    Description: This edited volume explores a variety of aspects of associative governance, providing detailed case studies of associations and associational governance in Scandinavia. Theoretically developing a concept and approach of associative governance, the book sheds light on a dynamic way of perceiving associative aspects of community and commercial life that has been hitherto underexplored and undertheorized. It shows how governance by associations may be conducted not only bottom‑up by self‑organized and voluntary participation, but also top‑down by authoritative incorporation through government, and – not least – in multifarious interstices in between.     Description: This book provides a comparative and transnational examination of the complex and multifaceted experiences of anti-labour mobilisation, from the bitter social conflicts of the pre-war period, through the epochal tremors of war and revolution, and the violent spasms of the 1920s and 1930s. It retraces the formation of an extensive market for corporate policing, privately contracted security and yellow unionism, as well as processes of professionalisation in strikebreaking activities, labour espionage and surveillance. It reconstructs the diverse spectrum of right-wing patriotic leagues and vigilante corps which, in support or in competition with law enforcement agencies, sought to counter the dual dangers of industrial militancy and revolutionary situations. Although considerable research has been done on the rise of socialist parties and trade unions the repressive policies of their opponents have been generally left unexamined. This book fills this gap by reconstructing the methods and strategies used by state authorities and employers to counter outbreaks of labour militancy on a global scale. It adopts a long-term chronology that sheds light on the shocks and strains that marked industrial societies during their turbulent transition into mass politics from the bitter social conflicts of the pre-war period, through the epochal tremors of war and revolution, and the violent spasms of the 1920s and 1930s. Offering a new angle of vision to examine the violent transition to mass politics in industrial societies, this is of great interest to scholars of policing, unionism and striking in the modern era.

    Description: If we don’t know what the words “democracy” and “democratic” mean, then we don’t know what democracy is. This book defends a radical view: these words mean nothing and should be abandoned. The argument for abolitionism is simple: those terms are defective and we can easily do better, so let’s get rid of them. According to the abolitionist, the switch to alternative devices would be a significant communicative, cognitive, and political advance. The first part of the book presents a general theory of abandonment: the conditions under which language should be abandoned. The rest of the book applies this general theory to the case of “democracy” and “democratic”. The book shows that “democracy” and “democratic” are semantically, pragmatically, and communicatively defective. Abolitionism is not all gloom and doom. It also contains a message of good cheer: we have easy access to conceptual devices that are more effective than “democracy”. We can do better. These alternative linguistic devices will enable us to ask better questions, provide genuinely fruitful answers, and have more rational discussions. Moreover, those questions and answers better articulate the communicative and cognitive aims of those who use empty terms such as “democracy” and “democratic”.

    Public Policy to Reduce Inequalities across Europe (2023)

    Description: There is a broad consensus across European states and the EU that social and economic inequality is a problem that needs to be addressed. Yet inequality policy is notoriously complex and contested. This book approaches the issue from two linked perspectives. First, a focus on functional requirements highlights what policymakers think they need to deliver policy successfully, and the gap between their requirements and reality. We identify this gap in relation to the theory and practice of policy learning, and to multiple sectors, to show how it manifests in health, education, and gender equity policies. Second, a focus on territorial politics highlights how the problem is interpreted at different scales, subject to competing demands to take responsibility. This contestation and spread of responsibilities contributes to different policy approaches across spatial scales. We conclude that governments promote many separate equity initiatives, across territories and sectors, without knowing if they are complementary or contradictory. This outcome could reflect the fact that ambiguous policy problems and complex policymaking processes are beyond the full knowledge or control of governments. It could also be part of a strategy to make a rhetorically radical case while knowing that they will translate into safer policies. It allows them to replace debates on values, regarding whose definition of equity matters and which inequalities to tolerate, with more technical discussions of policy processes. Governments may be offering new perspectives on spatial justice or new ways to reduce political attention to inequalities.

