    Keywords: development ; capability ; reform ; government ; poverty ; services ; policy ; PDIA ; politics ; foreign aid
Description / Table of Contents: Governments play a major role in the development process, and constantly introduce reforms and policies to achieve developmental objectives. Many of these interventions have limited impact, however; schools get built but kids don’t learn, IT systems are introduced but not used, plans are written but not implemented. These achievement deficiencies reveal gaps in capabilities, and weaknesses in the process of building state capability. This book addresses these weaknesses and gaps. It starts by providing evidence of the capability shortfalls that currently exist in many countries, showing that many governments lack basic capacities even after decades of reforms and capacity-building efforts. The book then analyzes this evidence, identifying capability traps that hold many governments back—particularly related to isomorphic mimicry (where governments copy best practice solutions from other countries that make them look more capable even if they are not more capable) and premature load bearing (where governments adopt new mechanisms that they cannot actually make work, given weak extant capacities). The book then describes a process that governments can use to escape these capability traps. Called PDIA (problem-driven iterative adaptation), this process empowers people working in governments to find and fit solutions to the problems they face. The discussion about this process is structured in a practical manner so that readers can actually apply tools and ideas to the capability challenges they face in their own contexts. These applications will help readers devise policies and reforms that have more impact than those of the past. | Table of Contents Introduction: "The Long Voyage of Discovery" Part 1. Keywords: Integrated Energy systems designs, monitoring and supervisory control ; Multi-carrier energy hubs ; Energy internet ; Hierarchical control applications ; Optimization Techniques ; Risk modeling and management ; Energy efficiency and sustainable development ; Business models, markets and regulatory frameworks
Description / Table of Contents: In the face of climate change and resource scarcity, energy supply systems are on the verge of a major transformation, which mainly includes the introduction of new components and their integration into the existing infrastructures, new network configurations and reliable topologies, optimal design and novel operation schemes, and new incentives and business models. This revolution is affecting the current paradigm and demanding that energy systems be integrated into multi-carrier energy hubs. It is greatly increasing the interactions between today’s energy systems at various scales (ranging from the multinational, national, community scales down to the building level) and future intelligent energy systems, which are able to incorporate an increasing amount of often fluctuating, renewable energy sources (RESs). It is also increases the need for the integration of energy storage options into the energy mix, not only to reduce the need for increased peak generation capacity, but also to enhance grid reliability and support higher penetration of RESs. Moreover, this transformation is accommodating active participation of end-users as responsive prosumers at different scales, which in turn help to reduce energy costs to all consumers, increase reliability of service and mitigate carbon footprints. However, this plan of action necessitates regulatory frameworks, strategic incentives and business models for efficient deployment. This Special Issue will cover these promising and dynamic areas of research and development, and will allow gathering of contributions in design, control and optimization of integrated energy systems. This Special Issue also seeks papers to report advances in any aspect of these developments. The manuscripts should be unpublished and report significant advancement.

Keywords: sea level rise ; Climate Change ; coastal flooding ; Extreme sea levels ; storm surge ; Tides ; Coastal morphology ; Meteotsunamis ; Tide gauges ; satellite altimetry
Description / Table of Contents: There is observational evidence that global mean sea levels are rising and there is concern that the rate of rise will accelerate throughout the 21st century, significantly threatening growing coastal communities. Modern society is vulnerable to even small changes in sea level. More than 600 million people currently live within 10 m of present-day sea level, in an area that generates 10% of the world’s total GDP. An assessment of 136 of the world’s largest port cities estimated that, by the 2070s, the population exposed to flooding risk may grow by more than a factor of three in these cities due to the combined effects of sea level rise, land subsidence, population growth and urbanization, with asset exposure increasing to more than ten times current levels. Therefore, understanding future sea level rise and variability is of utmost importance. In June 2015 we are holding a workshop in Majorca, Spain with a focus on sea level variability and change (see https://slrmallorca.wordpress.com for more details). Over 100 sea level experts from around the world will attend this workshop, from a range of different disciplines. We would like to propose a Research Topic, based on the papers presented at this workshop. The main aims of the workshop are to: 1.) Evaluate the current state-of-knowledge of sea level science; 2.) Identify gaps and unresolved questions in any aspect of sea level science; and 3.) Design future research to address these issue. The workshop will provide a forum for the discussion and the exchange of ideas on key sea level issues, and foster collaboration across the wide range of disciplines involved in sea level research. All aspects of sea level changes will be covered, from global to regional, observations and modelling, processes driving mean sea level changes and extremes, from the geological scale to the instrumental era and future projections and including impacts on the coastal zones.

