    The EU as a normative power? : Fighting greenwashing and promoting the integrity of corporate climate action within and outside Article 6 of the Paris Agreement (2023)

    Description: As the climate crisis is accelerating and the pressure to act is steadily increasing, many companies are claiming themselves or their products carbon neutral. This is usually achieved by offsetting residual emissions with carbon certificates (carbon offsetting). However, recent revelations about the inadequate quality of carbon credits and legal uncertainties surrounding the use of such offset claims are increasingly raising doubts about this approach. This Wuppertal Report examines how the EU can promote integrity in corporate climate action. Taking into account the new framework of the Paris Agreement, the paper outlines various options for how the EU could push for more integrity and effectively combat greenwashing through the targeted use of Article 6 of the Paris Agreement. In their recommendations, the authors advocate addressing the most serious consequences of ongoing offset practices through increased regulation of offset claims. If a ban on offset claims cannot be implemented, claims requirements and carbon offset regulations should be further specified, for example, by prohibiting any type of double counting of emissions reductions. In addition to tightening the rules for corporate offset claims within Europe, the EU could help partner countries make informed decisions when approving climate change mitigation measures and respective carbon credits. The report also emphasizes the EU's special role in international climate negotiations, where it should advocate for a strong legal framework for climate action under Article 6.

    Description: The production of green hydrogen in Germany is more competitive than expected compared to imports. This is the key finding of a meta-analysis conducted by the Wuppertal Institute on behalf of the North Rhine-Westphalia Association for Renewable Energies (Landesverband Erneuerbare Energien NRW). The hydrogen study focuses primarily on the year 2030 and beyond - and confirms the advantages of green hydrogen produced in Germany from domestic renewable energies, especially when the evaluation is viewed from a holistic system perspective.

    Description: The objectives of the urban mobility transition have been clearly set out: gaining more space for urban living, reducing noise and emissions that have a negative impact on the climate and improving air quality. That means less traffic in cities and more trips made using environmentally-friendly modes of transport - i.e., walking, cycling or foot scooters or public transport. In transport policy, the focus is generally on innovative approaches to shaping the mobility transition. This paper aims to explain the concept of exnovation in the context of the urban mobility transition and to underpin it using specific practical examples. In the course of this process, it is intended to identify the obstacles that stand in the way of rolling out the concept on an area-wide basis in order to deduce strategies and courses of action for expanding the concept in the future.

    Description: The food system faces a multitude of challenges, including high greenhouse gas emissions, threats to biodiversity, increased diet-related diseases due to unbalanced diets, and socially problematic complex supply chains. This requires not only a transformation of the agricultural economy but also a change in the diet and lifestyles of all consumers. Developing and using digital and technological innovations can help to solve these challenges. In this context, the study provides impulses on how digitalisation can contribute to transforming production and consumption and which prerequisites have to be given to achieve this. The study describes the approaches for digitalisation along the value chain. These include optimising the use of resources in agriculture - for example with the help of smart farming - and supporting consumers with digital tools and assistance systems - such as apps designed to support grocery shopping. In addition, new business models and a better connection between production and consumption processes are also possible. This includes, for example, new digital sales channels or tracking and communicating sustainability indicators such as CO2 emissions across all steps of the value chain in order to enable all stakeholders to take reliable action.

    Description: 22 years are left until the German target for climate neutrality should be reached. For the industrial sector, this implies a fundamental change and an acceleration of emission reduction, as from 2000 to 2021 the sector has reduced its greenhouse gas (GHG) emissions by only 13% (ERK, 2022). For the large structures, plants and assets that are characteristic for the energy intensive industrial sectors, the timespan implies no room for delay. One sector facing particular challenges is the chemical industry. Here, fossil resources are used not only for energetic purposes but for feedstock as well, in the petrochemical industry in particular. The efforts made in the petrochemical sector thereby not only affects the sectors own emissions, but the chemicals value chain at large, including the management of end-of-life products. The dependency on energetic resources for material use also means that there is a particular connection from the chemical industry to the energy system at large, which also entails special consideration. The chemical industry also has a particular relevance to the Antwerp-Rotterdam-Rhine-Ruhr-Area (ARRRA) which hosts several large petrochemical clusters in Germany as well as the Netherlands and Belgium, with complexly interlinked production chains. In reaching the climate targets, these regions especially face significant changes and may have the opportunity to position themselves as frontrunners for industrial transformation. That is, if a successful strategy can be found. In the recent years, numerous scenario analyses and roadmaps have been released drawing out pathways for chemical industries to develop in line with national and international climate targets. This can entail mapping of technological options, important prerequisites, particular challenges as well as important opportunities and timeframes. This meta-analysis summarizes and compares the findings of some of the most recent previous works at the national, European and global level. As the goal is to investigate the various strategic options and development paths for Germany and the ARRRA, it has a particular focus on roadmaps for Germany, the Netherlands and Belgium. It takes a quantitative as well as qualitative approach, looking both at resource and production volumes, different emission reduction strategies relative importance, as well as policy recommendations and other important framework conditions. A particular focus is put on the use of non-fossil feedstocks to reduce emissions.

