    Beschreibung: "The Politics of Trauma and Integrity uses the lenses of gender and trauma to tell the stories of narratives testified by two contrasting Japanese “comfort women” survivors. Through an innovative interdisciplinary study of the politics of gendered memory and trauma in historical context, with numerous primary sources for analysis including diaries, interviews, letters and oral testimonies, this book uncovers the life-or-death struggles of Japanese survivors in pursuit of public recognition as the victims of state violence against women. It is set within a gender history of modern Japan, supplemented by feminist activist methodology premised upon political agency that seeks social justice. The author’s analysis draws upon three key concepts: trauma, coherence of the self, and integrity. Focusing upon the role of gender and trauma as the nexus between memory construction and identity formation in modern Japan, the author reveals these women’s relentless quest for their recovery and creation of new identities.     Beschreibung: This introductory chapter sets out with a review of the existing literature on differentiation in the European Union (EU); it explains the related concepts and includes a cursory glossary of them at the end. In a nutshell, we conceive of differentiation as an umbrella term covering a wide range of both integrationist and – albeit to a much lesser extent – disintegrationist techniques and processes such as multi-speed Europe, variable geometry, and à la carte Europe. While differentiation has not been a constituent feature in the early stages of the European project starting after World War II, it became ever more central since the 1970s and, in particular, in the aftermath of the Treaty of Maastricht when the EU was characterized as a system of differentiated integration rather than integration only. In light of ‘Brexit’, i.e. the United Kingdom’s withdrawing from the EU, however, differentiation also accounts for processes of disintegration. Most importantly, differentiation may ultimately also prove to be an important element towards sustaining – if not self-reinforcing – integration. Finally, this chapter also provides overview of contemporary studies of differentiation in the EU and provides an overview of the contents and contributions of this Handbook.

    Beschreibung: When King’s Digital Lab was established in late 2015 it was conceived as both a craft factory (working with colleagues to produce digital outputs) and a technical experiment (a site where the intersection of technology and the humanities could be explored). Significant progress has been made on both of those fronts: dozens of projects have been enabled, operational white papers have been shared, and research outputs have explored the intellectual and philosophical aspects of the laboratory environment. It is now possible to move beyond the techniques that enabled this success and use insights from the philosophy of technology to explore long-standing concerns about the role of technology in society. In doing so, the laboratory would become an applied techno-philosophical experiment. More radically, it could rehabilitate the use of technical objects in the humanities and reject technophobia as not only unproductive but unethical. Technical (digital) objects could thus be accorded droit de cité in the field of the humanities. This perspective fits well with emerging work in the humanities that highlights the history of the field, its relationship to modelling, the indeterminacy of computer technology, and the potential for human-machine relations to be reconciled through aesthetics.

    Beschreibung: Political scientists have always accorded interest organizations a prominent place in European Union (EU) policy-making because they connect the EU institutions to citizens, provide important information to EU policy-makers, and control resources that impact on the problem-solving capacity of EU policies. In other words, they are vital to both the input legitimacy and the output legitimacy of the EU. So far, research on interest organizations in EU policy-making has concentrated on EU-level interest organizations and EU-level politics. This edited book draws attention to the role national interest organizations play in the EU multilevel system. All contributions present state-of-the-art research on that subject in the form of theory-driven empirical analyses. The ten chapters indicate that national interest organizations have adapted to the EU’s multilevel polity in terms of their strategies; their relations with parliaments, governments, and the EU institutions; as well as their collaboration with EU umbrella organizations. Especially, they offer new insights into the alignments among national interest organizations and decision-makers, the Europeanisation of these organizations in established EU member states and candidate countries, and the existence of bias in national and EU interest group populations. The chapters in this book were originally published in a special issue of West European Politics.

