    Description: This edited volume explores a variety of aspects of associative governance, providing detailed case studies of associations and associational governance in Scandinavia. Theoretically developing a concept and approach of associative governance, the book sheds light on a dynamic way of perceiving associative aspects of community and commercial life that has been hitherto underexplored and undertheorized. It shows how governance by associations may be conducted not only bottom‑up by self‑organized and voluntary participation, but also top‑down by authoritative incorporation through government, and – not least – in multifarious interstices in between. New section by exploring a vibrant panoply of dimensions of associative governance, empirically grounded in historical analyses of a wide range of organizational repertoires, the book may provide novel insights into the significant role of associative governance in Scandinavia over the past two centuries. Finally, it provides research‑based knowledge about how to maintain “good political and economic institutions” in the future and a more holistic and dynamic approach to the literature on The Nordic model.     Description: What would an alternative to contemporary capitalism look like? In this book, Geert Reuten sets out a detailed design of a democratic society organised in worker cooperatives, followed by an equally detailed democratic transition to it, thereby making a convincing case. In Reuten’s design, Workers constitute the single economic class. However, unlike in capitalism, there is no class that owns the means of production. The legal structure of worker cooperatives is such that workers have full rights to the fruits of the cooperative without owning it, and yet the state does not own the cooperatives either. Interestingly, worker councils in the economic and state domains vote on all economically relevant matters. In Reuten’s work, the free choice of occupation and of specific consumer goods is even larger than in capitalism.

    Description: Deportation limbo traces the efforts of two Nordic welfare states, Denmark and Sweden, to address the so-called implementation gap in deportation enforcement. It offers an original, empirically grounded account of how often-futile, injurious policy measures devoted to pressuring non-deported people to leave are implemented and contested in practice. In doing so, it presents a critique of the widespread, normalised use of detention, encampment, and destitution, which routinely fail to enhance deportations while exposing deportable people to conditions that cause their premature death. The book takes the ‘deportation limbo’ as a starting point for exploring the violent nature of borders, the racial boundaries of welfare states, and the limits of state control over cross-border mobility. Building on unprecedented access to detention and deportation camps and migration offices in both countries, it presents ethnographic material capturing frontline officials’ tension-ridden efforts to regulate non-deported people using forced deportation, incarceration, encampment, and destitution. Using a continuum of state violence as the analytical lens, the book offers a uniquely comprehensive account of how the borders of Nordic welfare states are drawn through practices that subject racialised ‘others’ to expulsion, incarceration, and destitution. The book is the first to systematically document the renewed deportation turn in Denmark and Sweden, and to critically examine its implications: for the people targeted by intensified deportation measures, and for the individual officials, institutions, and societies enforcing them. It offers an important, critical contribution to current debates on the violence of deportation regimes, the politico-bureaucratic structures and practices that sustain them, and their human costs.

According to a recent policy advice by the Netherlands Scientific Council for Government Policy (WRR), the answer is an adamant 'no'. Why is this issue of Turkish Islam relevant? After all, Turkey should not be judged by standards other than the Copenhagen criteria. The answer is that the public debate outside 'Brussels' will not be limited to these official criteria.     Description: Constitutional considerations of protective laws for women were the analytical battlefield on which the legal community reworked the balance between private liberty and the state's authority to regulate. Julie Novkov focuses on the importance of gender as an analytical category for the legal system. During the Progressive Era and New Deal, courts often invalidated generalized protective legislation, but frequently upheld measures that limited women's terms and conditions of labor. The book explores the reasoning in such cases that were decided between 1873 and 1937. By analyzing all reported opinion on the state and federal level, as well as materials from the women's movement and briefs filed in the U.S. Supreme Court, the study demonstrates that considerations of cases involving women's measures ultimately came to drive the development of doctrine. The study combines historical institutionalism and feminism to address constitutional interpretation, showing that an analysis of conflict over the meaning of legal categories provides a deeper understanding of constitutional development. In doing so, it rejects purely political interpretations of the so-called Lochner era, in which the courts invalidated many legislative efforts to ameliorate the worst effects of capitalism. By addressing the dynamic interactions among interested laypersons, attorneys, and judges, it demonstrates that no individuals or institutions have complete control over the generation of constitutional meaning.     Description: This open access book explores some of the struggles and challenges that researchers and practitioners face when conducting research in the Central Asian research setting. Written for scholars still in the planning stages of their research, it addresses key questions, including: How shall we problematize and reconceptualize the concept of positionality through lenses of local voices from the region? How does practitioners’ and scholars’ positionality contribute to their experiences of inclusion, exclusion, and access to the field? How do scholars navigate issues of personal safety and mental well-being in the more closely monitored societies of Central Asia? The book includes contributors from both Central Asia and Western countries, paying particular attention to the ways researchers’ subjectivity shape how they are received in the region, which, in turn, influences how they write about and disseminate their research. In featuring an even greater variety of voices, this book fills an important gap in the literature on field research and knowledge production in and on Central Asia.

