Description: This open access book explores the field of human rights dissemination in Central Asia. Offering a comparative perspective on five post-Soviet Central Asian states—Kazakhstan, Kyrgyzstan, Uzbekistan, Turkmenistan, and Tajikistan, it examines compliance with international human rights standards in these countries. The contributions capture various aspects of human rights dissemination through educational programs, seminars, training, and empowerment programs at Central Asian universities, together with Central Asian NGOs/CSOs and international organizations. The book shows that a change of behavior among state and non-state actors in the region can only happen when both local and international actors, usually international donors, jointly take action to report, train, and empower people in human rights. This book is an invitation to anyone interested in the (troubled) nexus between international human rights norms and standards and their implementation on the local level, as well as in the effective empowerment of citizen in the region.

Description: This open access book offers a systematic survey of the attitudes and values of European political scientists. It builds a structural interpretation based on empirical data, as well as offering reflections on the future structure of the discipline. In the middle of a delicate phase of changes marked by the effects of pandemic and the war in Ukraine, we need to pay attention to the factors that are affecting not only the ‘objects’ of Political Science as a discipline but also its interactions with the world around it. First, this book asks to what extent the work of European political scientists is impacted by the current change. Second, their attitudes and predisposition about the future goals of the discipline are analysed. In the final chapter, the authors seek to understand to what extent a diffuse but still not completely institutionalized academic discipline will be able to produce a comprehensive impact around the European society, in order to be more visible and effective in policy making and policy processes.

Description: Climate change is one of the most significant challenges facing the global community in the twenty-first century. With its position at the border of people, technology, science, and communication, technical communication has a significant role to play in helping to solve these complex environmental problems. This collection of essays engages scholars and practitioners in a conversation about how the field has contributed to pragmatic and democratic action to address climate change. Compared to most prior work—which offers theoretical perspectives of environmental communication—this collection explores the actual practice of international technical communicators who participate in government projects, corporate processes, nonprofit programs, and international agency work, demonstrating how technical communication theories such as participatory design, social justice, and ethics can help shape pragmatic environmental action.

Description: Changing our environmental policy has been at the forefront of many political discussions. But how can we make this change come about? In American Politics and the Environment, Second Edition, Byron W. Daynes, Glen Sussman and Jonathan P. West argue it is critical that we must understand the politics of environmental decision making and how political actors operate within political institutions. Blending behavioral and institutional approaches, each chapter combines discussion of an institution along with sidebars focusing on a particular environmental topic as well as a personal profile of a key decision maker. A central focus of this second edition is the emergence of global climate change as a key issue. Although the scientific community can provide research findings to policy makers, politics can create conflicts, tensions, and delays in the crafting of effective and necessary environmental policy responses. Daynes, Sussman, and West help us understand the role of politics in the policy making process and why institutional players such as the president, Congress, and interest groups succeed or fail in responding to important environmental challenges.

Description: Warfare in the twenty-first century presents significant challenges to the modern state. Serious questions have arisen about the use of drones, target selection, civilian exposure to harm, intervening for humanitarian reasons, and war as a means of forcing regime change. In Just War and Human Rights Todd Burkhardt argues that updating the laws of war and reforming just war theory is needed. A twenty-year veteran of the US Army, Burkhardt claims that war is impermissible unless it is engaged, fought, and concluded with right intention. A state must not only have a just cause and limit its war-making activity in order to vindicate the just cause, but it must also seek to vindicate its just cause in a way that yields a just and lasting peace. A just and lasting peace is motivated by the just war tenet of right intention and predicated on the realization of human rights. Therefore, human rights should not only dictate how a state treats its own people but also how a state treats the people of other countries, insulating them and protecting innocent civilians from the harms of war.

