    Description: In the history and folklore of Australia’s Commonwealth Public Service, the idea of the ‘Seven Dwarfs’ has been remarkably persistent. Originally a witty epithet applied to a powerful group of senior public servants, the term has come to represent the professionalisation of Australian government administration during the Second World War and post-war reconstruction era, and into the following two decades of expansion. This was a period when, for the first time, talented university graduates entered the public service, rose to senior levels, and exerted great influence over the affairs of the Commonwealth. With the secure tenure of being permanent heads of departments, they defined the age of the public service mandarin. This book explores the lives and influence of the Seven Dwarfs and their colleagues, bringing together the leading researchers on post-war Australian administration. Featuring four thematic chapters and ten biographical portraits, it offers a fascinating insight into the workings of the Commonwealth Public Service during a critical period in its history.

    Description: Anthropologists have been appearing as key expert witnesses in native title claims for over 20 years. Until now, however, there has been no theoretically-informed, detailed investigation of how the expert testimony of anthropologists is formed and how it is received by judges. This book examines the structure and habitus of both the field of anthropology and the juridical field and how they have interacted in four cases, including the original hearing in the Mabo case. The analysis of background material has been supplemented by interviews with the key protagonists in each case. This allows the reader a unique, insider’s perspective of the courtroom drama that unfolds in each case. The book asks, given the available ethnographic research, how will the anthropologist reconstruct it in a way that is relevant to the legal doctrine of native title when that doctrine gives a wide leeway for interpretation on the critical questions: what is the relevant grouping, what can be counted as a traditional law and when has there been too much change of tradition? How will such evidence be received by judges who are becoming increasingly sceptical about experts tailoring their evidence to suit the party which called them? This book answers these questions by assuming that there is more at stake here than the mere performance of roles. Rather, there is a complex interaction of distinct social fields each with its own habitus, and individual actors are engaged in an active and constructive agency, however subtle, which the painstaking research for this book uncovers.

    Description: The story of the Communist Party of Australia has been told in various ways. Until now, however, archival collections that have borne on this story have been relatively inaccessible to the ordinary, interested reader. This book begins to redress that deficiency by bringing together 85 key documents from the Russian State Archives of Social and Political History (RGASPI), selected from a collection of thousands of documents concerning the relations between the Communist International and the Communist Party of Australia. The selection focuses on the relationship between the CPA and the Comintern because the activities of the CPA are essentially incomprehensible without understanding the international communist context within which the CPA operated. That context was dominated by the newly-created Soviet state and its decision to authorize and utilize a network of communist parties throughout the world. The documents in this work suggest three major propositions about the relationship between the CPA and the Comintern. First, that the Comintern was crucial in the formation of the CPA, via its emissaries, instructions and authority. Second, that the Comintern played a major role in directing the policies of the CPA in domestic matters (not to mention in international matters, where the Comintern’s decisions were supreme). And third, that the leadership of the CPA was, from 1929 onwards, shaped, trained and authorized by the Comintern. With access to the documents, readers now have a chance not just to hear the voices of the times, but to make their own judgements about the relationship between the CPA and Moscow. The book also includes two extended introductory essays that outline the development of the Comintern and its relations with the CPA, as well as supporting materials that provide information on individuals, organizations and tactics mentioned within the documents themselves.

    Description: ‘Consultation’ has become something of a mantra in contemporary governance. Governments well understand that policy occurs in a highly contestable environment in which there are multiple, and often competing interests. They well recognise the political imperative to ‘engage’ stakeholders in order to manage potential conflict and, hopefully, obtain acceptance for their policies and programs. As a result, politicians and public officials frequently emphasise the need for consultation as an essential element of the deliberative processes underpinning the development of policy or the implementation of programs and services. But, moving beyond the rhetoric of consultation and engagement, how well is it done? In this monograph, Professor Jenny Stewart maps out the principal approaches used by governments to consult with and engage affected communities of interest. Stewart critically assesses the available literature and draws directly upon the experiences of political actors, bureaucrats and community sector organisations in order to identify the ‘good, bad, and the ugly’ of engagement. Through a judicious use of selected case studies, Stewart distils the essential dilemmas and contradictions inherent in many consultation strategies and highlights their relative strengths and weaknesses. This monograph is a probing and dispassionate analysis of the rationales, methodologies and outcomes of consultation and engagement. It is not intended to be a ‘cookbook’ or a ‘how to’ manual for those consulting or the consulted. Nevertheless, there is much here for the policy practitioner, the researcher and members of those ‘communities of interest’ who might, one day, find themselves the target of engagement.