    Description: This volume investigates a galaxy of diverse networks and intellectual actors who engaged in a broad political environment, from conservatism to the most radical right, between the World Wars. Looking beyond fascism, it considers the less-investigated domain of the 'Latin space', which is both geographical and cultural, encompassing countries of both Southern Europe and Latin America. Focus is given to mid-level civil servants, writers, journalists and artists and important 'transnational agents' as well as the larger intellectual networks to which they belonged.     Description: When the war was over in 1945, Germany was a country with no government, little functioning infrastructure, millions of refugees and homeless people, and huge foreign armies living largely off the land. Large parts of the country were covered in rubble, with no clean drinking water, electricity, or gas. Hospitals overflowed with patients, but were short of beds, medicines, and medical personnel. In these conditions, the potential for epidemics and public health disasters was severe. This is a study of how the four occupiers—Britain, France, the Soviet Union, and the United States—attempted to keep their own troops and the ex-enemy population alive. While the war was still being fought, German public health was a secondary consideration for them, an unaffordable and undeserved luxury. But once fighting ceased and the occupation began, it rapidly turned into a urgent priority. Public health was now recognized as an indispensable component of creating order, keeping the population governable, and facilitating the reconstruction of German society. But they faced a number of insoluble problems in the process: Which Germans could be trusted to work with the occupiers, and how were they to be identified? Who could be tolerated because of a lack of alternatives? How, if at all, could former Nazis be reformed and reintegrated into German society? What was the purpose of the occupation anyway? This is the first carefully researched comparison of the four occupation zones which looks at the occupation through the prism of public health, an essential service fundamentally shaped by political and economic criteria, and which in turn was to determine the success or failure of the occupation.

Transformation and unification processes in East and West Germany are still ongoing, and they may serve as a model for social change and its political, economic, and psychological consequences.     Description: The book proposes a profound rethink of the complex relationship between Europe—defined here as the European Union and its members—and the states of the Mediterranean Middle East and North Africa (MENA), Europe’s ‘southern neighbours’. These relations are examined through a borderlands prism that conceives of this interaction as one between an empire of sorts that seeks to export its order beyond the border, and the empire’s southern borderlands. Focusing on trade relations on the one hand, and the cooperation on migration, borders, and security on the other, the book revisits the historical origins and modalities of Europe’s selective rule transfer to MENA states, the interests underwriting these policies, and the complex dynamics marking the interaction between the two sides over a twenty-year period (1995–2015). It shows that within a system of structurally asymmetric economic relations from which Europe and MENA elites benefit the most, single MENA governments have been co-opted into the management of border and migration control where they act as Europe’s gatekeepers. Combined with specific policy choices of MENA governments, Europe’s selective expansion of its rules, practices, and disaggregated borders have contributed to rising socio-economic inequalities and the strengthening of authoritarian rule in the ‘southern neighbourhood’, with Europe tacitly tolerating serious violations of the rights of refugees and migrants at its fringes. Challenging the self-proclaimed benevolent nature of European policies and the notion of ‘Fortress Europe’ alike, the findings of this study contribute to broader debates on power, dependence, and interdependence in the discipline of international relations.

    Description: This chapter explores how the revision of national myths in Early Modern Britain and France reflects conflicts and contradictions between the perspectives of the dominant nations, England and France, and those of two subordinate nations, Wales and Brittany, formally annexed by their larger neighbours in the 16th century, and how the national myths in turn impinged on the status of the vernacular languages of the subordinate nations, Welsh and Breton. In order to legitimise the new Church of England, English protestant apologists claimed that its protestant faith was the continuation of the pure faith of the Early Church, which the ancient Britons, ancestors of the Welsh, had acquired directly from a disciple of Christ. Richard Davies’ preface to the 1567 Welsh New Testament, however, re-appropriated the narrative as specifically Welsh. Davies’ narrative was influential in Wales and contributed to a cultural context, together with the Welsh Bible translation, in which the Welsh language could flourish despite the increasing dominance of English. In the case of Brittany and France, the paper explores the contradiction between the antiquarian prestige conferred upon Breton by contemporary language antiquity myths and its actual subordinate sociolinguistic status vis-a-vis French.

    Description: The decline of the centre-left and centre-right people’s parties is arguably the most poignant feature of the crisis of democracy in Western Europe today. To understand why, this book explores the striking parallels between the life of democracy and that of the people’s parties over the course of the past century. It offers a transnational window on the history of democracy since 1918 by weaving together three epochs which are often studied apart: democracy’s troubled history in the Interwar era; the trente glorieuses after the Second World War; and the period since the 1970s. The book shows that democracy was only stabilized and legitimized when people’s parties emerged that managed to balance between facilitating popular participation from below, bridging divisions between social groups, and practising the politics of compromise. Ideas for such parties existed already in the first decades of the twentieth century. Nonetheless, Socialist and Catholic mass parties failed to transform into people’s parties, which was essential for the crisis (and breakdown) of democracy in the Interwar era. This was a traumatic experience which contributed to the unexpected stabilization of democracy after 1945 as party leaders transformed their organizations into broad-based people’s parties that embraced compromise and responsibility. However, this stability did not last, and paradoxically their transformation also harboured the seeds of democracy’s more recent problems. Over the past decades, people’s parties have struggled to connect to an individualizing society while having become increasingly absorbed by their governing responsibilities.

