    Description / Table of Contents: This book is open access under a CC-BY license. Policy-making to address grand challenges faces greater complexity than any previous project of modernization. Future scenarios are haunted by uncertainty and there is real ambivalence as to the values that policy should strive for. In this situation decision-makers look to research and innovation to provide answers and solutions. But neither can the great transitions ahead be planned by science, nor will conventional methods of innovation bring such transitions about. A turn to interactive governance is therefore underway with policy-makers and citizens becoming increasingly involved in processes of deliberating futures. Technology Assessment (TA) is the art of structuring such processes. TA goes beyond traditional expert policy analysis by systematically combining a multi-disciplinary evidence base with participatory approaches to policy deliberation. TA thus seeks to act as a hub for serious and transparent dialogue between policy, industry, science, and society about the challenges ahead and the available options for overcoming them responsibly. This volume offers an up-to-date account of the expansion of technology assessment capacities across new European member states. The contributions of this volume are written by leading European researchers and practitioners in technology assessment (TA) and are based on the PACITA (Parliaments and Civil Society in Technology Assessment) project.     Description: Coming in the wake of intense political and academic debate on the nature and development of the Arab Uprisings, Gramsci on Tahrir zeroes in on the complex dynamic of Egypt's revolution and counter-revolution. It shows how a Gramscian understanding of the revolutionary process provides a powerful instrument for charting the possibilities for an emancipatory project by the Egyptian subaltern classes. Central to De Smet’s argument is Gramsci’s interpretation of ‘Caesarism’, an occasion in which two evenly matched political opponents reach a potentially catastrophic stalemate; such an interplay between these forces can only end in mutual destruction. In applying this to the Egyptian revolution, we see how the Egyptian state was bereft of strong hegemonies and the people were replete with capable counter-hegemonies. The current situation in Egypt demonstrates how both national histories and global power relations enable, define and displace popular resistance and social transformation.

    Description: For the first time, this book examines the comparative impact of the Obama administration on the NATO and defense policies of European allies. Germany, Poland and Turkey serve as case studies to evaluate American policies vis-à-vis NATO Europe. All three are representative for the Alliance in various ways. Thus, the results of this book offer an outlook for NATO Europe and the Alliance as a whole. Despite the fact that all three countries are highly dependent on American security guarantees in theory and practice, the results of this study reveal different national responses. Indeed, the book demonstrates multi-, bi-, and unilateralization attempts in reaction to US engagement in and vis-à-vis NATO Europe. Hence, a better understanding of current developments within the Alliance as well as the basis for the future debate about the transatlantic organisation are provided.     Description: The Netherlands played a remarkable role during the October War and the oil crisis of 1973. In secret, the Dutch government sent a substantial amount of ammunition and spare parts to Israel. The Dutch supported Israel also politically. Within the EC they vetoed a more pro-Arab policy. The Arab oil producing countries punished The Netherlands by imposing an oil embargo. The embargo against the Netherlands was intimidating. The Netherlands was dependent on Arab oil. The embargo seemed to threaten the Dutch position in the international oil sector. The government introduced several measures to reduce oil consumption. However, within two months it became clear that oil continued to arrive in Rotterdam. There was in fact no oil shortage in the Netherlands. The Netherlands even profited from the oil crisis. The energy situation in The Netherlands was much better than in other West European countries. The Dutch, therefore, rejected French plans for a more interventionist energy policy. Atlanticism and liberalism were the key words of the Dutch policy during the oil crisis. This book is the result of intensive research in all relevant Dutch archives. The authors had free access to all the files they wanted to see. They also used resources from other countries involved. Many politicians were interviewed. The result is a surprising analysis of the oil crisis of 1973, and of the Dutch role in particular. This title is available in the OAPEN Library - http://www.oapen.org.

