fear of what is coming next, references to normalcy have been creeping into political discourse, with people either vying for a return to a past normalcy  or coping with the new normal.  This book traces main discourses and practices associated with normalcy in world politics. Informed by studies on interpreter ethics in conflict, historical studies of Japanese war crimes and legal discussion on individual liability in war crimes, Takeda provides a detailed description and analysis of the 39 interpreter defendants and interpreters as witnesses of war crimes at British military trials against the Japanese in the aftermath of the Pacific War, and tackles ethical and legal issues of various risks faced by interpreters in violent conflict.The book first discusses the backgrounds, recruitment and wartime activities of the accused interpreters at British military trials in addition to the charges they faced, the defence arguments and the verdicts they received at the trials, with attention to why so many of the accused were Taiwanese and foreign-born Japanese. Takeda provides a contextualized discussion, focusing on the Japanese military’s specific linguistic needs in its occupied areas in Southeast Asia and the attributes of interpreters who could meet such needs. In the theoretical examination of the issues that emerge, the focus is placed on interpreters’ proximity to danger, visibility and perceived authorship of speech, legal responsibility in war crimes and ethical issues in testifying as eyewitnesses of criminal acts in violent hostilities. Takeda critically examines prior literature on the roles of interpreters in conflict and ethical concerns such as interpreter neutrality and confidentiality, drawing on legal discussion of the ineffectiveness of the superior orders defence and modes of individual liability in war crimes. The book seeks to promote intersectoral discussion on how interpreters can be protected from exposure to manifestly unlawful acts such as torture.

    Description: Why did enduring traditions of economic and political liberty emerge in Western Europe and not elsewhere? Representative democracy, constitutionalism, and the rule of law are crucial for establishing a just and prosperous society, which we usually treat as the fruits of the Renaissance and Enlightenment, as Western European societies put the Dark Ages behind them. In The Medieval Constitution of Liberty, Salter and Young point instead to the constitutional order that characterized the High Middle Ages. They provide a historical account of how this constitutional order evolved following the fall of the Western Roman Empire. This account runs from the settlements of militarized Germanic elites within the imperial frontiers, to the host of successor kingdoms in the sixth and seventh centuries, and through the short-lived Carolingian empire of the late eighth and ninth centuries and the so-called "feudal anarchy" that followed its demise. Given this unique historical backdrop, Salter and Young consider the resulting structures of political property rights. They argue that the historical reality approximated a constitutional ideal type, which they term polycentric sovereignty. Salter and Young provide a theoretical analysis of polycentric sovereignty, arguing that bargains between political property rights holders within that sort of constitutional order will lead to improvements in governance.

    Description: Latin America underwent two major transformations during the 2000s: the widespread election of left-leaning presidents (the so-called left turn) and the diffusion of conditional cash transfer programs (CCTs)—innovative social programs that award regular stipends to poor families on the condition that their children attend school. Combining cross-national quantitative research covering the entire region and in-depth case studies based on field research, Human Capital versus Basic Income: Ideology and Models of Anti-Poverty Programs in Latin America challenges the conventional wisdom that these two transformations were unrelated. In this book, author Fabián A. Borges demonstrates that this ideology greatly influenced both the adoption and design of CCTs. There were two distinct models of CCTs: a “human capital” model based on means-tested targeting and strict enforcement of program conditions, exemplified by the program launched by Mexico’s right, and a more universalistic “basic income” model with more permissive enforcement of conditionality, exemplified by Brazil’s program under Lula. These two models then spread across the region. Whereas right and center governments, with assistance from international financial institutions, enacted CCTs based on the human capital model, the left, with assistance from Brazil, enacted CCTs based on the basic income model. The existence of two distinct types of CCTs and their relation to ideology is supported by quantitative analyses covering the entire region and in-depth case studies based on field research in three countries. Left-wing governments operate CCTs that cover more people and spend more on those programs than their center or right-wing counterparts. Beyond coverage, a subsequent analysis of the 10 national programs adopted after Lula’s embrace of CCTs confirms that program design—evaluated in terms of scope of the target population, strictness of conditionality enforcement, and stipend structure—is shaped by government ideology. This finding is then fleshed out through case studies of the political processes that culminated in the adoption of basic income CCTs by left-wing governments in Argentina and Bolivia and a human capital CCT by a centrist president in Costa Rica.