    Case study on the German discourse of industry decarbonisation : a discourse network analysis (2023)

    Description: The adoption of the Paris Agreement in 2015 and the passing of the Climate Action Law in Germany in 2019 established the legal need for the basic material industry in Germany to decarbonise. For the industry sector, the target is sets at a 49-51% GHG reduction by 2030 compared to 1990. Even though the sector specific targets are likely to become obsolete, a Hydrogen Strategy, Industry Strategy and Climate Protection Contracts are currently being developed or elaborated on. These are to further ensure and enable the basic material industry in Germany to decarbonise. These developments are emphasising the relevance of studying the industry decarbonisation at the time of conducting this research. As the institutionalisation of the industry decarbonisation is influenced by discourse, the analysis of the discourse is an important tool for studying the power effects produced by and built into the discourse. This is the first research aiming to provide a structured analysis of the discourse on industry decarbonisation in Germany. Drawing on discourse analysis and the Multilevel-Perspectives framework, this research investigated the power and dominance of storylines to influence the discourse of the industry transformation towards decarbonisation. In this research insights were obtained into the storylines used in this discourse, the actors who are part of this discourse, the frequency of storylines used and the percentage of actors making use of these storylines. Additionally, insights were generated into the discursive network and potential coalitions. This research made use of the Discourse Network Analysis software in combination with Visone and Excel for data collection, analysis, and visualisation. Based on 117 documents of various categories from the years 2012 to 2023, the discourse on German industry decarbonisation is discovered to be dominated by storylines of mainly technological or economic nature. The general sentiment discovered by the different actors is positive with the storylines focusing on establishing the conditions for the industry to decarbonise and no resistance being communicated. The discourse is furthermore dominated by most storylines. 18 out of 27 storylines are being used by more than 56% of all actors. The high overlap in storyline indicates discursive homogeneity. The homogeneity is further indicated through the lack of emerging discourse coalitions and the therewith connected lack of struggles for discursive dominance. One coalition can be defined with some actors being deeper involved and some being less involved in the discourse. As decisions on the transition path for Germany's industry to decarbonise are still to be taken the lack of discursive struggles has come to my surprise. In the discussion I reflect on how the positive sentiment, the discursive homogeneity and the great number of dominant storylines may come about.

    Description: The original objectives for introducing Energy Performance Certificates (EPCs) were 1) to make energy performance transparent in the building market, as a measure of energy costs of using a building that a potential buyer or tenant would be interested in; and 2) to encourage energy efficiency renovation. However, the current implementation of EPC schemes in the Member States still shows significant challenges in achieving these two objectives. The recast of the EU Directive on the Overall Energy Performance of Buildings (EPBD) provides a chance to enhance both the usefulness and quality of EPCs and the EPC schemes overall. This document aims to inform both the debate on the recast of the EPBD and the enhancement of national EPC schemes in EU Member States. It presents the draft policy recommendations of the Horizon 2020 QualDeEPC project for making the EPBD and the national schemes more effective, particularly for deep renovation, and enhance their quality overall. The policy recommendations particularly target the link between EPCs and deep (energy) renovation1, while increasing the levels of ambition and convergence across the EU in terms of building renovation. Deep (energy) renovation is crucial for mitigating climate change and for energy security. The EPBD and all of its articles, as well as national EPC schemes, should aim to make deep (energy) renovation the default. This objective would be embedded and ensured in EPC schemes, if the policy recommendations provided in this document were adopted and implemented.

    The energy transition in Colombia : current situation, projections, challenges, narratives and public policies - in relation to the energy transition in Germany (2023)

    Description: This Wuppertal Paper analyses the energy transition models of Colombia and Germany. The emphasis of the exercise is on an analysis of options for the complete decarbonization of the energy system in Colombia as a Global South country. To this end, it analyses the current situation, projections, public policy and narratives, and contrasts it with Germany as one of the countries of the Global North with which Colombia has historically maintained energy trade relations and is currently collaborating in the exploration of energy alternatives for decarbonization. Detailed analysis of sectoral energy consumption in Colombia shows the sectors with the highest fossil energy consumption (in this order): transport (fuels), industry (gas, coal), electricity generation (gas, coal) and residential (gas). We show the projected increase in demand for fuels and electricity, and calculate the amount of electricity theoretically needed to substitute fossil sources in each sector. We estimate the total electricity required for decarbonization via sector coupling and derive a first estimation of the range of additional renewable energy capacities needed to supply this demand. We find that required capacities are expectedly large (56-110 GW), depending on decarbonization pathways, and that export capacity beyond national demand may be limited. Our analysis of the policy and scenario arena in both countries finds that Colombia is still lacking both sector-specific decarbonization strategies and an embedding in a systemic vision of a systemic energy transition. Germany has more advanced sector strategies and (national) systemic visions, but lacks embedding assumptions on energy imports in a global-system analysis, i.e. in the analysis of an energy transition in potential exporting countries like Colombia. We formulate requirements to close these gaps in our conclusions.

