    Description: The Netherlands played a remarkable role during the October War and the oil crisis of 1973. In secret, the Dutch government sent a substantial amount of ammunition and spare parts to Israel. The Dutch supported Israel also politically. Within the EC they vetoed a more pro-Arab policy. The Arab oil producing countries punished The Netherlands by imposing an oil embargo. The embargo against the Netherlands was intimidating. The Netherlands was dependent on Arab oil. The embargo seemed to threaten the Dutch position in the international oil sector. The government introduced several measures to reduce oil consumption. However, within two months it became clear that oil continued to arrive in Rotterdam. There was in fact no oil shortage in the Netherlands. The Netherlands even profited from the oil crisis. The energy situation in The Netherlands was much better than in other West European countries. The Dutch, therefore, rejected French plans for a more interventionist energy policy. Atlanticism and liberalism were the key words of the Dutch policy during the oil crisis. This book is the result of intensive research in all relevant Dutch archives. The authors had free access to all the files they wanted to see. They also used resources from other countries involved. Many politicians were interviewed. The result is a surprising analysis of the oil crisis of 1973, and of the Dutch role in particular. This title is available in the OAPEN Library - http://www.oapen.org.

Denk aan het vormen van een dijkenstelsel, een leger of een verzorgingsstaat. Maar hoe onszelf te beschermen tegen gevaren die van binnen uit komen? Daarvoor heeft de mensheid in de loopt van haar geschiedenis uiteenlopende oplossingen bedacht. Omdat veel jagers en verzamelaars vormen van animisme omarmen, zoeken ze bescherming in het ritueel. Omdat religie in boerensamenlevingen doorgaans belangrijk is, kan het geloof in God voor innerlijke zekerheid zorgen. Kenmerkend voor moderne burgers daarentegen is dat ze veel vertrouwen in zichzelf stellen en geloven dat de eerdere arrangementen niet meer nodig zijn. Dat komt op een gevaarlijke illusie neer, gegeven de innerlijke onzekerheid waar we vandaag de dag mee worstelen.

    Description: Does the fact that the majority of Turkey's population is Muslim form a hindrance to its EU membership? According to a recent policy advice by the Netherlands Scientific Council for Government Policy (WRR), the answer is an adamant 'no'. Why is this issue of Turkish Islam relevant? After all, Turkey should not be judged by standards other than the Copenhagen criteria. The answer is that the public debate outside 'Brussels' will not be limited to these official criteria. Many people in Europe are worried about Turkey's 'Islam factor'. They believe that Muslims are (potentially violent) fundamentalists who want to establish a theocracy. By explicitly examining the role of Turkish Islam and Muslims in Turkey, the WRR wants to contribute to a well-informed European public debate on Turkey's accession.     Description: Focused on the emergence of US President Donald Trump, the United Kingdom’s departure from the European Union, and the recruitment of Islamic State foreign fighters from Western Muslim communities, this book explores the ways in which the decay and corruption of key social institutions has created a vacuum of intellectual and moral guidance for working people and deprived them of hope and an upward social mobility long considered central to the social contract of Western liberal democracy. Examining the exploitation of this vacuum of leadership and opportunity by new demagogues, the author considers two important yet overlooked dimensions of this new populism: the mobilization of both religion and masculinity. By understanding religion as a dynamic social force that can be mobilized for purposes of social solidarity and by appreciating the sociological arguments that hyper-masculinity is caused by social injury, Roose considers how these key social factors have been particularly important in contributing to the emergence of the new demagogues and their followers. Roose identifies the challenges that this poses for Western liberal democracy and argues that states must look beyond identity politics and exclusively rights-based claims and, instead, consider classical conceptions of citizenship.

