    Description: If we don’t know what the words “democracy” and “democratic” mean, then we don’t know what democracy is. This book defends a radical view: these words mean nothing and should be abandoned. The argument for abolitionism is simple: those terms are defective and we can easily do better, so let’s get rid of them. According to the abolitionist, the switch to alternative devices would be a significant communicative, cognitive, and political advance. The first part of the book presents a general theory of abandonment: the conditions under which language should be abandoned. The rest of the book applies this general theory to the case of “democracy” and “democratic”. The book shows that “democracy” and “democratic” are semantically, pragmatically, and communicatively defective. Abolitionism is not all gloom and doom. It also contains a message of good cheer: we have easy access to conceptual devices that are more effective than “democracy”. We can do better. These alternative linguistic devices will enable us to ask better questions, provide genuinely fruitful answers, and have more rational discussions. Moreover, those questions and answers better articulate the communicative and cognitive aims of those who use empty terms such as “democracy” and “democratic”.

    Description: There is a broad consensus across European states and the EU that social and economic inequality is a problem that needs to be addressed. Yet inequality policy is notoriously complex and contested. This book approaches the issue from two linked perspectives. First, a focus on functional requirements highlights what policymakers think they need to deliver policy successfully, and the gap between their requirements and reality. We identify this gap in relation to the theory and practice of policy learning, and to multiple sectors, to show how it manifests in health, education, and gender equity policies. Second, a focus on territorial politics highlights how the problem is interpreted at different scales, subject to competing demands to take responsibility. This contestation and spread of responsibilities contributes to different policy approaches across spatial scales. We conclude that governments promote many separate equity initiatives, across territories and sectors, without knowing if they are complementary or contradictory. This outcome could reflect the fact that ambiguous policy problems and complex policymaking processes are beyond the full knowledge or control of governments. It could also be part of a strategy to make a rhetorically radical case while knowing that they will translate into safer policies. It allows them to replace debates on values, regarding whose definition of equity matters and which inequalities to tolerate, with more technical discussions of policy processes. Governments may be offering new perspectives on spatial justice or new ways to reduce political attention to inequalities.

    Description: The book proposes a profound rethink of the complex relationship between Europe—defined here as the European Union and its members—and the states of the Mediterranean Middle East and North Africa (MENA), Europe’s ‘southern neighbours’. These relations are examined through a borderlands prism that conceives of this interaction as one between an empire of sorts that seeks to export its order beyond the border, and the empire’s southern borderlands. Focusing on trade relations on the one hand, and the cooperation on migration, borders, and security on the other, the book revisits the historical origins and modalities of Europe’s selective rule transfer to MENA states, the interests underwriting these policies, and the complex dynamics marking the interaction between the two sides over a twenty-year period (1995–2015). It shows that within a system of structurally asymmetric economic relations from which Europe and MENA elites benefit the most, single MENA governments have been co-opted into the management of border and migration control where they act as Europe’s gatekeepers. Combined with specific policy choices of MENA governments, Europe’s selective expansion of its rules, practices, and disaggregated borders have contributed to rising socio-economic inequalities and the strengthening of authoritarian rule in the ‘southern neighbourhood’, with Europe tacitly tolerating serious violations of the rights of refugees and migrants at its fringes. Challenging the self-proclaimed benevolent nature of European policies and the notion of ‘Fortress Europe’ alike, the findings of this study contribute to broader debates on power, dependence, and interdependence in the discipline of international relations.

    Description: The concepts of cultural diversity and cultural identity are at the forefront of the political debate in many western societies. In Europe, the discussion is stimulated by the political pressures associated with immigration flows, which are increasing in many European countries. The imperatives that current immigration trends impose on European democracies bring to light a number of issues that need to be addressed. What are the patterns and dynamics of cultural integration? How do they differ across immigrants of different ethnic groups and religious faiths? How do they differ across host societies?     Description: When we think about equality in the city, we are very likely to think first of the wide and growing divide between rich and poor, in material terms. Yet when we think more about a 'city of equals' it becomes apparent that how people feel treated by the city and those around them, and whether they can live according to their values, are much more central. Accordingly, combining their own reflections, a multi-disciplinary literature review, and, distinctively, more than 180 interviews in 10 cities in 6 countries, Wolff and de Shalit have derived an account of a city of equals based on the idea that it should give each of its city-zens a secure sense of place or belonging. Four underlying values structure this account. First, access to the goods and services of the city should not be based purely on the market. Second, each person should be able to live a life they find meaningful. Third, there should be diversity and wide social mixing. Fourth, there should be 'non-deferential inclusion': each person should be able to get access to what they are entitled to without being treated as less worthy than others. They should be able to enjoy their rights without bowing and scraping, waiting longer than others, or going through special bureaucratic hurdles. In sum, in a city of equals each person is proud of their city and has the (justified) feeling that their city is proud of (people like) them.

