    Description: Agency, Security and Governance of Small States examines what seems to be a defining paradox of Small-State Studies: the simultaneous coexistence (and possible co-dependence) of vulnerability and opportunity related to small-state size. This book analyses small states within the framework of this apparent paradox. Traditionally, Small-State Studies has focused on three guiding questions: what constitutes a ‘small state’? What explains small-state influence in global affairs? Are small states truly vulnerable to security threats given the expansion of multilateralism and regionalism throughout the world? This book contends that new questions should be asked which recognise the important shifts in twenty-first century security paradigms, to better understand how some states deploy their smallness as a resource for agency in supranational contexts. By varying historical, geographical, security, and governance contexts, the book embraces a most-different-cases approach. The historical perspective is often neglected in Small-State Studies but contributes to understanding how small states have often, over time, transformed perceived insecurity into agency. By focusing on different world regions, the authors enable the comparative analysis of collective actions, and the creation and implementation of institutions for ‘common sense purposes’ within a geographical region. Of particular contemporary importance, the book includes contributions which contend with hard-security issues alongside other soft-security challenges. The comparison of case studies confirms that hard-security vulnerability and soft-security opportunities seem to be two sides of the same coin, which reinforces the book’s focus on small-state paradoxes, and raises the question of whether smallness can be considered the defining characteristic of governance in these countries. This book will have a broad appeal because of the different world regions it analyses. It will be of interest to postgraduate students, scholars, and researchers of international relations, security, sustainability, governance, development, and political economy, as well as Small-State Studies.

The headscarf has been both vehemently contested by national and/or regional governments, political parties and public intellectuals and passionately defended by veil wearing women and their supporters. Systematically applying a comparative perspective, this book addresses the question of why the headscarf tantalises and causes such controversy over issues about religious pluralism, secularism, neutrality of the state, gender oppression, citizenship, migration, and multiculturalism. Seeking also to establish why the issue has become part of the disciplinary practices of some European countries but not of others, this work brings together an important collection of interpretative research regarding the current debates on the veil in Europe, offering an interdisciplinary scope and European-wide setting. Brought together through a common research methodology, the contributors focus on the different religious, political and cultural meanings of the veiling issue across eight countries and develop a comparative explanation of veiling regimes. Extending and modifying a well-established conceptual framework for comparative capitalism rooted in new institutional economics and economic sociology, it offers a better explanation for transition-specific and path-dependent factors inherent to systemic transformation.     Chapter 8 The Role of Constitutional Judges in Protecting Territorial Self- Government (2022)

    Description: This chapter seeks to explore to what degree judges have used their key role regarding the distribution of powers in order to protect the territorial self-government of subnational entities in federal systems, especially if they are characterized by the presence of national minorities. This question gains particular salience from the insight that the role of courts is often ambivalent, as they may in fact contribute to both “making” federalism and “unmaking” it. The chapter starts with a clarification of key concepts and a justification of the selection of federal systems that it draws evidence from. This selection is based on two criteria: first, the existence of a constitutional court entrusted with the ultimate interpretation of the country’s constitution and, secondly, the employment of federalism as a tool to ensure the territorial self-government of one or more national minorities. The chapter then goes on to analyze from a comparative perspective to what degree judges have protected territorial self-government in four countries, namely Canada, India, Belgium and Spain. It does so with a focus on the distribution of powers and thereby covers jurisprudence on three of the most important dimensions of how responsibilities are allocated. These dimensions are exclusive subnational powers, concurrent powers and the suspension of subnational powers under provisions of emergency rule, all of which are litmus tests for the judicial protection of self-government. On this basis, the chapter’s comparative conclusions point out that judges in each of the four countries have strongly protected territorial self-government in some of the three analyzed dimensions of the distribution of powers and less so in others, thus confirming the importance of a differentiated and in-depth approach. They also discuss whether a change from the traditional role of judges as federal arbiters enforcing the constitution to a new role as active facilitators of conflict management can be useful for guaranteeing that interests of subnational entities are respected.