    Description: This open access book shows how the adoption of global justice, such as eradication of female genital mutilation/cutting (FGM/C), has given rise to controversy, resistance, and transformation at the national, regional, and grass-roots levels in African and Asian countries where FGM/C has been practiced. It provides readers with up-to-date information about the effects of the campaign to eradicate FGM/C and the present situation of those countries, to which preceding books on FGM/C have scarcely referred. Adopting “zero tolerance” as a policy of eradication, WHO and other UN agencies have opposed any type of FGM/C, and many African countries have criminalized the practice. Although the campaign is based on the human rights discourse which is shared globally, the controversies concerning eradication of FGM/C on the national level and the responses of communities on the local level in those countries are diverse and complicated. Various actors such as NGOs, government officials, religious leaders, medical workers, and local inhabitants are embroiled and negotiate with each other concerning its eradication. With this book, readers are provided with an in-depth analysis of the complicated controversies and responses of local communities, referring to their particular historical and social backgrounds. The book provides two chapters on FGM/C in Asian countries, where not many studies have done yet. It also presents readers with a study of the arguments and responses to FGM/C of African immigrants by Australian health-care professionals as well as a study of male circumcision eradication campaigns, which have been carried on in tandem with FGM/C eradication campaigns but still not have been successful. With its many elaborate case studies, this book is highly recommended to readers who seek an in-depth and up-to-date integrated overview of the FGM/C studies as well as studies on the applicability of global justice to local communities.

    Description: Disruptions as Opportunities: Governing Chinese Society with Interactive Authoritarianism addresses the long-standing puzzle of why China outlived other one-party authoritarian regimes with particular attention to how the state manages an emerging civil society. Drawing upon over 1,200 survey responses conducted in 126 villages in the Sichuan province, as well as 70 interviews conducted with Civil Society Organization (CSO) leaders and government officials, participant observation, and online research, the book proposes a new theory of interactive authoritarianism to explain how an adaptive authoritarian state manages nascent civil society. Sun argues that when new phenomena and forces are introduced into Chinese society, the Chinese state adopts a three-stage interactive approach toward societal actors: toleration, differentiation, and legalization without institutionalization. Sun looks to three disruptions—earthquakes, internet censorship, and social-media-based guerilla resistance to the ride-sharing industry—to test his theory about the three-stage interactive authoritarian approach and argues that the Chinese government evolves and consolidates its power in moments of crisis.

The implications of the Russian military invasion are many and difficult to grasp in full. However, the need for greater European strategic autonomy appears increasingly evident. The book argues that strategic autonomy may be reached—also in the short run—if differentiated integration is seen as an asset rather than a challenge. While the EU (together with NATO) remains the core in such a system, there is a multitude sub-regional integration processes that need to be taken into account to get the full idea of how European strategic autonomy can be achieved.

    Description: Refuge Must Be Given details the evolution of Eleanor Roosevelt from someone who harbored negative impressions of Jews to become a leading Gentile champion of Israel in the United States. The book explores, for the first time, Roosevelt's partnership with the Quaker leader Clarence Pickett in seeking to admit more refugees into the United States, and her relationship with Undersecretary of State Sumner Welles, who was sympathetic to the victims of Nazi persecution yet defended a visa process that failed both Jewish and non-Jewish refugees. After the war, as a member of the American delegation to the United Nations, Eleanor Roosevelt slowly came to the conclusion that the partition of Palestine was the only solution both for the Jews in the displaced persons camps in Europe, and for the conflict between the Arabs and the Jews. When Israel became a state, she became deeply involved in supporting the work of Youth Aliyah and Hadassah, its American sponsor, in bringing Jewish refugee children to Israel and training them to become productive citizens. Her devotion to Israel reflected some of her deepest beliefs about education, citizenship, and community building. Her excitement about Israel's accomplishments and her cultural biases, however, blinded her to the impact of Israel's founding on the Arabs. Visiting the new nation four times and advocating on Israel's behalf created a warm bond not only between her and the people of Israel, but between her and the American Jewish community.

