Description: Tiếp cận điện năng là vô cùng cần thiết để thúc đẩy kinh tế và phát triển con người. Đây cũng là một động lực quan trọng cho phát triển kinh tế của mỗi quốc gia. Tiếp cận các dạng năng lượng hiện đại, đặc biệt là điện năng, thậm chí còn quan trọng hơn nữa đối với việc phát triển kinh tế-xã hội khu vực nông thôn (có trình độ phát triển cơ sở hạ tầng thấp hơn so với khu vực thành thị). “Điện khí hóa toàn diện” nhằm đạt được các mục tiêu phát triển kinh tế-xã hội (cũng như các mục tiêu phát triển bền vững (SDG)) của Việt Nam sẽ đòi hỏi mọi hộ dân, gia đình, cơ sở sản xuất nông nghiệp, doanh nghiệp địa phương và cộng đồng dân cư nông thôn đều được tiếp cận điện năng 24/7. Để đạt được mục tiêu này, Chính phủ Việt Nam đã tập trung chủ yếu vào việc tạo điều kiện tiếp cận điện năng cho người dân bằng cách mở rộng lưới điện quốc gia. Gần 98% hộ dân ở thành thị và nông thôn Việt Nam đều được điện khí hóa thông qua phương thức này. Tuy nhiên, việc tiếp cận điện năng của 2 % dân số còn lại, tập trung chủ yếu ở các khu vực có điều kiện địa hình không thuận lợi cho việc mở rộng lưới điện quốc gia vẫn còn là vấn đề kinh tế-kỹ thuật cần bàn luận. Để giải quyết vấn đề này, các cuộc thảo luận đã được tiến hành nhằm tìm hiểu xem liệu các giải pháp hệ thống năng lượng tái tạo độc lập có hiệu quả chi phí cao có thể hỗ trợ cho công cuộc điện khí hóa cho 2 % dân số còn lại hay không cũng như thúc đẩy phát triển kinh tế-xã hội hơn nữa cho nhóm người này.

Description: Un seguimiento, control y vigilancia (SCV) eficaz es fundamental para el éxito de las medidas de conservación y gestión del medio marino. Mientras que los Estados tienen el derecho exclusivo de gestionar los recursos marinos dentro de su jurisdicción nacional, las zonas fuera de la jurisdicción nacional (ABNJ, por sus siglas en inglés) están sujetas a un complejo mosaico de normas y reglamentos internacionales (Wright et al., 2018). Un SCV eficaz de estas aguas profundas y distantes constituyen un importante desafío técnico y cada vez hay más interés en saber cómo pueden aplicarse las herramientas y políticas de SCV a este vasto patrimonio mundial. Los Estados de las Naciones Unidas (ONU) están negociando actualmente un instrumento internacional jurídicamente vinculante (ILBI, por sus siglas en inglés) para la conservación y el uso sostenible de la diversidad biológica de las zonas marinas fuera de la jurisdicción nacional (denominado aquí "tratado de alta mar"). Este informe explora cómo las negociaciones podrían fortalecer el SCV en ABNJ y la contribución que el SCV podría hacer a la aplicación de un futuro tratado.

