Description: This book explores the ethics of national security intelligence institutions operating in contemporary liberal democracies. Intelligence collection by agencies such as the CIA, MI6, and Mossad involves practices that are apparently inconsistent with the principles of ordinary morality – practices such as lying, spying, manipulation, and covert action. However, in the defence of national security, such practices may not only be morally permissible, but may also under some circumstances be morally obligatory. One approach to the ethics of national security intelligence activity has been to draw from the just war tradition (so-called ‘just intelligence theory’). This book identifies significant limitations of this approach and offers a new, institutionally based, teleological normative framework. In doing so, it revises some familiar principles designed for application to kinetic wars, such as necessity and proportionality, and invokes some additional ones, such as reciprocity and trust. It goes on to explore the applications of this framework and a revised set of principles for national security intelligence institutions and practices in contemporary and emerging political and technological settings. This book will be of much interest to students of intelligence studies, ethics, security studies and International Relations.

Description: This book advances knowledge about the implementation of peace and non-violence strategies in education that counter violence. Addressing both hidden and direct violence, it examines the harm to wellbeing and learning through a unique exploration of the role of teachers, and confronts the roots of violence in educational settings. Presenting and critiquing a range of pedagogical tools, case examples, and research, it examines how various methods can be used for identifying and proactively responding to conflicts such as injustice, discrimination, and prejudice, among others. Contributors present case studies from a range of global contexts and offer cutting-edge research on the applications of these resources, and how they contextualize peace education. An essential read for educators, teacher educators and peace scholars, it crucially offers pathways for confronting and healing from violence in both formal and informal sites of education.

Description: This book investigates the diverse and dynamic forms of migration within Africa. Centring themes of agency, resource flows, and transnational networks, the book examines the enduring appeal of the Global South as a place of origin, transit, and destination. Popular media, government pronouncements, and much of the global research discourse continue to be oriented towards migration from the Global South to the Global North, despite the fact that the vast majority of migration is South-South. This book moves beyond these mischaracterisations and instead distinctly focuses on the agency of African migrants and the creative strategies they employ while planning their routes within and across the African continent. Case studies explore the flow of resources such as people, money, skills, and knowledge throughout the continent, while also casting a light on the lived experiences of migrants as they negotiate their sometimes precarious and vulnerable positions. Underpinned by intensive empirical studies, this book challenges prevailing narratives and provides a new way of thinking about South-South Migration. Composed by a majority of scholars from the Global South, the book will be crucial reading for researchers, students, and policy makers with a focus on South-South Migration, Migration and Inequalities, Migration and Development, and Refugee and Humanitarian Studies.

Description: This book examines the politics of Banking Union and EMU reform in the EU, and draws lessons for what it means for international politics, both in Europe, and for international relations more broadly. It demonstrates that most of the reforms in Europe to break free of the Eurozone and banking crises in which Europe continues to find itself focus on building up the capacities of national authorities rather than European ones. The result is that national authorities remain largely in control of the decisions and funds that are to be deployed to prevent economic disaster if a single EU bank fails. The likely outcome is an accelerated balkanization of the European market for the foreseeable future. The book also contends that power politics, and realism in particular, is a defining feature of European politics with coercion and enforced national responsibility at the demand of Germany; the dominant form of institution-building that established the responsible sovereignty model, and shut down the possibility of alternatives. In making this case, the book demonstrates that the dominant view in international relations, that power politics best explains the behaviour of states, also apply to the EU. This text will be of key interest to scholars and students of the Eurozone crisis, EU politics, economic policy, and more broadly to political economy, public policy and international relations.

Description: This book examines social processes that have contributed to growing pesticide use, with a particular focus on the role governments play in urban aerial pesticide spraying operations. Beyond being applied to sparsely populated farmland, pesticides have been increasingly used in densely populated urban environments, and when faced with invasive species, governments have resorted to large-scale aerial pesticide spraying operations in urban areas. This book focuses on New Zealand's 2002–2004 pesticide campaign to eradicate the Painted Apple Moth, which is the largest operation of its kind in world history, whether we consider its duration (29 months), its scope (at its peak the spraying zone was 10,632 hectares/26,272 acres), the number of sprayings that were administered (the pesticide was administered on 60 different days), or the number of people exposed to the spraying (190,000+). This book provides an in-depth understanding of the social processes that contributed to the incursion, why the government sought to eradicate the moth through aerial pesticide spraying, the ideological strategies they used to build and maintain public support, and why those strategies were effective. Urban Aerial Pesticide Spraying Campaigns will be of great interest to students and researchers of pesticides, environmental sociology, environmental history, environmental studies, political ecology, geography, medical sociology, and science and technology studies. Description: Agency, Security and Governance of Small States examines what seems to be a defining paradox of Small-State Studies: the simultaneous coexistence (and possible co-dependence) of vulnerability and opportunity related to small-state size. This book analyses small states within the framework of this apparent paradox. Traditionally, Small-State Studies has focused on three guiding questions: what constitutes a ‘small state’? What explains small-state influence in global affairs? Are small states truly vulnerable to security threats given the expansion of multilateralism and regionalism throughout the world? This book contends that new questions should be asked which recognise the important shifts in twenty-first century security paradigms, to better understand how some states deploy their smallness as a resource for agency in supranational contexts. By varying historical, geographical, security, and governance contexts, the book embraces a most-different-cases approach. The historical perspective is often neglected in Small-State Studies but contributes to understanding how small states have often, over time, transformed perceived insecurity into agency. By focusing on different world regions, the authors enable the comparative analysis of collective actions, and the creation and implementation of institutions for ‘common sense purposes’ within a geographical region. Of particular contemporary importance, the book includes contributions which contend with hard-security issues alongside other soft-security challenges. The comparison of case studies confirms that hard-security vulnerability and soft-security opportunities seem to be two sides of the same coin, which reinforces the book’s focus on small-state paradoxes, and raises the question of whether smallness can be considered the defining characteristic of governance in these countries. This book will have a broad appeal because of the different world regions it analyses. It will be of interest to postgraduate students, scholars, and researchers of international relations, security, sustainability, governance, development, and political economy, as well as Small-State Studies.

Description: Luxembourg is a prototypical small state and the only remaining example of over a two dozen of grand duchies in history. In this chapter the focus is laid on persistency and change of governance in security affairs, that is, the question of how a Luxembourg political entity overcame a variety of challenges of the (European) security environment until 1940. Indeed, to comprehend the ‘survival’ of the Grand Duchy in face of the vicissitudes of the military-political setting since the princedom’s creation by the Treaty of Vienna (1815), one needs to deploy the full array of the Small-State theory debate in security policy and in the politics of international relations: bandwagoning, balancing, freeriding, hedging, shelter-seeking. Based on this longue durée approach, the contribution expands on ‘extantism’ to reintroduce this concept to Small-State Studies.

Description: This volume examines the war in Ukraine from a range of historical, military and feminist perspectives, exploring aspects such as the attitude of neighboring states, political leadership, local government, social mechanisms and the cultural and media policies of both Russia and Ukraine. The contributors explain how Ukraine shaped its identity following its separation from the USSR and how Russia built its military power and implemented its invasion plans. Considering the impact of the war not only in Ukraine, but also the Baltic states, chapters discuss the leadership role of President Zelensky, patriotic attitudes, the victimization of women and the impact on Poland as it helps and aid to huge numbers of refugees. Providing much needed context on the Russia-Ukraine war, this book will be of interest to students and scholars of international relations, political science, gender studies, international and national security and public politics.

Description: Authoritarian Populism and Bovine Political Economy in Modi’s India analyses how the twin forces of Hindu nationalism and neoliberalism unfold in India’s bovine economy, revealing their often-devastating material and economic impact on the country’s poor. This book is a rare, in-depth study of India’s bovine economy under Narendra Modi’s authoritarian populism. This is an economy that throws up a central paradox: On the one hand, an entrenched and aggressive Hindu nationalist politics is engaged in violently protecting the cow, disciplining those who do not sufficiently respect and revere it; on the other hand, India houses and continuously promotes one of the world’s largest corporate-controlled beef export economies that depends on the slaughter of millions of bovines every year. The book offers an original analysis of this scenario to show how Modi’s authoritarian populist regime has worked to reconcile the two by simultaneously promoting a virulent Hindu nationalism that seeks to turn India into a Hindu state, while also pushing neoliberal economic policies favouring corporate capital and elite class interests within and beyond the bovine economy. The book brings out the adverse impacts of these political-economic processes on the lives and livelihoods of millions of poor Indians in countryside and city. In addition, it identifies emerging weaknesses in Modi’s authoritarian populism, highlighting the potential for progressive counter-mobilisation. It will be of interest to scholars in the fields of development studies, South Asia studies, critical agrarian studies, as well as scholars with a general interest in political economy, contemporary authoritarian populism, and social movements.

Description: Informed by original ground-breaking research, this book “shifts the lens” of study, identifying how Indigenous Australian values and principles have influenced and contributed to an evolving non-Indigenous mainstream Australian culture. Based on the Indigenous principle of respect, Muller presents a solid research framework to break down the barriers of social differences in a culturally safe space. The text offers an insight into the cultural aspects of modern Australian society that contributed to its globally acclaimed handling of the current coronavirus pandemic. During the preparation for dealing with the pandemic, Muller’s research was validated as the world witnessed the Australian culture undergoing major change, shifting away from the original colonialist culture based on individuality and social stratification, to a community collective-based culture. It will be a valuable read for scholars in the area of community and allied health, humanities, social policy, social sciences and political studies. People seeking alternative lifestyles, a decolonised future and social change will also find this book useful. Description: The book examines the power of young people’s social relationships in schools to transform, or more often, to continue, differences that pervade societies: mind-body-emotional diff erences or Special Educational Needs and Disability, gender, poverty, race/ethnicity, sexuality and their intersections. The book details extensive qualitative research with young people, foregrounding their accounts. In challenging educators and others to engage with young people’s own agencies and to make space for their socialities, the concepts of embodied social and emotional capital and young people as contextual bodies/subjectivities/agencies are developed, emphasising both young people’s agencies and how these are socio-spatially situated, constrained and enabled. The book is most concerned with how and when young people challenge and change enduring differences. The concept of ‘immersive geographies’ outlines the potential of change inherent in the repeated coming together of the same people in space, doing similar things that are, however, always provisional and always with the potential to be done diff erently. Examples of when diff erence is transformed are presented. The book marks a major interdisciplinary contribution to geographies and social studies of children, youth and education, child development, social work, social policy and education studies. Furthermore, it is of appeal to anyone interested in young people, social reproduction and sociality: from educators, policy makers, youth workers and social workers to parents.

