Description: The proposal is founded to reconversion the existing breakwaters and artificial nourishments with an artificial reef positioned on the “calm belt” for mimics the location of coral reef. This calm is characterized by the conversion of pulsing vertical wave offshore energy into inshore horizontal currents. The soft barrier, far from the storm surges, diminish water velocity with no erosion in excess and electric power generation. Moreover, the turbines have the impeller semi-submerged and close to an indifferent buoyancy, in order to favor the number of revolutions at minimum currents

Description: In the history and folklore of Australia’s Commonwealth Public Service, the idea of the ‘Seven Dwarfs’ has been remarkably persistent. Originally a witty epithet applied to a powerful group of senior public servants, the term has come to represent the professionalisation of Australian government administration during the Second World War and post-war reconstruction era, and into the following two decades of expansion. This was a period when, for the first time, talented university graduates entered the public service, rose to senior levels, and exerted great influence over the affairs of the Commonwealth. With the secure tenure of being permanent heads of departments, they defined the age of the public service mandarin. This book explores the lives and influence of the Seven Dwarfs and their colleagues, bringing together the leading researchers on post-war Australian administration. Featuring four thematic chapters and ten biographical portraits, it offers a fascinating insight into the workings of the Commonwealth Public Service during a critical period in its history.

Description: Anthropologists have been appearing as key expert witnesses in native title claims for over 20 years. Until now, however, there has been no theoretically-informed, detailed investigation of how the expert testimony of anthropologists is formed and how it is received by judges. This book examines the structure and habitus of both the field of anthropology and the juridical field and how they have interacted in four cases, including the original hearing in the Mabo case. The analysis of background material has been supplemented by interviews with the key protagonists in each case. This allows the reader a unique, insider’s perspective of the courtroom drama that unfolds in each case. The book asks, given the available ethnographic research, how will the anthropologist reconstruct it in a way that is relevant to the legal doctrine of native title when that doctrine gives a wide leeway for interpretation on the critical questions: what is the relevant grouping, what can be counted as a traditional law and when has there been too much change of tradition? How will such evidence be received by judges who are becoming increasingly sceptical about experts tailoring their evidence to suit the party which called them? This book answers these questions by assuming that there is more at stake here than the mere performance of roles. Rather, there is a complex interaction of distinct social fields each with its own habitus, and individual actors are engaged in an active and constructive agency, however subtle, which the painstaking research for this book uncovers.

Description: The question of how to maintain the continuity of diplomacy while developing democracy without military intervention is an old and new issue. The challenge can be described as a dilemma between democracy and diplomatic coherence. This dilemma is not unique to the twenty-first century; it has been a constant challenge to the development of democracy. In non-Western countries, democratisation originated in the nineteenth century and has had many successes and failures. After the Russo-Japanese War, political parties began to take power in Japan. The best embodiment of diplomacy in Japan's emerging democracy—the development of parliamentary democracy and mass-based democracy—is Shidehara Kijūrō (1872–1951), who served as foreign minister from 1924 to 1927 and from 1929 to 1931, and was prime minister from 1945 to 1946. As a diplomat from the Ministry of Foreign Affairs, Shidehara had long grappled with the issue of how to ensure diplomatic coherence in modern Japan, which was becoming increasingly democratic. Although Shidehara succeeded to some extent in promoting diplomacy in cooperation with the US and the UK under party politics, the rise of the military after the Manchurian Incident forced him to retire for a period. However, after the Pacific War, Shidehara became prime minister of the US-occupied Japan and attempted to restore cooperative diplomacy under party politics. Shidehara came to the conclusion that the way to achieve both democracy and diplomatic coherence was through nonpartisan diplomacy towards peace. This book examines the tension between diplomacy and democracy, focusing on Shidehara’s life and exploring modern Japan’s footsteps. Shidehara was undoubtedly one of Japan’s most important diplomatic figures.

Description: In this work the central area of Corsica island was studied in order to reconstruct the tectono-metamorphic history of the continental and oceanic high pressure units that occupy the structurally deeper levels of the tectonic stacking of Alpine Corsica and their stratigraphic and structural relationship with the European margin (Hercynian Corsica). The study includes the geological mapping, the mesoscale and microscale structural analysis, the acquisition of chemical analyzes and micromaps with the microprobe, thermobarometric estimation through specific methodologies for metapelites, U-Th-Pb dating of zircons and allanites. The results obtained allows to reconstruct the geodynamic model of this sector of the Alpine belt from the Permian to the Burdigalian.