    Description: The QualDeEPC project is aiming to both improve quality and cross-EU convergence of Energy Performance Certificate schemes, and the link between EPCs and deep renovation: High-quality Energy Performance Assessment and Certification in Europe Accelerating Deep Energy Renovation. The objective of the project is to improve the practical implementation of the assessment, issuance, design, and use of EPCs as well as their renovation recommendations, in the participating countries and beyond. This report serves as a compilation of the project's proposal for an enhanced and converging EPC assessment and certification scheme. It aims to provide a detailed description on the set of practical concepts, policy proposals, and tools for an enhanced EPC scheme towards deep renovation, developed by the QualDeEPC project. The project's substantial proposals both on EU and national level are presented in a comprehensive and rational way, guiding the relevant stakeholders, in particular the policy makers and competed bodies, on which steps need to be followed so as the proposals to be adapted and how the specific values can be determined in MSs. Furthermore, this report includes the project's proposal for defining "Deep Energy Renovation" based on a modified nZEB-based approach.     Description: Considering that 40% of the European Union's energy consumption can be traced back to its buildings, it is essential to improve their energy efficiency in order to achieve the EU's energy efficiency targets. Both the rate of energy renovation and its depth, i.e. the amount of energy savings during a renovation, need to be improved. Energy Performance Certificates (EPC), regulated by the EU's Energy Performance of Buildings Directive (EPBD), are an important instrument to enhance the market uptake of energy-efficient new buildings and the energy-efficient renovation of existing buildings. Against this background, the Horizon2020 funded project QualDeEPC will work on EU-wide convergence of the building assessment and the issuance, design, and use of quality-enhanced EPCs as well as their recommendations for building renovation. The aim is to make these recommendations coherent with deep energy renovation towards a nearly-zero energy building stock by 2050. The first part of the QualDeEPC project (work package 2) aims to identify the priorities for elements of EPC schemes that show a need to be improved, and for which the project will investigate further and propose how the elements can be improved. The first step in identifying these priorities is taking stock of the existing EPC schemes. Based on the input from all national consortium partners and other sources, the Wuppertal Institute prepared this detailed overview of the country-specific EPC assessment and certification procedures and their links to other policies and programmes, existing initiatives, and projects. The analysis was based on a list of almost 50 potential options for enhancing the existing EPC schemes. The aim of this deliverable is to present this stock-taking by a detailed analysis on which of the potential enhanced EPC elements are already implemented in which form in which country, covering all 28 countries that were EU member states until 31 January 2020. All partners conducted bilateral interviews with the major actors in the EPC procedures, including executive bodies on EPC at regional and/or national level. For countries not represented in the Consortium, Wuppertal Institut and EAP conducted specific literature research, e.g. from the Concerted Action EPBD, and aimed to obtain contributions from other member states. The information collected allows a detailed presentation on the elements implemented as well as a cross-country comparison matrix (see Annex I) in this report, which outlines the current EPC practices across the EU regarding the elements of a good practice scheme or innovative improvement options, their comparability, compliance with EU legislation, and to which extent they differ or converge. The results show, once more, the high diversity in EPC schemes across the EU. They also provide useful information in at least two directions: 1) which improvement options are not yet implemented at all or in sufficient quality in most QualDeEPC partner countries as well as other EU member states, and could therefore be interesting candidates for the further work of the QualDeEPC project in development, testing, discussion, and possibly implementation of elements for enhanced and converging EPC schemes; and 2) which countries, within or beyond the QualDeEPC project, offer good practice examples for the implementation of these options that could serve to guide the development and implementation in other countries. This deliverable will thus serve as a basis for the upcoming tasks to develop priorities and actual proposals for improvement of EPC schemes.

    Strategies, concepts and measures for decarbonizing the building stock by 2045/50 (2023)

    Description: Established in 2016, the German-Japanese Energy Transition Council (GJETC) strives to promote bilateral cooperation between Germany and Japan on energy transition. Among other studies and topical papers, an output paper in 2020 (Rauschen et al., 2020) already compared the energy efficiency in buildings in both countries with a particular focus on heating and cooling. One important finding of this output paper was that further efforts in the building sector are needed to improve the energy efficiency of buildings in Germany and Japan. Following the more ambitious climate protection targets in both countries, this study seeks to analyze the German and Japanese policies put in place to accelerate the decarbonization of the building sector. The decarbonization of the vast number of buildings that both Japan and Germany are facing will be a major contribution to achieving the GHG reduction targets of both countries and should continue to be discussed among experts and developed into a discussion among policy makers. This report examines and compares the characteristics of the building stock in both countries, as well as existing policies and new strategies and policies that are planned or discussed to achieve energy conservation and decarbonization of buildings. The current shape of buildings, especially houses, is greatly influenced by the land area of the country corresponding to the available space for buildings, the natural environment surrounding the country, the natural resources available, and the lifestyle and cultural ideas that have been passed down and taken root over time. Therefore, it might be difficult to compare them and the corresponding strategies and policies with the same yardstick, so we also discuss common or deviant situations. Through this joint research, we aim to find each other's advantages and challenges and to develop useful and concrete policy recommendations that will contribute to decarbonization policies in both countries.