Description: Việt Nam có cơ hội chuyển dịch sang lộ trình quy hoạch các-bon thấp của ngành điện trong đó nhấn mạnh vào phát triển công nghệ năng lượng tái tạo, đặc biệt là điện gió và điện mặt trời – các nguồn năng lượng có chi phí đang giảm mạnh tại Việt Nam cũng như toàn thế giới. Tuy nhiên, các bên liên quan và các nhà lãnh đạo trên cả nước cần hiểu rõ và chuẩn bị kỹ lưỡng cho những tác động đến việc làm đi kèm, không chỉ tính riêng trong ngành năng lượng mà rộng hơn cho cả nền kinh tế. Nghiên cứu đã phân tích những tác động việc làm của nhiều kịch bản phát triển điện tại Việt Nam; nghiên cứu được thực hiện trong khuôn khổ dự án COBENEFITS với mục tiêu đánh giá đồng lợi ích của chuyển dịch năng lượng các-bon thấp trên cả nước. Xét đến sự phát triển của ngành điện Việt Nam trong tương lai, bốn kịch bản đã được phân tích: Quy hoạch Điện VII điều chỉnh của Bộ Công thương (kịch bản QHĐ VII (đc)), Kịch bản Chính sách của Cơ quan Năng lượng Đan Mạch (kịch bản Chính sách DEA), kịch bản các-bon thấp từ Ngân hàng Phát triển Châu Á “Con đường phát triển cácbon thấp cho Việt Nam” (kịch bản Các-bon thấp ADB), và kịch bản Cơ sở và Năng lượng Tái tạo từ Trung tâm Phát triển Sáng tạo Xanh (GreenID) (kịch bản Cở sở & NLTT). Báo cáo này nêu ra những tác động tới việc làm, với giả định rằng ngành điện tập trung vào tất cả các công nghệ phát điện được sử dụng trong quy hoạch điện của Chính phủ. Báo cáo cũng đưa ra đánh giá sơ bộ về yêu cầu trình độ kỹ năng và đào tạo chuyên môn cần thiết cho quy hoạch ngành điện hiện tại và tầm nhìn phát triển các-bon thấp trong tương lai của Việt Nam. Bốn kịch bản đều có các mốc thời gian từ năm 2015 đến năm 2030, tương tự với kịch bản QHĐ VII (đc) của Bộ Công thương.

Description: Este resumen para los tomadores de decisiones se basa en el informe ‘Strengthening Regional Ocean Governance for the High Seas: Opportunities and Challenges to Improve the Legal and Institutional Framework of the Southeast Atlantic and Southeast Pacific’. Está dirigido a los tomadores de decisiones, así como a otras personas que trabajan en cuestiones de gobernanza de los océanos, en particular en las regiones del Atlántico Sudeste y el Pacífico Sudeste. El informe se preparó como parte del proyecto Fortalecimiento de la gobernanza regional de los océanos en alta mar (‘STRONG High Seas’) y se basa en estudios anteriores, en particular en relación con el Pacífico Sudeste. El informe tiene por objeto proporcionar un examen de los marcos de gobernanza pertinentes actualmente en vigor para la gestión de la biodiversidad de la alta mar en esas regiones. El informe utiliza las cuestiones que se están debatiendo en las negociaciones en curso para un nuevo instrumento jurídicamente vinculante sobre la conservación y el uso sostenible de la BBNJ en el marco de las Naciones Unidas, así como determinadas metas del Objetivo de Desarrollo Sostenible 14 (ODS 14), como una lente a través de la cual se pueden evaluar los avances hacia la conservación y el uso sostenible.

Description: Tras más de una década de deliberaciones informales, los Estados de las Naciones Unidas (ONU) están negociando actualmente un „instrumento internacional jurídicamente vinculante para la conservación y el uso sostenible de la biodiversidad marina en las áreas situadas fuera de la jurisdicción nacional“ („Acuerdo BBNJ“). El objetivo de las negociaciones es reforzar el marco jurídico internacional para la protección y la gestión de los océanos globales, colmando las lagunas del marco actual y aprovechando las obligaciones existentes en virtud de la Convención de las Naciones Unidas sobre el Derecho del Mar (CONVEMAR) para cooperar en la protección y la preservación del medio ambiente marino y la conservación de los recursos marinos vivos. Este informe explora cómo la gestión ecosistémica (EBM, por sus siglas en inglés) en las áreas marinas fuera de la jurisdicción nacional (ABNJ, por sus siglas en inglés) puede ser promovida a nivel regional y cómo el acuerdo BBNJ puede aprovechar las experiencias de otros acuerdos legalmente vinculantes para fortalecer la cooperación, la coordinación y la coherencia regional. Para ello, se han identificado cinco bloques de construcción: 1. Un órgano global sólido, como una Conferencia de las Partes, capaz de tomar decisiones y adoptar recomendaciones; 2. Un conjunto de mecanismos regionales para el desarrollo y la coordinación de políticas integradas; 3. Mecanismos eficaces de asesoramiento científico-político; 4. Obligaciones y principios medioambientales generales; y 5. Principios operativos para garantizar una buena gobernanza. Un examen del actual proyecto de texto del Presidente del acuerdo BBNJ pone de relieve los aspectos en los que el texto podría reforzarse para hacer avanzar la EBM. En particular, el acuerdo BBNJ podría inspirarse en una serie de instrumentos existentes y establecer obligaciones específicas para: cooperar en la promoción de la conservación in situ de los ecosistemas y los hábitats naturales; integrar la biodiversidad en todos los órganos y procesos de toma de decisiones; y reforzar la cooperación regional apoyando a las instituciones existentes y creando plataformas de cooperación transectoriales.

