    Description: This volume concludes the edition of Heinrich von Mügeln's smaller poems. This is the first complete edition of the hymns of one of the most important poets of the 14th century. The volume also contains two of Mügeln's Latin texts: 'Artes liberales' and 'Libri tocius biblie', two summaries on the liberal arts and the books of the Old Testament. The centerpiece of the volume is 'Der meide kranz', an allegorical poem about the struggle between the liberal arts and between the virtues and nature, written in honor of Emperor Charles IV.     Description: Despite the opposition of two parties - first the Whigs and the Tories, then the Liberals and the Conservatives - 19th century Britain was characterized by a political culture of moderation. The bearers of this political culture were a group of politicians who always sought the middle way between the extremes and were known as Liberal Tories or Liberal Conservatives. This book fills a research gap by examining the development of this British Liberal Conservatism in the period from 1750 to 1850, first looking at Edmund Burke's political philosophy and then showing how the Liberal Tories and Liberal Conservatives who followed him drew on his thinking. It shows how politicians such as George Canning and Sir Robert Peel, based on Burke and the political philosophy of the "Old Whigs", pursued a centrist policy that was always oriented towards the virtues of moderation and prudence. The book thus sheds light on the conservative variant of liberalism that characterized Great Britain throughout the 19th century.

    Description: The life and miracles of St. Elisabeth of Thuringia are the subject of the 'Life of Elisabeth' by the Eisenach council scribe Johannes Rothe (ca. 1360-1434). Rothe, who had already written spiritual works and three extensive chronicles ('Eisenacher Stadtchronik', 'Thüringische Landeschronik' and 'Weltchronik'), offers a comprehensive rendition of the chronicle and legendary tradition in the rhyming verse legend of over 4,000 verses, whereby, in addition to the chronicles, he particularly exploits the Latin Vita of Dietrich von Apolda. In the formal connection to the legends of the saints and the orientation towards chronicles in terms of content, Rothe adopts a cross-genre standpoint. Elisabeth's life is integrated into the genealogy of the landgrave's dynasty and thus becomes part of the landgrave's memorial culture. In the history of the text's reception, with numerous copies up to the 18th century, there is evidence of corresponding emphases: the work was used partly as a devotional book and partly as part of the dynastic memoria of the Thuringian dynasty.

    Description: Les finances de la monarchie française constituent, depuis un certain temps, un des sujets privilégiés des historiens de l’Ancien Régime qui les avaient trop longtemps délaissées. A la faveur de ce salutaire engouement, il a semblé judicieux et même indispensable de rendre accessible l’une des sources les plus complètes de l’histoire des finances. Jean-Roland Malet eut une étrange destinée, mais peut-être moins rare qu’il n’y paraît. D’origine modeste, il parvint à mourir noble, riche, et « immortel ». Surtout fut-il de 1708 à sa mort, en 1736, premier commis du contrôleur général des finances. C’est à ce poste qu’il rédigea en 1720 ses Comptes-rendus restés inédits jusqu’en 1789. Ceux-ci, avec une exactitude assez remarquable, retracent les finances de la monarchie depuis le début du XVIIe siècle. Richard et Margaret Bonney ont effectué sur les chiffres de Malet un formidable travail de vérification, de correction et de mise en tableaux et graphiques. Ainsi présentées, les données de Malet permettent de saisir plus facilement les grandes évolutions des finances françaises d’Ancien Régime, l’importance relative des différents impôts, la part qui remontait jusqu’au Trésor Royal... Le présent ouvrage peut à juste titre être considéré comme une somme indispensable à tout historien de l’Ancien Régime.

À la fin du XIXe siècle les rentiers français ont prêté leur or à l’allié russe ; la révolution bolchevique a brutalement renié les dettes de l’ancien régime, en 1918, sans jamais payer d’indemnités aux anciens créanciers ou investisseurs jusqu’aux récents accords de 1996 qui replacent cette vieille histoire dans l’actualité immédiate. [...] L’ampleur des sommes prêtées, la large diffusion des « papiers russes » dans le public français, le rôle joué par la presse dans la formation d’une conscience collective française vis-à-vis de la Russie tsariste, puis bolchevique, le bouleversement social qui suivit la première guerre mondiale avec la disparition du « rentier »,- personnage symbolique de la Belle Époque [...] - avaient abouti à la création d’un mythe fort et d’une réalité navrante : le petit bourgeois français qui avait prêté son or à la Russie, l’entrepreneur français qui avait investi en Russie, autant par intérêt raisonné que par réflexe patriotique, a été grugé, dépossédé, trompé par des dirigeants sans foi ni loi ; toute morale est ainsi bafouée [...]. » Mais de son côté, ajoute R. Girault, « l’historien doit raisonner sur les faits et se garder de porter des jugements de valeur sur l’attitude des .épargnants de la Belle Époque. L’histoire des emprunts russes appartient à l’histoire globale des relations internationales avec tout ce que celle-ci comporte d’implications politiques économiques et sociales pour les pays concernés. Il convient de répondre aux trois questions classiques : quand, pourquoi, comment emprunts et investissements français en Russie ? ». Cette étude donne très clairement bien des réponses. C’est pourquoi, au-delà de l’actualité immédiate qui, avec le lancement de la procédure d’indemnisation a relancé « la vieille affaire » des emprunts russes, le Comité pour l’histoire économique et financière de la France a voulu par cette réédition remettre à la disposition du public un ouvrage fondamental sur l’histoire de la France et de la Russie au début du siècle.

