    Beschreibung: Subjects and Aliens confronts the problematic history of belonging in Australia and New Zealand. In both countries, race has often been more important than the law in determining who is considered 'one of us'. Each chapter in the collection highlights the lived experiences of people who negotiated laws and policies relating to nationality and citizenship rights in twentieth-century Australasia, including Chinese Australians enlisting during the First World War, Dalmatian gum-diggers turned farmers in New Zealand, Indians in 1920s Australia arguing for their citizenship rights, and Australian women who lost their nationality after marrying non-British subjects. The book also considers how the legal belonging—and accompanying rights and protections—of First Nations people has been denied, despite the High Court of Australia’s recent assertion (in the landmark Love & Thoms case of 2020) that Aboriginal people have never been considered ‘aliens’ or ‘foreigners’ since 1788. The experiences of world-famous artist Albert Namatjira, and of those made to apply for ‘certificates of citizenship’ under Western Australian law, suggest otherwise. Subjects and Aliens demonstrates how people who legally belonged were denied rights and protections as citizens through the actions of those who created, administered and interpreted the law across the twentieth century, and how the legal ramifications of those actions can still be felt today.

    Beschreibung: Is preparing for war the best means of preserving peace? In Sisters in Peace, Kate Laing contends that this question has never been solely the concern of politicians and strategists. She maps successive generations of twentieth-century women who were eager to engage in political debate even though legislative and cultural barriers worked to exclude their voices. In 1915, during the First World War, the Women's International Congress at The Hague was convened after alarmed and bereaved women from both sides of the conflict insisted that their opinions on war and the pathway to peace be heard. From this gathering emerged the Women’s International League for Peace and Freedom (WILPF), which to this day campaigns against militarism and nuclear weapons. In Australia, the formation of a section of WILPF connected political women to a worldwide network that sustained their anti-war activism throughout the last century. In examining the rise of WILPF in Australia, Sisters in Peace provides a gendered history of this country’s engagement with the politics of internationalism. This is a history of WILPF women who committed to peace activism even as Australia’s national identity and military allegiances shifted over time—a history that has until now been an overlooked part of the Australian peace movement.

    Beschreibung: This book draws on more than a decade of workshops organised by the Greater China Australia Dialogue on Public Administration, involving scholars and practitioners from Mainland China, Hong Kong, Taiwan and Australia. Although these workshops recognised the major differences in the institutional frameworks of these jurisdictions, until recently they focused largely on the shared challenges and the diffusion of ideas and approaches. As rising international tensions inevitably draw attention to areas where interests and philosophies diverge, it is the differences that must now be highlighted. Yet, despite the tensions, this book reveals that these jurisdictions continue to address shared challenges in public administration. The book's contributors focus in detail on these four areas: intergovernmental relations, including the shifting balance between centralisation and decentralisation budgeting and financial management, including during and after the COVID-19 pandemic the civil service, its capability, and its relationship with government and the public service delivery, particularly in health and aged care. This book is aimed at a wide readership, not only at those within the jurisdictions it explores. It emphasises the importance of continued engagement in understanding different approaches to public administration—confirming fundamental philosophical differences where necessary but also looking for common ground and opportunities for shared learning.

    Beschreibung: Relations between Australia and Japan have undergone both testing and celebrated times since 1952, when Australia's ambassadorial representation in Tokyo commenced. Over the years, interactions have deepened beyond mutual trade objectives to encompass economic, defence and strategic interests within the Indo-Pacific region and beyond. This 'special relationship’ has been characterised by the high volume of people moving between Australia and Japan for education, tourism, business, science and research. Cultural ties, from artists-in-residence to sister-city agreements, have flourished. Australia has supported Japan in times of need, including the aftermath of the 2011 Tohoku earthquake. This book shows how the Australian embassy in Tokyo, through its programs and people, has been central to these developments. The embassy’s buildings, its gardens and grounds, and, above all, its occupants—from senior Australian diplomats to locally engaged staff—are the focus of this multidimensional study by former diplomats and expert observers of Australia’s engagement with Japan.     Beschreibung: When James Boswell famously lamented the irrationality of war in 1777, he noted the universality of conflict across history and across space – even reaching what he described as the gentle and benign southern ocean nations. This volume discusses archaeological evidence of conflict from those southern oceans, from Palau and Guam, to Australia, Vanuatu and Tonga, the Marquesas, Easter Island and New Zealand. The evidence for conflict and warfare encompasses defensive earthworks on Palau, fortifications on Tonga, and intricate pa sites in New Zealand. It reports evidence of reciprocal sacrifice to appease deities in several island nations, and skirmishes and smaller scale conflicts, including in Easter Island. This volume traces aspects of colonial-era conflict in Australia and frontier battles in Vanuatu, and discusses depictions of World War II materiel in the rock art of Arnhem Land. Among the causes and motives discussed in these papers are pressure on resources, the ebb and flow of significant climate events, and the significant association of conflict with culture contact. The volume, necessarily selective, eclectic and wide-ranging, includes an incisive introduction that situates the evidence persuasively in the broader scholarship addressing the history of human warfare.

    Beschreibung: The radical right has gained considerable ground in the twenty-first century. From Brexit to Bolsonaro and Tea Partiers to Trump, many of these diverse manifestations of right-wing populism share a desire to co‑opt or supplant the mainstream parties that have traditionally held sway over the centre right. It is now more important than ever to understand similar moments in Australian and New Zealand history. This book concerns one such moment—the Great Depression—and the explosion of large, populist conservative groups that accompanied the crisis. These 'citizens' movements’, as they described themselves, sprang into being virtually overnight and amassed a combined membership in the hundreds of thousands. They staunchly opposed party politicians and political parties for their supposed inaction and infighting. Whether left or right, it did not matter. They wanted to use their vast numbers to pressure their governments into enacting proposals they believed were in the national interest: a smaller, more streamlined government where Members of Parliament were free to act according to their conscience rather than their party allegiance. At the same time, the movements prescribed antidotes for their nations’ economic ill‑health that were often radical and occasionally anti-democratic. At the height of their power, they threatened to disrupt or outright replace the centre right political parties of the time—particularly in Australia. At a time when fascism and right-wing authoritarianism were on the march internationally, the future shape of conservative politics was at stake.

