Die Studie analysiert die berufliche Aus- und Weiterbildung in Deutschland und stellt sie dem Ziel der EU, einen mobilitätsfördernden europäischen Bildungsraum einzurichten, gegenüber. Ein Vergleich mit der beruflichen Bildung in anderen europäischen Staaten ist einbezogen. Die Untersuchung präsentiert Vorschläge zur Überwindung der Schwächen des deutschen Systems, die auch zur Sicherung der dualen Ausbildung in Betrieb und Berufsschule beitragen sollen.
