    Description: ste libro es expresión de las investigaciones realizadas por seis integrantes de la Línea Contextos, Prácticas Políticas y Políticas Públicas como parte del Programa Posdoctoral en Ciencias Sociales, Niñez y Juventud. Los trabajos que componen el segundo libro colectivo de esta línea fueron producidos entre el 2014 y el 2017 y abordan diferentes dimensiones de las vidas de niñas, niños y jóvenes de América Latina desde una perspectiva situada que, siendo rigurosa, asume el compromiso intelectual y político de aportar a la transformación de las condiciones en las que producen sus existencias. Si bien cada uno de los seis capítulos corresponde a investigaciones singulares llevadas a cabo por cada uno de los posdoctores en tres países de América Latina (Argentina, Brasil y Colombia), estos se alimentaron de los intercambios colectivos sostenidos en el espacio de trabajo que compartimos en la Línea del Posdoctorado. De esta manera, el libro puede leerse como el encuentro de seis textos con unidad y lógica en sí mismos, pero también como obra única en la que reverberan los diálogos sostenidos en el espacio común de trabajo que construimos en estos años. En este sentido, este texto es resultado de un proceso que demandó casi dos años de debates y reelaboraciones y que pasó por diversos momentos y circunstancias antes de que se hiciera posible su publicación. Agradecemos entonces la paciencia y la dedicación de las autoras —el azar o los procesos de igualdad de género quisieron que todas las autoras fueran mujeres— así como los comentarios y aportes de los otros colegas que integran la línea, cuyos trabajos ya han sido publicados o se editarán pronto. Asimismo, queremos agradecer al equipo de trabajo del posdoctorado que radica en el Centro de Estudios de Niñez y Juventudes (Cenju) del Cinde y la Universidad de Manizales (Sandra, Daniela, Julián), a los coordinadores de las otras líneas del programa (Toya, Patricia, Karina, Silvinha, José Manuel, Héctor Fabio, Fernanda, Myriam), a Sara Victoria Alvarado, a María Camila Ospina por aceptar con generosidad hacer el prólogo, a las instituciones coeditoras y, especialmente, a Lucía Rangel, quien compartió la coordinación de la línea junto a Pablo Vommaro hasta fines del 2016, momento en el que se incorporó Alejandra Barcala a este espacio. Este libro es también símbolo del trabajo que llevamos a cabo con Lucía y una bienvenida para Alejandra. La apuesta por publicar los capítulos en su idioma original (castellano o portugués) también es expresión de la vocación intercultural y latinoamericanista de esta obra. Los invitamos a compartir las páginas que siguen y a recorrer las experiencias de investigación y práctica intelectual que contienen. Esperamos que esta sea una manera de integrarse, al menos por algunos momentos, a la comunidad que constituimos en el Posdoctorado desde el 2010, que se potencia día a día con la publicación de obras como esta y con los ecos y debates que pueda generar.     Description: Este libro permite, entre otras cosas, acercarse a la mayor parte de los desarrollos, las tendencias y los intereses teóricos que ocupan actualmente a los cientistas sociales en América Latina. Es un mapa capaz de mostrar mucho de lo que se está haciendo en el campo de la teoría social, y capaz también de mostrar mucho de lo que queda por hacer. Uno de los rasgos más notables de este mapa es su pluralidad. Se constata aquí que las más diversas tradiciones de pensamiento transitan por nuestro continente, y que son reelaboradas por nuevas lecturas de un modo tan vital como riguroso y consistente. Queda por saber si este pluralismo existente se irá todavía ampliando, si llegará a albergar más cabalmente tradiciones no tradicionales de pensamiento. Es decir, si podrá abrirse con más fuerza a un diálogo con puntos de vista sobre lo social, lo político y lo cultural provenientes de las epistemes no occidentales, o no completamente occidentales, que habitan el sur global.

