    Description: Since the time of decolonisation in Fiji, women's organisations have navigated a complex political terrain. While they have stayed true to the aim of advancing women's status, their work has been buffeted by national political upheavals and changing global and regional directions in development policy-making. This book documents how women activists have understood and responded to these challenges. It is the first book to write women into Fiji's postcolonial history, providing a detailed historical account of that country's gender politics across four tumultuous decades. It is also the first to examine the 'situated' nature of gender advocacy in the Pacific Islands more broadly. It does this by analysing trends in activity, from women's radical and provocative activism of the 1960s to a more self-evaluative and reflexive mood of engagement in later decades, showing how interplaying global and local factors can shape women's understandings of gender justice and their pursuit of that goal.

    Description: Why did enduring traditions of economic and political liberty emerge in Western Europe and not elsewhere? Representative democracy, constitutionalism, and the rule of law are crucial for establishing a just and prosperous society, which we usually treat as the fruits of the Renaissance and Enlightenment, as Western European societies put the Dark Ages behind them. In The Medieval Constitution of Liberty, Salter and Young point instead to the constitutional order that characterized the High Middle Ages. They provide a historical account of how this constitutional order evolved following the fall of the Western Roman Empire. This account runs from the settlements of militarized Germanic elites within the imperial frontiers, to the host of successor kingdoms in the sixth and seventh centuries, and through the short-lived Carolingian empire of the late eighth and ninth centuries and the so-called "feudal anarchy" that followed its demise. Given this unique historical backdrop, Salter and Young consider the resulting structures of political property rights. They argue that the historical reality approximated a constitutional ideal type, which they term polycentric sovereignty. Salter and Young provide a theoretical analysis of polycentric sovereignty, arguing that bargains between political property rights holders within that sort of constitutional order will lead to improvements in governance.

    Description: In May 2006 Fiji held its tenth general election since independence in 1970. In a country with an unenviable history of electoral trauma, the mood was apprehensive if not tense - not least because of controversial public statements against the incumbent Qarase government being made by the commander of Fiji's military forces. Despite a record number of parties and candidates, the winners were the two big parties - the heavily church-backed SDL, the party of choice of the majority of indigenous Fijians; and the Fiji Labour Party, the party preferred by most Indo-Fijians. Although the result was ethnically polarised, for the first time in Fijian history the successful candidates came together to share power in a constitutionally ordained multiparty cabinet, with Laisenia Qarase retaining the prime ministership. But the fragile collaboration was short-lived. On 5 December 2006, Commodore Voreqe Bainimarama ordered a military takeover, declaring himself 'President', ousting the elected government and replacing it with an 'interim' government of his choice, and once again throwing Fiji into political turmoil.     Description: Administering Justice examines the leadership role of chief justices in the American states, including how those duties require chief justices to be part of the broader state political environment. Vining and Wilhelm focus extensively on the power of chief justices as public spokespersons, legislative liaisons, and reform leaders. In contrast to much existing research on chief justices in the states, this study weighs their extrajudicial responsibilities rather than intracourt leadership. By assessing the content of State of the Judiciary remarks delivered over a period of sixty years, Vining and Wilhelm are able to analyze the reform agendas advanced by chief justices and determine what factors influence the likelihood of success. These analyses confirm that chief justices engage with state politics in meaningful ways and that reactions to their proposals are influenced by ideological congruence with other political elites and the scope of their requests. Administering Justice also examines the chief justice position as an institution, provides a collective profile of its occupants, and surveys growing diversity among court leaders.

Papua New Guinea has had its share of public sector reforms, frequently under the influence of multinational agencies and aid donors. Yet there seems to be a general consensus, both within and outside Papua New Guinea, that policy making and implementation have fallen short of expectations, that there has been a failure to achieve 'good governance'. This volume, which brings together a number of Papua New Guinean and Australian-based scholars and practitioners with deep familiarity of policy making in Papua New Guinea, examines the record of policy making and implementation in Papua New Guinea since independence. It reviews the history of public sector reform in Papua New Guinea, and provides case studies of policy making and implementation in a number of areas, including the economy, agriculture, mineral development, health, education, lands, environment, forestry, decentralization, law and order, defence, women and foreign affairs, privatization, and AIDS. Policy is continuously evolving, but this study documents the processes of policy making and implementation over a number of years, with the hope that a better understanding of past successes and failures will contribute to improved governance in the future.

