    Beschreibung: This book explores the ethics of national security intelligence institutions operating in contemporary liberal democracies. Intelligence collection by agencies such as the CIA, MI6, and Mossad involves practices that are apparently inconsistent with the principles of ordinary morality – practices such as lying, spying, manipulation, and covert action. However, in the defence of national security, such practices may not only be morally permissible, but may also under some circumstances be morally obligatory. One approach to the ethics of national security intelligence activity has been to draw from the just war tradition (so-called ‘just intelligence theory’). This book identifies significant limitations of this approach and offers a new, institutionally based, teleological normative framework. In doing so, it revises some familiar principles designed for application to kinetic wars, such as necessity and proportionality, and invokes some additional ones, such as reciprocity and trust. It goes on to explore the applications of this framework and a revised set of principles for national security intelligence institutions and practices in contemporary and emerging political and technological settings. This book will be of much interest to students of intelligence studies, ethics, security studies and International Relations.

    Beschreibung: This chapter argues that to fulfil the interests of both the spouses and their original family, Maria projected herself as a Castilian infanta while Leonor built up the image of an Aragonese princess. The construction of the political identity of queens consort was a long and complex process, paramount to the subsequent performance and relevance in the configuration of monarchical power. In May 1428 Leonor of Aragon, while en route to Portugal to meet her husband, travelled to Valladolid to visit the king of Castile. In his last will and testament, he had entrusted her with the guardianship of their children and the regency of the realm. While the circumstances of their marriages were quite different and led them to assume distinctive identities from the very outset of their reigns, during their life as consorts Maria and Leonor adhered to a similar model of queenship, one they had learned from their mother.

    Beschreibung: This book examines the politics of Banking Union and EMU reform in the EU, and draws lessons for what it means for international politics, both in Europe, and for international relations more broadly. It demonstrates that most of the reforms in Europe to break free of the Eurozone and banking crises in which Europe continues to find itself focus on building up the capacities of national authorities rather than European ones. The result is that national authorities remain largely in control of the decisions and funds that are to be deployed to prevent economic disaster if a single EU bank fails. The likely outcome is an accelerated balkanization of the European market for the foreseeable future. The book also contends that power politics, and realism in particular, is a defining feature of European politics with coercion and enforced national responsibility at the demand of Germany; the dominant form of institution-building that established the responsible sovereignty model, and shut down the possibility of alternatives. In making this case, the book demonstrates that the dominant view in international relations, that power politics best explains the behaviour of states, also apply to the EU. This text will be of key interest to scholars and students of the Eurozone crisis, EU politics, economic policy, and more broadly to political economy, public policy and international relations.

    Beschreibung: This book examines social processes that have contributed to growing pesticide use, with a particular focus on the role governments play in urban aerial pesticide spraying operations. Beyond being applied to sparsely populated farmland, pesticides have been increasingly used in densely populated urban environments, and when faced with invasive species, governments have resorted to large-scale aerial pesticide spraying operations in urban areas. This book focuses on New Zealand's 2002–2004 pesticide campaign to eradicate the Painted Apple Moth, which is the largest operation of its kind in world history, whether we consider its duration (29 months), its scope (at its peak the spraying zone was 10,632 hectares/26,272 acres), the number of sprayings that were administered (the pesticide was administered on 60 different days), or the number of people exposed to the spraying (190,000+). This book provides an in-depth understanding of the social processes that contributed to the incursion, why the government sought to eradicate the moth through aerial pesticide spraying, the ideological strategies they used to build and maintain public support, and why those strategies were effective. Urban Aerial Pesticide Spraying Campaigns will be of great interest to students and researchers of pesticides, environmental sociology, environmental history, environmental studies, political ecology, geography, medical sociology, and science and technology studies.     Beschreibung: Agency, Security and Governance of Small States examines what seems to be a defining paradox of Small-State Studies: the simultaneous coexistence (and possible co-dependence) of vulnerability and opportunity related to small-state size. This book analyses small states within the framework of this apparent paradox. Traditionally, Small-State Studies has focused on three guiding questions: what constitutes a ‘small state’? What explains small-state influence in global affairs? Are small states truly vulnerable to security threats given the expansion of multilateralism and regionalism throughout the world? This book contends that new questions should be asked which recognise the important shifts in twenty-first century security paradigms, to better understand how some states deploy their smallness as a resource for agency in supranational contexts. By varying historical, geographical, security, and governance contexts, the book embraces a most-different-cases approach. The historical perspective is often neglected in Small-State Studies but contributes to understanding how small states have often, over time, transformed perceived insecurity into agency. By focusing on different world regions, the authors enable the comparative analysis of collective actions, and the creation and implementation of institutions for ‘common sense purposes’ within a geographical region. Of particular contemporary importance, the book includes contributions which contend with hard-security issues alongside other soft-security challenges. The comparison of case studies confirms that hard-security vulnerability and soft-security opportunities seem to be two sides of the same coin, which reinforces the book’s focus on small-state paradoxes, and raises the question of whether smallness can be considered the defining characteristic of governance in these countries. This book will have a broad appeal because of the different world regions it analyses. It will be of interest to postgraduate students, scholars, and researchers of international relations, security, sustainability, governance, development, and political economy, as well as Small-State Studies.