Description: The analysis of origin-destination traffic flows may be useful in many contexts of application (e.g., urban planning, tourism economics) and have been commonly studied through the gravity model, which states that flows are proportional to ''masses" of both origin and destination, and inversely proportional to distance between them. Using data on the flow of mobile phone SIM among different aree di censimento, recorded hourly basis for several months and provided by FasterNet in the context of MoSoRe project, in this work we characterize and model the dynamic of such flows over the time in the strongly urbanized and flood-prone area of the Mandolossa (western outskirts of Brescia, northern Italy), with the aim of predicting the traffic flow during flood episodes. Whereas a traditional ”static” mass explanatory variable is represented by residential population (Pop), or by gross domestic product (GDP), here we propose to use a most accurate set of explanatory variables in order to better account for the dynamic over the time. First, we employ a time-varying mass variable represented by the number of city-users by area and by time period, which has been estimated from mobile phone data (provided by TIM) using functional data approach and already adopted to derive crowding maps for flood exposure. Secondly, we include in the model a proper set of factors such as areal and time dummies, and a novel set of indices related to (e.g.) the number and the type of streets, the number of offices, restaurants or cinemas, which may be retrieved from OpenStreetMap. The joint use of these two novel sets of explanatory variables should allow us to obtain a better linear fitting of the gravity model and a better traffic flow prediction for the flood risk evaluation.

Description: Gender discrimination continues to be a reality in several parts of the world, also in Europe. The aim of this book is to provide an overview of both European Union’s (EU) gender policies and gender balance in EU institutions. It does so by looking at gender equality policies and the EU legal system concerning gender equality, women’s representation within diff erent institutions (and more particularly in the European External Action Service), gender rights as a type of human rights and the EU’s role in the external promotion of womens’ rights in third countries. The analysis shows that women’s representation in the EU institutions has increased in the last decades and that the EU has strengthened its att ention to gender rights in its external relations as well, however the results of both att empts are far from being fully satisfactory.

Description: Assessing the structural integrity of unreinforced masonry structures is a complex and time-consuming process that necessitates the knowledge of various experts and meticulous cross-referencing of diverse data to achieve a comprehensive understanding of the building. In recent years, the Architecture and Construction Industry has witnessed a digital transformation, largely driven by Building Information Modeling (BIM). BIM has proven immensely valuable in the conservation of historic buildings. However, while it excels in new construction projects, its full potential is not fully realized when dealing with existing structures. A clear example of this limitation can be observed in the Industry Foundation Classes (IFC) format, which lacks instances necessary for accurately representing existing building features. This research contribution aims to advance the process of semantic enrichment of BIM for existing buildings, building upon findings from existing literature. Leveraging the Linked Data Approach and utilizing both existing ontologies and newly proposed domain ontologies, the objective is to facilitate the identification of vulnerabilities and potential local failure mechanisms. The geometric information of the building is represented in the IFC STEP format and enriched semantically by establishing new relationships between classes that are not present in the standard IFC. This approach is applied to a case study in the historical center of Castelnuovo di Porto, Italy. The results of this work demonstrate how the proposed model, enhancing the BIM representation of existing buildings and enabling better identification of potential weaknesses, contributes to improved preservation and seismic resilience of historic structures

Description: This essay considers a number of travellers’ writings about Africa which are reread to construct and deconstruct Italian colonial identity. It focuses on Cesare Cesari’s Viaggi africani di Pellegrino Matteucci (1932), which deems Matteucci a precursor of Fascist colonialism and contributor to Fascist “colonial science”. The essay then moves on to explore the more recent rereading by Angelo Del Boca and Igiaba Scego of respectively Indro Montanelli’s XX Battaglione Eritreo (1936) and Errico Emanuelli’s Settimana nera (1961). By bringing together and rereading these texts, the essay maps the transformations of Italianness from colonial to postcolonial times and reveals how colonial identity relied on a series of gender, racial and sexual tropes of exploration and conquest.

Description: The Pacific War and its aftermath radically transformed Australian perceptions of what was then called the ‘Near North’. Many recognised that in the postwar world Australia’s strategic interests and economic fortunes called for a new understanding of Asia and the Pacific. China loomed large in these calculations. Based on extensive research and featuring rare archival documents and photographs, China & ANU introduces the diplomats, adventurers and scholars who contributed to Australia’s engagement with China, the ‘Chinese Commonwealth’ and our region from the 1940s-1950s. In particular, this book focusses on the interconnection between Australia’s first diplomat-scholars in China and the founding of Chinese Studies at the newly established Australian National University.

Description: In Europe, in the Middle Ages, ostrich feathers were used for the decoration of military headgear, as a representation of the high lineage of the possessor and his military virtues. They were imported from the coasts of West Africa, from Egypt and Syria into Italian and Spanish ports and from there exported to England and continental Europe. Venice, at the end of the fourteenth century, began to color feathers and soon the new fashion was spread throughout Europe. During the fifteenth century, even women began to use ostrich feathers on their hats or in their fans. When European ships reached America, Central Africa and the islands of the Indian Ocean, a huge amount of exotic bird feathers became available and ostrich feather fad spread through the population.

