It finds that the optimisation of emotions for commercial and political gain is a primary cause of false information online.     Description: This open access book explores the idea that corporate rhetoric can be a force for good. In developing a new framework for analysis and discussion of green marketing, the authors argue that corporate environmental rhetoric can be harnessed to contribute to climate transition and a more sustainable market economy. The work explores the transformative power inherent in green promises and sets a vision of what green marketers should strive for. Engaging with selected research on organizational theory, the authors negotiate the conflicting paradigms of rhetorical theory and their relation to the study of corporate legitimation practices. The resulting theoretical framework provides an analytical scheme that can be useful in various disciplines – such as sociology, economics, law, marketing theory, and communication. It also illustrates how we can find new answers to contemporary challenges by re-imagining rhetoric. This is an open access book.

    Description: This open access book discusses the emergence and development, and in some cases also the disappearance, of social movements and activism in Sweden during the 1980s. Its aim is to nuance and problematize the image of the 1980s as unilaterally dominated by right-wing politics and neoliberalism, as well as the idea of a conflict-free Scandinavian model. The 1980s have often been described as a period when the influence of radical-left movements during the 1970s diminished. Instead, this book argues that the 1980s was a decade in which new radical social movements emerged in opposition to the prevalent political order, including the nuclear disarmament movement, the women's movement, anti-fascist movements, and the punk and environmental movements. The authors also demonstrate how issues such as squatting, nuclear resistance, rent strikes and the environment, included a variety of contentious collective action. Sweden, therefore, presents an interesting example of how resistance and conflict in a strong welfare state have been influenced by contentious social movements. Placing Sweden within the wider context of Scandinavia and Europe, this edited collection makes an important contribution to the history of social movements.

    Description: This open access book provides a comprehensive analysis of the EU's crucial support for the implementation of the Havana Peace Agreement between the Colombian government and the FARC-EP. It explores the use of new approaches and instruments that, despite some limitations and criticisms, could go beyond conventional liberal peace and provide useful lessons. Particular attention is paid to three axes: strengthening civil society, protection of human rights and a territorial peace perspective, as a contribution to the "local turn" in peace policies. The book first outlines the background of the conflict, the EU's two-decade defense of a negotiated peace, and the complexities of the peace process.     Description: This open access book brings into dialogue emerging and seasoned migration and religion scholars with spiritual leaders and representatives of faith-based organizations assisting refugees. Violent conflicts, social unrest, and other humanitarian crises around the world have led to growing numbers of people seeking refuge both in the North and in the South. Migrating and seeking refuge have always been part and parcel of spiritual development. However, the current 'refugee crisis' in Europe and elsewhere in the world has brought to the fore fervent discussions regarding the role of religion in defining difference, linking the ‘refugee crisis’ with Islam, and fear of the ‘Other.’ Many religious institutions, spiritual leaders, and politicians invoke religious values and call for strict border controls to resolve the ‘refugee crisis.’ However, equally many humanitarian organizations and refugee advocates use religious values to inform their call to action to welcome refugees and migrants, provide them with assistance, and facilitate integration processes. This book includes three distinct but inter-related parts focusing, respectively, on politics, values, and discourses mobilized by religious beliefs; lived experiences of religion, with a particular emphasis on identity and belonging among various refugee groups; and faith and faith actors and their responses to forced migration.

    Description: This open access book explores the organization and evolution of Finland’s Cold War cultural diplomacy (1945-1975) as the basis for a reflection on the country’s foreign relations, the link between culture and politics, small states’ autonomy during the Cold War, and the porosity of the East-West divide. The book offers a historical survey of the development of Finland’s cultural diplomacy as part of the Finnish state’s foreign activities. In its empirical parts, it focuses on archives drawn from the Finnish Ministry of Foreign Affairs and the Ministry of Education in order to explain Finland’s cultural diplomacy as the result of the country’s foreign policy orientations, interactions between domestic and foreign policy, and the expansion of state activities in the artistic, educational, and cultural sectors. Various reflections and reports on foreign cultural relations highlight the role of identity concerns, cultural relations, geopolitics and economic imperatives in the development of a specifically Finnish cultural diplomacy. Furthermore, the book focuses on specific aspects and events, considering for instance the organization and evolutions of Finland’s cultural relations with the USSR, the role of cultural treaties, academic exchanges and scientific cooperation, “cultural exports” and the marketization of culture, overlaps between cultural relations and high politics.