    Beschreibung: Luxembourg is a prototypical small state and the only remaining example of over a two dozen of grand duchies in history. In this chapter the focus is laid on persistency and change of governance in security affairs, that is, the question of how a Luxembourg political entity overcame a variety of challenges of the (European) security environment until 1940. Indeed, to comprehend the ‘survival’ of the Grand Duchy in face of the vicissitudes of the military-political setting since the princedom’s creation by the Treaty of Vienna (1815), one needs to deploy the full array of the Small-State theory debate in security policy and in the politics of international relations: bandwagoning, balancing, freeriding, hedging, shelter-seeking. Based on this longue durée approach, the contribution expands on ‘extantism’ to reintroduce this concept to Small-State Studies.

    Beschreibung: Authoritarian Populism and Bovine Political Economy in Modi’s India analyses how the twin forces of Hindu nationalism and neoliberalism unfold in India’s bovine economy, revealing their often-devastating material and economic impact on the country’s poor. This book is a rare, in-depth study of India’s bovine economy under Narendra Modi’s authoritarian populism. This is an economy that throws up a central paradox: On the one hand, an entrenched and aggressive Hindu nationalist politics is engaged in violently protecting the cow, disciplining those who do not sufficiently respect and revere it; on the other hand, India houses and continuously promotes one of the world’s largest corporate-controlled beef export economies that depends on the slaughter of millions of bovines every year. The book offers an original analysis of this scenario to show how Modi’s authoritarian populist regime has worked to reconcile the two by simultaneously promoting a virulent Hindu nationalism that seeks to turn India into a Hindu state, while also pushing neoliberal economic policies favouring corporate capital and elite class interests within and beyond the bovine economy. The book brings out the adverse impacts of these political-economic processes on the lives and livelihoods of millions of poor Indians in countryside and city. In addition, it identifies emerging weaknesses in Modi’s authoritarian populism, highlighting the potential for progressive counter-mobilisation. It will be of interest to scholars in the fields of development studies, South Asia studies, critical agrarian studies, as well as scholars with a general interest in political economy, contemporary authoritarian populism, and social movements.

    Beschreibung: This chapter explores the role transnational networks and informal ties play for small-state-status seeking in Central and Eastern Europe. Using the example of Slovakia, I argue that since their accession to Western institutions, these states have continuously sought to carve out a place for themselves on the mental map of European and North American policymakers. Major security-policy conferences have become central nodal points for this kind of activity. They allow the foreign-policy establishment of small states to manage and shape existing status hierarchies by forging personal contacts with decision-makers from more powerful states. I illustrate this phenomenon empirically with reference to the Bratislava Global Security Forum (GLOBSEC), which began in 2005 as a student-led initiative and has since become the main outreach platform of Slovak foreign policymaking.