    Description: When we think about equality in the city, we are very likely to think first of the wide and growing divide between rich and poor, in material terms. Yet when we think more about a 'city of equals' it becomes apparent that how people feel treated by the city and those around them, and whether they can live according to their values, are much more central. Accordingly, combining their own reflections, a multi-disciplinary literature review, and, distinctively, more than 180 interviews in 10 cities in 6 countries, Wolff and de Shalit have derived an account of a city of equals based on the idea that it should give each of its city-zens a secure sense of place or belonging. Four underlying values structure this account. First, access to the goods and services of the city should not be based purely on the market. Second, each person should be able to live a life they find meaningful. Third, there should be diversity and wide social mixing. Fourth, there should be 'non-deferential inclusion': each person should be able to get access to what they are entitled to without being treated as less worthy than others. They should be able to enjoy their rights without bowing and scraping, waiting longer than others, or going through special bureaucratic hurdles. In sum, in a city of equals each person is proud of their city and has the (justified) feeling that their city is proud of (people like) them.

    Description: This book tells the story of the experts who sold the idea of Franco’s ‘social state’. Despite the repression, violence, and social hardship which characterized Spanish life in the 1940s and 1950s, the Franco regime sought to win popular support by promoting its apparent commitment to social justice. This book reveals the vital role which the idea of the social state also played in the regime’s ongoing search for international legitimacy. It shows how social experts, particularly those working in the fields of public health, medicine, and social insurance, were at the forefront of efforts to promote the regime to the outside world. By working with international organizations and transnational networks across Europe, Africa, and Latin America, they sought to sell the idea of Franco’s Spain as a respectable, modern, and socially just state. In doing so the book also seeks to disrupt our understanding of the modern history of internationalism. Exploring what it meant for Francoist experts to think and act internationally, it challenges dominant accounts of internationalism as a liberal, progressive movement by foregrounding the history of fascist, nationalist, imperialist, and religious forms of international cooperation. The case of Spain reveals the contested and heterogenous nature of mid-twentieth-century internationalism, characterized by the tumultuous interplay of overlapping global, regional, and imperial projects. It also brings into focus the overlooked continuities between international structures and projects before and after 1945.

    Description: The Hispanic and Anglo worlds are often portrayed as the Cain and Abel of Western culture, antagonistic and alien to each other. This book challenges such view with a new critical conceptual framework – the ‘Hispanic-Anglosphere’ – to open a window into the often surprising interactions of individuals, transnational networks and global communities that, it argues, made of the British Isles (England, Ireland, Scotland, Wales, the Channel Islands and the Isle of Man) a crucial hub for the global Hispanic world, a launching-pad and a bridge between Spanish Europe, Africa, America and Asia in the late eighteenth to the early twentieth centuries. Perhaps not unlike today, that was a time marked by social uncertainty, pandemics, the dislocation of global polities and the rise of radicalisms.     Description: Since the 1980s, neoliberals have openly contested the idea that the state should protect the socio-economic well-being of its citizens, making ‘privatization’ their mantra. Yet, as historians and social scientists have shown, welfare has always been a ‘mixed economy’, wherein private and public actors dynamically interacted, collaborating or competing with each other in the provision of welfare services. This book will be of interest to students, scholars and practitioners of welfare by developing three innovative approaches. Firstly, it　illuminates the productive nature of public/private entanglements. Far from amounting to a zero-sum game, the interactions between the two sectors have changed over time what welfare encompasses, its contents and targets, often engendering the creation of new fields of intervention. Secondly, this book departs from a well-established tradition of comparison between Western nation-states by using and mixing various scales of analysis (local, national, international and global) and by covering case studies from Spain to Poland and France to Greece in the nineteenth and twentieth centuries. Thirdly, this book goes beyond state centrism in welfare studies by bringing back a host of public and private actors, from municipalities to international organizations, from older charities to modern NGOs.