    Description: Using the lenses of realism, liberalism, the English School and constructivism, this book explains how the divisions and differences in African identities affect African international politics. This book explores the African condition in the twenty-first century. It analyses how geographical, racial, ethnic, linguistic, religious and power differences shape continental and intercontinental relations in Africa through the creation of identities and values which militate against intra-continental or regional relations. The author assesses inclusionary and exclusionary, rational and irrational relationships, interactions and non-interactions which occur between geographical, linguistic, racial and religious entities in Africa. He suggests that, in these moments, one entity will negatively relate, interact or refuse to interact with another entity for the gains of the former and to the detriment of the latter or even to the detriment of both entities. Part II goes on to explore how this ‘othering’ can be superseded by non-discriminatory, unifying and positive identities and values.     Description: Hoe komt het toch dat onze relatief genereuze verzorgingsstaat vaak geen effectieve hulp biedt aan mensen die de voorzieningen het hardst nodig hebben? Waardoor belanden velen dus ondanks hulp keer op keer in schulden, armoede en isolement? Aan de hand van ervaringen van eenouder gezinnen (i.c. moeders) in de bijstand betogen we dat deze mismatch een gevolg is van de impliciete voorwaarden van de verzorgingsstaat. De (materiele) sociale zekerheid die de verzorgingsstaat biedt, is slechts toereikend bij een solide basis van emotionele en relationele veiligheid. Alleenstaande bijstandsmoeders (en waarschijnlijk ook andere multiprobleemgezinnen) ontberen deze. Daardoor komt de (materiële) zekerheid die de verzorgingsstaat biedt, niet tot zijn recht. We besluiten met voorstellen om de benodigde relationele en emotionele zekerheid in het stelsel een plaats te geven.

    Description: This book addresses the relevance of geographical indication (GI) as a tool for local and socio-economic development and democratization of agri-food, with case studies from Asia, Europe and the Americas. A geographical indication is a sign used on products that have a specific geographical origin and possess qualities or a reputation that are due to that origin. It provides not only a way for businesses to leverage the value of their geographically unique products, but also to inform and attract consumers. A highly contested topic, GI is praised as a tool for the revitalization of agricultural communities, while also criticized for being an instrument exploited by global corporate forces to promote their interests. There are concerns that the promotion of GI may hamper the establishment of democratic forms of development. The contributing authors address this topic by offering theoretically informed investigations of GI from around the world.     Description: Ever since the dramatic events of September 11, 2001 the fundamentalist and exclusivist trend prevails in most presentations of Islamic thinking. Indeed, these events have given extremists and fundamentalists a much more prominent position than they might ever have dreamt of. In Reformation of Islamic Thought, the prominent Egyptian scholar Nasr Abû Zayd examines the positive, liberal, and inclusive reaction embedded in the writings of Muslim thinkers. He takes the reader on a critical journey across the Muslim World, where Muslim thinkers from Egypt and Iran to Indonesia seek to divest Islam of traditionalistic and legalistic interpretation. Instead, these thinkers stress the value of a cultural, enlightened Islam, and an individualistic faith.     Description: Chapter 1 presents the argument that at the heart of hardline anti-sealing activism is a strategy of stigmatization to both dissuade individuals, business and countries from association with anyone or anything connected to the practice of sealing and to justify and normalize of activist behaviours, actions and attitudes against predominately working class rural and coastal peoples. To unpack the relationship between cultural violence, stigmatization and activism, the chapter introduces the concept of culture. By introducing the meaning of culture the chapter helps to set the stage for the examination in the book on the implications of breaking down the meanings and practices of a group through stigmatizing and alienating them. The chapter goes on to illustrate how the stigmatization of a peoples’ culture can lead to the possible destruction of a group’s cohesion by making group members fearful of, and threatened against, openly expressing or participating in the activities and beliefs that are central to the fabric of the group’s identity.

    Description: Traditionally, the Netherlands has enjoyed being a test market for many ideas in the media. But over the last decade, progress has been severely hampered by lengthy discussions on the future structure of just one sector of media, namely public broadcasting via radio and television. The narrow approach results in a lot of paper, speeches and theories, but little in the way of definitive policy making. In a report to the government, published in February 2005, the Scientific Council for Government Policy (WRR) argued for very different approaches to policy making. The recommendations are not only much broader than "broadcasting"; they tackle the challenges of making robust policy from new angles. Instead of trying to repair the old compass, the approach has been to find new instruments to help policymakers navigate the stormy and often confusing waters ahead. Perhaps the problem in the Netherlands is not accepting the new media, but rather accepting that the role "old" media has undergone a paradigm shift.     Description: There is a dearth of archaeological vestiges for Hindu temples prior to the 6th century in the Tamil-speaking South, although we know through literature and epigraphy that they were built at least by the early 5th century. This may be explained by the fact that these monuments were made of perishable material which did not survive the centuries. However, many temples scattered around the holy Kaveri river are still extant because many of them were reconstructed in stone, a long-lasting and prestigious material, in the 10th century. Analysing the epigraphy of some sites of this region, Valérie Gillet attempts here to outline different processes lying behind the reconstruction of those temples. She investigates more particularly the site of Govindapputtūr, where an important character emerges in the epigraphy as a key figure of the locality and explores how the endeavour of reconstructing a temple in stone appears to be, besides being an act of devotion, a process to gain and establish one’s power.

