    Description: From the mid-nineteenth-century Hui rebellions, which challenged centralised state control, to the early-twentieth-century revolutions, which led to Yunnan’s decades-long independence, local actors shaped the history of Yunnan through their extensive cross-border networks and contradictory roles in the attempted state consolidation of this contested area. Among the local elites, the state agents, both Han and non-Han, acted on the state's behalf in the borderlands’ affairs while seeking the balance between the interests of the state and their own communities. The state agents competed with each other while utilising and wresting with the state authorities. The dynamic relationship between the state and local actors created another contested facet of modern Yunnan’s transformation. Competing narratives emerged when local actors negotiated and reconstructed their status within the contemporary Chinese nation-state. Bandits became heroes; separatists became patriots; a vibrant regional center became an isolated, exotic, and marginal province of the People’s Republic of China.

    Description: The fire brigade was the first to dispatch emergency teams to the disaster area and provide assistance day and night, thanks to its omnipresence and versatility. This meant that local, voluntary firefighters were probably among the first rescue workers to fall victim. This contribution thrusts the fire brigade as a rescue service during the flood into the spotlight. This shows both the initial and the subsequent assistance provided by local fire brigades and additional units from outside the disaster area. Research has shown that the role played by the Dutch fire service – not to mention the Italian fire brigade –was massive and hugely significant, especially considering they worked under very dire circumstances and with limited resources.

    Description: The introduction of village courts in Papua New Guinea in 1975 was an ambitious experiment in providing semi-formal legal access to the country's overwhelmingly rural population. Nearly 50 years later, the enthusiastic adoption of these courts has had a number of ramifications, some of them unanticipated. Arguably, the village courts have developed and are working exactly as they were supposed to do, adapted by local communities to modes and styles consistent with their own dispute management sensibilities. But with little in the way of state oversight or support, most village courts have become, of necessity, nearly autonomous. Village courts have also become the blueprint for other modes of dispute management. They overlap with other sources of authority, so the line between what does and does not constitute a 'court’ is now indistinct in many parts of the country. Rather than casting this issue as a problem for legal development, the contributors to Grassroots Law in Papua New Guineaask how, under conditions of state withdrawal, people seek to retain an understanding of law that holds out some promise of either keeping the attention of the state or reproducing the state’s authority.

The Compleat Busoni is the result of Sitsky's lifelong focus on the composer Ferruccio Busoni. Over three volumes, Sitsky surveys Busoni’s vast output, provides an ending to the unfinished opera Dr. Faust, and presents definitive realisations of the Fantasia Contrappuntistica in two-piano and orchestral versions. New insights into Busoni’s style and aesthetics are an integral aspect of this work.

    Description: Resisting Indonesia's Culture of Impunity examines the role of Indonesia’s first truth and reconciliation commission—the Aceh Truth and Reconciliation Commission, or KKR Aceh—in investigating and redressing the extensive human rights violations committed during three decades of brutal separatist conflict (1976–2005) in the province of Aceh. The KKR Aceh was founded in late 2016, as a product of the 2005 peace deal between the Indonesian government and the Free Aceh Movement (GAM). It has since faced many challenges—not least from Indonesia’s security forces and former GAM leaders, who have joined together in their determination to maintain impunity for their respective roles in the conflict. Indeed, the commission would not have been established without the tireless work of civil society actors, including non-government organisations and other humanitarian groups. In Resisting Indonesia’s Culture of Impunity, the editors set out to amplify the role of these civil society actors in the KKR Aceh and in transitional justice in Indonesia. Each chapter has been written by a team of authors, composed predominantly of commissioners and staff from the KKR Aceh itself, members of key civil society organisations, and academics. Further, the editors aim to scrutinise the KKR Aceh from the inside and analyse the establishment and operation of what is perhaps the only genuine state-sponsored attempt to implement transitional justice in Indonesia today.

    Description: In 1869, Dutch military doctor Cornelis de Mooy invented the litter, ‘raderbaar’, a stretcher on wheels. It was a major improvement in several ways compared with the old brancards. It was comfortable for patients and only one hospital soldier was needed to move the wounded. Starting with the Aceh Wars (1873-1910), it became a huge medical success in the military as well as the civilian world. It was gradually replaced around the 1920s. The litter – and some other inventions he made – hugely reduced the wounded soldiers’ suffering and because of this De Mooy was praised by many as a great humanitarian, but in fact it was military efficiency that drove him. A better, swifter and less strenuous way of transporting the wounded was a means of improving military capabilities.

    Description: This article contains the personal account of Sergeant Reinder van de Put of the national police force, based on his correspondence after he was sent to the area affected by the 1953 North Sea flood. It first focuses on the unique letters and photographs that Reinder sent home from where he was deployed in Nieuw-Helvoet. These documents provide an insight into the national police’s work there and his personal experiences. The article describes what the national police faced one month on from the disaster and also provides an insight into the impact of the disaster on Reinder and his colleagues in Doornspijk, who were very close with each other – not only in how they stood together in solidarity but also how they supported each other.

