    Description: Memory in Place brings together Indigenous and non-Indigenous scholars and practitioners grappling with the continued potency of memories and experiences of colonialism. While many of these conversations have taken place on a national stage, this collection returns to the rich intimacy of the local. From Queensland's sweeping Gulf Country, along the shelly beaches of south Sydney, Melbourne’s city gardens and the rugged hills of South Australia, through Central Australia’s dusty heart and up to the majestic Kimberley, the collection charts how interactions between Indigenous people, settlers and their descendants are both remembered and forgotten in social, political, and cultural spaces. It offers uniquely diverse perspectives from a range of disciplines including history, anthropology, memory studies, archaeology, and linguistics from both established and emerging scholars; from Indigenous and non-Indigenous contributors; and from academics as well as museum and cultural heritage practitioners. The collection locates some of the nation’s most pressing political issues with attention to the local, and the ethics of commemoration and relationships needed at this scale. It will be of interest to those who see the past as intimately connected to the future.

    Description: The coup in Myanmar on 1 February 2021 abruptly reversed a decade-long flirtation with economic and political freedoms. The country has since descended into civil war, the people have been plunged back into conflict and poverty, and the state is again characterised by fragility and human insecurity. As the Myanmar people oppose the regime and fight for their rights, the international community must find ways to act in solidarity. There is an urgent need for new policy settings and for practical engagement with local partners and recipient groups. The contributors to After the Coup offer timely insights into ways international actors can try to reduce the suffering of millions of citizens who are again being held hostage by a brutal and self-serving regime. Chapters analyse topics including coercive statecraft, international justice, Rakhine State (Rohingya) dynamics, pandemic weaponisation, higher education, non-state welfare and aid delivery, activism from exile, self-determination and power sharing in the National Unity Government's alternative constitution, and the roles of China and the Association of Southeast Asian Nations.

El lector encontrará cómo los chichimecas-jonáz continúan siendo una sociedad marginal al resto de la sociedad dominante, pero resistiendo ante el embate del sistema capitalista que se apropia de sus territorios y fuerza laboral mediante megaproyectos extractivistas, energéticos, parques industriales y otros, que generan enormes ganancias a los capitales transnacionales, además de la expansión de las ciudades cercanas.

Definitivamente, la coyuntura es ideal para debatir el tema del VIH y quien mejor que los, las y les activistas de nuestra región para hablarnos de la desesperación y el ostracismo padecido. Pero también, para que nos cuenten cómo a pesar de los estigmas y de las limitaciones, lograron buscar soluciones, se reunieron, organizaron y crearon un mejor futuro para las nuevas generaciones.

    Description: It is gradually being recognised by both Indigenous and non-Indigenous Australians that getting contemporary Indigenous governance right is fundamental to improving Indigenous well-being and generating sustained socioeconomic development. This collection of papers examines the dilemmas and challenges involved in the Indigenous struggle for the development and recognition of systems of governance that they recognise as both legitimate and effective. The authors highlight the nature of the contestation and negotiation between Australian governments, their agents, and Indigenous groups over the appropriateness of different governance processes, values and practices, and over the application of related policy, institutional and funding frameworks within Indigenous affairs. The long-term, comparative study reported in this monograph has been national in coverage, and community and regional in focus. It has pulled together a multidisciplinary team to work with partner communities and organisations to investigate Indigenous governance arrangements-the processes, structures, scales, institutions, leadership, powers, capacities, and cultural foundations-across rural, remote and urban settings. This ethnographic case study research demonstrates that Indigenous and non-Indigenous governance systems are intercultural in respect to issues of power, authority, institutions and relationships. It documents the intended and unintended consequences-beneficial and negative-arising for both Indigenous and non-Indigenous Australians from the realities of contested governance. The findings suggest that the facilitation of effective, legitimate governance should be a policy, funding and institutional imperative for all Australian governments. This research was conducted under an Australian Research Council Linkage Project, with Reconciliation Australia as Industry Partner.

En el plano político, se ha intensificado el perfil ideológico desplazando el espectro hacia posturas ultraderechistas. El autoritarismo de nueva generacio´n registrado durante la segunda de´cada de este milenio definitivamente se ha exacerbado. Esta matriz se ha reforzado en lo económico, actualizando la antigua alianza tecno-militar en la composición de los gobiernos en cargos claves (Brasil, Paraguay y Colombia), al tiempo que se refuerza el imaginario del Estado emprendedor, ahora conducido sin mediaciones y en forma directa por empresarios.