Description: Motivated by the question of how the arts can contribute to communication on sustainable development, this study makes a sociological-anthropological analysis of the reception of an international contemporary art exhibition on sustainability in Valparaíso, Chile. The public’s aesthetic experience demonstrates that art, through sensual components and aesthetic strategies that lead to reflection can advance susceptibility to questions of sustainable development. This potential can point to gaps in the local public discussion on sustainability, but it is not capable of filling them.

Description: Este informe demuestra que existe tanto la necesidad como la oportunidad de aumentar la interacción entre los niveles regional y mundial de la gobernanza de los océanos mediante un nuevo acuerdo mundial para la conservación y el uso sostenible de la diversidad biológica marina en las áreas fuera de la jurisdicción nacional (ABNJ, por sus siglas en inglés). En particular, este informe de política tiene por objeto destacar el papel y la contribución de la gobernanza regional y sectorial en elaborar y apuntalar la aplicación de un acuerdo fuerte en alta mar. Los esfuerzos regionales ofrecen lecciones aprendidas, plataformas para el intercambio de datos y conocimientos científicos, mecanismos para convocar a los Estados y las partes interesadas y coordinar los enfoques y medidas regionales para la gestión. Este informe identifica las oportunidades para aumentar la coordinación, la cooperación y la acción entre estos dos niveles en vista de un acuerdo internacional jurídicamente vinculante eficaz en el marco de la Convención de las Naciones Unidas sobre el Derecho del Mar (CONVEMAR).