    Description: His admirers said he was a charismatic leader with a dazzling smile, a commoner following an ancient tradition of warrior service on behalf of an indigenous people who feared marginalisation at the hands of ungrateful immigrants. One tourist pleaded with him to stage a coup in her backyard; in private parties around the capital, Suva, infatuated women whispered ‘coup me baby’ in his presence. It was so easy to overlook the enormity of what he had done in planning and implementing Fiji’s first military coup, to be seduced by celebrity, captivated by the excitement of the moment, and plead its inevitability as the final eruption of long-simmering indigenous discontent. A generation would pass before the consequences of the actions of Fiji’s strongman of 1987, Sitiveni Rabuka, would be fully appreciated but, by then, the die had been well and truly cast. The major general did not live happily ever after. No nirvana followed the assertion of indigenous rights. If anything, misadventure became his country’s most enduring contemporary trait. This is Fiji’s very human story.

    Description: Efforts to reform the U.S. campaign finance system typically focus on the corrupting influence of large contributions. Yet, as Raymond J. La Raja and Brian F. Schaffner argue, reforms aimed at cutting the flow of money into politics have unintentionally favored candidates with extreme ideological agendas and, consequently, fostered political polarization. Drawing on data from 50 states and the U.S. Congress over 20 years, La Raja and Schaffner reveal that current rules allow wealthy ideological groups and donors to dominate the financing of political campaigns. In order to attract funding, candidates take uncompromising positions on key issues and, if elected, take their partisan views into the legislature. As a remedy, the authors propose that additional campaign money be channeled through party organizations-rather than directly to candidates-because these organizations tend to be less ideological than the activists who now provide the lion's share of money to political candidates. Shifting campaign finance to parties would ease polarization by reducing the influence of "purist" donors with their rigid policy stances. La Raja and Schaffner conclude the book with policy recommendations for campaign finance in the United States. They are among the few non-libertarians who argue that less regulation, particularly for political parties, may in fact improve the democratic process.

Power's monograph asserts the need for the reform of Australian governance and charts Australia's fitful progress towards a republican future. Along the way he sketches a framework for constitutional reform, mindful of the strengths and weaknesses of the current system of government and the contest of ideas about the role and configuration of Australian Heads of State. Long a frustrated Australian republican, Power contends that the republican log jam is due in significant part to a lack of respect shown by the republican policy community to the contribution long made to good governance by monarchical heads of state. This monograph seeks to draw lessons from this experience, so as to make the republican venture one of substance for the Australian public. In so doing, Power draws on a range of republican, indigenous and feminist writings in order to develop a new framework of 'fiducial governance' aimed at enhancing the trustworthiness and integrity of our institutions of governance, thereby paving the way for the replacement of the monarch by a directly elected head of state. This is an erudite and thoughtful book that will be of interest to those with an interest in systems of governance and to constitutional scholars, whether they be republicans or monarchists.

    Description: A racially-weighted Constitution, promulgated by decree in 1990, divided the country and invited international condemnation, and the economy suffered from the collapse of institutions of good governance. In 1995, an independent Constitution Review Commision appointed by the Fijian parliament, recommended wide-ranging changes to the Constitution. Its report formed the basis of a new Constitution promulgated, after wide-ranging consultation and debate, in 1997. Two years later, Fiji held a general election under it. This collection of essays looks at the politics and dynamics of that momentous event, and the role of key individuals and institutions in producing an outcome that, a year later, plunged Fiji into its first major crisis of the twenty-first century. The essays look at some of the key political and development issues on the eve of the crisis, but the relevance to the current debates about the nature and meaning of politics in Fiji remains. All the contributors are recognised and longstanding specialists in their fields.