Yet their independence is constrained by the electoral laws they need to administer, and parliamentary committees charged with the oversight of the conduct of elections do so with a clear partisan bias. Elections are all about winners, but who decides who the winners will be? Voters definitely have a big say, but it is the electoral system that determines how votes translate into seats in parliament. Any changes to the electoral system require the support of those in power, and it is important to question who benefits from electoral reforms. It is not surprising that partisanship plays a role and that governing parties usually benefit, although that is not always the case. This book assesses Australian electoral reforms of the past 30 years using personal interview data and parliamentary debates, to provide a picture of the reform process as well as the outcomes. These issues, such as who gets to vote, the use of postal voting, party registration and vote weighting, have a profound impact on who wins elections.     Description: ‘The Ayes Have It’ is a fascinating account of the Queensland Parliament during three decades of high-drama politics. It examines in detail the Queensland Parliament from the days of the ‘Labor split’ in the 1950s, through the conservative governments of Frank Nicklin, John Bjelke- Petersen and Mike Ahern, to the fall of the Nationals government led briefly by Russell Cooper in December 1989. The volume traces the rough and tumble of parliamentary politics in the frontier state. The authors focus on parliament as a political forum, on the representatives and personalities that made up the institution over this period, on the priorities and political agendas that were pursued, and the increasingly contentious practices used to control parliamentary proceedings. Throughout the entire history are woven other controversies that repeatedly recur – controversies over state economic development, the provision of government services, industrial disputation and government reactions, electoral zoning and disputes over malapportionment, the impost of taxation in the ‘low tax state’, encroachments on civil liberties and political protests, the perennial topic of censorship, as well as the emerging issues of integrity, concerns about conflicts of interest and the slide towards corruption. There are fights with the federal government – especially with the Whitlam government – and internal fights within the governing coalition which eventually leads to its collapse in 1983, after which the Nationals manage to govern alone for two very tumultuous terms. On the non-government side, the bitterness of the 1950s split was reflected in the early parliaments of this period, and while the Australian Labor Party eventually saw off its rivalrous off-shoot (the QLP-DLP) it then began to implode through waves of internal factional discord.

    Description: East Timor’s violent transition to independence, which began early in 1999, presented the Australian Government with a significant foreign policy crisis. This crisis was not sudden, totally unexpected or ultimately threatening to Australia’s survival. But the crisis consumed the attention of Australian leaders, saw significant national and international resources employed, and led to the largest operational deployment for the Australian Defence Force since the Vietnam War. In this major study, David Connery examines how the Australian Government—at the political and bureaucratic levels—developed and managed national security policy in the face of this crisis. The events, and the policymaking processes that both led and followed, are reconstructed using sixty interviews with key participants. This study identifies certain characteristics of crisis policymaking in Australia that include a dominant executive, secrecy, external actors and complexity.

This book provides an in-depth analysis of Ethiopia’s parliament, a country of key political and strategic importance to the whole region. In 1931, Ethiopia’s monarchical government introduced a system of parliamentary democracy with seemingly contradictory objectives; it wanted to legitimize its rule in a changing world, and also needed to provide a respectable retirement vocation (as senators and deputies) to sections of the aristocracy it ousted from power. This paradox of recognizing the parliament as essential to modern governance yet deliberately seeking weak institutions that are unable or unwilling to challenge those in power continues to haunt the parliament to this day. Ethiopia continues to struggle to maintain political stability, and the separation of power between government and parliament and a system of checks and balances are yet to substantially flourish. Drawing on extensive original data gathered from interviews and surveys, this book investigates the legal and practical status of federal representative institutions in Ethiopia from 1931 up to and including 2021. It delves into the rules and routines of parliament, its contextually and historically grounded culture of representation, and the techniques of manoeuvring executive bureaucracies. The book also aims to understand the extent of civil dis/engagement and the perceptions and role of citizens in shaping parliament, and how the mandates and functions of individual MPs are also determined by cultural and socio-economic factors such as gender, population, inequality and conflict. This book’s in-depth and original analysis will be of interest to researchers across African studies, politics, development, and governance.