    Description: Historicizing both emotions and politics, this open access book argues that the historical work of emotion is most clearly understood in terms of the dynamics of institutionalization. This is shown in twelve case studies that focus on decisive moments in European and US history from 1800 until today. Each case study clarifies how emotions were central to people’s political engagement and its effects. The sources range from parliamentary buildings and social movements, to images and speeches of presidents, from fascist cemeteries to the International Criminal Court. Both the timeframe and the geographical focus have been chosen to highlight the increasingly participatory character of nineteenth- and twentieth-century politics, which is inconceivable without the work of emotions.

    Description: This open access book sets out the contours of feminist political ecology (FPE) as a major contribution to ongoing debates in the field. As Professor Lyla Mehta says in her Foreword, the book is "foregrounding multiple ways of knowing and being, thus enabling new conceptions of politics, justice and alternatives to dominant, capitalist development trajectories". In an innovative methodological twist, the edited book engages the reader in conversations that have emerged from the multi-sited and cross-generational dialogues of the Well-Being Ecology Gender cOmmunities (WEGO) network over the last four years. The conversations explore topics that range from climate change and extractivism, to body politics and health, degrowth, care and community well-being. The authors reflect on their collective learning process as they map out the new directions of FPE research and analysis. The chapters highlight WEGO transnational/transdisciplinary conversations with local communities, social movements and different academic spaces.     Description: This open access edited volume investigates children and youth's deep entanglement in today's major global, national, and local transformations and processes: wherein they are not mere spectators and objects of transformations but instead actively shape them through various social, economic, and political representations. International contributions illuminate the problems that arise when children's rights and participation become a site of contestation and power over who represents whom, what, when, and where. The study takes a close look at the social relationships among various groups of Chinese parents at a Chinese Mandarin language school in a metropolitan city in Germany. Taking an ethnographic approach, it captures a vivid picture of the parental social interactions in and outside the Chinese school setting. The study reveals the significance of social interactions, discussing it in relation to the parents’ socioeconomic backgrounds and individual migrant trajectories.

The fact that 2023 marks the 25th anniversary of the coming into force of the Council of Europe Framework Convention on National Minorities (FCNM) and European Charter for Regional and Minority languages (ECRML) makes this book especially timely and relevant. Its numerous detailed empirical studies, one of which uses FCNM reporting as a benchmark, give a picture of the extent (or otherwise) to which international minority rights standards are actually being realized through various NTA arrangements.     Description: This open access book offers a systematic survey of the attitudes and values of European political scientists. It builds a structural interpretation based on empirical data, as well as offering reflections on the future structure of the discipline. In the middle of a delicate phase of changes marked by the effects of pandemic and the war in Ukraine, we need to pay attention to the factors that are affecting not only the ‘objects’ of Political Science as a discipline but also its interactions with the world around it. First, this book asks to what extent the work of European political scientists is impacted by the current change. Second, their attitudes and predisposition about the future goals of the discipline are analysed. In the final chapter, the authors seek to understand to what extent a diffuse but still not completely institutionalized academic discipline will be able to produce a comprehensive impact around the European society, in order to be more visible and effective in policy making and policy processes.

    Description: This open access book focuses on the importance that EU politicization has gained in European democracies and the consequences for voting behaviour in six countries of the EU: Belgium, Germany, Greece, Ireland, Portugal and Spain. Most of the studies which research the way the EU is being legitimised focus on the European Parliament elections. In this book we argue that to understand how EU accountability works, it is necessary to focus instead on national elections and the national political environment. Through a detailed, multimethod analysis this book establishes rigorously the paths of European accountability at the national level, its propitious contexts in the media and parliamentary debates, and whether the paths are similar from Greece to Germany. The findings have implications for both national and European Union democracy, underlining the importance that national institutions have in enabling citizens to hold the EU accountable.