    Description: This open access book makes a case for extending logic beyond its traditional boundaries, to encompass not only statements but also also questions. The motivations for this extension are examined in detail. It is shown that important notions, including logical answerhood and dependency, emerge as facets of the fundamental notion of entailment once logic is extended to questions, and can therefore be treated with the logician’s toolkit, including model-theoretic constructions and proof systems. After motivating the enterprise, the book describes how classical propositional and predicate logic can be made inquisitive—i.e., extended conservatively with questions—and what the resulting logics look like in terms of meta-theoretic properties and proof systems. Finally, the book discusses the tight connections between inquisitive logic and dependence logic.

As understandings of socio-spatial and economic cohesion evolve, the idea that spatial justice requires a concerted policy response has gained currency. Given the political, social and economic salience of locale, this book explores the potential contribution of place-based initiative to more balanced and equitable socio-economic development, as well as growth in a more general sense.     Description: In recent years, there has been an increased interest in exploring the connections between various disciplines of mathematics and theoretical physics such as representation theory, algebraic geometry, quantum field theory, and string theory. One of the challenges of modern mathematical physics is to understand rigorously the idea of quantization. The program of quantization by branes, which comes from string theory, is explored in the book. This open access book provides a detailed description of the geometric approach to the representation theory of the double affine Hecke algebra (DAHA) of rank one. Spherical DAHA is known to arise from the deformation quantization of the moduli space of SL(2,C) flat connections on the punctured torus. The authors demonstrate the study of the topological A-model on this moduli space and establish a correspondence between Lagrangian branes of the A-model and DAHA modules. The finite-dimensional DAHA representations are shown to be in one-to-one correspondence with the compact Lagrangian branes. Along the way, the authors discover new finite-dimensional indecomposable representations. They proceed to embed the A-model story in an M-theory brane construction, closely related to the one used in the 3d/3d correspondence; as a result, modular tensor categories behind particular finite-dimensional representations with PSL(2,Z) action are identified. The relationship of Coulomb branch geometry and algebras of line operators in 4d N = 2* theories to the double affine Hecke algebra is studied further by using a further connection to the fivebrane system for the class S construction. The book is targeted at experts in mathematical physics, representation theory, algebraic geometry, and string theory. This is an open access book.

In the process of rediscovery while some images continued to be worshipped, a large number of these were moved into museums. The book argues that a neuropsychiatric biopolitics of dementia positions dementia as a syndrome of cognitive decline, caused by discrete brain diseases, distinct from ageing, widely misunderstood by the public, that will one day be overcome through technoscience. This biopolitics generates dementia’s public profile and is implicated in several problems, including the failure of drug discovery, the spread of stigma, the perpetuation of social inequalities and the lack of support that is available to people affected by dementia. Through a failure to critically engage with neuropsychiatric biopolitics, much dementia studies is complicit in these problems. Drawing on insights from critical psychiatry and critical gerontology, this book explores these problems and the relations between them, revealing how they are facilitated by neuro-agnostic dementia studies work that lacks robust biopolitical critiques and sociopolitical alternatives. In response, the book makes the case for a more biopolitically engaged ""neurocritical"" dementia studies and shows how such a tradition might be realised through the promotion of a promissory sociopolitics of dementia.

It argues that the full digitisation of society sharply accelerated by the COVID-19 pandemic has added extreme complexity to the world, conclusively exposing the inadequacy of our current model of knowledge creation. Addressing many of the different ways in which reality has been transformed by technology – the pervasive adoption of big data, the fetishisation of algorithms and automation, and the digitalisation of education and research – Viola examines how the rigid conceptualisation in disciplines’ division and competition is complicit of promoting a narrative which has paired computational methods with exactness and neutrality whilst stigmatising consciousness and criticality as carriers of biases and inequality. Taking the humanities as a focal point, the author retraces schisms in the field between the humanities, the digital humanities and critical digital humanities; these are embedded, she argues, within old dichotomies: sciences vs humanities, digital vs non-digital and authentic vs non-authentic. Through the analysis of personal use cases and exploring a variety of applied contexts such as digital heritage practices, digital linguistic injustice, critical digital literacy and critical digital visualisation, the book shows a third way: knowledge creation in the digital.