    Description: The Right-Wing Critique of Europe analyses the opposition to the European Union from a variety of right-wing organisations in Western, Central and Eastern Europe. In recent years, opposition to the processes of globalisation and the programme of closer European integration, understood as a threat to the sovereignty of individual member states, has led to an intensification of Eurosceptic sentiments on the Old Continent. The results of the European parliamentary elections in 2014 and 2019, the Brexit referendum and electoral results in different European countries are all testament to the considerable growth of radical populist-nationalist and conservative-sovereignist movements and parties. The common idea that binds these groups, both in Western Europe and in Central and Eastern Europe, is a hostile attitude towards the idea of (an ever-more integrated) united Europe. These parties reject not only the project of building a European federation, but also the current model of the European Union and the values underlying its attitudes. They are united by their criticism of EU policies, in particular those concerning security, emigration, multiculturalism, gender equality and the rights of minorities, as well as economic liberalism and the common currency. However, this criticism manifests itself with varying degrees of intensity, and not all parties fit the classic definition of Euroscepticism but instead represent its mild form, Eurorealism. The authors bring together reflections on the organic and complex critique of the European Union, its policies and cultural and ideological character. The book provides a comparative analysis of this criticism at the transnational level. This book will be of interest to researchers of European politics, the radical right and Euroscepticism.

    Description: His admirers said he was a charismatic leader with a dazzling smile, a commoner following an ancient tradition of warrior service on behalf of an indigenous people who feared marginalisation at the hands of ungrateful immigrants. One tourist pleaded with him to stage a coup in her backyard; in private parties around the capital, Suva, infatuated women whispered ‘coup me baby’ in his presence. It was so easy to overlook the enormity of what he had done in planning and implementing Fiji’s first military coup, to be seduced by celebrity, captivated by the excitement of the moment, and plead its inevitability as the final eruption of long-simmering indigenous discontent. A generation would pass before the consequences of the actions of Fiji’s strongman of 1987, Sitiveni Rabuka, would be fully appreciated but, by then, the die had been well and truly cast. The major general did not live happily ever after. No nirvana followed the assertion of indigenous rights. If anything, misadventure became his country’s most enduring contemporary trait. This is Fiji’s very human story.

    Description: Hitler’s seizure of power on 30 January 1933 provided an urgent impetus to stage transnational anti-fascist conferences and rallies on a global scale. One of the first, but almost completely overlooked major conferences was organised in Copenhagen in April 1933 in the form of a Scandinavian Anti-Fascist Conference. The chapter will use the event as a prism to look backwards at anti-fascist activism in the Nordic countries during the preceding years and follow its transformation process in its immediate aftermath. What form did these largely overlooked anti-fascist articulations and manifestations take, and how were they connected to the rising transnational and global anti-fascist mobilisation coordinated in Paris and London? The chapter shows that the establishment of the Third Reich, on the one hand, vitalised anti-fascism in Scandinavia but that it paradoxically, on the other, further sharpened the communist critique of reformist social democracy and empowered social democratic anti-communism. Moreover, small neutral states, especially with social democratic governments, were confronted with an acute dilemma as the German foreign office made it clear that sharp critique of Nazi Germany and Hitler in the Nordic press and social movements had to be limited in order to maintain good bilateral relations.

    Description: This chapter investigates and unravels the extent and drivers of Turkey’s external differentiated integration with the EU in the field of border management. While Turkey’s EU accession negotiations remain in a state of coma, there is a continuing need for policy convergence and alignment in areas of common interest such as migration governance. With a view to combat irregular migration, the EU has placed the export of its border management norms and rules at the center of its dialogue with Turkey. Thus, EU–Turkey relations in the field of border management represent an appealing case to study policy convergence between the EU and Turkey outside the accession scheme and examine the ever-evolving phenomena of external differentiated integration from both policy-centered and theory-directed angles. The chapter first conceptualizes external differentiated integration and introduces the five explanatory factors that have been recurrently used by the literature to explain the variance in (external) differentiation: politicization, extent of mutual interdependence, asymmetry of interdependence, incentives, and domestic conditions. It then critically assesses the effect of these prevailing drivers of differentiation on the three central issue areas concerning EU–Turkey dialogue on border regime: the implementation of the Integrated Border Management (IBM), Turkey’s operational cooperation with FRONTEX, and the March 2016 EU–Turkey Statement.

