    Description: "At the time of this book’s publication, almost seven years have passed since the dramatic and brutal terror attacks at Norway’s Government Headquarters in Oslo and the island of Utøya on 22 July 2011. How have we coped during this time? Which values have been important? Have we managed to protect the ideals of democracy, openness and humanity? And not least: Who is this ""we"" that we are referring to? This scholarly anthology includes articles from researchers associated with the project NECORE (Negotiating Values: Collective Identities and Resilience after 22 July) and other researchers whose work is closely associated with the project. They give us insights, opinions and sharp perspectives on not just 22 July, but also about Norway today, about values, identities and resilience in Norwegian society in the wake of the terror attacks. An important backdrop for the book and the project is the assertion that, as the events themselves recede into the past, it is even more important to focus on what the terror events have led to and how we can learn from them. In a world where terrorism has become an all too common part of political reality, it is crucial that we understand how we ought to think about terror, and how we as a society encounter it."

    Description: "This book is a study of elections to the representative organ of Norway's indigenous people, the Sámi. Based on quantitative and qualitative research, the anthology examines various aspects of elections to the Sámi Parliament, both in general and regarding the 2017 election in particular. The nine chapters delve into a wide range of topics, from voter behaviour and election results to more fundamental questions regarding indigenous representation and organizing in Norway. The book covers five main themes. First, Sámi identity and criteria for voter registration. What are considered acceptable grounds for claiming to be Sámi, and what criteria do people use when judging others as Sámi or non-Sámi? When is one ‘Sámi enough’ to qualify for the right to vote? These questions have a bearing on the very core of Sámi politics: who should be allowed to choose representatives on behalf of the Sámi people? Second, Sámi civil society. How do organizations that represent Sámi persons and Sámi interests relate to the Sámi Parliament? Third, voter turnout. How do we explain non-voting in a system where, unlike those for other elections in Norway, one must actively register in advance to be able to vote? And what about the fact that voters in municipalities with fewer than 30 registered voters must vote in advance? Do these circumstances depress voter turnout? Fourth, the party-political landscape. What differentiates supporters of the different parties? Are there clear differences that make it easier for voters to identify the distinctions between the parties? Finally, elections and voter information. Where do voters find information about this election? We look specifically at how parties and voters find each other in South Norway, the largest constituency in the country, and yet one in which Sámi parliamentary elections are rarely covered by the media. Sámi Parliamentary Elections: Identity, Participation, Party Politics will be relevant for everyone interested in indigenous representation and participation generally, and the Sámi democratic system in Norway particularly, especially students, academics, journalists and those who are actively engaged in Sámi politics."
    Description: "Denne boka er den tredje i en rekke av studier av sametingsvalg i Norge. Med utgangspunkt i velgerundersøkelser og kvalitative studier behandler boka ulike sider ved sametingsvalg generelt og valget i 2017 spesielt. Gjennom ni kapitler ser boka både på velgeradferd og valgresultat og på mer grunnleggende spørsmål om samepolitikkens oppbygging. Boka har fem hovedtemaer. For det første, samisk identitet og forholdet til valgmanntallet. Hva skal til for å oppfatte seg selv eller andre som same? Når er man «samisk nok» til å melde seg inn i valgmanntallet? Disse spørsmålene angår selve grunnlaget for samepolitikken: hvem som skal tillates å velge representanter på vegne av det samiske folket. For det andre, det samiske sivilsamfunnet. Hvordan forholder organisasjoner som representerer samer og samiske interesser seg til Sametinget? For det tredje, valgdeltakelse. Hvordan kan man forklare hjemmesitting i et system der man – i motsetning til andre valg i Norge – aktivt må registrere seg på forhånd som velger? Og hva med det faktum at velgere i kommuner med færre enn 30 manntallsførte må forhåndsstemme – bidrar dette til å trekke ned valgdeltakelsen? For det fjerde, det partipolitiske landskapet. Hva skiller velgerne til de ulike partiene? Er det tydelige forskjeller som gjør det lett for velgerne å se forskjell på partiene? For det femte, valgkampen og velgernes informasjon. Hvor henter velgerne sin informasjon om valget fra? Vi ser særlig på hvordan partier og velgere finner hverandre i Sør-Norge, en valgkrets der sametingsvalget nesten ikke dekkes i mediene. Sametingsvalg: Tilhørighet, deltakelse, partipolitikk henvender seg til alle som er opptatt av ulike sider ved det å ha et samisk demokratisk system i Norge, men særlig til studenter, forskere, journalister og samepolitisk aktive."