Description: Unlike most writing on Arab-Iran relations, which looks at specific episodes and specific countries, this book, taking a long term view, assesses the overall dynamics of the relationship, discussing in particular how far religion or politics drives the relationship. It argues that although Iran asserts that religion is a key factor underpinning a coherent approach to international relations, in fact what turns out to be the key factor is the politics of particular circumstances and Iran’s specific interests. The book considers Iran’s differing reactions to the Arab uprisings of 2011 onwards, showing that while Iran supported the uprisings in some countries it sided with repressive governments in other countries. The book also examines Iran’s reaction to its own outbreak of popular discontent in 2009 which was controlled by what has been considered as severe repression and explores how Iran is viewed by ordinary people in different Arab countries.

Description: The Routledge Handbook of Revolutionary China covers the evolution of Chinese society from the roots of the Republic of China in the early 1900s until the end of the Cultural Revolution in 1976. The chapters in this volume explain aspects of the process of revolution and how people adapted to the demands of the revolutionary situation. Exploring changes in political leadership, as well as transformation in culture, it compares the differences in experiences in urban and rural areas and contrasts rapid changes, such as the war with Japan and Communist ‘liberation’ with evolutionary developments, such as the gradual redefinition of public space. Taking a comprehensive approach, the themes covered include: • War, occupation and liberation • Religion and gender • Education, cities and travel. This is an essential resource for students and scholars of Modern China, Republican China, Revolutionary China and Chinese Politics.

Description: With the increasing focus on the critical importance of mentoring in advancing Black women students from graduation to careers in academia, this book identifies and considers the peer mentoring contexts and conditions that support Black women student success in higher education. This edited collection focuses on Black women students primarily at the doctoral level and how they have retained each other through their educational journey, emphasizing how they navigated this season of educational changes given COVID and racial unrest. Chapters illuminate what minoritized women students have done to mentor each other to navigate unwelcome campus environments laden with identity politics and other structural barriers. Shining a light on systemic structures in place that contribute to Black women’s alienation in the academy, this book unpacks implications for interactions and engagement with faculty as advisors and mentors. An important resource for faculty and graduate students at colleges and universities, ultimately this work is critical to helping the academy fortify Black women’s sense of belonging and connection early in their academic career and foster their success.

Taylor & Francis | Contemporary Japanese Politics and Anxiety Over Governance | Routledge
    Publication Date: 2024-03-29
Description: This book is an integrated examination of Japanese politics in the first two decades of the 21st century, as viewed from the perspective of ""anxiety over governance."" By empirically highlighting the social-environmental, political environmental, and sociocultural changes that have underlined the long-term political participation and voting behavior of Japanese citizens, the book provides deep insight into how modern democracies function and are perceived in post-industrial societies and reveals the specific processes by which Japanese politics have changed. Additionally, the book provides an analysis of the decline in social capital, the shrinking variety of political parties, and the intermingling of Asian values with liberal democratic values. By examining anxiety over governance, the chapters explore the links between anxiety and Japanese political behavior, revealing that, despite the high regard for democratic politics, Japanese citizens generally experienced a high level of anxiety and negative evaluation of the government, including countermeasures against COVID-19. Featuring surveys of Japanese political behavior over a period of more than 40 years, this book will be valuable reading for students and scholars of Japanese Politics, Political Behavior, and Psychology. Taylor & Francis | Agency, Security and Governance of Small States | Routledge
    Publication Date: 2024-03-29
Description: This chapter explores the role transnational networks and informal ties play for small-state-status seeking in Central and Eastern Europe. Using the example of Slovakia, I argue that since their accession to Western institutions, these states have continuously sought to carve out a place for themselves on the mental map of European and North American policymakers. Major security-policy conferences have become central nodal points for this kind of activity. They allow the foreign-policy establishment of small states to manage and shape existing status hierarchies by forging personal contacts with decision-makers from more powerful states. I illustrate this phenomenon empirically with reference to the Bratislava Global Security Forum (GLOBSEC), which began in 2005 as a student-led initiative and has since become the main outreach platform of Slovak foreign policymaking.

Description: This book presents an innovative African philosophical response to coloniality and the attendant epistemicide of Africa’s knowledge systems, drawing on Igbo thinking. This book argues that theorizing modernity requires a critical conversation between African and Western scholarship, in order to unpack its links with coloniality and the subjugation of Africa’s indigenous knowledges. In setting out this discussion, the book also connects with Latin American scholarship, demonstrating how the modern world is structured to marginalize and destroy knowledges from across the Global South. This book draws on Igbo epistemic resources of solidarity thinking, positioned in contrast to capitalist knowledge-patterns, thereby providing an important Africa-driven response to modernity and coloniality. This book concludes by arguing that the Igbo sense of solidarity is useful and relevant to modern contexts and thus constitutes a vital resource for a less disruptive, more balanced, and more wholesome modernity. At a time of considerable global crises, this book makes an important contribution to philosophy both within Africa and beyond.

Description: This second book in the EFMD Management Education series explores business schools’ increasing focus on, and search for, meaningful societal and economic research impact. This involves, in particular, co-operation and collaboration in both knowledge creation and implementation of the findings of academic research in practice. Business schools have a critical role to play in ‘rewiring’ our missions for research relevance, impact and reach, and in recognising needs and addressing real issues of society and economy. With cases from a range of international business schools, the book doesn’t simply highlight the need for the dominant research model in business schools to evolve, but illustrates how this can happen in practice. In so doing, it opens the discussion on how the business school can contribute in very real ways to solving global and complex challenges such as climate change, rising inequalities, international isolationism, eroding democratic systems, and the spread of fake news. These are goals that the EFMD has championed since its inception, and this book will be of value and interest to policy makers and business leaders seeking insight into how management education will be shaped to support business and wider society, as well as those working in business schools and higher education leaders. Description: Routledge Handbook of Revolutionary China covers the evolution of Chinese society from the roots of the Republic of China in the early 1900s until the end of the Cultural Revolution in 1976.The chapters in this volume explain aspects of the process of the revolution and how people adapted to the demands of the revolutionary situation.

Description: Translation and Race brings together translation studies with critical race studies for a long-overdue reckoning with race and racism in translation theory and practice. This book explores the "unbearable whiteness of translation" in the West that excludes scholars and translators of color from the field and also upholds racial inequities more broadly. Outlining relevant concepts from critical race studies, Translation and Race demonstrates how norms of translation theory and practice in the West actually derive from ideas rooted in white supremacy and other forms of racism. Chapters explore translation’s role in historical processes of racialization, racial capitalism and intellectual property, identity politics and Black translation praxis, the globalization of critical race studies, and ethical strategies for translating racist discourse. Beyond attempts to diversify the field of translation studies and the literary translation profession, this book ultimately calls for a radical transformation of translation theory and practice. This book is crucial reading for advanced students and scholars in translation studies, critical race and ethnic studies, and related areas, as well as for practicing translators.

Description: The chapter discusses the shift in the focus of the Archaeological Survey of India from excavation and documentation to preservation and conservation of sites and artefacts. The chapter then highlights the fate of two private collections from Bihar: the images in the Bodh Gaya Mahant’s compound and those which belonged to AM Broadley’s Bihar Museum. In the process of rediscovery while some images continued to be worshipped, a large number of these were moved into museums. The scene of actions moves to the newly constituted Museums such as the Patna Museum and the Nalanda Museum and investigates how the narratives of display, cataloguing and nomenclature presented a visual archive which codified the parameters within which religious images came to be viewed.

Description: The Last Mile explores the gaps and dichotomy between drafted policies and their implementation, and the last mile challenges which often make public services inaccessible to the poorest and most vulnerable sections of society. It provides an in-depth overview of the dynamics between communities, research and consultation and the implementation of policies for development. Rich in empirical data and case studies from different government programmes and reports, this book examines the implementation of government service programmes for poverty reduction, women’s empowerment, and income generation for the poor, among others, from a people’s perspective. It highlights the need for policies and institutions to align their methods to community needs. Offering guidelines for redesigning as well as solutions to counter challenges related to lack of trust and effective communication, human resource management, capacity development, redressal mechanisms, and facilitating the last mile connection, the author delineates effective ways for integrating new technologies in policy implementation. The book also addresses legacy issues in institutions and re-orienting policy for better governance, transparency, and building trust. Part of the Innovations, Practice and the Future of Public Policy in India series, this book, by a senior practitioner, will be an essential resource for students and researchers of development studies, sociology, public policy and governance, economics, and South Asian studies. Description: Climate change is perhaps the greatest threat to humanity today and plays out as a cruel engine of myriad forms of injustice, violence and destruction. The effects of climate change from human-made emissions of greenhouse gases are devastating and accelerating; yet are uncertain and uneven both in terms of geography and socio-economic impacts. Emerging from the dynamics of capitalism since the industrial revolution — as well as industrialisation under state-led socialism — the consequences of climate change are especially profound for the countryside and its inhabitants. The book interrogates the narratives and strategies that frame climate change and examines the institutionalised responses in agrarian settings, highlighting what exclusions and inclusions result. It explores how different people — in relation to class and other co-constituted axes of social difference such as gender, race, ethnicity, age and occupation — are affected by climate change, as well as the climate adaptation and mitigation responses being implemented in rural areas. The book in turn explores how climate change – and the responses to it - affect processes of social differentiation, trajectories of accumulation and in turn agrarian politics. Finally, the book examines what strategies are required to confront climate change, and the underlying political-economic dynamics that cause it, reflecting on what this means for agrarian struggles across the world. The 26 chapters in this volume explore how the relationship between capitalism and climate change plays out in the rural world and, in particular, the way agrarian struggles connect with the huge challenge of climate change. Through a huge variety of case studies alongside more conceptual chapters, the book makes the often-missing connection between climate change and critical agrarian studies. The book argues that making the connection between climate and agrarian justice is crucial. The chapters in this book were originally published in The Journal of Peasant Studies.

Taylor & Francis | Distributive Politics in Malaysia | Routledge

Description: Numerous studies have explored why some autocracies endure but others do not. Although they argue that party-based, parliamentary autocracies are relatively resilient, even during multiparty elections, because of the credible power/benefit-sharing among elites and masses, there have been insufficient studies to examine the exact mechanism of distributive politics. This book fills this gap by systematically analyzing the patterns of resource distribution (budgets, posts, and seats) in the key case of party dominance – Malaysia under the Barisan Nasional. This chapter explains the merits of focusing on this case, the shortcomings of existing arguments, and the plan of the following chapters.