    Description: This contribution develops process tracing (PT) as a method for Foreign Policy Analysis (FPA). It explains what it takes to conduct PT, trace a mechanism, and draw conclusions on that basis. Importantly, I lay out an analyticist approach to PT that is amendable to more actor-centered and interpretivist studies. This approach treats mechanisms as akin to Weberian ideal types: abstract constructs that are adduced from multiple concrete, contextually embedded, and largely idiosyncratic instantiations. This creates space for agency and contingency and allows us to a) study how a mechanism or concatenation of mechanisms led to a particular outcome; b) assess how the mechanism(s) functioned in a given context; and c) abstract from the specific instantiation(s) more general propositions about foreign policy making. In an empirical example of state employment of Private Military and Security Contractors, drawing on interpretivist and narrative-based understandings of FPA, I illustrate what this means in practice.

    Description: Combining data from nearly 100 interviews with national parliamentarians from ten Asian countries, the contributors to this book analyze and evaluate the advancement of gender equality in Asia. As of the year 2022, no country in Asia has gender parity in its parliament. Meanwhile, the proportion of national-level women parliamentarians in Asia averages a mere 20%. What is more important than simple descriptive representation, however, is whether outcomes for women are improving. However, the communitarisation of asylum policies by the EU has not met its main targets, despite the installation of the Common European Asylum System (CEAS) and several attempts to implement and improve these regulations and directives by means of legislative reforms, political programmes and administrative initiatives. Today, we are still far from a European-wide asylum regime that implements harmonised procedures, and grants equivalent protection titles across all Member States (Council of the European Union, 2016a). National asylum systems and recognition rates continue to differ widely within the EU (AIDA, 2017; EASO, 2017a).

    Description: Luxembourg is a prototypical small state and the only remaining example of over a two dozen of grand duchies in history. In this chapter the focus is laid on persistency and change of governance in security affairs, that is, the question of how a Luxembourg political entity overcame a variety of challenges of the (European) security environment until 1940. Indeed, to comprehend the ‘survival’ of the Grand Duchy in face of the vicissitudes of the military-political setting since the princedom’s creation by the Treaty of Vienna (1815), one needs to deploy the full array of the Small-State theory debate in security policy and in the politics of international relations: bandwagoning, balancing, freeriding, hedging, shelter-seeking.     Description: Through a series of studies, the overarching aim of this book is to investigate if and how the digitalization/digital transformation process affects various welfare services provided by the public sector, and the ensuing implications thereof. Ultimately, this book seeks to understand if it is conceivable for digital advancement to result in the creation of private/non-governmental alternatives to welfare services, possibly in a manner that transcends national boundaries. This study also investigates the possible ramifications of technological development for the public sector and the Western welfare society at large. This book takes its point of departure from the 2016 Organization for Economic Co-operation and Development (OECD) report that targets specific public service areas in which government needs to adopt new strategies not to fall behind. Specifically, this report emphasizes the focus on digitalization of health care/social care, education, and protection services, including the use of assistive technologies referred to as "digital welfare." Hence, this book explores the factors potentially leading to whether state actors could be overrun by other non-governmental actors, disrupting the current status quo of welfare services. The book seeks to provide an innovative, enriching, and controversial take on society at large and how various aspects of the public sector can be, and are, affected by the ongoing digitalization process in a way that is not covered by extant literature on the market. This book takes its point of departure in Sweden given the fact that Sweden is one of the most digitalized countries in Europe, according to the Digital Economy and Society Index (DESI), making it a pertinent research case. However, as digitalization transcends national borders, large parts of the subject matter take on an international angle. This includes cases from several other countries around Europe as well as the United States.