    Description: "Hemos organizado esta antología alrededor de cinco ejes temáticos que nos permiten establecer conversaciones cruzadas entre los ensayos incluidos y formular algunas tesis que claramente los enlazan y que asumimos como propias. Podríamos haber establecido muchas más relaciones entre ellos y articular otras tesis interpretativas, pero con ello escaparíamos los confines de un ensayo introductorio. Le dejamos a los amigos y amigas lectores el culminar una tarea que siempre permanecerá inconclusa. En todo caso, encontrarán a continuación una serie de relatos críticos a nuestra oficialidad y a los intereses que esta ha salvaguardado. Damos fe que la historia reciente, en buena medida, les ha dado la razón a estos pensadores. En Puerto Rico hemos gozado de una ventaja epistemológica que nos asigna un inusual grado de responsabilidad. Las causas de nuestra crisis no solo eran anticipables —mucho más previsibles que las azarosas rutas de los huracanes— sino que algunas nos fueron anunciadas desde hace medio siglo. Los que tuvimos el privilegio de ir a la universidad del estado —ahora, como todo, bajo asedio— pudimos leer y escuchar en sus aulas a algunos de estos autores, y a muchos otros que merecerían estar aquí. De todos aprendimos que a pesar de lo auspicioso que parecía el presente había encuadres narrativos plagados de ausencias, fallas sistémicas que atender, y nuevos rumbos que desde entonces no podían esperar. No todas esas ausencias que nos fueron señaladas están plasmadas en nuestra selección, ni todas las fallas sistémicas que debemos corregir son atendidas en esta colección.     Description: Los estudios sociales en ciencia y tecnología en América Latina cuentan ya con medio siglo de desarrollo en la región. El origen del campo en los años sesenta dotó de características propias que permanecieron, a lo largo de las décadas con diferentes niveles de intensidad, en el marco de nuevos modelos y formas de pensar el desarrollo y de afrontar las condiciones de pobreza y exclusión de nuestras sociedades. Una vez recorrida la etapa de profesionalización del campo –y en diálogo con la dinámica de construcción de estos estudios en los países del norte– se retomaron desde nuevas preguntas y perspectivas aquellas reflexiones iniciadas en los años sesenta, al tiempo que se generaron esfuerzos por construir miradas originales sobre los significados sociales, económicos y políticos de la ciencia y la tecnología. Así se construyeron enfoques y perspectivas analíticas que aprovechan los aportes del campo a nivel internacional y los alimentan con perspectivas regionales. Ciencia, tecnología y sociedad en América Latina está organizado en cinco secciones variadas y heterogéneas, referidas todas ellas a América Latina, en las que se discuten problemas sociales muy diversos. El rico caudal de estas investigaciones sostiene como objetivo común la superación del atraso y de la dependencia de nuestros países, y la búsqueda de estrategias adecuadas en pos de mejorar las condiciones de vida en la región. Con una perspectiva múltiple e interdisciplinar, investigadores jóvenes del continente muestran la riqueza y la relevancia de los estudios actuales en este campo.

Traducida a más de quince idiomas –incluidas lenguas orientales como el chino o el japonés–, aún hoy sigue fascinando a cuantos la leen, y continúa estimulando la reflexión teórica, tanto en el campo de la filosofía jurídica y política, como en el de la ética o la sociología del derecho. Ésta es la primera edición crítica que se hace de la obra en el ámbito hispanohablante. Se ha retomado la traducción clásica de Adolfo Posada, actualizando el léxico, la ortografía y la sintaxis, y se ha corregido en aquellas partes en las que se distanciaba en exceso de la edición alemana, puesto que Posada siguió como modelo la primera traducción francesa. Además, se han añadido numerosas notas con aclaraciones lingüísticas e histórico-filosóficas. La edición incorpora dos novedades más: un prefacio de Jhering hasta ahora inédito en castellano y una breve semblanza de Jhering escrita por Kelsen, también inédita en nuestra lengua. A todo ello se suma un estudio preliminar a cargo del editor, Luis Lloredo Alix.

    Description: The present work starts from the problem when investigating how the same penalty for the crime of Fraudulent Embezzlement affects the principle of proportionality, so it is necessary to refer to Article 387 of the Penal Code, which reads as follows: The public official or servant who appropriates or uses, in any form, for himself or for another, funds or effects whose collection, administration or custody are entrusted to him by reason of his position, shall be punished with deprivation of liberty for not less than two nor more than eight years. It is an aggravating circumstance if the funds or effects were destined for welfare purposes or social support programs. In these cases, the prison sentence shall be not less than four nor more than ten years. According to the Plenary Agreement No. 4-2005/CJ-116, Plenary Jurisdiction of the Permanent and Transitory Criminal Chambers of the Supreme Court of Justice, the elements of the criminal offense of embezzlement are (i) the existence of a functional relationship, (ii) the collection, administration or custody, (iii) appropriation or use, (iv) the recipient: for himself or for a third party, (v) funds and effects. The result was that when punishing with the same penalty in the crime of Fraudulent Misappropriation in its modality of appropriation and use, despite the differences if we appreciate them from a patrimonial perspective or from the perspective of safeguarding the right of property of the public entity, in the modality of use there is an excess in the penalization, affecting the principle of proportionality, reason for which it should have a different treatment.