    Description: After the occupation by German troops in May 1940, the German authorities demanded the Dutch fire service be remodelled in line with their own example. In Germany, firefighting had been a police task since 1938. Fire service columns were formed to stop the spread of large-scale fires after air attacks. A great deal of organisation was needed to deploy the large number of pumps, men and large quantities of water. In the Netherlands two mobile columns were formed, which ultimately comprised about 1200 men in two large units, each consisting of four companies with a total of 223 vehicles. The firefighters were trained in the German way and became highly disciplined. The units were deployed after air raids on Rotterdam, Amsterdam and Haarlem in 1943, and Nijmegen and The Hague in 1944. From February 1944, however, the Dutch units were also sent to help in different German cities under attack. The Dutch fire service columns were stationed in eight depots in The Hague, Rotterdam, Baarn, Weesp, Deurne and Winterswijk. The last of the Dutch column was disbanded and sent to the German Fire Service School in Beeskow near Berlin in September 1944.

    Description: Subjects and Aliens confronts the problematic history of belonging in Australia and New Zealand. In both countries, race has often been more important than the law in determining who is considered 'one of us'. Each chapter in the collection highlights the lived experiences of people who negotiated laws and policies relating to nationality and citizenship rights in twentieth-century Australasia, including Chinese Australians enlisting during the First World War, Dalmatian gum-diggers turned farmers in New Zealand, Indians in 1920s Australia arguing for their citizenship rights, and Australian women who lost their nationality after marrying non-British subjects. The book also considers how the legal belonging—and accompanying rights and protections—of First Nations people has been denied, despite the High Court of Australia’s recent assertion (in the landmark Love & Thoms case of 2020) that Aboriginal people have never been considered ‘aliens’ or ‘foreigners’ since 1788. The experiences of world-famous artist Albert Namatjira, and of those made to apply for ‘certificates of citizenship’ under Western Australian law, suggest otherwise. Subjects and Aliens demonstrates how people who legally belonged were denied rights and protections as citizens through the actions of those who created, administered and interpreted the law across the twentieth century, and how the legal ramifications of those actions can still be felt today.

    Description: Speaking to the Twentieth National Congress of the Communist Party of China, in October 2022, President Xi Jinping reiterated his commitment to the 'opening up' policy of his predecessors — a policy that has burnished the party’s political legitimacy among its citizens by enabling four decades of economic development. Yet, for all the talk of openness, 2022 was a year of both literal and symbolic locks and chains — including, of course, the long, coercive, and often brutally enforced lockdowns of neighbourhoods and cities across China, most prominently Shanghai. Then there was a vlogger’s accidental discovery of the ‘woman in chains’, sparking an anguished, nationwide conversation about human trafficking. That was part of a broader (if frequently censored) conversation about gendered violence and women’s rights, in a year when women’s representation at the highest levels of power, which was already minimal, decreased even further. There was trouble with supply chains and, with the Fourth Taiwan Strait Crisis, in August, island chains as well. Despite the tensions in the Asia-Pacific, the People’s Republic of China expanded its diplomatic initiatives among Pacific island nations and celebrated fifty years of diplomatic links with both Japan and Australia. As the year drew to a close, a tragic fire in a locked-down apartment building in Ürümqi triggered a series of popular protests that brought an end to three years of ‘zero COVID’. The China Story Yearbook: Chains provides informed perspectives on these and other important stories from 2022.

    Description: For a long time, Europe’s colonizing powers justified their urge for expansion with the conviction that they were ‘bringing civilization to territories where civilization was lacking.’ This doctrine of white superiority and indigenous inferiority was accompanied by a boundless exploitation of local labor. Under colonial rule, the ideology that later became known as neoliberalism was free to subject labor to a capitalism tainted by racialized policies. This political economy has now become dominant in the Western world, too, and has reversed the trend towards equality. In Colonialism, Capitalism and Racism, Jan Breman shows how racial favoritism is no longer contained to ‘faraway, indigenous peoples,’ but has become a source of polarization within Western societies as well.

    Description: The lifetime of Johan Huizinga (1872–1945) was marked by dramatic transformations in Europe. Cityscapes, aesthetic codes, social orders, political cultures, international travel and means of warfare developed beyond recognition; entire catalogues of hopes and fears were torn asunder and replaced by new ones during not one but two wars. Amidst all these changes, Huizinga grew to become one of the most famous historians of his time. To this day, his works are treated as monuments in the cultural historical field. This book examines how these transformations and ‘experiences of loss’ affected and informed Huizinga’s historical perspectives. Most centrally, this book contends that Huizinga’s historical works helped to accommodate and give meaning to his own experiences of uncertainty and rupture, thus offering him a way of life in turbulent times.     Description: Between 1924 and 1979, 50 municipal police forces in the Netherlands were involved in transporting injured people by motor vehicle. As well as genuine ambulances, they also used auxiliary ambulances or multi-purpose vehicles, i.e. cars fitted with a stretcher. This task fell under their duty to maintain public order and deal with road accidents, which was entrusted to the police. During the German occupation of the Netherlands between May 1940 and May 1945, the police continued its task of transporting wounded people. After the Second World War, several police forces purchased multi-purpose vehicles, especially in smaller towns. Their busiest period came in the 1950s and 60s as a wave of traffic accidents swept across the Netherlands. In 1979, the role of the police in transporting wounded people came to an end because ambulance care had professionalized and the police wanted to focus on traditional tasks.