    Beschreibung: Australia has one of the largest inventories of rock art in the world with pictographs and petroglyphs found almost anywhere that has suitable rock surfaces – in rock shelters and caves, on boulders and rock platforms. First Nations people have been marking these places with figurative imagery, abstract designs, stencils and prints for tens of thousands of years, often engaging with earlier rock markings. The art reflects and expresses changing experiences within landscapes over time, spirituality, history, law and lore, as well as relationships between individuals and groups of people, plants, animals, land and Ancestral Beings that are said to have created the world, including some rock art. Since the late 1700s, people arriving in Australia have been fascinated with the rock art they encountered, with detailed studies commencing in the late 1800s. Through the 1900s an impressive body of research on Australian rock art was undertaken, with dedicated academic study using archaeological methods employed since the late 1940s. Since then, Australian rock art has been researched from various perspectives, including that of Traditional Owners, custodians and other community members. Through the 1900s, there was also growing interest in Australian rock art from researchers across the globe, leading many to visit or migrate to Australia to undertake rock art research. In this volume, the varied histories of Australian rock art research from different parts of the country are explored not only in terms of key researchers, developments and changes over time, but also the crucial role of First Nations people themselves in investigations of this key component of their living heritage.

Originally a witty epithet applied to a powerful group of senior public servants, the term has come to represent the professionalisation of Australian government administration during the Second World War and post-war reconstruction era, and into the following two decades of expansion. This was a period when, for the first time, talented university graduates entered the public service, rose to senior levels, and exerted great influence over the affairs of the Commonwealth. With the secure tenure of being permanent heads of departments, they defined the age of the public service mandarin. This book explores the lives and influence of the Seven Dwarfs and their colleagues, bringing together the leading researchers on post-war Australian administration.     Beschreibung: Anthropologists have been appearing as key expert witnesses in native title claims for over 20 years. Until now, however, there has been no theoretically-informed, detailed investigation of how the expert testimony of anthropologists is formed and how it is received by judges. This book examines the structure and habitus of both the field of anthropology and the juridical field and how they have interacted in four cases, including the original hearing in the Mabo case. The analysis of background material has been supplemented by interviews with the key protagonists in each case. This allows the reader a unique, insider’s perspective of the courtroom drama that unfolds in each case. The book asks, given the available ethnographic research, how will the anthropologist reconstruct it in a way that is relevant to the legal doctrine of native title when that doctrine gives a wide leeway for interpretation on the critical questions: what is the relevant grouping, what can be counted as a traditional law and when has there been too much change of tradition? How will such evidence be received by judges who are becoming increasingly sceptical about experts tailoring their evidence to suit the party which called them? This book answers these questions by assuming that there is more at stake here than the mere performance of roles. Rather, there is a complex interaction of distinct social fields each with its own habitus, and individual actors are engaged in an active and constructive agency, however subtle, which the painstaking research for this book uncovers.

    Beschreibung: The story of the Communist Party of Australia has been told in various ways. Until now, however, archival collections that have borne on this story have been relatively inaccessible to the ordinary, interested reader. This book begins to redress that deficiency by bringing together 85 key documents from the Russian State Archives of Social and Political History (RGASPI), selected from a collection of thousands of documents concerning the relations between the Communist International and the Communist Party of Australia. The selection focuses on the relationship between the CPA and the Comintern because the activities of the CPA are essentially incomprehensible without understanding the international communist context within which the CPA operated. That context was dominated by the newly-created Soviet state and its decision to authorize and utilize a network of communist parties throughout the world. The documents in this work suggest three major propositions about the relationship between the CPA and the Comintern. First, that the Comintern was crucial in the formation of the CPA, via its emissaries, instructions and authority. Second, that the Comintern played a major role in directing the policies of the CPA in domestic matters (not to mention in international matters, where the Comintern’s decisions were supreme). And third, that the leadership of the CPA was, from 1929 onwards, shaped, trained and authorized by the Comintern. With access to the documents, readers now have a chance not just to hear the voices of the times, but to make their own judgements about the relationship between the CPA and Moscow. The book also includes two extended introductory essays that outline the development of the Comintern and its relations with the CPA, as well as supporting materials that provide information on individuals, organizations and tactics mentioned within the documents themselves.

    Beschreibung: For reasons of effectiveness, efficiency and equity, Australian law reform should be planned carefully. Academics can and should take the lead in this process. This book collects over 50 discrete law reform recommendations, encapsulated in short, digestible essays written by leading Australian scholars. It emerges from a major conference held at The Australian National University in 2016, which featured intensive discussion among participants from government, practice and the academy. The book is intended to serve as a national focal point for Australian legal innovation. It is divided into six main parts: commercial and corporate law, criminal law and evidence, environmental law, private law, public law, and legal practice and legal education. In addition, Indigenous perspectives on law reform are embedded throughout each part. This collective work—the first of its kind—will be of value to policy makers, media, law reform agencies, academics, practitioners and the judiciary.     Beschreibung: Designing Governance Structures for Performance and Accountability discusses how formal and informal governance structures in Australia, the People’s Republic of China (PRC) and Taiwan may be designed to promote performance and to ensure accountability. The book presents a selection of papers developed from the Greater China Australia Dialogue on Public Administration’s seventh workshop held in June 2017 hosted by City University of Hong Kong. Insights are provided on both current developments in the different contexts of the three jurisdictions examined, and on broader institutional and organisational theories. Chapters cover theories of organisational forms and functions in public administration, the ‘core’ agency structures used in the different jurisdictions, the structures used to deliver public services (including non-government organisational arrangements) and other ‘non-core’ agency structures such as government business enterprises, regulatory organisations and ‘integrity’ organisations. A particular emphasis is placed on the institutional arrangements the executive arm of government uses for advising on and implementing government policies and programs. Although the book explores arrangements and developments within very different political governance systems, the purposes of the structures are similar: to promote performance and accountability. This book is a companion volume to Value for Money: Budget and Financial Management Reform in the People’s Republic of China, Taiwan and Australia (ANU Press, 2018).