    Description: En el marco de intensos cambios políticos y económicos, el salto de siglo trajo a Latinoamérica nuevas orientaciones en la gestión y negociación de las políticas sociales, además de consensos y conflictos en torno a las mismas. Sin abandonar del todo las medidas de corte liberal recomendadas por el Consenso de Washington, buena parte de los gobiernos de la región incluyeron en sus agendas objetivos de corte universalista, junto con la implementación de un conjunto de transformaciones (heterogéneas) que mantienen, consolidan o modifican procesos iniciados en los años ochenta del siglo pasado. Partiendo de este contexto, la presente obra colectiva del Grupo de Trabajo sobre Pobreza y Políticas Sociales de CLACSO, condensa sus preocupaciones sobre los retos que enfrenta América Latina para enfrentar los niveles de exclusión social que la caracterizan, a la vez que ensaya explicaciones sobre la incidencia de los ciclos económicos y políticos que afectan permanentemente su patrón de distribución de la riqueza, e instituyen una lógica de avance y retroceso que bloquea la instalación de adecuadas estrategias de bienestar, con capacidad para atender los principales riesgos sociales y reducir la desigualdad. El análisis de esta compleja e histórica problemática, contextualizada en los primeros quince años del siglo XXI, ofrece la oportunidad de identificar las distintas orientaciones políticas de los gobiernos de turno y sus dilemas.

    Description: En el ámbito estrictamente programático cada uno de los proyectos emancipatorios que hoy se citan en la arena político-intelectual (el del pensamiento decolonial, el de la profundización del Estado Democrático de Derecho o el del Socialismo) asume conceptualizaciones, a menudo inmanentes, de modernidad y colonialismo que resultan internamente problemáticas. Del mismo modo, parecen contradictorias las formas principales de conceptualización de la dupla modernidad/colonialismo entre los diversos proyectos. Todo ello hace imperativo explorar el alcance, los límites y las posibilidades de síntesis entre estas diversas aproximaciones. El análisis de las tensiones entre modernidad y colonialismo contribuye, sin duda, al examen de los méritos y problemas de cada uno de estos programas emancipatorios. Por una parte, la modernidad misma es disecada conceptualmente según las aspiraciones y compromisos de cada programa emancipador. Por otra, el colonialismo, dibujado en sus versiones economicistas, culturalistas, políticas, localistas o globalistas, o en mezclas matizadas, dependiendo del género emancipatorio que sostenga el pincel, parece indicar sentidos distintos a la resistencia y a las luchas sociales. El análisis de las tensiones entre modernidad y colonialismo ofrece así un espacio inigualable para pensar los alcances y problemas de cada una de estas formas de pensamiento emancipatorio latinoamericano.

Argumentan, por ejemplo, por qué se podría decir que el problema del siglo XXI es el de la línea epistémica (Mignolo en este tomo), la importancia y utilidad de la co-teorización coalicional sobre y desde el feminismo decolonial (Lugones en este tomo), así como la urgencia de desvelar las raíces epistemológicas de la construcción de conocimientos otros deteniéndonos, por ejemplo, en el principio de dualidad fluida y otros dispositivos perceptuales y filosóficos de los mundos indígenas (Marcos en este tomo). También nos invitan a mirar en América Latina las repercusiones epistémicas y ético-políticas que ha tenido el que la cultura se convierta en política (Montoya en este tomo), los límites reales y concretos de nuestros propios compromisos (Olivera en este tomo), a la vez que nos conminan a seguir en el camino de pensar, desde nuestras propias realidades e historias, las prácticas antropológicas de manera plural para escapar –o tratar de escapar– a la presión represora y homogeneizadora de la normatividad disciplinaria (Pacheco de Oliveira en este tomo). This monograph seeks to draw lessons from this experience, so as to make the republican venture one of substance for the Australian public. In so doing, Power draws on a range of republican, indigenous and feminist writings in order to develop a new framework of 'fiducial governance' aimed at enhancing the trustworthiness and integrity of our institutions of governance, thereby paving the way for the replacement of the monarch by a directly elected head of state. This is an erudite and thoughtful book that will be of interest to those with an interest in systems of governance and to constitutional scholars, whether they be republicans or monarchists.