    Description: This open access book explores the past and present of Quanzhou (Zayton) and the rich diversity and tolerance that kindled Quanzhou’s innovativeness and helped it prosper both commercially and culturally—values that are today being embraced by China’s global trade partners. Quanzhou (Zayton), Marco Polo’s port of departure and Columbus’ goal in China, was not only the start of the Maritime Silk Road and the Middle Age’s greatest port but also centuries ahead of its time in its tolerance and diversity. The fabled “City of Light” had 7 mosques for its 40,000 Muslims, some of whom served in government, as well as 3 Franciscan cathedrals funded in part by the emperor, Jewish synagogues, and centers for Nestorian Christians, Hindus, Taoists, Manicheans, Jains, etc. As Franciscan Bishop Andrew of Perugia wrote in 1322, “Tis a fact that in this vast empire, there are people of every nation under heaven, and every sect, and all and sundry are allowed to live freely according to their creed.” In 2021, UNESCO designated “Quanzhou, Emporium of the World,” as a world heritage site, and the city is now the hub of the Belt and Road Initiative, the 21st Century Silk Road, which was inspired by ancient Quanzhou.

    Description: As a first step towards tackling vocal presence as a matter of time, the proposed strategy is to attend to a particularly crucial moment in voice training: listening to one’s own voice while in act of voicing. Even if voicers are trained to ‘be in the moment’ or to ‘achieve presence,’ they can only rely on post-voicing auditory feedback or pre-voicing kinaesthetic awareness; voice perception is always-not-yet there or always-already there. When asked about definitions of vocal presence or whether they have developed a definition of vocal presence for the specific purposes of their studio work, all interviewees admit the complexity or impossibility of the task. Vocal presence can move beyond the bounds of the individual body and physiological or psychological notions of tension and release. Jane Boston asserts that an advantageous starting point for training vocal presence is breath, as ‘phonation depends on the appropriate manipulation of breath pressure and its conscious application for production of efficient soundwaves’.

    Description: In 1956, Solow proposed a neoclassical growth model in opposition or as an alternative to Keynesian growth models. The Solow model of economic growth provided foundations for models embedded in the new theory of economic growth, known as the theory of endogenous growth, such as the renowned growth models developed by Paul M. Romer and Robert E. Lucas in the 1980s and 90s. The augmentations of the Solow model described in this book, excepting the Phelps golden rules of capital accumulation and the Mankiw-Romer-Weil and Nonneman-Vanhoudt models, were developed by the authors over the last two decades. The book identifies six spheres of interest in modern macroeconomic theory: the impact of fiscal and monetary policy on growth; the effect of different returns to scale on production; the influence of mobility of factors of production among different countries on their development; the effect of population dynamics on growth; the periodicity of investment rates and their influence on growth; and the effect of exogenous shocks in the form of an epidemic. For each of these issues, the authors construct and analyze an appropriate growth model that focuses on the description of the specific macroeconomic problem. This book not only continues the neoclassical tradition of thought in economics focused on quantitative economic change but also, and to a significant extent, discusses alternative approaches to certain questions of economic growth, utilizing conclusions that can be drawn from the Solow model. It is a useful tool in analyzing contemporary issues related to growth.

    Description: “Attention” is a primordial topic throughout Goffman’s work. Already his dissertation thesis (1953) includes a separate chapter on “the organization of attention”. In his later studies he developed various concepts related to attention, such as focused/unfocused interaction or “civil inattention”. Although attention is evidently a crucial dimension of the interactional order, Goffman did not elaborate this topic systematically. The study of attention was later refined and enriched by conversation analysts who underlined the role of visual displays of attentiveness in social interaction. Against the backdrop of the notion of “focused interaction”, this paper examines how the psychological approach to “joint attention” differs from or amplifies Goffman’s studies. Based on some of Cartier-Bresson’s photos, it is shown that the contrasting set of focused/unfocused interaction needs to be supplemented by a third type of attention order, in which members are collectively oriented to an outward event. After a discussion of some of the practices of sustaining and re-establishing a focus of attention, empirical evidence is provided that certain interactional purposes can be achieved by displaying inattention. In the final discussion of Goffman’s concept of “civil inattention”, some historical and sociological dimensions are pointed out along which this concept can be further studied.

    Description: The chapter analyzes the cycle of the anti-nuclear movement that followed the Fukushima accident in March 2011. Employing functional typology, the chapter categorizes the movement’s organizations into seven types (direct action, research and education, policy advocacy, aid, watchdog, legal, and other) and shows that the post-Fukushima wave of protests was much broader in scope and more diverse in terms of actors and organizational forms than often assumed. Tracing the origins of the post-Fukushima cycle, the analysis reveals three streams of protests that emerged soon after the Fukushima accident (Freeters, Old Guard, Ecologists), which later merged to form a coalition, Hangenren. The direct-action groups that constitute the most visible form of social protest, called by Oguma Eiji “the flower of the movement,” exhibit characteristics of new social movements, although the chapter underlines the fact that the post-Fukushima anti-nuclear ecosystem included both the new groups formed after March 2011 and the old ones established before and after the Chernobyl accident.

