    Description: Urgent Archives argues that archivists can and should do more to disrupt white supremacy and hetero-patriarchy beyond the standard liberal archival solutions of more diverse collecting and more inclusive description.Grounded in the emerging field of critical archival studies, this book uncovers how dominant western archival theories and practices are oppressive by design, while looking toward the the radical politics of community archives to envision new liberatory theories and practices. Based on more than a decade of ethnography at community archives sites including the South Asian American Digital Archive (SAADA), the book explores how members of minoritized communities activate records to build solidarities across and within communities, trouble linear progress narratives, and disrupt cycles of oppression. Caswell explores the temporal, representational, and material aspects of liberatory memory work, arguing that archival disruptions in time and space should be neither about the past nor the future, but about the liberatory affects and effects of memory work in the present.Urgent Archives extends the theoretical range of critical archival studies and provides a new framework for archivists looking to transform their practices.     Description: Taking an interdisciplinary approach, this book raises new questions and provides different perspectives on the roles, responsibilities, ethics and protection of interpreters in war while investigating the substance and agents of Japanese war crimes and legal aspects of interpreters’ taking part in war crimes. Informed by studies on interpreter ethics in conflict, historical studies of Japanese war crimes and legal discussion on individual liability in war crimes, Takeda provides a detailed description and analysis of the 39 interpreter defendants and interpreters as witnesses of war crimes at British military trials against the Japanese in the aftermath of the Pacific War, and tackles ethical and legal issues of various risks faced by interpreters in violent conflict.The book first discusses the backgrounds, recruitment and wartime activities of the accused interpreters at British military trials in addition to the charges they faced, the defence arguments and the verdicts they received at the trials, with attention to why so many of the accused were Taiwanese and foreign-born Japanese. Takeda provides a contextualized discussion, focusing on the Japanese military’s specific linguistic needs in its occupied areas in Southeast Asia and the attributes of interpreters who could meet such needs. In the theoretical examination of the issues that emerge, the focus is placed on interpreters’ proximity to danger, visibility and perceived authorship of speech, legal responsibility in war crimes and ethical issues in testifying as eyewitnesses of criminal acts in violent hostilities. Takeda critically examines prior literature on the roles of interpreters in conflict and ethical concerns such as interpreter neutrality and confidentiality, drawing on legal discussion of the ineffectiveness of the superior orders defence and modes of individual liability in war crimes. The book seeks to promote intersectoral discussion on how interpreters can be protected from exposure to manifestly unlawful acts such as torture.

    Description: At a time of escalating conflict between states and NGOs engaged in migrant search and rescue operations across the Mediterranean, this book explores the emerging trend of citizen-led forms of helping others at the borders of Europe. The book questions whether benign ‘silence’ is an appropriate label for the variety of destructions, concealment and absences that can be identified within archival collections. Making a clear link between autocratic regimes and the failure to record often horrendous crimes against humanity, the volume demonstrates that the failure of governments to create records, or to allow access to records, appears to be universal.     Description: After the multidimensional financial crisis of 2008, the member states of the Eurozone imposed a set of economic policies to save their economies. Socially unpopular cuts contributed to the occurrence of violent movements that both opposed austerity policies and created animosity towards the politicians who implemented them. Combining qualitative and quantitative comparative analyses from anti-austerity movements in 14 Eurozone states from 2007 to 2015, Joanna Rak develops an original typology of patterns of a culture of political violence to explain why some anti-austerity movements turned to violence and others did not, despite having shared goals and political values. She uncovers the very nature of the differences and similarities between cultures of political violence, identifies their sources, and determines their differing results. Simultaneously, she opens a discussion on the exploratory and explanatory utility of the category of a culture of political violence in the Social Sciences.     Description: This book examines the mobilization, role, and trajectory of women rescuers and perpetrators during the 1994 genocide in Rwanda. While much has been written about the victimization of women during the 1994 genocide in Rwanda, very little has been said about women who rescued targeted victims or perpetrated crimes against humanity. This book explores and analyzes the role played by women who exercised agency as rescuers and as perpetrators during the genocide in Rwanda. As women, they took actions and decisions within the context of a deeply entrenched patriarchal system that limited their choices. This work examines two diverging paths of women’s agency during this period: to rescue from genocide or to perpetrate genocide. It seeks to answer three questions: First, how were certain Rwandan women mobilized to participate in genocide, and by whom? Second, what were the specific actions of women during this period of violence and upheaval? Finally, what were the trajectories of women rescuers and perpetrators after the genocide? Comparing and contrasting how women rescuers and perpetrators were mobilized, the actions they undertook, and their post-genocide trajectories, and concluding with a broader discussion of the long-term impact of ignoring these women, this book develops a more nuanced and holistic view of women’s agency and the genocide in Rwanda. This book will be of much interest to students of gender studies, genocide studies, African politics and critical security studies.