Because the legislation is an integral part of the way in which indigenous people are defined and managed in relation to the State, it serves to elicit particular responses in landowner organisation and self-identification on the part of indigenous people.     Description: This monograph explores the ways in which people experience ‘development’ and how development shapes and maintains their lives. The discussion begins with Lampung Province, moves to one of the province’s highland regions, and ends in a village in this highland region. Colonial and post-colonial initiatives drove the transformation of Lampung in the twentieth century bringing mixed results and effects including rapid growth in agricultural production, the formation of ‘wealthy zones’ in some areas, and the creation of pockets of poverty in other areas. In Sumber Jaya and the highlands of Way Tenong, migrants have transformed one of Lampung’s last frontier regions into one of its ‘wealthy zones’. Although the bulk of these migrants migrated spontaneously, they were integrated within the framework of planned development. The level of progress that the region has achieved is largely the result of villagers’ efforts to bring state resources to the village. In conflict with forestry authorities for decades, farmers in some villages have agreed to establish a new relationship with authorities, but the struggle for control over land resources continues.

    Description: Securing Village Life: Development in Late Colonial Papua New Guinea examines the significance for post-World War II Australian colonial policy of the modern idea of development. Australian officials emphasised the importance of bringing development for both the colony of Papua and the United Nations Trust Territory of New Guinea. The principal form that development took involved securing smallholders against the tendencies of other forms of capitalist development that might have separated households from land. In order to make household occupation of their holdings more secure and at higher standards of living, the colonial administration coordinated and supervised increases in production of crops and other agricultural produce. Contrary to suggestions that colonial policy and practice ignored indigenous agriculture and concentrated on plantation crops grown by international firms and expatriate owner-occupiers, the study shows how the main focus was instead upon increasing smallholder output for immediate consumption as well as for local and international markets. Simultaneously development stimulated increases in consumption, including of goods produced through manufacturing processes and imported into the colony. Only as Independence approached was the pre-eminence of the earlier focus upon smallholders weakened. In part the change occurred due to the political advance of the indigenous capitalist class and their allies seeking to extend their base in largeholding agriculture and related commercial activities. This advance and the uncertainty over which form of development would prevail once indigenes held state power in post-colonial Papua New Guinea stood in marked contrast to the definite direction pursued under the colonial administration of the 1950s and early 1960s.

    Description: Under a Memorandum of Understanding between Indonesia and Australia, traditional Indonesian fishermen are permitted access to fish in a designated area inside the 200 nautical mile Australian Fishing Zone (AFZ). However, crew and vessels are regularly apprehended for illegal fishing activity outside the permitted areas and, after prosecution in Australian courts, their boats and equipment are destroyed and the fishermen repatriated to Indonesia. This is an ethnographic study of one group of Indonesian maritime people who operate in the AFZ. It concerns Bajo people who originate from villages in the Tukang Besi Islands, Southeast Sulawesi. It explores the social, cultural, economic and historic conditions which underpin Bajo sailing and fishing voyages in the AFZ. It also examines issues concerning Australian maritime expansion and Australian government policies, treatment and understanding of Bajo fishing. The study considers the concept of “traditional” fishing regulating access to the MOU area based on use of unchanging technology, and consequences arising from adherence to such a view of “traditional”; the effect of Australian maritime expansion on Bajo fishing activity; the effectiveness of policy in providing for fishing rights and stopping illegal activity, and why Bajo continue to fish in the AFZ despite a range of ongoing restrictions on their activity.

Elections are all about winners, but who decides who the winners will be? Voters definitely have a big say, but it is the electoral system that determines how votes translate into seats in parliament. Any changes to the electoral system require the support of those in power, and it is important to question who benefits from electoral reforms. It is not surprising that partisanship plays a role and that governing parties usually benefit, although that is not always the case. This book assesses Australian electoral reforms of the past 30 years using personal interview data and parliamentary debates, to provide a picture of the reform process as well as the outcomes. These issues, such as who gets to vote, the use of postal voting, party registration and vote weighting, have a profound impact on who wins elections. The book also examines Australia's electoral administration, testing for professionalism, independence and integrity.