They provide a constantly changing dynamic within which policy-making operates.     Beschreibung: This book is volume two of the writings of David Sissons, who first established his academic career as a political scientist specialising in Japanese politics, and later shifted his focus to the history of Australia–Japan relations. In this volume, we reproduce his writings on Japanese politics, the Pacific War and Australian war crimes trials after the war. He was a pioneer in these fields, carrying out research across cultural and language borders, and influenced numerous researchers who followed in his footsteps. Much of what he wrote, however, remained unpublished at the time of his death in 2006, and so the editors have included a selection of his hitherto unpublished work along with some of his published writings.

    Beschreibung: ‘Consultation’ has become something of a mantra in contemporary governance. Governments well understand that policy occurs in a highly contestable environment in which there are multiple, and often competing interests. They well recognise the political imperative to ‘engage’ stakeholders in order to manage potential conflict and, hopefully, obtain acceptance for their policies and programs. As a result, politicians and public officials frequently emphasise the need for consultation as an essential element of the deliberative processes underpinning the development of policy or the implementation of programs and services. But, moving beyond the rhetoric of consultation and engagement, how well is it done? In this monograph, Professor Jenny Stewart maps out the principal approaches used by governments to consult with and engage affected communities of interest. Stewart critically assesses the available literature and draws directly upon the experiences of political actors, bureaucrats and community sector organisations in order to identify the ‘good, bad, and the ugly’ of engagement. Through a judicious use of selected case studies, Stewart distils the essential dilemmas and contradictions inherent in many consultation strategies and highlights their relative strengths and weaknesses. This monograph is a probing and dispassionate analysis of the rationales, methodologies and outcomes of consultation and engagement. It is not intended to be a ‘cookbook’ or a ‘how to’ manual for those consulting or the consulted. Nevertheless, there is much here for the policy practitioner, the researcher and members of those ‘communities of interest’ who might, one day, find themselves the target of engagement.

    Beschreibung: "The Vietnam War, and Australia’s part in it, was a major military event, calling for willingness to face death and destruction on the battlefield on the part of those sent there, especially the men of our infantry battalions who formed the spearhead of our forces in Vietnam. For many reasons, the Australian public know relatively little about what our Army did in Vietnam during the war, particularly during the years of our peak commitment, 1965–72. This book attempts to make the true nature of the war clearer to readers, emphasising how hard fought it was during major operations. Twenty-seven of the contributing authors of this book were involved in the 1966 deployment of the 1st Australian Task Force into Phuoc Tuy Province. This formation was the first Australian Army force larger than an infantry battalion group to be deployed into a major war since World War II. 5th Battalion, the Royal Australian Regiment (5 RAR), was in the vanguard as the task force’s first element committed to operations to seize and occupy Nui Dat base and embark on establishing dominance over the enemy. The narratives presented in this book give rare insights into thoughts of the soldiers at the time and how they have come to view the Australian Government’s hurried expansion of its initial commitment to that war, the Army’s state of preparedness for that wider involvement, and how those in its forefront adapted to get the job done, both in and out of operations, despite numerous shortcomings in higher level planning. Both professional soldiers and conscripted national servicemen have contributed viewpoints to these pages."

    Beschreibung: This work is a series of sermons produced by Emeritus Professor Hans Mol, and based on Biblical texts, the Commentaries of John Calvin on these texts, and on Calvin’s Institutes of the Christian Religion. Mol is Australia’s pre-eminent scholar in the sociology of religion, particularly in Australia. His 1971 volume, Religion in Australia, was the first attempt at statistical analysis of religion in Australia, which was also internationally significant. Parallel to Mol’s interest in the sociology of religion has been his interest in Calvin. Indeed the theological basis of his life has been as a Calvinist. Here in this volume he brings both of these interests together. His sermons, preached over the years in Canberra, seek to apply the teachings of Calvin to a world-view in which the scientific study of religion, and indeed the wider study of sociology, are of central significance. In these sermons, he succeeds considerably in this. The volume is a substantial contribution to scholarship, in that the combination of these two factors has only rarely been attempted. Thus, the volume has originality and will have enduring value. It is especially appropriate that it should be published at this time, in preparation for the 500th Anniversary of Calvin’s birth (1509–2009).

    Beschreibung: Deep Crustal Seismic Reflection Profiling: Australia 1978–2015 presents the full suite of reflection profiles penetrating the whole crust carried in Australia by Geoscience Australia and various partners. The set of reflection data comprises over 16,000 km of coverage across the whole continent, and provides an insight into the variations in crustal architecture in the varied geological domains. Each reflection profile is presented at approximately true scale with up to 220 km of profile per page and overlap between pages. Each reflection section is accompanied by a geological strip map showing the configuration of the line superimposed on 1:1M geology. The compilation includes a suite of large-scale reflection transects groups of 1,000 km or more that link across major geological provinces, and an extensive bibliography of reports and relevant publications.

Innamincka Talk is the more technical work of the two and is intended for specialists and for interested readers who are willing to put some time and effort into studying the language.Innamincka Words is for readers, especially descendants of the original people of the area, who are interested in the language, but not necessarily interested in its more technical aspects. It is also a necessary resource for users of Innamincka Talk. These volumes document all that could be learnt from the last speakers of the language in the last years of their lives by a linguist who was involved with other languages at the same time. These were people who did not have a full knowledge of the culture of their forebears, but were highly competent, indeed brilliant, in the way they could teach what they knew to the linguist student.

    Beschreibung: "Mount Lamington broke out in violent eruption on 21 January 1951, killing thousands of Orokaiva people, devastating villages and destroying infrastructure. Generations of Orokaiva people had lived on the rich volcanic soils of Mount Lamington, apparently unaware of the deadly volcanic threat that lay dormant beneath them. Also unaware were the Europeans who administered the Territory of Papua and New Guinea at the time of the eruption, and who were uncertain about how to interpret the increasing volcanic unrest on the mountain in the preceding days of the disaster. Roars from the Mountain seeks to address why so many people died at Mount Lamington by examining the large amount of published and unpublished records that are available on the 1951 disaster. The information sources also include the results of interviews with survivors and with people who were part of the relief, recovery and remembrance phases of what can still be regarded as one of Australia’s greatest natural-hazard disasters."