    Description: In August 1855, 16-year-old Chaloner Alabaster left England for Hong Kong, to take up a position as a student interpreter in the China Consular Service. He would stay for almost 40 years, climbing the rungs of the service and eventually becoming consul-general of Canton. When he retired he returned to England and received a knighthood. He died in 1898. Throughout his adult life, Alabaster kept diaries. In the first four volumes of these diaries, collected here by Benjamin Penny, the teenage Alabaster recorded his thoughts and observations, told himself anecdotes, and exploded in outbursts of anger and frustration. He was young and enthusiastic, and the everyday sights, sounds and smells of Hong Kong were novel to him. He describes how the Chinese people around him ironed clothes, dried flour and threshed rice; how they gambled, prepared their food and made bean curd; and what opera, new year festivities and the birthday of the Heavenly Empress were like. Like many a young Victorian, he was also a keen observer of natural history, fascinated by fireflies and ants, corals and sea slugs, and the volcanic origins of the landscape. Alabaster's diaries are a unique, vibrant and riveting record of life in the young British colony on the cusp of the Second Opium War. With A Young Englishman in Victorian Hong Kong, Penny sheds new light on the history of the region.

    Description: Nese is a dying Oceanic language spoken on the island of Malekula, in northern Vanuatu. This book, based on first-hand fieldwork data, and without adhering to any particular syntactic framework, presents a synchronic grammatical description of Nese's phonology and syntax. Despite being on the verge of extinction, with fewer than 20 living speakers, the language displays intriguing properties—including but not exclusive to the cross-linguistically rare apicolabial phonemes, interesting vowel-raising patterns in some word classes, and a discontinuous negation relationship that is obligatorily expressed with the irrealis mood marker. This book will probably be the last work published on Nese.

    Description: On 13 March 1908, the National Bureau for the Collection of Data on the Trade in Women and Girls was founded. The 47-year-old H.J.A. Simons de Ruyter was appointed National Police Commissioner. He proved to be the best person for the job owing to his passion for gathering and recording vital data, his knowledge of languages and his dedicated, helpful and generous personality. The Bureau and the police worked with women’s organisations to monitor activities and carry out checks at stations and ports where women and girls who could be exposed to a lewd lifestyle might be travelling. After legislation on morality was passed in 1911, the Bureau was given an additional task in 1914 to tackle trade in lewd publications. After the First World War erupted that year, there was not much more to do at the Bureau, which led Simons de Ruyter to support the immigration authorities in Amsterdam at his own request. This consisted mainly of finding accommodation, providing healthcare, food, clothing and financial assistance and helping to repatriate Belgian refugees.

    Description: The Cold War was a tense time. The Netherlands took precautions to protect its people from potential disasters, in particular nuclear threats. One crucial aspect of this was the establishment of the Civil Defence Corps. The organisation played a key role in setting up command stations and training centres, such as the one in Overvoorde, Rijswijk, near The Hague, which ran exercises and training to prepare people for possible disasters. From large practice ruins to advanced alarm systems, the complex was fully equipped to deal with a broad range of threats. Although the threat of a nuclear attack subsided and the Civil Defence was officially disbanded in 1985, these command stations retained their importance. Many of them have since been repurposed, from storage sites to museums. The bunkers in Overvoorde now serve as an educational centre under the management of Korpora, the Public Safety Heritage Centre. By preserving these sites, we can ensure that future generations can learn from the past and the sacrifices that were made for their safety.

    Description: The legal domain distinguishes between different types of data and attaches a different level of protection to each of them. Thus, non-personal data are left largely unregulated, while privacy and data protection rules apply to personal data or personal information. There are stricter rules for processing sensitive personal data than for ‘ordinary’ personal data, and metadata or communications data are regulated differently than content communications data. Technological developments challenge these legal categorisations on at least three fronts: First, the lines between the categories are becoming harder to draw and more fluid. Second, working with various categories of data works well when the category a datum or dataset falls into is relatively stable. However, this is less and less so. Third, scholars increasingly question the rationale behind the various legal categorisations. This book assesses to what extent either of these strategies is feasible and to what extent alternative approaches could be developed by combining insights from three fields: technology, practice and law.

    Description: In China between Peace and War, Victor S. C. Cheng explores the gripping history of peace talks and international negotiations from 1945 to 1947 that helped determine the shape of the Chinese Civil War. The book focuses on the efforts of the two belligerent parties—​the Chinese Nationalists, or Guomindang, and the Communists—to achieve an enduring peace. It presents previously unexplored major elements of the peace talks: ambiguous treaties, package deals and short-term solutions. It identifies the burning challenges that confronted attempts at peacemaking, including the two warring parties' high-risk decision-making styles and the temptation to veto agreements and resume fighting. Cheng argues against popular notions that differences between the two belligerents in the Chinese Civil War were irreconcilable, that the failure of the peace talks was predetermined and that the US government mediators needed to remain neutral. Because the actions around the negotiating table occurred in a developing theatre of war, Cheng also explores the military decision-making of the opposing sides as well as the conflicts that ultimately plunged China into the world’s largest military engagement of the seven-plus decades since World War II. China between Peace and War highlights the contradictory role of political leaders who micromanaged the military, including their struggle to connect political objectives and military power, their rhetorical use of the 'decisive war’ concept, and their pursuit of radical military-political goals at the expense of a negotiated peace.