    Description: Agreements between the mining industry and Indigenous people are not creating sustainable economic futures for Indigenous people, and this demands consideration of alternate forms of economic engagement in order to realise such ‘futures’. Within the context of three mining agreements in north Australia this study considers Indigenous livelihood aspirations and their intersection with sustainable development agendas. The three agreements are the Yandi Land Use Agreement in the Central Pilbara in Western Australia, the Ranger Uranium Mine Agreement in the Kakadu region of the Northern Territory, and the Gulf Communities Agreement in relation to the Century zinc mine in the southern Gulf of Carpentaria in Queensland. Recent shifts in Indigenous policy in Australia seek to de-emphasise the cultural behaviour or imperatives of Indigenous people in undertaking economic action, in favour of a mainstream conventional approach to economic development. Concepts of ‘value’, ‘identity’, and ‘community’ are key elements in the tension between culture and economics that exists in the Indigenous policy environment. Whilst significant diversity exists within the Indigenous polity, Indigenous aspirations for the future typically emphasise a desire for alternate forms of economic engagement that combine elements of the mainstream economy with the maintenance and enhancement of Indigenous institutions and ‘livelihood’ activities. Such aspirations reflect ongoing and dynamic responses to modernity, and typically concern the interrelated issues of access to and management of ‘country’, the maintenance of Indigenous institutions associated with family and kin, access to resources such as cash and vehicles, the establishment of robust representative organisations, and are integrally linked to the derivation of both symbolic and economic value of livelihood pursuits.

    Description: The main theme of this volume is a discussion of the ways in which legal mechanisms, such as the Land Groups Incorporation Act (1974) in PNG, and the Native Title Act (1993) in Australia, do not, as they purport, serve merely to identify and register already-existing customary indigenous landowning groups in these countries. Because the legislation is an integral part of the way in which indigenous people are defined and managed in relation to the State, it serves to elicit particular responses in landowner organisation and self-identification on the part of indigenous people. These pieces of legislation actively contour the progressive evolution of landowner social, territorial and political organisation at all levels in these nation states. The contributors to this volume provide in-depth anthropological case studies of social structural and cultural transformations engendered by the confrontation between states, developers and indigenous communities over rights to customarily owned land.

    Description: Under a Memorandum of Understanding between Indonesia and Australia, traditional Indonesian fishermen are permitted access to fish in a designated area inside the 200 nautical mile Australian Fishing Zone (AFZ). However, crew and vessels are regularly apprehended for illegal fishing activity outside the permitted areas and, after prosecution in Australian courts, their boats and equipment are destroyed and the fishermen repatriated to Indonesia. This is an ethnographic study of one group of Indonesian maritime people who operate in the AFZ. It concerns Bajo people who originate from villages in the Tukang Besi Islands, Southeast Sulawesi. It explores the social, cultural, economic and historic conditions which underpin Bajo sailing and fishing voyages in the AFZ. It also examines issues concerning Australian maritime expansion and Australian government policies, treatment and understanding of Bajo fishing. The study considers the concept of “traditional” fishing regulating access to the MOU area based on use of unchanging technology, and consequences arising from adherence to such a view of “traditional”; the effect of Australian maritime expansion on Bajo fishing activity; the effectiveness of policy in providing for fishing rights and stopping illegal activity, and why Bajo continue to fish in the AFZ despite a range of ongoing restrictions on their activity.

    Description: Indigenous policy is a complex domain motivated by a range of social, cultural, political and economic issues. The Council of Australian Governments 'closing the gaps' agenda for addressing Indigenous disadvantage in Australia now includes six targets with well defined and measurable outcomes for policy action. In this context there is a continuing and pressing need for robust debate to understand how meaningful improvement in Indigenous outcomes might be achieved. This monograph presents the peer-reviewed proceedings of the 2011 CAEPR/ABS conference on 'Social Science Perspectives on the 2008 National and Aboriginal Torres Strait Islander Social Survey'. It is the fourth CAEPR monograph since 1992 to reflect on national surveys of Indigenous Australians. The conference covered topics including child development, crime and justice, culture, wellbeing, the customary economy, demography, education, employment, fertility, health, housing, income and financial stress, mobility, poverty, social exclusion, and substance abuse. The papers summarise the strengths and limitations of the 2008 NATSISS, discuss the types of policy-relevant questions it can inform, and consider future survey design. A social survey such as the NATSISS can ultimately never tell those responsible for developing public policy what to do, but it can provide useful information to inform policy decisions. This volume will be useful for researchers and policy makers, and relevant to the wider national debate and, in particular, Indigenous communities and organisations.

