    Description: Beta Exercise: The Theory and Practice of Osamu Kanemura is the first bilingual (Japanese-English) book to provide an overview of the theoretical work of Japanese photographer and video artist Osamu Kanemura, a unique voice in the world of contemporary photography. The opening essay “Life Is a Gift” comments on the transformation of human life into an exchangeable commodity and the abstraction it entails. “Essay 01” develops Kanemura’s idea of photographic “technique” in an era when such techniques have become accessible to all, radically undermining the importance of human subjectivity in the process of capturing the photographic image: “We can say that modern technology constitutes photographic technique.” Instead, Kanemura argues, extra-technical elements such as concept and vision will have to compensate for the expression of individuality that technique is no longer able to convey. Taking cues from Kiyoshi Kurosawa and Karlheinz Stockhausen, the essay “Dead-Stick Landing” develops Kanemura’s theory of the moving image as mechanical system, solely governed by an “on-off switch.” “Essay 02” develops these ideas into a consideration of cinematic time and the experience of boredom in cinema as the result of a truthful “loyalty” expressed to machines, and not to stories. The essays are accompanied by an extensive two-part interview with Italian photographer Marco Mazzi, touching upon topics ranging from the technical aspects of his equipment, the concept of non-editing, and the destruction of the frame to the similarity between Mao’s dialectics and the camera, the presence of the human figure as trace, and the politics of photographing Tokyo.

    Description: Broken Narrative provides an extensive reflection on history, politics, and contemporary art, revolving around the cornerstones of the artistic practice of Albanian artist Armando Lulaj. The core of the book is formed by and extended interview of Lulaj by Italian artist and writer Marco Mazzi. This inquiry starts in the year 1997, a year of social and political upheaval in Albania, of anarchy, controversies and emigration, of toxic seeds of neoliberalism sprouting in an already wounded country, and continues to the present day, where politics, hidden behind art forms, has practically destroyed (again) every different and possible future of the country. This book also sketches out a connection between the recent Albanian political context and contemporary art by considering the realities of Albania as essential for an understanding of the dynamics of international power in contemporary art and architecture, and the role of politics therein. Broken Narrative comes in a bilingual English–Japanese edition, in part as homage to the subtle esthetics of Japanese poetry, which has inspired many of the Lulaj’s works, while equally evoking the subversive films of the Red Army, active in Japan at the turn of the 1960s and ’70s. Broken Narrative contains a double preface in English by Albanian scholar Jonida Gashi and in Japanese by photographer Osamu Kanemura.

    Description: Eine intakte Umwelt ist eine zentrale Voraussetzung für die menschliche Gesundheit. Damit alle Menschen gut und gesund leben können, sollte die Gesundheitsdimension des Umweltschutzes viel stärker als bislang in die relevanten Politikfelder integriert werden. Der SRU analysiert in diesem Sondergutachten, was dafür notwendig ist. Umweltprobleme, wie zum Beispiel Feinstaub, die Ausbreitung von Antibiotikaresistenzen und die Belastung mit per- und polyfluorierten Alkylsubstanzen (PFAS), sind unzureichend gelöst. Neue Herausforderungen, etwa durch den Klimawandel, kommen hinzu. Gleichzeitig sind sozial benachteiligte Menschen aufgrund ihrer Lebensumwelt oft überdurchschnittlichen Umweltbelastungen ausgesetzt. Manche dieser Probleme sind seit vielen Jahren bekannt, die Politik sollte sie nun konsequent angehen. Zudem wird oft unterschätzt, wie wichtig die Natur für Gesundheit und Wohlbefinden ist. Sie hilft unter anderem dabei, Stress abzubauen, motiviert zur Bewegung und stärkt wahrscheinlich auch das Immunsystem. Um all diese Funktionen zu erhalten, müssen wir sie besser schützen und ihr mehr Raum geben. Die multiplen Umweltkrisen führen zu grundlegend neuen systemischen Anforderungen an Politik und Gesellschaft und machen tiefgreifende Veränderungen erforderlich. Bei den anstehenden Transformationen, beispielsweise der Verkehrs-, Energie-, Agrar- und Ernährungssysteme, sowie den Maßnahmen zur Klimaanpassung ist es wichtig, die Gesundheitsdimensionen konsequent mitzudenken. Nur wenn Bund, Länder und Kommunen Umwelt und Gesundheit entschlossen zusammendenken, können gesunde Lebensbedingungen für alle geschaffen werden. In diesem Sondergutachten gibt der SRU Empfehlungen, wie dies gelingen kann. Dabei legt er Schwerpunkte unter anderem auf die Lebensverhältnisse in der Stadt, den nachhaltigen Umgang mit Chemikalien und eine stärkere Integration von umweltbezogenen Gesundheitsbelangen in andere Politikfelder.