    Beschreibung: As the guardian of the euro, the European Central Bank (ECB) oversees a prime example of differentiated integration. Against the backdrop of the multiple crises of the euro’s second decade, this contribution asks how the ECB has dealt with differentiation. It analyses both the historical development of the ECB’s relationship with euro outsiders – discerning between ‘old’ opt-outs and ‘new’ accession countries in the context of EU enlargement – and how differentiation affects ECB policymaking across its various tasks. Specifically, we analyze three logics of ‘deepening’ and ‘widening’: (1) Is the ECB encouraging euro membership among the ‘outs’? (2) Does it seek to reduce the impact of differentiation by keeping the ‘outs’ on board as much as possible? (3) Or does the ECB further cement differentiation by excluding the ‘outs’ from decision-making or deepening integration among the ‘ins’ only? We find that, in the past, the ECB has been hesitant to support ‘more Europe’. When the sovereign debt crisis posed a potentially existential threat, however, the ECB started adopting a more proactive role through both monetary policies and discursive acts. The COVID-19 crisis appears to confirm that the ECB has shed its narrow technocratic focus in order to provide political leadership in the EU. Yet, in our view, this does not suggest that the ECB is a competence maximizer ‘hardwired’ to ever closer union. Rather, the evidence suggests that it merely accepted greater powers and a deepening of integration to avert the threat of (differentiated) disintegration.

    Beschreibung: Despite positive attitudes towards mathematics, it must be assumed that mathematics anxiety is a factor not to be underestimated in (pre-service) early childhood teachers. In the first part, this article reviews the current international state of research on early childhood teachers’ mathematics anxiety and shows the achievements and limitations of previous studies. The majority of the reviewed studies deals with pre-service early childhood teachers and their teacher education. Only a few studies tried to relate in-service early childhood teachers’ mathematics anxiety and children’s mathematical achievement. In the second part, this contribution examines empirically whether it can be assumed that the profession “early childhood teacher” can be characterized as “math-avoidant”. For this purpose, n = 774 German pre-service early childhood teachers were examined with regard to their mathematics anxiety and their choice of career. The results indicate effects of mathematics anxiety on the intentional choice to work as an early childhood teacher. The paper concludes with a general conclusion on the importance of mathematics anxiety for early childhood teachers’ professional competence and an outlook on future research.

The aim is to achieve a deeper understanding of the relationship between social inequality and educational outcomes in post-colonial rural Southern contexts. It operationalises the Habitus Listening Guide (Arnot & Naveed, 2014) derived from Bourdieu’s theory of cultural reproduction and contemporary narrative theory. The chapter describes the application of four listenings using a dialogic, multi-layered, analysis of interview transcripts. It uncovers the polyphonic voices of four members of Munawar Hussain’s family, describing the impact of the rural social structure on their educational and occupational biographies. Inter-narrativity is generated through repeated listenings of the social structure, of paired father-mother and son-daughter and then of father-son and mother-daughter narratives, and a final mythic-ritual listening which makes audible when religious beliefs are called into play. These beliefs either contribute to the maintenance of poverty and social inequality, and yet inspire strategies to disrupt power structures through education as a religious duty. Each listening reveals the dialectic relationship between the hierarchal post-colonial social order and its school system, and the family’s gendered and generational educational aspirations, strategies, and outcomes.

Taking Ethiopia as a case study, we refer to the ‘domains of power’ framework (Hickey & Hossain, 2019) to explore the influence of politics on progress in girls’ education, focusing on the interaction between the political settlement and the education policy domain. The analysis draws on data from the Research on Improving Systems of Education (RISE) Ethiopia programme, including analysis of government documents, actor mapping and interviews with 150 key government stakeholders across seven regions and city administrations in Ethiopia. Adopting a gender lens, we take account of the influence and interaction of informal institutions within the education domain. We find that the education system cannot be considered to be a gender-neutral site given that women continue to be absent from positions of power. In addition, stakeholders’ ideas about the nature of gender roles influence their attitudes, behaviour and actions, holding back progress towards the high-level commitments.

    Beschreibung: This chapter deals with the sensorimotor predominance in connection with hindrances to the learning of reading and writing in a group of 120 left-handed pupils, aged 9 to 20, educated in ten schools located in the western and southern departments of Haiti. Manual, visual and auditory preference is studied in relation to linguistic performance in left-handed students, sometimes ignored but often forced to favor the side which hemispherical development has not made naturally dominant. Poor performance was certainly observed, but it is not directly linked to these students’ left-handedness. It is preponderantly the consequence of asymmetries contrary to the cerebral hemisphere, of a somewhat underhand attempt at 'dyslateralization', due to the failure of an educational system characterized by shortcomings and prejudices built around the phenomenon of laterality and problems emanating from unsuitable educational and linguistic practices. This creates constraints that prevent these students from thriving. Because the teaching strategies, methods and the school environment are designed and adapted to benefit right-handed students, left-handed people have a disability.