    Description: This work is a series of sermons produced by Emeritus Professor Hans Mol, and based on Biblical texts, the Commentaries of John Calvin on these texts, and on Calvin’s Institutes of the Christian Religion. Mol is Australia’s pre-eminent scholar in the sociology of religion, particularly in Australia. His 1971 volume, Religion in Australia, was the first attempt at statistical analysis of religion in Australia, which was also internationally significant. Parallel to Mol’s interest in the sociology of religion has been his interest in Calvin. Indeed the theological basis of his life has been as a Calvinist. Here in this volume he brings both of these interests together. His sermons, preached over the years in Canberra, seek to apply the teachings of Calvin to a world-view in which the scientific study of religion, and indeed the wider study of sociology, are of central significance. In these sermons, he succeeds considerably in this. The volume is a substantial contribution to scholarship, in that the combination of these two factors has only rarely been attempted. Thus, the volume has originality and will have enduring value. It is especially appropriate that it should be published at this time, in preparation for the 500th Anniversary of Calvin’s birth (1509–2009).

    Description: Deep Crustal Seismic Reflection Profiling: Australia 1978–2015 presents the full suite of reflection profiles penetrating the whole crust carried in Australia by Geoscience Australia and various partners. The set of reflection data comprises over 16,000 km of coverage across the whole continent, and provides an insight into the variations in crustal architecture in the varied geological domains. Each reflection profile is presented at approximately true scale with up to 220 km of profile per page and overlap between pages. Each reflection section is accompanied by a geological strip map showing the configuration of the line superimposed on 1:1M geology. The compilation includes a suite of large-scale reflection transects groups of 1,000 km or more that link across major geological provinces, and an extensive bibliography of reports and relevant publications.

    Description: The fortieth anniversary of the Strategic and Defence Studies Centre’s founding provided the opportunity to assemble many of Australia’s leading analysts and commentators to review some of the more significant issues that should define Australian defence policy. In the first 20 years after its establishment, SDSC scholars played a prominent role in shaping the ideas and aspirations that eventually found official expression in the 1987 Defence of Australia White Paper. This policy sustained a coherent balance between strategy, force structure and budgets for well over a decade. In recent years, however, the cumulative effects of the end of the Cold War and watershed events like the East Timor experience; the attacks on New York and Washington, D.C., in September 2001; the Bali bombings in October 2002; and the invasion of Iraq in March 2003 have fractured the former consensus on defence policy. These developments have eroded acceptance of the core judgements underpinning defence policy. This has led to a more tenuous connection between some recent major equipment acquisitions and declared policy. The unravelling of the consensus on the ‘defence of Australia’ policy means that we must again undertake a balanced, long-term assessment of the nature of Australia’s strategic interests. Only by doing so can we determine the kinds of armed forces that would contribute most effectively to protecting those interests. The papers collected in this volume are not informed by a common view of where Australia should focus its defence policy, but all address themes that should figure prominently in this difficult but essential task.

Chapters present many widely recognised issues involved in Australia’s land use policy and planning, including limited understanding and poor awareness of: the rich history of poor decisions on land use planning and management across different levels of government the discontinuities between providers of national biophysical information the tools, data and information to improve national land use decision-making outcomes the poor synthesis and integration between science to policy to natural resource management and resource condition the benefits of land use practitioners engaging in connection, cooperation, mutual inquiry and collective social learnings. The aims of the book are threefold: 1) provide a review of the current status of land use policy and planning in Australia; 2) provide a resource to inform and influence the development of land use policy and planning; and 3) provide a sound contribution to Australia’s public–private land use debates in the future. The audience for the book includes government and non-government land management agencies from state and national bodies, universities and researchers.

    Description: This monograph presents the results of archaeological research that takes a longitudinal approach to interpreting and understanding Aboriginal–European contact. It focuses on a small but unique area of tropical rainforest in far north Queensland’s Wet Tropics Bioregion, located within the traditional lands of the Jirrbal Aboriginal people on the Evelyn Tableland. The research integrates a diverse range of data sources: archaeological evidence recovered from Aboriginal open sites occupied in the pre- to post-contact periods, historical documents of early ethnographers, settlers and explorers in the region, supplemented with Aboriginal oral history testimony. Analyses of the archaeological evidence excavated from three open sites facilitated the identification of the trajectories of culture change and continuity that this investigation focused on: Aboriginal rainforest material culture and technology, plant subsistence strategies, and rainforest settlement patterns. Analyses of the data sets demonstrate that initial use of the rainforest environment on the Evelyn Tableland occurred during the early Holocene period, with successful adaptation and a change towards more permanent Aboriginal use of the rainforest becoming established in the late Holocene period. European arrival and settlement on traditional Aboriginal land resulted in a period of historical upheaval for the Aboriginal rainforest people. Following an initial period of violent interactions and strong Aboriginal resistance from the rainforest, Jirrbal Aboriginal people continued to adapt and transform their traditional culture to accommodate for the many changes forced upon them throughout the post‑contact period.