    Description: Michael Meeropol argues that the ballooning of the federal budget deficit was not a serious problem in the 1980s, nor were the successful recent efforts to get it under control the basis for the prosperous economy of the mid-1990s. In this controversial book, the author provides a close look at what actually happened to the American economy during the years of the "Reagan Revolution" and reveals that the huge deficits had no negative effect on the economy. It was the other policies of the Reagan years--high interest rates to fight inflation, supply-side tax cuts, reductions in regulation, increased advantages for investors and the wealthy, the unraveling of the safety net for the poor--that were unsuccessful in generating more rapid growth and other economic improvements. Meeropol provides compelling evidence of the failure of the U.S. economy between 1990 and 1994 to generate rising incomes for most of the population or improvements in productivity. This caused, first, the electoral repudiation of President Bush in 1992, followed by a repudiation of President Clinton in the 1994 Congressional elections. The Clinton administration made a half-hearted attempt to reverse the Reagan Revolution in economic policy, but ultimately surrendered to the Republican Congressional majority in 1996 when Clinton promised to balance the budget by 2000 and signed the welfare reform bill. The rapid growth of the economy in 1997 caused surprisingly high government revenues, a dramatic fall in the federal budget deficit, and a brief euphoria evident in an almost uncontrollable stock market boom. Finally, Meeropol argues powerfully that the next recession, certain to come before the end of 1999, will turn the predicted path to budget balance and millennial prosperity into a painful joke on the hubris of public policymakers. Once seen by many as a colonial interloper in the South Pacific, by the early 2000s, after it ended nuclear testing in French Polynesia and negotiated transitional Accords responding to independence demands in New Caledonia, France seems to have become generally accepted as a regional partner, even if its efforts concentrate on its own territories rather than the independent island states. But France’s future in the region has yet to be secured. By 2014 it is to have handed over a set of agreed autonomies to the New Caledonian government, before an independence referendum process begins. Past experience suggests that a final resolution of the status of New Caledonia will be divisive and could lead once again to violent confrontations. In French Polynesia, calls continue for independence and for treatment under UN decolonisation procedures, which France opposes. Other island leaders are watching, so far putting faith in the Noumea Accord, but wary of the final stages.     Description: Papua New Guinea’s general election in 2007 attracted particular interest for several reasons. Not only did it follow what was widely acknowledged as the country’s worst election ever, in 2002 (in which elections in six of the country’s 109 electorates were declared to be ‘failed elections’), it was the first general election to be held under a new limited preferential voting system. It also followed the first full parliamentary term under the Organic Law on the Integrity of Political Parties and Candidates, which had been introduced in 2001 in an attempt to strengthen political parties and create a greater degree of stability in the national parliament, and was the first to embrace a ‘whole-of-government’ approach to electoral administration, through an Interdepartmental Electoral Committee. This volume provides an analysis of the 2007 election, drawing on the work of a domestic monitoring team organized through the National Research Institute, and several visiting scholars. It addresses key issues such as voter education, electoral administration, election security, the role of political parties, women as candidates and voters, the shift to limited preferential voting, and HIV transmission, and provides detailed accounts of the election in a number of open and provincial electorates. It is generally agreed that the election of 2007 was an improvement on that of 2002. But problems of electoral administration and voting behaviour remain. These are identified in this volume, and recommendations made for electoral reform.

    Description: Earle Christmas Grafton Page (1880-1961) - surgeon, Country Party leader, treasurer and prime minister - was perhaps the most extraordinary visionary to hold high public office in twentieth-century Australia. Over decades, he made determined efforts to seize 'the psychological moment', and thereby realise his vision of a decentralised, regionalised and rationally ordered nation. Page's unique dreaming of a very different Australia encompassed new states, hydroelectricity, economic planning, cooperative federalism and rural universities. His story casts light on the wider place in history of visions of national development. He was Australia's most important advocate of developmentalism, the important yet little-studied stream of thought that assumes that governments can lead the nation to realise its economic potential. His audacious synthesis of ideas delineated and stretched the Australian political imagination. Page's rich career confirms that Australia has long inspired popular ideals of national development, but also suggests that their practical implementation was increasingly challenged during the twentieth century. Effervescent, intelligent and somewhat eccentric, Page was one of Australia's great optimists. Few Australian leaders who stood for so much have since been so neglected.