Description: Within the basic historical framework, there is much that is controversial: the date of Bactrian independence, the order and relationships of Graeco-Bactrian and Indo-Greek kings, and the processes by which their rule came to an end. The most controversial question of all in Graeco-Bactrian and Indo-Greek studies has long been that of the cultural and ethnic affinities of these kingdoms and their inhabitants. This introduction presents an overview of the key concepts discussed in the subsequent chapters of this book. The book sets the Greek kingdoms of Central Asia within their wider geopolitical context. It surveys the intellectual history of studies of the Graeco-Bactrian and Indo-Greek kingdoms. The book provides an in-depth regional overview of the Hellenistic-period archaeology of Central Asia. It treats the written sources on the Greek kingdoms in Bactria and India.

Description: Religious icons have been a contested terrain across the world. Their implications and understanding travel further than the artistic or the aesthetic and inform contemporary preoccupations. This book traces the lives of religious sculptures beyond the moment of their creation. It lays bare their purpose and evolution by contextualising them in their original architectural or ritual setting while also following their displacement. The work examines how these images may have moved during different spates of temple renovation and acquired new identities by being relocated either within sacred precincts or in private collections and museums, art markets or even desecrated and lost. The book highlights contentious issues in Indian archaeology such as renegotiating identities of religious images, reuse and sharing of sacred space by adherents of different faiths, rebuilding of temples and consequent reinvention of these sites. The author also engages with postcolonial debates surrounding history writing and knowledge creation in British India and how colonial archaeology, archival practices, official surveys and institutionalisation of museums has influenced the current understanding of religion, sacred space and religious icons. In doing so it bridges the historiographical divide between the ancient and the modern as well as socio-religious practices and their institutional memory and preservation. Drawn from a wide-ranging and interdisciplinary study of religious sculptures, classical texts, colonial archival records, British travelogues, official correspondences and fieldwork, the book will interest scholars and researchers of history, archaeology, religion, art history, museums studies, South Asian studies and Buddhist studies.

Description: Animal sacrifices are commonly practised in Himachal Pradesh on various occasions, including public festivals at the district level. Over recent years criticism of the practice has increased and some cases have been brought before the court. This chapter focuses on three court cases that were jointly decided in 2014 by the Himachal Pradesh High Court, where the judge ruled a total ban on animal sacrifice in the state of Himachal Pradesh. The case is still pending at the Supreme Court which means that it may potentially have an impact at national level. I first consider the context of this controversy, and the official and unofficial discourses of those involved in the case. Based on the court file, newspapers and ethnographic data, I then analyse the judicial handling of the case, which refers to legal, ritual, or reformist arguments or to animal welfare. The last section draws a comparison with a case concerning animal sacrifice in the Santeria religion, decided by the U.S. Supreme Court, in order to bring out differences in the legal approaches in the two cases despite being both grounded in common law. It shows how, contrary to the legal handling of this issue in the Santeria case where the main concern is to protect religious freedom, in the Himachal Pradesh case the judge explicitly and repeatedly appealed to the role of the court in defining religion (as opposed to superstition), and to the court’s responsibility in favouring ‘moral progress’ and promoting religious reforms.

Description: This book seeks to reassess and shed new light on pan-nationalisms in general and on Scandinavianism/Nordism in particular, by seeing them as possible futures and as interconnected ideas and practices across and beyond Europe. An actor- and practice-oriented approach is applied at the expense of more essentialist categorisations of what pan-nationalism is, or is not, to underline both the synchronic and diachronic diversity of various pan-national movements. Description: This book engages in a constructive, practical debate on the nature and effects of uncertainty in global politics. International contributors explore the processes associated with different forms of uncertainty in the context of environmental issues, diplomacy and international negotiations, and conflict and security. From the collapse of the Soviet Union to the 1997 and 2008 financial crises to the Arab Uprisings and the European migrant crisis and the COVID-19 pandemic, assessments of many events with lasting consequences on the global order have begun with: “why didn’t we see this coming?” There is much to learn from how phenomena that affect the global order generate uncertainty and what effects such uncertainty has on actors and issues. Presenting perspectives from all corners of the discipline and emerging and established scholars the book provides an up-to-date overview of the state of the literature; a concise yet conceptually rich theoretical framework; a mix of regional and global contemporary issues; process-oriented empirical evidence and methodological tools to assess different forms of uncertainty and propose practical solutions to addressing uncertainty in diverse contexts. The book will be of interest to scholars of global politics, international security, global environmental politics, international organizations and institutions, social movements, and conflict studies.

Description: With both domestic and external financing expected to dry up in the wake of the COVID-19 pandemic, this book argues that there is a need for fresh ideas and new strategies for achieving sustainable development in Africa. In addition to triggering the most severe recession in nearly a century, the COVID-19 pandemic has disrupted global value chains, causing unprecedented damage to healthcare systems, economies, and well-being, hitting the world’s most vulnerable people the hardest. Even before the pandemic, Africa was suffering from the effects of low commodity prices, sluggish GDP growth, high debt levels, low levels of domestic savings, and weak private capital inflows. This book argues that now, as the continent emerges from the current crisis, it will be important to reconfigure current financing sources under a forward-looking framework that incorporates other non-traditional financing tools and mechanisms such as public-private partnerships, sovereign wealth funds, gender lens investing, new growth drivers, and emerging and disruptive technologies. Finally, the book concludes by adopting a sectoral approach and examining the real economy impacts of new growth drivers such as agriculture value chains, industrialization, tourism, and the blue economy. Drawing on a range of original research as well as insights from practice, this book will be a useful guide for Global Development and African Studies researchers, as well as for policy makers, investors, finance specialists, and global business practitioners and entrepreneurs.

Taylor & Francis | Diaspora Organizations in International Affairs | Routledge
    Publication Date: 2024-01-30
Description: Since the start of the Syrian conflict in 2011, different types of Syrian-run organizations in Lebanon have been providing support and assistance to Syrian refugees. Whether in areas which are difficult for international providers to access, or in major towns and cities where international actors including the UN, INGOs and states have been providing assistance, Syrian diaspora organizations (DOs) have played a vital role. These DO initiatives have often taken the form of secular non-governmental organizations, or faith-based responses. At times, they have been actively funded by international donors or developed in formal partnership with UN agencies and INGOs, while in other contexts they have taken place on the margins of (or at times in ways that directly challenge) formal humanitarian aid structures. This chapter draws on lessons from anthropological, sociological, and IR studies, to construct a deeper understanding of secular and faith-based aid provision by members of displaced communities themselves in settings of the global South, which geographically (and geopolitically) neighbor new and ongoing crises. Based on long-standing research vis-à-vis local, national and international responses to displacement from Syria, it examines such endeavors through the framework of “refugee-led responses."

Taylor & Francis | The Routledge Handbook Of Parliamentary Administrations | Routledge
    Publication Date: 2024-03-29
Description: The idea of “parliamentary administration” might appear, at first sight, like an oxymoron: parliaments are the domain of politicians, the elected representatives of the people, whereas administrations are commonly understood as the executive bureaucracies carrying out the tasks of governments. The historical development of parliamentary administrations has taken different forms in different countries, making it difficult to generalize. The most delicate issue regarding parliamentary administrations concerns the nature of the activity they perform. The comparative analysis of the data contained in the various country-specific chapters demonstrates several commonalities and differences in relation to certain fundamental organizational and functional options of parliamentary administrations. The very first observation in this context concerns the size of parliamentary administrations. A second dimension of framing the distinctive features of parliamentary administrations is the degree of budgetary autonomy. Looking more closely at recent developments, a number of contemporary challenges can be identified that parliamentary administrations have had to confront in the 21st century.

Description: The Routledge Handbook of Parliamentary Administrations brings together an international, multidisciplinary group of contributors providing a systematic and comprehensive analysis of parliamentary administrations. Including chapters on the administrations of national parliaments in every member state of the European Union, in most of the EU candidate countries and in key liberal democracies around the world, this book represents a uniquely broad-ranging resource. Each national system is treated in a consistent manner, with authors providing relevant facts, figures and critical analysis according to a common framework. Additionally, it provides coverage of transnational parliamentary administrations in different regions around the globe and includes a number of cross-cutting chapters, addressing key issues of relevance for a better understanding of parliamentary administrations such as the potential for politicisation, professionalisation, digitalisation or Europeanisation with the comparative analysis of different national experiences. This handbook will enable readers to better comprehend the role and influence of parliamentary administrations and in doing so will enhance our understanding of their importance for the effective functioning of representative democracy more generally. The Routledge Handbook of Parliamentary Administrations constitutes a unique tool and prime reference for any researcher, scholar or practitioner working in the area of parliamentary and legislative studies, governance, democracy, public policy and administration, as well as more widely to European studies, general political science and comparative politics.

Description: The Routledge Handbook of Civil and Uncivil Society in Southeast Asia explores the nature and implications of civil society across the region, engaging systematically with both theoretical approaches and empirical nuance for a systematic, comparative, and informative approach. The handbook actively analyses the varying definitions of civil society, critiquing the inconsistent scrutiny of this sphere over time. It brings forth the need to reconsider civil society development in today’s Southeast Asia, including activist organisations' and platforms' composition, claims, resources, and potential to effect sociopolitical change. Structured in five parts, the volume includes chapters written by an international set of experts analysing topics relating to civil society: Spaces and platforms Place within politics Resources and tactics Identity formation and claims Advocacy The handbook highlights the importance of civil society as a domain for political engagement outside the state and parties, across Southeast Asia, as well as the prevalence and weight of 'uncivil' dimensions. It offers a well-informed and comprehensive analysis of the topic and is an indispensable reference work for students and researchers in the fields of Asian Studies, Asian Politics, Southeast Asian Politics and Comparative Politics. Taylor & Francis | Reclaiming Participatory Governance | Routledge
    Publication Date: 2024-03-29
Description: Bua and Bussu's (2021) article charted transitions between democracy-driven and governance-driven institutional reforms in the case of Barcelona. Their work is useful in identifying dynamism and tipping points shifting between elite-led and bottom-up forms of democratic governance. Building on this work, this chapter adds comparative analytical leverage to Bua and Bussu's insights by comparing the paradigmatic cases of “democracy-driven governance” in Barcelona (Spain) and “governance-driven democracy” in Nantes (France). Based on an analytical framework derived from previous work explaining the institutionalisation of participatory governance (Bussu 2012; Fung and Wright 2003; Heller 2001), the chapter develops knowledge as to the conditions under which DDG-like forms of participatory governance develop, flourish and are sustained or undermined. Nantes and Barcelona are appropriate cases because they have governance histories and contextual features but vary on the recent development of DDG in Barcelona and the sustenance of GDD in Nantes. This chapter explains this divergence, seeking to identify conditions that support DDG.

