    Description: Optimization and simulation models are fit to work on a multitude of technical, economic, and techno-economic questions. However, they are by now not able to satisfactorily include societal aspects like acceptance, spatial implications and legal frameworks. In order to advance scope and explanatory power of simulation models, collaboration in interdisciplinary research teams is needed. Yet the exchange in such teams and its coordination can prove challenging. Furthermore, disciplinary approaches and methods for simulation and optimization might not be familiar to all participants. To this end, a new conceptual model is introduced. The conceptual model employs few basic elements and concepts for describing and explaining arbitrary societal and technical relationships. Most notably, the conceptual model is general in its design, so contributions to the problem formulation and design components can be made by all team members regardless of their discipline. The procedure is based on common agent-based concepts without using their terminology. Consequently, an exchange among all team members becomes possible without them necessarily being proficient in agent-based modeling. A reduced presentation of workshop results exemplifies the use of novel elements for deriving an emergent agent-based simulation.

    Description: A fundamental change in societal values and economic structures is required to address increasing pressures on ecosystems and natural resources. Transition research has developed in the last decades to analyze the co-dynamics of technological, institutional, social and economic elements in the provision of key functions such as energy, water and food supply. This doctoral dissertation provides conceptual and methodological contributions to the pro-active governance of sustainability transitions. Three research gaps are identified that are addressed in this dissertation. First, a comprehensive conceptualization of learning in sustainability transitions is currently missing that comprises learning at multiple societal levels (ranging from individuals to policy-actors). Learning concepts are often not explicitly discussed in transition research even though learning is considered as fundamental for innovation processes, niche formation and development as well as breakthrough and diffusion of innovations. Second, methods for the analysis and design of transition governance processes are lacking that specify case-specific intervention points and roles of actors in the implementation of innovations. Third, participatory modeling approaches are only applied to a limited extent in transition research despite a high potential for supporting communication and learning. The conceptualization of multi-level learning developed in this doctoral research conceptualizes learning at different societal levels as specific learning contexts ranging from individual and group contexts to organizational and policy contexts. The conceptual framework further differentiates between learning processes, intensity, objects, outcomes, subjects and factors, allowing for a more detailed analysis of learning within and across learning contexts. Thus, learning contexts can be linked by processes that involve actors from different learning contexts (e.g., community groups and policy-makers), as well as exchanges of physical aspects, institutions and knowledge (in the form of "learning factors"). This research has also provided a classification of model uses in transition research that supports a purposeful discussion of the opportunities of modeling and promising future research directions. The methodology developed in this doctoral research aims at the analysis and design of transition governance processes by specifying the various opportunities to contribute to sustainability transitions through purposeful action at different societal levels, as well as related roles of stakeholders in implementing such processes of change. The methodology combines different streams of previous research: 1) a participatory modeling approach to identify problem perceptions, case-specific sustainability innovations as well as related implementation barriers, drivers and responsibilities; 2) a systematic review to identify supportive and impeding learning factors from the general literature that can complement case-specific factors; and 3) a method for the analysis and design of case-specific transition governance processes. Three case studies in Canada (topic: sustainable food systems), Cyprus (water-energy-food nexus) and Germany (sustainable heating supply) have been selected to test and iteratively develop the methodology described above. The results for each case study reveal that there are learning objects (i.e., learning requirements) in all learning contexts, which underscores the importance of multi-level learning in sustainability transitions, ranging from the individual to the group, organizational and policy levels. Actors have various opportunities to actively facilitate societal transformations towards sustainable development either directly through actions at their particular societal levels (i.e., context-internal learning) or indirectly through actions that influence learning at other societal levels. In fact, most of the learning factors require cooperation across learning contexts during the implementation process. The comparing of learning factors across case studies underline the importance of several factor categories, such as "physical a disturbance or crisis", "information and knowledge". Of the 206 factors identified by stakeholders, 40 factors are case-specific and not contained in the general, review-based factor list. This underscores the value of participatory research, as general, top-down analyses might have overlooked these case-specific factors. The methodology presented in this dissertation allows for the identification and analysis of case-specific intervention points for sustainability transitions at multiple societal levels. The methodology furthermore permits the analysis of interplay between individual, group, organizational and policy actions, which is a first step towards their coordination. The focus on sustainability innovations links the broad topic of sustainability transitions to a set of opportunities for practical interventions and overcoming their implementation barriers. The methodology presented allows for the analysis and design of these interlinkages between learning contexts. While the methodology cannot provide any "silver bullets" for inducing sustainability transitions, it is flexible enough to identify an appropriate abstraction level for analyzing and designing transition governance processes. The methodology developed in this doctoral research also provides several contributions for the development of participatory modeling methods in transition research. Thus, the participatory method supports an integrated analysis of barriers and drivers of sustainability innovations, and allows application in practice and education. The concepts and methods developed in this research project allow for reflection on transition governance processes from a systemic viewpoint. Experiences in the case studies underline the applicability of the concepts and methods developed for the analysis of case-specific transition governance processes. Despite substantial differences in the geographic location, culture and topics addressed, all case studies include promising sustainability innovations and the engagement of multiple actors in their implementation. The diversity and multitude of initiatives in the case study regions provides an optimistic outlook on future opportunities for large-scale sustainability transitions.