    Description: The Pacific Trade and Development (PAFTAD) conference series has been at the forefront of analysing challenges facing the economies of East Asia and the Pacific since its first meeting in Tokyo in January 1968. The 38th PAFTAD conference met at a key time to consider international economic integration. Earlier in the year, the people of the United Kingdom voted to leave the European Union and the United States elected Donald Trump as their next president on the back of an inward-looking ‘America First’ promise. Brexit and President Trump represent a growing, and worrying, trend towards protectionism in the North Atlantic countries that have led the process of globalisation since the end of the Second World War. The chapters in the volume describe the state of play in Asian economic integration but, more importantly, look forward to the region’s future, and the role it might play in defending the global system that has underwritten its historic rise. Asia has the potential to stand as a bulwark against the dual threats of North Atlantic protectionism and slowing trade growth, but collective leadership will be needed regionally and difficult domestic reforms will be required in each country.

    Description: May 19, 2000. Fiji's democratically elected multiracial government is hijacked by a group of armed gunmen led by George Speight, and held hostage for fifty days. Suva, the capital, is torched and looted as Speight's supporters gather on the lawns of the parliamentary complex, dancing, cooking food, celebrating the purported abrogation of the constitution that brought the People's Coalition government to power. The country is plunged into darkness yet again, enduring the pain of three coups in a period of just thirteen years. The process of healing and reconciliation, symbolised by the enactment of a new Constitution, unanimously approved by Parliament and blessed by the powerful Great Council of Chiefs, lies discarded, as winds of ethnic chauvinism sweep through the countryside, damaging the fragile fabric of multiculturalism that was carefully constructed by so many over many years. The economy is on the brink of collapse, investor confidence has vanished, and the best and the brightest are seeking succour on other shores. Fiji falls victim, yet again, to the prejudice and greed of a section of its people. This book gathers together a handful of memoirs of those tragic events in Fiji. They were written while the gun was still smoking; personal, anguished reactions of people from all walks of life, concerned about a country they all love but deeply distressed by the developments there. They are first reactions. They will in time become essential building blocks for a larger interpretive framework of academic analysis about origins, processes and impacts. Straight from the heart, these memoirs will be remembered as the people of Fiji and their friends elsewhere contemplate the wreckage and ruin brought about by that act of madness in the month of May 2000.

    Reconciliation and Architectures of Commitment (2023)

    Description: Following a bloody civil war, peace consolidated slowly and sequentially in Bougainville. That sequence was of both a top-down architecture of credible commitment in a formal peace process and layer upon layer of bottom-up reconciliation. Reconciliation was based on indigenous traditions of peacemaking. It also drew on Christian traditions of reconciliation, on training in restorative justice principles and on innovation in womens' peacebuilding. Peacekeepers opened safe spaces for reconciliation, but it was locals who shaped and owned the peace. There is much to learn from this distinctively indigenous peace architecture. It is a far cry from the norms of a 'liberal peace' or a 'realist peace'. The authors describe it as a hybrid 'restorative peace' in which 'mothers of the land' and then male combatants linked arms in creative ways. A danger to Bougainville's peace is weakness of international commitment to honour the result of a forthcoming independence referendum that is one central plank of the peace deal.