    Description: The Netherlands and Belgium exemplified the pathology of 'welfare without work' that characterized continental welfare states - until a political crisis in both countries produced a surprising divergence in scope and extent of policy change in the early 1990s. In Belgium, government announced major reforms but its social security arrangements proved remarkably resilient. These questions inspired the Dutch Scientific Council for Government Policy (wrr) to examine what form development aid should take in the era of globalization. At the start of 2010, on the basis of over 500 interviews with experts and an extensive literature survey, the wrr presented its far-reaching recommendations. In October 2010, the new Dutch government decided to use the report as the basis of a thorough modernization of its development policy. This book is based on the wrr report. It builds on the many responses to the report, resulting in more elaboration on specific lines of reasoning, coverage of new themes and more comprehensive analyses, without changing the core of the original report.     Description: Sociale investeringen staan in veel Europese landen op de beleidsagenda. Hierbij gaat het om een omslag van klassiek herverdelend sociaal beleid naar activerend sociaal beleid. Hoewel deze agenda een verlaging van de armoede beoogt, vrezen sommigen juist voor averechtse effecten. Uit vergelijkende studies blijkt dat sociaalinvesteringsbeleid vooralsnog weinig effect heeft gehad op de ontwikkeling van de Europese armoedecijfers. Een verklaring hiervoor lijkt te zijn dat in de meeste landen – mede door het optreden van de financiële crisis – de verschuivingen in de uitgaven van traditioneel naar activerend sociaal beleid betrekkelijk beperkt in omvang zijn. Echter, vanwege politiek-economische redenen en trends als verdergaande economische globalisering, is het goed denkbaar dat sociale investeringen in de toekomst een belangrijker plek krijgen in sociale stelsels.

Socially unpopular cuts contributed to the occurrence of violent movements that both opposed austerity policies and created animosity towards the politicians who implemented them. Combining qualitative and quantitative comparative analyses from anti-austerity movements in 14 Eurozone states from 2007 to 2015, Joanna Rak develops an original typology of patterns of a culture of political violence to explain why some anti-austerity movements turned to violence and others did not, despite having shared goals and political values. She uncovers the very nature of the differences and similarities between cultures of political violence, identifies their sources, and determines their differing results.     Description: Taking an interdisciplinary approach, this book raises new questions and provides different perspectives on the roles, responsibilities, ethics and protection of interpreters in war while investigating the substance and agents of Japanese war crimes and legal aspects of interpreters’ taking part in war crimes. Informed by studies on interpreter ethics in conflict, historical studies of Japanese war crimes and legal discussion on individual liability in war crimes, Takeda provides a detailed description and analysis of the 39 interpreter defendants and interpreters as witnesses of war crimes at British military trials against the Japanese in the aftermath of the Pacific War, and tackles ethical and legal issues of various risks faced by interpreters in violent conflict.The book first discusses the backgrounds, recruitment and wartime activities of the accused interpreters at British military trials in addition to the charges they faced, the defence arguments and the verdicts they received at the trials, with attention to why so many of the accused were Taiwanese and foreign-born Japanese. Takeda provides a contextualized discussion, focusing on the Japanese military’s specific linguistic needs in its occupied areas in Southeast Asia and the attributes of interpreters who could meet such needs. In the theoretical examination of the issues that emerge, the focus is placed on interpreters’ proximity to danger, visibility and perceived authorship of speech, legal responsibility in war crimes and ethical issues in testifying as eyewitnesses of criminal acts in violent hostilities. Takeda critically examines prior literature on the roles of interpreters in conflict and ethical concerns such as interpreter neutrality and confidentiality, drawing on legal discussion of the ineffectiveness of the superior orders defence and modes of individual liability in war crimes. The book seeks to promote intersectoral discussion on how interpreters can be protected from exposure to manifestly unlawful acts such as torture.