    Description: This book contains the annotated diary of Adolf and Mary (Polly) Hartmann, missionaries of the Moravian Church who worked at the Ebenezer mission station on Wotjobaluk country, in the north-west of the Colony of Victoria, Australia. The diary begins in 1863, as the Hartmanns are preparing to travel from Europe to take up their post, and ends in 1873, by which time they are working in Canada as missionaries to the Lenni Lenape people. Recording the Hartmann's eight years at the Ebenezer mission, the diary presents richly detailed insights into the daily interactions between Aboriginal people and their colonisers. The inhabitants of the mission are overwhelmingly described in the diary as agents in their lives, moving in and out of the missionaries’ sphere of influence, yet restricted at times by the boundaries of the mission. The diary reveals moments of laughter, shared grief, community, advocacy and reciprocal learning, alongside the mundane everyday chores of mission life. Through the personal writings of a missionary couple, this diary brings to light the regular, routine and extraordinary events on a mission station in Australia in the third quarter of the nineteenth century—a period just prior to British high imperialism, and a period before increasingly restrictive legislation was enforced on Indigenous people in the Colony of Victoria.

    Description: Is preparing for war the best means of preserving peace? In Sisters in Peace, Kate Laing contends that this question has never been solely the concern of politicians and strategists. She maps successive generations of twentieth-century women who were eager to engage in political debate even though legislative and cultural barriers worked to exclude their voices. In 1915, during the First World War, the Women's International Congress at The Hague was convened after alarmed and bereaved women from both sides of the conflict insisted that their opinions on war and the pathway to peace be heard. From this gathering emerged the Women’s International League for Peace and Freedom (WILPF), which to this day campaigns against militarism and nuclear weapons. In Australia, the formation of a section of WILPF connected political women to a worldwide network that sustained their anti-war activism throughout the last century. In examining the rise of WILPF in Australia, Sisters in Peace provides a gendered history of this country’s engagement with the politics of internationalism. This is a history of WILPF women who committed to peace activism even as Australia’s national identity and military allegiances shifted over time—a history that has until now been an overlooked part of the Australian peace movement.

Not only did it bring a change of government; it also saw the lowest number of primary votes for the major parties and the election of the greatest number of Independents to the lower house since the formation of the Australian party system. The success of the Teal Independents and the Greens, along with the appetite voters showed for 'doing politics differently’, suggested that the dominant model of electoral competition might no longer be the two-party system of Labor versus Liberal.     Description: The earliest painting by Rembrandt whose owner is documented depicts the prophet Balaam, on his way to blessing Israel. The man who bought it was a Sephardi Jew in the service of Cardinal Richelieu of France. The first known buyer of an etching plate by Rembrandt, depicting Abraham Dismissing Hagar and Ishmael, was a Sephardi Jew of Amsterdam. Seen through their eyes, Rembrandt was the creator of images with a special meaning to Jews. They have been followed through the centuries by Jewish collectors, Jewish art historians, Jewish artists who saw their own deepest concerns modelled in his art and life, and even prominent rabbis, one of whom said that Rembrandt was a Tzadik, a holy man blessed by God. This book is the first study in depth of the potent bond between Rembrandt and Jews, from his time to ours, a bond that has penetrated the image of the artist and the people alike.

    Description: Mandates and Missteps is the first comprehensive history of Australian government scholarships to the Pacific, from the first scheme in 1948 to the Australia Awards of 2018. The study of scholarships provides a window into foreign and education policy making, across decades, and the impact such policies have had on individuals and communities. This work demonstrates the broad role these scholarships have played in bilateral relationships between Australia and Pacific Island territories and countries. The famed Colombo Plan is here put in its proper context within international aid and international education history. Australian scholarship programs, it is argued, ultimately reflect Australia, and its perception of itself as a nation in the Pacific, more than the needs of Pacific Island nations.     Description: On 13 March 1908, the National Bureau for the Collection of Data on the Trade in Women and Girls was founded. The 47-year-old H.J.A. Simons de Ruyter was appointed National Police Commissioner. He proved to be the best person for the job owing to his passion for gathering and recording vital data, his knowledge of languages and his dedicated, helpful and generous personality. The Bureau and the police worked with women’s organisations to monitor activities and carry out checks at stations and ports where women and girls who could be exposed to a lewd lifestyle might be travelling. After legislation on morality was passed in 1911, the Bureau was given an additional task in 1914 to tackle trade in lewd publications. After the First World War erupted that year, there was not much more to do at the Bureau, which led Simons de Ruyter to support the immigration authorities in Amsterdam at his own request. This consisted mainly of finding accommodation, providing healthcare, food, clothing and financial assistance and helping to repatriate Belgian refugees.