The first part of the book covers competing or evolving representations of events, customs or traditions, and historical personae in Indonesian official and popular expression, as they are shaped by economic, political, and cultural forces. The second part deals with memories of war and peace, examining transnational conflict and collaboration, the role of political elites and state projects dealing with the aftermath of military aggression, while also focusing on the impact and responses of civilians. The third part focuses on how state and civil societies frame historical figures, in ways that transcend the dichotomy of heroes and victims. The fourth part of the book looks at the way Indonesian museums and museology serve as sites where new kinds of memory work occur, in a post-1998 era. The book is designed with the aim of clearing a space for a plurality of memory works. Discussions in this volume extend from Loloda island in Eastern Indonesia, to Sabang island at the north westernmost end of the archipelago, and to the cosmopolitan centers. Temporally, it covers the colonial, the post-independence and contemporary eras.     Description: This open access book explores the role of continuity in political processes and practices during the Age of Revolutions. It argues that the changes that took place in the years around 1800 were enabled by different types of continuities across Europe and in the Americas. Shifting the focus from political modernization, the authors examine the continued relevance of older, often local, practices in (post)revolutionary politics. By doing so, they aim to highlight the role of local political traditions and practices in forging and enabling political change. The book argues that while political change was in fact at the centre of both the old and new polities that emerged in the Age of Revolutions, it coexisted with, and was indeed enabled by, continuities at other levels.

    Description: This open access book explores the transformative effects of remittances. Remittances are conceptualized as flows of money, objects, ideas, traditions, and symbolic capital, mapping out a cross-border space in which people live, work, and communicate with multiple belongings. By doing so, they effect social change both in places of origin and destination. However, their power to improve individual living conditions and community infrastructure mainly results from global inequality. Hence, we challenge the remittance mantra and go beyond the migration-development-nexus by revealing dependencies and frictions in remittance relations. Remittances are thus scrutinized in their effects on both social cohesion and social rupture. By highlighting the transformative effects of remittance in the context of conflict, climate change, and the postcolonial, we shed light on the future of transnational society. Presenting empirical case studies from Ghana, Burkina Faso, Sri Lanka, New Zealand, Turkey, Lebanon, USA, Japan, and various European countries, as well as historical North America and the Habsburg Empire, we explore remittance relations from a range of disciplines including anthropology, sociology, history, design, architecture, governance, and peace studies.

    Description: In 2009, the German government launched its "National Development Plan for Electric Mobility" which set the concrete target of having 1 million electric vehicles on the road by 2020. However, there have been hypes around e-mobility before and even if this goal were to be reached, a merely quantitative aim of a certain number of electric vehicles will not suffice to contribute to a more sustainable development in transport. This requires a more comprehensive vision of sustainable e-mobility as a system innovation. Thus, the question addressed in this thesis is: How can we assess - at this critical early stage - whether there is potential for e-mobility developing as a sustainable system innovation? A theoretical framework will be developed for assessing the potential of a wider transition at an early stage by analyzing current patterns of socio-technical co-evolution and embedding these in a wider framework of the structural dynamics involved in transitions. The aim of the analysis is to identify whether 'system-innovative' projects do emerge in the case of Germany/Baden-Württemberg and what patterns (e.g. in terms of specific actor constellations, institutional adjustments etc.) can explain this. It will be shown that the system-innovative potential of this e-mobility niche remains limited, due to the powerful influence of incumbents, conflicting political goals and traditional science approaches. A few more system-innovative activities emerge where powerful actors from outside are involved, who are capable of viewing mobility in a more systemic way (e.g. actors from the public transport or housing sector). It is argued that the role of large demonstration projects is important, but they need to be designed as transdisciplinary research projects from the beginning.

    Description: Strategic Environmental Assessment aims to incorporate environmental and sustainability considerations into strategic decision making processes, such as the formulation of policies, plans and programmes. In order to be effective, the assessment must take the real decision making process as the departure point. Existing SEA approaches are frequently tailored after an EIA model conceived from a rational perspective on decision making. However, there are good reasons to assume that most strategic decision making processes are characterised by a bounded rationality. Furthermore, the predictability of environmental consequences generally becomes weaker at strategic levels than at the project level and complexity increases in terms of the numbers of actors involved in the decision. This paper examines various theoretical perspectives to decision making and discusses the implications for decision support in general and SEA in particular. The authors argue that the design of the SEA must be more sensitive to the real characteristics of the decision making context.