    Description: Nondestructive testing and evaluation (NDT&E) is one of the most important techniques for determining the quality and safety of materials, components, devices, and structures. NDT&E technologies include ultrasonic testing (UT), magnetic particle testing (MT), magnetic flux leakage testing (MFLT), eddy current testing (ECT), radiation testing (RT), penetrant testing (PT), and visual testing (VT), and these are widely used throughout the modern industry. However, some NDT processes, such as those for cleaning specimens and removing paint, cause environmental pollution and must only be considered in limited environments (time, space, and sensor selection). Thus, NDT&E is classified as a typical 3D (dirty, dangerous, and difficult) job. In addition, NDT operators judge the presence of damage based on experience and subjective judgment, so in some cases, a flaw may not be detected during the test. Therefore, to obtain clearer test results, a means for the operator to determine flaws more easily should be provided. In addition, the test results should be organized systemically in order to identify the cause of the abnormality in the test specimen and to identify the progress of the damage quantitatively.

It enables unprecedented time dependent measurements within a large bandwidth, dynamic range and unambiguous RF indication in the entire D-Band (110-170 GHz). Special attention was given to the investigation of parasitic RF oscillations, and the analysis of the interplay of thermal cavity expansion and ionization-based space charge neutralization at the start of long RF pulses.

This book brings together studies by administrators, agronomists, anthropologists, forest ecologists, geographers and jurists, who describe a variety of swidden systems and their effect on soil, forest, society, and economy. They point to conflicts between traditional farming systems and modern legal and administrative constraints now being imposed, and they describe special and technological conditions that contribute to a marginal, stagnant upland economy, increasing socio-economic disparities with the lowlands, and the serious ecological consequences of these conditions. Several possible solutions are suggested to solve these problems.

With the growing emergence of prosumers and microgrids, the amount of electricity produced by sources other than large, traditional power plants is ever-increasing. These alternative sources include photovoltaic (PV), wind turbine (WT), geothermal, and biomass renewable generation plants. Some renewable energy resources (solar PV and wind turbine generation) are highly dependent on natural processes and parameters (wind speed, wind direction, temperature, solar irradiation, humidity, etc.).     Description: Black Gold and Blackmail seeks to explain why great powers adopt such different strategies to protect their oil access from politically motivated disruptions. In extreme cases, such as Imperial Japan in 1941, great powers fought wars to grab oil territory in anticipation of a potential embargo by the Allies; in other instances, such as Germany in the early Nazi period, states chose relatively subdued measures like oil alliances or domestic policies to conserve oil. What accounts for this variation? Fundamentally, it is puzzling that great powers fear oil coercion at all because the global market makes oil sanctions very difficult to enforce. Rosemary A. Kelanic argues that two variables determine what strategy a great power will adopt: the petroleum deficit, which measures how much oil the state produces domestically compared to what it needs for its strategic objectives; and disruptibility, which estimates the susceptibility of a state's oil imports to military interdiction—that is, blockade. Because global markets undercut the effectiveness of oil sanctions, blockade is in practice the only true threat to great power oil access. That, combined with the devastating consequences of oil deprivation to a state's military power, explains why states fear oil coercion deeply despite the adaptive functions of the market. Together, these two variables predict a state's coercive vulnerability, which determines how willing the state will be to accept the costs and risks attendant on various potential strategies. Only those great powers with large deficits and highly disruptible imports will adopt the most extreme strategy: direct control of oil through territorial conquest.

Discussion on the new framework should begin within NATO, followed by deliberation with the neutral countries themselves, and then formal negotiations with Russia.

    Description: EU Cohesion Policy aims to strengthen economic, social and territorial cohesion across the European Union and to correct imbalances between countries and regions. The green and digital transition are key priorities of Cohesion Policy for the next years. Cohesion support 2021-2027 is focused on five key policy objectives to support growth: A more competitive and smarter Europe A greener, low-carbon transition towards a net zero carbon economy A more connected Europe by enhancing mobility A more social and inclusive Europe A Europe closer to citizens by fostering the sustainable and integrated development of all types of territories. EU funds will support investment across these policy objectives with a particular focus on a smart and green Europe. However, the COVID-19 pandemic risks deepening divergences between citizens, territories and firms. Firms across the EU will need to adapt to the post-pandemic environment and megatrends, notably digitalization and climate change, to stay competitive looking ahead. The EU has committed to a joint recovery centered on fostering the transition towards a greener and smarter economy across the EU. The extent to which this will mitigate the risks of rising inequalities and divergences across firms depends not least on support for cohesion. Data coming from the EIB Investment Survey (EIBIS) provides a unique tool to gain insights on how non-financial corporates in cohesion and non-cohesion regions are behaving. EIBIS information sheds new light on investment needs and gaps, financing requirements as well as firm activity on innovation, digitalization and climate change.