    Beschreibung: Taboos are not a new phenomenon. Yet, taboos change over time as social customs change, discard old taboos, and create new ones. What does not change, however, is how taboos regulate the way in which we live together in different communities and how they influence our behaviours. Notwithstanding the ubiquity of all sorts of taboos in daily life, many of them do not seem to find their way into foreign language classrooms easily. This is particularly surprising if we consider the growing importance of critical language pedagogy approaches to foreign language learning. Despite relevant efforts there, teachers, pre-service teachers, and learners often appear to feel discomfort as conversations about controversial issues such as mental illnesses, disabilities, racism, conspiracy theories, violence, and gender unfold. Consequently, classroom materials as well as suitable approaches to these issues in foreign language learning are needed. Taking this as a starting point, this introductory chapter argues for the integration of taboos and controversial topics into the foreign language classroom. It first investigates the concept of critical pedagogy in general and critical (foreign) language pedagogy more specifically. It then discusses taboos in the context of critical language pedagogy, arguing that despite numerous challenges, the foreign language classroom provides the perfect space for discussing some controversial topics with students—primarily by exploring a variety of different texts dealing with taboos instead of personalising a topic, which would be more common in communicative approaches. The chapter closes with a practical framework that provides suggestions for handling taboos in foreign language education.

    Beschreibung: The chapter reads Maria Stepanova’s 2017 Памяти памяти (In Memory of Memory, 2021) in view of the boom of testimonies of involvement in twentieth-century mass violence in Central and Eastern European literatures. Why this interest now? Hypothesis is that the texts address convergences between past complicities and current forms of participation in the wrongdoings of neoliberalism. These issues are related, since justifications of past involvement established the terminology, narratives, and heuristics in which mass violence has been subsequently discussed, thus forming the frame for the negotiation of current problematic involvement. Stepanova’s text stands out from the large corpus of contemporary family history narratives. First, it inverts the common order of critical discourse, as the literary text discusses theoretical concepts of memory studies, most notably Hirsch’s “postmemory.” Secondly, this discussion challenges a Western bias of memory studies, where political violence is portrayed as a traumatizing element of a past era handed down through transgenerational transmission. Stepanova outlines that in Eastern Europe, the experience of totalitarian terror and mass violence spread over several eras and multiple generations, creating a “traumatic enfilade” that comprises even the narrator’s present. In Memory of Memory addresses the critical participation of analysis in forming the aftermath of terror and mass violence.

    Beschreibung: This chapter analyses Konstantin Simonov’s thought from the largely understudied point of view of de-Stalinization. Simonov showed already in 1956 how the representation of the Great Patriotic war was tightly intertwined with the personality cult of Stalin, and how this entanglement had caused literature and art either to portray Soviet reality in a distorted manner or to keep silent about social difficulties. By criticizing key authoritative documents of the early post-war years, Simonov revealed how Stalin’s wish to forge the image of the Great Patriotic war resulted in the widespread tendency of embellishing reality in Soviet literature and art. The chapter also tracks how the Party rebuked Simonov’s claims without mentioning him as the initiator of the ideas. The chapter thus testifies to some of the problems of ‘de-Stalinization’ and how some of its key issues could not be openly discussed in the Soviet Union until the late 1980s. The chapter is based on previously untapped archival material, and it contributes to the scholarly discussion of the thaw-era de-Stalinization, Simonov’s roles within the Soviet literary establishment, and questions of the representation of reality in Soviet art in general and the representation of the Great Patriotic war in particular.

    Beschreibung: Technical and vocational education have assumed a significant role in the plans of developed nations to overcome economic crisis, relocating learning into the workplace and extending it to higher levels. Policy discourses are based on the premise that education polarised between universities and low attainment has poorly served the needs of modern economies and young people. This chapter sets out the principal claims of these approaches to improve youth transitions and contribute to social justice. These claims are traced back to their origins in the shift to service-based economies and collapse of youth labour markets, leading to a crisis in vocational education and fuelling demand for higher education credentials; and to the emergence of international policies aiming to reconstitute youth transitions on neoliberal lines. Addressing these questions from a social justice perspective, we ask whether such disruption of the educational divide between general and vocational routes has eroded its role in reproducing and validating the social structures of the post-war period, with the creation of new routes and the postulation of new elites validating the emergence of existing and new forms of educational and social inequity.