    Description: When the war was over in 1945, Germany was a country with no government, little functioning infrastructure, millions of refugees and homeless people, and huge foreign armies living largely off the land. Large parts of the country were covered in rubble, with no clean drinking water, electricity, or gas. Hospitals overflowed with patients, but were short of beds, medicines, and medical personnel. In these conditions, the potential for epidemics and public health disasters was severe. This is a study of how the four occupiers—Britain, France, the Soviet Union, and the United States—attempted to keep their own troops and the ex-enemy population alive. While the war was still being fought, German public health was a secondary consideration for them, an unaffordable and undeserved luxury. But once fighting ceased and the occupation began, it rapidly turned into a urgent priority. Public health was now recognized as an indispensable component of creating order, keeping the population governable, and facilitating the reconstruction of German society. But they faced a number of insoluble problems in the process: Which Germans could be trusted to work with the occupiers, and how were they to be identified? Who could be tolerated because of a lack of alternatives? How, if at all, could former Nazis be reformed and reintegrated into German society? What was the purpose of the occupation anyway? This is the first carefully researched comparison of the four occupation zones which looks at the occupation through the prism of public health, an essential service fundamentally shaped by political and economic criteria, and which in turn was to determine the success or failure of the occupation.

    Description: This book brings together the cumulative results of a three-year project focused on the assemblies and administrative systems of Scandinavia, Britain, and the North Atlantic islands in the 1st and 2nd millennia AD. In this volume we integrate a wide range of historical, cartographic, archaeological, field-based, and onomastic data pertaining to early medieval and medieval administrative practices, geographies, and places of assembly in Norway, Sweden, Denmark, Iceland, the Faroe Islands, Scotland, and eastern England. This transnational perspective has enabled a new understanding of the development of power structures in early medieval northern Europe and the maturation of these systems in later centuries under royal control. In a series of richly illustrated chapters, we explore the emergence and development of mechanisms for consensus. We begin with a historiographical exploration of assembly research that sets the intellectual agenda for the chapters that follow. We then examine the emergence and development of the thing in Scandinavia and its export to the lands colonised by the Norse. We consider more broadly how assembly practices may have developed at a local level, yet played a significant role in the consolidation, and at times regulation, of elite power structures. Presenting a fresh perspective on the agency and power of the thing and cognate types of local and regional assembly, this interdisciplinary volume provides an invaluable, in-depth insight into the people, places, laws, and consensual structures that shaped the early medieval and medieval kingdoms of northern Europe.

    Description: For victims of persecution, attracting international awareness of their plight is often a matter of life and death. This book uncovers how in seventeenth-century Europe, persecuted minorities first learned how to use the press as a weapon to combat religious persecution. To mobilize foreign audiences, they faced an acute dilemma: how to make people care about distant suffering? This study argues that by answering this question, they laid the foundations of a humanitarian culture in Europe. The book reveals how, as consuming news became an everyday practice for many Europeans, the Dutch Republic emerged as an international hub of printed protest against religious violence. It traces how a diverse group of people, including Waldensian refugees, Huguenot ministers, Savoyard officeholders, and many others, all sought access to the Dutch printing presses to raise transnational solidarity for their cause. By examining their publicity strategies, this study deepens our understanding of how people tried to confront the specter of religious violence that had haunted them for generations.

    Description: Queer Rebels is a study of gay narrative writings published in Spain at the turn of the 20th century. The book scrutinises the ways in which the literary production of contemporary Spanish gay authors – José Luis de Juan, Luis G. Martín, Juan Gil-Albert, Juan Goytisolo, Eduardo Mendicutti, Luis Antonio de Villena and Álvaro Pombo – engages with homophobic and homophile discourses, as well as with the vernacular and international literary legacy. The first part revolves around the metaphor of a rebellious scribe who queers literary tradition by clandestinely weaving changes into copies of the books he makes. This subversive writing act, named ‘Mazuf’s gesture’ after the protagonist of José Luis de Juan’s This Breathing World (1999), is examined in four highly intertextual works by other writers. The second part of the book explores Luis Antonio de Villena and Álvaro Pombo, who in their different ways seek to coin their own definitions of homosexual experience in opposition both to the homophobic discourses of the past and to the homonormative regimes of the commercialised and trivialised gay culture of today. In their novels, ‘Mazuf’s gesture’ involves playing a sophisticated queer game with readers and their expectations.