    Description: "The Greater China Australia Dialogue on Public Administration has held annual workshops since 2011 on public administration themes of common interest to the People’s Republic of China, Taiwan and Australia. This book presents and discusses a selection of papers developed from the Dialogue’s fifth workshop held in late 2015 hosted by the National Taiwan University in Taipei. The theme, ‘Value for Money’, focused on budget and financial management reforms, including how different nations account for the relative performance of their public sectors. All governments face the challenge of scarce resources requiring budgetary management processes for identifying the resources required by and available to government, and then for allocating them and ensuring their use or deployment represents value for money. Such budgetary and financial management processes need to inform decision-making routinely and protect the integrity of the way public resources are used – with some public accountability to indicate that their uses are properly authorised and reflect the policies of legitimate government leaders. The chapters in this book explore budgeting and financial management in three very different jurisdictions: Australia, the People’s Republic of China and the Republic of China (Taiwan). These activist and at times innovative countries are keen to analyse and reflect upon each other’s policy achievements and patterns of public provision. They are keen to learn more about each other as their economic and social engagement continues to deepen. They are also conscious that fundamental differences exist in terms of economic development and global strategic positioning, and levels and philosophies of political development; to an extent these differences are representative of differences amongst countries around the globe."

    Description: The women’s health movement shocked and scandalised when it burst into Australian politics in the early 1970s. It cast the light of day onto taboo subjects such as sexual assault, abortion and domestic violence, provoking outrage and condemnation. Some of the services women created for themselves were subjected to police raids; sex education material was branded ‘indecent’. Moreover, women dared to criticise revered institutions, such as the medical system. Yet for all its perceived radicalism, the movement was part of a much broader and relatively conventional international health reform push, which included the ‘new’ public health movement, the community health centre movement and, in Australia, the Aboriginal health movement, all of which were critical of the way medical systems had been organised during the 20th century. The women who joined the movement came from diverse backgrounds and included immigrant and refugee women, Aboriginal women and Anglo women. Initially, groups worked separately for the most part but as time went on, they found ways to cooperate and collaborate. This book presents an account of the ideas, the diverse and shared efforts and the enduring hard work of women’s health activists, drawn together in one volume for the first time. This relentless activism gradually had an impact on public policy and slowly brought forth major attitudinal changes. The book also identifies the opportunities for health reform that were created along the way, opportunities which deserve to be more fully embraced.

    Description: The vast shape-shifting continent of Australia enables us to take a long view of history. We consider ways to cross the great divide between the deep past and the present. Australia’s human past is not a short past, so we need to enlarge the scale and scope of history beyond 1788. In ways not so distant, these deeper times happened in the same places where we walk today. Yet, they were not the same places, having different surfaces, ecologies and peoples. Contributors to this volume show how the earth and its past peoples can wake us up to a sense of place as history – as a site of both change and continuity. This book ignites the possibilities of what the spaces and expanses of history might be. Its authors reflect upon the need for appropriate, feasible timescales for history, pointing out some of the obstacles encountered in earlier efforts to slice human time into thematic categories. Time and history are considered from the perspective of physics, archaeology, literature, western and Indigenous philosophy. Ultimately, this collection argues for imaginative new approaches to collaborative histories of deep time that are better suited to the challenges of the Anthropocene. Contributors to this volume, including many leading figures in their respective disciplines, consider history’s temporality, and ask how history might expand to accommodate a chronology of deep time. Long histories that incorporate humanities, science and Indigenous knowledge may produce deeper meanings of the worlds in which we live.

    Description: Family Experiments explores the forms and undertakings of ‘family’ that prevailed among British professionals who migrated to Australia and New Zealand in the late nineteenth century. Their attempts to establish and define ‘family’ in Australasian, suburban environments reveal how the Victorian theory of ‘separate spheres’ could take a variety of forms in the new world setting. The attitudes and assumptions that shaped these family experiments may be placed on a continuum that extends from John Ruskin’s concept of evangelical motherhood to John Stuart Mill’s rational secularism. Central to their thinking was a belief in the power of education to produce civilised and humane individuals who, as useful citizens, would individually and in concert nurture a better society. Such ideas pushed them to the forefront of colonial liberalism. The pursuit of higher education for their daughters merged with and, in some respects, influenced first-wave colonial feminism. They became the first generation of colonial, middle-class parents to grapple not only with the problem of shaping careers for their sons but also, and more frustratingly, what graduate daughters might do next.