    Description: Australian cities have traditionally relied for their water on a 'predict-and-provide' philosophy that gives primacy to big engineering solutions. In more recent years privatised water authorities, seeking to maximise consumption and profits, have reinforced the emphasis on increasing supply. Now the cities must cope with the stresses these policies have imposed on the eco-systems from which they harvest water, into which they discharge wastes, and on which they are located. Residents are having to pay more for their water, while the cities themselves are becoming less sustainable. Must we build more dams and desalination plants, or should we be managing the demand for urban water more prudently? This book explores the demand for urban water and how it has changed in response to shifting social mores over the past century. It explains how demand for centralised provision of water might be reshaped to enable the cities to better cope with expected changes in supply as our climate changes. And it discusses the implications of property rights in water for proposals to privatise water services.

    Description: As the global ‘data revolution’ accelerates, how can the data rights and interests of indigenous peoples be secured? Premised on the United Nations Declaration on the Rights of Indigenous Peoples, this book argues that indigenous peoples have inherent and inalienable rights relating to the collection, ownership and application of data about them, and about their lifeways and territories. As the first book to focus on indigenous data sovereignty, it asks: what does data sovereignty mean for indigenous peoples, and how is it being used in their pursuit of self-determination?     Description: This collection of essays had its origins in a one-day workshop held in August 2015 at The Australian National University. Jointly convened by Dr John Butcher (ANZSOG) and Professor David Gilchrist (Curtin Not-for-profit Initiative) the purpose of the workshop was to bring together academic researchers, policy practitioners and thought leaders to address a variety of emerging issues facing policymakers, public sector commissioners, not-for-profit providers of publicly funded services, and businesses interested in opportunities for social investment. The workshop itself generated a great deal of interest and a ‘baker’s dozen’ of contributors challenged and engaged a full house. The level of enthusiasm shown by the audience for the subject matter was such that the decision to curate the presentations in the form of a book was never in doubt. The editors trust that this volume will vindicate that decision. At one time the state exercised a near monopoly in the delivery of social programs. Today, almost every important public problem is a three sector problem and yet we have little idea of what a high-performing three sector production system looks like. It is the editors’ hope that this volume will provide a foundation for some answers to these important public policy questions.

    Description: Viet Nam has seen consistent rapid economic growth and impressive declines in poverty since it initiated its Doi Moi economic reforms in the late 1980s. Viet Nam has taken a selective, step-by-step approach to reform—an approach often criticised by proponents of the Washington Consensus. That this approach has been so successful has come as something of a surprise to much of the international community. Analysing closely aspects of Viet Nam's reform process, enterprise development, income growth and poverty alleviation, Viet Nam: a transition tiger? argues that Viet Nam's remarkable development is not readily explained by the more orthodox versions of the Washington Consensus. Successful policy is not built on mechanistic replication of some general reform blueprint, but on responding pragmatically to specific national circumstances. Government policy has had an impact on economic performance but economic experience has also guided the formulation of economic policy. Faced with increasingly complex economic conditions, Vietnamese policymakers will need to rely more than ever on their flexibility and pragmatism if Viet Nam's remarkable economic performance is to be sustained.

    Description: Half a century after the Holocaust, on European soil, Bosnian Serbs orchestrated a system of concentration camps where they subjected their Bosniak Muslim and Bosnian Croat neighbors to torture, abuse, and killing. Foreign journalists exposed the horrors of the camps in the summer of 1992, sparking worldwide outrage. This exposure, however, did not stop the mass atrocities. Hikmet Karčić shows that the use of camps and detention facilities has been a ubiquitous practice in countless wars and genocides in order to achieve the wartime objectives of perpetrators. Although camps have been used for different strategic purposes, their essential functions are always the same: to inflict torture and lasting trauma on the victims. Torture, Humiliate, Kill develops the author’s collective traumatization theory, which contends that the concentration camps set up by the Bosnian Serb authorities had the primary purpose of inflicting collective trauma on the non-Serb population of Bosnia and Herzegovina. This collective traumatization consisted of excessive use of torture, sexual abuse, humiliation, and killing. The physical and psychological suffering imposed by these methods were seen as a quick and efficient means to establish the Serb “living space.” Karčić argues that this trauma was deliberately intended to deter non-Serbs from ever returning to their pre-war homes. The book centers on multiple examples of experiences at concentration camps in four towns operated by Bosnian Serbs during the war: Prijedor, Bijeljina, Višegrad, and Bileća. Chosen according to their political and geographical position, Karčić demonstrates that these camps were used as tools for the ethno-religious genocidal campaign against non-Serbs. Torture, Humiliate, Kill is a thorough and definitive resource for understanding the function and operation of camps during the Bosnian genocide.