    Description: El presente trabajo se inicia del problema cuando se investiga de qué manera al sancionar con una misma pena en el delito de Peculado Doloso afecta el principio de proporcionalidad, por lo que es necesario remitirnos al artículo 387 del Código Penal, cuyo tenor es como sigue: El funcionario o servidor público que se apropia o utiliza, en cualquier forma, para sí o para otro, caudales o efectos cuya percepción, administración o custodia le estén confiados por razón de su cargo, será reprimido con pena privativa de la libertad no menor de dos ni mayor de ocho años. Constituye circunstancia agravante si los caudales o efectos estuvieran destinados a fines asistenciales o a programas de apoyo social. En estos casos, la pena privativa de la libertad será no menor de cuatro ni mayor de diez años. Según lo establecido por el Acuerdo Plenario N.° 4-2005/CJ-116, Pleno jurisdiccional de las Salas Penales Permanentes y Transitoria de la Corte Suprema de Justicia, los elementos del tipo penal de peculado son (i) la existencia de una relación funcional, (ii) la percepción, administración o custodia, (iii) apropiación o utilización, (iv) el destinatario: para sí o para un tercero, (v) caudales y efectos. El resultado fue que al sancionar con una misma pena en el delito de Peculado Doloso en su modalidad de apropiación y utilización visten de igual contenido de ilicitud, pese a las diferencias si las apreciamos desde una perspectiva patrimonialista o de salvaguarda del derecho de propiedad del ente público, en la modalidad de utilizar existe un exceso en la penalización afectándose el principio de proporcionalidad, razón por la cual debe tener un tratamiento distinto.

The term, beyond its generic meaning of an intermediate stage in a process in which a condition changes from one state to another, has always been used in various fields, from music to geophysics. In fact, the disciplines of drawing have always been confronted with themes and issues relating to transitions from one condition to another. The history of representation tells us of transformations, even epochal ones, relating to ‘drawing’, with all that such transitions entail: suffice it to think of the evolution of forms of representation, of instrumental apparatuses, of the mutability of supports, of the analogical-digital transition underway, of the new modes of communication on platforms, of the hypertrophic offer of images also on the net that confirms Guy Debord’s intuitions relating to the new spectacularisation of society. Similarly, representation triggers transitions in the prefiguration and communication of design, the anticipation and foreshadowing of future events.The challenges posed by the digital pose open questions whose scope can only be glimpsed, such as the relationship between drawing and the act of modelling, and the construction of new paradigms of visual language and communication. ‘Transitions’, almost implicitly, points to possible futures, the evolution of technique and the search for new modes of expression; at the same time, however, it can suggest silences and reflections in a process of connection between history, theory, criticism and construction.

    Description: ¿Pueden las imágenes incidir en la historia? ¿Son fieles evidencias del pasado? Esta compilación aparece frente al renovado interés de la disciplina histórica y las ciencias humanas, por interpretar las fuentes visuales como producciones intencionalmente elaboradas y difundidas tanto en momentos como en espacios particulares. Alejándose de la vista inocente y contemplativa, los autores del libro proponen desde sus contribuciones, situar la función social de las imágenes en el centro de sus análisis de caso, los cuales abarcan un amplio conjunto de procesos latinoamericanos ocurridos entre los siglos XIX y XXI en países como Chile, Brasil, Perú, Colombia y Argentina. De esta manera, cada capítulo invita al lector a “pensar visualmente” temas como la propaganda política, la construcción de la nación, el ensamblaje de identidades o de memorias colectivas, etc., partiendo del supuesto metodológico que sugiere rastrear las imágenes desde su producción hasta su recepción, donde adquieren múltiples sentidos en su respectivo presente, así como en su preservación actual. Imaginando América Latina se presenta entonces como una iniciativa abierta a diferentes perspectivas disciplinares no solo limitadas a la lectura del historiador. Los doce capítulos contenidos en este libro, buscarán reflexionar sobre la capacidad de la imagen para conectar realidades en escalas globales y locales, insistiendo en mostrar la doble relación entre una historicidad de lo visual y una visualidad de la historia.