Description: This paper discuss the production of international textiles in statesponsored manufactures in Sweden-Finland between 1740 and 1810. The data set is based on the general summaries of manufacture output collected by municipal authorities during this period. The summaries include annual data on the production of the most important wool and silk textiles, wool and silk knitwear, as well as cotton and linen textiles. More specifically the paper analyze the type of fashion that was produced in Swedish textile manufactures during the period and how international influences affected the Swedish product range. In a subsequent forthcoming investigation I will discuss what the change in the Swedish textile production range towards the end of the eighteenth century says about Swedish and Nordic textile fashion in a European and international context.

Description: The Duna live in a physical environment of steep slopes that are sometimes difficult to traverse. A stick of bamboo used as a prop goes a long way in assisting a struggling traveller. Similarly, the Duna live in a social and cultural environment of steep slopes, where the path on which they walk can be precarious and unpredictable. Songs, like the stick of bamboo, assist the Duna in picking their way over this terrain by providing a forum for them to process change as it is experienced, in relation to what is already known. This book is a musical ethnography of the Duna people of Papua New Guinea. A people who have experienced extraordinary social change in recent history, their musical traditions have also radically changed during this time. New forms of music have been introduced, while ancestral traditions have been altered or even abandoned. This study shows how, through musical creativity, Duna people maintain a connection with their past, and their identity, whilst simultaneously embracing the challenges of the present.

Description: This book is a historical study of the Tajiks in Central Asia from the ancient times to the post-Soviet period. For millennia, these descendants of the original Aryan settlers were part of many different empires set up by Greek, Arab, Turkic and Russian invaders, as well as their own, most notably during the Middle Ages. The emergence of the modern state of Tajikistan began after 1917 under Soviet rule, and culminated in the promulgation of independence from the moribund USSR in 1991. In the subsequent civil war that raged between 1992 and 1997, Tajikistan came close to becoming a failed state. The legacy of that internal conflict remains critical to understanding politics in Tajikistan a generation later. Exploring the patterns of ethnic identity and the exigencies of state formation, the book argues that despite a strong sense of belonging underpinned by shared history, mythology and cultural traits, the Tajiks have not succeeded in forming a consolidated nation. The politics of the Russian colonial administration, the national-territorial delimitation under Stalin, and the Soviet strategy of socio-economic modernisation contributed to the preservation and reification of sub-ethnic cleavages and regional identities. The book demonstrates the impact of region-based elite clans on Tajikistan’s political trajectory in the twilight years of the Soviet era, and identifies objective and subjective factors that led to the civil war. It concludes with a survey of the process of national reconciliation after 1997, and the formal and informal political actors, including Islamist groups, who compete for influence in Tajik society. “Tajikistan: A Political and Social History is the best source of information on this important country in the English language. Drs Nourzhanov and Bleuer present a comprehensive yet detailed account of the past and prospects of this emerging nation, and have filled one of the major gaps in Central Asian scholarship. This book must be read by those who wish to grasp the vagaries of Central Asia’s evolving political and cultural landscapes.” Reuel Hanks, Professor of Geography, Oklahoma State University, and Editor of the Journal of Central Asian Studies. “If Tajikistan is known outside its region, it is often for the civil war that gravely damaged it. This volume authoritatively provides the longer perspective to the unsettling events of the 1990s and skilfully explains them in terms of history, social structure, and sub-state identities. In addition to highlighting a wealth of local factors, it is insightful on the ways in which antagonists can be transformed into broader ethnic and regional blocs. Kirill Nourzhanov and Christian Bleuer are erudite guides to an understudied part of Central Asia, while astutely instructing us about larger patterns of state-society relations and their impact on the logic of conflict.” James Piscatori, Professor of International Relations, Durham University.

Description: The importance of the Word of Mouth is growing day by day in many topics. This phenomenon is evident in everyday life, e.g., the rise of influencers and social media managers. If more people positively debate specific products, then even more people are encouraged to buy them and vice versa. This effect is directly affected by the relationship between the potential customer and the reviewer. Moreover, considering the negative reporting bias is evident in how the Word of Mouth analysis is of absolute interest in many fields. We propose an algorithm to extract the sentiment from a natural language text corpus. The combined approach of Neural Networks, with high predictive power but more challenging interpretation, with more simple but informative models, allows us to quantify a sentiment with a numeric value and to predict if a sentence has a positive (negative) sentiment. The assessment of an objective quantity improves the interpretation of the results in many fields. For example, it is possible to identify crucial specific sectors that require intervention, improving the company's services whilst finding the strengths of the company himself (useful for advertising campaigns). Moreover, considering that the time information is usually available in textual data with a web origin, to analyze trends on macro/micro topics. After showing how to properly reduce the dimensionality of the textual data with a data-cleaning phase, we show how to combine: WordEmbedding, K-Means clustering, SentiWordNet, and the Threshold-based Naïve Bayes classifier. We apply this method to Booking.com and TripAdvisor.com data, analyzing the sentiment of people who discuss a particular issue, providing an example of customer satisfaction.