Description: Why are policymakers, scholars, and the general public so surprised when the world turns out to be unpredictable? World Politics at the Edge of Chaos suggests that the study of international politics needs new forms of knowledge to respond to emerging challenges such as the interconnectedness between local and transnational realities; between markets, migration, and social movements; and between pandemics, a looming energy crisis, and climate change. Asserting that Complexity Thinking (CT) provides a much-needed lens for interpreting these challenges, the contributors offer a parallel assessment of the impact of CT to anthropocentric and non-anthropocentric (post-human) International Relations. Using this perspective, the result should be less surprise when confronting the dynamism of a fragile and unpredictable global life.

Description: When we open the newspaper, watch and listen to the news, or follow social media, we are inundated with reports on old and fresh conflict zones around the world. Less apparent, perhaps, are the many attempts at bringing former adversaries together. Reconciliation in Global Context argues for the merit of reconciliation and for the need of global conversations around this topic. The contributing scholars and scholar-practitioners—who hail from the United States, South Africa, Ireland, Israel, Zimbabwe, Germany, Palestine, Belgium, Bosnia and Herzegovina, Serbia, Switzerland, and the Netherlands—describe and analyze examples of reconciliatory practices in different national and political environments. Drawing on direct experiences with reconciliation efforts, from facilitating psychosocial intergroup workshops to critically evaluating official policies, they also reflect on the personal motivations that guide them in this field of engagement. Arranged along an arc that spans from cases describing and interpreting actual processes with groups in conflict to cases in which the conceptual merits and constraints of reconciliation are brought to the fore, the chapters ask hard questions, but also argue for a relational approach to reconciliatory practices. For, in the end, what is important is to embrace a spirit of reconciliation that avoids self-interested action and, instead, advances other-directed care.

Description: Climate change, one of the drivers of global change, is controversial in political circles, but recognized in scientific ones as being of central importance today for the United States and the world. In The Big Thaw, the editors bring together experts, advocates, and academic professionals who address the serious issue of how climate change in the Circumpolar Arctic is affecting and will continue to affect environments, cultures, societies, and economies throughout the world. The contributors discuss a variety of topics, including anthropology, sociology, human geography, community economics, regional development and planning, and political science, as well as biogeophysical sciences such as ecology, human-environmental interactions, and climatology.

Description: The written works of nature's leading advocates—from Charles Sumner and John Muir to Rachel Carson and President Jimmy Carter, to name a few—have been the subject of many texts, but their speeches remain relatively unknown or unexamined. Green Voices aims to redress this situation. After all, when it comes to the leaders, heroes, and activists of the environmental movement, their speeches formed part of the fertile earth from which uniquely American environmental expectations, assumptions, and norms germinated and grew. Despite having in common a definitively rhetorical focus, the contributions in this book reflect a variety of methods and approaches. Some concentrate on a single speaker and a single speech. Others look at several speeches. Some are historical in orientation, while others are more theoretical. In other words, this collection examines the broad sweep of US environmental history from the perspective of our most famous and influential environmental figures.

Description: Based on the dual premise that nations need to learn from how immigration issues are handled in other modern democracies, and that adaptation to a new era of refugee and emigration movements is critical to a stable world, Marilyn Hoskin systematically compares the immigration policies of the United States, Britain, Germany, and France as prime examples of the challenges faced in the twenty-first century. Because immigration is a complex phenomenon, Understanding Immigration provides students with a multidisciplinary framework based on the thesis that a nation's geography, history, economy, and political system define its immigration policy. In the process, it is possible to weigh the influence of such factors as isolation, colonialism, labor imbalances, and tolerance of fringe parties and groups in determining how governments ultimately respond to both routine immigration requests and the more dramatic surges witnessed in both Europe and the United States since 2013.

Description: Terrorism is imprinted on Western society's consciousness. Nearly every week a terrorist attack occurs in the world. The academic world, in attempting to understand terrorism, has often been limited to descriptive work rather than analysis, and has produced surprisingly few mainstream collections on the subject. Coping with Terrorism offers a collection of essays that ask: who are terrorists, what are their goals, who supports them, and how can we combat their tactics? The essays are scholarly, rather than journalistic or ideological, in their approach. As such, they scrutinize a much-discussed and prevalent subject and bring it into the mainstream for international relations.