    Beschreibung: The fortieth anniversary of the Strategic and Defence Studies Centre’s founding provided the opportunity to assemble many of Australia’s leading analysts and commentators to review some of the more significant issues that should define Australian defence policy. In the first 20 years after its establishment, SDSC scholars played a prominent role in shaping the ideas and aspirations that eventually found official expression in the 1987 Defence of Australia White Paper. This policy sustained a coherent balance between strategy, force structure and budgets for well over a decade. In recent years, however, the cumulative effects of the end of the Cold War and watershed events like the East Timor experience; the attacks on New York and Washington, D.C., in September 2001; the Bali bombings in October 2002; and the invasion of Iraq in March 2003 have fractured the former consensus on defence policy. These developments have eroded acceptance of the core judgements underpinning defence policy. This has led to a more tenuous connection between some recent major equipment acquisitions and declared policy. The unravelling of the consensus on the ‘defence of Australia’ policy means that we must again undertake a balanced, long-term assessment of the nature of Australia’s strategic interests. Only by doing so can we determine the kinds of armed forces that would contribute most effectively to protecting those interests. The papers collected in this volume are not informed by a common view of where Australia should focus its defence policy, but all address themes that should figure prominently in this difficult but essential task.

    Beschreibung: The global economic downturn that followed the collapse of major US financial institutions is no doubt the most significant crisis of our times. Its effects on corporate and governmental balance sheets have been devastating, as have been its impacts on the employment and well being of tens of millions of citizens. It continues to pose major challenges to national policymakers and institutions around the world. Managing public uncertainty and anxiety is vital in coping with financial crises. This requires not just prompt action but, most of all, persuasive communication by government leaders. At the same time, the very occurrence of such crises raises acute questions about the effectiveness and robustness of current government policies and institutions. With the stakes being so high, defining and interpreting what is going on, how and why it happened, and what ought to be done now become key questions in the political and policy struggles that crises invariably unleash. In this volume, we study how heads of government, finance ministers and national bank governors in eight countries as well as the EU engage in such ‘framing contests’, and how their attempts to interpret the cascading events of the economic downturn were publicly received. Using systematic content analysis of speeches and media coverage, this volume offers a unique comparative assessment of public leadership in times of crisis.

Considering the auspicious symbolism surrounding the fenghuang, it is fitting that on 18 October 2017, President Xi Jinping took to the stage of the Nineteenth Party Congress to proclaim the beginning of a ‘new era’ for Chinese socialism. However, in spite of such ecumenical proclamations, it became immediately evident that not all in China would be welcome to reap the rewards promised by the authorities. Migrant workers, for one, remain disposable. Lawyers, activists and even ordinary citizens who dare to express critical views also hardly find a place in Xi’s brave new world.     Beschreibung: This book is about community activism around HIV/AIDS in Australia. It looks at the role that the gay community played in the social, medical and political response to the virus. Drawing conclusions about the cultural impact of social movements, the author argues that AIDS activism contributed to improving social attitudes towards gay men and lesbians in Australia, while also challenging some entrenched cultural patterns of the Australian medical system, allowing greater scope for non-medical intervention into the domain of health and illness. The book documents an important chapter in the history of public health in Australia and explores how HIV/AIDS came to be a defining issue in the history of gay and lesbian rights in Australia.

    Beschreibung: This monograph presents the results of archaeological research that takes a longitudinal approach to interpreting and understanding Aboriginal–European contact. It focuses on a small but unique area of tropical rainforest in far north Queensland’s Wet Tropics Bioregion, located within the traditional lands of the Jirrbal Aboriginal people on the Evelyn Tableland. The research integrates a diverse range of data sources: archaeological evidence recovered from Aboriginal open sites occupied in the pre- to post-contact periods, historical documents of early ethnographers, settlers and explorers in the region, supplemented with Aboriginal oral history testimony. Analyses of the archaeological evidence excavated from three open sites facilitated the identification of the trajectories of culture change and continuity that this investigation focused on: Aboriginal rainforest material culture and technology, plant subsistence strategies, and rainforest settlement patterns. Analyses of the data sets demonstrate that initial use of the rainforest environment on the Evelyn Tableland occurred during the early Holocene period, with successful adaptation and a change towards more permanent Aboriginal use of the rainforest becoming established in the late Holocene period. European arrival and settlement on traditional Aboriginal land resulted in a period of historical upheaval for the Aboriginal rainforest people. Following an initial period of violent interactions and strong Aboriginal resistance from the rainforest, Jirrbal Aboriginal people continued to adapt and transform their traditional culture to accommodate for the many changes forced upon them throughout the post‑contact period.

    Beschreibung: "Today, increases of so-called ‘low-skilled’ and temporary labour migrations of Pacific Islanders to Australia occur alongside calls for Indigenous people to ‘orbit’ from remote communities in search of employment opportunities. These trends reflect the persistent neoliberalism within contemporary Australia, as well as the effects of structural dynamics within the global agriculture and resource extractive industries. They also unfold within the context of long and troubled histories of Australian colonialism, and of complexes of race, labour and mobility that reverberate through that history and into the present. The contemporary labour of Pacific Islanders in the horticultural industry has sinister historical echoes in the ‘blackbirding’ of South Sea Islanders to work on sugar plantations in New South Wales and Queensland in the late nineteenth and early twentieth centuries, as well as in wider patterns of labour, trade and colonisation across the Pacific region. The antecedents of contemporary Indigenous labour mobility, meanwhile, include forms of unwaged and highly exploitative labouring on government settlements, missions, pastoral stations and in the pearling industry. For both Pacific Islanders and Indigenous people, though, labour mobilities past and present also include agentive and purposeful migrations, reflective of rich cultures and histories of mobility, as well as of forces that compel both movement and immobility. Drawing together historians, anthropologists, sociologists and geographers, this book critically explores experiences of labour mobility by Indigenous peoples and Pacific Islanders, including Māori, within Australia. Locating these new expressions of labour mobility within historical patterns of movement, contributors interrogate the contours and continuities of Australian coloniality in its diverse and interconnected expressions. "