    Description: In recent years, scholars of authoritarianism have noted a trend in which institutions designed to check arbitrary power have been hollowed out to facilitate its exercise. As they grapple with how to understand the disjunct between state institutions and enforcement power, scholars of sub-Saharan African states have been doing so for decades. Based on in-depth field research on local security in Museveni’s Uganda, Tapscott offers an innovative and provocative contribution to studies of authoritarianism and state consolidation: rulers maintain control by creating unpredictability in the everyday lives of local authorities and ordinary citizens. In this type of modern authoritarian regime, rulers institutionalize arbitrariness to limit the space for political action, while they keep citizens marginally engaged in the democratic process. By showing not just that unpredictability matters for governance, but also how it is manufactured and sustained, this book challenges and extends cutting-edge scholarship on authoritarianism, the state, and governance.

    Description: It has been widely acknowledged that the process of European integration and unification was started and is still pursued as an elite project, designed to put an end to debilitating conflicts and rivalries by consolidating a common power base and by pooling Europe’s economic resources. Nevertheless elites have remained the known unknowns of the European integration process. The present volume is designed to change this. Based on surveys of political and economic elites in 18 European countries, it is a comprehensive study of the visions, fears, cognitions, and values of members of national parliaments and top business leaders underlying their attitudes towards European integration. It also investigates political and economic elites’ embeddedness in transnational networks and their ability to communicate in multicultural settings. Our book strongly supports the view of an elitist character of the process of European integration on the one hand, while challenging the idea that European national elites have merged or are even merging into a coherent Eurelite on the other. As the 11 chapters of this book show, the process of European integration is much more colourful and even contradictory than concepts of a straightforward normative and structural integration suggest. In particular this process is deeply rooted in and conditional on the social and political settings in national contexts. The empirical basis for this book is provided by the data of the international IntUne project, which has for the first time created a comprehensive database combining coordinated surveys of Europe-related attitudes at the elite and general population level.

Die Studie zeigt die Bedeutung sozialer Interaktionen auf und erörtert sie im Zusammenhang mit dem sozioökonomischen Hintergrund ihrer Migrationsverläufe; How do parents cooperate with each other, what value do they attach to their interaction and how is the degree of cooperation related to social status? The study takes a close look at the social relationships among various groups of Chinese parents at a Chinese Mandarin language school in a metropolitan city in Germany. Taking an ethnographic approach, it captures a vivid picture of the parental social interactions in and outside the Chinese school setting. The study reveals the significance of social interactions, discussing it in relation to the parents’ socioeconomic backgrounds and individual migrant trajectories.

    Description: Why did the Eurozone crisis prove to be so difficult to resolve? Why was it resolved in a manner in which some countries bore a much larger share of the pain than other countries? Why did no country leave the Eurozone rather than implement unprecedented austerity? Who supported and who opposed the different policy options in the crisis domestically, and how did the distributive struggles among these groups shape crisis politics? Building on macro-level statistical data, original survey data from interest groups, and qualitative comparative case studies, this book argues and shows that the answers to these questions revolve around distributive struggles about how the costs of the Eurozone crisis should be divided among countries, and among different socioeconomic groups within countries. Together with divergent but strongly held ideas about the “right way” to conduct economic policy and asymmetries in the distribution of power among actors, severe distributive concerns of important actors lie at the root of the difficulties of resolving the Eurozone crisis as well as the difficulties to substantially reform European Monetary Union (EMU). The book provides new insights into the politics of the Eurozone crisis by emphasizing three perspectives that have received scant attention in existing research: A comparative perspective on the Eurozone crisis by systematically comparing it to previous financial crises, an analysis of the whole range of policy options, including the ones not chosen, and a unified framework that examines crisis politics not just in deficit-debtor, but also in surplus-creditor countries.