    Description: We present the results of a regression analysis of a large-scale integrated user online application that surveys natural resource use and subjective well-being in Germany. We analyse more than 44,000 users who provided information on their natural resource consumption (material footprint) as well as their personal socio-economic and socio-psychological characteristics. We determine an average material footprint of 26 tonnes per person per year. In addition, we endeavour to determine how much environment humans need by regressing natural resource use as well as relevant socio-economic and socio-psychological features on subjective well-being. We establish a slightly negative correlation between subjective well-being and material footprints. A higher material footprint is associated with lower subjective well-being. We conclude that consumer policies seeking to promote sustainable behaviour should highlight the fact that a lower material footprint may result in greater subjective well-being.

    Description: After two decades of privatization and outsourcing being the dominant trends across public services, an inclination towards founding new municipal power utilities can be observed. In this article, the authors examine the preservation strategies of the German energy regime following the transition approach developed by Geels. From the multi-level perspective, it can be stated that innovations take place in niches and have to overcome the obstacles and persistence of the conventional fossil-nuclear energy regime. Through an empirical analysis, it can be concluded that the established regime significantly delays the decentralization process required for a transformation of energy structures on local electricity grids. Furthermore, it is shown that municipal utilities (Stadtwerke) are important key actors for the German Energiewende (energy transition) as they function as local energy distributors and they meet a variety of requirements to promote fundamental structural change. The trend towards re-municipalization and the re-establishment of municipal utilities reveal the desire to further strengthen the scope of local politics.

    Description: As the recent withdrawal of the United States from the Paris Agreement has shown, political volatility directly affects climate change mitigation policies, in particular in sectors, such as transport associated with long-term investments by individuals (vehicles) and by local and national governments (urban form and transport infrastructure and services). There is a large potential for cost-effective solutions to reduce greenhouse gas emissions and to improve the sustainability of the transport sector that is yet unexploited. Considering the cost-effectiveness and the potential for co-benefits, it is hard to understand why efficiency gains and CO2 emission reductions in the transport sector are still lagging behind this potential. Particularly interesting is the fact that there is substantial difference among countries with relatively similar economic performances in the development of their transport CO2 emissions over the past thirty years despite the fact that these countries had relatively similar access to efficient technologies and vehicles. This study aims to explore some well-established political science theories on the particular example of climate change mitigation in the transport sector in order to identify some of the factors that could help explain the variations in success of policies and strategies in this sector. The analysis suggests that institutional arrangements that contribute to consensus building in the political process provide a high level of political and policy stability which is vital to long-term changes in energy end-use sectors that rely on long-term investments. However, there is no direct correlation between institutional structures, e.g., corporatism and success in reducing greenhouse gas emissions in the transport sector. Environmental objectives need to be built into the consensus-based policy structure before actual policy progress can be observed. This usually takes longer in consensus democracies than in politically more agile majoritarian policy environments, but the policy stability that builds on corporatist institutional structures is likely to experience changes over a longer-term, in this case to a shift towards low-carbon transport that endures.

    Description: The field of nutrition will face numerous challenges in coming decades; these arise from global consumption patterns and lead to a high use of resources. Actors in the catering sector face difficulties in promoting their solutions for a more sustainable situation in their field, one of them being the lack of acceptance from consumers. We must ask the question of how to influence consumer behavior and bring forth a transition towards more sustainable food consumption. This paper presents results of a qualitative assessment of eating practices. A group of ten consumers participated in problem-centered interviews and provided data on their eating-out behavior over the course of two weeks. Using the theoretical approach of practice theory, the data gathered in this study were used to form an understanding of the practice of eating out with a focus on the daily routines that influence consumer choices. The results indicate that the practice of eating out is highly dependent on external factors. Busy lifestyles, mobility routines and a perceived lack of time prompt the decision to eat out. Consumers consciously do so to save time and effort and to streamline their schedules. Mobility seems to be an important driver for eating out. Participants try to limit the ways they undertake eating out yet often stop for a meal in-between appointments spontaneously. Findings suggest that nutrition knowledge and sustainable mindsets have little influence on the eating decisions away from home: Participants show a high level of distrust towards quality claims and put their health concerns aside eating out. We can conclude that the act of eating out is strongly influenced by daily routines and those practices that precede or succeed it. Changes in work and mobility patterns are very likely to have an impact on the way consumers eat away from home.