If the Australian Defence Force consistently gets this cycle wrong, then there is something wrong with Australia’s defence.     Description: This book offers a new approach to the extraordinary story of Timor-Leste. The Indonesian invasion of the former Portuguese colony in 1975 was widely considered to have permanently crushed the Timorese independence movement. Initial international condemnation of the invasion was quickly replaced by widespread acceptance of Indonesian sovereignty. But inside Timor-Leste various resistance networks maintained their struggle, against all odds. Twenty-four years later, the Timorese were allowed to choose their political future and the new country of Timor-Leste came into being in 2002. This book presents freedom in Timor-Leste as an accomplishment of networked governance, arguing that weak networks are capable of controlling strong tyrannies. Yet, as events in Timor-Leste since independence show, the nodes of networks of freedom can themselves become nodes of tyranny. The authors argue that constant renewal of liberation networks is critical for peace with justice – feminist networks for the liberation of women, preventive diplomacy networks for liberation of victims of war, village development networks, civil society networks. Constant renewal of the separation of powers is also necessary. A case is made for a different way of seeing the separation of powers as constitutive of the republican ideal of freedom as non-domination. The book is also a critique of realism as a theory of international affairs and of the limits of reforming tyranny through the centralised agency of a state sovereign. Reversal of Indonesia’s 1975 invasion of Timor-Leste was an implausible accomplishment. Among the things that achieved it was principled engagement with Indonesia and its democracy movement by the Timor resistance. Unprincipled engagement by Australia and the United States in particular allowed the 1975 invasion to occur. The book argues that when the international community regulates tyranny responsively, with principled engagement, there is hope for a domestic politics of nonviolent transformation for freedom and justice.     Description: The main theme of this volume is a discussion of the ways in which legal mechanisms, such as the Land Groups Incorporation Act (1974) in PNG, and the Native Title Act (1993) in Australia, do not, as they purport, serve merely to identify and register already-existing customary indigenous landowning groups in these countries. Because the legislation is an integral part of the way in which indigenous people are defined and managed in relation to the State, it serves to elicit particular responses in landowner organisation and self-identification on the part of indigenous people. These pieces of legislation actively contour the progressive evolution of landowner social, territorial and political organisation at all levels in these nation states. The contributors to this volume provide in-depth anthropological case studies of social structural and cultural transformations engendered by the confrontation between states, developers and indigenous communities over rights to customarily owned land.

Based on a PhD dissertation, this monograph is a significantly revised and updated study which draws forcefully on rich and new data from extensive recent research—much of it by McDonald herself. McDonald has developed a model that suggests that visual culture—such as rock artmaking and its images and forms—could be understood as a system of communication, as a way of signaling group identifying behaviour. For the archaeologist of art, the anthropologist of art and those of us who try to think about past worlds… this monograph is a must read.

    Description: This book explores Australia’s prospective cyber-warfare requirements and challenges. It describes the current state of planning and thinking within the Australian Defence Force with respect to Network Centric Warfare, and discusses the vulnerabilities that accompany the use by Defence of the National Information Infrastructure (NII), as well as Defence’s responsibility for the protection of the NII. It notes the multitude of agencies concerned in various ways with information security, and argues that mechanisms are required to enhance coordination between them. It also argues that Australia has been laggard with respect to the development of offensive cyber-warfare plans and capabilities. Finally, it proposes the establishment of an Australian Cyber-warfare Centre responsible for the planning and conduct of both the defensive and offensive dimensions of cyber-warfare, for developing doctrine and operational concepts, and for identifying new capability requirements. It argues that the matter is urgent in order to ensure that Australia will have the necessary capabilities for conducting technically and strategically sophisticated cyber-warfare activities by the 2020s. The Foreword has been contributed by Professor Kim C. Beazley, former Minister for Defence (1984–90), who describes it as ‘a timely book which transcends old debates on priorities for the defence of Australia or forward commitments, [and] debates about globalism and regionalism’, and as ‘an invaluable compendium’ to the current process of refining the strategic guidance for Australia’s future defence policies and capabilities.

    Description: Australia has a proud history of being an international leader in electoral administration, and Australian electoral commissions continue to have a professional, non-partisan approach to the management of elections. Yet their independence is constrained by the electoral laws they need to administer, and parliamentary committees charged with the oversight of the conduct of elections do so with a clear partisan bias. Elections are all about winners, but who decides who the winners will be? Voters definitely have a big say, but it is the electoral system that determines how votes translate into seats in parliament. Any changes to the electoral system require the support of those in power, and it is important to question who benefits from electoral reforms. It is not surprising that partisanship plays a role and that governing parties usually benefit, although that is not always the case. This book assesses Australian electoral reforms of the past 30 years using personal interview data and parliamentary debates, to provide a picture of the reform process as well as the outcomes. These issues, such as who gets to vote, the use of postal voting, party registration and vote weighting, have a profound impact on who wins elections. The book also examines Australia’s electoral administration, testing for professionalism, independence and integrity.

It arises out of a panel on this topic at the annual conference of the Australian Anthropological Society, held jointly with the British and New Zealand anthropological associations in Auckland in December 2008. The panel was organised in conjunction with an Australian Research Council (ARC) Linkage Grant project on Indigenous participation in Australian economies involving the National Museum of Australia as the partner organisation and the School of Archaeology and Anthropology at The Australian National University. The chapters of the volume bring new theoretical analyses and empirical data to bear on a continuing discussion about the variety of ways in which Indigenous people in Australia have been engaged in the colonial and post-colonial economy. Contributions cover settler capitalism, concepts of property on the frontier, Torres Strait Islanders in the mainland economy, the pastoral industry in the Kimberley, doggers in the Western Desert, bean and pea picking on the South Coast of New South Wales, attitudes to employment in general in western New South Wales, relations of Aboriginal people to mining in the Pilbara, and relations with the uranium mine and Kakadu National Park in the Top End. The chapters also contribute to discussions about theoretical and analytical frameworks relevant to these kinds of contexts and bring critical perspectives to bear on current issues of development.