    Beschreibung: "A Long Way to Go: Irregular Migration Patterns, Processes, Drivers and Decision-making presents the findings of a unique migration research program harnessing work of some of the leading international and Australian migration researchers on the challenging and complex topic of irregular maritime migration. The book brings together selected findings of the research program, and in doing so it contributes to the ongoing academic and policy discourses by providing findings from rigorous quantitative, qualitative and mixed methods research to support a better understanding of the dynamics of irregular migration and their potential policy implications. Stemming from the 2012 Expert Panel on Asylum Seekers report, the Irregular Migration Research Program commissioned 26 international research projects involving 17 academic principal researchers, along with private sector specialist researchers, international organisations and policy think tanks. The centrepiece of the research program was a multi-year collaborative partnership between the Department of Immigration and Border Protection and The Australian National University’s Crawford School of Public Policy. Under this partnership, empirical research on international irregular migration was commissioned from migration researchers in Australia, Indonesia, Iran, the Netherlands, Sri Lanka and Switzerland. But unlike the calls to arms at the onset of the world wars, Australia decided to make only carefully calibrated force contributions in support of the US-led coalition campaigns in Afghanistan and Iraq.     Beschreibung: "The Greater China Australia Dialogue on Public Administration has held annual workshops since 2011 on public administration themes of common interest to the People’s Republic of China, Taiwan and Australia. This book presents and discusses a selection of papers developed from the Dialogue’s fifth workshop held in late 2015 hosted by the National Taiwan University in Taipei. The theme, ‘Value for Money’, focused on budget and financial management reforms, including how different nations account for the relative performance of their public sectors. All governments face the challenge of scarce resources requiring budgetary management processes for identifying the resources required by and available to government, and then for allocating them and ensuring their use or deployment represents value for money. Such budgetary and financial management processes need to inform decision-making routinely and protect the integrity of the way public resources are used – with some public accountability to indicate that their uses are properly authorised and reflect the policies of legitimate government leaders. The chapters in this book explore budgeting and financial management in three very different jurisdictions: Australia, the People’s Republic of China and the Republic of China (Taiwan). These activist and at times innovative countries are keen to analyse and reflect upon each other’s policy achievements and patterns of public provision. They are keen to learn more about each other as their economic and social engagement continues to deepen. They are also conscious that fundamental differences exist in terms of economic development and global strategic positioning, and levels and philosophies of political development; to an extent these differences are representative of differences amongst countries around the globe."

    Beschreibung: Following a bloody civil war, peace consolidated slowly and sequentially in Bougainville. That sequence was of both a top-down architecture of credible commitment in a formal peace process and layer upon layer of bottom-up reconciliation. Reconciliation was based on indigenous traditions of peacemaking. It also drew on Christian traditions of reconciliation, on training in restorative justice principles and on innovation in womens’ peacebuilding. Peacekeepers opened safe spaces for reconciliation, but it was locals who shaped and owned the peace. There is much to learn from this distinctively indigenous peace architecture. It is a far cry from the norms of a ‘liberal peace’ or a ‘realist peace’. The authors describe it as a hybrid ‘restorative peace’ in which ‘mothers of the land’ and then male combatants linked arms in creative ways. A danger to Bougainville’s peace is weakness of international commitment to honour the result of a forthcoming independence referendum that is one central plank of the peace deal.

    Beschreibung: The women’s health movement shocked and scandalised when it burst into Australian politics in the early 1970s. It cast the light of day onto taboo subjects such as sexual assault, abortion and domestic violence, provoking outrage and condemnation. Some of the services women created for themselves were subjected to police raids; sex education material was branded ‘indecent’. Moreover, women dared to criticise revered institutions, such as the medical system. Yet for all its perceived radicalism, the movement was part of a much broader and relatively conventional international health reform push, which included the ‘new’ public health movement, the community health centre movement and, in Australia, the Aboriginal health movement, all of which were critical of the way medical systems had been organised during the 20th century. The women who joined the movement came from diverse backgrounds and included immigrant and refugee women, Aboriginal women and Anglo women. Initially, groups worked separately for the most part but as time went on, they found ways to cooperate and collaborate. This book presents an account of the ideas, the diverse and shared efforts and the enduring hard work of women’s health activists, drawn together in one volume for the first time. This relentless activism gradually had an impact on public policy and slowly brought forth major attitudinal changes. The book also identifies the opportunities for health reform that were created along the way, opportunities which deserve to be more fully embraced.

    Beschreibung: The vast shape-shifting continent of Australia enables us to take a long view of history. We consider ways to cross the great divide between the deep past and the present. Australia’s human past is not a short past, so we need to enlarge the scale and scope of history beyond 1788. In ways not so distant, these deeper times happened in the same places where we walk today. Yet, they were not the same places, having different surfaces, ecologies and peoples. Contributors to this volume show how the earth and its past peoples can wake us up to a sense of place as history – as a site of both change and continuity. This book ignites the possibilities of what the spaces and expanses of history might be. Its authors reflect upon the need for appropriate, feasible timescales for history, pointing out some of the obstacles encountered in earlier efforts to slice human time into thematic categories. Time and history are considered from the perspective of physics, archaeology, literature, western and Indigenous philosophy. Ultimately, this collection argues for imaginative new approaches to collaborative histories of deep time that are better suited to the challenges of the Anthropocene. Contributors to this volume, including many leading figures in their respective disciplines, consider history’s temporality, and ask how history might expand to accommodate a chronology of deep time. Long histories that incorporate humanities, science and Indigenous knowledge may produce deeper meanings of the worlds in which we live.