    Description: Holiday travel behavior, individual characteristics of holiday travelers and strategies to change holiday travel behavior are the subjects of this article. From the environmental perspective, the journey to the destinations is the most critical aspect of traveling. Based on a 2003 survey of 1991 German inhabitants, the kilometers traveled and the choice of transportation mode for holiday purposes have been quantified. According to the number of trips and kilometers traveled, four travel groups have been identified. The groups vary according to socio-demographics, psychological factors, number of holiday trips, and travel mode choice. Persons who traveled to more distant destinations also traveled more often and used air travel for more than 60% of their trips. For the other groups, car travel was more important. Correlating the four travel groups with greenhouse gas emissions reveals that the smallest group - the long-haul travelers - was responsible for 80% of the emissions of the whole sample. Income, education, and openness to change were main indicators of individual greenhouse gas emissions. Target group oriented strategies to reduce the environmental impact of holiday mobility are discussed against the background of 84 in-depth interviews conducted with selected representatives of the first survey.

    Description: While the number of projects under the Clean Development Mechanism (CDM) is expanding rapidly, there currently are relatively few transport projects in the global CDM portfolio. This article examines existing CDM transport projects and explores whether sectoral approaches to the CDM may provide a better framework for transport than the current project‐based CDM. We ask: Would a sectoral approach to the CDM promote the structural change and integrated policymaking needed to achieve sustainable transport policy, making it hence more desirable than the framework of the current project‐based CDM? We conclude that it is possible to design sectoral transport activities within clear project boundaries that fit into a framework of a programmatic or policy‐based CDM. Although we are able to ascertain that transport policy research yields several modelling tools to address the methodological requirements of the CDM, it becomes apparent that sectoral approaches will accentuate transport projects' problems regarding high complexity and related uncertainties. The CDM may need new rules to manage these risks. Nonetheless, sectoral approaches allow the scaling up of activities to a level that affects long‐term structural change.

    Description: This report on urban mobility performance measurement is aimed at enabling stake- holders of the city of Bucharest and the public to understand their current urban mobility situation through a point-based results framework. It shall provide the city of Bucharest with a yardstick to measure its performance and benchmark the progress against some of its counterparts. It measures the urban mobility and compares it with 13 other European cities: Berlin, London, Vienna, Brussels, Moscow, Rome, Zurich, Paris, Amsterdam, Copenhagen, Oslo, Budapest and Madrid. Similar to many other European cities, Bucharest employs a Sustainable Urban Mobility Plan (SUMP) in order to continuously improve urban transport and mobility and to make it more sustainable. In this respect, the report should also be regarded as a document which supports the stakeholders in Bucharest in their efforts to develop transport and mobility in the city more sustainable.

    Description: Transport is a key economic sector in Europe, it influences the opportunities of production and consumption. By improving access to markets, goods and services, employment, housing, health care, and education, transportation projects can increase economic productivity and development. The ability to be mobile is also a prerequisite for inclusion. At the same time, transport induces a range of negative effects, most notably the emission of greenhouse gases. At the urban level, motorised transport significantly contributes to air pollution. Since 2013, the European Commission has increased EU funding for projects: The "Urban Mobility Package" provided EUR 13 billion for investments into sustainable urban mobility between 2014 and 2020. This has allowed cities across Europe to put in place a range of initiatives. European funding programmes and financing institutions such as the European Investment Bank increasingly insist on a contribution to more sustainable mobility systems in their financing commitments. The impact, however, is mixed. The European Court of Auditors warned that EU cities must shift more traffic to sustainable transport modes. They found that EU-funded projects were not always based on sound urban mobility strategies and were not as effective as intended. In many EU member states, the transfer of EU funds to cities is contingent on the existence of a SUMP. A statistical analysis of the modal split of 396 cities in the European Union revealed that the implementation of Sustainable Urban Mobility Plans positively correlates with a reduction of the share of the private car in the cities. Such plans include strategies and activities to pursue sustainable mobility. This report analyses transport and mobility in Bratislava with a view to providing a clear picture about its current sustainability state. It points to both good practice and areas of improvement. In so doing, it provides recommendations how mobility in the city can be developed increasingly sustainable. Bratislava is the capital and largest city of Slovakia. In 2016, the population of the city was 426,000 inhabitants, the Bratislava region was home to 642,000 inhabitants.