    Description: Esta es la primera obra resultante de la reflexión colectiva del Grupo de Trabajo “Indígenas y espacio urbano" de CLACSO que reúne a investigadoras e investigadores de distintos países de las Américas. Cada uno de sus capítulos se basan en investigaciones realizadas en los últimos años sobre las problemáticas de la población indígena cuando reside o migra a las ciudades; en ellos se analizan las condiciones socioeconómicas de indígenas que viven en estos espacios urbanos y las distintas formas de ocupación, así como los avances y retrocesos en materia de políticas públicas con perspectiva intercultural, principalmente, enfocándose en la política social y en el cumplimiento de los derechos sociales en torno a la salud, educación, vivienda, trabajo digno, ocupación de la ciudad y cultura. Los trabajos también muestran las visiones de la población indígena, su relación con las instituciones públicas y con grupos y sectores de población no indígena en diferentes ámbitos sociales y espaciales de las ciudades. Destacan los distintos procesos de discriminación, especialmente la invisibilización de la población indígena que reside en las ciudades, invisibilización que se da tanto en las estadísticas oficiales, como en las políticas públicas y los imaginarios sociales urbanos. Para reflexionar sobre estos procesos, políticas e identidades realzamos su complejidad, asumiendo lo indígena como una cuestión que tiene un carácter conflictivo y problemático; ello supone privilegiar la tensión entre la tendencia a asimilar a las y los indígenas a la cultura occidental y una mirada culturalista que, al acentuar el respeto por las diferencias, aísla y despolitiza el asunto y corre el riesgo de atraparlo en lo local, restándole su capacidad de politizar la discusión en colectivos sociales más amplios.

No obstante, los opositores al Movimiento al Socialismo (MAS) desconocieron su victoria argumentando un supuesto fraude y desplegaron una serie de acciones que culminaron en un golpe de Estado perpetrado el 10 de noviembre de 2019. At the same time, however, a new wave of Christian humanitarians were arriving in the colonies, troubled by Aboriginal suffering and arguing that colonists had obligations towards the people they had dispossessed.     Description: The Indigenous Enumeration Strategy (IES) of the Australian National Census of Population and Housing has evolved over the years in response to the perceived 'difference' of the Aboriginal and Torres Strait Islander populations. Its defining characteristics are the use of locally recruited, mostly Indigenous collector interviewers, and the administration of a modified collection instrument in discrete Indigenous communities, mostly in remote Australia. The research reported here is unique. The authors, with the assistance of the Australian Bureau of Statistics, were able to follow the workings of the IES in the 2006 Census from the design of the collection instrument to the training of temporary census field staff at the Northern Territory's Census Management Unit in Darwin, to the enumeration in four remote locations, through to the processing stage at the Data Processing Centre in Melbourne. This allowed the tracking of data from collection to processing, and an assessment of the effects of information flows on the quality of the data, both as input and output. This study of the enumeration involved four very different locations: a group of small outstation communities (Arnhem Land), a large Aboriginal township (Wadeye), an 'open' town with a majority Aboriginal population (Fitzroy Crossing), and the minority Aboriginal population of a major regional centre (Alice Springs). A comparison between these contexts reveals differences that reflect the diversity of remote Aboriginal Australia, but also commonalities that exert a powerful influence on the effectiveness of the IES, in particular very high levels of short-term mobility. The selection of sites also allowed a comparison between the enumeration process in the Northern Territory, where a time-extended rolling count was explicitly planned for, and Western Australia, where a modified form of the standard count had been envisaged. The findings suggest that the IES has reached a point in its development where the injection of ever-increasing resources into essentially the same generic set and structure of activities may be producing diminishing returns. There is a need for a new kind of engagement between the Australian Bureau of Statistics and local government and Indigenous community-sector organisations in remote Australia. The agency and local knowledge of Indigenous people could be harnessed more effectively through an ongoing relationship with such organisations, to better address the complex contingencies confronting the census process in remote Indigenous Australia.