    Description: Capital Redefined presents a unique perspective on the nature of “capital,” departing from the prevailing reductionist accounts. Hosseini and Gills offer an expanded perspective on Marxian value theory by addressing its main limitations and building their own integrative value theory. They argue that the current understanding of “value” must be re-examined and liberated from its subservient ties to capital while acknowledging the ways in which capital appropriates value. This is achieved by differentiating between “fetish value” created by capital and “true value” generated through various commons-based forms of coexistence. The authors propose a defetishization of value by rejecting the commonly accepted idea of its objectivity. They introduce their “commonist value theory,” which redefines capital as both the product and process of perverting the fundamental commoning causes of true value into sources of fetish value. Capital is theorized through a “modular” framework, where multiple intersecting processes constitute a comprehensive power structure, a “value regime,” representing an unprecedented degree of the domination of capital over life. Their theory reconciles two apparently incompatible views on the notion of value. One view encompasses all inputs involved in capitalist value production and conflates intrinsic and commodity values. The other warns against this conflation as it treats capital as an entity tightly associated only with commodity production and wage labor. The authors believe that establishing alternative forms of value creation based on normative principles of living in commons is crucial as an analytical base for criticizing existing power structures and economic systems. The book offers a theoretical foundation for transforming our life worlds toward “post-capitalist” futures. It appeals to scholars and students in various fields, such as political economy, capitalism, and post-capitalist studies, economic and political sociology, globalization, development studies, social ecology, and ecological philosophy.

    Description: The Southern Highlands is one of Papua New Guinea’s most resource-rich provinces, but for a number of years the province has been riven by conflict. Longstanding inter-group rivalries, briefly set aside during the colonial period, have been compounded by competition for the benefits provided by the modern state and by fighting over the distribution of returns from the several big mining and petroleum projects located within the province or impinging upon it. Deaths from the various conflicts over the past decade number in the hundreds. As a result of inter-group fighting, criminal activity and vandalism, a number of businesses have withdrawn from the province. Roadblocks and ambushes have made travel dangerous in many parts and expatriate missionaries and aid workers have left. Many public servants have abandoned their posts with the result that state services are not provided. Corruption is rife. Police are often reluctant to act because they are outnumbered and outgunned. This volume brings together a number of authors with deep experience of the Southern Highlands to examine the underlying dynamics of resource development and conflict in the province. Its primary purpose is to provide some background to recent events, but the authors also explore possible approaches to limiting the human and economic costs of the ongoing conflict and breakdown of governance.

    Description: This chapter shows that while the UN development system (UNDS) has benefited from a strong increase in resources over recent years, it suffers from the reliance on a small number of contributing countries and a disproportionate earmarking of funds. While softer forms of such tied funding can be credited with fostering coherence, efficiency, and innovation in the UN’s country-level work, tightly earmarked project funding has substantial, and not yet fully recognized negative implications for the development effectiveness and multilateral functions of the UNDS. Efforts to contain the rise of earmarked funding (which is driven both by political interests of member states and the desire to financially grow UN organizations) and broaden the base of contributors, have so far been ineffective. The UN Funding Compact presents the first systemic answer that brings together member states and UN development organizations. It remains to be seen whether it can slow down harmful funding practices and equip the UNDS with the resources required so that it can act as a catalyst for implementing the 2030 Agenda.

    Description: The main theme of this volume is a discussion of the ways in which legal mechanisms, such as the Land Groups Incorporation Act (1974) in PNG, and the Native Title Act (1993) in Australia, do not, as they purport, serve merely to identify and register already-existing customary indigenous landowning groups in these countries. Because the legislation is an integral part of the way in which indigenous people are defined and managed in relation to the State, it serves to elicit particular responses in landowner organisation and self-identification on the part of indigenous people. These pieces of legislation actively contour the progressive evolution of landowner social, territorial and political organisation at all levels in these nation states. The contributors to this volume provide in-depth anthropological case studies of social structural and cultural transformations engendered by the confrontation between states, developers and indigenous communities over rights to customarily owned land.

    Description: It is gradually being recognised by both Indigenous and non-Indigenous Australians that getting contemporary Indigenous governance right is fundamental to improving Indigenous well-being and generating sustained socioeconomic development. This collection of papers examines the dilemmas and challenges involved in the Indigenous struggle for the development and recognition of systems of governance that they recognise as both legitimate and effective. The authors highlight the nature of the contestation and negotiation between Australian governments, their agents, and Indigenous groups over the appropriateness of different governance processes, values and practices, and over the application of related policy, institutional and funding frameworks within Indigenous affairs. The long-term, comparative study reported in this monograph has been national in coverage, and community and regional in focus. It has pulled together a multidisciplinary team to work with partner communities and organisations to investigate Indigenous governance arrangements–the processes, structures, scales, institutions, leadership, powers, capacities, and cultural foundations–across rural, remote and urban settings. This ethnographic case study research demonstrates that Indigenous and non-Indigenous governance systems are intercultural in respect to issues of power, authority, institutions and relationships. It documents the intended and unintended consequences–beneficial and negative–arising for both Indigenous and non-Indigenous Australians from the realities of contested governance. The findings suggest that the facilitation of effective, legitimate governance should be a policy, funding and institutional imperative for all Australian governments. This research was conducted under an Australian Research Council Linkage Project, with Reconciliation Australia as Industry Partner.