    Description: ‘The Ayes Have It’ is a fascinating account of the Queensland Parliament during three decades of high-drama politics. It examines in detail the Queensland Parliament from the days of the ‘Labor split’ in the 1950s, through the conservative governments of Frank Nicklin, John Bjelke- Petersen and Mike Ahern, to the fall of the Nationals government led briefly by Russell Cooper in December 1989. The volume traces the rough and tumble of parliamentary politics in the frontier state. The authors focus on parliament as a political forum, on the representatives and personalities that made up the institution over this period, on the priorities and political agendas that were pursued, and the increasingly contentious practices used to control parliamentary proceedings. Throughout the entire history are woven other controversies that repeatedly recur – controversies over state economic development, the provision of government services, industrial disputation and government reactions, electoral zoning and disputes over malapportionment, the impost of taxation in the ‘low tax state’, encroachments on civil liberties and political protests, the perennial topic of censorship, as well as the emerging issues of integrity, concerns about conflicts of interest and the slide towards corruption. There are fights with the federal government – especially with the Whitlam government – and internal fights within the governing coalition which eventually leads to its collapse in 1983, after which the Nationals manage to govern alone for two very tumultuous terms. On the non-government side, the bitterness of the 1950s split was reflected in the early parliaments of this period, and while the Australian Labor Party eventually saw off its rivalrous off-shoot (the QLP-DLP) it then began to implode through waves of internal factional discord.

    Description: East Timor’s violent transition to independence, which began early in 1999, presented the Australian Government with a significant foreign policy crisis. This crisis was not sudden, totally unexpected or ultimately threatening to Australia’s survival. But the crisis consumed the attention of Australian leaders, saw significant national and international resources employed, and led to the largest operational deployment for the Australian Defence Force since the Vietnam War. This crisis also created a significant rupture in the hitherto carefully-managed relationships between Australia and its important neighbor, Indonesia. The events of September 1999 ultimately led to the birth of a new nation and the deaths of many people who might have otherwise expected to enjoy that independence. In this major study, David Connery examines how the Australian Government—at the political and bureaucratic levels—developed and managed national security policy in the face of this crisis. The events, and the policymaking processes that both led and followed, are reconstructed using sixty interviews with key participants. This study identifies certain characteristics of crisis policymaking in Australia that include a dominant executive, secrecy, external actors and complexity.

    Boats to Burn: Bajo Fishing Activity in the Australian Fishing Zone (2021)

    Description: Under a Memorandum of Understanding between Indonesia and Australia, traditional Indonesian fishermen are permitted access to fish in a designated area inside the 200 nautical mile Australian Fishing Zone (AFZ). However, crew and vessels are regularly apprehended for illegal fishing activity outside the permitted areas and, after prosecution in Australian courts, their boats and equipment are destroyed and the fishermen repatriated to Indonesia. This is an ethnographic study of one group of Indonesian maritime people who operate in the AFZ. It concerns Bajo people who originate from villages in the Tukang Besi Islands, Southeast Sulawesi. It explores the social, cultural, economic and historic conditions which underpin Bajo sailing and fishing voyages in the AFZ. It also examines issues concerning Australian maritime expansion and Australian government policies, treatment and understanding of Bajo fishing. The study considers the concept of “traditional” fishing regulating access to the MOU area based on use of unchanging technology, and consequences arising from adherence to such a view of “traditional”; the effect of Australian maritime expansion on Bajo fishing activity; the effectiveness of policy in providing for fishing rights and stopping illegal activity, and why Bajo continue to fish in the AFZ despite a range of ongoing restrictions on their activity.

They came as refugees from Laos after the communist revolution of 1975 ended their life there as highland shifting cultivators. Hmong refugees are now also settled in the USA, Canada, France, Germany and French Guyana. Already the beauty and richness of traditional Hmong culture, in particular their shamanism and embroidered costume, has attracted the attention of the Australian public, but little is known about these people, their background or the struggles they have faced to adjust to a new life in Australia.This interdisciplinary collection of articles deals with their music and textiles, gender and language, their social adaptation and their global diaspora. The book aims to bring knowledge of the Hmong to a wider public and contribute to the understanding of these people.

Reluctant Representatives gives us a rare glimpse into the working world of the individuals behind the Indigenous public sector employment statistics. This empathetic exposé of the challenges of representative bureaucracy draws on interviews with Aboriginal and Torres Strait Islander Australians who have tried making it work. Through Ganter’s engaging narration, we learn that the mere presence of Aboriginal and Torres Strait Islanders in the public service is not enough. If bureaucracies are to represent the communities they serve, Aboriginal and Torres Strait Islander public servants need to be heard and need to know their people are heard.