Description: The story of the Communist Party of Australia has been told in various ways. Until now, however, archival collections that have borne on this story have been relatively inaccessible to the ordinary, interested reader. This book begins to redress that deficiency by bringing together 85 key documents from the Russian State Archives of Social and Political History (RGASPI), selected from a collection of thousands of documents concerning the relations between the Communist International and the Communist Party of Australia. The selection focuses on the relationship between the CPA and the Comintern because the activities of the CPA are essentially incomprehensible without understanding the international communist context within which the CPA operated. That context was dominated by the newly-created Soviet state and its decision to authorize and utilize a network of communist parties throughout the world. The documents in this work suggest three major propositions about the relationship between the CPA and the Comintern. First, that the Comintern was crucial in the formation of the CPA, via its emissaries, instructions and authority. Second, that the Comintern played a major role in directing the policies of the CPA in domestic matters (not to mention in international matters, where the Comintern’s decisions were supreme). And third, that the leadership of the CPA was, from 1929 onwards, shaped, trained and authorized by the Comintern. With access to the documents, readers now have a chance not just to hear the voices of the times, but to make their own judgements about the relationship between the CPA and Moscow. The book also includes two extended introductory essays that outline the development of the Comintern and its relations with the CPA, as well as supporting materials that provide information on individuals, organizations and tactics mentioned within the documents themselves.

Description: Volume 19 of the Australian Dictionary of Biography (ADB) contains concise biographies of individuals who died between 1991 and 1995. The first of two volumes for the 1990s, it presents a colourful montage of late twentieth-century Australian life, containing the biographies of significant and representative Australians. The volume is still in the shadow of World War II with servicemen and women who enlisted young appearing, but these influences are dimming and there are now increasing numbers of non-white, non-male, non-privileged and non-straight subjects. The 680 individuals recorded in volume 19 of the ADB include Wiradjuri midwife and Ngunnawal Elder Violet Bulger; Aboriginal rights activist, poet, playwright and artist Kevin Gilbert; and Torres Strait Islander community leader and land rights campaigner Eddie Mabo. HIV/AIDS child activists Tony Lovegrove and Eve Van Grafhorst have entries, as does conductor Stuart Challender, 'the first Australian celebrity to go public' about his HIV/AIDS condition in 1991. The arts are, as always, well-represented, including writers Frank Hardy, Mary Durack and Nene Gare, actors Frank Thring and Leonard Teale and arts patron Ian Potter. We are beginning to see the effects of the steep rise in postwar immigration flow through to the ADB. Artist Joseph Stanislaw Ostoja-Kotkowski was born in Poland. Pilar Moreno de Otaegui, co-founded the Spanish Club of Sydney. Chinese restaurateur and community leader Ming Poon (Dick) Low migrated to Victoria in 1953. Often we have a dearth of information about the domestic lives of our subjects; politician Olive Zakharov, however, bravely disclosed at the Victorian launch of the federal government’s campaign to Stop Violence Against Women in 1993 that she was a survivor of domestic violence in her second marriage. Take a dip into the many fascinating lives of the Australian Dictionary of Biography.

Description: In recent years, the Italian national institute of statistics (Istat), together with most National Statistical Institutes, is progressively moving from traditional production models based on the use of primary source of information - represented by direct surveys - to new production strategies based on the combined use of different primary and secondary sources of information. As result, new multisource statistical processes have been built, that guarantee a major improvement of both amount and quality of information about several phenomena of public interest. In this context, the Total Process Error (TPE) framework has been recently proposed in literature for assessing the quality of multisource processes. The TPE framework represents an evolution of the Zhang’s two-phase life-cycle approach and it additionally includes an operational tool to connect the steps of the multisource production process to the phases of the quality evaluation framework. TPE framework can be used both to support a multisource process design and to monitor an entire production process, in order to provide key elements to assess the quality of both the processes and their statistical outputs. In the present work, we describe as a case study in the new context of Istat production of official statistics the use of the TPE framework to support the process design of the Register for Public Administrations.