    Description: Achttien bekende Belgen bieden een unieke blik op het Belgische collectieve geheugen Welke gebeurtenissen, plekken en figuren blijven er hangen in het geheugen van achttien prominente Belgen als ze aan hun land denken? Op deze vraag zochten Franstalige en Nederlandstalige academici gedurende enkele jaren een antwoord. Ze organiseerden ontmoetingen met Belgische duo’s uit uiteenlopende maatschappelijke domeinen: de journalisten Nina Verhaeghe en Christian Laporte, de politici Herman Van Rompuy en Philippe Moureaux, de dichters Dirk Van Bastelaere en Laurence Vielle, de regisseurs Jan Verheyen en Adil El Arbi, de schrijvers Kristien Hemmerechts en Vincent Engel, de atleten Laurence Rase en Jean-Michel Saive, de zakenmensen Yves Noël & Christ'l Joris, de syndicalisten Caroline Copers en Felipe Van Keirsbilck, en de imam en islamleraar Brahim Laytouss en theologe Myriam Tonus. Je ontdekt in deze unieke dialogen hoe er tijdens de ontmoetingen gedeelde herinneringen zijn – zoals de Rode Duivels op het WK in 1986 of de zaak Dutroux – maar ook waar de herinneringen tussen de gesprekspartners sterk uiteenlopen – over de Eerste Wereldoorlog bijvoorbeeld, of over Brussel. De verschillen lopen vaak langs de lijnen van de gemeenschappen van ons land, maar zeker niet altijd. Ook verschillen tussen de maatschappelijke domeinen van de gesprekspartners worden duidelijk. In een uitgebreide conclusie brengen de redacteurs de belangrijkste rode draden en lacunes in de gesprekken samen: wat zit er in het Belgische collectieve geheugen, wat niet en hoe komt dat geheugen naar boven in de gesprekken. Dialogen over België biedt een unieke blik op België met herkenbare herinneringen en verrassende inzichten voor Belgen en niet-Belgen.

    Description: The volume, dedicated to the 44th International Conference of the Italian Union for Drawing, investigates the theme of ‘Transitions’, which particularly effectively represents our time and the current condition of the discipline of Drawing. The term, beyond its generic meaning of an intermediate stage in a process in which a condition changes from one state to another, has always been used in various fields, from music to geophysics. In fact, the disciplines of drawing have always been confronted with themes and issues relating to transitions from one condition to another. The history of representation tells us of transformations, even epochal ones, relating to ‘drawing’, with all that such transitions entail: suffice it to think of the evolution of forms of representation, of instrumental apparatuses, of the mutability of supports, of the analogical-digital transition underway, of the new modes of communication on platforms, of the hypertrophic offer of images also on the net that confirms Guy Debord’s intuitions relating to the new spectacularisation of society. Similarly, representation triggers transitions in the prefiguration and communication of design, the anticipation and foreshadowing of future events.The challenges posed by the digital pose open questions whose scope can only be glimpsed, such as the relationship between drawing and the act of modelling, and the construction of new paradigms of visual language and communication. ‘Transitions’, almost implicitly, points to possible futures, the evolution of technique and the search for new modes of expression; at the same time, however, it can suggest silences and reflections in a process of connection between history, theory, criticism and construction.

    Description: Neorrealismo y cine en Cuba: Historia y discurso entorno a la primera polémica de la Revolución, 1951-1962 examina la historia estética y las relaciones entre la producción cinematográfica cubana y el neorrealismo italiano. El recorrido histórico comienza en 1951, antes del triunfo de la Revolución, y termina en 1962, año que marca la ruptura entre los cineastas cubanos y la estética neorrealista italiana. Las colaboraciones principales sucedieron entre los directores de cine Tomás Gutiérrez Alea y Julio García Espinosa y el cineasta neorrealista italiano Cesare Zavattini. Las circunstancias que llevaron al fin de las relaciones entre Zavattini y los cineastas cubanos están conectadas a la película El joven rebelde, dirigida por García Espinosa y estrenada por primera vez en 1961. La ruptura se dio por divergencias creativas e ideológicas sobre la manera en que se quería retratar al protagonista del largometraje. Este detalle, que aparentemente puede parecer de menor importancia, tuvo repercusiones importantes que llevaron a un distanciamiento de García Espinosa, de Gutiérrez Alea, así como del resto de los cineastas cubanos que estaban trabajando en el Instituto Cubano del Arte e Industria Cinematográficos (ICAIC) a partir de 1959, para buscar sus propias estrategias creativas con el fin de moldear una producción cinematográfica nacional. Sin embargo, cabe señalar que los cineastas cubanos no habrían encontrado la gramática necesaria para reescribir su cine revolucionario sin las colaboraciones y sobre todo sin la ruptura con Zavattini. Este nuevo lenguaje cinematográfico no habría podido existir sin las varias pausas y distancias que caracterizaron la relación cubana con el neorrealismo. The historical framework begins in 1951 before the triumph of the Cuban Revolution and ends in 1962, a year that marks a rupture between Cuban filmmakers and the Italian neorealist aesthetic. The main collaborations happened between Cuban directors Tomás Gutiérrez Alea and Julio García Espinosa and Italian neorealist filmmaker Cesare Zavattini. The circumstances that led to the end of the relationship between Zavattini and the Cuban filmmakers are connected to the film El joven rebelde [The Young Rebel], directed by García Espinosa and screened for the first time in 1961. In other words, the fragmentary interchange between García Espinosa, Gutierrez Alea, and Zavattini created new spaces in which the Cubans could find creative opportunities to express their own cinematic vision.