Citizens, scholars, and legal professionals commonly assume that subjectivity and objectivity are opposites, with the corollary that subjectivity is a vice and objectivity is a virtue. These assumptions underlie passionate debates over adherence to original intent and judicial activism. In Common Law Judging, Douglas Edlin challenges these widely held assumptions by reorienting the entire discussion. Rather than analyze judging in terms of objectivity and truth, he argues that we should instead approach the role of a judge’s individual perspective in terms of intersubjectivity and validity. Drawing upon Kantian aesthetic theory as well as case law, legal theory, and constitutional theory, Edlin develops a new conceptual framework for the respective roles of the individual judge and of the judiciary as an institution, as well as the relationship between them, as integral parts of the broader legal and political community. Specifically, Edlin situates a judge’s subjective responses within a form of legal reasoning and reflective judgment that must be communicated to different audiences. Edlin concludes that the individual values and perspectives of judges are indispensable both to their judgments in specific cases and to the independence of the courts. According to the common law tradition, judicial subjectivity is a virtue, not a vice.

While much has been written about the victimization of women during the 1994 genocide in Rwanda, very little has been said about women who rescued targeted victims or perpetrated crimes against humanity. This book explores and analyzes the role played by women who exercised agency as rescuers and as perpetrators during the genocide in Rwanda. As women, they took actions and decisions within the context of a deeply entrenched patriarchal system that limited their choices. This work examines two diverging paths of women’s agency during this period: to rescue from genocide or to perpetrate genocide. It seeks to answer three questions: First, how were certain Rwandan women mobilized to participate in genocide, and by whom? Second, what were the specific actions of women during this period of violence and upheaval? Finally, what were the trajectories of women rescuers and perpetrators after the genocide? Comparing and contrasting how women rescuers and perpetrators were mobilized, the actions they undertook, and their post-genocide trajectories, and concluding with a broader discussion of the long-term impact of ignoring these women, this book develops a more nuanced and holistic view of women’s agency and the genocide in Rwanda. This book will be of much interest to students of gender studies, genocide studies, African politics and critical security studies.

    Description: Veto rights can be a meaningful source of power only when leaving an organization is extremely unlikely. For example, small European states have periodically wielded their veto privileges to override the preferences of their larger, more economically and militarily powerful neighbors when negotiating European Union treaties, which require the unanimous consent of all EU members. Jonathan B. Slapin traces the historical development of the veto privilege in the EU and how a veto—or veto threat—has been employed in treaty negotiations of the past two decades. As he explains, the importance of veto power in treaty negotiations is one of the features that distinguishes the EU from other international organizations in which exit and expulsion threats play a greater role. At the same time, the prominence of veto power means that bargaining in the EU looks more like bargaining in a federal system. Slapin's findings have significant ramifications for the study of international negotiations, the design of international organizations, and European integration.

    Description: Efforts to reform the U.S. campaign finance system typically focus on the corrupting influence of large contributions. Yet, as Raymond J. La Raja and Brian F. Schaffner argue, reforms aimed at cutting the flow of money into politics have unintentionally favored candidates with extreme ideological agendas and, consequently, fostered political polarization. Drawing on data from 50 states and the U.S. Congress over 20 years, La Raja and Schaffner reveal that current rules allow wealthy ideological groups and donors to dominate the financing of political campaigns. In order to attract funding, candidates take uncompromising positions on key issues and, if elected, take their partisan views into the legislature. As a remedy, the authors propose that additional campaign money be channeled through party organizations-rather than directly to candidates-because these organizations tend to be less ideological than the activists who now provide the lion's share of money to political candidates. Shifting campaign finance to parties would ease polarization by reducing the influence of "purist" donors with their rigid policy stances. La Raja and Schaffner conclude the book with policy recommendations for campaign finance in the United States. They are among the few non-libertarians who argue that less regulation, particularly for political parties, may in fact improve the democratic process.

    Description: Combining the tools of political, social, cultural, and intellectual history, Consumption and Violence: Radical Protest in Cold-War West Germany explores strategies of legitimization developed by advocates of militant resistance to certain manifestations of consumer capitalism. The book contributes to a more sober evaluation of West German protest movements, not just terrorism, as it refrains from emotional and moral judgments, but takes the protesters' approaches seriously, which, regarding consumer society, had a rational core. Political violence is not presented as the result of individual shortcomings, but emerges in relation to major societal changes, i.e., the unprecedented growth of consumption. This new perspective sheds important light on violence and radical protest in post-war Germany, as previous books have failed to examine to what extent these forms of resistance should be regarded as reactions to changing regimes of provision.