The Russian war in Ukraine began in 2014 and continued for eight years, before the full-scale invasion of 24 February 2022. It is not a new war, but the intensity of the warfighting revived many discussions about the conduct of inter-state warfare, which has not been seen in Europe for decades. This book does not aim to offer an exhaustive operational analysis of the war, but rather provides a preliminary systematic analysis across various domains of warfare using the concept of fighting power to assess the operational performance of both sides. First, the book discusses the conceptual component and the post-Cold War adaptations of the Soviet strategic tradition by both the Ukrainian and the Russian Armed Forces. Following that, it gives an evaluation of the various aspects of warfighting in the land, air, maritime and cyber domains. Then, the book examines the role of international allied assistance, sanctions and weapons delivery in strengthening the resilience of the Ukrainian Armed Forces. The book concludes with some comments on the role of inter-state warfare in the current strategic environment and future warfare. This book will be of much interest to students of military and strategic studies, defence studies, foreign policy, Russian studies and international relations.

    Beschreibung: This book provides an overall picture of East Asian international politics during the early interwar period and examines the various foreign policy trends of the major powers involved, including Japan, China, Britain, the United States, and the Soviet Union. Based on extensive original research, it posits that East Asia experienced four waves of international change during the interwar period: the transition to the post-World War I international order; the appearance of Nationalist China and the Soviet Union as actors in East Asian international politics; the Japanese invasion of Manchuria; and Japanese implementation of the North China Buffer State Strategy. It considers the new challenges brought about by each of these waves, how the powers – particularly Japan, Britain, and the United States – were able to meet these challenges by working together, and how this became more difficult as time went on. It argues that the Washington System – the international order established at the 1921–1922 Washington Naval Conference – was not a break with the past, as is frequently argued, on account of new forms of foreign policy, including the ideological approaches of the United States and the Soviet Union, but that rather spheres of influence diplomacy continued as before. In addition, in discussing Japanese foreign policy, the book provides a comprehensive picture of the diversity of views towards China among Japanese actors and the ways these shifted over time. Paradoxically, during the entire period between 1500 and 1800, the demise of distance through various strategies of verification coincided with constructions of otherness that emphasized the cultural and geographical difference between Europe and the worlds it encountered. Ten leading scholars of the early modern world address the relationship between distance, information, and credibility from a variety of perspectives.     Beschreibung: This chapter explores how the revision of national myths in Early Modern Britain and France reflects conflicts and contradictions between the perspectives of the dominant nations, England and France, and those of two subordinate nations, Wales and Brittany, formally annexed by their larger neighbours in the 16th century, and how the national myths in turn impinged on the status of the vernacular languages of the subordinate nations, Welsh and Breton. In order to legitimise the new Church of England, English protestant apologists claimed that its protestant faith was the continuation of the pure faith of the Early Church, which the ancient Britons, ancestors of the Welsh, had acquired directly from a disciple of Christ. Richard Davies’ preface to the 1567 Welsh New Testament, however, re-appropriated the narrative as specifically Welsh. Davies’ narrative was influential in Wales and contributed to a cultural context, together with the Welsh Bible translation, in which the Welsh language could flourish despite the increasing dominance of English. In the case of Brittany and France, the paper explores the contradiction between the antiquarian prestige conferred upon Breton by contemporary language antiquity myths and its actual subordinate sociolinguistic status vis-a-vis French.

Whether in areas which are difficult for international providers to access, or in major towns and cities where international actors including the UN, INGOs and states have been providing assistance, Syrian diaspora organizations (DOs) have played a vital role. These DO initiatives have often taken the form of secular non-governmental organizations, or faith-based responses. At times, they have been actively funded by international donors or developed in formal partnership with UN agencies and INGOs, while in other contexts they have taken place on the margins of (or at times in ways that directly challenge) formal humanitarian aid structures. This chapter draws on lessons from anthropological, sociological, and IR studies, to construct a deeper understanding of secular and faith-based aid provision by members of displaced communities themselves in settings of the global South, which geographically (and geopolitically) neighbor new and ongoing crises. Based on long-standing research vis-à-vis local, national and international responses to displacement from Syria, it examines such endeavors through the framework of “refugee-led responses."