    Description: The volume, dedicated to the 44th International Conference of the Italian Union for Drawing, investigates the theme of ‘Transitions’, which particularly effectively represents our time and the current condition of the discipline of Drawing. The term, beyond its generic meaning of an intermediate stage in a process in which a condition changes from one state to another, has always been used in various fields, from music to geophysics. In fact, the disciplines of drawing have always been confronted with themes and issues relating to transitions from one condition to another. The history of representation tells us of transformations, even epochal ones, relating to ‘drawing’, with all that such transitions entail: suffice it to think of the evolution of forms of representation, of instrumental apparatuses, of the mutability of supports, of the analogical-digital transition underway, of the new modes of communication on platforms, of the hypertrophic offer of images also on the net that confirms Guy Debord’s intuitions relating to the new spectacularisation of society. Similarly, representation triggers transitions in the prefiguration and communication of design, the anticipation and foreshadowing of future events.The challenges posed by the digital pose open questions whose scope can only be glimpsed, such as the relationship between drawing and the act of modelling, and the construction of new paradigms of visual language and communication. ‘Transitions’, almost implicitly, points to possible futures, the evolution of technique and the search for new modes of expression; at the same time, however, it can suggest silences and reflections in a process of connection between history, theory, criticism and construction.

    Description: El objetivo principal de esta obra es reconstruir los procesos migratorios que llevaron a los migrantes de la ex Unión de Repúblicas Socialistas Soviéticas, a residir en Bucaramanga (Colombia). Así mismo, se indaga sobre la falsa creencia de que en Colombia no existe la inmigración y el vacío en la producción académica frente a este tema, que suele centrarse en las personas que dejan el país y no en quienes llegan. Por otro lado, se indaga sobre el hecho de que la literatura sobre el tema obedece más a investigaciones de tipo histórico. Metodológicamente, este estudio se sustentó en el uso de historias de curso de vida basados en los supuestos de Howard Becker, donde el uso de historias de vida permite aproximarse a cuestiones subjetivas de los investigados, sus experiencias, sus motivaciones y la interpretación que estos tienen de su realidad.

En la primera se aborda la utilización que los liberales hicieron de los manuales para conseguir la unidad que tanto ansiaban: establecieron un sistema de listas de libros que aprobaba el gobierno y que estuvo vigente en buena parte del siglo XIX. El estudio del sistema, la publicación de las listas y la reconstrucción de la biblioteca escolar constituye ocupan las páginas de esta parte. En la segunda se editan los planes de estudios jurídicos que existieron en los siglos XIX y XX, se analiza la evolución de los mismos y se ensaya una tipología que permita su comprensión.

    Description: La lucha por la implementación del Acuerdo de Paz transcurre de manera simultánea en dos sentidos. Por una parte, como necesidad de superar y derrotar en forma definitiva las resistencias de sectores que liderados por las expresiones más extremistas de la derecha política buscan desconocer la realidad histórica y concreta del Acuerdo de Paz, en cuanto posibilidad de tramitar el conflicto social y d clase por la vía exclusivamente política. Pero, al mismo tiempo, por la otra, como necesidad también de una implementación integral, de construir la legitimidad de una concepción de la paz que trascienda la visión meramente pacificadora o gatopardista, es decir, que apunte a una paz que efectivamente posea los contenidos propios de la democracia verdadera y la justicia social en camino hacias las transformaciones más profundas de la sociedad colombiana. Y, por qué no decirlo, que se encauce hacia la superación definitiva del orden social vigente; aspiración que también se encontraba tanto en los orígenes como en la larga historia de la lucha guerrillera en Colombia.

    Description: In this writing I focus on one of the factors that contributes to this reality, such as those contradictory positions about the approach to the research problem. The purpose is to note that the positivist tradition, with high degrees of conceptual and methodological purity criteria in legal research, has not allowed dialogue and changes in the epistemological position. I maintain that qualitative research is a fertile field to strengthen interactivity over one-sidedness, the experiential character among those who possess scientific knowledge; as well as social knowledge, popular knowledge, in the integral perspective of the ecology of knowledge, as the study of all existing sciences in the world.