Description: This volume gives theoretical and practical insights in international and comparative research in the field of adult and continuing education. The 16 contributions of this volume give three perspectives on international and comparative adult education. The first perspective focuses on the question how internationalisation and comparative adult and continuing education can be taught. The second perspective gives insights into the results of comparative research that has been conducted throughout a two-week Winter School that took place in February 2019 in Würzburg. The third perspective complements the two perspectives with insights into international projects and practices in adult and continuing education. The authors of this volume are contributing to the transnational Winter School International and comparative studies in adult and continuing education in Würzburg, Germany since 2014.

Description: In the framework of the Terrafirma project, Persistent Scatterers Interferometry (PSI) has be used for mapping land subsidence at basin scale in Gioia Tauro plain (Italy). The investigated area is built over unconsolidated fine-grained sediments, where the increasing groundwater demands for irrigation have caused the natural sediment consolidation to progressively accelerate. Both historical (1992-2001; ERS1/2 images) and recent (2002-2006; ENVISAT images) scenarios are analyzed to solve the spatial variability and temporal evolution of ground displacements affecting the plain. The results show deformation rates as high as 10-12 mm/yr in 1992-2007, with highest velocities occurred between 1992 and 2000 within the central part of the basin, in the area of Rizziconi (5 km ESE of Gioia Tauro). The outcomes of this PSI study could support the future improvement of groundwater management and the implementation of best strategies for land use planning and sustainable use of groundwater resources.

Description: The PN Kammalia-Tarawa in an Old Assyrian tablet seems to be the earliest reference of the deity Darawa. The Luwian background this deity is also apparent, e.g., from the plural form DDa-ra-ú-wa-an-zi or from those texts mentioned in CTH 457 and the etymological interpretation of the divine name to the Luwian verb tarāwi(ya)-. Since the early Middle Hittite period Darawa also found her way into the Hattian milieu and as a goddess connected with the family life, she is mentioned several times in festivals for a queen (CTH 646), but also in the Hittite Prayer to the Sun-goddess of the Netherworld (CTH 371) which is – in my opinion – the only Hittite texts mentioning Darawa within the “pantheon of the state”. Texts from the Hurrian and Kizzuwatnaean milieu (e.g., CTH 351) also refer several times to Darawa, but this is clearly the result of a secondary and marginal dissemination of the goddess. In conclusion one might say that Darawa from her Luwian background also came into contact with various milieus of the “Hittite pantheon”, functioning as a goddess providing good (and evil) to humans in everyday life.

Mostly covering the period from 1970 to the present, the chapters provide readers with an understanding of the political, social and historical contexts that have brought us to the current day. This engaging collection of essays also considers possible ways to break existing policy deadlocks, encouraging readers to imagine a future where we carry vastly different ideas about refugees, government policies and national identities.

Description: This paper, basing its analysis on England’s national customs accounts between the thirteenth and fifteenth centuries, briefly examines England’s ports as commercial nodes (of which London was the busiest, with Hull, Southampton and Bristol becoming the main regional hubs by the fifteenth century), its shipping (which provided both liner and tramping services and sailed all year round), and its exports (which shifted from wool to woollen cloth over the period). It then focuses on the range of markets with which English merchants and ships had direct maritime contacts.

Description: The site of Man Bac in the Red River Delta of Vietnam, one of the most meticulously excavated and carefully analysed of Southeast Asian archaeological sites in the past few years, is emerging as a key site in the region. This book carefully analyses the human and animal remains and puts them into context. The authors describe in detail the health status, the unusual demographic profile and the interestingly divergent affinities of the cemetery population, and discuss their meaning, particularly in association with evidence for the use of marine and terrestrial animal resources; they argue convincingly that the site documents a time when the face of the region’s population was undergoing a fundamental shift, associated with a changing economic subsistence base. Physical anthropologists and archaeologists have argued for years over the timeline, the manner and the very nature of Southeast Asian population history, and this book is essential reading in this debate. Two supporting appendices describe the individual remains in detail.

Ranging from early humans to modern kings, from ancient Australian spears or Mayan pots to recent Maori cloaks, the contributions demonstrate how starches, raphides, hair, blood, feathers, resin and DNA have become essential elements in archaeology's modern arsenal for reconstructing the daily, spiritual, and challenging aspects of ancient lives and for understanding human evolution. The book is a fitting tribute to Tom Loy, the pioneer of residue studies and gifted teacher who inspired and mentored these exciting projects.

Description: For reasons of effectiveness, efficiency and equity, Australian law reform should be planned carefully. Academics can and should take the lead in this process. This book collects over 50 discrete law reform recommendations, encapsulated in short, digestible essays written by leading Australian scholars. It emerges from a major conference held at The Australian National University in 2016, which featured intensive discussion among participants from government, practice and the academy. The book is intended to serve as a national focal point for Australian legal innovation. It is divided into six main parts: commercial and corporate law, criminal law and evidence, environmental law, private law, public law, and legal practice and legal education. In addition, Indigenous perspectives on law reform are embedded throughout each part. This collective work—the first of its kind—will be of value to policy makers, media, law reform agencies, academics, practitioners and the judiciary. It provides a bird’s eye view of the current state and the future of law reform in Australia.