Why are there such large gaps between migration debates and migration realities, and how can they be reduced? Bridging the Gaps: Linking Research to Public Debates and Policy-making on Migration and Integration provides a unique set of testimonies and analyses of these questions by researchers and policy experts who have been deeply involved in attempts to link social science research to public policies. Bridging the Gap argues that we must go beyond the prevailing focus on the research–policy nexus by considering how the media, public opinion, and other dimensions of public debates can interact with research and policy processes. The chapters provide theoretical analyses and personal assessments of the successes and failures of past efforts to link research to public debates and policy-making on migration and integration in six different countries—Germany, the Netherlands, Norway, Sweden, the United Kingdom, and the United States—as well as in European and global governance debates. Contrary to common public perceptions and political demands, Bridging the Gaps argues that all actors contributing to research, public debates, and policy-making should recognize that migration, integration, and related decision-making are highly complex issues, and that there are no quick fixes to what are often enduring policy dilemmas. Some health conditions that risk death or serious harm are partly the result of lifestyle behaviours such as smoking, lack of exercise, or extreme sports. Are patients with such conditions responsible for them? If so, might healthcare providers, be they state-run systems or private entities, be justified in treating such patients differently?     Description: Why have most African countries not achieved greater political liberalization? What explains the lack of progress toward the ideals of liberal democracy across the region? This book advances ongoing debates on democratic backsliding with specific reference to Africa. In examining how incumbent leaders in African countries attempt to contain societal pressures for greater democracy, the chapters explain how governments go beyond the standard tools of manipulation, such as electoral fraud and political violence, to keep democracy from unfolding in their countries. The book emphasizes two distinct strategies that governments frequently use to reinforce their hold on power, but which remain overlooked in conventional analyses; —the legal system and the international system. It—documents how governments employ the law to limit the scope of action among citizens and civil society activists struggling to expand democratic liberties, including the use of constitutional provisions and the courts. The work further demonstrates how governments use their role in international relations to neutralize pressure from external actors, including sovereigntist claims against foreign intervention and selective implementation of donor-promoted policies. While pro-democracy actors can also employ these legal and international strategies to challenge incumbents, in some cases to prevent democratic backsliding, the book shows why and how incumbents have enjoyed institutional advantages when implementing these strategies through the six country case studies of Ghana, Kenya, Malawi, Uganda, Zambia, and Zimbabwe.

    Description: This book explores processes of legitimation and delegitimation of global governance institutions (GGIs). How, why, and with what impact on audiences, are GGIs legitimated and delegitimated? The book develops a comprehensive theoretical framework for studying processes of (de)legitimation in global governance and provides broad comparative analyses to uncover patterns of (de)legitimation processes. It covers a diverse set of global and regional governmental and nongovernmental institutions in different policy fields. Variation across these GGIs is explained with reference to institutional setup, policy field characteristics, and broader social structures, as well as to the qualities of agents of (de)legitimation. The approach builds on a mixed-methods research design that uses both quantitative and qualitative new empirical data. Three main interlinked elements of processes of legitimation and delegitimation are at the center of the analysis: the varied practices employed by different state and non-state agents that may boost or challenge the legitimacy of global governance institutions; the normative justifications that these agents draw on when engaging in legitimation and delegitimation practices; and the different audiences that may be impacted by legitimation and delegitimation. This results in a dynamic interplay between legitimation and delegitimation in contestation over the legitimacy of GGIs.

    Description: This paper addresses future perspectives for the management of resources on an international level. Failures of international open markets result in significant material leakage. Here, taking the example of material used vehicles, we develop elements of an international metal covenant that should allow for a more sustainable management of global material flows in that area. Our proposal is based on two principles: any regulation should actively seek industry participation, taking advantage of business interest in supplying a sufficient quantity of materials while lowering materials costs; and it should also address public issues such as sustainability of recycling and waste. In this paper we first analyse contracts as a tool for bridging gaps in knowledge when multiple actors are involved. We then give empirical evidence for material leakage in the case of used vehicles from Germany, before outlining the elements of a proposed international metals covenant. Finally, we analyse potential impacts and discuss legal and institutional issues.