    Beschreibung: Family Experiments explores the forms and undertakings of ‘family’ that prevailed among British professionals who migrated to Australia and New Zealand in the late nineteenth century. Their attempts to establish and define ‘family’ in Australasian, suburban environments reveal how the Victorian theory of ‘separate spheres’ could take a variety of forms in the new world setting. The attitudes and assumptions that shaped these family experiments may be placed on a continuum that extends from John Ruskin’s concept of evangelical motherhood to John Stuart Mill’s rational secularism. Central to their thinking was a belief in the power of education to produce civilised and humane individuals who, as useful citizens, would individually and in concert nurture a better society. Such ideas pushed them to the forefront of colonial liberalism. The pursuit of higher education for their daughters merged with and, in some respects, influenced first-wave colonial feminism. They became the first generation of colonial, middle-class parents to grapple not only with the problem of shaping careers for their sons but also, and more frustratingly, what graduate daughters might do next.

    Beschreibung: The contribution of German ethnography to Australian anthropological scholarship on Aboriginal societies and cultures has been limited, primarily because few people working in the field read German. But it has also been neglected because its humanistic concerns with language, religion and mythology contrasted with the mainstream British social anthropological tradition that prevailed in Australia until the late 1960s. The advent of native title claims, which require drawing on the earliest ethnography for any area, together with an increase in research on rock art of the Kimberley region, has stimulated interest in this German ethnography, as have some recent book translations. Even so, several major bodies of ethnography, such as the 13 volumes on the cultures of northeastern South Australia and the seven volumes on the Aranda of the Alice Springs region, remain inaccessible, along with many ethnographically rich articles and reports in mission archives. In 18 chapters, this book introduces and reviews the significance of this neglected work, much of it by missionaries who first wrote on Australian Aboriginal cultures in the 1840s. Almost all of these German speakers, in particular the missionaries, learnt an Aboriginal language in order to be able to document religious beliefs, mythology and songs as a first step to conversion. As a result, they produced an enormously valuable body of work that will greatly enrich regional ethnographies.

    Beschreibung: While only one book-length memoir recounting the sojourn of an Australian in France was published in the 1990s, well over 40 have been published since 2000, overwhelmingly written by women. Although we might expect a focus on travel, intercultural adjustment and communication in these texts, this is the case only in a minority of accounts. More frequently, France serves as a backdrop to a project of self-renovation in which transplantation to another country is incidental, hence the question ‘What’s France got to do with it?’ The book delves into what France represents in the various narratives, its role in the self-transformation, and the reasons for the seemingly insatiable demand among readers and publishers for these stories. It asks why these memoirs have gained such traction among Australian women at the dawn of the twenty-first century and what is at stake in the fascination with France.

    Beschreibung: Military force projection is the self-reliant capacity to strike from mainland ports, bases and airfields to protect Australia’s sovereignty as well as more distant national interests. Force projection is not just a flex of military muscle in times of emergency or the act of dispatching forces. It is a cycle of force preparation, command, deployment, protection, employment, sustainment, rotation, redeployment and reconstitution. If the Australian Defence Force consistently gets this cycle wrong, then there is something wrong with Australia’s defence. This monograph is a force projection audit of four Australian regional force projections in the late 1980s and the 1990s—valid measures of competence. It concludes that Australia is running out of luck and time. The Rudd Government has commissioned a new Defence White paper. This monograph is Exhibit A for change

It traces the development of social work education and professional social work in the larger, more industrialised societies overseas before the same developments began in Australia in the late 1920s, and it notes the part played by overseas influence in the subsequent 30-odd years. The book concentrates on the development of training bodies and their courses, the spread of qualified social workers into various fields of employment in Australia’s expanding health and welfare services, and the growth of professional associations and their programmes. The author assesses the occupational group in terms of accepted attitudes towards the established professions. He concludes with a discussion of major contemporary issues facing the Australian social work profession.

    Beschreibung: France is a Pacific power, with three territories, a military presence, and extensive investments. Once seen by many as a colonial interloper in the South Pacific, by the early 2000s, after it ended nuclear testing in French Polynesia and negotiated transitional Accords responding to independence demands in New Caledonia, France seems to have become generally accepted as a regional partner, even if its efforts concentrate on its own territories rather than the independent island states. But France’s future in the region has yet to be secured. By 2014 it is to have handed over a set of agreed autonomies to the New Caledonian government, before an independence referendum process begins. Past experience suggests that a final resolution of the status of New Caledonia will be divisive and could lead once again to violent confrontations. In French Polynesia, calls continue for independence and for treatment under UN decolonisation procedures, which France opposes. Other island leaders are watching, so far putting faith in the Noumea Accord, but wary of the final stages. The issues and possible solutions are more complex than the French Pacific island population of 515,000 would suggest. Combining historical background with political and economic analysis, this comprehensive study offers vital insight into the intricate history – and problematic future – of several of Australia’s key neighbours in the Pacific and to the priorities and options of the European country that still rules them. It is aimed at policy-makers, scholars, journalists, businesspeople, and others who want to familiarise themselves with the issues as France’s role in the region is redefined in the years to come.

    Beschreibung: This book offers a new approach to the extraordinary story of Timor-Leste. The Indonesian invasion of the former Portuguese colony in 1975 was widely considered to have permanently crushed the Timorese independence movement. Initial international condemnation of the invasion was quickly replaced by widespread acceptance of Indonesian sovereignty. But inside Timor-Leste various resistance networks maintained their struggle, against all odds. Twenty-four years later, the Timorese were allowed to choose their political future and the new country of Timor-Leste came into being in 2002. This book presents freedom in Timor-Leste as an accomplishment of networked governance, arguing that weak networks are capable of controlling strong tyrannies. Yet, as events in Timor-Leste since independence show, the nodes of networks of freedom can themselves become nodes of tyranny. The authors argue that constant renewal of liberation networks is critical for peace with justice – feminist networks for the liberation of women, preventive diplomacy networks for liberation of victims of war, village development networks, civil society networks. Constant renewal of the separation of powers is also necessary. A case is made for a different way of seeing the separation of powers as constitutive of the republican ideal of freedom as non-domination. The book is also a critique of realism as a theory of international affairs and of the limits of reforming tyranny through the centralised agency of a state sovereign. Reversal of Indonesia’s 1975 invasion of Timor-Leste was an implausible accomplishment. Among the things that achieved it was principled engagement with Indonesia and its democracy movement by the Timor resistance. Unprincipled engagement by Australia and the United States in particular allowed the 1975 invasion to occur. The book argues that when the international community regulates tyranny responsively, with principled engagement, there is hope for a domestic politics of nonviolent transformation for freedom and justice.     Beschreibung: The Thai—Yunnan Project is proud to present this English-language version of Professor Yos Santasombat’s fascinating ethnography of the Tai in Daikong, southwestern China. It represents a significant contribution to the ethnographic record of the Tai peoples. The village of Lak Chang is located close to the edge of the Tai world and is increasingly embraced by Chinese influence. Professor Yos skilfully weaves ethnographic and historical writing to chart the course of Lak Chang’s incorporation into the modern Chinese state.     Beschreibung: The main theme of this volume is a discussion of the ways in which legal mechanisms, such as the Land Groups Incorporation Act (1974) in PNG, and the Native Title Act (1993) in Australia, do not, as they purport, serve merely to identify and register already-existing customary indigenous landowning groups in these countries. Because the legislation is an integral part of the way in which indigenous people are defined and managed in relation to the State, it serves to elicit particular responses in landowner organisation and self-identification on the part of indigenous people. These pieces of legislation actively contour the progressive evolution of landowner social, territorial and political organisation at all levels in these nation states. The contributors to this volume provide in-depth anthropological case studies of social structural and cultural transformations engendered by the confrontation between states, developers and indigenous communities over rights to customarily owned land.