    Description: Authoritarian Populism and Bovine Political Economy in Modi’s India analyses how the twin forces of Hindu nationalism and neoliberalism unfold in India’s bovine economy, revealing their often-devastating material and economic impact on the country’s poor. This book is a rare, in-depth study of India’s bovine economy under Narendra Modi’s authoritarian populism. This is an economy that throws up a central paradox: On the one hand, an entrenched and aggressive Hindu nationalist politics is engaged in violently protecting the cow, disciplining those who do not sufficiently respect and revere it; on the other hand, India houses and continuously promotes one of the world’s largest corporate-controlled beef export economies that depends on the slaughter of millions of bovines every year. The book offers an original analysis of this scenario to show how Modi’s authoritarian populist regime has worked to reconcile the two by simultaneously promoting a virulent Hindu nationalism that seeks to turn India into a Hindu state, while also pushing neoliberal economic policies favouring corporate capital and elite class interests within and beyond the bovine economy. The book brings out the adverse impacts of these political-economic processes on the lives and livelihoods of millions of poor Indians in countryside and city. In addition, it identifies emerging weaknesses in Modi’s authoritarian populism, highlighting the potential for progressive counter-mobilisation. It will be of interest to scholars in the fields of development studies, South Asia studies, critical agrarian studies, as well as scholars with a general interest in political economy, contemporary authoritarian populism, and social movements.

    Description: There are growing connections between the IR constructivist focus on norms and norm contestation and Foreign Policy Analysis (FPA). FPA has long had a focus on agency within the state, particularly individual and group-based decision-making. Early constructivist work, by contrast, tended to prioritize agency outside of the state – focusing on norm entrepreneurs and transnational advocacy– and then the state itself in the norm institutionalization process. This led to critiques from FPA scholars that it dismissed human agency. Norms research, however, has evolved. It has moved away from an ontologisation of norms – which focused on structural effects rather than on their socially constructed quality – to examine the importance of norm contestations, practices whereby a diversity of societal agents working across the international/domestic divide seek to contest norm meaning. This leads to a focus on how norms are implemented at the domestic level and creates a closer engagement between constructivism and FPA.

    Description: Of the many challenges in public sector management, few are as complex as the management of whistleblowing. Because it can lead to the discovery and rectification of wrongdoing, public interest whistleblowing is widely acknowledged as being positive for organisations and for society at large. However, the conflicts and reprisal risks often associated with whistleblowing also support a widespread belief that every whistleblower is destined to suffer, and nothing can be done to protect them from reprisals. Even if they did it once, sensible employees are often seen as unlikely to ever blow the whistle a second time around. The extensive research in this book reveals a more complex and, fortunately, more positive picture. The product of one of the world’s most comprehensive research projects on whistleblowing, evidence from over 8,000 public servants in over 100 federal, state and local government agencies shows that whistleblowers can and do survive, and that often their role is highly valued. Public sector managers face significant challenges in better managing and protecting whistleblowers. There is great variation between the many public agencies making the effort, and the many agencies where the outcomes — for managers and whistleblowers alike — are still likely to be grim. This book is compulsory reading for all public sector managers who wish to turn this negative trend around, and for anyone interested in public accountability generally.

    Description: The European Union interest group population is often characterised as being biased towards business and detached from its constituency base. Many scholars attribute this to institutional factors unique to the EU. Yet, assessing whether or not the EU is indeed unique in this regard requires a comparative research design. We compare the EU interest group population with those in four member states: France, Great Britain, Germany and the Netherlands. We diff erentiate system, policy domain and organisational factors and examine their eff ects on interest group diversity. Our results show that the EU interest system is not more biased towards the representation of business interests than the other systems. Moreover, EU interest organisations are not more detached from their constituents than those in the studied countries. Everywhere, business interest associations seem to be better capable of representing their members’ interests than civil society groups. These fi ndings suggest that the EU is less of a sui generis system than commonly assumed and imply the need for more fi ne-grained analyses of interest group diversity.