Description: The last decade has witnessed a global explosion of immigrant protests, political mobilizations by irregular migrants and pro-migrant activists. This volume considers the implications of these struggles for critical understandings of citizenship and borders. Scholars, visual and performance artists, and activists explore the ways in which political activism, art, and popular culture can work to challenge the multiple forms of discrimination and injustice faced by "illegal" and displaced peoples. They focus on a wide range of topics, including desire and neo-colonial violence in film, visibility and representation, pedagogical function of protest, and the role of the arts and artists in the explosion of political protests that challenge the precarious nature of migrant life in the Global North. They also examine shifting practices of boundary making and boundary taking, changing meanings and lived experiences of citizenship, arguing for a noborder politics enacted through a "noborder scholarship. Description: Investigates how activists confront global powers with their street-level dissent. Two Sides of a Barricade argues that to construct global democracy, conflict and dissent must be taken seriously. Christian Scholl explores the political significance of the confrontations within four sites of interaction: bodies, space, communication, and law. Each site of struggle provides a different entry point to understand the influence of protester and police tactics on each other. At the same time, the four sites of struggle allow a comprehensive analysis of how the contestation of global hegemonic forces during summit protests trigger a preemptive shift in social control through increased deployment of biopolitical forms of power.Christian Scholl is Lecturer in Political Science at the University of Amsterdam in the Netherlands. He is the coauthor (with Amory Starr and Luis Fernandez) of Shutting Down the Streets: Political Violence and Social Control in the Global Era.

Description: In this open access publication it is shown, that sustainable low carbon development is a transformative process that constitutes the shifting from the initially chosen or taken pathway to another pathway as goals have been re-visited and revised to enable the system to adapt to changes. However, shifting entails transition costs that are accrued through the effects of lock-ins that have framed decisions and collective actions. The uncertainty about these costs can be overwhelming or even disruptive. This book aims to provide a comprehensive and integrated analytical framework that promotes the understanding of transformation towards sustainability. The analysis of this book is built upon negotiative perspectives to help define, design, and facilitate collective actions in order to execute the principles of sustainability.

Description: This open access book discusses financial crisis management and policy in Europe and Latin America, with a special focus on equity and democracy. Based on a three-year research project by the Jean Monnet Network, this volume takes an interdisciplinary, comparative approach, analyzing both the role and impact of the EU and regional organizations in Latin America on crisis management as well as the consequences of crisis on the process of European integration and on Latin America’s regionalism. The book begins with a theoretical introduction, exploring the effects of the paradigm change on economic policies in Europe and in Latin America and analyzing key systemic aspects of the unsustainability of the present economic system explaining the global crises and their interconnections. The following chapters are divided into sections. The second section explores aspects of regional governance and how the economic and financial crises were managed on a macro level in Europe and Latin America. The third and fourth sections use case studies to drill down to the impact of the crises at the national and regional levels, including the emergence of political polarization and rise in populism in both areas. The last section presents proposals for reform, including the transition from finance capitalism to a sustainable real capitalism in both regions and at the inter-regional level of EU-LAC relations. Written by an international network of academics, practitioners and policy advisors, this volume will be of interest to researchers and students interested in macroeconomics, comparative regionalism, democracy, and financial crisis management as well as politicians, policy advisors, and members of national and regional organizations in the EU and Latin America.

Description: This open access book explores the conceptual challenges posed by the presence of migrants with irregular immigration status in Europe and the evolving policy responses at European, national and municipal level. It addresses the conceptual and policy issues raised, post-entry, by this particular section of the migrant population. Drawing on evidence from different parts of Europe, the book takes the reader through philosophical and ethical dilemmas, legal and sociological analysis to questions of public policy and governance before addressing the concrete ways in which those questions are posed in current policy agendas from the international to the local level. As such this book is a valuable read to researchers, practitioners and policy makers as well as to students working on irregular migration in Europe in a comparative and/or country based perspective.