Description: Parliaments are complex and pluralistic organizations. They are called upon to represent political and territorial diversities and to cover at least potentially any subject matter. In the case of bicameral parliaments, the level of complexity is at least doubled, as the internal structure is duplicated in two parallel Houses: these may either be of similar or of dissimilar composition, they usually hold different functions and act independently from one other. This chapter aims to provide a comparative analysis of the various solutions that parliaments have arrived at in addressing this universal challenge. It presents an overview of the three main formats resulting from the comparative analysis of bicameral parliamentary administrations. The chapter analyses the features of each of these formats, examining the motivations behind choices in favour of a more divided or a more integrated administrative arrangement in bicameral parliaments.

Description: Analyzing the role and impact of Diaspora Organizations (DOs) in International Relations (IR), this interdisciplinary volume provides empirical accounts of their work across Europe, the Americas, Africa and the Middle East. Over the last three decades, DOs have increased in number, spread to new regions, and addressed an ever-widening array of global problems, yet they have not received sufficient attention in IR in spite of the inter- and transnational nature of their involvements. Contributions explore important topics such as: The role of DOs in cooperation and conflict and in change and stability; DOs as transnational organizations and their degree of autonomy and power within the networks in which they operate; and The changing roles of DOs vis-à-vis states, regimes, and international organizations, when dealing with issues as diverse as peace, conflict, migration, integration, development, humanitarian action, human rights, religion, and economic growth. Demonstrating how IR can benefit from a stronger focus on DOs, this book will also help other disciplines gain insights into DOs and will prove useful to those in the fields of international relations, sociology, geography and anthropology.

Description: How do Russian leaders balance the need to decentralize governance in a socially and politically complex country with the need to guarantee political control of the state? Since the early 2000s Russian federal authorities have arranged a system of political control on regional elites and their leaders, providing a "police control" of special bodies subordinated by the federal center on policy implementation in the regions. Different mechanisms of fiscal federalism and investment policy have been used to ensure regional elites’ loyalty and a politically centralized but administratively decentralized system has been created. Asking clear, direct, and theoretically informed questions about the relationship between federalism, decentralization and authoritarianism, this book explores the political survival of authoritarian leaders, the determinants of policy formulation, and theories of federalism and decentralization, to reach a new understanding of territorial governance in contemporary Russia. As such, it is an important work for students and researchers in Russian studies and regional and federal studies.

Description: This book explores the mechanisms and elements of populism to develop new theoretical and methodological approaches. Much as populism has been researched, it remains a contested notion without coherent definition and methodology and shaped by dimensions such as ideology, communication style, discourse, mobilization, and organization. It has simultaneously mobilized emotions, produced symbols, affected subjectivity and gender relations, and can manifest itself in different ways and appear in hybrid forms, such as in the cases of Silvio Berlusconi, Hugo Chávez, and Donald Trump. International expert contributors explore how such a variety of phenomena can be explained and analyzed, expanding the scope of populism research by proposing a multidimensional and complex understanding of populism. They argue for a greater epistemological differentiation and propose a methodology that integrates different fields of politics. This complex approach makes it possible to analyze populism as a multifaceted phenomenon and to understand how populisms affect politics and society. Aimed at postgraduates and researchers in populism as well as scholars in political science and sociology, media, communication, cultural, gender, and global studies, the volume also contributes to a better understanding of manifestations of right-wing and authoritarian populism in the twenty-first century.

Description: This book focuses on the extent to which Soviet scholars and cultural theoreticians were able to act autonomously during the Stalin era. The authors question how we should consider certain intellectual achievements which took place despite the pressure of Stalinism, and how best to recognise and describe such achievements. The chapters in this book offer suggestions for new interpretations on Soviet philosophy of science and humanities, linguistics, philosophy, musicology, literature and mathematics from the point of view of general cultural theory. In this way, they challenge the received image of the Stalin-era humanities which reduces them into mere propaganda. Intended for scholars of Russian and Soviet studies, this book will dispel many received views about the character of Stalinism and Soviet culture.

Description: This book is a comparative study which sheds a new empirical and theoretical light on the nature of post-communist capitalism in 11 EU new member countries of Central and Eastern Europe, or CEE11. Extending and modifying a well-established conceptual framework for comparative capitalism rooted in new institutional economics and economic sociology, it offers a better explanation for transition-specific and path-dependent factors inherent to systemic transformation. Based on a vast dataset, the book therefore illuminates the (dis)similarities among the institutional architectures in the EU countries. Thus, the book argues that the evolving capitalism in Central and Eastern Europe exhibits strong symptoms of institutional ambiguity or a ""patchwork"" nature which makes it a distinct category from any of the co-existing models of Western European capitalism. This book will be of key interest to scholars and students of comparative political economy, Eastern European politics, post-communist studies and more broadly to researchers in the fields of economics, European politics and the wider social sciences. It will also be of significance to journalists, policymakers, members of international organizations and consultancies with an interest in Central and Eastern Europe and in European integration. This title was distinguished in 2021 with a Prize for outstanding scientific achievements awarded by Poland’s Minister of Education and Science. Moreover, within the current global financial system, African women entrepreneurs are limited by their lack of financial literacy, creditworthiness, and financial institutions’ restrictive criteria for investments. By conducting a multiple case study analysis highlighting the importance of the private sector in providing key financial instruments, this chapter investigates the challenges faced by African women entrepreneurs and explores the best practices for empowering them to reach their potential that could lead to better societal outcomes in alignment with the United Nations’ Sustainable Development Goals in a post-COVID-19 world.

Description: African legislatures remain understudied, yet democratisation, development and peacebuilding all depend on these key political institutions. This book provides an in-depth analysis of Ethiopia’s parliament, a country of key political and strategic importance to the whole region. In 1931, Ethiopia’s monarchical government introduced a system of parliamentary democracy with seemingly contradictory objectives; it wanted to legitimize its rule in a changing world, and also needed to provide a respectable retirement vocation (as senators and deputies) to sections of the aristocracy it ousted from power. This paradox of recognizing the parliament as essential to modern governance yet deliberately seeking weak institutions that are unable or unwilling to challenge those in power continues to haunt the parliament to this day. Ethiopia continues to struggle to maintain political stability, and the separation of power between government and parliament and a system of checks and balances are yet to substantially flourish. Drawing on extensive original data gathered from interviews and surveys, this book investigates the legal and practical status of federal representative institutions in Ethiopia from 1931 up to and including 2021. It delves into the rules and routines of parliament, its contextually and historically grounded culture of representation, and the techniques of manoeuvring executive bureaucracies. The book also aims to understand the extent of civil dis/engagement and the perceptions and role of citizens in shaping parliament, and how the mandates and functions of individual MPs are also determined by cultural and socio-economic factors such as gender, population, inequality and conflict. This book’s in-depth and original analysis will be of interest to researchers across African studies, politics, development, and governance.

Description: After describing and explaining the significance of animal sacrifice in a typical Tamil village goddess festival, this chapter considers the debates surrounding the passing of the Madras Animals and Birds Sacrifices Prohibition Act 1950 and addresses the puzzling issue of its non-enforcement. Why did Chief Minister Jayalalitha suddenly insist upon implementing the Act more than 50 years later, and why did she so quickly change her mind? These legislative and policy reversals are set against a background of tensions between the competing visions of religiosity held by reformist, urbanised, generally high-caste Hindus and their traditionally minded, rural, generally lower-caste counterparts. When ruling on such issues the higher Indian courts display strong reformist tendencies, further reinforced in recent years by the growing influence of the extreme brand of reformism known generically as Hindutva. The political and legal dimensions of these struggles have emerged even more clearly in the more recent jallikattu (bull-taming) controversy.

Description: There are growing technical efforts by government organizations, academics and non-government organizations to define policy frameworks to promote the adaptation of agriculture to climate change. Nevertheless, adaptation is primarily a local process; therefore, tools that link these efforts with local requirements are needed based on current and consistent information. We develop a participatory methodology to characterize and assess subsistence livelihoods vulnerability and build local strategies for adaptation to climate change based on the Community Capitals Framework and present a review of its application in five micro-watersheds of the Pacific basin of three Mesoamerican countries. We conclude that the methodology supports the rapid characterization of vulnerability based on local knowledge, showing clear differences in the current impacts of climate change, adaptive capacity and vulnerability among different livelihoods and facilitating the identification of key constraints affecting adaptation of smallholder livelihoods in each site. However, we conclude also that this methodology is still insufficient for adaptation planning because the measures proposed are focused on adjustments to the production systems, rely on external technical assistance and are not effectively connected with financing mechanisms. Based on this, we identify recommendations for the future implementation of the methodology.

Description: The introduction focuses on the issues raised by the debate on animal sacrifice over the centuries, both in the West and in South Asia. Not only did the current Indian judicial system evolve from the British colonial legacy, but internationally, many current arguments on the protection of animals call upon Indian religious and philosophical concepts as well as Western notions and values. The recent judicialisation of these debates has led to the emergence of new questions, worldwide, concerning the legal status of animals and focusing particularly on animal sacrifice and ritual slaughter. In South Asia, animal sacrifice was criticized over the centuries by sectarian and devotional movements, but these criticisms gained new impetus from the actions of Christian missionaries who projected onto India the opposition between religio and superstitio used by the first Christian writers in rejecting animal sacrifices in ancient Rome. This had a profound impact on nineteenth-century Hindu reformist leaders who also took a stand against animal sacrifice. This aspect of the debate has been taken up by Indian judges, some of whom take a spiritualistic approach to religion and are pushing for Hindu religious reforms.

Description: This new edition of Myanmar: Politics, Economy and Society provides a sophisticated yet accessible overview of the key political, economic and social challenges facing contemporary Myanmar and explains the complex historical and ethnic dynamics that have shaped the country. Thoroughly revised, the book analyses the context and tragic consequences of the military coup in February 2021 and the COVID-19 pandemic. With clear and incisive contributions from the world’s leading Myanmar scholars, this book assesses the policies and political reforms that have provoked contestation in Myanmar’s recent history and driven both economic and social change. In this context, questions of economic ownership and control and the distribution of natural resources are shown to be deeply informed by long-standing fractures among ethnic and civil-military relations. The chapters analyse the key issues that constrain or expedite societal development in Myanmar and place recent events of national and international significance in the context of its complex history and social relations. The book provides detailed analysis of the coup, which overturned a decade of political and economic reforms and threw the country into chaos. It explains the drivers for the coup, how it has impacted on the country and the future prospects for accountability and justice. Filling a gap in the market, this research textbook and primer will be of interest to upper undergraduates, postgraduates and scholars of Southeast Asian politics, economics and society and to journalists and professionals working within governments, companies and other organisations.