He had devoted his life to fighting against the evils of racism, sexism and economic injustice. He saw how these realities diminished the whole society, both the perpetrators and victims. And so he gave over his life as a scholar and a political activist to challenging these realities. The reflections are essentially the keynote speeches and the responses to them that were made at a conference in Alexander’s honour held at the Centre for Non-Racialism and Democracy at the Nelson Mandela Metropolitan University in July 2013.

    Description: Okinawan life, at the crossroads of American militarism and Japanese capitalism, embodies a fundamental contradiction to the myth of the monoethnic state. Suspended in a state of exception, Okinawans have never been officially classified as colonial subjects of the Japanese empire or the United States, nor have they ever been treated as equal citizens of Japan. As a result, they live amid one of the densest concentrations of U.S. military bases in the world. By bringing Foucauldian biopolitics into conversation with Japanese Marxian theorizations of capitalism, Alegal uncovers Japan's determination to protect its middle class from the racialized sexual contact around its mainland bases by displacing them onto Okinawa, while simultaneously upholding Okinawa as a symbol of the infringement of Japanese sovereignty figured in terms of a patriarchal monoethnic state. This symbolism, however, has provoked ambivalence within Okinawa. In base towns that facilitated encounters between G.I.s and Okinawan women, the racial politics of the United States collided with the postcolonial politics of the Asia Pacific. Through close readings of poetry, reportage, film, and memoir on base-town life since 1945, Shimabuku traces a continuing failure to "become Japanese." What she discerns instead is a complex politics surrounding sex work, tipping with volatility along the razor's edge between insurgency and collaboration. At stake in sovereign power's attempt to secure Okinawa as a military fortress was the need to contain alegality itself-that is, a life force irreducible to the legal order. If biopolitics is the state's attempt to monopolize life, then Alegal is a story about how borderland actors reclaimed the power of life for themselves. In addition to scholars of Japan and Okinawa, this book is essential reading for anyone interested in postcolonialism, militarism, mixed-race studies, gender and sexuality, or the production of sovereignty in the modern world.     Description: With the announcement of the European Green Deal, which defines a set of policy initiatives aimed at achieving a 50–55% reduction in carbon emissions by 2030 and making Europe climate neutral in 2050, the challenge of energy transition becomes even more critical. The transformation of national energy systems towards sustainability is progressing throughout all Central and Eastern European (CEE) countries, yet the goals and results are different. Most EU Member States have made substantial progress towards meeting their long-term commitments of emissions reductions. However, some bloc members have struggled to meet their obligations. An effective energy transition requires the introduction of appropriately designed policy instruments and of robust economic analyses that ensure the best possible outcomes at the lowest costs for society. In this context, this Special Issue aims to bring into the discussion the challenges that CEE countries have to face and overcome while undergoing energy transition.

    Description: Animal production (e.g., milk, meat, and eggs) provides valuable protein production for human beings and animals. However, animal production is facing several challenges worldwide such as environmental impacts and animal welfare/health concerns. In animal farming operations, accurate and efficient monitoring of animal information and behavior can help analyze the health and welfare status of animals and identify sick or abnormal individuals at an early stage to reduce economic losses and protect animal welfare. In recent years, there has been growing interest in animal welfare. At present, sensors, big data, machine learning, and artificial intelligence are used to improve management efficiency, reduce production costs, and enhance animal welfare. Although these technologies still have challenges and limitations, the application and exploration of these technologies in animal farms will greatly promote the intelligent management of farms. Therefore, this Special Issue will collect original papers with novel contributions based on technologies such as sensors, big data, machine learning, and artificial intelligence to study animal behavior monitoring and recognition, environmental monitoring, health evaluation, etc., to promote intelligent and accurate animal farm management.

    Description: This work presents two image-based inspection approaches for the quality evaluation of cylinder bore surfaces. In the first algorithm, metal folds on plateau-honed surfaces are inspected with scanning electron microscopy. An edge-aware structure tensor is proposed for feature extraction and localization of surface defects. The second algorithm uses a morphgraphical method for detecting graphite grains in optical micrographs. Based on the inspection results, quality parameters are proposed.