Description: This open access book is about the perception of the independence of the judiciary in Europe. Do citizens and judges see its independence in the same way? Do judges feel that their independence is respected by the users of the courts, by the leadership of the courts and by politicians? Does the population trust the judiciary more than other public institutions, or less? How does independence of the judiciary work at the national level and at the level of the European Union? These interrelated questions are particularly relevant in times when the independence of the judiciary is under political pressure in several countries in the European Union, giving way to illiberal democracy. Revealing surveys among judges, lay judges and lawyers - in addition to regular surveys of the European Commission - provide a wealth of information to answer these questions. While the answers will not please everyone, they are of interest to a wide audience, in particular court leaders, judges, lawyers, politicians and civil servants.

Description: This open access short reader discusses the emerging patterns of sedentary migration versus mobility of the highly-skilled thereby providing a comprehensive overview of the recent literature on highly-skilled migration. Highly-skilled migrations are arguably the only non-controversial migrant category in political and public discourse. The common perception is that highly-skilled migrants are high-earners with top educational skills and that they are easy to integrate. These perceptions make them a “wanted” migrant. There seems to be however a big divide between the popular perceptions of this migration and its realities uncovered in social research. This publication closes this divide by delving deeper in the variety of experiences, discourses and realities of highly skilled migrants, thereby uncovering the inherent divides between the highly skilled migrants from the North and the South. The reader shows that these divides are constructed realities, shaped by the state policies and underpinned by social imaginary. Written in an accessible language this reader is a perfect read for academics, students and policy makers and all those unfamiliar with the topic.

Description: Comparative analysis of gender equality reforms enacted in ten post-communist states who became members of the European Union.Between 2004 and 2007, ten post-communist Eastern European states became members of the European Union (EU). To do so, these nations had to meet certain EU accession requirements, including antidiscrimination reforms. While attaining EU membership was an incredible achievement, many scholars and experts doubted the sustainability of accession-linked reforms. Would these nations comply with EU directives on gender equality? To explore this question, Defending Women’s Rights in Europe presents a unique analysis of detailed original comparative data on state compliance with EU gender equality requirements. It features a comprehensive quantitative analysis combined with rigorous insightful case studies of reforms in Poland, the Czech Republic, and Lithuania. Olga A. Avdeyeva reveals that policy and institutional reforms developed furthest in those states where women’s advocacy NGOs managed to form coalitions with governing political parties. After becoming members of the EU, the governments did not abolish these policies and institutions despite the costs and lack of popular support. Reputational concerns prevented state elites from policy dismantling, but gender equality policies and institutions became marginalized on the state agenda after accession.Olga A. Avdeyeva is Associate Professor of Political Science at Loyola University Chicago.

Description: Timely analysis of the ways in which women grassroots activists, the European Union, and the Turkish state are involved in shaping gender policies in Turkey.Shaping Gender Policy in Turkey uncovers how, why, and to what extent Turkish women, in addition to the Turkish state and the European Union, have been involved in gender policy changes in Turkey. Through analysis of the role of multiple actors at the subnational, national, and supranational levels, Gül Aldıkaçtı Marshall provides a detailed account of policy diffusion and feminist involvement in policymaking. Contextualizing the meaning of gender equality and multiple approaches to women’s rights, she highlights a pivotal but neglected dimension of scholarship on Turkey’s candidacy for European Union membership. This book represents one of the few works providing a multilevel analysis of gender policy in predominantly Muslim countries, and highlights Turkey’s role at a time of swift structural changes to several political regimes in the Middle East.Gül Aldıkaçtı Marshall is Associate Professor of Sociology at the University of Louisville.