Indeed, these events have given extremists and fundamentalists a much more prominent position than they might ever have dreamt of. In Reformation of Islamic Thought, the prominent Egyptian scholar Nasr Abû Zayd examines the positive, liberal, and inclusive reaction embedded in the writings of Muslim thinkers. He takes the reader on a critical journey across the Muslim World, where Muslim thinkers from Egypt and Iran to Indonesia seek to divest Islam of traditionalistic and legalistic interpretation. Instead, these thinkers stress the value of a cultural, enlightened Islam, and an individualistic faith.     Description: What does federalism do to welfare states? This question arises in scholarly debates about policy design as well as in discussions about the right political institutions for a country. It has frustrated many, with federalism seeming to matter in all sorts of combinations with all sorts of issues, from nationalism to racism to intergovernmental competition. The diffuse federalism literature has not come to compelling answers for very basic questions. Scott L. Greer, Daniel Béland, André Lecours, and Kenneth A. Dubin argue for a new approach—one methodologically focused on configurations of variables within cases rather than a fruitless attempt to isolate “the” effect of federalism; and one that is substantively engaged with identifying key elements in configurations as well as with when and how their interactions matter. Born out of their work on a multi-year, eleven-country project (published as Federalism and Social Policy: Patterns of Redistribution in Eleven Countries, University of Michigan Press, 2019), this book comprises a methodological and substantive agenda. Methodologically, the authors shift to studies that embraced and understood the complexity within which federal political institutions operate. Substantively, they make an argument for the importance of plurinationalism, changing economic interests, and institutional legacies.

    Description: The chapter reads Maria Stepanova’s 2017 Памяти памяти (In Memory of Memory, 2021) in view of the boom of testimonies of involvement in twentieth-century mass violence in Central and Eastern European literatures. Why this interest now? Hypothesis is that the texts address convergences between past complicities and current forms of participation in the wrongdoings of neoliberalism. These issues are related, since justifications of past involvement established the terminology, narratives, and heuristics in which mass violence has been subsequently discussed, thus forming the frame for the negotiation of current problematic involvement. Stepanova’s text stands out from the large corpus of contemporary family history narratives. First, it inverts the common order of critical discourse, as the literary text discusses theoretical concepts of memory studies, most notably Hirsch’s “postmemory.” Secondly, this discussion challenges a Western bias of memory studies, where political violence is portrayed as a traumatizing element of a past era handed down through transgenerational transmission. Stepanova outlines that in Eastern Europe, the experience of totalitarian terror and mass violence spread over several eras and multiple generations, creating a “traumatic enfilade” that comprises even the narrator’s present. In Memory of Memory addresses the critical participation of analysis in forming the aftermath of terror and mass violence.

    Description: This chapter analyses Konstantin Simonov’s thought from the largely understudied point of view of de-Stalinization. Simonov showed already in 1956 how the representation of the Great Patriotic war was tightly intertwined with the personality cult of Stalin, and how this entanglement had caused literature and art either to portray Soviet reality in a distorted manner or to keep silent about social difficulties. By criticizing key authoritative documents of the early post-war years, Simonov revealed how Stalin’s wish to forge the image of the Great Patriotic war resulted in the widespread tendency of embellishing reality in Soviet literature and art. The chapter also tracks how the Party rebuked Simonov’s claims without mentioning him as the initiator of the ideas. The chapter thus testifies to some of the problems of ‘de-Stalinization’ and how some of its key issues could not be openly discussed in the Soviet Union until the late 1980s. The chapter is based on previously untapped archival material, and it contributes to the scholarly discussion of the thaw-era de-Stalinization, Simonov’s roles within the Soviet literary establishment, and questions of the representation of reality in Soviet art in general and the representation of the Great Patriotic war in particular.