    Description: The chapter reviews the extent to which contemporary Greek scholarship in humanities and social sciences makes use of rhetorical categories as relevant descriptive and analytical tools. It proposes revisiting two classical rhetorical concepts, namely topoi and endoxa, in order to illustrate their descriptive and explanatory potential for the analysis of political discourse characterized by adversariness, polyphony, and the need to create communion. To illustrate this theoretical and methodological proposal, two fragments of parliamentary discourse are analysed by combining the insights of Pragma-Dialectics and the Argumentum Model of Topics. The fragments are from the speeches that the government and opposition leaders held during the parliamentary debate on the signing of the first memorandum of understanding between Greece and the ‘troika’ of the European Commission, the European Central Bank, and the International Monetary Fund in May 2010.

Yet, the role of ageism in adoption and actual use is overlooked. This chapter discusses the potential theoretical influence of ageism in applying digital technology in care and healthcare. First, the chapter provides an overview of the perception of age in relation to digital technology and the manifestation of ageism in healthcare. It continues by providing recent evidence, from the field and from the authors’ research experience, in an attempt to describe two potential ways in which ageism is related to adoption and actual use of digital healthcare technology: 1) through the perspectives of different stakeholders (older adults, healthcare professionals, caregivers and designers) and 2) through the design of digital technology. Finally, the chapter discusses possible implications for practice in healthcare, design, research and policy concerning digital technology.

    Description: In 2008, the first mandate of President Michelle Bachelet and the (much delayed) ratification of ILO169 by Chile relaunched the debate on Indigenous rights throughout the country. In particular, this debate focused on their right to (prior) consultation. Since then, Chile has held a number of consultations with Indigenous Peoples. Some of these processes have focused (and overlapped) on the very same issues over several years. This is the case with the consultations on the constitutional recognition of Indigenous Peoples and the creation of a Ministry of Indigenous Peoples, a National Council of Indigenous Peoples, and (other) Councils of Indigenous Peoples. Between 2009 and 2017, the nine Indigenous Peoples of Chile were consulted five times on some or all of these issues. Furthermore, the legislation over the regulation of this right has changed considerably over the years, creating further confusion. Against this background, this chapter analyses the process and results of selected cases of consultations with Indigenous Peoples in Chile, and explores the reasons for their failures.

The effects of climate change from human-made emissions of greenhouse gases are devastating and accelerating; yet are uncertain and uneven both in terms of geography and socio-economic impacts. Emerging from the dynamics of capitalism since the industrial revolution — as well as industrialisation under state-led socialism — the consequences of climate change are especially profound for the countryside and its inhabitants. The book interrogates the narratives and strategies that frame climate change and examines the institutionalised responses in agrarian settings, highlighting what exclusions and inclusions result. It explores how different people — in relation to class and other co-constituted axes of social difference such as gender, race, ethnicity, age and occupation — are affected by climate change, as well as the climate adaptation and mitigation responses being implemented in rural areas. The book in turn explores how climate change – and the responses to it - affect processes of social differentiation, trajectories of accumulation and in turn agrarian politics. Finally, the book examines what strategies are required to confront climate change, and the underlying political-economic dynamics that cause it, reflecting on what this means for agrarian struggles across the world. The 26 chapters in this volume explore how the relationship between capitalism and climate change plays out in the rural world and, in particular, the way agrarian struggles connect with the huge challenge of climate change. Through a huge variety of case studies alongside more conceptual chapters, the book makes the often-missing connection between climate change and critical agrarian studies. The book argues that making the connection between climate and agrarian justice is crucial. The chapters in this book were originally published in The Journal of Peasant Studies.

    Description: It has been a decade since Diamond’s seminal and sober work on the possibilities of ‘liberation technology’ to ‘expand political, social and economic freedom’ (Diamond 2010). Since that time, the Arab supernova has electrified Twitter’s supporters, Russian paws and exquisite Cambridge algorithms have lent on the scales of a presidential campaign via social media, and China has amassed the data and technology to control its citizenry with cold efficiency. So what of liberation technology? What do we know about its impact on political participation, expression and freedom? In this chapter I review the promise and complexities of the pursuit of freedom via liberation technology. Tracing powerful forces that have darkened liberation technology’s initial promise, I look specifically at the complexities of both access to, and activism via, social media, showing how simple and naïve characterisations of its role in political engagement are misplaced. Whilst these results would appear to suggest that oppressive regimes have already snuffed out the promise of technology to support wider freedoms, recent theorising suggests that a pathway to freedom and prosperity has been opened where both the state and society have equal strength in the technology of accountability, information, and coordination, co-investing in each other’s capacity.