The book further transcends economic treatments of credit and debt by revealing how the poverty industry is extricably linked to the social power of money, the paradoxes in credit-led accumulation, and ‘debtfarism’.     Description: Michael Meeropol argues that the ballooning of the federal budget deficit was not a serious problem in the 1980s, nor were the successful recent efforts to get it under control the basis for the prosperous economy of the mid-1990s. In this controversial book, the author provides a close look at what actually happened to the American economy during the years of the "Reagan Revolution" and reveals that the huge deficits had no negative effect on the economy. It was the other policies of the Reagan years--high interest rates to fight inflation, supply-side tax cuts, reductions in regulation, increased advantages for investors and the wealthy, the unraveling of the safety net for the poor--that were unsuccessful in generating more rapid growth and other economic improvements. Meeropol provides compelling evidence of the failure of the U.S. economy between 1990 and 1994 to generate rising incomes for most of the population or improvements in productivity. This caused, first, the electoral repudiation of President Bush in 1992, followed by a repudiation of President Clinton in the 1994 Congressional elections. The Clinton administration made a half-hearted attempt to reverse the Reagan Revolution in economic policy, but ultimately surrendered to the Republican Congressional majority in 1996 when Clinton promised to balance the budget by 2000 and signed the welfare reform bill. The rapid growth of the economy in 1997 caused surprisingly high government revenues, a dramatic fall in the federal budget deficit, and a brief euphoria evident in an almost uncontrollable stock market boom. Finally, Meeropol argues powerfully that the next recession, certain to come before the end of 1999, will turn the predicted path to budget balance and millennial prosperity into a painful joke on the hubris of public policymakers.     Description: The Repoliticization of the Welfare State grapples with the evolving nature of political conflict over social spending after the Great Recession. While the severity of the economic crisis encouraged strong social spending responses to protect millions of individuals, governments have faced growing pressure to reduce budgets and make deep cuts to the welfare state. Whereas conservative parties have embraced fiscal discipline and welfare state cuts, left-wing parties have turned away from austerity in favor of higher social spending. These political differences represent a return of traditional left-right beliefs over social spending and economic governance. This book is one of the first to systematically compare welfare state politics before and after the Great Recession, arguing that a new and lasting post-crisis dynamic has emerged where political parties once again matter for social spending. At the heart of this repoliticization are intense ideological debates over market regulation, social inequality, redistribution, and the role of the state. The book analyzes social spending dynamics for 28 countries before and after the crisis. It also includes in-depth country case studies representing five distinct welfare state types: Germany, the United Kingdom, Sweden, Spain, and the Czech Republic.

    Description: China has earned a reputation for lax environmental standards that allegedly attract corporations more interested in profit than in moral responsibility and, consequently, further negate incentives to raise environmental standards. Surprisingly, Ka Zeng and Joshua Eastin find that international economic integration with nation-states that have stringent environmental regulations facilitates the diffusion of corporate environmental norms and standards to Chinese provinces. At the same time, concerns about “green” tariffs imposed by importing countries encourage Chinese export-oriented firms to ratchet up their own environmental standards. The authors present systematic quantitative and qualitative analyses and data that not only demonstrate the ways in which external market pressure influences domestic environmental policy but also lend credence to arguments for the ameliorative effect of trade and foreign direct investment on the global environment.

    Description: When does a reigning great power of the international system supplement military containment of a challenging power by restricting its economic exchanges with that state? Scholars of great power politics have traditionally focused on examining a reigning power’s military containment of a challenging power. In direct contrast, Compound Containment demonstrates that these conventional studies are flawed without a sound understanding of the multilayered aspects of containment strategy in great power politics. Since economic capacity and military power are intimately linked to one another, countering a challenging power requires addressing both economic and military dimensions. Nonetheless, this nexus of security and economy in a reigning power’s response to a challenging power cannot be explained by traditional theories that dominate research in international security. Author Dong Jung Kim fills a gap in the scholarship on great power competition by investigating when a reigning power will make its military containment of a challenging power “compound” by simultaneously employing restrictive economic measures. Its main theoretical claims are corroborated by an analysis of key historical cases of reigning power-challenging power competition. This book also offers policy prescriptions for the United States by examining whether the United States is in a position to complement military containment of China with restrictive economic measures.

Anti-Gender Politics in the Populist Moment offers a novel conceptualization of the relationship between the ultraconservative anti-gender movement and right-wing populist parties, examining the opportunistic synergy between these actors. The authors map the anti-gender campaigns as a global movement, putting the Polish case in a comparative perspective. They show that the anti-gender rhetoric is best understood as a reactionary critique of neoliberalism as a socio-cultural formation. The book also studies the recent wave of feminist mass mobilizations, viewing the transnational revolt of women as a left populist movement. This is an important study for those doing research in politics, cultural studies, gender and sexuality studies and sociology. It will also be useful for activists and policy makers.