The historical development of parliamentary administrations has taken different forms in different countries, making it difficult to generalize. The most delicate issue regarding parliamentary administrations concerns the nature of the activity they perform. The comparative analysis of the data contained in the various country-specific chapters demonstrates several commonalities and differences in relation to certain fundamental organizational and functional options of parliamentary administrations. The very first observation in this context concerns the size of parliamentary administrations. A second dimension of framing the distinctive features of parliamentary administrations is the degree of budgetary autonomy. Looking more closely at recent developments, a number of contemporary challenges can be identified that parliamentary administrations have had to confront in the 21st century.

    Beschreibung: Bua and Bussu's (2021) article charted transitions between democracy-driven and governance-driven institutional reforms in the case of Barcelona. Their work is useful in identifying dynamism and tipping points shifting between elite-led and bottom-up forms of democratic governance. Building on this work, this chapter adds comparative analytical leverage to Bua and Bussu's insights by comparing the paradigmatic cases of “democracy-driven governance” in Barcelona (Spain) and “governance-driven democracy” in Nantes (France). Based on an analytical framework derived from previous work explaining the institutionalisation of participatory governance (Bussu 2012; Fung and Wright 2003; Heller 2001), the chapter develops knowledge as to the conditions under which DDG-like forms of participatory governance develop, flourish and are sustained or undermined. Nantes and Barcelona are appropriate cases because they have governance histories and contextual features but vary on the recent development of DDG in Barcelona and the sustenance of GDD in Nantes. This chapter explains this divergence, seeking to identify conditions that support DDG.

Instead of focusing on the reigns of successive kings, the book focuses on the Habsburgs as a family group that was constructed in various ways: as a community of heirs, a genealogical narrative, a community of the dead and a ruling family group. These constructions reflect the fact that dynasties do not only exist in the present, as kings, queens or governors, but also in the past, in genealogies, and in the future, as a group of hypothetical heirs. This book analyses how dynasties were ‘made’ by the people belonging to them. It uses a social institutionalist framework to analyse how family dynamics gave rise to practices and roles. The kings of Spain only had limited power to control the construction of their dynasty, since births and deaths, processes of dynastic centralisation, pressure from subjects, relatives’ individual agency, rivalry among relatives and the institutionalisation of roles limited their power. Including several genealogical tables to support students new to the Spanish Habsburgs, this book is essential reading for all students of early modern Europe and the history of monarchy.

Extending and modifying a well-established conceptual framework for comparative capitalism rooted in new institutional economics and economic sociology, it offers a better explanation for transition-specific and path-dependent factors inherent to systemic transformation. Based on a vast dataset, the book therefore illuminates the (dis)similarities among the institutional architectures in the EU countries. Thus, the book argues that the evolving capitalism in Central and Eastern Europe exhibits strong symptoms of institutional ambiguity or a ""patchwork"" nature which makes it a distinct category from any of the co-existing models of Western European capitalism. This book will be of key interest to scholars and students of comparative political economy, Eastern European politics, post-communist studies and more broadly to researchers in the fields of economics, European politics and the wider social sciences. This paradox of recognizing the parliament as essential to modern governance yet deliberately seeking weak institutions that are unable or unwilling to challenge those in power continues to haunt the parliament to this day. Ethiopia continues to struggle to maintain political stability, and the separation of power between government and parliament and a system of checks and balances are yet to substantially flourish. Drawing on extensive original data gathered from interviews and surveys, this book investigates the legal and practical status of federal representative institutions in Ethiopia from 1931 up to and including 2021. It delves into the rules and routines of parliament, its contextually and historically grounded culture of representation, and the techniques of manoeuvring executive bureaucracies. The objective of TRANSFORM was to integrate the principle of responsible research and innovation (RRI) into the research and innovation policies of three European regions: Lombardy, Brussels, and Catalonia. This book tells the story of how TRANSFORM translated RRI into practice, all the way from philosophy of technology to EU policy jargon, to the project contract, and finally into the real-life events in these regions. Responsibility was translated in creative ways, with surprising goals and ambiguous outcomes. Armed with these stories, the book analyses the broader context of the desire for better governance of technoscience and draws two lessons: Firstly, that there is more governance than one may see at first sight, and secondly, that there is a need to rethink the borders of technoscience and the spaces in which it resides. The book proposes to think of governance in technoscience, rather than governance of technoscience.