    Description: The Road to Batemans Bay is the story of competing ventures to create 'the Great Southern Township' on the South Coast of New South Wales in the early 1840s. The idea of developing the furthest reaches of settlement was linked to the hopes of southern woolgrowers for a road from their properties to the coast, over the Great Dividing Range. The township proponents dreamed that having a quicker and cheaper connection to Sydney would allow them to open a port second only to Port Jackson. The scene begins with the proposed coastal township of St Vincent, in an age of optimism: settlement is expanding, exports are growing and land prices are soaring, generating Australia’s first land boom. Before long, however, the colony experiences a catastrophic economic depression whose ‘pestilential breath’ infects those with a stake in the coastal townships. Alastair Greig follows the fate of these individuals, while also speculating on the broader fate of South Coast development during the mid-nineteenth century. Greig gives a unique insight into many aspects of colonial life—including the worlds of Sydney’s merchants, auctioneers, land speculators, surveyors, map-makers and lawyers—as well as its maritime challenges. The Road to Batemans Bay is a chronicle of how Australia first developed its land-gambling habit and how land speculation led to the road to ruin.

    Description: This book is an ethnographic account of education and migration from the perspective of three groups of South Koreans in contemporary China: migrant parents, children/students, and educational agents. The book reveals how these temporary migrants make choices, plan their trajectories and engage with the authorities, both in China and South Korea. Migrant subjectivities among these groups are driven by and respond to the education-migration regimes of both the sending and receiving countries. As ‘people in between’, they occupy flexible and multiple positionalities that are transnationally distributed. However, paradoxically, they experience a juxtaposition of privilege, integration and separation, which is indicative of the Chinese style of internationalisation. The book adds weight to the argument that China is a temporary destination for foreigners and not one for long-term settlement.

    Description: In 2022, Korpora, the Public Safety Heritage Centre opened – tasked with acquiring, managing and exhibiting physical and digital collections on public safety in the Netherlands. Today, Korpora includes the national collections of the Dutch police and the fire service, the Dutch Red Cross and the former Civil Defence service. Korpora’s roots go back to the early 20th century, when firefighting and police enthusiasts began collecting heritage items from these organisations and putting them on display. Despite setbacks due to a lack of funding and a suitable home for the objects, as well as a lack of historical awareness within those organisations, a great deal of heritage items still managed to be preserved. Thanks to the dozen or so foundations – some already in existence, some set up later – the heritage has been preserved, expanded and ultimately culminated in Korpora’s rich and astounding subcollections.

    Description: Wally Johnson and Neville Threlfall re-examine the explosive volcanic eruptions that in 1937–43 killed more than 500 people in the Rabaul area of East New Britain, Papua New Guinea. They reassess this disaster in light of the prodigious amount of new scientific and disaster-management work that has been undertaken there since about 1971, when strong tectonic earthquakes shook the area. Comparisons are made in particular with volcanic eruptions in 1994–2014, when half of Rabaul town was destroyed and then abandoned. A striking feature of historical eruptive periods at Rabaul is the near‑simultaneous activity at Vulcan and Tavurvur volcanoes, on either side of Rabaul Harbour. Such rare 'twin' eruptions are interpreted to be the result of a common magma reservoir beneath the harbour. This interpretation has implications for ongoing hazard and risk assessments and for volcano monitoring in the area.

    Description: Since poison gas was used during World War I, long-range bombers had been introduced and tensions were rising in Europe, the Air Raid Precautions Act was passed in the Netherlands in 1936. The legislation emphasised individual responsibility for self-protection. This meant that citizens had to buy a gas mask themselves. The Gas Mask Decree (1937) required all gas mask models for Civil Defence units and civilians to be approved by the Dutch State Arsenal. Facepieces and filter canisters had to be marked with the State Acceptance Number and year(s) of approval and production. This paper identifies and describes the gas masks used by police, fire brigades, Civil Defence units and individual citizens, 1931-1940. Three models are heavy, regular Army box respirators, whose filter containers are worn in a haversack on the chest. All the other models are lighter civilian gas masks, with an easily replaceable screw-on filter canister attached to the facepiece. The gas masks were carried in a basic satchel or cylindrical metal case. Two Dutch-made gas masks have a peculiar design: the Veritex gas mask’s facepiece has a swimcap type hood; the Hevea-Electro Model 128 gas mask’s facepiece has no outlet valve. Air is inhaled and exhaled through the filter canister.