    Description: The Russia-Europe relationship is deteriorating, signaling the darkest era yet in security on the continent since the end of the Cold War. In addition, the growing influence of the Trump administration has destabilized the transatlantic security community, compelling Europe—especially the European Union—to rethink its relations with Russia. The volume editors’ primary goal is to illuminate the nature of the deteriorating security relationship between Europe and Russia, and the key implications for its future. While the book is timely, the editors and contributors also draw out long-term lessons from this era of diplomatic degeneration to show how increasing cooperation between two regions can devolve into rapidly escalating conflict. While it is possible that the relationship between Russia and Europe can ultimately be restored, it is also necessary to understand why it was undermined in the first place. The fact that these transformations occur under the backdrop of an uncertain transatlantic relationship makes this investigation all the more pressing. Each chapter in this volume addresses three dimensions of the problem: first, how and why the power status quo that had existed since the end of the Cold War has changed in recent years, as evidenced by Russia’s newly aggressive posturing; second, the extent to which the EU’s power has been enabled or constrained in light of Russia’s actions; and third, the risks entailed in Europe’s reactive power—that is, the tendency to act after-the-fact instead of proactively toward Russia—in light of the transatlantic divide under Trump.

    Description: Anatomy of a Civil War demonstrates the destructive nature of war, ranging from the physical destruction, to a range of psycho-social problems, and to the detrimental effects on the environment. Despite such horrific aspects of war, evidence suggests that civil war is likely to generate multilayered outcomes. To examine the transformative aspects of civil war, Mehmet Gurses draws on an original survey conducted in Turkey, where a Kurdish armed group, the Kurdistan Workers' Party (PKK), has been waging an intermittent insurgency for Kurdish self-rule since 1984. Findings from a probability sample of 2,100 individuals randomly selected from three major Kurdish-populated provinces in the eastern part of Turkey, coupled with insights from face-to-face in-depth interviews with dozens of individuals affected by violence, provide evidence for the multifaceted nature of exposure to violence during civil war.

    Description: As shown by China’s relationship to Japan, and Japan’s relationship to South Korea, even growing regional economic interdependencies are not enough to overcome bitter memories grounded in earlier wars, invasions, and periods of colonial domination. Although efforts to ease historical animosity have been made, few have proven to be successful in Northeast Asia. In previous research scholars anticipated an improvement in relations through thick economic interdependence or increased societal contact. In economic terms, however, Japan and China already trade heavily: Japan has emerged as China’s largest trading partner and China as second largest to Japan. Societal contact is already intense, as millions of Chinese, Koreans, and Japanese visit one another’s countries annually as students, tourists, and on business trips. But these developments have not alleviated international distrust and negative perception, or resolved disagreement on what constitutes “adequate reparation” regarding the countries’ painful history. Noticing clashes of strong nationalisms around the world in areas like Northeast Asia, numerous studies have suggested that more peaceful relations are likely only if countries submerge or paper over existing national identities by promoting universalism. Pride, Not Prejudice argues, to the contrary, that affirmation of national identities may be a more effective way to build international cooperation. If each national population reflects on the values of their national identity, trust and positive perception can increase between countries. This idea is consistent with the theoretical foundation that those who have a clear, secure, and content sense of self, in turn, can be more open, evenhanded, and less defensive toward others. In addition, this reduced defensiveness also enhances guilt admission by past “inflictors” of conflict and colonialism. Eunbin Chung borrows the social psychological theory of self-affirmation and applies it to an international context to argue that affirmation of a national identity, or reflecting on what it means to be part of one’s country, can increase trust, guilt recognition, and positive perception between countries.

    Description: A common perception of global resource scarcity holds that it is inevitably a catalyst for conflict among nations; yet, paradoxically, incidents of such scarcity underlie some of the most important examples of international cooperation. This volume examines the wider potential for the experience of scarcity to promote cooperation in international relations and diplomacy beyond the traditional bounds of the interests of competitive nation states. The interdisciplinary background of the book’s contributors shifts the focus of the analysis beyond narrow theoretical treatments of international relations and resource diplomacy to broader examinations of the practicalities of cooperation in the context of competition and scarcity. Combining the insights of a range of social scientists with those of experts in the natural and bio-sciences—many of whom work as ‘resource practitioners’ outside the context of universities—the book works through the tensions between ‘thinking/theory’ and ‘doing/practice’, which so often plague the process of social change. These encounters with scarcity draw attention away from the myopic focus on market forces and allocation, and encourage us to recognise more fully the social nature of the tensions and opportunities that are associated with our shared dependence on resources that are not readily accessible to all. The book brings together experts on theorising scarcity and those on the scarcity of specific resources. It begins with a theoretical reframing of both the contested concept of scarcity and the underlying dynamics of resource diplomacy. The authors then outline the current tensions around resource scarcity or degradation and examine existing progress towards cooperative international management of resources. These include food and water scarcity, mineral exploration and exploitation of the oceans. Overall, the contributors propose a more hopeful and positive engagement among the world’s nations as they pursue the economic and social benefits derived from natural resources, while maintaining the ecological processes on which they depend.