Many archaeological and historical sites along this coastline are at risk of being damaged or destroyed by the present and future effects of climate change. The EU funded CHERISH Project (Climate, Heritage and Environments of Reefs, Islands, and Headlands) of the Irish and Welsh regional seas is researching these threats. This chapter focuses on those methods and applications within the CHERISH toolkit and explores the different ways 3D data collected within a project is being used to derive seamless terrain datasets to close the data deficit (“white ribbon”) which currently exists between the terrain and marine environments. These methods are currently being developed and employed to record, map, analyse and interpret the 3-dimensional nature of both the coastal and marine historic environments.

It brings together contributions from a large group of economists, statisticians and social scientists working under a project sponsored by ANVUR, the Italian agency for the evaluation of teaching and research of academic institutions. Nye, Jr.’s last three decades of writing and illustrate a variety of perspectives on the nature of power, the role of the United States in the world and US-China relations. Through this collection, it is hoped that readers will gain a better understanding of today’s global environment and find that while great power competition may be inevitable in a world as centers of power shift, cooperating to address transnational challenges can be a positive sum game. The contents of this book are divided into four main parts. Part One discusses the origins and political progress of the concept of “Soft Power”. Part Two explores soft power in the American experience, its sources and interaction with US foreign policy, as well as its ebb and flow in the age of Obama, Trump and Biden. Part Three examines the rise of and the opportunities and difficulties for Chinese soft power, focusing on China’s investment in soft power and how this demonstrates its commitment to a peaceful rise. However, it also addresses the question of how can China get “smart” on how it uses soft power. Part Four provides a bird’s-eye view of power shifts in the 21st century and the interactions between the US as an established power and China as a rising power, while also reassuring readers that Thucydidean fears are unnecessary and a Cold War is avoidable. Both countries have to realize that some forms of power must be exercised with others, not over others, the development of soft power need not be a zero-sum game. Ultimately, the US-China relationship is a “cooperative rivalry” where a successful strategy of “smart competition” is necessary and cooperation on transnational challenges like climate change, pandemics, cyberterrorism and nuclear proliferation, will serve to benefit not only China and the US, but the world as a whole.

    Description: Frank Ankersmit tells historians of their mission: “You can approximate objectivity only as long as you sincerely despair of approximating it.” It follows that it is incumbent upon anyone who represents the past to enter that struggle. Whether by keyboard or camera, historians who do not probe and question their suppositions may seek to represent the past, but they do not make history. A prime question for historiophoty is to ask what this struggle looks and sounds like projected off the page. This chapter considers the cinepoetics of historical objectivity through a model of moving images that rewinds the clock to the emergence of film on screens and traces a new path for cinema through to a digital reimagining of what Tom Gunning calls the “cinema of attractions.” It explores the documentary methods of narration and reenactment in Sam Green’s Live Documentary practice and analyzes the methods by which filmmakers become cine-historians through articulating the historians’ dilemma by audiovisual means in the creation of moving history of shared experience and public spectacle.

    Description: Information and knowledge were essential tools of early modern Europe’s global ambitions. This volume addresses a key concern that emerged as the competition for geopolitical influence increased: how could information from afar be trusted when there was no obvious strategy for verification? How did notions of doubt develop in relation to intercultural encounters? Who were those in the position to use misinformation in their favour, and how did this affect trust? How, in other words, did distance affect credibility, and which intellectual and epistemological strategies did early modern Europe devise to cope with this problem? The movement of information, and its transformations in the process of gathering, ordering, and disseminating, makes it necessary to employ both a global and a local perspective in order to understand its significance. The rise of print, leading to various new forms of mediation, played a crucial role everywhere, inspiring theories of modernization in which media served as agents of new connections and, eventually, of globalization. Paradoxically, during the entire period between 1500 and 1800, the demise of distance through various strategies of verification coincided with constructions of otherness that emphasized the cultural and geographical difference between Europe and the worlds it encountered. Ten leading scholars of the early modern world address the relationship between distance, information, and credibility from a variety of perspectives. This volume will be an essential companion to those interested in the history of knowledge and early modern encounters, as well as specialists in the history of empire and print culture.

    Description: “The capable and competent pilot will never allow an airplane to crack up...” is an axiom from early flight training guidance, and to some extent still informs our perception of aviation safety. It established a linear, cause-and-effect model, which coincidentally fits nicely with the narrative mode of thought, telling a story that is comprehensible. The linear model is also convenient for much of historical and contemporary management theory, which is largely aimed at controlling information, managing stories and establishing certainty. In fact, aviation operations, technology and the operating environment are inherently complex, introducing persistent vulnerability. Not only will the pilot never see the accident coming that actually happens, but he or she will also never see all of the potential accidents that could have happened but did not. A different approach must be articulated. This approach utilizes strategy, prudence, mindfulness, and particularly the assertive protection of the margins to manage uncertainty, persistent vulnerability and ultimately facilitate a “dynamic non-event”.