Ce colloque, qui a réuni des historiens et des économistes de renommée internationale, apporte de nouvelles réponses dans une perspective comparatiste. Trois secteurs sont particulièrement étudiés ici : l’automobile, le textile et les chemins de fer. Les différentes tailles d’entreprises, de la jeune entreprise à la multinationale en passant par la PME, sont prises en compte. Le rôle des marchés financiers, source de financement pour les entreprises, fait l’objet d’études inédites, tandis que l’autofinancement est réévaluéà l’aune de nouvelles méthodes. L’importance des banques est également revisitée par des approches originales. Cinq historiens de renom - Jean Favier, Guy Antonetti, Jean Tulard, Alain Plessis et Jean-Charles Asselain - ont répondu à l’invitation en offrant aux auditeurs une réflexion sur la monnaie en France du Moyen Âge à nos jours. Une table ronde, réunissant Raymond Barre, Jacques Delors et plusieurs hauts fonctionnaires acteurs des réformes monétaires des trente dernières années, ainsi qu’une allocution de Laurent Fabius, alors ministre de l’Économie, des Finances et de l’Industrie, ont clôturé ce cycle le 18 février 2002, lendemain du retrait de la monnaie nationale. Ces textes accessibles au plus grand nombre, accompagnés de glossaires et d’une chronologie détaillée, offrent des points de repère précis sur l’histoire de la monnaie depuis la naissance du franc en 1360 jusqu’à l’avènement de l’euro. Ces interventions soulignent l’importance de la monnaie comme instrument économique et financier et comme symbole et outil politiques. Elles rappellent également les conséquences des évolutions monétaires successives sur la vie quotidienne des Français. Cet ouvrage, préfacé par Thierry Breton ministre de l’Économie, des Finances et de l’Industrie, intéressera aussi bien les étudiants en histoire économique et financière que les numismates, et plus largement tous ceux qui auront connu la fin du franc.

    Description: On a longtemps décrit les campagnes d’Ancien Régime comme un monde de l’argent rare, gouverné par le troc et l’auto-consommation. Et bien des études de la « modernisation » rurale ont fait la part belle, par conséquent, au lent développement des échanges monétaires et à la fameuse « ouverture » des campagnes au marché, assimilant celle-ci à une monétarisation progressive des échanges. Or, avec le renouvellement récent de l’historiographie du monde rural, bien des remises en cause sont venues bousculer nos anciennes représentations. La journée d’études L’argent des campagnes. Échanges, monnaie et crédit dans la France rurale d’Ancien Régime a permis de rouvrir le dossier des formes de l’échange dans le monde rural, en s’attachant à repérer toutes les modalités de micro-circulations de valeurs et de biens, en se plaçant en somme le plus possible « au ras du sol ». L’argent caché, ou masqué, apparaît alors un peu mieux, dans l’étendue de ses multiples canaux d’irrigation. Et l’on aperçoit bien que les pratiques économiques ne peuvent être considérées en dehors de leur signification sociale et des mentalités qui les sous-tendent.