    Description: This book introduces readers to the age of intra-African migration, a period from the mid-19th century onward in which the center of gravity of African migration moved decisively inward. Most books tend to zoom in on Africa’s external migration during the earlier intercontinental slave trades and the more recent outmigration to the Global North, but this book argues that migration within the continent has been far more central to the lives of Africans over the course of the last two centuries. The book demonstrates that only by taking a broad historical and continent-wide perspective can we understand the distinctions between the more immediate drivers of migration and deeper patterns of change over time. During the 19th century Africa’s external slave trades gradually declined, whilst Africa’s expanding commodity export sectors drew in domestic labor. This led to an era of heightened mobility within the region, marked by rapidly rising and vanishing migratory flows, increasingly diversified landscapes of migration systems, and profound long-term shifts in the wider patterns of migration. This era of inward-focused mobility reduced with a resurgence of outmigration after 1960, when Africans became more deliberate in search of extra-continental destinations, with new diaspora communities emerging specifically in the Global North. Broad ranging in its temporal, spatial, and thematic coverage, this book provides students and researchers with the perfect introduction to age of intra-African migration.

It also reviews the trajectory towards factoring migration into a global development policy discourse as formulated in the UN 2030 Development Agenda. Specifically, it indicates that the inclusion of migration into the Sustainable Development Goals (SDGs) may promote migrant workers’ rights because several of these invoke universal human rights instruments, social protection and the observance of the ILO decent work agenda. However, this will only be possible if civil society critically engages powerful state and non-state actors in the process of monitoring the SDGs’ implementation, and resists their streamlining into investment and free trade neoliberal development regimes.

    Description: The subject of this book is the discourse of persecution used by Christians in Late Antiquity (c. 300–700 CE). Through a series of detailed case studies covering the full chronological and geographical span of the period, this book investigates how the conversion of the Roman Empire to Christianity changed the way that Christians and para- Christians perceived the hostile treatments they received, either by fellow Christians or by people of other religions. A closely related second goal of this volume is to encourage scholars to think more precisely about the terminological difficulties related to the study of persecution. Indeed, despite sustained interest in the subject, few scholars have sought to distinguish between such closely related concepts as punishment, coercion, physical violence, and persecution. Often, these terms are used interchangeably. Although there are no easy answers, an emphatic conclusion of the studies assembled in this volume is that “persecution” was a malleable rhetorical label in late antique discourse, whose meaning shifted depending on the viewpoint of the authors who used it. This leads to our third objective: to analyze the role and function played by rhetoric and polemic in late antique claims to be persecuted. Late antique Christian writers who cast their present as a repetition of past persecutions often aimed to attack the legitimacy of the dominant Christian faction through a process of othering. This discourse also expressed a polarizing worldview in order to strengthen the group identity of the writers’ community in the midst of ideological conflicts and to encourage steadfastness against the temptation to collaborate with the other side.

    Description: Doctors writing about menopause in France vastly outnumbered those in other cultures throughout the entire nineteenth century. The concept of menopause was invented by Frenchmen medical students in the aftermath of the French Revolution, becoming an important pedagogic topic and a common theme of doctors’ professional identities in postrevolutionary biomedicine. Older women were identified as an important patient cohort for the expanding medicalisation of French society and were advised to entrust themselves to the hygienic care of doctors in managing the whole era of life from around and after the final cessation of menses. However, menopause owed much of its conceptual weft to earlier themes of women as the sicker sex, of vitalist crisis, of the vapours, and of astrological climacteric years. This book is the first comprehensive study of the origins of the medical concept of menopause, richly contextualising its role in nineteenth-century French medicine and revealing the complex threads of meaning that informed its invention. It tells a complex story of how women’s ageing featured in the demographic revolution in modern science, in the denigration of folk medicine, in the unique French field of hygiène, and in the fixation on women in the emergence of modern psychiatry. It also reveals the nineteenth-century French origins of the still-current medical and alternative-health approaches to women’s ageing as something to be managed through gynaecological surgery, hormonal replacement, and lifestyle intervention.