Description: ‘Transgovernance: Advancing Sustainability Governance’ analyses the question what recent and ongoing changes in the relations between politics, science and media – together characterized as the emergence of a knowledge democracy – may imply for governance for sustainable development, on global and other levels of societal decision making, and the other way around: How can the discussion on sustainable development contribute to a knowledge democracy? How can concepts such as second modernity, reflexivity, configuration theory, (meta)governance theory and cultural theory contribute to a ‘transgovernance’ approach which goes beyond mainstream sustainability governance? This volume presents contributions from various angles: international relations, governance and metagovernance theory, (environmental) economics and innovation science. It offers challenging insights regarding institutions and transformation processes, and on the paradigms behind contemporary sustainability governance. This book gives the sustainability governance debate a new context. It transforms classical questions into new options for societal decision making and identifies starting points and strategies towards effective governance of transitions to sustainability.

Description: An overview and analysis of austerity policies and labor movement resistance in several countries.Austerity policies have become the new norm throughout both the developed and developing world. Indeed, austerity has become the new buzz word in the lexicon of politicians from across the political spectrum. At the same time austerity measures have been met with mass protest, the most famous example of which is the Occupy Movement. In the not-too-distant past it would have been the labor movement at the forefront resisting policies that arguably disproportionally target working people and their families. Throughout the twentieth century it was the labor movement that fought for all working people. However, there is an increasing assumption that the labor movement is unable to adequately defend workers from the onslaught of austerity measures. Austerity and the Labor Movement analyzes whether this assumption is indeed true. Examining the labor movements in the US, UK, Greece, Ireland, and Spain, Michael Schiavone provides a systematic explanation of the appeal of austerity policies in certain circles and why the labor movement in each of these countries has been largely unsuccessful in overturning such policies. He argues that the labor movement needs to make major changes and embrace social movement unionism if it has any hope to stop its decline and have any chance to successfully fight against austerity and neoliberalism more generally.Michael Schiavone is a Lecturer in the School of History and International Relations at Flinders University, Australia, and the author of Sports and Labor in the United States, also published by SUNY Press.

Description: This open access book shows how the politics of migration affect community building in the 21st century, drawing on both retrogressive and progressive forms of mobilization. It elaborates theoretically and shows empirically how the two master frames of nostalgia and hope are used in local, national and transnational settings, in and outside conventional forms of doing politics. It expands on polarized societal processes and external events relevant for the transformation of European welfare systems and the reproduction of national identities today. It evidences the importance of gender in the narrative use of the master frames of nostalgia and hope, either as an ideological tool for right-wing populist and extreme right retrogressive mobilization or as an essential element of progressive intersectional politics of hope. It uses both comparative and single case studies to address different perspectives, and by means of various methodological approaches, the manner in which the master frames of nostalgia and hope are articulated in the politics of culture, welfare, and migration. The book is organized around three thematic sections whereby the first section deals with right-wing populist party politics across Europe, the second section deals with an articulation of politics beyond party politics by means of retrogressive mobilization, and the third and last section deals with emancipatory initiatives beyond party politics as well.

Description: This is an open access book. Media industry research and EU policymaking are predominantly tailored to large (and, in the latter case, Western) European markets. This open access book addresses the specific qualities of smaller media markets, highlighting their vulnerability to global digital competition and outlining survival strategies for them. New online distribution models and new trends in the consumption of audiovisual content are limited by, and pose new challenges for, existing audiovisual business models and their legal framework in the EU. The European Commission’s Digital Single Market (DSM) strategy, which was intended e.g. to remove obstacles to the cross-border distribution of audiovisual content, has triggered a heated debate on the transformation of the existing ecosystem for European screen industries. While most current discussions focus on the United States, Western Europe, and the multinational giants, this book approaches these industry trends and policy questions from the perspective of relatively small and peripheral (in terms of their population, language, cross-border cultural flows, and financial and/or symbolic capital) media markets.