Keywords: Earthquake Response ; resilience ; Building ; base isolation ; structural control ; impulse ; Earthquake ground motion ; energy balance ; robustness ; Seismic resistance
Description / Table of Contents: This eBook is the third in a series of books on the critical earthquake response of elastic or elastic-plastic structures under near-fault or long-duration ground motions, and includes four original research papers which were published in the specialty section Earthquake Engineering in ‘Frontiers in Built Environment’. Several extensions of the first eBook and the second eBook are included here. The first article is on the earthquake resilience of residential houses after repeated ground motions with high intensity. The 2016 Kumamoto earthquake brought a significant impact on the earthquake resilience of residential houses under repeated ground motions with high intensity in a few days. The necessary strength upgrade withstanding two repeated high-intensity ground motions was found to be 1.5. The second article is concerned with the smart enhancement of earthquake resilience of building structures under both near-fault and long-duration ground motions. A hybrid system of base-isolation and building connection control was proposed and its earthquake resilience to near-fault and long-duration ground motions was evaluated by a double impulse and a multiple impulse. It was demonstrated that the base-isolation is effective for near-fault ground motions and the building connection system using passive dampers is effective for long-duration ground motions. The third article is related to the robustness evaluation of elastic-plastic base-isolated high-rise buildings under resonant near-fault ground motions. The robustness function was introduced to evaluate quantitatively the robustness of elastic-plastic base-isolated high-rise buildings. The fourth article is an extension of the previously proposed energy balance approach to a bilinear elastic-plastic single-degree-of-freedom system under a long-duration sinusoidal ground motion. A historical difficulty in nonlinear vibration posed by Caughey (1960) and Iwan (1961) has been overcome in a smart manner after half a century. The approach presented in this eBook, together with the previous eBooks, is an epoch-making accomplishment to open the door for simpler and deeper understanding of structural reliability and resilience of built environments in the elastic-plastic and nonlinear range.

Keywords: Volcanology ; Volcanic Eruptions ; stress field ; Eruption dynamics ; Eruption triggering
Description / Table of Contents: Increasing evidence supports the claim that stress changes play a fundamental role in triggering volcanic eruptions. Stress changes may vary in origin to include earthquakes, erosion and landslide processes, deglaciation, or tidal effects. The local stress can also change as response of magma influx from deeper reservoirs and an increase of the magma/gas pressure. The stress transfer may be of great importance in reawakening a dormant system. As an example, significant statistical correlation of large earthquakes and eruptions in time and space was suggested in many works. The interaction may be two-fold; where magma intrusions may change the stress at active faults and trigger earthquakes, while tectonic earthquakes may affect the magmatic system and change the eruption activity. The change in local tectonic stress has been claimed as trigger of large ignimbrite eruptions or for controlling the eruptive style of explosive eruptions. Sometimes volcano systems that are nested or closely located may become active in chorus; neighbouring volcanoes may interact in the sense that one volcano triggers its neighbouring volcano. However, although there is ample evidence of concurrence, the processes of interacting volcanoes and near- to far-field tectonic stress are not well understood. Some studies suggest that volcanic eruptions are triggered if compressive stress acts at the magma system and “squeezes” out magma. Other studies suggest that extensional stress fields facilitate magma rise and thus encourage eruptions, or that fluctuating compression and extension during the passing of seismic waves trigger eruptions. This research topic tries to address some of the important open questions in interaction between stress field and volcanic eruption, though both review papers and new contributions.