Description: This edited collection understands exploration as a collective effort and experience involving a variety of people in diverse kinds of relationships. It engages with the recent resurgence of interest in the history of exploration by focusing on the various indigenous intermediaries – Jacky Jacky, Bungaree, Moowattin, Tupaia, Mai, Cheealthluc and lesser-known individuals – who were the guides, translators, and hosts that assisted and facilitated European travellers in exploring different parts of the world. These intermediaries are rarely the authors of exploration narratives, or the main focus within exploration archives. Nonetheless the archives of exploration contain imprints of their presence, experience and contributions. The chapters present a range of ways of reading archives to bring them to the fore. The contributors ask new questions of existing materials, suggest new interpretive approaches, and present innovative ways to enhance sources so as to generate new stories.

Description: Papua New Guinea has a complex ‘law and order’ problem and an entrenched epidemic of HIV. This book explores their interaction. It also probes their joint challenges and opportunities—most fundamentally for civic security, a condition that could offersome immunity to both. This book is a valuable and timely contribution to a limited but growing body of scholarship in the social and structural contexts of HIV epidemiology in Papua New Guinea. The volume offers a unique collection of interdisciplinary insights on the connections between law and order and the HIV epidemic and is presented in a manner accessible to a wide audience, scholars and lay people alike… Significantly, this is the first volume to critically examine the complex and inexorable links between HIV, gender, violence, and security within a theoretical framework thv at illuminates the challenges of the epidemic for PNG’s future cohesion and stability as a young nation…The importance of this courageous book cannot be overstated. While it communicates an urgent and potent message about the need for immediate action … it offers insightful reflections on the processes and possibilities of social transformation that undoubtedly will have enduring scholarly and practical value. Description: Designing Governance Structures for Performance and Accountability discusses how formal and informal governance structures in Australia, the People’s Republic of China (PRC) and Taiwan may be designed to promote performance and to ensure accountability. The book presents a selection of papers developed from the Greater China Australia Dialogue on Public Administration’s seventh workshop held in June 2017 hosted by City University of Hong Kong. Insights are provided on both current developments in the different contexts of the three jurisdictions examined, and on broader institutional and organisational theories. Chapters cover theories of organisational forms and functions in public administration, the ‘core’ agency structures used in the different jurisdictions, the structures used to deliver public services (including non-government organisational arrangements) and other ‘non-core’ agency structures such as government business enterprises, regulatory organisations and ‘integrity’ organisations. A particular emphasis is placed on the institutional arrangements the executive arm of government uses for advising on and implementing government policies and programs. Although the book explores arrangements and developments within very different political governance systems, the purposes of the structures are similar: to promote performance and accountability. This book is a companion volume to Value for Money: Budget and Financial Management Reform in the People’s Republic of China, Taiwan and Australia (ANU Press, 2018).

Description: The year 2018 marks 40 years of reform and development in China (1978–2018). This commemorative book assembles some of the world’s most prominent scholars on the Chinese economy to reflect on what has been achieved as a result of the economic reform programs, and to draw out the key lessons that have been learned by the model of growth and development in China over the preceding four decades. This book explores what has happened in the transformation of the Chinese economy in the past 40 years for China itself, as well as for the rest of the world, and discusses the implications of what will happen next in the context of China’s new reform agenda. Focusing on the long-term development strategy amid various old and new challenges that face the economy, this book sets the scene for what the world can expect in China’s fifth decade of reform and development. A key feature of this book is its comprehensive coverage of the key issues involved in China’s economic reform and development. Included are discussions of China’s 40 years of reform and development in a global perspective; the political economy of economic transformation; the progress of marketisation and changes in market-compatible institutions; the reform program for state-owned enterprises; the financial sector and fiscal system reform, and its foreign exchange system reform; the progress and challenges in economic rebalancing; and the continuing process of China’s global integration. This book further documents and analyses the development experiences including China’s large scale of migration and urbanisation, the demographic structural changes, the private sector development, income distribution, land reform and regional development, agricultural development, and energy and climate change policies.

