Description: Has the quality of life of indigenous peoples in Latin America improved after three decades in which legislation has been built that recognizes them? Statistical information and the increase in social conflict in indigenous territories leads to a negative answer to this question. This essay is a critical reflection on the exhaustion of the multicultural moment in Latin America from the dialogue with the critical thinking that has emerged from the movements themselves, especially from activists and intellectuals who denounce the relationship between recognition policies and extractivist capitalism, resisting the colonialist images that these policies reproduce because they deny the historicity and political potential of their peoples.

La información estadística y el aumento de la conflictividad social en los territorios indígenas conduce a responder negativamente esa interrogante. Este ensayo es una reflexión crítica sobre el agotamiento del momento multicultural en América Latina a partir del diálogo con el pensamiento crítico que ha surgido de los propios movimientos, especialmente de activistas e intelectuales que denuncian la relación que existe entre políticas de reconocimiento y capitalismo extractivista, resistiéndose a las imágenes colonialistas que esas políticas reproducen por cuanto niegan la historicidad y el potencial político de sus pueblos.

Description: In contemporary societies we see a state of social inequality as in the old regime: the accumulation of wealth in 1% of the population, multimillionaires as presidents, the increase in luxury consumption, the emergence of a culture of distinction, as well as the concentration of the earth and the spatial segregation. To understand these phenomena in a coherent interpretative framework, this essay proposes the hypothesis that in the early 21st century we are experiencing a new combination of refeudalization at the global level, but with specific regional features. In Latin America, this concept is particularly useful for understanding the return of the right to power after a period of leftist governments.

Para comprender estos fenómenos en un marco interpretativo coherente, este ensayo plantea la hipótesis de que en el temprano siglo XXI vivimos una nueva combinación de refeudalización a nivel global, pero con rasgos regionales específicos. En América Latina este concepto es particularmente útil para entender el regreso de la derecha al poder después de una época de gobiernos de izquierda.

Description: "This study focuses on two Swedish politicians, Nils Flyg and Sven Olov Lindholm. During the interwar era, they were both leaders of various Swedish political parties; in the case of Flyg the Swedish Communist Party, and later on the Socialist Party; in the case of Lindholm the National Socialist Worker’s Party (later renamed Swedish Socialist Unity). Both men were, in other words, influential politicians located at the outer edges of the ideological landscape. During the span of their lifetimes, however, Flyg as well as Lindholm made remarkable ideological transitions. From the end of the thirties and onwards, the former communist leader Flyg successively embraced German Nazism. Lindholm on the other hand stepped down from his leadership after the war, and became a left-wing political activist who did not hesitate to identify himself as a communist. Superficially, this is strikingly symmetric: The communist leader becomes a Nazi, and the Nazi leader becomes a communist. The aim of the study is to analyze the ideological links and tensions between Nazism and communism using these parallel biographies as a point of entrance. Inspired by political theorist Michael Freeden and his conceptual approach, and using a variety of sources, two core clusters of political concepts are identified and compared. It is shown that there are great similarities between Flyg and Lindholm when it comes to the role of anti-capitalism, anti-imperialism and the aspiration to idealize the Soviet Union or Germany as model states for workers. There are also, however, a number of differences, especially when it comes to views on modernity and materialism. In the final chapter, Flyg and Lindholm are compared to other European renegades. Here, the ambition is to identify common traits in the conversions. It is argued that the ideological antagonisms, the anti-positions, are crucial to this kind of generic renegadism."

