    Description: Auch wenn im Zuge des Iconic-Turns Historiker vermehrt auf Bildquellen zurückgriffen, so blieben die verbreitetsten Bildmedien der poströmischen Zeit, nämlich Münzen und Siegel, in Handbüchern und Studien unterrepräsentiert. Zu europäischen Herrschersiegeln dieser Zeit existiert bis heute nicht einmal ein Corpus. Dieser Band greift ebendiese Lücke auf, um die politische Kommunikation mittels Herrscherbildern auf Massenmedien der Franken im ständigen Vergleich mit denen anderer poströmischen Kulturen (Oströmer, Angelsachsen, Langobarden, Westgoten etc.) zu untersuchen und die teils höchst unterschiedlichen Entwicklungen zu erklären. Dabei wird auch vor heißdiskutierten Themen wie dem „Monetarierwesen" oder der „arabo-byzantinischen" Münzprägung nicht haltgemacht.     Description: This volume concludes the edition of Heinrich von Mügeln's smaller poems. This is the first complete edition of the hymns of one of the most important poets of the 14th century. The volume also contains two of Mügeln's Latin texts: 'Artes liberales' and 'Libri tocius biblie', two summaries on the liberal arts and the books of the Old Testament. The centerpiece of the volume is 'Der meide kranz', an allegorical poem about the struggle between the liberal arts and between the virtues and nature, written in honor of Emperor Charles IV. An index of names and words makes the entire edition accessible and thus forms an essential key to the author's oeuvre.

Seine Briefe entstanden als Reaktion auf ein Dilemma: Nur als Statthalter und Gesandter konnte Foscarini in der Konkurrenz mit anderen venezianischen Adeligen bestehen. In der Peripherie war er aber von den Verteilungswettkämpfen abgeschnitten, die in der Zentrale in geheimen Abstimmungen abliefen. Kunstvolle Briefe an andere Politiker und politisch einflussreiche Intellektuelle sollten das Problem lösen. Diese Briefe nutzten humanistische, juristische und theologische Metaphern, um Themen anzusprechen, die außerhalb der offiziellen Gremien tabu waren. Foscarini legte eine didaktisch aufgebaute Briefsammlung mit den wirksamsten seiner Briefe an –　ein Erfahrungsschatz, den er seinen Söhnen für ihre politischen Laufbahnen hinterließ. Die Publikation kontextualisiert in einer interdisziplinär angelegten Analyse die Einzelbriefe anhand von gelehrten Textvorlagen und Wissensbeständen sowie Archivmaterial.     Description: Despite the opposition of two parties - first the Whigs and the Tories, then the Liberals and the Conservatives - 19th century Britain was characterized by a political culture of moderation. The bearers of this political culture were a group of politicians who always sought the middle way between the extremes and were known as Liberal Tories or Liberal Conservatives. This book fills a research gap by examining the development of this British Liberal Conservatism in the period from 1750 to 1850, first looking at Edmund Burke's political philosophy and then showing how the Liberal Tories and Liberal Conservatives who followed him drew on his thinking. It shows how politicians such as George Canning and Sir Robert Peel, based on Burke and the political philosophy of the "Old Whigs", pursued a centrist policy that was always oriented towards the virtues of moderation and prudence. The book thus sheds light on the conservative variant of liberalism that characterized Great Britain throughout the 19th century.

    Description: This book addresses the question of vigilance in the face of an epidemic at the beginning of the 18th century, based on the example of the fight against the plague in the French Mediterranean. Because of its trans-Mediterranean trade, this region was particularly exposed to the risk of plague so that it sought to protect itself with concrete measures such as quarantine. ; Cet ouvrage s’intéresse au risque et à la vigilance face à la peste sur la côte méditerranéenne française dans la première moitié du 18e siècle. Entre 1720 et 1722, une terrible épidémie de peste frappe Marseille, la Provence, le Comtat-Venaissin et une partie du Languedoc, causant environ 100'000 décès. Aussi dramatique soit-elle, cette épidémie constitue une exception durant la première moitié du 18e siècle. La première partie de ce travail analyse les rapports entre vigilance, espace et communication et met en évidence une prévention qui s’exerce tant de manière transméditerranéenne que de manière interne au royaume de France. Une véritable «bureaucratie sanitaire» se met en place. La deuxième partie étudie les normes et les pratiques de la vigilance sanitaire, tant sur un plan politico-sanitaire (quarantaines des navires, des passagers et des marchandises) que sur un plan religieux (processions et prières pour endiguer la maladie). Enfin, la dernière partie se limite à la peste de 1720-1722 et illustre le passage d’une vigilance préventive à une vigilance réactive en s’intéressant aux «acteurs de la peste» et aux attitudes et tactiques développées face au fléau épidémique.