Description: The election on 9 May 2018 ended six decades of rule by the ruling coalition in Malaysia (Barisan Nasional or BN, formerly the Alliance). Despite this result, the BN’s longevity and resilience to competition is remarkable. This book explores the mechanisms behind the emergence, endurance, fight for survival and decline of the party’s dominance. Using a systematic analysis of key resources (budgets, posts, and seats), Washida challenges the conventional argument that a punitive threat to exclude opposition supporters from distributive benefits sustained the loyalty of the masses as well as the elites. He also calls into question whether the mere existence of party organization in and of itself enables leaders to credibly commit to power-sharing. Instead he posits a theory of mobilization agency, in which a party leader needs to design an effective incentive mechanism. In addition, he explains how the BN had anufactured legislative dominance by tactical gerrymandering and malapportionment. The insights drawn from the Malaysian case can help deepen our understanding of the rise and fall of authoritarian parties and distributive politics in general.

Description: Capital Redefined presents a unique perspective on the nature of “capital,” departing from the prevailing reductionist accounts. Hosseini and Gills offer an expanded perspective on Marxian value theory by addressing its main limitations and building their own integrative value theory. They argue that the current understanding of “value” must be re-examined and liberated from its subservient ties to capital while acknowledging the ways in which capital appropriates value. This is achieved by differentiating between “fetish value” created by capital and “true value” generated through various commons-based forms of coexistence. The authors propose a defetishization of value by rejecting the commonly accepted idea of its objectivity. They introduce their “commonist value theory,” which redefines capital as both the product and process of perverting the fundamental commoning causes of true value into sources of fetish value. Capital is theorized through a “modular” framework, where multiple intersecting processes constitute a comprehensive power structure, a “value regime,” representing an unprecedented degree of the domination of capital over life. Their theory reconciles two apparently incompatible views on the notion of value. One view encompasses all inputs involved in capitalist value production and conflates intrinsic and commodity values. The other warns against this conflation as it treats capital as an entity tightly associated only with commodity production and wage labor. The authors believe that establishing alternative forms of value creation based on normative principles of living in commons is crucial as an analytical base for criticizing existing power structures and economic systems. The book offers a theoretical foundation for transforming our life worlds toward “post-capitalist” futures. It appeals to scholars and students in various fields, such as political economy, capitalism, and post-capitalist studies, economic and political sociology, globalization, development studies, social ecology, and ecological philosophy.

Description: This chapter explores how the BN had transformed the limited pool of mobilized votes into legislative dominance by tactical gerrymandering and malapportionment. Through the systematic analyses of an originally constructed GIS database of electoral boundaries, this chapter reveals that the optimal gerrymandering strategy under authoritarian party dominance deviates from the conventional wisdom of crack and pack. Specifically, the BN had cracked its supporting base and diffused opposition votes without packing. Moreover, the chapter also demonstrates that wide discretion over mapmaking enabled the leaders to selectively overrepresent their party’s supporting base. It also considers the unexpected negative consequences of redistricting.

Description: This edited collection challenges and re-imagines what is ‘heritage’ in Britain as a globalised, vernacular, cosmopolitan ‘post-nation’. It takes its inspiration from the foundational work of public intellectual Stuart Hall (1932-2014). Hall was instrumental in calling out embedded elitist conceptions of ‘The Heritage’ of Britain. The book’s authors challenge us to reconsider what is valued about Britain’s past, its culture and its citizens. Populist discourses around the world, including Brexit and ‘culture war’ declarations in the UK, demonstrate how heritage and ideas of the past are mobilised in racist politics. The multidisciplinary chapters of this book offer critical inspections of these politics, and dig deeply into the problems of theory, policy and practice in today’s academia, society and heritage sector. The volume challenges the lack of action since Hall rebuked ‘The Heritage’ twenty years ago. The authors featured here are predominantly Black Britons, academics and practitioners engaged in culture and heritage, spurred by the killing of George Floyd and the rise of the Black Lives Matter movement to contest racist practices and structures that support them. The primary audience will be academics, but it will also attract culture sector practitioners and heritage institutions. However, the book is particularly aimed at scholars and community members who identify as Black, who are centrally concerned with questions of identity and race in British society. Its Open Access status will facilitate access to the book by all groups in society.

Description: Reclaiming Participatory Governance offers empirical and theoretical perspectives on how the relationship between social movements and state institutions is emerging and developing through new modes of participatory governance. One of the most interesting political developments of the past decade has been the adoption by social movements of strategies seeking to change political institutions through participatory governance. These strategies have flourished in a variety of contexts, from anti-austerity and pro-social justice protests in Spain, to movements demanding climate transition and race equality in the UK and the USA, to constitutional reforms in Belgium and Iceland. The chief ambition and challenge of these new forms of participatory governance is to institutionalise the prefigurative politics and social justice values that inspired them in the first place, by mobilising the bureaucracy to respond to their claims for reforms and rights. The authors of this volume assess how participatory governance is being transformed and explore the impact of such changes, providing timely critical reflections on: the constraints imposed by cultural, economic and political power relations on these new empowered participatory spaces; the potential of this new "wave" of participatory democracy to reimagine the relationship between citizens and traditional institutions towards more radical democratic renewal; where and how these new democratisation efforts sit within the representative state; and how tensions between the different demands of lay citizens, organised civil society and public officials are being managed. This book will be an important resource for students and academics in political science, public administration and social policy, as well as activists, practitioners and policymakers interested in supporting innovative engagement for deeper social transformation.

    Publication Date: 2024-01-30
Description: For many years now debates over America hegemony and its supposed decline have circulated academic circles. The neo-Gramscians have greatly enriched our knowledge in this field, developing some key theoretical tools and concepts, yet ontological inconsistencies, notably the downgrading of structure, has meant their explanation of the dynamics of the contemporary world order remains somewhat incomplete In this book, Jonathan Pass aims to counter such oversights, drawing directly on the ideas of Antonio Gramsci (amongst others) to elaborate a more sophisticated, overtly materialist, theory of world hegemony, rooted in a critical realist philosophy of science. Through the lens of this Neo neo-Gramscian (NNG) approach the book examines the complex interplay of internal and external social forces responsible for the evolving 'nature' of US hegemony, from its establishment in the 1940s, passing through its different stages of crisis and restructuring up to the present. China's spectacular rise undoubtedly constitutes a 'world event', but is it potentially a 'world hegemon'? The book seeks to sheds some light on this question, analysing the economic and geopolitical significance of China's emergence and how it affects, and is affected by, both American hegemony and its own extremely delicate 'passive revolution' at home. American Hegemony in the 21st Century〈/I〉 presents a major contribution to International Relations, International, Political Economy, Politics and Philosophy and will be of interest to researchers looking for a more sophisticated and convincing analysis of the dynamics of the contemporary world order.

Description: Human and Minority Rights Protection by Multiple Diversity Governance provides a comprehensive overview and critical analysis of minority protection through national constitutional law and international law in Europe. Using a critical theoretical and methodological approach, this textbook: provides a historical analysis of state formation and nation building in Europe with context of religious wars and political revolutions, including the (re-)conceptualisation of basic concepts and terms such as territoriality, sovereignty, state, nation and citizenship; deconstructs all primordial theories of ethnicity and provides a sociologically informed political theory for how to reconcile the functional prerequisites for political unity, legal equality and social cohesion with the preservation of cultural diversity; examines the liberal and nationalist ideological framing of minority protection in liberal-democratic regimes, including the case law of the European Court of Human Rights and the European Court of Justice; analyses the ongoing trend of re-nationalisation in all parts of Europe and the number of legal instruments and mechanisms from voting rights to proportional representation in state bodies, forms of cultural and territorial autonomy and federalism. This textbook will be essential reading for students, scholars and practitioners interested in European politics, human and minority rights, constitutional and international law, governance and nationalism. Description: The Circular Economy in Europe presents an overview and a critical discussion on how circularity is conceived, imagined, and enacted in current EU policy-making. In 2013, the idea of a circular economy entered the stage of European policy-making in the efforts to reconcile environmental and economic policy objectives. In 2019 the European Commission declared in a press release that the Circular Economy Action Plan has been delivered. The level of circularity in the European economy, however, has remained the same. Bringing together perspectives from social sciences, environmental economics and policy analysis, The Circular Economy in Europe provides a critical analysis of policies and promises of the next panacea for growth and sustainability. The authors provide a theoretical and empirical basis to discuss how contemporary societies conceive their need to re-organise production and consumption and explores the messy assemblage of institutions, actors, waste streams, biophysical flows, policy objectives, scientific disciplines, values, expectations, promises and aspirations involved. This book is essential reading for all those interested in understanding how ideas about the circular economy emerged historically, how they gained traction and are used in policy processes, and what the practical challenges in implementing this policy are.

Description: This book accounts for and analyses the latest developments in Latin American presidential democracies, with a special focus on political institutions. The stellar line-up of renowned scholars of Latin American politics and institutions from Latin America, Europe, and the United States offer new insights into how democratic institutions have operated within the critical context that marked the political and social life of the region in the last few years: the eruption of popular protest and discontent, the widespread distrust of political institutions, and, of course, the COVID-19 pandemic. Combining different methodological approaches, including cross-national studies, small-N studies, case studies, and quantitative and qualitative data, the contributions cluster around three themes: the problem with fixed terms and other features of presidentialism, inter-institutional relations and executive accountability, and old and new threats to democracy in these times of turmoil. The volume concludes with an assessment of the political consequences of the COVID-19 pandemic in Latin America. Beyond current scholars and students of comparative political scientists, Latin America in Times of Turbulence will be of great interest to a wide spectrum of readers interested in comparative systems of government, democracy studies, and Latin American politics more generally.