    Description: In 2009, the German government launched its "National Development Plan for Electric Mobility" which set the concrete target of having 1 million electric vehicles on the road by 2020. However, there have been hypes around e-mobility before and even if this goal were to be reached, a merely quantitative aim of a certain number of electric vehicles will not suffice to contribute to a more sustainable development in transport. This requires a more comprehensive vision of sustainable e-mobility as a system innovation. Thus, the question addressed in this thesis is: How can we assess - at this critical early stage - whether there is potential for e-mobility developing as a sustainable system innovation? A theoretical framework will be developed for assessing the potential of a wider transition at an early stage by analyzing current patterns of socio-technical co-evolution and embedding these in a wider framework of the structural dynamics involved in transitions. The aim of the analysis is to identify whether 'system-innovative' projects do emerge in the case of Germany/Baden-Württemberg and what patterns (e.g. in terms of specific actor constellations, institutional adjustments etc.) can explain this. It will be shown that the system-innovative potential of this e-mobility niche remains limited, due to the powerful influence of incumbents, conflicting political goals and traditional science approaches. A few more system-innovative activities emerge where powerful actors from outside are involved, who are capable of viewing mobility in a more systemic way (e.g. actors from the public transport or housing sector). It is argued that the role of large demonstration projects is important, but they need to be designed as transdisciplinary research projects from the beginning.

    Description: Strategic Environmental Assessment aims to incorporate environmental and sustainability considerations into strategic decision making processes, such as the formulation of policies, plans and programmes. In order to be effective, the assessment must take the real decision making process as the departure point. Existing SEA approaches are frequently tailored after an EIA model conceived from a rational perspective on decision making. However, there are good reasons to assume that most strategic decision making processes are characterised by a bounded rationality. Furthermore, the predictability of environmental consequences generally becomes weaker at strategic levels than at the project level and complexity increases in terms of the numbers of actors involved in the decision. This paper examines various theoretical perspectives to decision making and discusses the implications for decision support in general and SEA in particular. The authors argue that the design of the SEA must be more sensitive to the real characteristics of the decision making context.

    Description: The reductionist trend of equating sustainable development with sustained economic growth needs to be reversed. New accounts and balances help to operationalize the elusive notion of sustainability: they provide a coherent picture of the interaction between environment and economy. "Greened" national accounts measure economic sustainability in terms of (produced and natural) capital maintenance; balances of material flows assess ecological sustainability as the dematerialization of production and consumption. Both concepts aim to preserve environmental assets, but differ in scope, strength and evaluation of sustainability. First results for Germany indicate weak sustainability of the economy; strong sustainability is not in sight because of insufficient reduction of material throughput. Attaining sustainability through integrated policies needs the support of share- and stakeholders of sustainable development.

    Description: The development of this paper was inspired by the increase in the number of different eco-label like quality assurance schemes established in the European Union in the past few years. These schemes are flooding the market and the researchers raise the question, is there enough credibility in these schemes? This piece of research is based on 58 eco-labeling like food schemes and dissects them into the building blocks of the different factors that makes a scheme credible and analyses the structure of these blocks as well as a literature survey on the perceptions of both the consumers and producers to these schemes. The sort of credibility structure that the building blocks of the schemes (ownership, stakeholder dialogue, traceability, transparency, etc.) have created was discussed and it was questioned if they meet the expectations of the consumers. The main findings of the research indicate that although small groups of consumers may be satisfied with a number of the different schemes, the majority of them fall short of providing a credible quality assurance scheme. Improvements were suggested such as involving a more diverse range of stakeholders and expanding the responsibility of processors and retailers. An alternative to the current form of labeling is also discussed.

    Description: Holiday travel behavior, individual characteristics of holiday travelers and strategies to change holiday travel behavior are the subjects of this article. From the environmental perspective, the journey to the destinations is the most critical aspect of traveling. Based on a 2003 survey of 1991 German inhabitants, the kilometers traveled and the choice of transportation mode for holiday purposes have been quantified. According to the number of trips and kilometers traveled, four travel groups have been identified. The groups vary according to socio-demographics, psychological factors, number of holiday trips, and travel mode choice. Persons who traveled to more distant destinations also traveled more often and used air travel for more than 60% of their trips. For the other groups, car travel was more important. Correlating the four travel groups with greenhouse gas emissions reveals that the smallest group - the long-haul travelers - was responsible for 80% of the emissions of the whole sample. Income, education, and openness to change were main indicators of individual greenhouse gas emissions. Target group oriented strategies to reduce the environmental impact of holiday mobility are discussed against the background of 84 in-depth interviews conducted with selected representatives of the first survey.