    Description: The life and miracles of St. Elisabeth of Thuringia are the subject of the 'Life of Elisabeth' by the Eisenach council scribe Johannes Rothe (ca. 1360-1434). Rothe, who had already written spiritual works and three extensive chronicles ('Eisenacher Stadtchronik', 'Thüringische Landeschronik' and 'Weltchronik'), offers a comprehensive rendition of the chronicle and legendary tradition in the rhyming verse legend of over 4,000 verses, whereby, in addition to the chronicles, he particularly exploits the Latin Vita of Dietrich von Apolda. In the formal connection to the legends of the saints and the orientation towards chronicles in terms of content, Rothe adopts a cross-genre standpoint. Elisabeth's life is integrated into the genealogy of the landgrave's dynasty and thus becomes part of the landgrave's memorial culture. In the history of the text's reception, with numerous copies up to the 18th century, there is evidence of corresponding emphases: the work was used partly as a devotional book and partly as part of the dynastic memoria of the Thuringian dynasty.

    Description: Pierre Uri (1911-1992), normalien, agrégé de philosophie et économiste, méritait que son parcours et sa contribution à la reconstruction de la France et à l’édification de l’Europe soient mieux connus. Collaborateur de François Perroux à la Libération, il rejoint Jean Monnet au Plan, où il dresse les premiers comptes de la Nation. Associé dès le début au Plan Schuman, il prend une large part à la négociation du traité de Paris puis dans sa mise en œuvre à la Ceca. Auteur du rapport Spaak, il joue un rôle décisif dans l’introduction du Marché commun à la conférence de Messine puis dans les négociations des traités de Rome qui instituent la CEE et l’Euratom. À partir de là, ses activités se multiplient : expert international, il est l’auteur de nombreux rapports pour la Commission européenne comme pour les Nations unies ; éditorialiste et essayiste, il a été aussi professeur à l’ENA, à l’université Paris Dauphine et membre du Conseil économique et social. Théoricien et homme d’action, soucieux d’égalité et de justice, Pierre Uri a été membre du Club Jean-Moulin puis du Parti socialiste. Après avoir conçu le programme fiscal de la CGT après la guerre, il a multiplié les projets pour réformer la fiscalité en France comme en Europe et inspiré de nombreux programmes politiques. Couvrant quatre décennies, l’action de ce fondateur de l’Europe est retracée dans ce volume où sont publiés les actes du colloque qui lui a été consacré en novembre 2021 à l’occasion du 110e anniversaire de sa naissance.

Surtout fut-il de 1708 à sa mort, en 1736, premier commis du contrôleur général des finances. C’est à ce poste qu’il rédigea en 1720 ses Comptes-rendus restés inédits jusqu’en 1789. Ceux-ci, avec une exactitude assez remarquable, retracent les finances de la monarchie depuis le début du XVIIe siècle. Richard et Margaret Bonney ont effectué sur les chiffres de Malet un formidable travail de vérification, de correction et de mise en tableaux et graphiques. Ainsi présentées, les données de Malet permettent de saisir plus facilement les grandes évolutions des finances françaises d’Ancien Régime, l’importance relative des différents impôts, la part qui remontait jusqu’au Trésor Royal... Le présent ouvrage peut à juste titre être considéré comme une somme indispensable à tout historien de l’Ancien Régime.

À la fin du XIXe siècle les rentiers français ont prêté leur or à l’allié russe ; la révolution bolchevique a brutalement renié les dettes de l’ancien régime, en 1918, sans jamais payer d’indemnités aux anciens créanciers ou investisseurs jusqu’aux récents accords de 1996 qui replacent cette vieille histoire dans l’actualité immédiate. [...] L’ampleur des sommes prêtées, la large diffusion des « papiers russes » dans le public français, le rôle joué par la presse dans la formation d’une conscience collective française vis-à-vis de la Russie tsariste, puis bolchevique, le bouleversement social qui suivit la première guerre mondiale avec la disparition du « rentier »,- personnage symbolique de la Belle Époque [...] - avaient abouti à la création d’un mythe fort et d’une réalité navrante : le petit bourgeois français qui avait prêté son or à la Russie, l’entrepreneur français qui avait investi en Russie, autant par intérêt raisonné que par réflexe patriotique, a été grugé, dépossédé, trompé par des dirigeants sans foi ni loi ; toute morale est ainsi bafouée [...]. » Mais de son côté, ajoute R. Girault, « l’historien doit raisonner sur les faits et se garder de porter des jugements de valeur sur l’attitude des .épargnants de la Belle Époque. L’histoire des emprunts russes appartient à l’histoire globale des relations internationales avec tout ce que celle-ci comporte d’implications politiques économiques et sociales pour les pays concernés. Il convient de répondre aux trois questions classiques : quand, pourquoi, comment emprunts et investissements français en Russie ? ». Cette étude donne très clairement bien des réponses. C’est pourquoi, au-delà de l’actualité immédiate qui, avec le lancement de la procédure d’indemnisation a relancé « la vieille affaire » des emprunts russes, le Comité pour l’histoire économique et financière de la France a voulu par cette réédition remettre à la disposition du public un ouvrage fondamental sur l’histoire de la France et de la Russie au début du siècle.