    Description: Delegating Responsibility explores the politics of migration in the European Union and explains how the EU responded to the 2015–17 refugee crisis. Based on 86 interviews and fieldwork in Greece and Italy, Nicholas R. Micinski proposes a new theory of international cooperation on international migration. States approach migration policies in many ways—such as coordination, collaboration, subcontracting, and unilateralism—but which policy they choose is based on capacity and on credible partners on the ground. Micinski traces the fifty-year evolution of EU migration management, like border security and asylum policies, and shows how EU officials used “crises” as political leverage to further Europeanize migration governance. In two in-depth case studies, he explains how Italy and Greece responded to the most recent refugee crisis. He concludes with a discussion of policy recommendations regarding contemporary as well as long-term aspirations for migration management in the EU.

    Description: As we face new challenges from climate change and the rise of populism in Western politics and beyond, there is little doubt that we are entering a new configuration of world politics. Driven by nostalgia for past certainties or fear of what is coming next, references to normalcy have been creeping into political discourse, with people either vying for a return to a past normalcy  or coping with the new normal.  This book traces main discourses and practices associated with normalcy in world politics. Visoka and Lemay-Hébert mostly focus on how dominant states and international organizations try to manage global affairs through imposing normalcy over fragile states, restoring normalcy over disaster-affected states, and accepting normalcy over suppressive states. They show how discourses and practices come together in constituting normalization interventions and how in turn they play in shaping the dynamics of continuity and change in world politics.

    Description: Latin America underwent two major transformations during the 2000s: the widespread election of left-leaning presidents (the so-called left turn) and the diffusion of conditional cash transfer programs (CCTs)—innovative social programs that award regular stipends to poor families on the condition that their children attend school. Combining cross-national quantitative research covering the entire region and in-depth case studies based on field research, Human Capital versus Basic Income: Ideology and Models of Anti-Poverty Programs in Latin America challenges the conventional wisdom that these two transformations were unrelated. In this book, author Fabián A. Borges demonstrates that this ideology greatly influenced both the adoption and design of CCTs. There were two distinct models of CCTs: a “human capital” model based on means-tested targeting and strict enforcement of program conditions, exemplified by the program launched by Mexico’s right, and a more universalistic “basic income” model with more permissive enforcement of conditionality, exemplified by Brazil’s program under Lula. These two models then spread across the region. Whereas right and center governments, with assistance from international financial institutions, enacted CCTs based on the human capital model, the left, with assistance from Brazil, enacted CCTs based on the basic income model. The existence of two distinct types of CCTs and their relation to ideology is supported by quantitative analyses covering the entire region and in-depth case studies based on field research in three countries. Left-wing governments operate CCTs that cover more people and spend more on those programs than their center or right-wing counterparts. Beyond coverage, a subsequent analysis of the 10 national programs adopted after Lula’s embrace of CCTs confirms that program design—evaluated in terms of scope of the target population, strictness of conditionality enforcement, and stipend structure—is shaped by government ideology. This finding is then fleshed out through case studies of the political processes that culminated in the adoption of basic income CCTs by left-wing governments in Argentina and Bolivia and a human capital CCT by a centrist president in Costa Rica.