Description / Table of Contents: The deep subsurface is, in addition to space, one of the last unknown frontiers to human kind. A significant part of life on Earth resides in the deep subsurface, hiding great potential of microbial life of which we know only little. The conditions in the deep terrestrial subsurface are thought to resemble those of early Earth, which makes this environment an analog for studying early life in addition to possible extraterrestrial life in ultra-extreme conditions. Early microorganisms played a great role in shaping the conditions on the young Earth. Even today deep subsurface microorganisms interact with their geological environment transforming the conditions in the groundwater and on rock surfaces. Essential elements for life are richly present but in difficultly accessible form. The elements driving the microbial deep life is still not completely identified. Most of the microorganisms detected by novel molecular techniques still lack cultured representatives. Nevertheless, using modern sequencing techniques and bioinformatics the functional roles of these microorganisms are being revealed. We are starting to see the differences and similarities between the life in the deep subsurface and surface domains. We may even begin to see the function of evolution by comparing deep life to life closer to the surface of Earth. Deep life consists of organisms from all known domains of life. This Research Topic reveals some of the rich diversity and functional properties of the great biomass residing in the deep dark subsurface.

Keywords: astronomy ; Sun ; solar corona ; Magnetic Fields ; solar flares ; Coronal mass ejections ; magnetohydrodynamics ; spectropolarimetry ; Solar Activity
Description / Table of Contents: Magnetism defines the complex and dynamic solar corona. It determines the magnetic loop structure that dominates images of the corona, and stores the energy necessary to drive coronal eruptive phenomena and flare explosions. At great heights the corona transitions into the ever-outflowing solar wind, whose speed and three-dimensional morphology are controlled by the global coronal magnetic field. Coronal magnetism is thus at the heart of any understanding of the nature of the corona, and essential for predictive capability of how the Sun affects the Earth. Coronal magnetometry is a subject that requires a concerted effort to draw together the different strands of research happening around the world. Each method provides some information about the field, but none of them can be used to determine the full 3D field structure in the full volume of the corona. Thus, we need to combine them to understand the full picture. The purpose of this Frontiers Research Topic on Coronal Magnetometry is to provide a forum for comparing and coordinating these research methods, and for discussing future opportunities.

Description / Table of Contents: This book is open access under a CC BY-NC 2.5 license. The Gulf of Mexico is an open and dynamic marine ecosystem rich in natural resources but heavily impacted by human activities, including agricultural, industrial, commercial and coastal development. Nutrients and pollutants from coastal communities and dozens of rivers flow into the Gulf, including material from the Mississippi River watershed, which drains over one third of continental United States. The Gulf of Mexico has been continuously exposed to petroleum hydrocarbons for millions of years from natural oil and gas seeps on the sea floor, and more recently from oil drilling and production activities located in the water near and far from shore. Major accidental oil spills in the Gulf are infrequent; two of the most significant include the Ixtoc I blowout in the Bay of Campeche in 1979 and the Deepwater Horizon Oil Spill in 2010. Unfortunately, baseline assessments of the status of habitats and biota in the Gulf of Mexico before these spills either were not available, or the data had not been systematically compiled in a way that would help scientists assess the potential short-term and long-term effects of such events. This 2-volume series compiles and summarizes thousands of data sets showing the status of habitats and biota in the Gulf of Mexico before the Deepwater Horizon Oil Spill that began on April 20, 2010. Volume 1 begins with an overview of the following 13 chapters and focuses on the big picture rather than the details of habitat quality and biota.  Volume 1 covers: • Water and sediment quality and contaminants, to provide perspective on environmental conditions in the Gulf. • Natural oil and gas seeps in the Gulf of Mexico, to identify natural sources of exposure to petroleum hydrocarbons. • Coastal habitats, including flora and fauna and coastal geology. • Offshore benthos and plankton, with an analysis of current knowledge on energy capture and energy flows in the Gulf. • Shellfish and finfish resources that provide the basis for commercial and recreational fisheries. Volume 2 covers: • Historical data on commercial and recreational fisheries, with an analysis of marketing trends and drivers. • Ecology, populations and risks to birds, sea turtles and marine mammals in the Gulf of Mexico. • A final chapter extensively illustrated with original images on diseases and mortalities of fish and other animals that inhabit the Gulf of Mexico.  Chapters in these volumes have been peer reviewed by scientific experts in the subject areas covered.  Hopefully, the collection and analysis of such data for the Gulf of Mexico will be continued and sponsored by responsible federal and state agencies with the frequency needed to accurately assess potential damage to natural resources from ecologically harmful events that may occur in the future