    Description: Traditionally, the Netherlands has enjoyed being a test market for many ideas in the media. But over the last decade, progress has been severely hampered by lengthy discussions on the future structure of just one sector of media, namely public broadcasting via radio and television. The narrow approach results in a lot of paper, speeches and theories, but little in the way of definitive policy making. In a report to the government, published in February 2005, the Scientific Council for Government Policy (WRR) argued for very different approaches to policy making. The recommendations are not only much broader than "broadcasting"; they tackle the challenges of making robust policy from new angles. Instead of trying to repair the old compass, the approach has been to find new instruments to help policymakers navigate the stormy and often confusing waters ahead. What do we know about the development paths being taken by various countries, or the possibilities of helping them to achieve their goals from outside? What is the significance of shifting power relations in the world? Yet many sub-Saharan African countries struggle to meet demand. Why is this, and what can be done to reduce energy poverty and further Africa's development? Examining the politics and processes surrounding electricity infrastructure, provision and reform, the author provides an overview of historical andcontemporary debates about access in the sub-continent, and explores the shifting role and influence of national governments and of multilateral agencies in energy reform decisions. He describes a challenging political environment for electricity supply, with African governments becoming increasingly frustrated with the rules and the processes of multilateral donors. Civil society also began to question reform choices, and governments in turn looked to new development partners, such as China, to chart a fresh path of energy transformation. Drawing on over fifteen years of research on Uganda, which has one of the lowest levels of access to electricity in Africa and has struggled to construct several, large hydroelectric dams on the Nile, Gore argues that there is a critical need to recognize how the changing political and social context in African countries, and globally, has affected the capacity to fulfil national energy goals, minimize energy poverty and transform economies.

    Description: With its ambiguous mix of weak federalist and strong centralist elements, the Austrian constitutional architecture has been subject to conflicting interpretations and claims from its very beginning. The written 1920 constitution has been paralleled by informal rules and forces making up for the imbalance of power between national and subnational authorities. Understanding these inherent weaknesses, virtually all political actors involved are well aware that reforming the allocation of rights and duties between the different levels in the federal state is urgently needed. In recent years, several initiatives of recalibrating the system of power-sharing between the different levels of government have been initiated. So far progress is still underway. The contributions to this volume shine a light on history, presence, and future aspects of the Austrian federal system from historical, juridical, economic, and political science perspective.     Description: The idea of “parliamentary administration” might appear, at first sight, like an oxymoron: parliaments are the domain of politicians, the elected representatives of the people, whereas administrations are commonly understood as the executive bureaucracies carrying out the tasks of governments. The historical development of parliamentary administrations has taken different forms in different countries, making it difficult to generalize. The most delicate issue regarding parliamentary administrations concerns the nature of the activity they perform. The comparative analysis of the data contained in the various country-specific chapters demonstrates several commonalities and differences in relation to certain fundamental organizational and functional options of parliamentary administrations. The very first observation in this context concerns the size of parliamentary administrations. A second dimension of framing the distinctive features of parliamentary administrations is the degree of budgetary autonomy. Looking more closely at recent developments, a number of contemporary challenges can be identified that parliamentary administrations have had to confront in the 21st century.

    Description: Nikolai Bukharin’s (1888–1938) anti-fascist activity in the mid-1930s and his status as a cultural theoretician have been a neglected topic thus far. After losing his position as General Secretary of the Comintern’s executive committee and being expelled from the Politburo in 1929, Bukharin still found a platform as the chief editor of Izvestiya, in which he published several analyses of fascist ideology until his arrest in 1937. As a response, and in order to surpass the achievements of German high culture, which had fallen under the spell of bourgeois fascism, Bukharin relied on his own interpretation of Marxist philosophy, which he had sketched already in the 1920s but tried to ‘dialecticise’ in the 1930s after being criticised for his overly mechanistic views. The apex of these aspirations are his works Philosophical Arabesques and Socialism and its Culture, written in 1937 while in prison. Both are in many respects rather enigmatic works. In them, Bukharin defended socialist humanism as the only real alternative to fascism. At the same time he was not only silent about the crimes of Stalin, but he also considered the violent and dictatorial features that became branded as Stalinism abroad as a necessary ‘destructive’ force in the dialectical process of history of building communism. In this chapter, Vesa Oittinen and Elina Viljanen analyse the premises of Bukharin’s philosophy of culture and explain its repercussions.