    Beschreibung: By 2000, a ruthless military regime had ruled Myanmar for more than a decade, polarising opinion inside and outside Burma/Myanmar — with Western countries locked into non-UN sanctions and Asian countries and the rest of the world locked into unenthusiastic cooperation with Myanmar. While the United Nations and its agencies faced numerous obstacles as they sought to encourage national reconciliation in Myanmar, conditions in Myanmar were slowly starting to change. With a reform faction in charge, the military regime itself after 1999 slowly began experimenting with modest changes, before committing in 2008 to transfer power via a constitutional referendum and national elections, both of which it effectively controlled.     Beschreibung: The study of the quest for the good life and the morality and value it presupposes is not new. To the contrary, this is an ancient issue; its intellectual history can be traced back to Aristotle. In anthropology, the study of morality and value has always been a central concern, despite the claim of some scholars that the recent upsurge of interest in these issues is new. What is novel is how scholars in many disciplines are posing the value question in new ways. The global economic alignments of the present pose many political, moral and theoretical questions, but the central issue the essays in this collection address is: how do relatively poor people of the Australia–Pacific region survive in current precarious times? In looking to answer this question, contributors directly engage the values and concepts of their interlocutors. At a time when understanding local implications of global processes is taking on new urgency, these essays bring finely honed anthropological perspectives to matters of universal human concern—they offer radical empirical critique based on intensive fieldwork that will be of great interest to those seeking to comprehend the bigger picture.

    Beschreibung: Dreamtime Superhighway presents a thorough and original contextualization of the rock art and archaeology of the Sydney Basin. By combining excavation results with rock art analysis it demonstrates that a true archaeology of rock art can provide insights into rock art image-making in people’s social and cultural lives. Based on a PhD dissertation, this monograph is a significantly revised and updated study which draws forcefully on rich and new data from extensive recent research—much of it by McDonald herself. McDonald has developed a model that suggests that visual culture—such as rock artmaking and its images and forms—could be understood as a system of communication, as a way of signaling group identifying behaviour. For the archaeologist of art, the anthropologist of art and those of us who try to think about past worlds… this monograph is a must read.

    Beschreibung: The years 1921–57 marked a period of immense upheaval for Australia as the nation navigated economic crises, the threat of aggressive Japanese expansion and shifting power distributions with the world transitioning from British leadership to that of the US. This book offers a reassessment of Australia's foreign policy origins and maturation during these tumultuous years. Successive Australian governments carefully observed these global and regional forces. The policy that developed in response was an integrated one—that is, one that sought to balance Australia's particular geopolitical circumstances with great power relationships and, in assessing the value of these relationships, ensure that the nation’s trade, security and diplomatic interests were served. Amid the economic and strategic uncertainty of the interwar years, the Australian government acknowledged the shifting power distributions in the global and Asia-Pacific orders and that neither the policies of Britain nor the US completely served the national interest. The nation, accordingly, sought to intervene within the policies of the great powers to ensure its particular interests were secured. This geopolitically informed, interventionist approach, which had its genesis in the 1930s, is traced throughout the 1940s and 1950s, highlighting Australia’s gradual and uneven transition from the British world order to that of the US and the frank assessments made about which relationship best served Australia’s interests. The Genesis of a Policy identifies a comprehensive and pragmatic approach—albeit not always effectively executed—in Australian foreign policy tradition that has not been previously examined.

    Beschreibung: Earle Christmas Grafton Page (1880–1961) – surgeon, Country Party leader, treasurer and prime minister – was perhaps the most extraordinary visionary to hold high public office in twentieth-century Australia. Over decades, he made determined efforts to seize 'the psychological moment', and thereby realise his vision of a decentralised, regionalised and rationally ordered nation. Page’s unique dreaming of a very different Australia encompassed new states, hydroelectricity, economic planning, cooperative federalism and rural universities. His story casts light on the wider place in history of visions of national development. He was Australia’s most important advocate of developmentalism, the important yet little-studied stream of thought that assumes that governments can lead the nation to realise its economic potential. His audacious synthesis of ideas delineated and stretched the Australian political imagination. Page’s rich career confirms that Australia has long inspired popular ideals of national development, but also suggests that their practical implementation was increasingly challenged during the twentieth century. Effervescent, intelligent and somewhat eccentric, Page was one of Australia’s great optimists. Few Australian leaders who stood for so much have since been so neglected.