    Description: Transnational networks of sub-national authorities are an established and growing phenomenon in Europe, where they perform a number of (soft) governance functions for their membership, often in direct connection with European Union institions. This chapter examines networks from the angle of institutional differentiation – an inherent trait of these organisations – in order to expand the analysis of this phenomenon beyond its state-centric confines. The chapter also adds to the study of (differentiated) integration more traditionally defined, both by analogy and insofar as networks are part and parcel of the EU’s system of multi-level governance. Building on original empirical data, we identify three dimensions of differentiation generated by networks – “insider-outsider”, “compound”, and “multi-level” differentiation – and discuss their implications for the efficiency, effectiveness and legitimacy of networks’ actions. Based on our analysis, we also sketch some avenues for future research connecting the national and sub-national dimensions of differentiation in Europe.

    Description: Since the end of the Cold War, the monopoly of legitimate organized force of many African states has been eroded by a mix of rebel groups, violent extremist organizations, and self-defence militias created in response to the rise in organized violence on the continent. African Border Disorders explores the complex relationships that bind states, transnational rebels and extremist organizations, and borders on the African continent. Combining cutting edge network science with geographical analysis, the first part of the book highlights how the fluid alliances and conflicts between rebels, violent extremist organizations and states shape in large measure regional patterns of violence in Africa. The second part of the book examines the spread of Islamist violence around Lake Chad through the lens of the violent Nigerian Islamist group Boko Haram, which has evolved from a nationally-oriented militia group, to an internationally networked organization. The third part of the book explores how violent extremist organizations conceptualize state boundaries and territory and, reciprocally, how do the civil society and the state respond to the rise of transnational organizations.     Description: In the context of recent advances in Artificial Intelligence (AI) and launch of AI policy documents and ethics guidelines around the world, since 2017, the European Union (EU) is developing its approach to AI. This chapter examines the key EU AI policy documents and the way the EU is positioning its AI policy vis-à-vis other global players. It draws on ‘Europe as a power’ debate and in particular on the concepts of Normative Power Europe and Market Power Europe to examine if in its approach to AI the EU prioritizes its norms or rather its market power. In the EU policy documents the elements of both normative and market power are closely intertwined. The EU attempts to project itself globally as a Normative Power Europe promoting its value-based and human-centric approach based and ethics guidelines for Trustworthy AI. These are closely connected with the EU’s ambitions to be a Market Power with appropriate regulation and investments which could also support implementation of its values and norms.

    Description: Centrelink was established in 1997 as part of the Howard government’s bold experiment in re-framing social policy and re-shaping service delivery. Centrelink was the embodiment of a key tenet of the Howard vision for public service: a specialised service delivery ‘provider’ agency separated from the policy functions of the ‘purchaser’. Carved out of a monolithic Department of Social Security, Centrelink was established along ‘business lines’ operating 320 service centres and delivering payments to 10 million Australians. Although enjoying ‘monopoly provider’ status, the organisation was required to deliver services to many different clients on behalf of its ‘purchasing departments’ (up to 25 in total) under the terms of quasi-contractual service agreements. It was meant to demonstrate a greater level of both transparency and accountability for the administration of payments amounting to over $60 billion of Commonwealth expenditure. For many years there was a real ‘buzz’ around the Centrelink experiment and staff and clients were generally enthusiastic about the transformation. However, after around eight years, the experiment was reined in and Centrelink was placed under closer ministerial direction and under a new managing department. The experiment continues, but its trajectory reflects the different pressures impacting on such dedicated ‘services delivery agencies’. John Halligan, Professor of Government at the University of Canberra, is a foremost Australian expert on public sector governance and has published extensively on the evolution, form and behaviour of the public sectors in Australia and overseas. This volume is the culmination of an exhaustive empirical study of the origins and experience of ‘the Centrelink Experiment’. I commend this book to researchers, policy practitioners and students with an interest in policy innovation, change management and the realpolitik of public sector reform.