    Description: The services for people with addiction and mental health problems and have received increasing attention, both in the public debate, among users and professionals and not least from political authorities. There is political agreement on the importance of prioritizing the field, when at the same time there is disagreement on whether the services will actually be better by present-day reforms. In National Policies and Local Challenges, the authors explore the organization of services for people with addiction and mental health illness, from initiatives to improve the services at the level of national government to implementing changes in local service provision by municipalities. We discuss one of the most challenging questions in the modern welfare state: How should services be organized so that both users and service providers experience them as coordinated and integrated? The authors address these issues by referring to key features of national policy and change processes that can be observed in a selection of municipalities. The book also refers to analyses of experiences with various measures and services related to work, housing and prison care and correctional services. The anthology is based on a research project that studies the coordination and integration of services for people with complex addiction and mental disorders. The book is based on political science and organizational theoretical perspectives, and aims to provide insight into the usefulness of such perspectives in the analysis of welfare state's challenges when complex needs are addressed. The target group for the book is researchers, students and employees in local government – as well as practitioners who work with users with complex and complex needs. The book is edited by Catharina Bjørkquist, professor at Østfold University College, and Helge Ramsdal, professor emeritus at Østfold University College.
    Description: Tjenestene til personer med psykiske lidelser og ruslidelser har fått stadig større oppmerksomhet, både i den offentlige debatten, blant brukere og fagfolk og ikke minst fra politiske myndigheter. Det er stor politisk enighet om betydningen av å prioritere feltet, samtidig som det er uenighet om hvorvidt tjenestene faktisk blir bedre. I Statlig politikk og lokale utfordringer ser forfatterne på organisering av tjenestene til mennesker med samtidige ruslidelser og psykiske lidelser, fra de politiske føringene sentralt til kommunale tjenester lokalt. Spørsmålet som stilles er et av de mest utfordrende i den moderne velferdsstaten: Hvordan skal en organisere tiltak og tjenester slik at både brukere og tjenesteytere opplever dem som samordnet og integrerte? Forfatterne diskuterer dette gjennom å vise til sentrale trekk ved den nasjonale politikken, de endringsprosessene en kan observere i et utvalg kommuner og erfaringer med ulike tiltak og tjenester knyttet til arbeid, bolig og kriminalomsorg. Antologien har sitt utgangspunkt i et forskningsprosjekt som studerer samordning og integrering av tjenester til mennesker med sammensatte rus- og psykiske lidelser. Boka bygger på statsvitenskapelige og organisasjonsteoretiske perspektiver, og har som mål å gi innsikt i nytten av slike perspektiver i analysen av velferdsstatens utfordringer. Målgruppa for boka er forskere, studenter og ansatte i lokal forvaltning – samt tjenesteutøvere som jobber med brukere med sammensatte og komplekse behov.

    Description: V západní Evropě sice volební volatilita za posledních třicet až čtyřicet let významně narostla, skutečnou explozi voličské nestability ovšem spojujeme se zeměmi bývalého komunistického bloku ve východní Evropě. Tato publikace se proto zaměřuje na výzkum volební volatility v 11 postkomunistických státech střední a východní Evropy od roku 1990 do roku 2020. Volební volatilitu studie chápe jako změnu voličské preference ve volbách jdoucích po sobě. Jelikož přechody voličů mezi stranami se odehrávají všemi různými směry, rozhodli se autoři zaměřit svou výzkumnou pozornost na ty, které považují v postkomunistickém kontextu za nejdůležitější v celkové sumě všech voličských přechodů. Zaprvé se jedná o hlasování pro nové strany a tedy přechody voličů k novým stranám. Zadruhé jsou vyčleněny přechody voličů od vládních stran. Oba procesy (ztráty vládních stran a zisky nových stran) podstatným způsobem přispívají k výši volební volatility. Celková úroveň agregované volební volatility dosahovala v postkomunistických státech průměrné hodnoty 31 procent. Agregovaná volatilita je měřena na základě změny v podpoře jednotlivých stran v po sobě jdoucích volbách a představuje nejnižší nutný podíl přechodů mezi stranami, který je nutný, aby mohly nastat reálné volební výsledky ve volbách jdoucích po sobě. Na individuální úrovni jsou přechody ještě četnější. Na základě analýzy individuálních dat z dotazníkových šetření autoři zjistili, že průměrná voličská volatilita dosahovala dokonce 44 procent. Téměř každý druhý volič změnil svou preferenci. Volatilita na individuální úrovni je tak mnohem vyšší, než potvrzují analýzy volebních výsledků. Jak měřit a zkoumat volební volatilitu? Proč vznikají nové strany? A co ovlivňuje jejich volební úspěšnost? Získávaly nové strany větší podporu v době po přechodu k demokracii nebo spíše v poslední době? Přispívají k volatilitě spíše vládní nebo opoziční strany? A nakolik je volební volatilita způsobena ztrátami vládních stran?

One of the outcomes of the project was the preparation of innovative educational materials and courses. The courses were to reflect the educational areas within the updated Framework Educational Programme. In their content, there was to be a maximum connection of teaching with the use of cross-curricular topics. The text introduces the importance of sharing stories with each other as a starting point for further academic and social learning. The handbook then briefly describes the characteristics of working in council, providing concrete suggestions and examples from practice. Finally, the experience with advisory circles is presented through the eyes of a practising teacher and students of the Faculty of Education at Masaryk University.