Although this story has its beginnings in the Hawke-Keating eras, MacDermott convincingly argues that structural and cultural change compromising the integrity of the public service reached its apogee towards the end of the eleven years of the Howard government. This is a ‘must read’ for students of Australian political and administrative history. MacDermott offers cautionary observations that the new national government might do well to heed.

    Description: This book represents volume one of the writings of David Sissons, who for most of his career pioneered research on the history of relations between Australia and Japan. Much of what he wrote remained unpublished at the time of his death in 2006, and so the editors have included a selection of his hitherto unpublished work along with some of his published writings. Breaking Japanese Diplomatic Codes, edited by Desmond Ball and Keiko Tamura, was published in 2013 and forms a part of the series that reproduces many of Sissons’ writings. In the current volume, the topics covered are wide. They range from contacts between the two countries as far back as the early 19th century, Japanese pearl divers in northern Australia, Japanese prostitutes in Australia, the wool trade, the notorious ‘trade diversion episode’ of 1936, and a study of the Japan historian James Murdoch. Sissons was an extraordinarily meticulous researcher, leaving no stone unturned in his search for accuracy and completeness of understanding, and should be considered one of Australia’s major historians. His writings deal with not only diplomatic negotiations and decision-making, but also the lives of ordinary and often nameless people and their engagements with their host society. His warm humanity in recording ordinary people’s lives as well as his balanced examination of historical incidents and issues from both Australian and Japanese perspectives are a hallmark of his scholarship.

This monograph seeks to draw lessons from this experience, so as to make the republican venture one of substance for the Australian public. In so doing, Power draws on a range of republican, indigenous and feminist writings in order to develop a new framework of ‘fiducial governance’ aimed at enhancing the trustworthiness and integrity of our institutions of governance, thereby paving the way for the replacement of the monarch by a directly elected head of state. This is an erudite and thoughtful book that will be of interest to those with an interest in systems of governance and to constitutional scholars, whether they be republicans or monarchists.

    Description: It is gradually being recognised by both Indigenous and non-Indigenous Australians that getting contemporary Indigenous governance right is fundamental to improving Indigenous well-being and generating sustained socioeconomic development. This collection of papers examines the dilemmas and challenges involved in the Indigenous struggle for the development and recognition of systems of governance that they recognise as both legitimate and effective. The authors highlight the nature of the contestation and negotiation between Australian governments, their agents, and Indigenous groups over the appropriateness of different governance processes, values and practices, and over the application of related policy, institutional and funding frameworks within Indigenous affairs. The long-term, comparative study reported in this monograph has been national in coverage, and community and regional in focus. It has pulled together a multidisciplinary team to work with partner communities and organisations to investigate Indigenous governance arrangements–the processes, structures, scales, institutions, leadership, powers, capacities, and cultural foundations–across rural, remote and urban settings. This ethnographic case study research demonstrates that Indigenous and non-Indigenous governance systems are intercultural in respect to issues of power, authority, institutions and relationships. It documents the intended and unintended consequences–beneficial and negative–arising for both Indigenous and non-Indigenous Australians from the realities of contested governance. The findings suggest that the facilitation of effective, legitimate governance should be a policy, funding and institutional imperative for all Australian governments. This research was conducted under an Australian Research Council Linkage Project, with Reconciliation Australia as Industry Partner.

    Description: Across almost all standard indicators, the Indigenous population of Australia has worse outcomes than the non-Indigenous population. Despite the abundance of statistics and a plethora of government reports on Indigenous outcomes, there is very little information on how Indigenous disadvantage accumulates or is mitigated through time at the individual level. The research that is available highlights two key findings. Firstly, that Indigenous disadvantage starts from a very early age and widens over time. Secondly, that the timing of key life events including education attendance, marriage, childbirth and retirement occur on average at different ages for the Indigenous compared to the non-Indigenous population. To target policy interventions that will contribute to meeting the Council of Australian Governments’ (COAG) Closing the Gap targets, it is important to understand and acknowledge the differences between the Indigenous and non-Indigenous lifecourse in Australia, as well as the factors that lead to variation within the Indigenous population.

The year of Heinz Wolfgang Arndt’s birth, 1915, was not a good time for a German boy to be born. As Heinz put it, the calamity of Hitler’s rise to power led him to ‘the incredible good fortune of an Oxford education and a life spent in England and Australia.’ This was a man of inexhaustible energy and optimism, who returned from months behind barbed wire interned in Canada to write a historical classic—The Economic Lessons of the Nineteen-Thirties. He seized the opportunity of an unexpected job offer to set off with his young family for Sydney where he quickly established himself as a leading authority on the Australian banking system, embarked on his fifty year career as a gifted university teacher and enjoyed the first of many vigorous forays as a public intellectual. But it was at ANU that Heinz took the bold step which led him to become the Grand Old Man of Asian Economics. In 1966, just after the Sukarno coup and the year of living dangerously, he determined the time had come to study the Indonesian economy. It took all his charm, persistence and formidable intellect to persuade the Indonesians to open their doors to him. The result was a world-leading centre of Indonesian economics which greatly contributed to the development of modern Indonesia.