    Description: This book draws on more than a decade of workshops organised by the Greater China Australia Dialogue on Public Administration, involving scholars and practitioners from Mainland China, Hong Kong, Taiwan and Australia. Although these workshops recognised the major differences in the institutional frameworks of these jurisdictions, until recently they focused largely on the shared challenges and the diffusion of ideas and approaches. As rising international tensions inevitably draw attention to areas where interests and philosophies diverge, it is the differences that must now be highlighted. Yet, despite the tensions, this book reveals that these jurisdictions continue to address shared challenges in public administration. The book's contributors focus in detail on these four areas: intergovernmental relations, including the shifting balance between centralisation and decentralisation budgeting and financial management, including during and after the COVID-19 pandemic the civil service, its capability, and its relationship with government and the public service delivery, particularly in health and aged care.     Description: The Cold War was a tense time. The Netherlands took precautions to protect its people from potential disasters, in particular nuclear threats. One crucial aspect of this was the establishment of the Civil Defence Corps. The organisation played a key role in setting up command stations and training centres, such as the one in Overvoorde, Rijswijk, near The Hague, which ran exercises and training to prepare people for possible disasters. From large practice ruins to advanced alarm systems, the complex was fully equipped to deal with a broad range of threats. Although the threat of a nuclear attack subsided and the Civil Defence was officially disbanded in 1985, these command stations retained their importance. Many of them have since been repurposed, from storage sites to museums. The bunkers in Overvoorde now serve as an educational centre under the management of Korpora, the Public Safety Heritage Centre. By preserving these sites, we can ensure that future generations can learn from the past and the sacrifices that were made for their safety.

    Description: Science, the growth of reliable knowledge, became a major triumph of the European Enlightenment in the seventeenth century, under the guise of 'natural philosophy': investigating what the earth and universe are made of and how things work. It took another century for the parallel subject ‘natural history’ to glimpse how the earth, its geography and its richly diverse life came to be. Later, geology and biology became intertwined as biogeohistory—an ever-changing environmental theatre hosting an ever-changing evolutionary play. This environmental theatre has shifted with the making and breaking of supercontinents, the birth and death of global oceans, and the rise and fall of global hothouses and ice ages. The evolutionary play begins with biostratigraphy, wherein fossils revealed deep time and ancient environments and built the first meaningful geological timescale, and ends with the still young science of palaeoceanography—central to which are microfossils, rich in information about the oceans and climates of the past. In Southern Limestones under Western Eyes, Brian McGowran recounts the history of biogeohistory itself: the ever-changing perceptions of rocks, fossils and landscapes, from the late 1600s to the present. McGowran’s focus is southern Australia, the north shore of the dying Australo-Antarctic Gulf, in an era bracketed by two catastrophes: the extinction of dinosaurs and the emergence of humans.

    Description: Despite much learning and research over many decades, large ICT software projects have continued to experience poor outcomes or fallen short of original expectations—some spectacularly so. This is the case in the Australian and New Zealand public sectors, even though these projects operate within historically developed institutional frameworks that provide the rules, guidelines and controls, and aim to consistently improve outcomes. Something is amiss. In Adapting for Inertia, Grant Douglas questions the effectiveness of these institutional frameworks in governing large ICT software projects in the Australian and New Zealand public sectors. He also gauges the perspectives of a large number of actors in projects in both sectors and examines two case studies in detail. The main narrative to emerge is that the institutional frameworks are in a state of inertia: they are failing to adapt, owing to various institutional factors—all of which have public policy implications. Sadly, Douglas finds, this inertia is likely to continue. If there is difficulty in changing the capacity to govern, he proposes, policymakers should look to change the nature of what is to be governed.

    Description: Grand, extravagant, magnificent, scandalous, corrupt, political, personal, fractious; these are terms often associated with the medieval and early modern courts. Moreover, the court constituted a forceful nexus in the social world, which was central to the legitimacy and authority of rulership. As such, courts shaped European politics and culture: architecture, art, fashion, patronage, and cultural exchanges were integral to the spectacle of European courts. Researchers have convincingly emphasised the public nature of courtly events, procedures, and ceremonies. Nevertheless, court life also involved pockets of privacy, which have yet to be systematically addressed. This edited collection addresses this lacuna and offers interpretations that urge us to reassesses the public nature of European courts. Thus, the proposed publication will fertilise the grounds for a discussion of the past and future of court studies. Indeed, the contributions make us reconsider present-day understandings of privacy as a stable and uncontestable notion.