    Description: A wide range of actors have publicly identified cyber stability as a key policy goal but the meaning of stability in the context of cyber policy remains vague and contested. Vague because most policymakers and experts do not define cyber stability when they use the concept. Contested because they propose measures that rely – often implicitly – on divergent understandings of cyber stability. This volume is a thorough investigation of instability within cyberspace and of cyberspace itself. Its purpose is to reconceptualise stability and instability for cyberspace, highlight their various dimensions and thereby identify relevant policy measures. This book critically examines both ‘classic’ notions associated with stability – for example, whether cyber operations can lead to unwanted escalation – as well as topics that have so far not been addressed in the existing cyber literature, such as the application of a decolonial lens to investigate Euro-American conceptualisations of stability in cyberspace.

    Description: The aim of this Special Issue is to gather recent advances and development in target tracking techniques to determine how they can be adapted for modern radar and sonar systems. After peer review, 17 articles in related areas have been accepted for publishing in this Special Issue. The published articles cover a range of topics and applications central to target tracking. There are eight papers about general multi-target tracking, including the topics of joint tracking and classification [3], adaptive estimation using clutter measurement probability [6], joint localization and tracking [7], extended target tracking [8], tracking with smoothing [11], DOA tracking [12], tracking under low detection probability [14], and sonar tracking and interception [17]. Three papers address multi-sensor multi-target tracking methods. Specifically, a multi-target estimating method for pulsed radar systems is proposed in [2], a joint dwell time and bandwidth optimization method in a radar network is proposed in [4], a and multiple marine ship tracking method with unknown backgrounds is presented in [9]. There are 2 papers [10,15] on the problem of target assignment in multi-sensor multi-target tracking. Moreover, Mallick et al. considered measures of nonlinearity of a polynomial curve in two dimensions [1], Zhao et al. explored the use of calibration targets for which the positions are known to the MPR system, to counter the loss in target localization accuracy arising from transmitter/receiver position errors [13], and Li et al. proposed an algorithm to apply the frequency diversity technique to passive azimuth estimation in [16].

To offer further answers, Richard Bösch follows a tripartite agenda: First, he develops a constructivist methodology for the study of conflict escalation embedded in a Luhmannian systems theoretical world society perspective. Bösch argues that conflicts can be observed as social systems and he looks at the process of conflict escalation by analysing communication. Second, this analysis offers two case studies: the Maidan protests in Ukraine 2013-2014 and Mali's crisis 2010-2012.     Description: Due to the intensive development of the global economy, many problems are constantly emerging connected to the safety of ships’ motion in the context of increasing marine traffic. These problems seem to be especially significant for the further development of marine transportation services, with the need to considerably increase their efficiency and reliability. One of the most commonly used approaches to ensuring safety and efficiency is the wide implementation of various automated systems for guidance and control, including such popular systems as marine autopilots, dynamic positioning systems, speed control systems, automatic routing installations, etc. This Special Issue focuses on various problems related to the analysis, design, modelling, and operation of the aforementioned systems. It covers such actual problems as tracking control, path following control, ship weather routing, course keeping control, control of autonomous underwater vehicles, ship collision avoidance. These problems are investigated using methods such as neural networks, sliding mode control, genetic algorithms, L2-gain approach, optimal damping concept, fuzzy logic and others. This Special Issue is intended to present and discuss significant contemporary problems in the areas of automatic control and the routing of marine vessels.