    Description: This paper takes a look at the development of freight transport and its further perspectives in the light of environmental sustainability. It clearly challenges the traditional view that further growth in freight transport is indispensable whatever stage of economic development an individual economy has achieved. Moreover it suggests measures to be taken into consideration in sectors other than the transport sector which may help to break the trend of continuing freight transport growth. Current developments of freight transport volume and modal split are rather counterproductive as regards curbing the unwanted environmental impacts. As growth in volume is a major contributing factor for most adverse effects caused, a substantial decoupling of economic growth and freight transport would be extremely helpful. While freight transport activity is almost entirely derived demand there can be no sufficient solution for the resulting environmental problems within the sector itself. Therefore, it is necessary to examine potentials for reducing demand for freight transport in all sectors of the economy. Contrasting to the widely held view that freight transport is in general an inevitable prerequisite of economic development, there are potentials for reducing the freight intensity of the economy which could be far more exploited. Such potentials are increasing the share of regional production, slowing down the metabolism of materials in the economy, and substituting transfer of information for transport of physical products. While each of these potentials on its own may appear to offer limited effects, a proper combination might yield substantial results. The presented preliminary ideas suggest that the notion of everlasting freight transport growth is misleading and hint at the necessity for further research.

    Description: The main focus of this paper is on freight transportation and food supply in the United States and in Europe especially in Germany. Organic, resp. healthy and safe food is a growing demand in both countries. People who consume organic food often believe that this contributes to an environmentally sound behaviour. But transportation issues are not or rarely taken into consideration so far, although long distance transport not only needs energy, it as well influences quality, freshness and taste of food. On both sides of the Atlantic, in freight transportation and food supply can be found a lot of differences as well as similarities. Main differences to the U.S. from the European standpoint are e.g. the bigger land area and larger and much more concentrated economic units. Quite naturally one can find a higher volume of long distance freight transport than in Europe. Similarities can be observed, but very often they present themselves in another extent, e.g. the trend towards privatisation and liberalisation, to more extended suburbanisation or to an unreflected way of consumer behaviour. In addition, this report raises some new questions: is the ’technological solution’ of environmental problems the only way? What can be done to include lifestyles and consumer behaviour into a new strategy?

    Description: The EU Directive on Energy End-use Efficiency and Energy Services (ESD) set an indicative target for EU Member States to achieve a 9% annual energy saving by 2016 from new energy efficiency improvement (EEI) measures. Until now there has been no common methodology on how to measure and evaluate such savings. An international consortium funded by the Intelligent Energy Europe programme and co-ordinated by the Wuppertal Institute has developed harmonised methods for the evaluation of end-use EEI measures. The European Commission encourages Member States to prove energy savings with the help of these methods. From the evaluation point of view, the transport sector is a special case. In the transport sector, data collection appears to be difficult. A number of values can be derived from existing national statistics, but sources have to be analysed in order to be operational. In passenger transportation, measures prevalently aim at changing mobility behaviour. Mobility behaviour depends on specific socio-economic and local conditions and might therefore vary considerably from measure to measure. Often, only surveys that are well-defined for certain conditions can generate appropriate data. The paper discusses availability and certainty of data sources to be derived to evaluate EEI measures in passenger transportation. It first introduces two transport-related bottom-up evaluation methods for the transport sector. One aims at evaluating measures fostering vehicle energy efficiency. The other one aims at evaluating modal shifts. The paper then points to sources of corresponding data and the way the data have to be analysed. Thereby it demonstrates the trade-off between evaluation costs and the level of certainty. In so doing, it gives recommendations how to conduct the evaluation of transport-related EEI measures with keeping both efforts low and certainty high.