    Description: The Netherlands played a remarkable role during the October War and the oil crisis of 1973. In secret, the Dutch government sent a substantial amount of ammunition and spare parts to Israel. The Dutch supported Israel also politically. Within the EC they vetoed a more pro-Arab policy. The Arab oil producing countries punished The Netherlands by imposing an oil embargo. The embargo against the Netherlands was intimidating. The Netherlands was dependent on Arab oil. The embargo seemed to threaten the Dutch position in the international oil sector. The government introduced several measures to reduce oil consumption. However, within two months it became clear that oil continued to arrive in Rotterdam. There was in fact no oil shortage in the Netherlands. The Netherlands even profited from the oil crisis. The energy situation in The Netherlands was much better than in other West European countries. The Dutch, therefore, rejected French plans for a more interventionist energy policy. Atlanticism and liberalism were the key words of the Dutch policy during the oil crisis. This book is the result of intensive research in all relevant Dutch archives. The authors had free access to all the files they wanted to see. They also used resources from other countries involved. Many politicians were interviewed.     Description: Actors and actresses play characters such as the embittered Medea, or the lovelorn Romeo, or the grieving and tearful Hecabe. The theatre audience holds its breath, and then sparks begin to fly. But what about the actor? Has he been affected by the emotions of the character he is playing? What's going on inside his mind? The styling of emotions in the theatre has been the subject of heated debate for centuries. In fact, Diderot in his Paradoxe sur le comedien, insisted that most brilliant actors do not feel anything onstage. This greatly resembles the detached acting style associated with Bertolt Brecht, which, in turn, stands in direct opposition to the notion of the empathy-oriented "emotional reality" of the actor which is most famously associated with the American actingstyle known as method acting. The book's survey of the various dominant acting styles is followed by an analysis of the current state of affairs regarding the psychology of emotions. By uniting the psychology of emotions with contemporary acting theories, the author is able to come to the conclusion that traditional acting theories are no longer valid for today's actor. Acting Emotions throws new light on the age-old issue of double consciousness, the paradox of the actor who must nightly express emotions while creating the illusion of spontaneity. In addition, the book bridges the gap between theory and practice by virtue of the author's large-scale field study of the emotions of professional actors. In Acting Emotions, the responses of Dutch and Flemish actors is further supplemented by the responses of a good number of American actors. The book offers a unique view of how actors act out emotions and how this acting out is intimately linked to the development of contemporary theatre. The Rhythm of Strategy: A Corporate Biography of the Salim Group of Indonesia criticises existing theories on ethnic Chinese firms and instead provides a more nuanced view of the evolution of a small migrant trading business into the largest family business group in Southeast Asia. It argues that the strategy of this group oscillated irregularly between a business model built on connections and a professional business model adapted to markets.     Description: On 24 May 1966, eight hundred men of the 5th Battalion, The Royal Australian Regiment, landed at Nui Dat, in Viet Cong territory. For the next 12 months they were faced with the task of restoring peace, civil law and regular commerce to the Vietnamese of Phuoc Tuy province. This book is a detailed record of those months in the monsoon jungles—of the problems that were faced and the solutions that were found. Captain O’Neill’s position as battalion intelligence officer enabled him to view the war from the standpoint of the battalion as a whole. However, he does not omit description of personal feelings—towards the Viet Cong, the jungle environment and the Vietnamese people, as well as the other Allied forces involved in the war. Most of the book was written on the spot in Vietnam. On operations or at Battalion Headquarters, Captain O’Neill jotted down details of the war against the Viet Cong, putting the events of each day in order, often in the small hours of the following morning. Thus not only is this a factual account of the 5th Battalion’s activities over the year; it is also a vivid and compelling picture of the war in Vietnam from the soldier’s point of view.

    Description: Does the fact that the majority of Turkey's population is Muslim form a hindrance to its EU membership? According to a recent policy advice by the Netherlands Scientific Council for Government Policy (WRR), the answer is an adamant 'no'. Why is this issue of Turkish Islam relevant? After all, Turkey should not be judged by standards other than the Copenhagen criteria. The answer is that the public debate outside 'Brussels' will not be limited to these official criteria. Many people in Europe are worried about Turkey's 'Islam factor'. They believe that Muslims are (potentially violent) fundamentalists who want to establish a theocracy.     Description: Despite the plethora of research on gender and the many projects designed to improve their status in the Pacific region, women continue to be disadvantaged and marginalised in social, economic and political spheres. How are we to understand this and what does it mean for researchers, policy-makers and development practitioners? This book examines these questions, partly by looking back but also by continuing the effort to explain and understand gender inequities in the Pacific through reference to the concept of societies in transition. The contributors discuss emerging masculinities and femininities in the Pacific in order to chart the development of these in their contexts. Exploring how contemporary Pacific identities are shaped by local contexts and traditions, they focus on how these are remade through interaction with global ideas, images and practices, including new forms of Christianity and economic transformations.     Description: The Western and Central Pacific Ocean is home to the largest tuna fishery in the world - around half of the world's tuna supply - and is a vital economic resource for Pacific island countries. The potential of the Pacific tuna fishery to contribute to economic development in the Pacific island countries is enormous, but will require a cooperative regional strategy to maximise access fees from distant water fishing nations, as well as targeted domestic policy and legislation to encourage local fishing industries. Together with the importance of acting strategically with regard to such a variable resource, the lesson of fisheries management globally is that it is most effective when it takes into consideration social, cultural and political contexts. Based on an extensive study of six Pacific island states, Capturing Wealth from Tuna maps out the aspirations and limitations of six Pacific island countries and proposes strategies for capturing more wealth from this resource in a sustainable and socially equitable manner.

It represents a significant contribution to the ethnographic record of the Tai peoples. The village of Lak Chang is located close to the edge of the Tai world and is increasingly embraced by Chinese influence. Professor Yos skilfully weaves ethnographic and historical writing to chart the course of Lak Chang's incorporation into the modern Chinese state. A debate within economics on risk and uncertainty brings him to theological questions and the concept of hope in the work of the late Jonathan Sacks—and to a renewed way of doing theology as an account of the good life. What follows is an equal conversation between theology and economics as has hardly been undertaken in recent times. It emerges that hope is not contrary to economic insights, but remarkably compatible with them. Communication between these fields of expertise can open the way for a courageous and creative embrace of radical uncertainty in climate change.     Description: When black South African artist Willie Bester, whose art persistently criticizes the colonial and totalitarian history of his country, created a sculpture of Sarah Bartmann (or Saartjie Bartmann) out of recycled material, one wouldn’t have imagined so many ruptures from this work. Buikema (2007) clinically unpacks the first rupture at the University of Cape Town by deploying politics of representation as presence and symbolic. And she questions: Is it possible to represent Sarah Bartmann freshly without reproducing sexist and racist appropriations? In this article, I unpick Buikema’s article while putting it into conversation with further ruptures that took place at UCT between 2015-2018 after the student protests calling for decolonisation of the university. I argue that it is through such critical engagements and discomforts that transformation towards dignifying and humanizing of Sarah Bartmann occurs; and by extension, epistemic justice.