El propósito es hacer notar que, la tradición positivista, con altos grados de criterios de pureza conceptual y metodológica en la investigación jurídica, no ha permitido el diálogo y cam-bios en la postura epistemológica.     Description: Moeten vaker camera's worden toegelaten in de rechtszaal? Zou persoonlijke informatie over rechters, zoals lidmaatschap van een politieke partij, openbaar moeten worden gemaakt? Zouden rechters actiever stelling moeten nemen in het publieke debat? Is de stap naar een systeem van dissenting opinions wenselijk? De laatste jaren worden dit soort vragen veelvuldig opgeworpen. De rechtspraak moet immers transparanter, zo vinden velen. Burgers moeten beter kunnen zien en begrijpen wat zich in en om de rechtszaal afspeelt. Maar hoe ver moeten de luiken open en met welke middelen zou de rechtspraak dan moeten inzetten op transparantie? En: waar en waarom dienen grenzen aan meer openheid te worden gesteld? Oordelen rechters ander over transparantie, al naar gelang hun leeftijd of de sector waarin ze werkzaam zijn? Tot nu toe was nauwelijks bekend hoe de ruim tweeduizend rechters die Nederland telt over deze en andere vragen denken. Als onderdeel van een breder onderzoek heeft de WRR in de eerste helft van 2012 meer dan vierhonderd rechters uit alle sectoren van de rechtspraak geïnterviewd en geënquêteerd over allerhande kwesties in relatie tot transparantie. In dit boekje worden de resultaten van dit onderzoek gepresenteerd. Als er één ding duidelijk wordt, is het wel dat het onderwerp sterk onder rechters leeft. Een grote meerderheid van hen is voor méér transparantie. Daarbij maken ze nadrukkelijk een onderscheid tussen transparantie op het niveau van de individuele zaaksbehandeling en dat van het instituut rechtspraak. Als het gaat om de vraag hoe transparantie te organiseren, blijken de meningen overigens ook flink uiteen te lopen. Al met al geeft deze publicatie een rijk en gedetailleerd beeld van de overwegingen van rechters pro en contra meer transparantie.

    Description: Este libro no fue escrito para agradar a nadie. Muy probablemente la gran mayoría de actores institucionales aquí mencionados no lo apreciara. Aunque, como alerta Camus en La caída, si estuviesemos en una democracia seríamos todos culpados. No es el caso. No hay como transigir frente al descalabro de la supuesta cooperacion internacional, la connivencia criminal de la elite haitiana y el sufrimiento sin fin de la mayoría de su poblacion. Se trata de un testimonio comprometido, escrito por alguien imbuido de la tenue esperanza de que puede contribuir a reducir el tiempo que falta para que el mundo y Haití encuentren otro camino, distinto al que recorrieron hasta ahora, en sus relaciones recíprocas.

Similarly, representation triggers transitions in the prefiguration and communication of design, the anticipation and foreshadowing of future events.The challenges posed by the digital pose open questions whose scope can only be glimpsed, such as the relationship between drawing and the act of modelling, and the construction of new paradigms of visual language and communication. ‘Transitions’, almost implicitly, points to possible futures, the evolution of technique and the search for new modes of expression; at the same time, however, it can suggest silences and reflections in a process of connection between history, theory, criticism and construction.

The second part refers to the plastic-artistic, intellectual and teaching production of outstanding professors.     Description: Esta edición se realiza en el contexto del Centenario de la Reforma Universitaria cordobesa de 1918 y del cincuentenario de los hechos de 1968: el Mayo Francés, el ’68 uruguayo, la passeata dos cen mil brasileña y la masacre de Tlatelolco. El año elegido constituye un ícono, donde el sentido común ha condensado toscamente la gran cantidad de movilizaciones estudiantiles inmediatamente anteriores y posteriores, como las ocurridas en Alemania Federal, Bélgica, Checoslovaquia, China, Corea, Egipto, España, Gran Bretaña, Estados Unidos, Italia, Japón, Polonia, la Unión Soviética y Yugoslavia. En nuestro continente, además de los casos mencionados, también hubo grandes luchas estudiantiles en Argentina, Colombia y Chile, que aparecen en este volumen, y en Bolivia, Cuba, Nicaragua, Perú y Venezuela, que lamentablemente no cuentan con capítulos específicos en nuestro libro.     Description: Se trata de mostrar que en los inicios del siglo XX en el sur del Perú, y particularmente en Puno, se gestó una preocupación por el Derecho indígena peruano y ahora a propósito de los 200 años de República que estamos próximos a cumplir, cabe recordar qué motivaciones tuvieron los impulsores de dicha propuesta, qué actividades desarrollaron, qué tipo de resonancia tuvieron sus aportes en el espectro nacional.El presente trabajo, además se enmarca dentro de las deudas históricas que ha tenido el país, en muchos temas que ha dejado de lado, que ha descuidado, o deliberadamente no le han prestado la debida atención. Uno de ellos es justamente el tema del Derecho originario, indígena, ancestral que ahora es abordado como justicia intercultural, o pluralismo jurídico, y que recién empieza a ser tratado como una teoría y tendencia nueva que debe merecer un lugar en la construcción de un nuevo país en los próximos años.