Ces esquisses à l’échelle de 2050 permettent de saisir les zones d’incertitude, les facteurs d’évolution, elles montrent aussi ce qu’il serait important de faire ; elles introduisent à une vision différente de l’histoire, et François Monnier dans sa préface explique bien le sens de ces explorations, qui sont propres à susciter l’inquiétude : réfléchir sur l’historien de 2050 n’est pas innocent.

Cinq historiens de renom - Jean Favier, Guy Antonetti, Jean Tulard, Alain Plessis et Jean-Charles Asselain - ont répondu à l’invitation en offrant aux auditeurs une réflexion sur la monnaie en France du Moyen Âge à nos jours. Une table ronde, réunissant Raymond Barre, Jacques Delors et plusieurs hauts fonctionnaires acteurs des réformes monétaires des trente dernières années, ainsi qu’une allocution de Laurent Fabius, alors ministre de l’Économie, des Finances et de l’Industrie, ont clôturé ce cycle le 18 février 2002, lendemain du retrait de la monnaie nationale. Ces textes accessibles au plus grand nombre, accompagnés de glossaires et d’une chronologie détaillée, offrent des points de repère précis sur l’histoire de la monnaie depuis la naissance du franc en 1360 jusqu’à l’avènement de l’euro. Ces interventions soulignent l’importance de la monnaie comme instrument économique et financier et comme symbole et outil politiques. Elles rappellent également les conséquences des évolutions monétaires successives sur la vie quotidienne des Français. Cet ouvrage, préfacé par Thierry Breton ministre de l’Économie, des Finances et de l’Industrie, intéressera aussi bien les étudiants en histoire économique et financière que les numismates, et plus largement tous ceux qui auront connu la fin du franc.

Et bien des études de la « modernisation » rurale ont fait la part belle, par conséquent, au lent développement des échanges monétaires et à la fameuse « ouverture » des campagnes au marché, assimilant celle-ci à une monétarisation progressive des échanges. Or, avec le renouvellement récent de l’historiographie du monde rural, bien des remises en cause sont venues bousculer nos anciennes représentations. La journée d’études L’argent des campagnes. Échanges, monnaie et crédit dans la France rurale d’Ancien Régime a permis de rouvrir le dossier des formes de l’échange dans le monde rural, en s’attachant à repérer toutes les modalités de micro-circulations de valeurs et de biens, en se plaçant en somme le plus possible « au ras du sol ». L’argent caché, ou masqué, apparaît alors un peu mieux, dans l’étendue de ses multiples canaux d’irrigation. Et l’on aperçoit bien que les pratiques économiques ne peuvent être considérées en dehors de leur signification sociale et des mentalités qui les sous-tendent.

    Description: Jamais entreprise collective n’a suscité autant de publications que les réflexions conduites autour de la genèse de l’État moderne depuis une quinzaine d’années. Remodelés, intégrés dans un ensemble, liés entre eux par une suite de présentations qui les regroupe en quatre parties, les dix-huit articles ici réunis sont exclusivement consacrés à ce thème pour la période du bas Moyen Âge. L’ouvrage qui s’ouvre par une large rétrospective en manière de bilan et se termine par l’évocation de nouvelles perspectives de recherche, s’interroge en quatre temps sur quatre facteurs déterminants dans la reconstruction de l’État depuis le début du XIIIe siècle jusqu’à l’aube du XVIe siècle. Convient-il, dans cette évolution, d’accorder à la romanité un rôle aussi déterminant qu’on a bien voulu le dire? Dans quelle mesure le pouvoir royal restauré de faire loi a-t-il constitué un instrument de premier ordre pour redonner vie au politique ? Quelle place revient, dans cette vaste entreprise de reconstruction d’un appareil d’État, à des structures politiques et administratives profondément repensées ? Enfin, et peut-être surtout, comment évaluer à sa juste mesure l’impact d’une fiscalité nouvelle dont on a voulu faire un des facteurs déterminants de la genèse de l’État moderne? À travers elle, c’est tout le problème qui est posé de la puissance de l’argent au coeur de l’État médiéval.