Description: Dada la importancia que revisten los suelos en los procesos que ocurren en la zona crítica (zona de interacción entre agua, suelo, aire, organismos), en este trabajo presentamos la distribución temporal y espacial de una secuencia de paleosuelos arcillosos con carbonatos secundarios (capas de caliches y carbonatos diseminados) en el sector nororiental de la Cuenca de México, particularmente en el valle de Teotihuacán. El propósito de este trabajo consiste en reconstruir la distribución temporal y espacial de la cubierta de suelos del pasado para entender su relación con la estructura actual de suelos y sedimentos en este sector semiárido de la cuenca de México. Con esta información, determinar la participación de estos materiales en la Zona Crítica (ZC). Para ello, se ha llevado a cabo un transecto de dirección norte-sur, que inicia en las elevaciones del Cerro Gordo, cruza el valle de Teotihuacán y termina en la Sierra Patlachique, describiendo perfiles de suelo en diferentes posiciones geomorfológicas. El marco cronológico se ha establecido con base en fechamientos de radiocarbono realizados en las capas de caliches. De acuerdo a la cronología, al tipo y grado de pedogénesis, y a los procesos de sedimentación, se han reconocido cuatro unidades. La primera unidad, denominada Paleosuelos del Pleistoceno, fase I (50000 – 20000 años AP), está compuesta de paleosuelos arcillosos, los cuales son Luvisoles crómicos y estágnicos, dependiendo de su posición en el paisaje. Estos paleosuelos muestran tanto carbonatos secundarios diseminados y en fracturas, como capas de caliches. En la segunda unidad, Paleosuelos del Pleistoceno, fase II (20000 –10000 años AP), dominan los sedimentos sobre los suelos; únicamente en el fondo del Valle, se han encontrado Gleysoles cortados por canales aluviales. La unidad, Paleosuelos del Holoceno, fase I (10000 a 1000 años AP) se caracteriza por presentar suelos poligenéticos (Vertisoles), fuertemente modificados por los procesos antrópicos, durante las diversas fases de ocupación pre-hispánica. La última unidad, Suelos del Holoceno, fase II, abarca el último milenio, en donde se destacan procesos de erosión e inestabilidad del paisaje. La tendencia principal en la distribución espacial de los paleosuelos es la siguiente: las unidades antiguas (Luvisoles, capas de caliches y Vertisoles) están sepultadas profundamente en el fondo del valle. Sin embargo, en los taludes y elevaciones montañosas, pueden aparecer cerca o directamente sobre la superficie, siendo incorporados en el manto de suelos actual. Las interrelaciones entre los diferentes paleosuelos a lo largo del transecto estudiado, junto con las observaciones micromorfológicas, apoyan la hipótesis de una relación evolutiva entre los Luvisoles pleistocénicos y los Vertisoles del Holoceno. Consideramos que estas diferentes unidades repercuten en los procesos hidrológicos en el valle y que las capas de caliche formadas en los ambientes pleistocénicos pueden afectar la geoquímica del agua subterránea así como sus firmas isotópicas.

Description: As soils are important elements for the processes involved in the critical zone (the zone of interaction between water, soil, air, and organisms), in this work we present the temporal and spatial distribution of a clayey-paleosol sequence with secondary carbonates (layers of caliche and disseminated carbonates) in the northeast sector of the Mexico Basin, particularly in the Teotihuacan Valley. The goal of this paper is the temporal and spatial reconstruction of the past soil cover to understand its relationship with the present day soils and sediments in this semiarid sector of the Mexico Basin. With this information the involvement of these materials in the critical zone could be determined. To comply with these objectives, a north-south transect was carried out, starting in the Cerro Gordo, crossing the Teotihuacan valley and ending in the Sierra Patlachique, describing soil profiles located in different geomorphological positions. The chronological framework has been established with radiocarbon dates of the caliche layers. According to this chronology, the type and degree of pedogenesis, as well as the sedimentation processes, four units have been recognized. The first unit is named the Pleistocene Paleosols, phase I (50000 – 20000 years BP), and is composed of clayey paleosols, chromic and stagnic Luvisols, depending on their position in the landscape. These paleosols contain pedogenic carbonates, disseminated and in fractures, and caliche layers. In the second unit, the Pleistocene Paleosols, phase II (20000 –10000 years BP), sediments predominate over soils; only in the valley floor some Gleysols are found to be cut by alluvial channels. The unit, Paleosols of the Holocene Paleosols unit, phase I (10000 to 1000 years BP), is characterized by polygenetic soils (Vertisols) strongly modified by anthropic processes during distinct phases of pre-hispanic occupation. The last unit, the Holocene Soils, phase II, covers the last millennium when erosional processes and unstable landscape dominate. The paleosols (Luvisols, caliche layers, and Vertisols) are deeply buried at the bottom of the valley. However, on the slopes and hilltop positions, they can appear close to or directly on the surface, being incorporated in the present day soil mantle. Spatial interrelations of different paleosols along the studied transect together with micromorphological observations support the hypothesis of an evolutionary link between the Pleistocene Luvisols and the Holocene Vertisols. We propose that these different units are involved in the hydrological processes in the valley and that the caliche layers, formed in the Pleistocene environments, can affect the geochemistry of the groundwater as well as its isotopic signatures.