    Beschreibung: This chapter is to demonstrate the challenges related to free time of seniors (especially EU residents) in the 21st century. The starting point for the considerations was to explain the concept of free time and to specify its characteristics, functions, and ways of using it. The structure of the seniors' time budget and leisure activities undertaken by this group were analyzed (based on Eurostat data). Subsequently, one of the important forms of free time management, that is, tourism, was studied. First, the essence of tourist activity was discussed and the reasons for undertaking it in the autumn of life. Second, the functions of senior tourism were distinguished and data on the participation of seniors from EU countries in it were presented. Third, taking into account that the concept of active aging is increasingly the participation in various types of courses, trainings, workshops, etc., the chapter defines the place of seniors in the process of lifelong learning. The tasks of the University of the Third Age (U3A) were systematized and the available data on the participation of European seniors in educational programs were analyzed. The conclusion emphasizes the heterogeneity of the silver head segment.

    Beschreibung: Capital Redefined presents a unique perspective on the nature of “capital,” departing from the prevailing reductionist accounts. Hosseini and Gills offer an expanded perspective on Marxian value theory by addressing its main limitations and building their own integrative value theory. They argue that the current understanding of “value” must be re-examined and liberated from its subservient ties to capital while acknowledging the ways in which capital appropriates value. This is achieved by differentiating between “fetish value” created by capital and “true value” generated through various commons-based forms of coexistence. The authors propose a defetishization of value by rejecting the commonly accepted idea of its objectivity. They introduce their “commonist value theory,” which redefines capital as both the product and process of perverting the fundamental commoning causes of true value into sources of fetish value. Capital is theorized through a “modular” framework, where multiple intersecting processes constitute a comprehensive power structure, a “value regime,” representing an unprecedented degree of the domination of capital over life. Their theory reconciles two apparently incompatible views on the notion of value. One view encompasses all inputs involved in capitalist value production and conflates intrinsic and commodity values. The other warns against this conflation as it treats capital as an entity tightly associated only with commodity production and wage labor. The authors believe that establishing alternative forms of value creation based on normative principles of living in commons is crucial as an analytical base for criticizing existing power structures and economic systems. The book offers a theoretical foundation for transforming our life worlds toward “post-capitalist” futures. It appeals to scholars and students in various fields, such as political economy, capitalism, and post-capitalist studies, economic and political sociology, globalization, development studies, social ecology, and ecological philosophy.

    Beschreibung: Focusing on the processes of political socialisation and democratisation that took place in Spain during the nineteenth and twentieth centuries, this book brings together specialists who propose the need to rethink the contemporary history of democracy in Spain to build a new narrative. To do so, the authors go down to the local level, where they are able to trace a political culture that forged the foundations of a process of political ""modernization"" much more complex than what conventional historiography has conveyed, even though it was not always transferred institutionally to the national level. The idea of a rural Spain that was backward, apolitical, violent and unprepared for democracy gives way to a more interesting history which, while recognising the peculiarities of the country and the important limitations to democracy, shows examples that could help build a new narrative closer those of other neighbouring countries. This dialogue between history, sociology and political science is particularly present in a special final chapter featuring a discussion of democracy and its application to Spanish history.

    Beschreibung: Within Japan’s contested memories of the Asia-Pacific War (1937-45), the depiction of soldiers, sailors and pilots in leading roles within cinematic/televisual representations of the war usually falls into one of three main patterns: ‘military heroes’ participating in a noble (albeit losing) war; ‘good Japanese’ facing down villainous militarists; and ‘victim-heroes’ suffering amidst the uncontrollable carnage of war. A recurrent trope, particularly within the representation of ‘victim-heroes’, is a focus on the soldier’s life and/or talents away from the military: the soldier as artist, scholar, lover, and athlete. Through a short history of sport in wartime Japan and six case studies of soldier-athletes – two with ‘inconvenient life histories’, two with ‘usable life histories’, and two (semi-)fictionalized characters – this chapter establishes how sport is used to humanize soldier characters and thereby pull the overall narrative of the film towards a pacifist message of the inhumanity of and suffering during war.