    Description: Of the many challenges in public sector management, few are as complex as the management of whistleblowing. Because it can lead to the discovery and rectification of wrongdoing, public interest whistleblowing is widely acknowledged as being positive for organisations and for society at large. However, the conflicts and reprisal risks often associated with whistleblowing also support a widespread belief that every whistleblower is destined to suffer, and nothing can be done to protect them from reprisals. Even if they did it once, sensible employees are often seen as unlikely to ever blow the whistle a second time around. The extensive research in this book reveals a more complex and, fortunately, more positive picture. The product of one of the world’s most comprehensive research projects on whistleblowing, evidence from over 8,000 public servants in over 100 federal, state and local government agencies shows that whistleblowers can and do survive, and that often their role is highly valued. Public sector managers face significant challenges in better managing and protecting whistleblowers. There is great variation between the many public agencies making the effort, and the many agencies where the outcomes — for managers and whistleblowers alike — are still likely to be grim. This book is compulsory reading for all public sector managers who wish to turn this negative trend around, and for anyone interested in public accountability generally.

    Description: The papers in this collection reflect on the various social effects of native title. In particular, the authors consider the ways in which the implementation of the Native Title Act 1993 (Cwlth), and the native title process for which this Act legislates, allow for the recognition and translation of Aboriginal law and custom, and facilitate particular kinds of coexistence between Aboriginal title holders and other Australians. In so doing, the authors seek to extend the debate on native title beyond questions of practice and towards an improved understanding of the effects of native title on the social lives of Indigenous Australians and on Australian society more generally. These attempts to grapple with the effects of native title have, in part, been impelled by Indigenous people’s complaints about the Act and the native title process. Since the Act was passed, many Indigenous Australians have become increasingly unhappy with both the strength and forms of recognition afforded to traditional law and custom under the Act, as well as the with socially disruptive effects of the native title process. In particular, as several of the papers in this collection demonstrate, there is widespread discomfort with the transformative effects of recognition within the native title process, effects which can then affect other aspects of Indigenous lives.

He enjoys an international scholarly reputation of the highest order, while at the same time he has done much distinguished public service. He was a pioneer in moving back and forth between posts in government departments, notably the Department of Defence, and academia. He began as a student of Soviet economic geography, and then spent nearly two decades in Australian Defence intelligence, including service as Head of the National Assessments Staff (NAS) in the Joint Intelligence Organisation (JIO) from 1974 to 1978, Deputy Director of JIO in 1978–80, Director of JIO in 1986–88, and Deputy Secretary of Defence (Strategy and Intelligence) in 1988–91, before becoming a Professor in the Strategic and Defence Studies Centre (SDSC) at The Australian National University (where he is now an Emeritus Professor). He has been quite happy to engage in vigorous public debate about important and controversial strategic and defence issues, giving him a high public profile. The contributors include two former Chancellors of ANU, one a former Minister of Defence, and the other a former Secretary of the Department of Defence, a former Chief of the Defence Force (CDF), and other former senior officials, as well as academic specialists in geography, international relations, and strategic and defence studies. ‘This would be a high-quality set of essays for any edited volume, but for a festschrift – a genre that sometimes generates uneven collections – this is an exceptional assembly.     Description: R. H. Mathews (1841-1918) was an Australian-born surveyor and self-taught anthropologist. From 1893 until his death in 1918, he made it his mission to record all ‘new and interesting facts’ about Aboriginal Australia. Despite falling foul with some of the most powerful figures in British and Australian anthropology, Mathews published some 2200 pages of anthropological reportage in English, French and German. His legacy is an outstanding record of Aboriginal culture in the Federation period. This first edited collection of Mathews’ writings represents the many facets of his research, ranging from kinship study to documentation of myth. It include eleven articles translated from French or German that until now have been unavailable in English. Introduced and edited by Martin Thomas, who compellingly analyses the anthropologist, his milieu, and the intrigues that were so costly to his reputation, Culture in Translation is essential reading on the history of cross-cultural research. The translations from the French are by Mathilde de Hauteclocque and from the German by Christine Winter.