Description / Table of Contents: This book is open access under a CC BY 4.0 license. This book examines how China can increase the share of natural gas in its energy system. China’s energy strategy has global ramifications and impact, and central to this strategy is the country’s transition from coal to gas. The book presents the culmination of a two-year collaboration between the Development Research Center of the State Council (DRC) and Shell.  With the Chinese government’s strategic aim to increase the share of gas in the energy mix from 5.8% in 2014 to 10% and 15% in 2020 and 2030 respectively, the book outlines how China can achieve its gas targets. Providing both quantifiable metrics and policy measures for the transition, it is a much needed addition to the literature on Chinese energy policy. The research and the resulting recommendations of this study have fed directly into the Chinese government’s 13th Five-Year Plan, and provide unique insights into the Chinese government and policy-making. Due to its global impact, the book is a valuable resource for policy makers in both China and the rest of the world

Description / Table of Contents: The reversible elimination of hydrogen from metal hydrides serves as the basis for unique methods of energy transformation. This technology has found widespread practical utilization in applications such as hydrogen compressors, storage, and sensors, as well as batteries. Moreover, it is plausible that metal hydride technology could be utilized to provide practically viable solutions to the challenges of energy storage. For nearly two decades, an extensive, worldwide research effort has been devoted to complex metal hydrides possessing high volumetric and/or gravimetric hydrogen densities with the goal of their practical utilization as onboard hydrogen storage materials. Additionally, a significant and growing number of efforts have been devoted to developing metal hydrides as advanced sensors and ionic conductors, and for electrochemical and stationary energy storage. This Special Issue will provide a sampling of on-going, state-of-art research on metal hydrides, ranging from fundamental investigations to practical applications with a concentration on topics which are currently of high interest.

Keywords: Organometallic chemistry ; Reactivity ; Catalysis ; Theoretical studies ; Health and medical applications ; Electronic and magnetic properties ; Environmental aspects ; Understanding products generated in the nuclear industry
Description / Table of Contents: As the fields of organometallic and coordination chemistry of the transition metals has grown more mature, the under-explored chemistry of the rare-earths and actinides has drawn the attention of research groups from across the globe looking for new fundamental discoveries and access to compounds with unique properties. The rare earths – the group 3 metals and the 4f lanthanide series – have long shown many interesting properties in the solid state which exploit their unique electronic configurations. However, it is the molecular chemistry of these metals that has expanded dramatically in recent years as researchers identify the differences between – and unique features of – their molecular compounds. Recent highlights include the identification of new oxidation states and patterns of reactivity as well as applications in medical imaging and health care which represent new and exciting areas of research. The actinides show a wide range of different properties as a consequence of their radioactivity and radiochemistry, but this has not stopped recent rapid progress into the exploration of their unique chemistry. Uranium, in particular, shows huge potential with its transition metal like range of oxidation states (+2 to +6), and in specialised laboratories, the heavier actinides are also beginning to show their unique chemistry as well. This Special Issue aims to bring together these strands of research in an openly-accessible way to allow better communication of these advances to a wider audience. This is necessary as despite these exciting advances, the rare earths and actinides are still much neglected topics in both school and undergraduate curriculums.

Description / Table of Contents: The success of the Suomi National Polar-orbiting Partnership (NPP) brings us into a new era of global daily Earth observations, ranging from the faintest light of human settlements and air glows to the dramatic events of hurricanes and forest fires, as well as the subtle changes in the planet Earth which we call home. At the heart of all satellite applications, calibration/validation of the measurements and derived products is the key. Satellite product calibration and validation have become increasingly more important and challenging in order to meet the stringent requirements for accurate quantitative data for climate change detection, numerical weather prediction, and environmental intelligence. Validation is required not only for the satellite measurements, but also for all geophysical retrievals, including aerosols, cloud properties, radiation budget, sea surface temperature, ocean color, active fire, albedo, snow and ice, vegetation, as well as nightlights from human settlements. Active validation research includes but not limited to, comparisons with similar products from other satellites, with in situ, aircraft measurements, or observations from other platforms. Validation results not only help users and decision makers but also serve as feedback to calibration, which in turn improves the products. This Special Issue of Remote Sensing aims at exploring recent results in the calibration and validation of the Suomi National Polar-orbiting Partnership satellite (Suomi NPP)/JPSS radiometers.