    Description: Also in the global South, transport already significantly contributes to climate change and has high growth rates. Further rapid motorisation of countries in Asia and Latin America could counteract any climate efforts and aggravate problems of noxious emissions, noise and congestion. This Paper aims at connecting the need for transport actions in developing countries to the international negotiations on a post-2012 climate change agreement. It outlines the decisions to be taken in Copenhagen and the preparations to adequately implement these decisions from 2013. Arguing, that a sustainable transport approach needs to set up comprehensive policy packages, the paper assesses the substance of current climate negotiations against the fit to sustainable transport. It concludes that the transport sector's importance should be highlighted and a significant contribution to mitigation efforts required. Combining the two perspectives lead to several concrete suggestions: Existing elements of the carbon market should be improved (e.g. discounting), but an upscale of the carbon market would not be an appropriate solution. Due to a lack of additionality, offsetting industrialised countries' targets would finally undermine the overall success of the climate agreement. Instead, a mitigation fund should be established under the UNFCCC and financed by industrialised countries. This fund should explicitly enable developing countries to implement national sustainable development transport and mobility policies as well as local projects. While industrialized countries would set up target achievement plans, developing countries should outline low carbon development strategies, including a section on transport policy.

    Description: Taking public transport by bus in the Chinese Metropolis Hefei as an example, the report analyses the practicability of standardised baselines as possible instruments for climate protection funding. The development of standardised baselines for the transport sector has been pushed since the nineties in order to better assess emission reductions of CDM projects. Further aims of standardising are a clinical comparison and a precise forecasting. For all projects of a defined sector, class, size or a given geographical origin it is possible to develop standardised baselines in the sense of reference value for emissions. The report was produced in the context of the initiative "Partnership on Sustainable Low Carbon Transport" (SLoCaT), commissioned by the Asian Development Bank. It complements the study "Applicability of Post 2012 Climate Instruments to the Transport Sector (SITS)", that analyses the impacts of climate protection funding mechanisms like the Clean Development Mechanism (CDM) in the transport sector of metropolises in emerging nations and gives recommendations for the further development of financing mechanisms.

    Description: The transport sector accounts for 20 per cent of the greenhouse gas emissions in Germany and it is therefore key to success for German climate policy. At present, however, there is no other sector with a wider gap in missing the trajectory to climate neutrality. The present study, conducted on behalf of Huawei within the project "Shaping the Digital Transformation - Digital Solution Systems for the Sustainability Transition", points out new pathways towards a sustainable and climate friendly transition of the transport sector. The report specifies concrete options to follow up on the ambitious goals of the new coalition agreement to foster clean and digital mobility solutions. The authors refined eight theses on how digitalisation can foster sustainable mobility solutions and how to shape a supporting policy framework, which is aligning the financial and regulatory guardrails for ramping up a sustainable mobility system while gradually phasing down the usage of private cars.

    Description: The sales of pedelecs are currently skyrocketing in Germany and in many other places. As a low-carbon means of mobility, pedelecs have the potential to make a substantial contribution to the mobility transition. This thesis employs practice theory as proposed by Shove et al. (2012) to investigate this quickly evolving phenomenon. The analysis is based on interviews with e-bike commuters which were investigated using template analysis and exploratory memos. To obtain a broad picture the practice, a maximum variance sampling strategy was carried out in two cities that vary substantially with regard to velomobility: Wuppertal and Münster. This thesis one hand presents the first encompassing account on the practice elements which commuting by pedelec is composed of. It hence contributes to the debate about the depiction of practices. Furthermore, the thesis finds that pedelec commuting should be conceptualized as a variant of velomobility and not as a variant of motoring or as an independent practice. Yet, the elements integrated in pedelec-commuting are found to clearly differ from those of cycling, so that pedelec-commuting meets the requirements of everyday life much better than commuting on non-electrified bikes. The findings of this thesis suggest several pathways to strengthening this novel practice. The capacity of e-biking to serve mundane trips can for example be supported through the normalization of the use of weather- and transport relevant materials and competences. Deeper linkages with interacting practices from other sectors, such as an integration of cycling materials (GPS-trackers) into policing practices, can also con-tribute to this goal. With regard to research, the present work offers starting points for quantifications, for example on the relative importance of single elements as well as on the characteristics of their relations among each other or with regard to typical constellations of elements.