    Beschreibung: Debating the War in Ukraine discusses whether the war could have been avoided, and, if so, how? In this dialogical book, the authors discuss nodal points of history in terms of counterfactuals and contrastive explanations, concluding by considering future possibilities. They start in the 1990s where several causal elements of the war originate involving Russia’s economic developments and Europe’s security arrangements. Moving on to the next decade, they focus on the Iraq war, colour revolutions, and NATO’s 2008 announcement that Ukraine and Georgia will become members. Finally, they explore the past decade including the Ukrainian crisis of 2013–2014, the annexation of Crimea, and the consecutive war in east Ukraine. The current war can also be seen as a continuum of that war. The authors agree that NATO’s 2008 announcement on Ukraine’s and Georgia’s NATO membership was an unnecessary provocation, and that the implementation of the Minsk agreement could have prevented the current war, but otherwise their analysis of counterfactual possibilities differs, especially when it comes to the action-possibilities of the West (including diverse actors). These differences are not just dependent on different readings of relevant evidence but, importantly, stem from dissimilar contrast spaces and divergent theoretical understandings of the nature of states and mechanisms of international relations and political economy. This short, highly accessible book will be of great interest to all those studying and working in international relations and its various subfields such as peace and conflict studies and security studies, as well as all those wishing to understand more about the backdrop of Russia’s invasion of Ukraine in February 2022.     Beschreibung: The article discusses Gustav Shpet’s phenomenology and aesthetic theory as part of early Soviet culture. The author suggests that the ‘official’ acceptance of Shpet’s philosophy, particularly through GAKhN, is emblematic of the internal complexity of the cultural regime in the 1920s. Shpet’s pre-revolutionary phenomenology was praised for its modernizing potential, while his later anti-avant-garde art theory was criticized as old-fashioned and unscientific. Yet both were welcomed by Marxist thinkers and the Bolshevik regime. Shpet’s involvement in Soviet culture from 1917 to 1929 can thus be seen as a reflection of its gradually changing needs. His aesthetics of ‘new realism’ and the ‘inner form of the word’ were deemed useful until the end of the 1920s, when he was finally charged with ‘idealism’ and ‘anti-communism’. Nonetheless, Shpet’s neo-classical cultural conception can be considered part of a broad conservative turn that eventually led to the introduction of socialist realism.

The fifth section presents the state-of-the-art of scholarship on household financialization and, synthesizing the insights of the earlier sections, formulates a set of general arguments about transformations of households under financialization in general and in Eastern and Southern European semi-peripheries in particular. The introduction concludes with an outline of the collection.

The book explores the household as simultaneously a micro-level social institution specializing in social reproduction, distribution and other activities; a building bloc of larger economic and social structures; and an object of multiple systems of power/knowledge. Putting this conceptualization to use in original research, the authors identify geographically and historically situated ways in which financialization transforms households and their relationships with the wider economy and society. The book traces these transformations in case studies of variegated financialization in Eastern and Southern European (semi-) peripheries where households have faced particularly severe financial issues since the global financial crisis, such as over-indebtedness and asset devaluation. Key themes recurring throughout the book include: the key role of housing in household financialization, the co-constitutive relationship between financialization and social and spatial inequalities, specific patterns in the relations of financial actors and households in semi-peripheries, and the implications of semi-peripheral forms of real and financial accumulation for household financialization. This book takes a systematic look at lobbyists in order to broaden our understanding of the staff entrusted with the responsibility of influencing European politics. Who are the European lobbyists? What are their professional backgrounds, career patterns, practices, and beliefs? The study uses a sociological framework to explore the professionalisation and professionalism of the field across national proveniences, policy fields and interest groups, and develops a systematic analysis that considers three different dimensions: occupational patterns, shared knowledge and common convictions. Based on original research that combines in- depth interviews with survey data, European Lobbying demonstrates that European lobbying is a firmly established and highly professionalised métier. In an organisational field characterised by growth, pluralisation and increasing competition, the professional staff contributes to the homogenisation of European lobbying and the marginalisation of other, non- professionalised forms of interest representation.     Beschreibung: This book delves into the conceptual changes produced by the Spanish constitutional debate held between 27 August and 9 December 1931. Taking place at the beginning of Spain’s Second Republic, those parliamentary deliberations brought about significant novelties in the political vocabulary. Concepts such as democracy, sovereignty, reform, revolution, and freedom, among others, were re-signified. This study investigates the conceptual contributions made by Spanish MPs in the course of the constitutional debate of 1931 by assuming, as a research approach, an interdisciplinary stance combining conceptual history, political theory, and parliamentary constitutional history. By doing so, it selects five determining issues: the pervasive discussion about two competing meanings of a democratic state; the rhetorical uses of reform and revolution; conceptual controversies about religious freedom; the disputed idea of property rights; and the functions of parliament and the president of the republic in a semi-presidential regime. The constitutional debate was largely inspired by interwar European constitutionalism which constituent representatives used to update the Spanish constitutional tradition. With that goal in mind, this book is aimed at undergraduate and graduate students and scholars working in the fields of conceptual history, political philosophy, parliamentary history, European political history, and European constitutionalism.