    Description: In 2020, a group of European researchers got a European Union (EU) grant to do a project called TRANSFORM. The objective of TRANSFORM was to integrate the principle of responsible research and innovation (RRI) into the research and innovation policies of three European regions: Lombardy, Brussels, and Catalonia. This book tells the story of how TRANSFORM translated RRI into practice, all the way from philosophy of technology to EU policy jargon, to the project contract, and finally into the real-life events in these regions. Responsibility was translated in creative ways, with surprising goals and ambiguous outcomes. Armed with these stories, the book analyses the broader context of the desire for better governance of technoscience and draws two lessons: Firstly, that there is more governance than one may see at first sight, and secondly, that there is a need to rethink the borders of technoscience and the spaces in which it resides. The book proposes to think of governance in technoscience, rather than governance of technoscience.

Yet, even as the countries diverged in their political directions, they had to create new ways of working together economically. In Designing One Nation, Katrin Schreiter examines the material culture of increasing economic contacts in divided Germany from the 1940s until the 1990s. Trade events, such as fairs and product shows, became one of the few venues for sustained links and knowledge between the two countries after the building of the Berlin Wall. Schreiter uses industrial design, epitomized by the furniture industry, to show how a network of politicians, entrepreneurs, and cultural brokers attempted to nationally re-inscribe their production cultures, define a postwar German identity, and regain economic stability and political influence in postwar Europe. What started as a competition for ideological superiority between East and West Germany quickly turned into a shared, politically legitimizing quest for an untainted post-fascist modernity. This work follows products from the drawing board into the homes of ordinary Germans to offer insights into how converging visions of German industrial modernity created shared expectations about economic progress and living standards. Schreiter reveals how intra-German and European trade policies drove the creation of products and generated a certain convergence of East and West German taste by the 1980s. Drawing on a wide range of sources from governments, furniture firms, industrial design councils, home lifestyle magazines, and design exhibitions, Designing One Nation argues that an economic culture linked the two Germanies even before reunification in 1990."

Drawing upon evidence from Prussia, Bavaria, Bremen, and a number of towns across Central Europe, it reveals the channels through which knowledge circulated across the region, stimulating both collaboration and confrontation between the scientists, technicians, businessmen, and bureaucrats involved in bringing the telegraph to life. It highlights the technology’s impact upon the conduct of trade, finance, news distribution, and government in the tumultuous decades that witnessed the 1848 revolutions, the wars of unification, and the establishment of the Kaiserreich in 1871. This is a study of how the four occupiers—Britain, France, the Soviet Union, and the United States—attempted to keep their own troops and the ex-enemy population alive. While the war was still being fought, German public health was a secondary consideration for them, an unaffordable and undeserved luxury. But once fighting ceased and the occupation began, it rapidly turned into a urgent priority. Public health was now recognized as an indispensable component of creating order, keeping the population governable, and facilitating the reconstruction of German society. But they faced a number of insoluble problems in the process: Which Germans could be trusted to work with the occupiers, and how were they to be identified? Who could be tolerated because of a lack of alternatives? How, if at all, could former Nazis be reformed and reintegrated into German society? What was the purpose of the occupation anyway? This is the first carefully researched comparison of the four occupation zones which looks at the occupation through the prism of public health, an essential service fundamentally shaped by political and economic criteria, and which in turn was to determine the success or failure of the occupation.

    Description: The Politics of Security tells the story of how people experienced the cold war as a war. It is about the impact of the cold war on political cultures. This crucial issue is often forgotten in historical memory. In particular, the book follows British and West German anti-nuclear-weapons activists in their attempts to campaign for and create security after the destruction of the Second World War, and how their own version of security clashed with concepts advanced by their own governments. But the book also demonstrates how, as part of the protests against nuclear weapons, activists and their societies learned to live with the Bomb: it recounts how activists first discovered the dangers of nuclear weapons, but how a different generation of activists came to focus on other issues as the Vietnam War became their primary concern. And it makes comprehensible how activists in two societies who had fought each other fiercely in the battle of dictatorships and democracies of the Second World War could now come to see each other as part of a common campaign. Fundamentally, with its transnational approach, the book highlights how these two societies drew on very similar arguments when they came to understand the cold war through the prism of the previous world war. The book is the first to capture in a transnational fashion what activists did on the marches and what it meant to them and to others. The book thus reminds us that threats are not merely out there, but that they need to be created in a political process that involves struggles for power and contestation.