    Description: The 2015 Affirmatively Furthering Fair Housing Rule was the most significant federal effort to increase equality of access to place-based resources and opportunities, such as high-performing schools or access to jobs, since the 1968 Fair Housing Act. However, in an effort to appeal to suburban voters, the Trump administration repealed the rule in 2020, leaving its future in doubt.     Description: This book examines the politics of Banking Union and EMU reform in the EU, and draws lessons for what it means for international politics, both in Europe, and for international relations more broadly. It demonstrates that most of the reforms in Europe to break free of the Eurozone and banking crises in which Europe continues to find itself focus on building up the capacities of national authorities rather than European ones. The result is that national authorities remain largely in control of the decisions and funds that are to be deployed to prevent economic disaster if a single EU bank fails. The likely outcome is an accelerated balkanization of the European market for the foreseeable future. The book also contends that power politics, and realism in particular, is a defining feature of European politics with coercion and enforced national responsibility at the demand of Germany; the dominant form of institution-building that established the responsible sovereignty model, and shut down the possibility of alternatives. In making this case, the book demonstrates that the dominant view in international relations, that power politics best explains the behaviour of states, also apply to the EU. This text will be of key interest to scholars and students of the Eurozone crisis, EU politics, economic policy, and more broadly to political economy, public policy and international relations.

    Description: Bua and Bussu's (2021) article charted transitions between democracy-driven and governance-driven institutional reforms in the case of Barcelona. Their work is useful in identifying dynamism and tipping points shifting between elite-led and bottom-up forms of democratic governance. Building on this work, this chapter adds comparative analytical leverage to Bua and Bussu's insights by comparing the paradigmatic cases of “democracy-driven governance” in Barcelona (Spain) and “governance-driven democracy” in Nantes (France). Based on an analytical framework derived from previous work explaining the institutionalisation of participatory governance (Bussu 2012; Fung and Wright 2003; Heller 2001), the chapter develops knowledge as to the conditions under which DDG-like forms of participatory governance develop, flourish and are sustained or undermined. Nantes and Barcelona are appropriate cases because they have governance histories and contextual features but vary on the recent development of DDG in Barcelona and the sustenance of GDD in Nantes. This chapter explains this divergence, seeking to identify conditions that support DDG.

    Description: Parliaments are complex and pluralistic organizations. They are called upon to represent political and territorial diversities and to cover at least potentially any subject matter. In the case of bicameral parliaments, the level of complexity is at least doubled, as the internal structure is duplicated in two parallel Houses: these may either be of similar or of dissimilar composition, they usually hold different functions and act independently from one other. This chapter aims to provide a comparative analysis of the various solutions that parliaments have arrived at in addressing this universal challenge. It presents an overview of the three main formats resulting from the comparative analysis of bicameral parliamentary administrations. The chapter analyses the features of each of these formats, examining the motivations behind choices in favour of a more divided or a more integrated administrative arrangement in bicameral parliaments.

    Description: Warping Time shows how narratives of the past influence what people believe about the present and future state of the world. In Benjamin Ginsberg and Jennifer Bachner’s simple experiments, in which the authors measured the impact of different stories their subjects heard about the past, these “history lessons” moved contemporary policy preferences by an average of 16 percentage points; forecasts of the future moved contemporary policy preferences by an average of 12 percentage points; the two together moved preferences an average of 21 percentage points. And, in an Orwellian twist, the authors estimate that the “history lessons” had an average “erasure effect” of 8.5 percentage points—the difference between those with long-held preferences and those who did not recall that they previously held other opinions before participating in the experiment. The fact that the past, present, and future are subject to human manipulation suggests that history is not simply the product of impersonal forces, material conditions, or past choices. Humans are the architects of history, not its captives. Political reality is tenuous. Changes in our understanding of the past or future can substantially alter perceptions of and action in the present. Finally, the manipulation of time, especially the relationship between past and future, is a powerful political tool.