    Description: Les grands corps de l’État n’ont pas toujours bonne presse, mais, en même temps, ils fascinent. Créé au XVIIIe siècle, le corps des Mines n’a cessé de contribuer à la construction économique du pays. Passés par l’École polytechnique et l’École des mines, les ingénieurs du corps ont surveillé et, souvent, directement encadré les secteurs de l’industrie et de l’énergie. Ils ont également joué un rôle éminent dans le domaine scientifique, leurs contributions allant des sciences « dures » (mathématiques et physique, avec Henri Poincaré, chimie avec Henry Le Chatelier) à l’économie, avec Maurice Allais, le seul Français ayant reçu le prix Nobel d’économie, et aussi la sociologie, avec Frédéric Le Play, considéré comme l’un des précurseurs de cette discipline. Industriel dans son essence, industrialiste dans son esprit, ce corps de fonctionnaires a souvent adopté des approches libérales, mais, a contrario, il a souvent impulsé un patriotisme économique de bon aloi dans le cadre de « grands programmes » d’État. Il restait à la richesse de cette expérience, à la fois technique, scientifique et administrative, à se constituer en histoire, à se « conscientiser ». Telle était l’ambition du colloque dont les actes sont présentés dans ce volume. Organisé dans le cadre de la célébration du deux centième anniversaire du décret du 18 novembre 1810 qui a organisé le « Corps impérial des Ingénieurs des Mines », ce colloque historique s’est attaché à mettre en lumière le rôle joué au service de la France par ces hauts fonctionnaires à formation scientifique et technique.

Dirk Sasse geht den deutschen, britischen und französischen Helfern Abdelkrims nach – Ärzten, Technikern usw. –, die zu einer schleichenden Verlängerung des Krieges beitrugen, aber auch bei der vorgesehenen Modernisierung des Landes mithelfen sollten. Sein Buch ist ein Beitrag zur Geschichte der Dekolonisation und zur Geschichte der Vernetzung zwischen der außereuropäischen Bevölkerung und antikolonial eingestellten Sympathisanten in Europa.

    Description: Das am 27. Februar 1953 unterzeichnete Londoner Schuldenabkommen stellte ein Novum in der Geschichte der internationalen Schuldenregelung dar. Mit ihm wurde die gigantische deutsche Auslandsverschuldung des privaten und öffentlichen Sektors aus der Vor- und Nachkriegszeit geregelt. Als Rechtsnachfolgerin des Deutschen Reiches übernahm die Bundesrepublik die Haftung für die gesamten Vorkriegsschulden des ehemaligen Reichs. Die langwierigen und von zahlreichen Schwierigkeiten durchzogenen Verhandlungen erreichten, dass das Schuldenabkommen dem tatsächlichen Leistungsvermögen der Bundesrepublik angepasst wurde. Mit dem Londoner Schuldenabkommen wurde die Kreditwürdigkeit der jungen Bundesrepublik wiederhergestellt; es war damit eine Conditio sine qua non für die Wiedergewinnung der Souveränität der Bundesrepublik Deutschland.

    Description: Wird der Begriff des "Königs" heute vorwiegend in einem engeren politischen Sinne verstanden und gebraucht, so war dies im ausgehenden Mittelalter anders. Denn neben den bekannten 'politischen' Königen existierten hier noch zahlreiche 'andere' Könige. Sie standen Berufsgruppen vor, führten Genossenschaften an oder wurden im Rahmen wiederkehrender Zeremonien und Bräuche zu Festkönigen gekrönt. Spielleute und Herolde, Prostituierte und Händler hatten ebenso ihre Könige wie Bogenschützen oder Adelsgesellschaften. Dabei ging es jedoch nicht um Rituale der Verkehrung oder gar um Akte der Auflehnung und Rebellion. Auch diese Könige besaßen klare Funktionen und Privilegien, eine handfeste Machtstellung innerhalb ihrer Gruppe und wurden darin von den Autoritäten akzeptiert, ja teils erst eingesetzt. Der vorliegende Band hält erstmals eine systematische Zusammenschau dieses bisher unbeachtet gebliebenen Phänomens und fragt anhand ausgewählter Beispiele nach der Funktion und der gesellschaftlichen Rolle dieser 'anderen' Könige in ihrem jeweiligen Umfeld. Damit legt er die Grundlagen für ein neues, innovatives Forschungsfeld und bereichert die Auseinandersetzung mit dem Königtum um eine neue, unerwartete Perspektive.

    Description: Malgré la financiarisation des économies le crédit inter-entreprises occupe aujourd’hui une place majeure dans la structure financière des firmes petites et grandes dans le monde. Malgré cela, il a longtemps été négligé par les historiens de l’économie qui préfèrent travailler sur des sources de financement plus accessibles et plus formalisées. Les études historiques présentées dans ce livre analysent sur un long xxe siècle le crédit inter-entreprises en Europe occidentale, à la fois sous sa forme de crédit commercial (la première source de financement à court terme des firmes) et celle de crédit financier (financement direct interentreprises, crédit intra-groupe, crédit de la famille et/ou du réseau…). Réalisé par une équipe internationale de chercheurs, ce recueil livre une première contribution à l’histoire du financement inter-firmes des entreprises européennes, dont on retrouve bien des traits aujourd’hui dans les flux massifs de capitaux circulant à l’intérieur des groupes mondialisés. Il montre que loin de se réduire à une forme archaïque de financement qui résulterait des imperfections du marché des capitaux, le crédit interfirmes correspond à un besoin de coordination et d’adaptation des firmes à leur environnement et au progrès technique.