Niet alleen legt de overheid risico’s steeds meer bij de burger, ook neemt de behoefte aan maatwerk en eigen regie door de burger toe. Zekerheid en sparen worden onderdeel van financiële planning over levensloop. Dit stelt nieuwe eisen aan het stelsel van sociale zekerheid, met een spilfunctie voor de kapitaalgedekte aanvullende pensioenen. Met name is er behoefte aan grotere flexibiliteit en meer ruimte voor maatwerk. Daarbij passen ook modernere vormen van sturing van het individueel gedrag. Meer ‘zacht paternalisme’ door gerichte keuze-architectuur in plaats van het ouderwets ‘hard paternalisme’ van verplichte uniforme regelingen. Dit betekent niet dat alle sociale verzekeringen vervangen worden door sparen: voor grote individuele (‘idiosyncratische’) risico’s en voor risico’s laat in het leven – zoals ouderenzorg – blijft verzekeren essentieel.

Maar bestaanszekerheid is een steeds groter begrip geworden, dat ook te maken heeft met vraagstukken van identiteit en veiligheid. Door grote migratiebewegingen veranderde in relatief korte tijd, vooral in de grote steden, de samenstelling van de bevolking. Daarnaast werd veiligheid een steeds groter thema, enerzijds door de reële toename van de problemen, anderzijds door een groeiend maatschappelijk onbehagen. De zekerheid van het bestaan is niet alleen een materiële kwestie, maar heeft steeds meer te maken met het wegvallen van (veronderstelde) vanzelfsprekendheden. Daarbij is de afstand tussen publieke sector en burgers gegroeid. Het komt erop aan de zekerheid weer meer rond burgers te organiseren. De vervreemdende werking van de instituties zal moeten worden omgezet in nieuwe arrangementen van kleine zekerheden.

    Description: Lang ging het debat over de toekomst van de sociale zekerheid vooral over de vraag wat er aan technische aanpassingen aan het stelsel aangebracht moeten worden. Inmiddels dienen zich twee fundamentelere vragen aan. Allereerst lijkt het stelsel niet meer per definitie sociale zekerheid te bieden omdat het idee over wat zekerheid is, zelf aan verandering onderhevig is: inkomenscompensatie is niet per definitie de hoogste vorm van zekerheid. Ten tweede ontwikkelt de moderne economie zich op een manier die steeds minder past bij het stelsel van sociale zekerheid: contracten zijn steeds minder permanent, de termen werkgever en werknemer zijn steeds minder passend en werken en leren zijn steeds minder te scheiden. Verkend wordt langs welke wijze het stelsel zich zou moeten ontwikkelen om een adequaat antwoord te zijn op deze ontwikkelingen.

    Description: Official Development Assistance, or foreign aid, disbursed by the EU member states reached record levels in 2008, when several member states raised their assistance considerably, while some of the new member states became donors again. This definitive study analyses a wide range of aspects of European development cooperation, covering, among others, some hotly debated issues such as the Economic Partnership agreements, development policy coherence and the participation of civil society organisations in negotiations with the European Union. The contributors offer valuable new insights into the established aid instruments such as food aid, support for energy projects in Africa and security-related development assistance in the programmes of some smaller European donors, as well as an overview of these new donor programmes.     Description: Heated debates about Muslim women's veiling practices have regularly attracted the attention of European policymakers over the last decade. The headscarf has been both vehemently contested by national and/or regional governments, political parties and public intellectuals and passionately defended by veil wearing women and their supporters. Systematically applying a comparative perspective, this book addresses the question of why the headscarf tantalises and causes such controversy over issues about religious pluralism, secularism, neutrality of the state, gender oppression, citizenship, migration, and multiculturalism. Seeking also to establish why the issue has become part of the disciplinary practices of some European countries but not of others, this work brings together an important collection of interpretative research regarding the current debates on the veil in Europe, offering an interdisciplinary scope and European-wide setting. Brought together through a common research methodology, the contributors focus on the different religious, political and cultural meanings of the veiling issue across eight countries and develop a comparative explanation of veiling regimes.     Description: How and when did the Hindu temple come to be associated with dynasties, rulers and political processes? The chapter traces the beginning of scholarship on the Hindu temple in the late 19th century and its subsequent ‘discovery’, nomenclature and listing by colonial archaeologists. In their attempt to construct a political history of India based on texts and inscriptions, scholars used temples as tangible symbols to mark the extent of empires and the political achievement of rulers. The colonial discourse on temples thus set the tone for subsequent scholarship and defined the parameters to study the Hindu temple, such that, even in the present-day scholars continue to underscore the relationship between temples, political legitimization and state formation. The current art historical scholarship continues to engage with the aesthetics and the architecture of the temple thus emphasizing the origins and construction of temples. Finally, the chapter explores new paradigms to study temple inscriptions and sculptures to establish their relationship with the communities which use the temple space.