    Description: Im Rahmen einer Verbändeanhörung hat der SRU die vorgeschlagene Novelle des Klimaschutzgesetzes vom 14.06.2023 kommentiert. Das Klimaschutzgesetz ist von überragender Bedeutung für die Einhaltung der deutschen Klimaverpflichtungen, wird jedoch durch die Novelle an entscheidenden Punkten abgeschwächt. Der Rat kritisiert die Aufhebung der Sektorziele, die zu unklaren Verantwortlichkeiten und damit zu unproduktiven Debatten über die Beiträge der Sektoren führen würde. Dies gilt insbesondere, da weiterhin ein Instrument zur wirksamen Begrenzung aller relevanten Emissionen fehlt. Kritikwürdig ist der veränderte Mechanismus in Bezug auf Sofortprogramme, v. a. dass Maßnahmenprogramme allein anhand von Prognosen statt Vergangenheitsdaten ausgelöst werden, deren Erhebung nicht effektiv gelöst ist. Insgesamt würde die Novelle die Umsetzungslücke vergrößern und dringend notwendige Maßnahmen verzögern. Der SRU wiederholt seine Empfehlung, ein CO2-Budget als transparentes Messinstrument der Klimapolitik einzuführen.

    Description: Historical agreed minimum discharges of river Elbe at the czech-german border profile Hřensko/Schöna Discharges of the river Elbe at the border profile between the Czech Republic and Germany at Hřensko/ Schöna play an essential role for the suitability of the German river section downstream for shipping. A cascade of reservoirs upstream the border profile was mainly built between 1950 and 1964. Since then a significant supplemental low water management at the boarder profile is possible. Although the low wa¬ter control at the German-Czech boarder profile is currently managed by a network of German and Czech institutions the legal basis of this management regime is currently not fully understood. In particular, the question raised weather current management targets for low water supplement can be seen based on still valid German-Czech agreements between the former states German Democratic Republic and Czech Slovakian Socialistic Republic. This report summarizes the chronological follow up of the construction of the Czech reservoir system and the related agreements between the German and Czech site.The authors have assembled the development of the effectively agreed minimum discharges at the border profile ČSSR/GDR at Hřensko/Schöna. The available joint coordination statements between ČSSR and GDR during the period April 1983 and May 1988 were reviewed and compared to the recorded discharges. The capacity for low water supplements at Hřensko/Schöna increased since 1900 from 143,58 Mil. m³ to 2 566,24 Mil. m³ in 2010. The greatest parts of the total storage capacity are located in the Vltava and in the Ohře river basin with storage capacities of 1 894,03 Mil. m³ and 404,35 Mil. m³, respectively. The Vltava cascade is currently managed in a way that a minimum discharge is guaranteed of about 40,0 m³/s at barrage Vrané. This compares to a natural discharge situation with minimum flows between 12,0 to 15,0 m³/s. The barrage system in the Ohře river system can currently ensure minimum discharges of about 8,00 m³/s compared with natural discharges between 1,50 and 2,00 m³/s. The boarder profile at Hřensko/ Schöna is directly affected by the reservoir control in Vltava and Ohře. The GDR made several efforts to agree with the ČSSR on minimum discharge levels for the river Elbe at the border profile at Hřensko/Schöna. After years of negotiations minimum monthly medial discharges (Min MQ month) were defined for a hydrological year starting from November until October. However, these monthly medial values still allowed for shortfalls at the daily scale. Based on the monthly medial values two coordination arrangements were concluded between the ČSSR and the GDR about the supply of minimum discharge at their joint border profile at Hřensko/Schöna. The first started in April, 1983 and was valid till 1990. The agreement was updated and extended in May, 1988 till 2000. The lastly agreed monthly minimum values range between 86,8 m³/s in August and 185,2 m³/s in April. Although an agreement about these values exists, it never had a legally binding character. However, these values are still used as orientation for the control of Czech reservoirs in practise. In the past, the agreed minimum discharges felled only once below the limit. In July 1964, the observed monthly discharge was 89,1 m³/s which is 7.1 m³/s short of the agreed value of 96,2 m³/s. Climate change might lead to a more frequent short fall of the once agreed minimum values. Considering this fact and the informal nature of the current target values for control a new formal framework for the minimum flow regime at the German-Czech boarder might be in the interest of the German water users downstream.