Amid the growing debate about models of judicial governance and their relationship to democratic quality, this book offers a systematic and empirical study of this relationship. The book thereby contributes to filling in this gap for the European continent. Taking an interdisciplinary politics and law perspective, and combining empirical and theoretical considerations, the book addresses the important link between democracy and judicial governance. In particular, it provides for three interconnected contributions. First, the book provides for a comprehensive classification of European countries into different models of judicial governance. Second, the book analyses empirically the relationship between the design of judicial governance and the quality of democracy. Third, building on those findings, the book presents policy reflections for the reform and improvement of mechanisms for judicial governance in European countries. The book seeks to refine our knowledge about the relationship between judicial governance and democracy, making an important academic and social contribution. In an era in which many democracies backslide and deconsolidate, it assesses to what extent existing mechanisms for judicial governance have contributed to the stability and quality of democratic systems in which they are implemented. Furthermore, the book puts forward reflections to improve the role of organs for judicial governance in fostering the quality of democracy.     Description: Listing every right that a constitution should protect is hard. American constitution drafters often list a few famous rights such as freedom of speech, protection against unreasonable searches and seizures, and free exercise of religion, plus a handful of others. However, we do not need to enumerate every liberty because there is another way to protect them: an ""etcetera clause."" It states that there are other rights beyond those specifically listed: ""The enumeration in the Constitution, of certain rights, shall not be construed to deny or disparage others retained by the people."" Yet scholars are divided on whether the Ninth Amendment itself actually does protect unenumerated rights, and the Supreme Court has almost entirely ignored it. Regardless of what the Ninth Amendment means, two-thirds of state constitutions have equivalent provisions, or ""Baby Ninth Amendments,"" worded similarly to the Ninth Amendment. This book is the story of how the ""Baby Ninths"" came to be and what they mean. Unlike the controversy surrounding the Ninth Amendment, the meaning of the Baby Ninths is straightforward: they protect individual rights that are not otherwise enumerated. They are an ""etcetera, etcetera"" at the end of a bill of rights. This book argues that state judges should do their duty and live up to their own constitutions to protect the rights ""retained by the people"" that these ""etcetera clauses"" are designed to guarantee. The fact that Americans have adopted these provisions so many times in so many states demonstrates that unenumerated rights are not only protected by state constitutions, but that they are popular. Unenumerated rights are not a weird exception to American constitutional law. They are at the center of it. We should start treating constitutions accordingly.

In Following in Footsteps or Marching Alone?, Srinivas Parinandi explores how states have devised their own novel policies, and how the political workings of legislatures and public utilities commissions have impacted state renewable energy policy design. Through the meticulous study of nearly three decades of state-level renewable energy policy-making, he finds that their creation is primarily driven by legislatures, and that ideologically liberal legislatures largely push the envelope. The book suggests that having a predominantly state-driven renewable energy effort can lead to uneven and patchwork-based policy development outcomes, and a possible solution is to try to more successfully federalize these issues. Parinandi urges readers, scholars, and policy practitioners to consider whether a state-led effort is adequate enough to handle the task of building momentum for renewable energy in one of the world’s largest electricity markets.

    Description: Agency, Security and Governance of Small States examines what seems to be a defining paradox of Small-State Studies: the simultaneous coexistence (and possible co-dependence) of vulnerability and opportunity related to small-state size. This book analyses small states within the framework of this apparent paradox. Traditionally, Small-State Studies has focused on three guiding questions: what constitutes a ‘small state’? What explains small-state influence in global affairs? Are small states truly vulnerable to security threats given the expansion of multilateralism and regionalism throughout the world? This book contends that new questions should be asked which recognise the important shifts in twenty-first century security paradigms, to better understand how some states deploy their smallness as a resource for agency in supranational contexts. By varying historical, geographical, security, and governance contexts, the book embraces a most-different-cases approach. The historical perspective is often neglected in Small-State Studies but contributes to understanding how small states have often, over time, transformed perceived insecurity into agency. By focusing on different world regions, the authors enable the comparative analysis of collective actions, and the creation and implementation of institutions for ‘common sense purposes’ within a geographical region. Of particular contemporary importance, the book includes contributions which contend with hard-security issues alongside other soft-security challenges. The comparison of case studies confirms that hard-security vulnerability and soft-security opportunities seem to be two sides of the same coin, which reinforces the book’s focus on small-state paradoxes, and raises the question of whether smallness can be considered the defining characteristic of governance in these countries. This book will have a broad appeal because of the different world regions it analyses.     Description: This study combines economic, biographical, performative, and narrative approaches to commemoration to understand how the memory of the Stalinist repressions gains mnemonic capital through individualized practice. It is argued that an individual engaged in the field of commemoration can be seen as a cultural producer and intermediary fulfilling a whole array of different roles, adapting to changing conditions and improvising as the situation demands. The success of the commemorative activities of the organization depends significantly on the material and intangible resources at the disposal of the decision-making individual and the “vernacular creativity” the individual employs. Correspondingly, the selection of symbols used in the commemorative process relies both on the earlier collective mnemonic practices and resources of the national textual community and on the cultural and embodied capital of the decision-making individual. By extending the chains of memory labor outside the field of commemoration, an opportunity has been created for the memory of Stalinist mass repressions to transform and adapt for societal change.