    Description: Using her experience of living under apartheid and witnessing its downfall and the subsequent creation of new governments in South Africa, the author examines and compares gender inequality in societies undergoing political and economic transformation. By applying this process of legal transformation as a paradigm, the author applies this model to Afghanistan. These two societies serve as counterpoints through which the book engages, in a nuanced and novel way, with the many broader issues that flow from the attempts in newly democratic societies to give effect to the promise of gender equality. Developing the idea of ’conditional interdependence’, the book suggests a new approach based on the communitarian values which underpin newly democratic societies and would allow women’s rights to gain momentum and reap greater benefits. Broad in its thematic approach, the book generates challenging and complex questions about the achievement of gender equality.     Description: The Introduction will discuss secondary writings on temples as a place for public worship of the deity which is done through several daily, monthly and annual rituals performed in different spaces in the temple complex. Moving away from the ethnographic and textual studies of Hindu rituals which focus on contemporary ritual praxis, this chapter examines temple rituals in a historical context within the different spaces in the temple precinct such as the various tanks, courtyards and mandapas. The chapter also examines the changing context of temple rituals by studying the materiality of temple spaces and argues how the temple complex itself was organized and renovated to accommodate the varied rituals. The chapter will finally explore how through the practice of rituals the temple is embedded in its surrounding cultural landscape.

    Description: How did the breakdown of Roman rule in the Iberian Peninsula eventually result in the formation of a Visigothic kingdom with authority centralised in Toledo? This collection of essays challenges the view that local powers were straightforwardly subjugated to the expanding central power of the monarchy. Rather than interpret countervailing events as mere ‘delays’ in this inevitable process, the contributors to this book interrogate where these events came from, which causes can be uncovered and how much influence individual actors had in this process. What emerges is a story of contested interests seeking cooperation through institutions and social practices that were flexible enough to stabilise a system that was hierarchical yet mutually beneficial for multiple social groups. By examining the Visigothic settlement, the interplay between central and local power, the use of ethnic identity, projections of authority, and the role of the Church, this book articulates a model for understanding the formation of a large and important early medieval kingdom.

Based on extensive data collected in Italy, it explores the role that alliances among pro-immigrant groups play in shaping political participation, asking why and how immigrant activists mobilize in hostile environments, why and how they create alliances with some white allies rather than others, and what might explain variations in forms of political participation and grassroots mobilization at the local level. Using social movement, critical race, and post-colonial theories, the author examines the ways in which both institutional and non-institutional actors, including immigrant activists, become involved and compete in the local arena over immigration and integration issues, and assesses the mechanisms by which both conventional and non-conventional forms of participation are made possible, or obstructed.     Description: This book examines the mobilization, role, and trajectory of women rescuers and perpetrators during the 1994 genocide in Rwanda. While much has been written about the victimization of women during the 1994 genocide in Rwanda, very little has been said about women who rescued targeted victims or perpetrated crimes against humanity. This book explores and analyzes the role played by women who exercised agency as rescuers and as perpetrators during the genocide in Rwanda. As women, they took actions and decisions within the context of a deeply entrenched patriarchal system that limited their choices. This work examines two diverging paths of women’s agency during this period: to rescue from genocide or to perpetrate genocide. It seeks to answer three questions: First, how were certain Rwandan women mobilized to participate in genocide, and by whom? Second, what were the specific actions of women during this period of violence and upheaval? Finally, what were the trajectories of women rescuers and perpetrators after the genocide? Comparing and contrasting how women rescuers and perpetrators were mobilized, the actions they undertook, and their post-genocide trajectories, and concluding with a broader discussion of the long-term impact of ignoring these women, this book develops a more nuanced and holistic view of women’s agency and the genocide in Rwanda. This book will be of much interest to students of gender studies, genocide studies, African politics and critical security studies.