    Description: The peasants' struggle to defend their dignity, achieve their freedom and shield their fundamental rights was arduous from the beginning; contradictorily, the marginalization suffered by the Spaniards in the colonial era was minor compared to the bloody exploitation of which they were victims in the republican era, a time where the flags of freedom and autonomy of the country were raised utopianly -ideally for the one who even came in a noble gesture to offer their lives, always first in the battle line of the liberation struggle-. In this context, a generation of Puno intellectuals arose, many of them knowledgeable in law, who from different fronts contributed to the feat of recognition of the rights that the man from the countryside always deserved for his own condition as a human being. This article focuses on the stage from 1821 to 1920, considering the political, legal and constitutional context; as well as in the indigenista movement both in its political, cultural and social sphere, given that its relevance is not exhausted in the temporal or historical aspect, especially if it continues to be part of the reflection on identity as a social group and of general shape as a nation and as a country

    Description: La lucha de los campesinos por defender su dignidad, alcanzar su libertad y escudar sus derechos fundamentales fue ardua desde sus inicios; contradictoriamente, la marginación sufrida por parte de los españoles en la época colonial resultaba siendo menor en comparación con la cruenta explotación de la que fueron víctimas en la época republicana, una época donde utópicamente se enarbolaron las banderas de libertad y autonomía del país -ideal por el que llegaron incluso en noble gesto a ofrendar sus vi-das, siempre primeros en la línea de batalla de la lucha libertadora-. En ese contexto, surge una generación de intelectuales puneños, muchos de ellos entendidos en leyes, quienes desde distintos frentes aportaron en la gesta del reconocimiento de los derechos que el hombre del campo siempre mereció por su propia condición de ser humano. El presente artículo se centra en la etapa comprendida desde 1821 a 1920, considerando el contexto político, jurídico y constitucional; como también en el movimiento indigenista tanto en su ámbito político, cultural y social, dado que la relevancia de éste no se agota en el aspecto temporal o histórico, máxime si continúa formando parte de la reflexión en torno a la identidad como grupo social y de forma general como nación y como país

    Description: En el marco de intensos cambios políticos y económicos, el salto de siglo trajo a Latinoamérica nuevas orientaciones en la gestión y negociación de las políticas sociales, además de consensos y conflictos en torno a las mismas. Sin abandonar del todo las medidas de corte liberal recomendadas por el Consenso de Washington, buena parte de los gobiernos de la región incluyeron en sus agendas objetivos de corte universalista, junto con la implementación de un conjunto de transformaciones (heterogéneas) que mantienen, consolidan o modifican procesos iniciados en los años ochenta del siglo pasado. Partiendo de este contexto, la presente obra colectiva del Grupo de Trabajo sobre Pobreza y Políticas Sociales de CLACSO, condensa sus preocupaciones sobre los retos que enfrenta América Latina para enfrentar los niveles de exclusión social que la caracterizan, a la vez que ensaya explicaciones sobre la incidencia de los ciclos económicos y políticos que afectan permanentemente su patrón de distribución de la riqueza, e instituyen una lógica de avance y retroceso que bloquea la instalación de adecuadas estrategias de bienestar, con capacidad para atender los principales riesgos sociales y reducir la desigualdad. El análisis de esta compleja e histórica problemática, contextualizada en los primeros quince años del siglo XXI, ofrece la oportunidad de identificar las distintas orientaciones políticas de los gobiernos de turno y sus dilemas.

    Description: La descolonización de la historia se basa en el supuesto según el cual no hay una entidad única denominada historia, ya que ningún relato único puede dar cuenta del pasado. Lo que llamamos pasado no es más que una ilusión y un ajuste de cuentas entre fuerzas sociales rivales que luchan por el poder. Si bien el pasado es el de los ganadores, existe un pasado-presente, el de aquellos para quienes la lucha continúa y para quienes existen aún posibilidades de resistencia. La colección Epistemologías del Sur fue concebida en un formato de libros pequeños y ágiles, que más que conformar un gran edificio del conocimiento al que accedan unos pocos, se presentan como pequeñas artesanías a descubrir y como potentes brújulas para cruzar la línea abisal que separa las formas de sociabilidad metropolitanas de las experiencias coloniales.