    Description: Against the background of environmental problems arising from the growing extraction of natural resources and resource depletion, achieving a sustainable development is an indispensable challenge in the twenty-first century. In this article we want to show how socio-technical and product-service innovations can change social practices - the routine doings in everyday life - and, thus, support transition of socio-technical systems. We introduce theoretical considerations on how social practice theories and the framework of the Multi-Level Perspective in transition research can be linked to better understand transition processes from a micro-macro-link perspective. We then present cases based on desk research in the field of practices in bathing, heating and nutrition to show how these have changed over the past decades. Building on this, examples of concepts for sustainable product-service-design in these areas are introduced as leverage points to change social practices in everyday life. These have been developed in research projects or design student seminar works, respectively. We argue that this implies sustainable product-service-systems should be developed in a user- and actor-integrated framework, such as Sustainable LivingLabs. The integration of users and other stakeholders into participatory co-creation processes enables tailored solutions that take actual routines and dependencies seriously into account.

    Description: Understanding the diversifying role of civil society in Europe's sustainability pathway is a valid proposition both scientifically and socially. Civil society organisations already play a significant role in the reality of cities, what remains to be explored is the question: what is the role of civil society in the future sustainability of European cities? We first examine the novelty of new forms of civil society organization based on a thorough review of recent case studies of civil society initiatives for sustainable transitions across a diversity of European projects and an extensive literature review. We conceptualize a series of roles that civil society plays and the tensions they entail. We argue that, civil society initiatives can pioneer new social relations and practices therefore be an integral part of urban transformations and can fill the void left by a retreating welfare state, thereby safeguarding and servicing social needs but also backing up such a rolling back of the welfare state. It can act as a hidden innovator - contributing to sustainability but remaining disconnected from the wider society. Assuming each of these roles can have unintended effects, such as being proliferated by political agendas, which endanger its role and social mission, and can be peeled off to serve political agendas resulting in its disempowerment and over-exposure. We conclude with a series of implications for future research on the roles of civil society in urban sustainability transitions.

    Description: The German government aims to achieve virtually climate-neutral building stock by 2050 to tackle climate change. To realise this goal, comprehensive policy packages based on neoclassical economic theory are in place to foster energy efficiency investment. However, in the building sector, there is increasingly a gap between this aspiration and the reality. It is claimed that one of the main reasons for this is that the existing policy framework fails to address the specific characteristics and needs of different groups of building owners. This is a particular challenge in Germany, where 80% of all dwellings are owned privately and 37% are rented out by small private landlords (SPL). Despite the significant numbers of SPL, they often follow black box decision-making processes when considering energy renovations. In this study, the author uses an explanatory model to understand the decision-making processes of SPL, combining theoretical aspects from different research disciplines. This model was applied to a low-demand housing market in a neighbourhood in the Ruhr area. Eighteen semi-structured interviews (each lasting between 37 and 115 min) were conducted, demonstrating that in addition to economic factors, the values, beliefs, norms and routines of SPL - as well as their personal capabilities and contextual factors - play an important role in their decision-making. Based on the findings, recommendations are made for enhancing the effectiveness of existing energy efficiency policies and other supporting instruments (e.g. tenancy law and social legislation), tailored to the specific needs of SPL.

    Description: A case study in the rural area of South Westphalia, Germany, showed the importance of independent intermediaries to support the development and implementation of sustainable energy and efficiency projects. The idea behind the project "Dorf ist Energie(klug)" (Village is Energy(smart)) was to foster, accompany, and support energy and efficiency projects in villages from the first idea to final implementation. Therefore, the South Westphalia Agency as independent intermediary initiated an application process in which villages could apply with their innovative energy and efficiency project ideas. During the following process the chosen "coaching villages" benefitted from the consultation of teams of thematic experts. Villages with less developed projects were supported through idea workshops with experts and study visits. The accompanying scientific study evaluated the overall process focussing on the transferability, the sustainability and the quality of the process. Furthermore, a self evaluation tool for (energy) projects in villages was developed and tested in two of the participating coaching villages. The paper gives a short insight into the project "Dorf ist Energie(klug)". It presents the methodology of the accompanying study and the results with a special focus on the role of the South Westphalia Agency as independent intermediary. Finally, it discusses the transferability and sustainability of the project.