With the immediate turmoil of World War II over, communism and decolonisation had ended any possibility that Asia could continue to be ignored by Australia. In the early 1950s, Australia embarked on its most ambitious attempt to engage with Asia: the Colombo Plan. This book examines the public and private agendas behind Australia's foreign aid diplomacy and reveals the strategic, political and cultural aims that drove the Colombo Plan. It examines the legacy of WWII, how foreign aid was seen as crucial to achieving regional security, how the plan was sold to Australian and Asian audiences, and the changing nature of Australia's relationship with Britain and the United States. Above all this is the question of how Australia sought to project itself into the region, and how Asia was introduced into the Australian consciousness. In answering these questions, this book tells the story of how an insular society, deeply scarred by the turbulence of war, chose to face its regional future.

    Description: Entre defensivo y anticipatorio, el Paro Nacional repuso al pueblo en el campo político. La vía neoliberal, abierta sorpresivamente desde 2017, había conseguido asentar cierta idea del Estado austero como única forma de reparación social y ética ante los "excesos del dispendioso y corrupto gobierno populista" (sic.). En su progresiva implantación, sin embargo, la austeridad combinó el desfinanciamiento de sectores de provisión de servicios públicos masivos, política de precarización del trabajo y recurrentes exenciones tributarias para grandes grupos económicos. Dicho combo de políticas fue ratificado con el Decreto 883. Quienes comparten más o menos similares experiencias de injusticia o entornos de privación como efecto de tales políticas se encontraron en Octubre.

Estos ejercicios ofrecen un resultado provechoso, que en su conjunto da cuenta de la polisemia del concepto, de sus múltiples sentidos, y también de su complejidad. Interrogarse sobre qué es la autonomía; cómo se argumenta; cómo se materializa; cuáles son sus avances, retos y desafíos y, sobre todo, cómo los pueblos indígenas con los que ellos trabajan construyen su autonomía; son preguntas que encuentran respuestas en cada uno de los capítulos del libro.

    Description: Plantear o acusar que cierto pensamiento latinoamericano puede ser eurocentrista, implica asumir que las ideas tienen un origen, una nacionalidad y que, además, puede no corresponder con la identidad y el territorio de quienes las piensan: latinoamericanos pensando con ideas europeas. Esta distinción epistemológica entre la identidad de las ideas y la de las personas que las piensan nos es útil para introducir los escritos de este libro: autoras y autores que, pese a estar en Dinamarca, piensan de "forma latinoamericana sobre Latinoamérica". Como en el reflejo de un espejo, estas autoras y autores están situados en Europa, pero piensan en y con América Latina, un "pensamiento en diálogo con Latinoamérica. Los textos aquí reunidos no sólo desbordan estas categorías entre pensamiento puramente eurocéntrico o latinoamericano, también rebasan los límites impuestos por las disciplinas académicas las humanidades y las ciencias sociales.

    Description: Estamos frente a una intensa y compleja trayectoria intelectual, que es al mismo tiempo la aventura de una vida enlazada íntimamente al nombre de Marx y de las tradiciones emancipatorias, como el signo de una serie de itinerarios comunes que engloban a muchas figuras de la izquierda latinoamericana de las últimas décadas. El recorrido de Aricó puede pensarse como la historia de una búsqueda, que acaso presenta un punto clave de ruptura en 1963, cuando es forzado a abandonar el Partido Comunista y comienza un deambular que no encuentra punto de llegada. Podríamos arriesgar que con esa expulsión termina de difuminarse una certeza que se encontraba de por sí cada vez más cercada, la de una organización y un sujeto político que se suponían encarnaciones de un proyecto revolucionario.

SURearnos en el sentido que el antropólogo brasileño Marcio D’Olne Campos (en este tomo) propone, es decir, desnaturalizando lo habitual para emprender el camino de la descolonización de nuestro sistema de pensamiento en la academia, la escuela y en nuestras vidas, y partiendo del conocimiento local para construir orientaciones adecuadas con base en lo que ocurre en nuestro ámbito de vida.