    Beschreibung: This volume offers a systematic philosophical analysis of the normative challenges facing European refugee policy, focusing on whether the response to it can be based on European values. By considering the refugee policy through the lens of European values, cosmopolitan norms and universal human rights, the contributions expose the weaknesses and limitations of existing regulations and make proposals on how to improve them. The EU is often seen as a cosmopolitan project. Europe is supposed to be a community of states that aspires to be guided by cosmopolitan norms. However, the idea of a cosmopolitan Europe has never been unanimously shared, and in recent years, it has come under increasing scrutiny, particularly with regard to the EU’s refugee policy. The guiding idea of this book is that a deeper philosophical understanding of the normative issues at stake can foster greater conceptual clarity and enrich political debates on the future of European refugee policy. The first part of the book revolves around the question of whether the rise in refugee numbers over the past decade has led to a crisis in the EU and, if so, how this crisis relates to or impacts European values. The second part traces the history of the discourse on “European values” and examines from a philosophical perspective how we can plausibly understand these values in terms of their moral grammar, their normative content and their implications for the behaviour of the EU and its member states. Finally, the third part puts forth recommendations for a feasible and normatively more compelling European refugee policy based on human rights, human dignity, justice and democratic self-determination as the decisive normative requirements.     Beschreibung: Around 100 central banks currently research or develop their own central bank digital currency (further CBDC). Two projects recently moved into the production phase. The introduction of CBDC by at least one major central bank in the coming years seems unavoidable, which would form a tipping point. CBDC would then enter the mainstream of the banking sector. This trend requires assessing CBDC projects broader than the central banks do. This chapter considers concerns regarding the introduction of CBDC and its design criteria. Addressing those issues at an early stage allows us to mitigate them. The most obvious concern concerns the central bank money's public security in the era of growing cyber threats. The other evident concern concerns privacy. However, one particular angle of discussions on CBDC does not get enough attention – sustainability. This chapter assesses whether and how current CBDC projects include sustainability, public security, and privacy. It then addresses areas worth further development to increase the implementation of sustainability by the central banks. Finally, this chapter reconstructs a design of CBDC that would be most desired from the perspective of sustainability, public security, and privacy, showing how taking those perspectives into consideration influences social acceptance of CBDC.

When the Khmer Rouge abolished currency and markets in 1975, starving Cambodians created underground exchanges in labor camps throughout the country, bartering luxury items for food and other necessities, while simultaneously undermining the regime’s ideological goals of eliminating any traces of capitalism in Democratic Kampuchea. Pribble asserts three key points about the barter economy in the Khmer Rouge labor camps. First, the underground exchanges in Democratic Kampuchea provided food and medicine for desperate people subsisting under a totalitarian regime, saving the lives of countless Cambodians. Second, bartering was the riskiest way to obtain food because it was dependent upon the discretion of two or more individuals from different social classes under the threat of violent punishment, thereby altering the social dynamics of the camps. Finally, despite the regime’s extreme efforts to eliminate foreign influence from the country and impose communist ideology on millions of citizens, basic forms of market capitalism and a demand for superfluous luxury goods persisted in labor camps throughout the country. A fascinating study of the human consequences of imposing rigid ideology, that will be of particular interest to scholars and students of political history and Southeast Asian history.