Description: Debating the War in Ukraine discusses whether the war could have been avoided, and, if so, how? In this dialogical book, the authors discuss nodal points of history in terms of counterfactuals and contrastive explanations, concluding by considering future possibilities. They start in the 1990s where several causal elements of the war originate involving Russia’s economic developments and Europe’s security arrangements. Moving on to the next decade, they focus on the Iraq war, colour revolutions, and NATO’s 2008 announcement that Ukraine and Georgia will become members. Finally, they explore the past decade including the Ukrainian crisis of 2013–2014, the annexation of Crimea, and the consecutive war in east Ukraine. The current war can also be seen as a continuum of that war. The authors agree that NATO’s 2008 announcement on Ukraine’s and Georgia’s NATO membership was an unnecessary provocation, and that the implementation of the Minsk agreement could have prevented the current war, but otherwise their analysis of counterfactual possibilities differs, especially when it comes to the action-possibilities of the West (including diverse actors). These differences are not just dependent on different readings of relevant evidence but, importantly, stem from dissimilar contrast spaces and divergent theoretical understandings of the nature of states and mechanisms of international relations and political economy. This short, highly accessible book will be of great interest to all those studying and working in international relations and its various subfields such as peace and conflict studies and security studies, as well as all those wishing to understand more about the backdrop of Russia’s invasion of Ukraine in February 2022. Description: Presenting case studies and comparisons across seven countries, this book addresses key questions as to the nature of state fragility, policies used to mitigate it, assessment of outcomes and prospects. It offers a novel empirical contribution in examining a range of distinct but interdependent dimensions of state fragility, not only focusing on questions of state legitimacy, capacity and authority, but also involving the economy and resilience to political and economic shocks, as well as at vital questions of context and diversity. Examining Afghanistan, Lebanon, Burundi, Pakistan, Sierra Leone, Papua New Guinea and Rwanda within the context of their different local circumstances, and within broader questions of global security, the book identifies unique factors that have played a part in their specific context and explores key drivers and dominant features. This book will be of key interest to scholars and students of state fragility and more broadly to students of politics, public policy, development studies, state-society relations, political economy, state building, peace and conflict studies, international studies, security studies regional studies., as well as NGOs and international organizations.

Description: Community Capacity and Resilience in Latin America addresses the role of communities in building their capacity to increase resiliency and carry out rural development strategies in Latin America. Resiliency in a community sense is associated with an ability to address stress and respond to shock while obtaining participatory engagement in community assessment, planning and outcome. Although the political contexts for community development have changed dramatically in a number of Latin American countries in recent years, there are growing opportunities and examples of communities working together to address common problems and improve collective quality of life. This book links scholarship that highlights community development praxis using new frameworks to understand the potential for community capacity and resiliency. By rejecting old linear models of development, based on technology transfer and diffusion of technology, many communities in Latin America have built capacity of their capital assets to become more resilient and adapt positively to change. This book is an essential resource for academics and practitioners of rural development, demonstrating that there is much we can learn from the skills of self-diagnosis and building on existing assets to enhance community capitals.

Description: The article discusses Gustav Shpet’s phenomenology and aesthetic theory as part of early Soviet culture. The author suggests that the ‘official’ acceptance of Shpet’s philosophy, particularly through GAKhN, is emblematic of the internal complexity of the cultural regime in the 1920s. Shpet’s pre-revolutionary phenomenology was praised for its modernizing potential, while his later anti-avant-garde art theory was criticized as old-fashioned and unscientific. Yet both were welcomed by Marxist thinkers and the Bolshevik regime. Shpet’s involvement in Soviet culture from 1917 to 1929 can thus be seen as a reflection of its gradually changing needs. His aesthetics of ‘new realism’ and the ‘inner form of the word’ were deemed useful until the end of the 1920s, when he was finally charged with ‘idealism’ and ‘anti-communism’. Nonetheless, Shpet’s neo-classical cultural conception can be considered part of a broad conservative turn that eventually led to the introduction of socialist realism.

Description: The introduction opens by identifying issues in the scholarship on the financialization of households that the collection seeks to rectify: atheoretical and unclear conceptualizations of the household; its treatment as a “black box”; and the one-sided focus on Anglo-Saxon cores of the global economy. The second section presents the authors’ approach to financialization in Eastern and Southern Europe, which combines the concept of peripheral financialization with an awareness of the wider semi-peripheral character of these regions. The third section reviews classical and recent debates about the concept of the household, especially in anthropology and feminist economics. The fourth section formulates the authors’ conceptualization of the household as a micro-level social institution oriented to a characteristic set of activities and as the subject of multiple systems of knowledge, social norms and public discourse. The fifth section presents the state-of-the-art of scholarship on household financialization and, synthesizing the insights of the earlier sections, formulates a set of general arguments about transformations of households under financialization in general and in Eastern and Southern European semi-peripheries in particular. The introduction concludes with an outline of the collection.

Description: Households and Financialization in Europe develops a processual, relational and critical transdisciplinary approach to household financialization in Europe, utilizing a range of national and local case studies. It does so by drawing on debates in Marxist, feminist and radical IPE, anthropology and other fields. The book explores the household as simultaneously a micro-level social institution specializing in social reproduction, distribution and other activities; a building bloc of larger economic and social structures; and an object of multiple systems of power/knowledge. Putting this conceptualization to use in original research, the authors identify geographically and historically situated ways in which financialization transforms households and their relationships with the wider economy and society. The book traces these transformations in case studies of variegated financialization in Eastern and Southern European (semi-) peripheries where households have faced particularly severe financial issues since the global financial crisis, such as over-indebtedness and asset devaluation. Key themes recurring throughout the book include: the key role of housing in household financialization, the co-constitutive relationship between financialization and social and spatial inequalities, specific patterns in the relations of financial actors and households in semi-peripheries, and the implications of semi-peripheral forms of real and financial accumulation for household financialization. With its transdisciplinary approach, this book will be of great interest to students and scholars of finance, financialization, household economics, international and global political economy, uneven development, economic anthropology, and economic sociology.

Description: Lobbying is an integral part of the political reality of the European Union and a highly competitive and dynamic field of interest groups. This book takes a systematic look at lobbyists in order to broaden our understanding of the staff entrusted with the responsibility of influencing European politics. Who are the European lobbyists? What are their professional backgrounds, career patterns, practices, and beliefs? The study uses a sociological framework to explore the professionalisation and professionalism of the field across national proveniences, policy fields and interest groups, and develops a systematic analysis that considers three different dimensions: occupational patterns, shared knowledge and common convictions. Based on original research that combines in- depth interviews with survey data, European Lobbying demonstrates that European lobbying is a firmly established and highly professionalised métier. In an organisational field characterised by growth, pluralisation and increasing competition, the professional staff contributes to the homogenisation of European lobbying and the marginalisation of other, non- professionalised forms of interest representation. It will therefore appeal to scholars and students of sociology and politics with interest in European studies, European Union politics and the sociology of the professions.

Description: This volume offers a systematic philosophical analysis of the normative challenges facing European refugee policy, focusing on whether the response to it can be based on European values. By considering the refugee policy through the lens of European values, cosmopolitan norms and universal human rights, the contributions expose the weaknesses and limitations of existing regulations and make proposals on how to improve them. The EU is often seen as a cosmopolitan project. Europe is supposed to be a community of states that aspires to be guided by cosmopolitan norms. However, the idea of a cosmopolitan Europe has never been unanimously shared, and in recent years, it has come under increasing scrutiny, particularly with regard to the EU’s refugee policy. The guiding idea of this book is that a deeper philosophical understanding of the normative issues at stake can foster greater conceptual clarity and enrich political debates on the future of European refugee policy. The first part of the book revolves around the question of whether the rise in refugee numbers over the past decade has led to a crisis in the EU and, if so, how this crisis relates to or impacts European values. The second part traces the history of the discourse on “European values” and examines from a philosophical perspective how we can plausibly understand these values in terms of their moral grammar, their normative content and their implications for the behaviour of the EU and its member states. Finally, the third part puts forth recommendations for a feasible and normatively more compelling European refugee policy based on human rights, human dignity, justice and democratic self-determination as the decisive normative requirements. Cosmopolitan Norms and European Values: Ethical Perspectives on Europe’s Refugee Policy will be of interest to researchers and advanced students working in ethics, political philosophy, political science, social sciences and law.

Description: This chapters explores how three philological traditions Graeco-Roman, South Asian and Chinese have been and can be used to contribute to our understanding of Central Asia in the Hellenistic period. It outlines the current state of the written evidence in Greek and Latin – including both texts from excavated contexts and those from the manuscript tradition – to explore how this evidence has traditionally been used to interpret the history and culture of Hellenistic Central Asia, and to offer some prospective avenues for future research. The most convenient place to consult the Greek texts from Hellenistic Central Asia is in Rougemont’s volume in the series Corpus Inscriptionum Iranicarum. The presence of Greek inscriptions and administrative documents obviously cannot be taken as a proxy for the use of Greek as a spoken language of communication.

Description: For many years now debates over America hegemony and its supposed decline have circulated academic circles. The neo-Gramscians have greatly enriched our knowledge in this field, developing some key theoretical tools and concepts, yet ontological inconsistencies, notably the downgrading of structure, has meant their explanation of the dynamics of the contemporary world order remains somewhat incomplete. In this book, Jonathan Pass aims to counter such oversights, drawing directly on the ideas of Antonio Gramsci (amongst others) to elaborate a more sophisticated, overtly materialist, theory of world hegemony, rooted in a critical realist philosophy of science. 〈/P〉 American Hegemony in the 21st Century〈/I〉 presents a major contribution to International Relations, International, Political Economy, Politics and Philosophy and will be of interest to researchers looking for a more sophisticated and convincing analysis of the dynamics of the contemporary world order.

Description: The five-yearly mass animal sacrifice offered at the festival of the goddess Gaḍhī Māī (Gaḍhī Māī Melā) temple in Bariyarpur, Bara District, in southern Nepal, drew local and international attention in 2009, when news and vivid pictures of the slaughter of thousands of animals circulated globally, giving rise to vehement protests from individuals and animal rights associations. In November 2014, three Public Interest Litigation (PIL) petitions against the sacrifices at the Gaḍhī Māī Melā were filed at the Supreme Court of Nepal. In a 52-page judgment published in August 2016 that dealt with these petitions together, the Supreme Court discussed and criticised the practice of animal sacrifice and ordered the Government of Nepal to implement policies that would lead to its eventual discontinuation. This paper is based on the analysis of legal documents and on interviews with the parties. We present the trajectory of this court case from 2014 to 2019, and we focus on the court’s decision, its call for social progress in the name of modernity, its reasoning on whether animal sacrifice is a valid expression of Hinduism, its consideration for this practice deeply rooted in Nepali society, and its call to the government to define and ensure the rights and welfare of animals, meeting the aspiration of the activists. The Court’s decision lays down principles that are applicable to sacrifices in other temples and ends up being a discussion of the place of animal sacrifice in Hinduism and in modern Nepal.

Description: This book probes into the dynamics between Orthodox Christianity and the COVID-19 pandemic, unraveling a profound transformation at institutional and grassroots levels. Employing a multidisciplinary approach, and drawing upon varied data sources, including surveys, digital ethnography, and process tracing, it presents unprecedented insights into church-state relations, religious practices, and theological traditions during this crisis. Chapters analyze divergent responses across countries, underscore religious-political interplay, and expose tensions between formal and informal power networks. Through case studies, the book highlights the innovative adaptability within the faith, demonstrated by new religious practices and the active role of local priests in responding to the pandemic. It critically examines how the actions of religious and political figures influenced public health outcomes. Offering a fresh perspective, the book suggests that the pandemic may have permanently influenced the relationship between Orthodox Christianity, public health, and society.