This is a study of how the four occupiers—Britain, France, the Soviet Union, and the United States—attempted to keep their own troops and the ex-enemy population alive. While the war was still being fought, German public health was a secondary consideration for them, an unaffordable and undeserved luxury. But once fighting ceased and the occupation began, it rapidly turned into a urgent priority. Public health was now recognized as an indispensable component of creating order, keeping the population governable, and facilitating the reconstruction of German society. But they faced a number of insoluble problems in the process: Which Germans could be trusted to work with the occupiers, and how were they to be identified? Who could be tolerated because of a lack of alternatives? How, if at all, could former Nazis be reformed and reintegrated into German society? What was the purpose of the occupation anyway? This is the first carefully researched comparison of the four occupation zones which looks at the occupation through the prism of public health, an essential service fundamentally shaped by political and economic criteria, and which in turn was to determine the success or failure of the occupation.

    Description: The subject of this book is the discourse of persecution used by Christians in Late Antiquity (c. 300–700 CE). Through a series of detailed case studies covering the full chronological and geographical span of the period, this book investigates how the conversion of the Roman Empire to Christianity changed the way that Christians and para- Christians perceived the hostile treatments they received, either by fellow Christians or by people of other religions. A closely related second goal of this volume is to encourage scholars to think more precisely about the terminological difficulties related to the study of persecution. Indeed, despite sustained interest in the subject, few scholars have sought to distinguish between such closely related concepts as punishment, coercion, physical violence, and persecution. Often, these terms are used interchangeably. Although there are no easy answers, an emphatic conclusion of the studies assembled in this volume is that “persecution” was a malleable rhetorical label in late antique discourse, whose meaning shifted depending on the viewpoint of the authors who used it. This leads to our third objective: to analyze the role and function played by rhetoric and polemic in late antique claims to be persecuted. Late antique Christian writers who cast their present as a repetition of past persecutions often aimed to attack the legitimacy of the dominant Christian faction through a process of othering. This discourse also expressed a polarizing worldview in order to strengthen the group identity of the writers’ community in the midst of ideological conflicts and to encourage steadfastness against the temptation to collaborate with the other side.

    Description: This work is the first major attempt since the 1970s to challenge the idea that the essential engine of medical (and scientific) change in seventeenth-century Britain emanated from puritanism. It seeks to reaffirm the crucial role of the period of the civil wars and their aftermath in providing the most congenial context for a re-evaluation of traditional attitudes to medicine. In the process, it rejects the idea that such initiatives were the special preserve of a small religious elite (puritans), claiming instead that enthusiasm for change can be found across the religious spectrum. At the same time, the work demonstrates that medical practitioners were increasingly drawn into contemporary religious and political debates in a way that led to a fundamental politicization of the ‘profession’. By the end of the seventeenth century, it was now commonplace to see doctors, apothecaries and surgeons fully engaged in everyday political and civic life. At the same time, religious and political orientation often became an important factor in the career development of medics, especially in towns and cities, where substantial benefits might accrue to those who found themselves in favour with the ruling elites, be they Whig or Tory. The body politic, a Renaissance commonplace, was now peopled by medical practitioners who often claimed a special authority when it came to diagnosing the ills of late seventeenth-century society.

    Description: It has been widely acknowledged that the process of European integration and unification was started and is still pursued as an elite project, designed to put an end to debilitating conflicts and rivalries by consolidating a common power base and by pooling Europe’s economic resources. Nevertheless elites have remained the known unknowns of the European integration process. The present volume is designed to change this. Based on surveys of political and economic elites in 18 European countries, it is a comprehensive study of the visions, fears, cognitions, and values of members of national parliaments and top business leaders underlying their attitudes towards European integration. It also investigates political and economic elites’ embeddedness in transnational networks and their ability to communicate in multicultural settings. Our book strongly supports the view of an elitist character of the process of European integration on the one hand, while challenging the idea that European national elites have merged or are even merging into a coherent Eurelite on the other. As the 11 chapters of this book show, the process of European integration is much more colourful and even contradictory than concepts of a straightforward normative and structural integration suggest. In particular this process is deeply rooted in and conditional on the social and political settings in national contexts. The empirical basis for this book is provided by the data of the international IntUne project, which has for the first time created a comprehensive database combining coordinated surveys of Europe-related attitudes at the elite and general population level.