    Description: Does the fact that the majority of Turkey's population is Muslim form a hindrance to its EU membership? According to a recent policy advice by the Netherlands Scientific Council for Government Policy (WRR), the answer is an adamant 'no'. Why is this issue of Turkish Islam relevant? After all, Turkey should not be judged by standards other than the Copenhagen criteria. The answer is that the public debate outside 'Brussels' will not be limited to these official criteria. Many people in Europe are worried about Turkey's 'Islam factor'. They believe that Muslims are (potentially violent) fundamentalists who want to establish a theocracy. By explicitly examining the role of Turkish Islam and Muslims in Turkey, the WRR wants to contribute to a well-informed European public debate on Turkey's accession. Both issues have become increasingly important in recent years in view of the declining volume of budget funds allocated to development cooperation. The papers discussing the effectiveness of foreign aid shed new light on the issue at a crucial moment where economists have begun to question the recent consensus that the productivity of aid mainly depends on the recipient country's policy environment. As far as the contributions dealing with new approaches in development cooperation are concerned, these are centred on a closer integration of the private sector, by joint action with so-called lead firms in production networks on the one hand, and the mobilization of additional financial resources from international capital markets for bilateral development cooperation, on the other. The authors also make suggestions concerning critical aspects relevant for implementation.     Description: Is today’s left really new? How has the European radical left evolved? Giorgos Charalambous answers these questions by looking at three moments of rapid political change - the late 1960s to late 1970s; the turn of the millennium; and post-2008. He challenges the conventional understanding of a 'new left', drawing out continuities with earlier movements and parties. Charalambous examines the 'Long '68', symbolised by the May uprisings in France, which saw the rise of new left forces and the widespread criticism by younger radical activists of traditional communist and socialist parties. He puts this side by side with the turn of the millennium when the Global Justice Movement rose to prominence and changed the face of the international left, and also the period after the financial crash of 2008 and the rise of anti-austerity politics which initiated the most recent wave of new left parties such as Podemos in Spain and Syriza in Greece. With a unique 'two-level' perspective, Charalambous approaches the left through both social movements and party politics, looking at identities, rhetoric and organisation, and bringing a fresh new approach to radical history, as well as assessing challenges for both activists and scholars.

    Description: Water resource systems planning and management issues are often very complex. The pressures on water resources are increasing with the expanding scale of global development involving ecological and hydrological consequences in river basins and groundwater aquifers, and water-quality deterioration. All this leads to the increasing need for investigating the effects of different human influences and impacts on the hydrological regime and on water quality like as land-use changes, climatic variability and climate changes, and intensified water and land-use practices. The Special Issue “Advances in Flow Modeling for Water Resources and Hydrological Engineering” presents a collection of scientific contributions that provides a sample of the state-of-the-art and forefront research in this field.     Description: According to the National Research Council, the use of embedded systems throughout society could well overtake previous milestones in the information revolution. Mechatronics is the synergistic combination of electronic, mechanical engineering, controls, software and systems engineering in the design of processes and products. Mechatronic systems put “intelligence” into physical systems. Embedded sensors/actuators/processors are integral parts of mechatronic systems. The implementation of mechatronic systems is consistently on the rise. However, manufacturers are working hard to reduce the implementation cost of these systems while trying avoid compromising product quality. One way of addressing these conflicting objectives is through new automatic control methods, virtual sensing/estimation, and new innovative hardware topologies.

    Description: The history of decolonization is usually written backward, as if the end-point (a world of juridically equivalent nation-states) was known from the start. But the routes out of colonial empire appear more varied. Some Africans sought equal rights within empire, others to federate among themselves; some sought independence. In London or Paris, officials realized they had to reform colonial empires, but not necessarily give them up. The idea of “development” became a way to assert that empires could be made both more productive and more legitimate. Frederick Cooper explores how these alternative possibilities narrowed between 1945 and approximately 1960.

    Evaluating Novel Threats to the Homeland (2023)

    Description: Changes in technology and adversary behavior will invariably produce new threats that must be assessed by defense and homeland security planners. An example of such a novel threat is the use of cruise missiles or unmanned aerial vehicles (UAVs) by terrorist groups. Individual threats cannot be assessed in isolation, however, since adversaries always have many options for staging attacks. To examine this threat, RAND utilized a ?red analysis of alternatives? approach, wherein the benefits, costs, and risks of different options are considered from the point of view of a potential adversary. For several types of attacks, the suitability of these systems was compared against other options. This approach can help defense planners understand how the capabilities that different attack modes provide address key adversary operational problems. Given the insights this analysis produced about when these systems would likely be preferred by an attacker, RAND explored defensive options to address the threat. UAVs and cruise missiles represent a ?niche threat? within a larger threat context; therefore, defenses were sought that provide common protection against both this and other asymmetric threats. The monograph concludes with a discussion of cross-cutting lessons about this threat and the assessment of novel threats in general.