Description: Entering a study course and the subsequent transition to the labour market is no longer the rule. In the past, routes were linear, today transitions are non-linear. The research undertook to contribute to studying the factors that promote university students’ transition to work. Some of the research activities have been devoted to a longitudinal study where the ways Educational Science graduates manage their own professionalization strategies have been investigated. It is a cluster for which in several countries the lowest return has been estimated in relation to higher education investment. If we manage to clarify the terms of non-linear transitions paths we can succeed in understanding the types of measures to be introduced, how to relate them to processes that will professionalize students, when to activate them, and how to evaluate their impact

Description: By means of a comparative analysis of the ‘Dutch case’ with the Saintonge in South-West France and Bohuslän in South-West Sweden, this paper analyses the rise and decline of maritime services clusters in preindustrial Europe. The leading question for this comparative analysis is: Was the ‘Dutch case’ exceptional or can similar developments be recognised in other parts of Europe as well? A survey of the regional economic origins of communities of maritime transporters is combined with analyses of their operations and institutions. Relying on primary sources, the paper addresses the contribution of a great many ‘anonymous’ people, that literally connected the ‘nodes’ in international maritime trade networks, but whose contribution to the preindustrial European economy has been assumed a priori rather than thoroughly investigated.

Description: The topic of embedded literacy, closely connected to embedded learning on one hand, and training in the workplace on the other, is a central theme for reflection on adult education in Europe and around the world. The Council of Europe indicates knowledge as a pivotal element for the economic and social development of the EU countries and the workplace is an important place for the learning and production of know-how and knowledge. The problem of achieving the competences needed for entering the current labour market concerns a large part of the adult population. And this is where embedded literacy comes in, a topic which the volume tries to deal with from a twofold viewpoint: through theoretical reflection outlining the theme against the development of the European labour market, and reflection on hands-on experiences resulting from a project financed by the European Community called CELiNE, Content Embedded Literacy Education for the New Economy, carried out between 2007-2009.

Description: Predictable and unpredictable challenges continually confront the policy settings and policy frameworks of governments. They provide a constantly changing dynamic within which policy-making operates. Governments at all levels are asking their public services to identify innovative and workable reforms to anticipate and address these challenges. Public service leaders around the world are struggling not only to better anticipate emerging demands but also to address reform backlogs. However, time and time again, major policy reforms can prove tough to implement – especially in turbulent environments – and even tougher to anchor over time. This leads to considerable uncertainty and inefficiency as governments and policy communities try to keep pace with change. Policies that unravel or are dismantled are costly and represent wasted opportunities. They lead to cynicism about the effectiveness of governments and public service advice more generally, making it more difficult to deal with other emerging challenges. This volume of proactive essays on delivering policy reform offers an intriguing blend of strategic policy advice and management insight. It brings together a diverse range of highquality contributors from overseas as well as from Australia and New Zealand – including national political leaders, public service executives, heads of independent agencies, and leading international scholars.

Description: The goal of this paper is to give a brief outline of the synchronic conditions which trigger the emergence of aspectual values in Latin verbal prefixes. In particular, I will show that such a possibility is not the result of bare semantic effects, lexicalization of idioms or compounding strategies; rather, aspectual preverbation crucially has to do with syntactic factors, namely the argument structure of the verb, the prepositional character of the prefixes, and the interactions between those components.

Description: Peripheries are processes and places in which conditions and actors constantly shift. The contingent forms of peripheries in this book are assembled around embodied identities and are rooted in specific genealogies: peripheries as urban fringes, periphery countries in the modern world-system theory, and peripheral urbanization. Through these genealogies, the heterogeneous forms of peripheries acquire layered meanings that decenter urban theory. Since no form can exist outside historical relations of power, it is critical to apply methodological approaches that can address the political agency emerging from embodied identities.

Description: Arundati Roy (2020) states that historically pandemics have forced humans to break with the past and imagine their world anew. This chapter, set in the COVID-19 pandemic, centres the importance of cognitive justice which is an essential part of the struggles for justice against domination. Cognitive justice is used as a lens to explore the case story of Cape Town Together (CTT), which was a response to COVID-19. The social movement was built, bottom up, challenging the deep racial and class divides that are a signature of Cape Town. The concept of ‘professors of the street’ emerged as part of CTT. This concept is explored by locating it within the context of the pandemic and within CTT’s learning/teaching/organising practices. It is argued that ‘professors of the street’ are a provocation to challenge the dominant knowledge hierarchies that prevail – it is a metaphor for the critical importance of grassroots, local knowledge in times of ‘crisis’. The teaching/learning /organising ethos within CTT provided fertile soil for «professors of the street» to emerge as an example of the enactment of cognitive justice within a crisis. The case story offers insights for organising for social-ecological justice in various ‘crisis’ situations.