    Description: Troisième et dernière étape de la vaste enquête sur les cadastres du Moyen Âge à l’époque contemporaine, ce volume est consacré au développement des systèmes cadastraux en Europe aux XIXe et XXe siècles. Consacrant le droit de propriété et l’égalité des citoyens devant l’impôt, les Constituants ont décidé la réalisation d’un cadastre fiscal en mettant à profit les expériences des précédentes décennies. La loi du 15 septembre 1807 donne au cadastre parcellaire une efficacité supplémentaire en lui permettant de certifier la propriété et d’être un outil d’intérêt général. Les États européens l’ont inégalement adopté. Les Pays-Bas et les États allemands en font un Grand Livre foncier ; l’Italie et la France pendant longtemps un simple instrument fiscal. D’autres pays s’opposent à sa création, soit parce que les élites veulent rester maîtresses de la répartition de l’impôt comme en Espagne, soit parce que l’ingérence du pouvoir central dans la propriété privée est vécue comme une atteinte à une liberté fondamentale comme en Angleterre. Aujourd’hui, la récente arrivée du cadastre numérisé fait l’unanimité. Elle permet la représentation de la propriété, et plus largement, la gestion des responsabilités qu’elle induit. De plus, les collections anciennes lui confèrent une valeur patrimoniale inestimable.

    Description: In welcher Weise und in welchem Maß haben die Ergebnisse des Newtonschen Experiments der Farbbrechung Einfluss auf die Bildende Kunst des 18. und 19. Jahrhunderts genommen? Diese Fragen stehen im Zentrum der Beiträge, welche die Malpraxis, die Theoriebildung zur Farbe, die neuen graphischen Reproduktionstechniken, die steigende Sehkompetenz, die Materialität von Farbe, die Verfeinerung der Darstellungsdetails und die Rolle optischer Instrumente untersuchen. Die Irritation im 18. Jahrhundert entstand aus der nicht eindeutigen Trennung in Licht- und Pigmentfarben. Für die Künstler hatte die alte Farbtrias - Blau, Rot, Gelb - weiterhin Bestand. Nichtsdestotrotz ist eine Verfeinerung des Sehens zu konstatieren, wie zunehmende Differenzierungskompetenz, die nicht nur neue graphische Techniken hervorbrachte, die im 19. Jahrhundert zur Fotographie führen sollten, sondern auch die Ästhetisierung verstärkte.     Description: Les grands corps de l’État n’ont pas toujours bonne presse, mais, en même temps, ils fascinent. Créé au XVIIIe siècle, le corps des Mines n’a cessé de contribuer à la construction économique du pays. Passés par l’École polytechnique et l’École des mines, les ingénieurs du corps ont surveillé et, souvent, directement encadré les secteurs de l’industrie et de l’énergie. Ils ont également joué un rôle éminent dans le domaine scientifique, leurs contributions allant des sciences « dures » (mathématiques et physique, avec Henri Poincaré, chimie avec Henry Le Chatelier) à l’économie, avec Maurice Allais, le seul Français ayant reçu le prix Nobel d’économie, et aussi la sociologie, avec Frédéric Le Play, considéré comme l’un des précurseurs de cette discipline. Industriel dans son essence, industrialiste dans son esprit, ce corps de fonctionnaires a souvent adopté des approches libérales, mais, a contrario, il a souvent impulsé un patriotisme économique de bon aloi dans le cadre de « grands programmes » d’État. Il restait à la richesse de cette expérience, à la fois technique, scientifique et administrative, à se constituer en histoire, à se « conscientiser ». Telle était l’ambition du colloque dont les actes sont présentés dans ce volume. Organisé dans le cadre de la célébration du deux centième anniversaire du décret du 18 novembre 1810 qui a organisé le « Corps impérial des Ingénieurs des Mines », ce colloque historique s’est attaché à mettre en lumière le rôle joué au service de la France par ces hauts fonctionnaires à formation scientifique et technique.

    Description: Der Rifkrieg (1921-1926) in Nordmarokko ist von der deutschen Geschichtsschreibung nur wenig beachtet worden, und dies obwohl Deutschland in vielfältiger Weise an den Geschehnissen beteiligt war. Mohammed ben Abdelkrim el Khattabi alias Abdelkrim schaffte es, die zerstrittenen Rifkabylen zu vereinen und aus der Widerstandsbewegung gegen die spanischen Invasoren die 1923 proklamierte "Rif-Republik" erwachsen zu lassen. Dirk Sasse geht den deutschen, britischen und französischen Helfern Abdelkrims nach – Ärzten, Technikern usw. –, die zu einer schleichenden Verlängerung des Krieges beitrugen, aber auch bei der vorgesehenen Modernisierung des Landes mithelfen sollten. Sein Buch ist ein Beitrag zur Geschichte der Dekolonisation und zur Geschichte der Vernetzung zwischen der außereuropäischen Bevölkerung und antikolonial eingestellten Sympathisanten in Europa.