    Description: Centrelink was established in 1997 as part of the Howard government’s bold experiment in re-framing social policy and re-shaping service delivery. Centrelink was the embodiment of a key tenet of the Howard vision for public service: a specialised service delivery ‘provider’ agency separated from the policy functions of the ‘purchaser’. Carved out of a monolithic Department of Social Security, Centrelink was established along ‘business lines’ operating 320 service centres and delivering payments to 10 million Australians. Although enjoying ‘monopoly provider’ status, the organisation was required to deliver services to many different clients on behalf of its ‘purchasing departments’ (up to 25 in total) under the terms of quasi-contractual service agreements. It was meant to demonstrate a greater level of both transparency and accountability for the administration of payments amounting to over $60 billion of Commonwealth expenditure. For many years there was a real ‘buzz’ around the Centrelink experiment and staff and clients were generally enthusiastic about the transformation. However, after around eight years, the experiment was reined in and Centrelink was placed under closer ministerial direction and under a new managing department. The experiment continues, but its trajectory reflects the different pressures impacting on such dedicated ‘services delivery agencies’. John Halligan, Professor of Government at the University of Canberra, is a foremost Australian expert on public sector governance and has published extensively on the evolution, form and behaviour of the public sectors in Australia and overseas. This volume is the culmination of an exhaustive empirical study of the origins and experience of ‘the Centrelink Experiment’. I commend this book to researchers, policy practitioners and students with an interest in policy innovation, change management and the realpolitik of public sector reform.     Description: This edited collection examines Commonwealth administration under the leadership Prime Minister Kevin Rudd from 2007-2010. This was a remarkable period in Australian history: Rudd’s government was elected in 2007 with an ambitious program for change. However, as the chapters in this book demonstrate, these ambitions were thwarted by a range of factors, not the least being Rudd’s failure to press ahead when he confronted ‘road blocks’ such the ETS or managing his massive agenda which constantly elevated issues to ‘first order priority’. Although he started his term with stratospheric approval ratings, only two years later his support had collapsed and on 24 July 2010 he became the first sitting Prime Minister to be removed by his own Party before the expiry of his first term. In this book, expert contributors consider the Rudd Government’s policy, institutional and political legacy. The 14 chapters are organized into four sections, outlining the issues and agendas that guided Rudd’s government, changes to the institutions of state such as the public service and parliament, followed by discussions of key issues and policies that marked Rudd’s term in office. The final section examines Rudd’s leadership and reflects on the personal foibles and political factors that brought his Prime Ministership undone. The Rudd Government has been produced by the ANZSOG Institute for Governance at the University of Canberra. It is the tenth in a series of books on successive Commonwealth administrations. Each volume has provided a chronicle and commentary of major events, policies and issues that have dominated successive administrations since 1983. As with previous volumes in the series, contributors have been drawn from a range of universities and other organisations.

    Description: The entire Australian continent was once covered with networks of Indigenous placenames. These names often evoke important information about features of the environment and their place in Indigenous systems of knowledge. On the other hand, placenames assigned by European settlers and officials are largely arbitrary, except for occasional descriptive labels such as ‘river, lake, mountain’. They typically commemorate people, or unrelated places in the Northern hemisphere. In areas where Indigenous societies remain relatively intact, thousands of Indigenous placenames are used, but have no official recognition. Little is known about principles of forming and bestowing Indigenous placenames. Still less is known about any variation in principles of placename bestowal found in different Indigenous groups. While many Indigenous placenames have been taken into the official placename system, they are often given to different features from those to which they originally applied. In the process, they have been cut off from any understanding of their original meanings. Attempts are now being made to ensure that additions of Indigenous placenames to the system of official placenames more accurately reflect the traditions they come from. The eighteen chapters in this book range across all of these issues. The contributors (linguistics, historians and anthropologists) bring a wide range of different experiences, both academic and practical, to their contributions. The book promises to be a standard reference work on Indigenous placenames in Australia for many years to come.

    Description: Australian cities have traditionally relied for their water on a ‘predict-and-provide’ philosophy that gives primacy to big engineering solutions. In more recent years privatised water authorities, seeking to maximise consumption and profits, have reinforced the emphasis on increasing supply. Now the cities must cope with the stresses these policies have imposed on the eco-systems from which they harvest water, into which they discharge wastes, and on which they are located. Residents are having to pay more for their water, while the cities themselves are becoming less sustainable. Must we build more dams and desalination plants, or should we be managing the demand for urban water more prudently? This book explores the demand for urban water and how it has changed in response to shifting social mores over the past century. It explains how demand for centralised provision of water might be reshaped to enable the cities to better cope with expected changes in supply as our climate changes. And it discusses the implications of property rights in water for proposals to privatise water services.

    Description: Sir Arthur Tange was perhaps the most powerful Secretary of the Australian Defence Department and one of the most powerful of the great ‘mandarins’ who dominated the Commonwealth Public Service between the 1940s and the 1970s. His strong, and often decisive, influence on both administration and policy was exerted by virtue of his intellectual capacity, his administrative ability and the sheer force of his personality. Controversies from his time in Defence, including those associated with ‘the Tange report’ and ‘the Tange reforms’, echo to this day, and it is still easy to identify both staunch admirers and vitriolic critics in defence and public service circles. Tange wrote this account in his last years. It is a memoir – based largely on memory supplemented by limited reference to documentary material – that focuses upon his career after he came to Defence in 1970. It records his own account of his part in those administrative reforms and policy shifts, as well as his involvement-or non-involvement or alleged involvement-in several of the political crises of the 1970s, including the downfall of John Gorton as Prime Minister and the dismissal of the Whitlam Government.