Description: "One summer day in Stockholm in 1747, the carpenter's daughter Lena Cajsa Bohman faces trial for disobedience to her father. Soon, she admits to more serious crimes. A tangle of trafficking of young women is revealed. It develops into a story of power and greed, of secret networks and trade with young women. The protocols reflects women's circumstances in a time when all extra-marital sexuality was forbidden and the word prostitution was not used. In 18th century Stockholm, no distinction was made between prostitution and extramarital sexuality. All sexual intercourse outside of marriage was illegal for both women and men. Through the combination of a variety of material sources, from trial protocols to memoirs and hateful whore poems, we get a versatile picture of the commercial sexuality. The testimony of mamsell Bohman tells about how the trade was organized, who the profiteers, the women and the buying men were, where the trade took place and how women who provided sex för money were looked upon. The overall aim is to investigate how the whore stigma remains over centuries. The stigma is extremely adaptable and constantly accommodates to new cultural and social contexts, laws, values and established truths. It is intertwined with dominant notions of good and evil, of honor and contempt. During the 18th century, the whore stigma was not yet linked to payment for sex. It could affect all women, but was crossed by other hierarchical social orders. Despite a rigid legal stance and a strong social control, the boundaries were more permeable than they would later become. There was a striking discrepancy between law, jurisprudence and the verdict of the mob in 18th century Stockholm - a city where the bourgeois daughter Lena Cajsa was able to admit to relations with the notorious Lovisa von Plat and a number of illegitimate sexual relations, but escape punishment and marry into nobility."

Description: This book, which is based on 15 months of ethnographic research in the city of Alto Hospicio in northern Chile, describes how its inhabitants use social networks and the effects on their daily lives. Nell Haynes argues that social networks are a place where residents of Alto Hospicio, or hospice, express their feelings of marginalization as a result of living in a city far from the national capital and with a notoriously low quality of life compared to other areas urban in Chile.

Аналитическая записка описывает подходы по наращиванию потен- циала, принятые Германской во- дной инициативой для Централь- ной Азии (“Берлинский процесс”), в частности: (1) краткосрочные про- фессиональные курсы, предлагае- мые исследовательским проектом ЦАВа; (2) региональная магистер- ская программа “Интегрированное управление водными ресурсами” реализуемая в Казахстанско-Не- мецком Университете в Алматы; (3) обучающий модуль по бассей- новому планированию, разрабо- танный в рамках программы GIZ “Трансграничное Управление во- дными ресурсами в Центральной Азии”. Эти подходы в основном на- правлены на развитие потенциала на индивидуальном уровне, но про- грамма GIZ по созданию бассейно- вых речных комиссий направленa также на развитие потенциала на институциональном уровне. Description: Уже сегодня Центральная Азия сталкива- ется с водным стрессом из-за конкуриру- ющего использования воды и преоблада- ния низкой эффективности водополь- зования. В будущем, климатические, ги- дрологические и социально-экономиче- ские изменения могут обострить ситуа- цию. Исследования, проведённые в рамках проекта CAWa показали, что на основе сценариев климатических моде- лей, изменение климата приведёт к даль- нейшему увеличению средней годовой температуры воздуха, а также температу- ры в зимний и летний периоды, и суще- ственному дальнейшему сокращению площадей покрытых ледниками, напри- мер в Тянь-Шане в бассейне р. Нарын на 20–60 % до 2050 года по сравнению с ны- нешним состоянием оледенения. Режим речного стока, как ожидается, изменится с ледниково-нивального на плювио-ни- вальный режим с увеличением стока в весеннее время и уменьшением стока в летние месяцы по наиболее пессими- стичному сценарию климатических изме- нений. К 2050 году повышение темпера- туры вызовет увеличение потребности воды для сельскохозяйственных культур на 5 –15 % для большинства традицион- ных культур в Ферганской долине. Подробный анализ сценариев для Фер- ганской долины показал, что экономика может справиться с будущими условия- ми, если (1) эффективность водопользо- вания в орошаемом земледелии увели- чится путём применения новых технологий орошения и улучшения ирри- гационной инфраструктуры, (2) исполь- зование земли отрегулируется в пользу новых товарных культур, таких как ово- щи, фрукты и виноград. Это беспрои- грышные меры по адаптации, которые экономики стран Центральной Азии должны предпринять, чтобы приспосо- биться к социально-экономическим из- менениям, даже при условии отсутствия изменений климата.