Secondly, freedom of information and the rights of citizens to access public records is embodied in the registry system, a cornerstone in Nordic record keeping. Finally, Nordic archivists value pragmatic and predictable solutions and as a result have responded to digital challenges on an ad hoc basis. Nordic digital archiving has developed trustworthy systems for long term preservation of digital records and has started to explore the potential of digital technologies for expanded user access and secondary use or reuse of information or data. International standards and international archival theory are today making their way into Nordic digital archiving, hopefully creating a renewed model of Nordic digital archiving building on the strengths of the Nordic tradition: accountability, transparency and an ideal of archives serving the common good as trusted institutions attending to the interest of the public.

    Description: When King’s Digital Lab was established in late 2015 it was conceived as both a craft factory (working with colleagues to produce digital outputs) and a technical experiment (a site where the intersection of technology and the humanities could be explored). Significant progress has been made on both of those fronts: dozens of projects have been enabled, operational white papers have been shared, and research outputs have explored the intellectual and philosophical aspects of the laboratory environment. It is now possible to move beyond the techniques that enabled this success and use insights from the philosophy of technology to explore long-standing concerns about the role of technology in society. In doing so, the laboratory would become an applied techno-philosophical experiment. More radically, it could rehabilitate the use of technical objects in the humanities and reject technophobia as not only unproductive but unethical. Technical (digital) objects could thus be accorded droit de cité in the field of the humanities. This perspective fits well with emerging work in the humanities that highlights the history of the field, its relationship to modelling, the indeterminacy of computer technology, and the potential for human-machine relations to be reconciled through aesthetics.

Through the analysis of digital power and connection manoeuvres (cf.     Description: Suicide is a leading cause of death globally, and each suicide can have a profound impact on those grieving the loss, including young people. Suicide loss is a risk factor for adverse health and social outcomes including complicated grief and subsequent suicides. Young people coping with such a death may face additional complexities in their bereavement experience including feelings of guilt, shame, perceived stigma, and rejection given the cause of death, alongside wider challenges relating to unmet health and social needs. Suicide bereavement support, or postvention, has increasingly become recognised as a priority within several countries’ suicide prevention approaches. Yet, our understanding of what works in terms of support, and particularly for adolescent age groups, remains unclear and predominantly focuses on professional interventions which neglect the role of the wider political, social, and cultural environment.

    Description: This chapter presents the recent history of Norwegian standardisation within the archives and record management field. Norway was an early proponent of standards in digital archives, the better to promote data exchange and a unified approach to data and records management. Norwegian standards have preceded international standards, including the Noark series that preceded ISO 15489 by decades and the database preservation standard ADDML, which preceded SIARD by several years. This situation started to change particularly around 2010. International standards such as OAIS, METS and PREMIS have been integrated into Norwegian practice through National Archives efforts to develop a “national flavouring” of international standards.As a secondary theme the chapter explores whether standardisation, and to what degree different standards, have promoted an ‘archives-as-data’ paradigm. The result of this inquiry is mixed. The Noark standards were framed around preserving registries, which are inherently document oriented rather than data oriented, while standards such as ADDML are data oriented. A shift to international standards thus intersects with emerging trends, such as reuse of information and data in public administrations and for research to substitute documents with data.

    Description: The hijab has triggered affects for centuries. It has sparked narratives of “saving” Muslim women from the shackles of Muslim men and Islam. In recent years, we have seen several examples of individuals and collectives who experience the mere sighting of the hijab as intolerable. Here, I take a closer look at the affects of “awayness” that move through the hijab in contemporary Western contexts, and how these affects are performed, heightened, and intensified online. Drawing on a decolonial approach to affect and extensive ethnographic research, I argue that collectives who are deeply immersed in the heightened and intensified affective engagement against the hijab, spell out their own symbolic death. By continuously affectively witnessing the hijab, and triggering affects such as despair, anger, outrage, sorrow, and grief, it becomes a self-inflicted trauma, perceived as unbearable. Thus, affective witnessing shifts the focus from ascribed-victimization of Muslim women to self-victimization. And, the affective witnesses of hijab emerge as the “true victims” of hijab.

    Description: This open access book examines the teaching and learning of English for employability in Vietnamese higher education. Its content is framed within one country to better examine the research issues within the influence of contextual factors. This book investigates how English can contribute to the development of students' employability capitals, particularly in the aspects of human capital, social capital, cultural capital, identity capital, and psychological capital. It presents employers' and employees’ perspectives of how and why English is increasingly important for career development. This book is a collection of discussions and viewpoints from teachers, students, and other stakeholders like employers, graduates, and course coordinators on current practices and their proposed improvements to prepare students for their future education, work and life. Based on empirical evidence, this book calls for repositioning English language education within the employability agenda to elevate its status and increase stakeholders' engagement. This book contributes to current debates on advancing the effectiveness of English language education in non-English speaking countries, as a response to internationalization and globalization.