    Beschreibung: This book presents a study of politico-ideological mobilisation and violence by focusing on the life stories, trajectories and narratives of individuals who mobilised for causes and conflicts in the Arab World. It provides a greater understanding of the biographical, sociological, political and historic factors pertinent for their radicalisation processes. What makes individuals identify with suffering and injustice, often of others and elsewhere? Why do individuals feel the need to stand up in the first place and how does violent action become a justifiable or necessary course of action? Why and how do they disengage from violence? This book, based on interviews conducted in Lebanon, Switzerland, and Canada, answers these questions. It presents new theoretical insights about politico-ideological mobilisation and violence. By focusing on grievances and grounding analysis in the empirical reality as it is shared and narratively constructed by those who are at the heart of the phenomenon, it moves beyond the moralistic and politicised debates that characterise the field. Interviewees include non-violent and violent engagement for causes and conflicts related to the Arab World, such as sympathisers or members of groups and causes from a variety of ideological orientations, including Shiite militias, Salafi-jihadist groups, radical left-wing groups, Palestine-specific, Kurdish groups, and others such as right-wing or unspecified affiliations. By choosing individuals with different forms of political engagement, both non-violent and violent, and different ideological orientations, it helps readers to get a better grasp of how similar grievances may lead to different outcomes. In focusing on three markedly different geopolitical contexts, the book also provides a crosscontextual understanding of mobilisation for political and violent action. The interviewees also include experts and peripheral actors such as professionals, researchers, policymakers, friends, or family members. Their perspectives complement and enrich some of the findings by providing external yet in-depth ‘expert knowledge’. Politico-ideological Mobilisation and Violence in the Arab World will be of great interest to criminologists, political scientists, sociologists, and other scholars interested in the study of terrorism, radicalisation and extremism.     Beschreibung: Affective-motivational dispositions regarding the fostering of mathematics are an important aspect of early educators' professional competence, as educators are not following curricular programmes but need to seize moments in everyday activities and in play in order to foster mathematics. A variety of scales measuring variables of affective-motivational dispositions within a questionnaire were employed in a binational study involving 132 kindergarten educators in Germany and Switzerland. Based on the expectancy-value theory of motivation, the relations between educators' emotions regarding mathematics at school, the enthusiasm for mathematics as a subject, the value placed on mathematics and the expectancy of fostering mathematics successfully (self-efficacy) as well as the enthusiasm for fostering mathematics in kindergarten are examined. Following the analysis of correlations and the testing of a multiple regression model, it was found that enthusiasm for mathematics as a subject, importance of mathematics as a subject in kindergarten and self-efficacy predict enthusiasm for fostering mathematics, whereas the variable emotions regarding mathematics at school does not increase the variance explained. Self-efficacy, importance given to mathematics and enthusiasm for fostering mathematics are slightly higher in Switzerland than in Germany, which could be interpreted in light with the structural differences regarding kindergarten.

The very first observation in this context concerns the size of parliamentary administrations. Looking more closely at recent developments, a number of contemporary challenges can be identified that parliamentary administrations have had to confront in the 21st century.

    Beschreibung: Nikolai Bukharin’s (1888–1938) anti-fascist activity in the mid-1930s and his status as a cultural theoretician have been a neglected topic thus far. After losing his position as General Secretary of the Comintern’s executive committee and being expelled from the Politburo in 1929, Bukharin still found a platform as the chief editor of Izvestiya, in which he published several analyses of fascist ideology until his arrest in 1937. As a response, and in order to surpass the achievements of German high culture, which had fallen under the spell of bourgeois fascism, Bukharin relied on his own interpretation of Marxist philosophy, which he had sketched already in the 1920s but tried to ‘dialecticise’ in the 1930s after being criticised for his overly mechanistic views. The apex of these aspirations are his works Philosophical Arabesques and Socialism and its Culture, written in 1937 while in prison. Both are in many respects rather enigmatic works. In them, Bukharin defended socialist humanism as the only real alternative to fascism. At the same time he was not only silent about the crimes of Stalin, but he also considered the violent and dictatorial features that became branded as Stalinism abroad as a necessary ‘destructive’ force in the dialectical process of history of building communism. In this chapter, Vesa Oittinen and Elina Viljanen analyse the premises of Bukharin’s philosophy of culture and explain its repercussions.