Streven naar meer gelijkheid is dan ook geen filantropische onderneming, maar een zinvolle en noodzakelijke activiteit om het welzijn van anderen én van onszelf te verbeteren. Sociale ongelijkheid is een complex vraagstuk. Wetenschappelijk inzicht, opgebouwd over een langere tijd en vanuit meerdere perspectieven, is onontbeerlijk voor structurele oplossingen. De Universiteit van Amsterdam (UvA) heeft een brede expertise op dit terrein. Ongelijkheid is een speerpunt in het onderzoek.     Description: Solid waste management has become one of the most important issues in urban centres of developing countries where population growth puts pressure on public services. Nepal is struggling to manage municipal solid waste in urban centres due to a lack of segregation at the source, recycling, and proper disposal. This chapter examines whether women and men manage household waste differently at the household level, especially at source segregation, managing recyclable waste (paper and plastic), and composting degradable waste. Using household survey data from the Bharatpur Metropolitan City of Nepal, we find that women are more likely to segregate waste at the source and also manage degradable waste at home better. Still, there is no gender difference in selling plastic and paper waste. In contrast, women are more likely to give paper or plastic waste either to the waste collectors (free) or throw away, suggesting a heterogeneity across gender when it comes to managing household waste. In most cases, women waste managers perform well (segregating at source and composting degradable waste), but they do not seem to do well in all areas of plastic or paper waste management where some sort of sensitization may be helpful.

    Description: Peace operations became the core focus of many Western armed forces after the Cold War. The wish amongst political and military leaders during the 1990s to hold on to the classical identity of the armed forces as an instrument of force made them pursue a strict separation between military operations and the civilian aspects of peacekeeping, such as policing, administrative functions, and political and societal reconstruction. In his book Soldiers and Civil Power, Thijs Brocades Zaalberg argues that this policy failed to match up to reality. Supporting civil authorities, and at times even substituting them (de facto military governance), became the key to reaching any level of success in Cambodia, Somalia, Bosnia and Kosovo. As a result of the false segregation between the civilian and the military domain, this was accomplished mostly by improvisation and creativity of commanders who probed for the limiting boundaries of their original mandate by reaching ever further into the civilian sphere. A key inquiry of this book is what is ‘the financial’ in which the poor are asked to join. Instead of embracing the mainstream position that financial inclusion is a natural, inevitable and mutually beneficial arrangement, Debtfare States and the Poverty Industry suggests that the structural violence inherent to neoliberalism and credit-led accumulation have created and normalized a reality in which the working poor can no longer afford to live without expensive credit. The book further transcends economic treatments of credit and debt by revealing how the poverty industry is extricably linked to the social power of money, the paradoxes in credit-led accumulation, and ‘debtfarism’. The latter refers to rhetorical and regulatory forms of governance that mediate and facilitate the expansion of the poverty industry and the reliance of the poor on credit to augment/replace their wages. Through a historically grounded analysis, the author examines various dimensions of the poverty industry ranging from the credit card, payday loan, and student loan industries in the United States to micro-lending and low-income housing finance industries in Mexico.     Description: Authoritarian Populism and Bovine Political Economy in Modi’s India analyses how the twin forces of Hindu nationalism and neoliberalism unfold in India’s bovine economy, revealing their often-devastating material and economic impact on the country’s poor. This book is a rare, in-depth study of India’s bovine economy under Narendra Modi’s authoritarian populism. This is an economy that throws up a central paradox: On the one hand, an entrenched and aggressive Hindu nationalist politics is engaged in violently protecting the cow, disciplining those who do not sufficiently respect and revere it; on the other hand, India houses and continuously promotes one of the world’s largest corporate-controlled beef export economies that depends on the slaughter of millions of bovines every year. The book offers an original analysis of this scenario to show how Modi’s authoritarian populist regime has worked to reconcile the two by simultaneously promoting a virulent Hindu nationalism that seeks to turn India into a Hindu state, while also pushing neoliberal economic policies favouring corporate capital and elite class interests within and beyond the bovine economy. The book brings out the adverse impacts of these political-economic processes on the lives and livelihoods of millions of poor Indians in countryside and city. In addition, it identifies emerging weaknesses in Modi’s authoritarian populism, highlighting the potential for progressive counter-mobilisation.