Description: Программа GIZ «Трансграничное управление водными ресурсами в Централь- ной Азии» поддерживает сотрудничество между Кыргызстаном и Таджикиста- ном по совместному управлению бассейном реки Исфары путем развития по- тенциала в области устойчивого бассейнового планирования и управления. Кроме этого, реабилитация малых инфраструктурных объектов и автоматиза- ция систем учета воды направлены на обеспечение безопасного и равномерно- го распределения водных ресурсов в бассейне. Улучшенное управление вод- ными ресурсами и модернизация инфраструктуры реки Исфары способствуют повышению осведомленности и уровня водообеспеченности более 200 000 водопотребителей в обеих странах. В комплексе с проводимыми мероприятия- ми по трансграничному сотрудничеству, предложенные меры направлены на противодействие потенциальным конфликтам по причине ограниченных оро- шаемых земель между жителями соседних государств в приграничных райо- нах, что также является следствием «водного вопроса». Программа GIZ «Трансграничное управление водными ресурсами в Централь- ной Азии» реализуется по заказу Министерства иностранных дел Германии и софинансируется Европейским Союзом.

Description: Un seguimiento, control y vigilancia (SCV) eficaz es fundamental para el éxito de las medidas de conservación y gestión del medio marino. Mientras que los Estados tienen el derecho exclusivo de gestionar los recursos marinos dentro de su jurisdicción nacional, las zonas fuera de la jurisdicción nacional (ABNJ, por sus siglas en inglés) están sujetas a un complejo mosaico de normas y reglamentos internacionales (Wright et al., 2018). Un SCV eficaz de estas aguas profundas y distantes constituyen un importante desafío técnico y cada vez hay más interés en saber cómo pueden aplicarse las herramientas y políticas de SCV a este vasto patrimonio mundial. Los Estados de las Naciones Unidas (ONU) están negociando actualmente un instrumento internacional jurídicamente vinculante (ILBI, por sus siglas en inglés) para la conservación y el uso sostenible de la diversidad biológica de las zonas marinas fuera de la jurisdicción nacional (denominado aquí "tratado de alta mar"). Este informe explora cómo las negociaciones podrían fortalecer el SCV en ABNJ y la contribución que el SCV podría hacer a la aplicación de un futuro tratado.

Está dirigido a los tomadores de decisiones, así como a otras personas que trabajan en cuestiones de gobernanza de los océanos, en particular en las regiones del Atlántico Sudeste y el Pacífico Sudeste. Description: Tras más de una década de deliberaciones informales, los Estados de las Naciones Unidas (ONU) están negociando actualmente un „instrumento internacional jurídicamente vinculante para la conservación y el uso sostenible de la biodiversidad marina en las áreas situadas fuera de la jurisdicción nacional“ („Acuerdo BBNJ“). El objetivo de las negociaciones es reforzar el marco jurídico internacional para la protección y la gestión de los océanos globales, colmando las lagunas del marco actual y aprovechando las obligaciones existentes en virtud de la Convención de las Naciones Unidas sobre el Derecho del Mar (CONVEMAR) para cooperar en la protección y la preservación del medio ambiente marino y la conservación de los recursos marinos vivos. Este informe explora cómo la gestión ecosistémica (EBM, por sus siglas en inglés) en las áreas marinas fuera de la jurisdicción nacional (ABNJ, por sus siglas en inglés) puede ser promovida a nivel regional y cómo el acuerdo BBNJ puede aprovechar las experiencias de otros acuerdos legalmente vinculantes para fortalecer la cooperación, la coordinación y la coherencia regional. Para ello, se han identificado cinco bloques de construcción: 1. Un órgano global sólido, como una Conferencia de las Partes, capaz de tomar decisiones y adoptar recomendaciones; 2. Un conjunto de mecanismos regionales para el desarrollo y la coordinación de políticas integradas; 3. Mecanismos eficaces de asesoramiento científico-político; 4. Obligaciones y principios medioambientales generales; y 5. Principios operativos para garantizar una buena gobernanza. Un examen del actual proyecto de texto del Presidente del acuerdo BBNJ pone de relieve los aspectos en los que el texto podría reforzarse para hacer avanzar la EBM. En particular, el acuerdo BBNJ podría inspirarse en una serie de instrumentos existentes y establecer obligaciones específicas para: cooperar en la promoción de la conservación in situ de los ecosistemas y los hábitats naturales; integrar la biodiversidad en todos los órganos y procesos de toma de decisiones; y reforzar la cooperación regional apoyando a las instituciones existentes y creando plataformas de cooperación transectoriales.