Australia and the EU are entering a new phase in the bilateral relationship, and the push towards a potential trade agreement has been steadily gaining momentum. This collection brings together diverse and deeply practical contributions to the forthcoming policy debate on the Australia–EU Free Trade Agreement (FTA), highlighting potential points of difficulty and possible gains from the agreement.     Beschreibung: This book explores Australia’s prospective cyber-warfare requirements and challenges. It describes the current state of planning and thinking within the Australian Defence Force with respect to Network Centric Warfare, and discusses the vulnerabilities that accompany the use by Defence of the National Information Infrastructure (NII), as well as Defence’s responsibility for the protection of the NII. It notes the multitude of agencies concerned in various ways with information security, and argues that mechanisms are required to enhance coordination between them. It also argues that Australia has been laggard with respect to the development of offensive cyber-warfare plans and capabilities. Finally, it proposes the establishment of an Australian Cyber-warfare Centre responsible for the planning and conduct of both the defensive and offensive dimensions of cyber-warfare, for developing doctrine and operational concepts, and for identifying new capability requirements. It argues that the matter is urgent in order to ensure that Australia will have the necessary capabilities for conducting technically and strategically sophisticated cyber-warfare activities by the 2020s. The Foreword has been contributed by Professor Kim C. Beazley, former Minister for Defence (1984–90), who describes it as ‘a timely book which transcends old debates on priorities for the defence of Australia or forward commitments, [and] debates about globalism and regionalism’, and as ‘an invaluable compendium’ to the current process of refining the strategic guidance for Australia’s future defence policies and capabilities.

    Beschreibung: This book presents inter-disciplinary perspectives on the maritime journeys of the Macassan trepangers who sailed in fleets of wooden sailing vessels known as praus from the port city of Makassar in southern Sulawesi to the northern Australian coastline. These voyages date back to at least the 1700s and there is new evidence to suggest that the Macassan praus were visiting northern Australia even earlier. This book examines the Macassan journeys to and from Australia, their encounters with Indigenous communities in the north, as well as the ongoing social and cultural impact of these connections, both in Indonesia and Australia.

    Beschreibung: Australia has a proud history of being an international leader in electoral administration, and Australian electoral commissions continue to have a professional, non-partisan approach to the management of elections. Yet their independence is constrained by the electoral laws they need to administer, and parliamentary committees charged with the oversight of the conduct of elections do so with a clear partisan bias. Elections are all about winners, but who decides who the winners will be? Voters definitely have a big say, but it is the electoral system that determines how votes translate into seats in parliament. Any changes to the electoral system require the support of those in power, and it is important to question who benefits from electoral reforms. It is not surprising that partisanship plays a role and that governing parties usually benefit, although that is not always the case. This book assesses Australian electoral reforms of the past 30 years using personal interview data and parliamentary debates, to provide a picture of the reform process as well as the outcomes. These issues, such as who gets to vote, the use of postal voting, party registration and vote weighting, have a profound impact on who wins elections. The book also examines Australia’s electoral administration, testing for professionalism, independence and integrity.

    Beschreibung: This volume seeks to contribute to the body of anthropological and historical studies of Indigenous participation in the Australian colonial and post colonial economy. It arises out of a panel on this topic at the annual conference of the Australian Anthropological Society, held jointly with the British and New Zealand anthropological associations in Auckland in December 2008. The panel was organised in conjunction with an Australian Research Council (ARC) Linkage Grant project on Indigenous participation in Australian economies involving the National Museum of Australia as the partner organisation and the School of Archaeology and Anthropology at The Australian National University. The chapters of the volume bring new theoretical analyses and empirical data to bear on a continuing discussion about the variety of ways in which Indigenous people in Australia have been engaged in the colonial and post-colonial economy. Contributions cover settler capitalism, concepts of property on the frontier, Torres Strait Islanders in the mainland economy, the pastoral industry in the Kimberley, doggers in the Western Desert, bean and pea picking on the South Coast of New South Wales, attitudes to employment in general in western New South Wales, relations of Aboriginal people to mining in the Pilbara, and relations with the uranium mine and Kakadu National Park in the Top End. The chapters also contribute to discussions about theoretical and analytical frameworks relevant to these kinds of contexts and bring critical perspectives to bear on current issues of development.

    Beschreibung: ‘The Ayes Have It’ is a fascinating account of the Queensland Parliament during three decades of high-drama politics. It examines in detail the Queensland Parliament from the days of the ‘Labor split’ in the 1950s, through the conservative governments of Frank Nicklin, John Bjelke- Petersen and Mike Ahern, to the fall of the Nationals government led briefly by Russell Cooper in December 1989. The volume traces the rough and tumble of parliamentary politics in the frontier state. The authors focus on parliament as a political forum, on the representatives and personalities that made up the institution over this period, on the priorities and political agendas that were pursued, and the increasingly contentious practices used to control parliamentary proceedings. Throughout the entire history are woven other controversies that repeatedly recur – controversies over state economic development, the provision of government services, industrial disputation and government reactions, electoral zoning and disputes over malapportionment, the impost of taxation in the ‘low tax state’, encroachments on civil liberties and political protests, the perennial topic of censorship, as well as the emerging issues of integrity, concerns about conflicts of interest and the slide towards corruption. There are fights with the federal government – especially with the Whitlam government – and internal fights within the governing coalition which eventually leads to its collapse in 1983, after which the Nationals manage to govern alone for two very tumultuous terms. On the non-government side, the bitterness of the 1950s split was reflected in the early parliaments of this period, and while the Australian Labor Party eventually saw off its rivalrous off-shoot (the QLP-DLP) it then began to implode through waves of internal factional discord.

    Beschreibung: A popular fascination with fame and stardom has existed in Western culture since the late eighteenth century; a fascination that, in the twenty‑first century, reaches into almost every facet of public life. The pervasive nature of stardom in modern society demands study from the perspectives of a range of distinct but thematically connected disciplines. The exploration of intersections between broader considerations of stardom and the discourses of popular music studies is the genesis for this volume. The chapters collected here demonstrate the variety of work currently being undertaken in stardom studies by scholars in Australia. The contributions range from biographical considerations of the stars of popular music, contributions to critical discourses of stardom in the industry more broadly, and the various ways in which the use of astronomical metaphors, in both cultural commentary and academic discourse, demonstrate notions of stardom firmly embedded in popular music thought. Not only do these chapters represent a range of perspectives on popular music, stars and stardom, they provide eloquent and innovative contributions to the developing discourse on stardom in popular music.