    Description: Croatian Radical Separatism and Diaspora Terrorism During the Cold War examines one of the most active but least remembered groups of terrorists of the Cold War: radical anti-Yugoslav Croatian separatists. Operating in countries as widely dispersed as Sweden, Australia, Argentina, West Germany, and the United States, Croatian extremists were responsible for scores of bombings, numerous attempted and successful assassinations, two guerilla incursions into socialist Yugoslavia, and two airplane hijackings during the height of the Cold War. In Australia alone, Croatian separatists carried out no less than sixty-five significant acts of violence in one ten-year period. Diaspora Croats developed one of the most far-reaching terrorist networks of the Cold War and, in total, committed on average one act of terror every five weeks worldwide between 1962 and 1980. Tokić focuses on the social and political factors that radicalized certain segments of the Croatian diaspora population during the Cold War and the conditions that led them to embrace terrorism as an acceptable form of political expression. At its core, this book is concerned with the discourses and practices of radicalization-the ways in which both individuals and groups who engage in terrorism construct a particular image of the world to justify their actions. In 1931, Ethiopia’s monarchical government introduced a system of parliamentary democracy with seemingly contradictory objectives; it wanted to legitimize its rule in a changing world, and also needed to provide a respectable retirement vocation (as senators and deputies) to sections of the aristocracy it ousted from power. Ethiopia continues to struggle to maintain political stability, and the separation of power between government and parliament and a system of checks and balances are yet to substantially flourish. Drawing on extensive original data gathered from interviews and surveys, this book investigates the legal and practical status of federal representative institutions in Ethiopia from 1931 up to and including 2021. It delves into the rules and routines of parliament, its contextually and historically grounded culture of representation, and the techniques of manoeuvring executive bureaucracies. It targeted mainly the Deborin school of early Soviet philosophy. Deborin and his supporters were accused of ‘Hegelianising’ Marxism and of not understanding the significance of the new, Leninist stage of Marxist theory. The concept of Menshevising Idealism has later almost unanimously been viewed by scholars as a Stalinist label without any real content. While it is true that Stalin and his circle utilised the campaign against the Deborinites for their own purposes, there nevertheless were some real weaknesses in the philosophy of the Deborin School. One sign of this weakness is that such thinkers as Georg Lukács, Mikhail Lifshits and, later, Evald Ilyenkov all criticised the Deborin School even though they did not accept the Stalinist methods of its suppression.

    Description: This Chapter examines the regulatory and voluntary anti-trafficking governance architecture in the private sector, as well as the power dynamics in MNEs’ GVCs as vectors of norm transmission. It argues that, whereas the public authorities in the EU and ASEAN’s Member States have an increasingly robust legal and policy framework to fight child trafficking, public authorities and multinational enterprises (MNEs) are jointly contributing to upholding the exploitative practices towards children, by leaving untouched the economic structures that fuel trafficking. The model is starting to be overhauled in some sectors of the economy, through strategies to gain back control over GVCs, whether through the shortening of supply chains, or other strategies such as the establishment of direct relations with small producers, who are given a fairer deal compared to situations when they are end producers in long GVCs. It will require more efforts to scale up these initiatives and create sufficient momentum to efficiently combat anti-trafficking, otherwise “blue” initiatives of social sustainability risk leading to further sustainability-driven supplier-squeezes, reinforcing the divide between small businesses and large corporations, and increasing the structural vulnerability of children to trafficking.

The way in which they are established and the effectiveness of their operations have continued to preoccupy those who advocate for competitive elections, while reforms to the EMBs have taken centre stage in more general political reforms. Election Management Bodies in West Africa thus responds to the evident need for more knowledge about an institution that occupies a more and more important place in the political process in West Africa. Based on documentary research and detailed interviews in each country, the study provides a comparative analysis which highlights the similarities and differences in the structure and operations of each body, and attempts to establish the reasons for their comparative successes and failures.