Description / Table of Contents: The pulse width of an electromagnetic wave is determined by the frequency band width of the wave used. Therefore, one femtosecond is the ultimate in pulse width for an “optical” wave. For this reason, several methods have been proposed for the generation of an ultrashort optical pulse. For example, resonance/non-resonance four-wave mixing would be one of the candidates for generating multi-color laser emission in an extremely wide spectral region, thus breaking the 1-fs barrier. To date, numerous emission lines have been generated from the deep-ultraviolet to the near-infrared region (〈45,000 cm−1). Such generations use a variety of techniques, such as four-wave Raman mixing in molecular hydrogen. This type of technique is promising for the generation of 1-fs optical pulses via phase locking and the Fourier synthesis of the emission lines. For verification, it would be necessary to develop a new method for measuring the pulse width, since the spectral band width approaches or is beyond one octave. Ultrashort optical pulses can be utilized in a variety of applications in science and technology. For example, an ultrashort optical pulse can be used in the studies of ultrafast phenomena. More practically, a laser pulse shorter than 100 fs is reported to be useful in mass spectrometry for observing a molecular ion of triacetone triperoxide, an explosive used in terrorist attacks. A train of ultrashort optical pulses in the terahertz region, which has been generated in the optical cavity to enhance the nonlinear optical effect, would be employed as a clock pulse in optical computation/communication in future advanced industries.

Description / Table of Contents: As more and more aspects of everyday life are turned into machine-readable data, researchers are provided with rich resources for researching society. The novel methods and innovative tools to work with this data not only require new knowledge and skills, but also raise issues concerning the practices of investigation and publication. This book critically reflects on the role of data in academia and society and challenges overly optimistic expectations considering data practices as means for understanding social reality. It introduces its readers to the practices and methods for data analysis and visualization and raises questions not only about the politics of data tools, but also about the ethics in collecting, sifting through data, and presenting data research. As machine-readable data comes to play an increasingly important role in everyday life, researchers find themselves with rich resources for studying society. The novel methods and tools needed to work with such data require not only new knowledge and skills, but also a new way of thinking about best research practices. This book critically reflects on the role and usefulness of big data, challenging overly optimistic expectations about what such information can reveal, introducing practices and methods for its analysis and visualization, and raising important political and ethical questions regarding its collection, handling, and presentation.

Keywords: Urban land use efficiency and equity ; Urban land use restructuring and clustering ; Drivers and trajectories of urban land expansion ; Institutions and urban land use change ; Urban land use, metropolitan development and global change ; Urban land and economic/social/environmental sustainability ; Sustainable land use policies and practices
Description / Table of Contents: According to the 2014 revision of the World Urbanization Prospects by UN DESA, urbanization could add another 2.5 billion people to the urban population by 2050, with close to 90 percent of the increase concentrated in Asia and Africa. The largest urban growth will take place in India, China and Nigeria. This unprecedented increase in urban population not only poses challenges to providing urban jobs, housing, and infrastructure, but also exerts an increased pressure on urban land and sustainability. As land is a vital yet limited resource, sustainable management of urban land to cater to the needs of this growing urban population is seen as one of the key challenges for achieving an economically efficient, socially equitable, and environmentally safe society. A key tenet for sustainable economic development and smart growth is promoting sustainable urban land development and mitigating land use conflicts. While a large body of literature has dealt with both land use and sustainable development, the study of the interactive effects of these two remains limited. We also need more sophisticated empirical studies examining processes, mechanisms, institutions, equity, and sustainability of urban land use. We also encourage efforts to develop new theories, new concepts and new methods to understand the myriad ways in which urban land and sustainable development correlate each other. This special issue examines patterns, structure, and dynamics of urban land development and sustainability from multiple perspectives, in various contexts and at multiple dimensions (economic, social, political, developmental, environmental, etc.).