It takes its inspiration from the foundational work of public intellectual Stuart Hall (1932-2014). Hall was instrumental in calling out embedded elitist conceptions of ‘The Heritage’ of Britain. Populist discourses around the world, including Brexit and ‘culture war’ declarations in the UK, demonstrate how heritage and ideas of the past are mobilised in racist politics. The multidisciplinary chapters of this book offer critical inspections of these politics, and dig deeply into the problems of theory, policy and practice in today’s academia, society and heritage sector. The volume challenges the lack of action since Hall rebuked ‘The Heritage’ twenty years ago. The authors featured here are predominantly Black Britons, academics and practitioners engaged in culture and heritage, spurred by the killing of George Floyd and the rise of the Black Lives Matter movement to contest racist practices and structures that support them. The primary audience will be academics, but it will also attract culture sector practitioners and heritage institutions. However, the book is particularly aimed at scholars and community members who identify as Black, who are centrally concerned with questions of identity and race in British society. Its Open Access status will facilitate access to the book by all groups in society.

The post-Soviet case suggests that the global obsession with the Middle Ages is not purely an aesthetic movement but a potential weapon against democracy.     Description: When the war was over in 1945, Germany was a country with no government, little functioning infrastructure, millions of refugees and homeless people, and huge foreign armies living largely off the land. Large parts of the country were covered in rubble, with no clean drinking water, electricity, or gas. Hospitals overflowed with patients, but were short of beds, medicines, and medical personnel. In these conditions, the potential for epidemics and public health disasters was severe. This is a study of how the four occupiers—Britain, France, the Soviet Union, and the United States—attempted to keep their own troops and the ex-enemy population alive. While the war was still being fought, German public health was a secondary consideration for them, an unaffordable and undeserved luxury. But once fighting ceased and the occupation began, it rapidly turned into a urgent priority. Public health was now recognized as an indispensable component of creating order, keeping the population governable, and facilitating the reconstruction of German society. But they faced a number of insoluble problems in the process: Which Germans could be trusted to work with the occupiers, and how were they to be identified? Who could be tolerated because of a lack of alternatives? How, if at all, could former Nazis be reformed and reintegrated into German society? What was the purpose of the occupation anyway? This is the first carefully researched comparison of the four occupation zones which looks at the occupation through the prism of public health, an essential service fundamentally shaped by political and economic criteria, and which in turn was to determine the success or failure of the occupation.

Using linguistic and historical perspectives, and drawing on both publicly accessible material and sources gathered by the intelligence services, the book delineates the influence and impact of Germanic tribal history and culture within extremist subcultures. The author demonstrates that references to the Germanic peoples, their history, culture, and mythology, are even more widespread among contemporary right-wing extremists than they were in the interwar National Socialist era. This book will be of interest to researchers of right-wing extremism, German politics, and social movements.

    Description: Focusing on the processes of political socialisation and democratisation that took place in Spain during the nineteenth and twentieth centuries, this book brings together specialists who propose the need to rethink the contemporary history of democracy in Spain to build a new narrative. To do so, the authors go down to the local level, where they are able to trace a political culture that forged the foundations of a process of political ""modernization"" much more complex than what conventional historiography has conveyed, even though it was not always transferred institutionally to the national level. The idea of a rural Spain that was backward, apolitical, violent and unprepared for democracy gives way to a more interesting history which, while recognising the peculiarities of the country and the important limitations to democracy, shows examples that could help build a new narrative closer those of other neighbouring countries. Aimed at contemporary historians interested in Spain and Europe, the book also addresses the debates faced by other social scientists on the concept of democracy. This dialogue between history, sociology and political science is particularly present in a special final chapter featuring a discussion of democracy and its application to Spanish history.

Die Studie zeigt die Bedeutung sozialer Interaktionen auf und erörtert sie im Zusammenhang mit dem sozioökonomischen Hintergrund ihrer Migrationsverläufe; How do parents cooperate with each other, what value do they attach to their interaction and how is the degree of cooperation related to social status? The study takes a close look at the social relationships among various groups of Chinese parents at a Chinese Mandarin language school in a metropolitan city in Germany. Taking an ethnographic approach, it captures a vivid picture of the parental social interactions in and outside the Chinese school setting. The study reveals the significance of social interactions, discussing it in relation to the parents’ socioeconomic backgrounds and individual migrant trajectories.

It argues that anti-authoritarian revolutions like 1989’s ‘Autumn of the Nations’ succeeded in large part due to cultural and political innovations springing from such small groups. The author explores the often ingenious ways in which these maladapted and liminal ‘outliers’ forged a cooperative and dialogic mindset among previously resentful and divided communities.