    Description: Challenging the posthumanist canon that celebrates the preeminence of matter, Ruth Miller, in Flourishing Thought contends that what nonhuman systems contribute to democracy is thought. Drawing on recent feminist theories of nonhuman life and politics, Miller shows that reproduction and flourishing are not antithetical to contemplation and sensitivity. After demonstrating that processes of life and processes of thought are indistinguishable, Miller finds that four menacing accumulations of matter and information—global surveillance, stored embryos, human clones, and reproductive trash—are politically productive rather than threats to democratic politics. As a consequence, she questions the usefulness of individual rights such as privacy and dignity, contests the value of the rational metaphysics underlying human-centered political participation, and reevaluates the gender relations that derive from this type of participation. Ultimately, in place of these human-centered structures, Miller posits a more meditative mode of democratic engagement. Miller’s argument has shattering implications for the debates over the proper use and disposal of embryonic tissue, alarms about data gathering by the state and corporations, and other major ethical, social, and security issues.

In this framing, influenced by contemporary critical Black studies, another understanding of the world of modernity is foregrounded – a world violently forged through the projects of Indigenous dispossession, chattel slavery and colonial world-making. Modern and colonial world-making violently forged the ‘human’ by dividing those with ontological security from those without, and by carving out the ‘world’ in a fixed grid of space and time, delineating a linear temporality of ‘progress’ and ‘development’. The distinctiveness of abyssal thought is that it inverts the stakes of critique and brings indeterminacy into the heart of ontological assumptions of a world of entities, essences, and universal determination. This is an approach that does not focus upon tropes of rescue and salvation but upon the generative power of negation. In doing so, it highlights how Caribbean experiences and writings have been drawn upon to provide an important and distinct perspective for critical thought. "How is it that ontology has come to be seen as the antidote for modernity? While Foucault denigrated ontology as a mistaken and parochial exercise, contemporary social theory holds out the promise that new modes of planetary knowledge will save us from our own excesses.     Description: The purpose of the present chapter is to initiate the analysis of the child trafficking apparatus through the examination of a paradox pertaining to the protection of children: the simultaneous acceptance of a universal norm of child protection, and the frequent vulnerabilisation of trafficked children who have been taken into care. This discrepancy raises a set of interrogations about the politics of “making live” or “letting die” (Foucault), and the clashes that shape the manner in which the issue is settled for identified trafficking victims. Drawing on Foucaultian analyses of biopower, Chapter 3 shows the internal tension between “make live” objectives and “let die” practices unfolding in the global protection apparatus and its manifestations in member states of ASEAN and the EU. Through a set of solid data collected through fieldwork and interviews, it argues that the protection apparatus deviates towards unintended consequences or biopolitics of selection, resulting in non-protection mechanisms for children identified as trafficking victims. The biopolitics of the child protection apparatus, where trafficking victims are concerned, is analysed along the lines of their politics of selection; the material, psychological and symbolic liminal spaces it produces; and the fabrics – that is, the mechanisms –, as well as the fabric –namely the intrinsic structure of the protection apparatus – that amplify the initial vulnerability of children.

    Description: The management of elections is increasingly generating impassioned debate in these East African nations - Burundi, Kenya, Rwanda, Tanzania and Uganda. The bodies that manage and conduct elections are, therefore, coming under intense citizen and stakeholder scrutiny for the manner in which they are composed, how they organise and perform their mandates, and the outcomes they achieve. The effectiveness of electoral management bodies (EMBs) has largely been influenced by the impact of political violence on election management reforms in East Africa. Even in countries where EMBs are the products of reforms initiated in the aftermath of violent disputes over elections, they still face enormous challenges in dealing with electoral disputes and anticipating election-related crises. Although changes to constitutions and the laws in these countries have sought to make EMBs independent and, therefore, more inclined to deliver free, fair and credible elections, there are many issues that determine their impartiality and their ability to allow for the aggregation and free expression of the will of the people. These shortcomings negatively impact on democracy. This volume assembles case studies on the capacity of EMBs in these five East African countries to deliver democratic and transparent elections.

    Description: This book prompts a fresh look on immigrant integration policy. Revealing just where immigrants and their receiving societies interact everyday, it shows how societal inclusion is administered and produced at a local level. The studies presented focus on three issue areas of migration policy - citizenship, welfare services and religious diversity - and consider cities in very different national contexts. Spanning Switzerland, Italy, Germany, the Netherlands and Canada, the cases display great variety in their theoretical and methodological approaches. In all the countries considered, we see that the local level has an undeniable relevance despite differences in state structures, models of integration and centre-peripheral relations. Particularly for future migration policy research, such a complex comparative exercise thus yields an important universal realisation: the local dimension of migration policymaking matters. It also showed that politicians had failed to function as adequate links between "Europe" and the Dutch citizens.