    Beschreibung: The United Arab Emirates puts tremendous effort into protecting the Arabic language and reinforcing its position as the language of the country’s constitution and national identity. The country’s higher education system is built on English-medium instruction, which, alongside the worldwide adherence to native-like norms that accompanies English as a global language, appears to reduce the opportunities for Arab students to take ownership of English. This chapter focuses on the negotiable space between Arabic and English in a United Arab Emirates English-medium instruction higher education context. Data were triangulated from self-reflections by thirty Emirati students (20 females and 10 males) and interviews with four faculty members of maths and information technology who taught through English. The findings show that while English-medium instruction is considered a form of multilingual education, Arabic was believed to have a positive impact on the students’ control over their university courses. The chapter provides implications for how multiple competencies can help Arab students exercise ownership of English, reduce their linguistic and cultural insecurities, and retain their identity while learning in an English-medium instruction context.

    Beschreibung: This chapter adopts methodological cosmopolitanism to revisit the Maria Luz Incident (1872), a colourful diplomatic episode that involved two civil suits brought before a court created for the specific purpose of adjudicating whether the ship’s captain ill-treated and abused his Chinese ‘passengers’ while the ship was anchored for repairs in Yokohama Port. The chapter argues that the Maria Luz Incident was not a seminal moment when rights talk was introduced to Japan. Rather, the incident was due to a lack of consensus in international law regarding whether the ‘coolie trade’ was free labour or slavery. The research traces how international law and narrow ideas of freedom (the freedom to enter contracts) became aligned with the workings of Japanese licensed prostitution.

    Beschreibung: This book provides an important new analytical framework for making sense of return, remigration and circular mobility, conceptualising them as different phases of a wider migration process. Using an in-depth case study of Albania and its two main destination countries, Italy and Greece, the book demonstrates that instead of being viewed as a linear path between origin and destination, migration should be seen as a segmented, or cyclical pattern that may involve several localities and more than two countries. Characterised by important previous historical, social, economic and political linkages, geographical proximity but also high migration volatility and sustained flows in either directions, Albanian migration to Italy and Greece offers an optimal case study for analysing complex return, reintegration and mobility processes. While interesting as a unique regional migration system, the lessons learned cast light on important migration and mobility dynamics that are relevant for labour migration in Europe, also from other important migrant origin countries in the EU’s neighbourhood such as for instance Morocco or the Ukraine. This rich theoretical and empirical study will be of interest to researchers within European Studies and Migration Studies, as well as providing a useful contribution to policy debates on how to govern return migration, reintegration and circular migration.

    Beschreibung: In many countries, early mathematics education rests on normative postulates. Moreover, it tends to be considerably less standardized and, at the same time, more pronouncedly situation-specific than school education. Given these differences, the professional skills of early childhood teachers have come into the focus of research and the question arises to what extent general models of professional skills can be directly transferred to the context of early childhood teachers. Based on the “opportunity-usage model of teaching”, this contribution attempts to determine more precisely what influences teaching is basically subject to. Subsequently, I will ask how early mathematics education differs from general education and what the rationales and the level-specific postulates of early mathematics education consist in. The outline of the specifics of early mathematics education and the field of work leads to a characterization of the professional group that enacts this teaching and to the question as to what professional skills early childhood teachers need. Against this background, the final section suggests an extension of the model of the transformation of professional skills, and briefly outlines open questions and future lines of research.