    Description: Hace años que México atraviesa por una crisis de largo aliento, combinada con sucesivos estallidos de indignación y reclamos populares. Este texto propone ubicar y pensar la crisis de México a nivel específico del estado, considerándolo en su doble faz de instrumento de dominación y promesa no inocua de bienestar y evitando salidas sencillas. Este tipo de crisis no es nuevo en la región latinoamericana, por lo que recurrimos a otras experiencias (Argentina, Bolivia, Colombia, Ecuador y Venezuela) con ánimos de analizar qué podemos recuperar. El factor que nos permite la comparación con estos casos es la instancia de renovación constituyente: la convocatoria a renovar los acuerdos más básicos que nos ligan como pueblo. Pensamos la renovación constituyente no como simple recambio legal o técnico, sino como la convocatoria amplia a re-construir la nación a partir de acuerdos sociales básicos. ¿La figura del Congreso Constituyente es útil para estos fines? ¿cuál ha sido la experiencia al respecto en América Latina en el último movimiento constituyente? ¿Cómo se ven las perspectivas de México a la luz de esas experiencias? Estas son las preguntas que guían el texto.

    Description: The volume, dedicated to the 44th International Conference of the Italian Union for Drawing, investigates the theme of ‘Transitions’, which particularly effectively represents our time and the current condition of the discipline of Drawing. The term, beyond its generic meaning of an intermediate stage in a process in which a condition changes from one state to another, has always been used in various fields, from music to geophysics. In fact, the disciplines of drawing have always been confronted with themes and issues relating to transitions from one condition to another. The history of representation tells us of transformations, even epochal ones, relating to ‘drawing’, with all that such transitions entail: suffice it to think of the evolution of forms of representation, of instrumental apparatuses, of the mutability of supports, of the analogical-digital transition underway, of the new modes of communication on platforms, of the hypertrophic offer of images also on the net that confirms Guy Debord’s intuitions relating to the new spectacularisation of society. Similarly, representation triggers transitions in the prefiguration and communication of design, the anticipation and foreshadowing of future events.The challenges posed by the digital pose open questions whose scope can only be glimpsed, such as the relationship between drawing and the act of modelling, and the construction of new paradigms of visual language and communication. ‘Transitions’, almost implicitly, points to possible futures, the evolution of technique and the search for new modes of expression; at the same time, however, it can suggest silences and reflections in a process of connection between history, theory, criticism and construction.

    Description: Este libro es la materialización de un encargo del rector Gregorio Peces-Barba de realizar un trabajo sobre los orígenes de la Universidad Carlos III de Madrid. El resultado se encuentra plasmado en estas páginas que son el fruto del esfuerzo de muchas personas. La Universidad Carlos III ha destacado desde su implantación por su empeño en definir sus líneas maestras, sus ejes definidores y distintivos respecto a otras universidades ya existentes. Desde ese presente, desde el momento en que este centro vio la luz, procuró siempre proyectar esas líneas hacia un futuro, hacia un medio y largo plazo, en el que la Universidad contaría con el tiempo para consolidarse. Presente y futuro, como preocupación, estuvieron y están siempre muy visibles en el discurso y en la imagen que la Universidad Carlos III de Madrid ha querido proyectar de sí misma. Nuestro ejercicio introduce, con los quince años de perspectiva que ahora se nos otorgan, cierta dimensión de pasado, o mejor, de presente madurado, lo que da un lugar privilegiado a la reflexión antes aludida. Hemos querido dejar por escrito, a través de un trabajo siempre documentado y junto a las reflexiones de quienes más directamente estuvieron relacionados con los comienzos de la andadura de la Universidad Carlos III de Madrid, el reflejo de un estado de cosas que no entramos a valorar pero que sí puede dar lugar a la reflexión por parte de los lectores pertenecientes a esta comunidad universitaria y, sobre todo por parte de aquéllos que, en mayor o menor medida, soportan las responsabilidades del gobierno de este centro. Coincide la publicación del libro con el decimoquinto aniversario de la Ley de 5 de mayo de 1989 que hizo realidad el proyecto de creación de la Universidad.

    Description: Este ejercicio político-académico favoreció profundizar el diálogo teórico-conceptual y desde la praxis de las comunidades y sus organizaciones, para aportar a las dinámicas de resistencias negras en Colombia. El ejercicio investigativo colectivo realizado evidencia conceptualizaciones y formas de concreción de las “nuevas" epistemologías, epistemologías de siempre, milenaria, originaria del África, madre y padre de la Humanidad y sus enraizamientos en Afrolatinoamérica. Esas epistemologías negras que histórica y sistemáticamente han resistido a los ataques y pretensiones que buscar menoscabarla e invisibilizarla desde lógicas y dinámicas de poder occidental: blanco, racista, violento y patriarcal. Con este ejercicio del sentipensar logramos poner en palabras escritas, diversas expresiones de la acción política, cultural y ecológica de las resistencias de comunidades afroandina y afropacífica, que nos enseñan a vivir Ubuntu: Soy porque Somos.