    Description: In this policy paper we discuss policy instruments which can help to decarbonise passenger cars in the European Union. We elaborate to what extent these policy instruments are effective, technology-neutral, predictable, cost-effective and enforceable. Based on these criteria, we develop recommendations for the European Union and its Member States on (1) how to shape their policy frameworks in order to achieve existing climate change mitigation targets; (2) how to support car manufacturers in selling innovative and competitive products; and (3) how to encourage consumers in Europe to purchase appropriate vehicles. We conclude that favourable policy instruments are used, but there is a strong need for adjustment and further development. The effectiveness of the current EU emission standard should be further increased by turning away from granting "super-credits" and introducing a size-based (instead of weight-based) credit system. Moreover, its overall ambition is questionable and the existing compliance mechanisms should be sharpened. Fuel taxes are an effective means to push consumers to buy energy-efficient cars. However, a sharp increase may not have the desired effects. Instead, the Member States should harmonise their excise duties at the level of those Member States, which currently impose the highest taxes (Netherlands, Italy). This includes the abolition of any diesel tax bonus. An introduction and harmonisation of vehicle taxes (purchase and circulation) should be based on a vehicle's energy consumption. Additionally, reformation efforts should aim to change the taxation of company cars in a way that vehicle sizes are reduced over time. Ambitious Member States may also want to introduce a sales quota for electric vehicles. Sales quotas are a very cost-effective policy instrument provided that the mandated technology will achieve a certain market share. This may be assumed for battery-electric vehicles. Further supportive instruments that should be considered are eco-labelling, public procurement and purchase incentives. However, the latter instrument's effectiveness is debatable and its implementation should therefore not be a Member State's priority.

    Description: What is necessary to reach net zero emissions in the transport sector on a global level? To keep limiting global warming to 1.5° C within reach, the world has to decarbonise by mid-century, with every sector contributing as much as possible as soon as possible. This paper identifies what has to be done in road transport, aviation, and shipping to achieve net zero emission in the transport sector. For this purpose, it first sets the scene by providing an overview of the origins and impacts of the concept of net zero emissions in international climate policy as well as of the current state and future prospects of global transport emissions using currently available scenarios for low-emission and net zero transport. While for staying below 1.5° C, the basic approach to reducing transport emissions remains unchanged from what has been suggested in the past, the set, intensity and pace of actions as to shift fundamentally. Without first drastically reducing traffic volume and shifting transport demand to low-emission modes, reaching net zero transport will not be feasible: the amount of additional electricity required to fully electrify the sector with renewable energy is otherwise just too huge. After portraying key instruments for achieving net zero emissions in land transport, aviation, and shipping, this paper identifies key barriers for net zero transport. Based on this analysis, the authors recommend the following to be able to move transport to net zero: 1. Adapt Decarbonisation Strategies to Different Transport Sub-sectors 2. Prioritise and Significantly Increase Investment in Zero-/low-carbon Infrastructure 3. Massively Invest in the Development and Roll out of Zero-/low-emission Technologies 4. Focus on a Just Transition to Overcome Social and Political Barriers 5. Increase International Support and Cooperation

    Description: The objectives of the urban mobility transition have been clearly set out: gaining more space for urban living, reducing noise and emissions that have a negative impact on the climate and improving air quality. That means less traffic in cities and more trips made using environmentally-friendly modes of transport - i.e., walking, cycling or foot scooters or public transport. In transport policy, the focus is generally on innovative approaches to shaping the mobility transition. This paper aims to explain the concept of exnovation in the context of the urban mobility transition and to underpin it using specific practical examples. In the course of this process, it is intended to identify the obstacles that stand in the way of rolling out the concept on an area-wide basis in order to deduce strategies and courses of action for expanding the concept in the future.