    Beschreibung: Advocates of inclusive education argue that the social inclusion of students with special educational needs (SEN) increases when they are educated with typically developing peers. However, research indicates that this is not apparent for all students with SEN. Students with social, emotional and behavioural diffi culties (SEBD) are often socially excluded. To understand the situation of these students, their voices should be heard. The aim of the current explorative study was to gain insight into: (1) the experiences of students with SEBD regarding victimisation and social exclusion, and (2) the approaches they applied and preferred resolving social problems. We conducted semi-structured interviews with 28 socially excluded students from grades 5 and 6, attending general ( N = 6) and segregated special ( N = 21) primary education. The participants were prompted to talk about their own experiences using hypothetical scenarios. The interviews were analysed using a multi-grounded theory approach. The results show that students preferred diff erent approaches to resolving these social problems than the applied approaches. They would have liked to have seen their peers and teachers to show more initiative. In line with these results, the need to listen to the students’ voices are emphasised.

    Beschreibung: This book examines the politics of Banking Union and EMU reform in the EU, and draws lessons for what it means for international politics, both in Europe, and for international relations more broadly. It demonstrates that most of the reforms in Europe to break free of the Eurozone and banking crises in which Europe continues to find itself focus on building up the capacities of national authorities rather than European ones. The result is that national authorities remain largely in control of the decisions and funds that are to be deployed to prevent economic disaster if a single EU bank fails. The likely outcome is an accelerated balkanization of the European market for the foreseeable future. The book also contends that power politics, and realism in particular, is a defining feature of European politics with coercion and enforced national responsibility at the demand of Germany; the dominant form of institution-building that established the responsible sovereignty model, and shut down the possibility of alternatives. In making this case, the book demonstrates that the dominant view in international relations, that power politics best explains the behaviour of states, also apply to the EU. This text will be of key interest to scholars and students of the Eurozone crisis, EU politics, economic policy, and more broadly to political economy, public policy and international relations.

    Beschreibung: Bua and Bussu's (2021) article charted transitions between democracy-driven and governance-driven institutional reforms in the case of Barcelona. Their work is useful in identifying dynamism and tipping points shifting between elite-led and bottom-up forms of democratic governance. Building on this work, this chapter adds comparative analytical leverage to Bua and Bussu's insights by comparing the paradigmatic cases of “democracy-driven governance” in Barcelona (Spain) and “governance-driven democracy” in Nantes (France). Based on an analytical framework derived from previous work explaining the institutionalisation of participatory governance (Bussu 2012; Fung and Wright 2003; Heller 2001), the chapter develops knowledge as to the conditions under which DDG-like forms of participatory governance develop, flourish and are sustained or undermined. Nantes and Barcelona are appropriate cases because they have governance histories and contextual features but vary on the recent development of DDG in Barcelona and the sustenance of GDD in Nantes. This chapter explains this divergence, seeking to identify conditions that support DDG.

This chapter aims to provide a comparative analysis of the various solutions that parliaments have arrived at in addressing this universal challenge. DNA argues that actors are communicative agents that discursively seek to promote their policy preferences in a contested domestic political arena, by building coalitions of like-minded. Thus, DNA bridges the gap between Foreign Policy Analysis (FPA) and public policy by integrating domestic politics into the analysis of foreign policy decision-making. DNA rests on two methodological approaches. First, it uses qualitative content analysis for gathering and coding the statements of actors. Since the early 2000s Russian federal authorities have arranged a system of political control on regional elites and their leaders, providing a "police control" of special bodies subordinated by the federal center on policy implementation in the regions. Different mechanisms of fiscal federalism and investment policy have been used to ensure regional elites’ loyalty and a politically centralized but administratively decentralized system has been created. Asking clear, direct, and theoretically informed questions about the relationship between federalism, decentralization and authoritarianism, this book explores the political survival of authoritarian leaders, the determinants of policy formulation, and theories of federalism and decentralization, to reach a new understanding of territorial governance in contemporary Russia. As such, it is an important work for students and researchers in Russian studies and regional and federal studies.