    Description: When does a reigning great power of the international system supplement military containment of a challenging power by restricting its economic exchanges with that state? Scholars of great power politics have traditionally focused on examining a reigning power’s military containment of a challenging power. In direct contrast, Compound Containment demonstrates that these conventional studies are flawed without a sound understanding of the multilayered aspects of containment strategy in great power politics. Since economic capacity and military power are intimately linked to one another, countering a challenging power requires addressing both economic and military dimensions. Nonetheless, this nexus of security and economy in a reigning power’s response to a challenging power cannot be explained by traditional theories that dominate research in international security. Author Dong Jung Kim fills a gap in the scholarship on great power competition by investigating when a reigning power will make its military containment of a challenging power “compound” by simultaneously employing restrictive economic measures. Its main theoretical claims are corroborated by an analysis of key historical cases of reigning power-challenging power competition. This book also offers policy prescriptions for the United States by examining whether the United States is in a position to complement military containment of China with restrictive economic measures.

    Description: As shown by China’s relationship to Japan, and Japan’s relationship to South Korea, even growing regional economic interdependencies are not enough to overcome bitter memories grounded in earlier wars, invasions, and periods of colonial domination. Although efforts to ease historical animosity have been made, few have proven to be successful in Northeast Asia. In previous research scholars anticipated an improvement in relations through thick economic interdependence or increased societal contact. In economic terms, however, Japan and China already trade heavily: Japan has emerged as China’s largest trading partner and China as second largest to Japan. Societal contact is already intense, as millions of Chinese, Koreans, and Japanese visit one another’s countries annually as students, tourists, and on business trips. But these developments have not alleviated international distrust and negative perception, or resolved disagreement on what constitutes “adequate reparation” regarding the countries’ painful history. Noticing clashes of strong nationalisms around the world in areas like Northeast Asia, numerous studies have suggested that more peaceful relations are likely only if countries submerge or paper over existing national identities by promoting universalism. Pride, Not Prejudice argues, to the contrary, that affirmation of national identities may be a more effective way to build international cooperation. If each national population reflects on the values of their national identity, trust and positive perception can increase between countries. This idea is consistent with the theoretical foundation that those who have a clear, secure, and content sense of self, in turn, can be more open, evenhanded, and less defensive toward others. In addition, this reduced defensiveness also enhances guilt admission by past “inflictors” of conflict and colonialism. Eunbin Chung borrows the social psychological theory of self-affirmation and applies it to an international context to argue that affirmation of a national identity, or reflecting on what it means to be part of one’s country, can increase trust, guilt recognition, and positive perception between countries.

In Common Law Judging, Douglas Edlin challenges these widely held assumptions by reorienting the entire discussion. Rather than analyze judging in terms of objectivity and truth, he argues that we should instead approach the role of a judge’s individual perspective in terms of intersubjectivity and validity. Drawing upon Kantian aesthetic theory as well as case law, legal theory, and constitutional theory, Edlin develops a new conceptual framework for the respective roles of the individual judge and of the judiciary as an institution, as well as the relationship between them, as integral parts of the broader legal and political community. Specifically, Edlin situates a judge’s subjective responses within a form of legal reasoning and reflective judgment that must be communicated to different audiences. Edlin concludes that the individual values and perspectives of judges are indispensable both to their judgments in specific cases and to the independence of the courts. According to the common law tradition, judicial subjectivity is a virtue, not a vice.

Surprisingly, Ka Zeng and Joshua Eastin find that international economic integration with nation-states that have stringent environmental regulations facilitates the diffusion of corporate environmental norms and standards to Chinese provinces. At the same time, concerns about “green” tariffs imposed by importing countries encourage Chinese export-oriented firms to ratchet up their own environmental standards. Findings from a probability sample of 2,100 individuals randomly selected from three major Kurdish-populated provinces in the eastern part of Turkey, coupled with insights from face-to-face in-depth interviews with dozens of individuals affected by violence, provide evidence for the multifaceted nature of exposure to violence during civil war.

In this context, the configuration of regional orders has come into question, as in the extreme case of the current collapse in the Middle East. The idea of a “Russian resurgence” in the Middle East set against a perceived American withdrawal has captured the attention of policymakers and scholars alike, warranting further examination. This volume, a joint publication by ISPI and the Atlantic Council, gathers analysis on Washington’s and Moscow’s policy choices in the MENA region and develops case studies of the two powers’ engagament in the countries beset by major crises.