Description: The authors of our book focus on Soviet scholars and cultural theoreticians during the Stalin era from a methodological perspective that distinguishes between Stalinism and culture, an outlook that forms one of the common threads of the book. This introductory chapter focuses on the theoretical grounding of this approach. We argue that the received picture of Soviet culture in general and of Stalin era culture in particular has yet to be fully disentangled from the political and historical narratives of the Cold War epoch, especially with respect to the persistent traits of totalitarianism theory in defining Stalinism. The point of departure from the still dominant ’revisionist’ model of Soviet historiography involves the proposition that Stalin’s brand of totalitarianism was a collective cultural product. Our book in turn revises this thesis by claiming that Stalin rarely sought to control culture in a totalitarian manner. He was aware of the limits of control over culture. Meanwhile, society in general and notable cultural actors in particular need to be contextualised and theorised as political subjects from various points of view. Stalinism was a phenomenon that was organically embedded in the culture of the era – thus the metaphor of a ‘parasite’ seems to describe this relationship in a more adequate manner Stalin era intellectuals can be viewed as cultural actors who adopted different ‘patriotic’ strategies from the political arena to gain some level of autonomy that enabled to them to function in their fields. These strategies ensured that certain theoretical ideas were able to persist despite major political campaigns.

Description: This book is a critical introduction of theorisations and research on contemporary political populism emphasising the cultural perspective. It introduces the basic theories and analyses the cultural construction of populism regarding radical democratic theory and empirical studies. Applying Ernesto Laclau’s and Chantal Mouffe’s theories, the author builds a bridge between radical democratic and ideational approaches on populism with examples and studies that emphasise European radical right populism, alongside the United States, Latin American and Asian cases. Special attention is paid to relationships between populism and democracy and between populism and media. The contemporary appeal of populism is linked to current developments in welfare states and in global economic and cultural trends. The future of populism is discussed in regard to COVID-19 pandemic and Donald Trump’s fall in the US presidential elections in 2020 that together with abovementioned global megatrends and with the development of media and communication environment set conditions for the 2020s populism. Scholars and students of political science, media and communication studies, cultural studies and social sciences will find this a unique and novel approach.

Description: This book is about how distinctions are drawn between civilians and combatants in modern warfare and how the legal principle of distinction depends on the technical means through which combatants make themselves visibly distinguishable from civilians. The author demonstrates that technologies of visualisation have always been part of the operation of the principle of distinction, arguing that the military uniform sustained the legal categories of civilian and combatant and actively set the boundaries of permissible and prohibited targeting, and so legal and illegal killing. Drawing upon insights from the theory of legal materiality, visual studies, critical fashion studies, and a dozen of military manuals he shows that far from being passive objects of regulation, these technologies help to draw the boundaries of the legitimate target. With its attention to the co-productive relationship between law, technologies of visualisation and legitimation of violence, this book will be relevant to a large community of researchers in international law, international relations, critical military studies, contemporary counterinsurgency operations and the sociology of law.

Description: This book presents the first large overview of late Soviet religiosity across several confessions and Soviet republics, from the 1960s to the 1980s. Based on a broad range of new sources on the daily life of religious communities, including material from regional archives and oral history, it shows that religion not only survived Soviet anti-religious repression, but also adapted to new conditions. Going beyond traditional views about a mere "returned of the repressed", the book shows how new forms of religiosity and religious socialisation emerged, as new generations born into atheist families turned to religion in search of new meaning, long before perestroika facilitated this process. In addition, the book examines anew religious activism and transnational networks between Soviet believers and Western organisations during the Cold War, explores the religious dimension of Soviet female activism, and shifts the focus away from the non-religious human rights movement and from religious institutions to ordinary believers.

Description: This book examines how inter- and intra-party coalition-building affects governability in South Korea. Focusing on the Kim Dae-jung administration (1998-2003) as a case study in the failure of a government to turn electoral success into stable governability, or ability to implement reform policies, the book’s research draws on two bodies of literature which, though focusing on the same dependent variable (cabinet or government stability), have rarely been used in tandem: coalition research on parliamentary systems and studies of divided government in presidential systems. Youngmi Kim argues that a weak institutionalization of the ruling party and the party-system accounts for political instability and inefficient governability in Korea and in doing so her study makes a number of key contributions to the field. Theoretically it proposes a framework which integrates a rationalist approach with one that acknowledges the role of political culture. It further enhances the understanding of factors affecting governability after coalition-building across regime types and aims to build on recent demands for broader cross-regime analysis of minority/divided government and of the determinants of governability. This has important comparative implications as coalition-building within (semi-) presidential systems has occurred in other post-authoritarian contexts. The book finally provides a new dataset which fills a gap in a field where Western cases constitute the main focus of research. The Politics of Coalition in Korea will be of interest to students and scholars of Korean studies, Korean politics, Asian studies and Asian politics. Youngmi Kim is Assistant Professor at the Departments of Public Policy, and International Relations and European Studies at Central European University, Budapest, Hungary.

Description: Exploring the contentious landscape of Nigeria’s escalating violence, this book describes the changing roles of traditional authorities in combatting contemporary security challenges. Set against a backdrop of widespread security threats – including insurgency, land disputes, communal violence, regional independence movements, and widespread criminal activities – perhaps more than ever before, Nigeria’s conventional security infrastructure seems ill-equipped for the job. This book offers a fresh, empirical analysis of the roles of traditional authorities – including kings, Ezes, Obas, and Emirs – who are often hailed as potent alternatives to the state in security governance. It complicates the assumption that these traditional leaders, by virtue of their customary legitimacy and popular roots, are singularly effective in preventing and managing violence. Instead, in exploring their creative adaptation to governance roles after a dramatic postcolonial downturn, this book argues that traditional leaders can augment, but not substitute, the state in addressing insecurity. This book’s in-depth analysis will be of interest to researchers and policy makers across African and security studies, political science, anthropology, and development. David Ehrhardt is an Associate Professor of International Development at Leiden University, The Netherlands. His main research interests are African governance and educational innovation. David has published extensively on Nigeria and co-leads the Learning Mindset project that promotes autonomous learning in higher education. Description: This book presents the changing roles of urban governments and how local governments struggle to gain administrative, fiscal, and political power to combat current urban challenges in Kazakhstan. Focusing on the cities and regions selected by the national government of Kazakhstan to be the drivers of national economic development, the author analyses the impact of decentralization on the role of local governments. The book examines the practical experiences of city and regional governments with an emphasis on urban planning, public investment in national projects, and management of urban transport. Due to the complexity and irregular distribution of political reforms at different levels of local government in Kazakhstan, three separate studies are presented, each looking at a specific aspect of decentralization reform and local government function related to physical urban development and distribution of public investment. The author argues that, if the national government of Kazakhstan wants to concentrate economic resources in urban agglomerations, it is not enough to assume that local governments are ready to play the role of efficient planners and managers of urban development. A useful analysis illustrating cities and urban conglomerations as engines of growth in economic development, this book will be of interest to academics studying Central Asian Studies, in particular political and economic development, Development Studies, and Urban Studies.

Description: Gradually emerged in England in the aftermath of the struggle between the House of Commons and the Crown, parliamentarism has widely circulated abroad, has been praised by many for its alleged capacity to resist authoritarianism, and is mainly concentrated in Europe as well as in former UK colonies. Likewise, presidentialism, originated for the first time from the US Constitution of 1787, is not a monolithic category. Committees, in particular the permanent ones, have famously been labelled as the “backbones” of legislatures. In law-making, the strength of committees is what defines the strength of a parliamentary institution, in terms of capacity to shape the content of legislation and to oversee the executive. In presidential regimes, the capacity of the Parliament to influence the budget seems higher, also due to the lack of confidence votes to be used by the executive as a leverage to pressure the legislature on budgetary procedures.

Description: This book addresses historical perspectives and contemporary challenges of the politics of forestland governance and the related sustainability crisis in Africa. It focusses on the power dynamics between key actors involved in the governance of forest-related resources either for their exploitation or with regards to biodiversity conservation policies promoted at international arenas. The book provides conceptual and empirical contributions on what happens when global sustainability agendas and the related policy instruments meet the realities of domestic politics in Africa. It reveals that several actors in forest-rich countries, especially those with limited sovereignty, have often employed complex informal strategies as the ‘weapon of the weak’ to resist the domination of the most powerful actors of global environmental politics.

Description: "The Politics of Trauma and Integrity uses the lenses of gender and trauma to tell the stories of narratives testified by two contrasting Japanese “comfort women” survivors. Through an innovative interdisciplinary study of the politics of gendered memory and trauma in historical context, with numerous primary sources for analysis including diaries, interviews, letters and oral testimonies, this book uncovers the life-or-death struggles of Japanese survivors in pursuit of public recognition as the victims of state violence against women. It is set within a gender history of modern Japan, supplemented by feminist activist methodology premised upon political agency that seeks social justice. The author’s analysis draws upon three key concepts: trauma, coherence of the self, and integrity. Focusing upon the role of gender and trauma as the nexus between memory construction and identity formation in modern Japan, the author reveals these women’s relentless quest for their recovery and creation of new identities. This book provides a better understanding of the victims of sexual violence and encourages readers to listen to the voice of trauma, as well as making a significant contribution to the existing research on the ongoing history of sexual violence against women in Japan, the rest of Asia and beyond. It will be of interest to scholars, researchers, activists and all who are interested in the issue of women’s human rights. Description: Steep socioeconomic hierarchy in post-industrial Western society threatens public health because of the physiological consequences of material and psychosocial insecurities and deprivations. Following on from their previous books, the authors continue their exploration of the geography of early mortality from age-related chronic conditions, of risk behaviors and their health outcomes, and of infant and child mortality, all due to rigid hierarchy. They divide the 50 states into those that gave their electoral college votes to Trump and those that gave theirs to Clinton in the 2016 presidential election and compare the two sets for socioeconomic and public health profiles. They deliberately apply only simple standard statistical methods in the public health analyses: t-test, Mann-Whitney test, bivariate regression, and backward stepwise multivariate regression. The book assumes familiarity with basic statistics. The authors argue that the unequal power relations that result in eroding public health in the nation and, in particular, in the Trump-voting states, largely cascade from the collapse of American industry, and they analyze the Cold War roots of that collapse. In two largely independent chapters on economics, they explore both the suppression of countervailing forces, such as organized labor, and the diversion of technical resources to the military as essential foundations to the population-level suffering that expressed itself in the 2016 presidential election. This interdisciplinary book has several primary audiences: creators of public policies, such as legislators and governmental staff, public health professionals and social epidemiologists, economists, labor union professionals, civil rights advocates, political scientists, historians, and students of these disciplines from public health through the social sciences. Description: This introductory chapter sets out with a review of the existing literature on differentiation in the European Union (EU); it explains the related concepts and includes a cursory glossary of them at the end. In a nutshell, we conceive of differentiation as an umbrella term covering a wide range of both integrationist and – albeit to a much lesser extent – disintegrationist techniques and processes such as multi-speed Europe, variable geometry, and à la carte Europe. While differentiation has not been a constituent feature in the early stages of the European project starting after World War II, it became ever more central since the 1970s and, in particular, in the aftermath of the Treaty of Maastricht when the EU was characterized as a system of differentiated integration rather than integration only. In light of ‘Brexit’, i.e. the United Kingdom’s withdrawing from the EU, however, differentiation also accounts for processes of disintegration. Most importantly, differentiation may ultimately also prove to be an important element towards sustaining – if not self-reinforcing – integration. Finally, this chapter also provides overview of contemporary studies of differentiation in the EU and provides an overview of the contents and contributions of this Handbook.