    Description: Real-world laboratories are growing in popularity promising a contribution to both: the understanding and facilitation of societal transformation towards sustainability. Baden-Württemberg substantially funds real-world labs as part of the initiative "science for sustainability". To facilitate learning with and from these so-called BaWü-Labs, they are supported by accompanying research conducted by two teams. This article presents first insights and theses on real-world labs as a research format, based in particular on the work of the accompanying research team ForReal. The team supports the labs in their realization and in providing general insights, e.g. by learning from related international research approaches and dialog with international experts, and analyzes suitable quality features and methods (the latter together with the University of Basel team). The theses presented here put up for discussion first insights on real-world labs as a transformative research approach and reflect on them from a theoretical perspective. They illustrate the relevance of a goal-oriented use of methods and present learning processes as core characteristics of real-world labs. The theses were formulated based on discussions with the BaWü-Labs, exchange in international contexts as well as a thematic literature review.

    Description: With the introduction of the Roadmap to a Resource Efficient Europe (2011) and the more recent commitment of The Action Plan towards the Circular Economy (2015), the European Commission (EC) has expressed its fundamental interest to substantially improve the resource efficiency of the European economy and enable the transition towards the Circular Economy (CE). This policy push has meanwhile been complemented by some quite ambitious national programmes for RE and CE and institutional advances but it is not yet bound to targets or mandatory reporting. Against this background, the objective of this paper is to give a comprehensive overview of the current policy frameworks at EU and a selection of MSs and provide insights into the elements shaping policy processes. The analytical framework relies on three essential interconnected components: the policy framework, the economic incentive system and economic side policies which are relevant in the context of RE and CE and actor constellations. The paper does this looking at the interface between EU-MSs. The analysis is based on different empirical surveys in which the policy development is observed and discussed (EEA 2011, 2016a, 2016b, EIO 2013, 2014, 2016) and a comprehensive review of legislative and policy frameworks at the EU and selected MSs, undertaken as part of the project POLFREE (Policy option for a Resource-Efficient Economy) (Domenech et al., 2014, Bahn-Walkowiak et al., 2014). The analysis reveals that policy frameworks for RE/CE are complex and fragmented as competing goals and visions reduce effectiveness of measures. The paper makes recommendations as to how EU and MS policies could improve RE in a coordinated way, but recognizes that achieving such coordination will be challenging in the current political context.

Drawing on political economists like Karl Polanyi and Antonio Gramsci it also highlights how the current questioning of this paradigm and thus informed mindsets provides a renewed window of opportunity for a Great Transformation towards more sustainable futures. It reviews Transition Towns, Beyond GDP and Common Good Economies as examples of movements that lead the way in putting a new paradigm into practice.

    Description: Tackling fuel poverty has become an increasingly important issue on many European countries' political agendas. Consequently, national governments, local authorities and NGOs have established policies and programmes to reduce the fuel poverty vulnerability of households. However, evaluations of such policies and programmes show that they barely reach those who are most in need. The reasons for this failure are diverse and include fuel poverty measurement metrics, local scale data availability and policy design. This raises the question of how fuel poor homes can be more effectively identified and targeted to ensure that limited local and national budgets are used to benefit those who most need help. Area-based approaches, which pinpoint spatial units highly affected by fuel poverty due to their specific characteristics, offer an opportunity for creating more tailored policies and programmes. In this study, the author developed a GIS-MCDA (Multi-Criteria Decision Analysis), using an AHP (Analytical Hierarchy Process) and applied the approach to the German city of Oberhausen. The overall issue of fuel poverty was broken down into three vulnerability dimensions (heating burden, socio-economic and building vulnerability), the relative importance of fuel poverty criteria and the dimensions were evaluated by experts, and an overall Fuel Poverty Index was created to assess the relative fuel poverty vulnerability of 168 urban neighbourhoods. The analysis offers insights into the spatial pattern of fuel poverty within a city and thus provides an opportunity to channel efforts towards households in those neighbourhoods most in need. It also demonstrates that a trade-off between ecological and social targets should be considered in the development of future policies for tackling fuel poverty.

This paper uses a feminist perspective to present the concept as a crisis of regeneration of both nature and social reproduction. We intend to go beyond multiple crisis using the notion of a new social contract, to overcome this crisis in a transformative way towards sustainability. A feminist analysis of the concept of social contract is founded on the critique of domination and is based on Carole Pateman's, 1988 thesis that the modern social contract is characterized by a "separating inclusion" of women. It also refers to Val Plumwood's critique of the separated and autonomous self, which is part of all classical conceptions of social contract. We argue that overcoming the multiple crisis requires overcoming structures of separation and re-envisioning concepts of the individual, by discussing the German example of a "Social Contract for Sustainability" (2011). If the notion of social contract is to become a catalyst for transformation processes leading to sustainability, it cannot be overarching but has to be developed as a multitude of small new social and local contracts.