    Beschreibung: The authors of our book focus on Soviet scholars and cultural theoreticians during the Stalin era from a methodological perspective that distinguishes between Stalinism and culture, an outlook that forms one of the common threads of the book. This introductory chapter focuses on the theoretical grounding of this approach. We argue that the received picture of Soviet culture in general and of Stalin era culture in particular has yet to be fully disentangled from the political and historical narratives of the Cold War epoch, especially with respect to the persistent traits of totalitarianism theory in defining Stalinism. The point of departure from the still dominant ’revisionist’ model of Soviet historiography involves the proposition that Stalin’s brand of totalitarianism was a collective cultural product. Our book in turn revises this thesis by claiming that Stalin rarely sought to control culture in a totalitarian manner. He was aware of the limits of control over culture. Meanwhile, society in general and notable cultural actors in particular need to be contextualised and theorised as political subjects from various points of view. Stalinism was a phenomenon that was organically embedded in the culture of the era – thus the metaphor of a ‘parasite’ seems to describe this relationship in a more adequate manner Stalin era intellectuals can be viewed as cultural actors who adopted different ‘patriotic’ strategies from the political arena to gain some level of autonomy that enabled to them to function in their fields. These strategies ensured that certain theoretical ideas were able to persist despite major political campaigns.

    Beschreibung: This book is about how distinctions are drawn between civilians and combatants in modern warfare and how the legal principle of distinction depends on the technical means through which combatants make themselves visibly distinguishable from civilians. The author demonstrates that technologies of visualisation have always been part of the operation of the principle of distinction, arguing that the military uniform sustained the legal categories of civilian and combatant and actively set the boundaries of permissible and prohibited targeting, and so legal and illegal killing. Drawing upon insights from the theory of legal materiality, visual studies, critical fashion studies, and a dozen of military manuals he shows that far from being passive objects of regulation, these technologies help to draw the boundaries of the legitimate target. With its attention to the co-productive relationship between law, technologies of visualisation and legitimation of violence, this book will be relevant to a large community of researchers in international law, international relations, critical military studies, contemporary counterinsurgency operations and the sociology of law.

    Beschreibung: This chapter addresses the interpretations of the emerging social question in the field of post-revolutionary French liberalism. It focuses on the cholera outbreak of 1832 to describe how it fostered unprecedented and dramatic representations of urban pauperism chiefly marked by feelings of panic and distress with respect to the new “dangerous classes” brought into being by the Industrial Revolution. By analysing the pandemic crisis, the chapter shows that these subjects were initially perceived not merely as a different social class, but also – and especially – as a different “race,” according to a conception exemplified by the metaphor of “new barbarians” invading the manufacturing cities. Hence, the chapter retraces a transformation whereby these initial representations of the subaltern classes based on fear and exclusion gradually gave way to the rise of social research on the subaltern classes aimed at elaborating new welfare policies as risk reduction strategies. These initiatives of social investigation are described as marking the origins of the methods and epistemology of modern social sciences, which are the focus of the following chapter.

    Beschreibung: This book examines how inter- and intra-party coalition-building affects governability in South Korea. Focusing on the Kim Dae-jung administration (1998-2003) as a case study in the failure of a government to turn electoral success into stable governability, or ability to implement reform policies, the book’s research draws on two bodies of literature which, though focusing on the same dependent variable (cabinet or government stability), have rarely been used in tandem: coalition research on parliamentary systems and studies of divided government in presidential systems. Youngmi Kim argues that a weak institutionalization of the ruling party and the party-system accounts for political instability and inefficient governability in Korea and in doing so her study makes a number of key contributions to the field. Theoretically it proposes a framework which integrates a rationalist approach with one that acknowledges the role of political culture. It further enhances the understanding of factors affecting governability after coalition-building across regime types and aims to build on recent demands for broader cross-regime analysis of minority/divided government and of the determinants of governability. This has important comparative implications as coalition-building within (semi-) presidential systems has occurred in other post-authoritarian contexts. The book finally provides a new dataset which fills a gap in a field where Western cases constitute the main focus of research. The Politics of Coalition in Korea will be of interest to students and scholars of Korean studies, Korean politics, Asian studies and Asian politics.