Description: By 2100, more than 80 per cent of the world’s population is expected to live in Afrasia (Africa and Asia). This book draws lessons from history, provides a new cognitive map of the world, and discusses multiple challenges global citizens will face in the age of Afrasia, an emerging macro-region. The centre of gravity of the world is shifting. Whether the world can manage a soft landing into sustainable equilibrium depends on the nature of the dialogue people in Africa and Asia will organise. The author argues that a state of equilibrium between the two is achievable, provided issues related to gender, employment, agriculture, human–nature relationships, and multicultural coexistence are simultaneously addressed. Can future Afrasia present itself as a community determined not to allow the return of predatory practice internally and externally? Will the fates of African and Asian peoples converge or diverge? How about the future relationships between Afrasia and the rest of the world? Exploring these questions using multiple disciplines, this book will be of interest to professional researchers and graduate students in IR and Afro-Asian relations, as well as Asian and African area studies, demography, geography, history, development economics, anthropology, language education, and religious studies.

Description: This chapter describes, justifies, presents the pros and cons of and illustrates the use of simulation modeling as a handy, cost-effective and agile tool for policymakers. Simulation modeling is flexible enough to accommodate different levels of detail, precision and time frameworks. It also serves the purpose of a concrete communication platform that facilitates scenario analysis, what-if alternatives and forward looking. We specifically define agent-based modeling within the larger simulation domain, provide a brief overview of other computation modeling methodologies and discuss the concepts of multiple models, verification, validation and calibration. The conceptual framework section closes with a discussion of advantages and disadvantages of using simulation modeling for policy at various stages of implementation. Finally, we present a panorama of actual applications of simulation modeling in policy, with an emphasis on economic analysis.

Description: Whether it is possible to ensure stability, peace and social cohesion in countries with deep societal divisions where identity prevails over other bases of mobilisation is one of the central political questions of our time. What type of institutional design suits deeply mobilised cleavages? This chapter discusses the different institutional approaches adopted in three federations of Africa to manage politically mobilised cleavages, and examines whether institutional design matters in addressing demands from politically mobilised groups. The main issue is whether such divisions should be treated as building-blocks for political engagement and institutions built around them, or rather be diffused and deliberately divided into several sub-units. It is argued that institutional design does matter, particularly when there are deep territorially-based divisions, and proposes consociational parliamentary federations as opposed to integrationist presidential federations. The latter aim to divide major ethnic groups into many small-size states denying their self-government right, while the former aim to empower groups by redrawing territories to ensure they become a majority at sub-state level. They also bring the major political actors into power and minimise the risks of ‘winner-takes-all’ politics associated with presidential systems.

Description: This book investigates contemporary human security issues in East Africa, setting forth policy recommendations and a research agenda for future studies. Human security takes a people-centered rather than state-centered approach to security issues, focusing on whether people feel safe, free from fear, want and indignity. This book investigates human security in East Africa, encompassing issues as diverse as migration, housing, climate change, displacement, food security, aflatoxins, land rights, and peace and conflict resolution. In particular, the book showcases innovative original research from African scholars based on the continent and abroad, and together the contributors provide policy recommendations and set forth a human security research agenda for East Africa, which encompasses Kenya, Uganda, Tanzania, Somalia, Rwanda, Burundi, South Sudan, Sudan, Ethiopia, Eritrea, and Djibouti. As well as being useful for policy makers and practitioners, this book will interest researchers across African Studies, Security Studies, Environmental Studies, Political Science, Global Governance, International Relations, and Human Geography.

    Publication Date: 2024-03-29
Description: As the guardian of the euro, the European Central Bank (ECB) oversees a prime example of differentiated integration. Against the backdrop of the multiple crises of the euro’s second decade, this contribution asks how the ECB has dealt with differentiation. It analyses both the historical development of the ECB’s relationship with euro outsiders – discerning between ‘old’ opt-outs and ‘new’ accession countries in the context of EU enlargement – and how differentiation affects ECB policymaking across its various tasks. Specifically, we analyze three logics of ‘deepening’ and ‘widening’: (1) Is the ECB encouraging euro membership among the ‘outs’? (2) Does it seek to reduce the impact of differentiation by keeping the ‘outs’ on board as much as possible? (3) Or does the ECB further cement differentiation by excluding the ‘outs’ from decision-making or deepening integration among the ‘ins’ only? We find that, in the past, the ECB has been hesitant to support ‘more Europe’. When the sovereign debt crisis posed a potentially existential threat, however, the ECB started adopting a more proactive role through both monetary policies and discursive acts. The COVID-19 crisis appears to confirm that the ECB has shed its narrow technocratic focus in order to provide political leadership in the EU. Yet, in our view, this does not suggest that the ECB is a competence maximizer ‘hardwired’ to ever closer union. Rather, the evidence suggests that it merely accepted greater powers and a deepening of integration to avert the threat of (differentiated) disintegration.

Description: This book critically examines and analyses the active role played by youth-led social movements in pushing for change and promoting peacebuilding in Africa, and their long-term impacts on society. Africa’s history is characterised by youth movements. The continent’s youth populations played pivotal roles in the campaign against colonialism and, ever since independence, Africa’s youth have been at the center of social mobilisation. Most recently, social media has contributed significantly to a further rise in youth-led social movements. However, the impact of youth voices is often marginalised by patriarchal and gerontocratic approaches to governance, denying them the place, voice, and recognition that they deserve. Drawing on empirical evidence from across the continent, this book analyses the drivers and long-term impacts of youth-led social movements on politics in African societies, especially in the area of peacebuilding. The book draws attention to the innovative ways in which young people continue to seek to re-engineer social space and challenge contexts that deny them their voice, place, recognition and identity. This book will be of interest to researchers across the fields of social movement studies, youth studies, peace and conflict studies, history, political sciences, social justice, and African studies.

Description: "With a combined focus on social democrats in Northern and Southern Europe, this book crucially broadens our understanding of the transformation of European social democracy from the mid-1970s to the early-1990s. In doing so, it revisits the transformation of this ideological family at the end of the Cold War, and before the launch of Third Way politics, and examines the dynamics and power relations at play among European social democratic parties in a context of nascent globalization. The chronological, methodological and geographical approaches adopted allow for a more nuanced narrative of change for European social democracy than the hitherto dominant centric perspective. This book will be of key interest to scholars and students of social democracy, the European Centre-left, political parties, ideologies, and more broadly to comparative politics and European politics and history."

Description: "This book provides a comparative overview of asylum seekers’ reception throughout Europe by adopting a theoretical framework based on an analytical approach to the notion of multilevel governance. It challenges the tendency of the multilevel governance literature to overlook political controversies and conflicts and questions the assumption that it represents the best policymaking arrangement for promoting policy convergence. In doing so, it explores the functioning of the reception component of the Common European Asylum System in centralised states and federal/regional states and analyses its implementation at both national and local levels. The book reveals the heterogeneous development of reception policies not only across Member States but also within each country where solutions adopted at the local level generally diverge substantially. Furthermore, the overall centralization of policymaking on reception regardless the institutional structure, seems to leave little room for MLG arrangements tailored to specific localities and triggers tensions between central governments and local authorities. Description: This book provides a set of fresh and compelling interdisciplinary approaches to the enduring phenomenon of the guru in South Asia. Moving across different gurus and kinds of gurus, and between past and present, the chapters call attention to the extraordinary scope and richness of the social lives and roles of South Asian gurus. Prevailing scholarship has rightly considered the guru to be a source of religious and philosophical knowledge and mystical bodily practices. This book goes further and considers the social engagements and entanglements of these spiritual leaders, not just on their own (narrowly denominational) terms, but in terms of their diverse, complex, rapidly evolving engagements with ‘society’ broadly conceived. The book explores and illuminates the significance of female gurus, gurus from the perspective of Islam, imbrications of guru-ship and slavery in pre-modern India, connections between gurus and power, governance and economic liberalization in modern and contemporary India, vexed questions of sexuality and guru-ship, gurus’ charitable endeavours, the cosmopolitanism of gurus in contexts of spiritual tourism, and the mediation of gurus via technologies of electronic communication. Bringing together internationally renowned scholars from religious studies, political science, history, sociology and anthropology, The Guru in South Asia provides exciting and original new insights into South Asian guru-ship.

Description: The Routledge Handbook of Chinese Medicine is an extensive, interdisciplinary guide to the nature of traditional medicine and healing in the Chinese cultural region, and its plural epistemologies. Established experts and the next generation of scholars interpret the ways in which Chinese medicine has been understood and portrayed from the beginning of the empire (third century BCE) to the globalisation of Chinese products and practices in the present day, taking in subjects from ancient medical writings to therapeutic movement, to talismans for healing and traditional medicines that have inspired global solutions to contemporary epidemics. The volume is divided into seven parts: Longue Durée and Formation of Institutions and Traditions Sickness and Healing Food and Sex Spiritual and Orthodox Religious Practices The World of Sinographic Medicine Wider Diasporas Negotiating Modernity This handbook therefore introduces the broad range of ideas and techniques that comprise pre-modern medicine in China, and the historiographical and ethnographic approaches that have illuminated them. It will prove a useful resource to students and scholars of Chinese studies, and the history of medicine and anthropology. It will also be of interest to practitioners, patients and specialists wishing to refresh their knowledge with the latest developments in the field.