    Description: The continued existence of the Russian defence and arms industry (OPK) was called into question following the disintegration of the Soviet Union in 1991. Industry experts cited the lack of a domestic market, endemic corruption, and excess capacity within the industry as factors underpinning its predicted demise. However, the industry's export customers in China, India and Iran during those early years became the OPK's saving grace. Their orders introduced hard currency back into the industry and went a long way to preventing the forecasted OPK collapse. Although pessimistic predictions continued to plague the OPK throughout the 1990s, the valuable export dollars provided the OPK the breathing space it needed to claw back its competitive advantage as an arms producer. That revival has been further underpinned by a new political commitment, various research and development initiatives, and the restoration of defence industry as a tool of Russian foreign policy.The short-term future of the Russian OPK looks promising. The rising domestic defence order is beginning to challenge the export market as the OPK's most important customer. Meanwhile, exports will be safeguarded by continued foreign demand for niche Russian defence products. Although the long-term future of the OPK is more difficult to predict, Russia's solid research and development foundation and successful international joint military ventures suggest that the current thriving trend in exports is likely to continue. Russia represents the next generation of affordable and rugged military equipment for the arsenals of the developing world. Coupled with Russia's growing ability to rearm itself through higher oil prices and a more streamlined defence industry, the future of the OPK looks bright.

    Description: It is gradually being recognised by both Indigenous and non-Indigenous Australians that getting contemporary Indigenous governance right is fundamental to improving Indigenous well-being and generating sustained socioeconomic development. This collection of papers examines the dilemmas and challenges involved in the Indigenous struggle for the development and recognition of systems of governance that they recognise as both legitimate and effective. The authors highlight the nature of the contestation and negotiation between Australian governments, their agents, and Indigenous groups over the appropriateness of different governance processes, values and practices, and over the application of related policy, institutional and funding frameworks within Indigenous affairs. The long-term, comparative study reported in this monograph has been national in coverage, and community and regional in focus. It has pulled together a multidisciplinary team to work with partner communities and organisations to investigate Indigenous governance arrangements-the processes, structures, scales, institutions, leadership, powers, capacities, and cultural foundations-across rural, remote and urban settings. This ethnographic case study research demonstrates that Indigenous and non-Indigenous governance systems are intercultural in respect to issues of power, authority, institutions and relationships. It documents the intended and unintended consequences-beneficial and negative-arising for both Indigenous and non-Indigenous Australians from the realities of contested governance. The findings suggest that the facilitation of effective, legitimate governance should be a policy, funding and institutional imperative for all Australian governments. This research was conducted under an Australian Research Council Linkage Project, with Reconciliation Australia as Industry Partner.

    Description: This book is a historical study of the Tajiks in Central Asia from the ancient times to the post-Soviet period. For millennia, these descendants of the original Aryan settlers were part of many different empires set up by Greek, Arab, Turkic and Russian invaders, as well as their own, most notably during the Middle Ages. The emergence of the modern state of Tajikistan began after 1917 under Soviet rule, and culminated in the promulgation of independence from the moribund USSR in 1991. In the subsequent civil war that raged between 1992 and 1997, Tajikistan came close to becoming a failed state. The legacy of that internal conflict remains critical to understanding politics in Tajikistan a generation later. Exploring the patterns of ethnic identity and the exigencies of state formation, the book argues that despite a strong sense of belonging underpinned by shared history, mythology and cultural traits, the Tajiks have not succeeded in forming a consolidated nation. The politics of the Russian colonial administration, the national-territorial delimitation under Stalin, and the Soviet strategy of socio-economic modernisation contributed to the preservation and reification of sub-ethnic cleavages and regional identities. The book demonstrates the impact of region-based elite clans on Tajikistan’s political trajectory in the twilight years of the Soviet era, and identifies objective and subjective factors that led to the civil war.     Description: This volume of the Peacebuilding Compared Project examines the sources of the armed conflict and coup in the Solomon Islands before and after the turn of the millennium. The Regional Assistance Mission to Solomon Islands (RAMSI) has been an intensive peacekeeping operation, concentrating on building 'core pillars' of the modern state. It did not take adequate notice of a variety of shadow sources of power in the Solomon Islands, for example logging and business interests, that continue to undermine the state's democratic foundations. At first RAMSI's statebuilding was neither very responsive to local voices nor to root causes of the conflict, but it slowly changed tack to a more responsive form of peacebuilding. The craft of peace as learned in the Solomon Islands is about enabling spaces for dialogue that define where the mission should pull back to allow local actors to expand the horizons of their peacebuilding ambition.