    Beschreibung: Agency, Security and Governance of Small States examines what seems to be a defining paradox of Small-State Studies: the simultaneous coexistence (and possible co-dependence) of vulnerability and opportunity related to small-state size. This book analyses small states within the framework of this apparent paradox. Traditionally, Small-State Studies has focused on three guiding questions: what constitutes a ‘small state’? What explains small-state influence in global affairs? Are small states truly vulnerable to security threats given the expansion of multilateralism and regionalism throughout the world? This book contends that new questions should be asked which recognise the important shifts in twenty-first century security paradigms, to better understand how some states deploy their smallness as a resource for agency in supranational contexts. By varying historical, geographical, security, and governance contexts, the book embraces a most-different-cases approach. The historical perspective is often neglected in Small-State Studies but contributes to understanding how small states have often, over time, transformed perceived insecurity into agency. By focusing on different world regions, the authors enable the comparative analysis of collective actions, and the creation and implementation of institutions for ‘common sense purposes’ within a geographical region. Of particular contemporary importance, the book includes contributions which contend with hard-security issues alongside other soft-security challenges. The comparison of case studies confirms that hard-security vulnerability and soft-security opportunities seem to be two sides of the same coin, which reinforces the book’s focus on small-state paradoxes, and raises the question of whether smallness can be considered the defining characteristic of governance in these countries. This book will have a broad appeal because of the different world regions it analyses. It will be of interest to postgraduate students, scholars, and researchers of international relations, security, sustainability, governance, development, and political economy, as well as Small-State Studies.

    Beschreibung: This volume presents an interdisciplinary analysis of the practice of disappearances in Mexico, from the period of the so-called ‘dirty war’ to the current crisis of disappearances associated with the country’s ‘war on drugs’, during which more than 80,000 people have disappeared. The volume brings together contributions by distinguished scholars from Mexico, Argentina and Europe, who focus their chapters on four broad axes of enquiry. In Part I, chapters examine the phenomenon of disappearances in its historical and present-day forms, and the struggles for memory around the disappeared in Mexico with reference to Argentina. Part II addresses the political dimensions of disappearances, focusing on the specificities that this practice acquires in the context of the counterinsurgency struggle of the 1970s and the so-called ‘war on drugs’. The third section situates the issue within the framework of human rights law by examining the conceptual and legal aspects of disappearances.     Chapter 8 The Role of Constitutional Judges in Protecting Territorial Self- Government (2022)

    Beschreibung: This chapter seeks to explore to what degree judges have used their key role regarding the distribution of powers in order to protect the territorial self-government of subnational entities in federal systems, especially if they are characterized by the presence of national minorities. This question gains particular salience from the insight that the role of courts is often ambivalent, as they may in fact contribute to both “making” federalism and “unmaking” it. The chapter starts with a clarification of key concepts and a justification of the selection of federal systems that it draws evidence from. This selection is based on two criteria: first, the existence of a constitutional court entrusted with the ultimate interpretation of the country’s constitution and, secondly, the employment of federalism as a tool to ensure the territorial self-government of one or more national minorities. The chapter then goes on to analyze from a comparative perspective to what degree judges have protected territorial self-government in four countries, namely Canada, India, Belgium and Spain. It does so with a focus on the distribution of powers and thereby covers jurisprudence on three of the most important dimensions of how responsibilities are allocated. These dimensions are exclusive subnational powers, concurrent powers and the suspension of subnational powers under provisions of emergency rule, all of which are litmus tests for the judicial protection of self-government. On this basis, the chapter’s comparative conclusions point out that judges in each of the four countries have strongly protected territorial self-government in some of the three analyzed dimensions of the distribution of powers and less so in others, thus confirming the importance of a differentiated and in-depth approach. They also discuss whether a change from the traditional role of judges as federal arbiters enforcing the constitution to a new role as active facilitators of conflict management can be useful for guaranteeing that interests of subnational entities are respected.

    Beschreibung: This study combines economic, biographical, performative, and narrative approaches to commemoration to understand how the memory of the Stalinist repressions gains mnemonic capital through individualized practice. It is argued that an individual engaged in the field of commemoration can be seen as a cultural producer and intermediary fulfilling a whole array of different roles, adapting to changing conditions and improvising as the situation demands. The success of the commemorative activities of the organization depends significantly on the material and intangible resources at the disposal of the decision-making individual and the “vernacular creativity” the individual employs. Correspondingly, the selection of symbols used in the commemorative process relies both on the earlier collective mnemonic practices and resources of the national textual community and on the cultural and embodied capital of the decision-making individual. By extending the chains of memory labor outside the field of commemoration, an opportunity has been created for the memory of Stalinist mass repressions to transform and adapt for societal change.