To lay the groundwork for the analysis, the book examines the historical, constitutional and political context of governance in Cameroon, from independence and reunification in 1960–1961, through the adoption of the 1996 Constitution, to more recent events including the current Anglophone crisis. Offering novel insights on new institutions such as the Senate and the Constitutional Council and their contribution to the democratic advancement of Cameroon, the book also provides the first critical assessment of the legislative provisions carving out a special autonomy status for the two Anglophone regions of Cameroon and considers how far these provisions go to resolve the Anglophone Problem. This book will be of interest to scholars of public law, legal history and African politics.

Instead of embracing the mainstream position that financial inclusion is a natural, inevitable and mutually beneficial arrangement, Debtfare States and the Poverty Industry suggests that the structural violence inherent to neoliberalism and credit-led accumulation have created and normalized a reality in which the working poor can no longer afford to live without expensive credit. The book further transcends economic treatments of credit and debt by revealing how the poverty industry is extricably linked to the social power of money, the paradoxes in credit-led accumulation, and ‘debtfarism’. The latter refers to rhetorical and regulatory forms of governance that mediate and facilitate the expansion of the poverty industry and the reliance of the poor on credit to augment/replace their wages. Through a historically grounded analysis, the author examines various dimensions of the poverty industry ranging from the credit card, payday loan, and student loan industries in the United States to micro-lending and low-income housing finance industries in Mexico. Often hard to situate within traditional frameworks that prioritise citizenship, noncitizens can appear voiceless and rightsless, which has implications for efforts towards global justice and justice in migration. This book proposes an alternative. Noncitizenism identifies an analytical category of noncitizenship. While maintaining the importance of citizenship, noncitizenship is another form of special individual-State relationship. It operates far from a State, at its borders, and within its territory, providing a tool for examining the continuity between sites of engagement and the literatures, questions, and conclusions relating to them. The book argues that an accurate liberal theoretical framework, and one which can address contemporary challenges, must acknowledge the political relationship of noncitizenship between individuals and States. Anti-Gender Politics in the Populist Moment offers a novel conceptualization of the relationship between the ultraconservative anti-gender movement and right-wing populist parties, examining the opportunistic synergy between these actors. The authors map the anti-gender campaigns as a global movement, putting the Polish case in a comparative perspective. They show that the anti-gender rhetoric is best understood as a reactionary critique of neoliberalism as a socio-cultural formation. The book also studies the recent wave of feminist mass mobilizations, viewing the transnational revolt of women as a left populist movement.     Description: A common perception of global resource scarcity holds that it is inevitably a catalyst for conflict among nations; yet, paradoxically, incidents of such scarcity underlie some of the most important examples of international cooperation. This volume examines the wider potential for the experience of scarcity to promote cooperation in international relations and diplomacy beyond the traditional bounds of the interests of competitive nation states. The interdisciplinary background of the book’s contributors shifts the focus of the analysis beyond narrow theoretical treatments of international relations and resource diplomacy to broader examinations of the practicalities of cooperation in the context of competition and scarcity. Combining the insights of a range of social scientists with those of experts in the natural and bio-sciences—many of whom work as ‘resource practitioners’ outside the context of universities—the book works through the tensions between ‘thinking/theory’ and ‘doing/practice’, which so often plague the process of social change. These encounters with scarcity draw attention away from the myopic focus on market forces and allocation, and encourage us to recognise more fully the social nature of the tensions and opportunities that are associated with our shared dependence on resources that are not readily accessible to all. The book brings together experts on theorising scarcity and those on the scarcity of specific resources. It begins with a theoretical reframing of both the contested concept of scarcity and the underlying dynamics of resource diplomacy. The authors then outline the current tensions around resource scarcity or degradation and examine existing progress towards cooperative international management of resources. These include food and water scarcity, mineral exploration and exploitation of the oceans.