    Description: Papua New Guinea’s general election in 2007 attracted particular interest for several reasons. Not only did it follow what was widely acknowledged as the country’s worst election ever, in 2002 (in which elections in six of the country’s 109 electorates were declared to be ‘failed elections’), it was the first general election to be held under a new limited preferential voting system. It also followed the first full parliamentary term under the Organic Law on the Integrity of Political Parties and Candidates, which had been introduced in 2001 in an attempt to strengthen political parties and create a greater degree of stability in the national parliament, and was the first to embrace a ‘whole-of-government’ approach to electoral administration, through an Interdepartmental Electoral Committee. This volume provides an analysis of the 2007 election, drawing on the work of a domestic monitoring team organized through the National Research Institute, and several visiting scholars. It addresses key issues such as voter education, electoral administration, election security, the role of political parties, women as candidates and voters, the shift to limited preferential voting, and HIV transmission, and provides detailed accounts of the election in a number of open and provincial electorates. It is generally agreed that the election of 2007 was an improvement on that of 2002. But problems of electoral administration and voting behaviour remain. These are identified in this volume, and recommendations made for electoral reform.

    Description: The Pacific Trade and Development (PAFTAD) conference series has been at the forefront of analysing challenges facing the economies of East Asia and the Pacific since its first meeting in Tokyo in January 1968. The 38th PAFTAD conference met at a key time to consider international economic integration. Earlier in the year, the people of the United Kingdom voted to leave the European Union and the United States elected Donald Trump as their next president on the back of an inward-looking ‘America First’ promise. Brexit and President Trump represent a growing, and worrying, trend towards protectionism in the North Atlantic countries that have led the process of globalisation since the end of the Second World War. The chapters in the volume describe the state of play in Asian economic integration but, more importantly, look forward to the region’s future, and the role it might play in defending the global system that has underwritten its historic rise. Asia has the potential to stand as a bulwark against the dual threats of North Atlantic protectionism and slowing trade growth, but collective leadership will be needed regionally and difficult domestic reforms will be required in each country.

    Description: Escuelas de Dignidad es el desenlace de una larga investigación en escuelas públicas argentinas y brasileñas que propone una porfiada utopía en tiempos inciertos y amenazantes. Quiere contribuir a instalar la política como un derecho humano que abre las puertas a los demás de derechos. Valoriza las prácticas de las y los directores de escuelas que, desde una peleada autonomía, construyeron currículos de educación popular para los niños y adolescentes de las clases subalternizadas: los marginados urbanos, los campesinos y los pueblos originarios en distintas regiones del país y en el sur de Brasil. Las historias de vida de los protagonistas permiten comprender cómo estas experiencias fueron posibles y aportan criterios para la formación de nuevas generaciones de educadores que se comprometan con la expansión de la educación popular en las escuelas públicas.

    Description: En el presente libro ofrecemos un conjunto de aproximaciones analíticas a los nuevos actores protagónicos en América Latina de los últimos tiempos, así como a los procesos de cambio social en los cuales están directa o indirectamente involucrados. Aquí partimos de suponer que, para lograr avanzar en el conocimiento de este aspecto sustantivo de la realidad social regional, resulta necesario atender al modo en que evoluciona el vínculo teorizado entre los actores y el cambio social en la galaxia histórica de las ciencias sociales. A lo largo de la llamada historia moderna, las ciencias sociales validaron su existencia en la medida en que fueron capaces de procesar, a partir de propósitos racionales y de valores colectivos, volúmenes ilimitados de complejidad social y de indeterminación histórica.

    Description: El asunto de las autonomías en general es sumamente peliagudo, más aún si se trata de autonomías de Naciones y Pueblos Indígenas, es decir, de entidades histórico sociales cuya existencia es previa a la creación de las repúblicas y Estados nación del continente, porque se trata de reivindicaciones, derechos, proyectos civilizatorios, provenientes de vertientes contestatarias que cuestionan la modernidad, Occidente, el capitalismo, la industrialización, la colonización como invasión, el renacimiento y posterior ilustración con su razón instrumental, el desarrollo sin éxitos para la mayoría y con pendientes gigantescas, ya irrealizables a estas alturas, tratándose por lo tanto de expresiones autonómicas profundamente contra-hegemónicas, sea o no que levanten directa y abiertamente dicho ideario y discurso.