    Description: Das Ergebnis der hier versammelten Beiträge mag überraschen: Aus unserer zeitgenössischen Perspektive vom Anfang des 21. Jahrhunderts rückt der säkulare Bruch des Jahres 1945 zunehmend in den Hintergrund. Stattdessen wird der Zäsurcharakter des Jahrzehnts ab 1970 immer bedeutender. Um 1970 hatte sich die Struktur der Industriestaaten rapide zu verflüssigen begonnen. Diese für Europa und Nordamerika charakteristische Formation war geprägt von der Montanindustrie im festen Rahmen des politisch autonomen Einzelstaats. Sie hatte die Epoche der Weltkriege hervorgebracht mit völlig neuartigen Formen von industrialisierter Kriegführung, Gewaltexzessen und Genozid und, im Wechsel damit, Phasen tiefgreifender sozialer Reform und politisch-gesellschaftlicher Neuordnung. Das Ende dieses Industriesystems stellte auch die sozialen und politischen Handlungsmuster des 20. Jahrhunderts in Frage.

    Description: La création de l’Office national interprofessionnel du blé (ONIB) par le gouvernement du Front populaire à l’été 1936 est l’accomplissement d’un élément du programme socialiste, mais il est surtout une réponse à la grave crise du marché du blé qui frappe le pays. Cette crise agricole de surproduction à l’échelle mondiale entraîne en France, malgré la mobilisation parlementaire, des réponses politiques longtemps tâtonnantes, qui ne parviennent pas à lutter contre les fraudes et les scandales provoqués par la spéculation. Ainsi la loi sur le prix minimum de l’été 1933 est un échec tant les intérêts des producteurs, des consommateurs et des différents intermédiaires sont en contradiction. La création de l’ONIB est difficile et témoigne aussi de ces oppositions. L’Office est modifié dans son fonctionnement dès 1938 pour faire face aux enjeux financiers. Transformé en Office national interprofessionnel des céréales (ONIC), l’Office est maintenu sous l’Occupation puis à la Libération pour faire face aux difficultés du ravitaillement. Fondée sur des archives diverses et méconnues, cette étude se veut une illustration de l’entremêlement de l’histoire économique et de l’histoire sociale avec l’histoire politique. Elle permet aussi de revenir aux sources des mécanismes de régulation des marchés agricoles qui ont été très influents dans la seconde moitié du XXe siècle et en particulier pour la politique agricole commune (PAC).

    Description: Die deutsche Kulturpolitik im besetzten Paris 1940-1944 gestaltete sich widersprüchlich. Während sie kurzfristig aus taktischen Gründen der Sicherung von Ruhe und Ordnung das französische Kulturleben aufrecht erhielt, strebte sie langfristig die Verbreitung deutscher Kultur in Frankreich und die Errichtung einer deutschen "kulturellen Hegemonie" in Europa an. Kathrin Engel behandelt neben den Eingriffen der Besatzungsmacht in das französische Film- und Theaterleben schwerpunktmäßig den Versuch, die Franzosen mit Hilfe deutscher Theaterstücke und Filme von einer angeblich höher stehenden deutschen Kultur zu überzeugen. Dem militärischen Sieg über Frankreich sollte gerade in Paris, der Kulturhauptstadt Frankreichs, ein geistig-kultureller Sieg hinzugefügt werden. Die deutsche Kulturpropaganda, die letztlich zu Lasten des französischen Kulturlebens durchgesetzt werden sollte, war Gegenstand intensiver Kompetenzstreitigkeiten der deutschen Dienststellen und Funktionsträger in Berlin und Paris. Obwohl deren Vertreter vor Ort zum Teil erstaunlich autonom handelten, gehört die Vorstellung, im besetzten Paris hätten frankophile deutsche Offiziere eine besonders milde Kulturpolitik betrieben, in das Reich der Legenden. Die deutsche Kulturpolitik im besetzten Paris bildete keineswegs, wie vielfach angenommen, ein mildes Gegengewicht zu einer härteren deutschen Besatzungspolitik. Vielmehr folgte sie, wie diese Studie deutlich macht, der sich im Laufe der Okkupation mehr und mehr verschärfenden allgemeinen Besatzungspolitik.