Description: Terrorism, global pandemics, climate change, wars and all the major threats of our age have been targets of online extremism. The same social media occupying the heartland of our social world leaves us vulnerable to cybercrime, electoral fraud and the 'fake news' fuelling the rise of far-right violence and hate speech. In the face of widespread calls for action, governments struggle to reform legal and regulatory frameworks designed for an analogue age. And what of our rights as citizens? As politicians and lawyers run to catch up to the future as it disappears over the horizon, who guarantees our right to free speech, to free and fair elections, to play video games, to surf the Net, to believe ‘fake news’? Rethinking Social Media and Extremism offers a broad range of perspectives on violent extremism online and how to stop it. As one major crisis follows another and a global pandemic accelerates our turn to digital technologies, attending to the issues raised in this book becomes ever more urgent.

Description: The paper describes an exercise of classification of a subset of five-digit categories of the 2007 ATECO classification system of economic activities. The analysis is grounded on the hypothesis that economic sectors can be clustered according to the competency level required to human resources recently working in industries or services in Italy. The analysis may be useful to evaluate a possible relationship between economic development and education. The analysis consisted of a mapping and then a clustering of the Ateco categories according to the between-distribution dissimilarity of any possible couple of categories. The basic idea was to highlight the Ateco categories that require either more education than others or more education and working experience (human capital) than others, pinpointing, in particular, the categories that require larger percentages of tertiary education and those residing close to territorial hubs. The competency level was measured with a combination of educational attainment and in-service experience of Italian employees, as defined by Istat, the Italian statistical institute. The employees’ educational level was evaluated with the frequency distribution of five (ordinal) classes of education of people employed in 2018 and 2019 in both private and public establishments and offices; the working experience with a logarithmic transform of the average number of in-service years of employees. The analysis highlighted both a sort of input-related classification of the economy and a supply-side classification of the labour market. The results are in line with the theory of the existence of a cluster of creative companies residing close to territorial hubs.

However, for these young South African students whose contributions are collected in this book Paradise as a place of the future seems to remain an unattainable mirage. Description: On 24 May 1966, eight hundred men of the 5th Battalion, The Royal Australian Regiment, landed at Nui Dat, in Viet Cong territory. For the next 12 months they were faced with the task of restoring peace, civil law and regular commerce to the Vietnamese of Phuoc Tuy province. This book is a detailed record of those months in the monsoon jungles—of the problems that were faced and the solutions that were found. Captain O’Neill’s position as battalion intelligence officer enabled him to view the war from the standpoint of the battalion as a whole. However, he does not omit description of personal feelings—towards the Viet Cong, the jungle environment and the Vietnamese people, as well as the other Allied forces involved in the war. Most of the book was written on the spot in Vietnam. On operations or at Battalion Headquarters, Captain O’Neill jotted down details of the war against the Viet Cong, putting the events of each day in order, often in the small hours of the following morning. Thus not only is this a factual account of the 5th Battalion’s activities over the year; it is also a vivid and compelling picture of the war in Vietnam from the soldier’s point of view.

Description: Professionalism is arguably more important in some occupations than in others. It is vital in some because of the life and death decisions that must be made, for example in medicine. In others the rapidly changing nature of the occupation makes efficient regulation difficult and so the professional behaviour of the practitioners is central to the good functioning of that occupation. The core idea behind this book is that Information and Communication Technology (ICT) is changing so quickly that professional behaviour of its practitioners is vital because regulation will always lag behind.

In this volume, we reproduce his writings on Japanese politics, the Pacific War and Australian war crimes trials after the war. He was a pioneer in these fields, carrying out research across cultural and language borders, and influenced numerous researchers who followed in his footsteps. Much of what he wrote, however, remained unpublished at the time of his death in 2006, and so the editors have included a selection of his hitherto unpublished work along with some of his published writings.

Description: This volume brings the remote and little known island of Rapa firmly to the forefront of Polynesian archaeology. Thirteen authors contribute 14 chapters, covering not only the basic archaeology of coastal sites, rock shelters, and fortifications, but faunal remains, agricultural development, and marine exploitation. The results, presented within a chronology framed by Bayesian analysis, are set against a background of ethnohistory and ethnology. Highly unusual in tropical Polynesian archaeology are descriptions of artefacts of perishable material. Taking the High Ground provides important insights into how a group of Polynesian settlers adapted to an isolated and in some ways restrictive environment.

Description: When James Boswell famously lamented the irrationality of war in 1777, he noted the universality of conflict across history and across space – even reaching what he described as the gentle and benign southern ocean nations. This volume discusses archaeological evidence of conflict from those southern oceans, from Palau and Guam, to Australia, Vanuatu and Tonga, the Marquesas, Easter Island and New Zealand. The evidence for conflict and warfare encompasses defensive earthworks on Palau, fortifications on Tonga, and intricate pa sites in New Zealand. It reports evidence of reciprocal sacrifice to appease deities in several island nations, and skirmishes and smaller scale conflicts, including in Easter Island. This volume traces aspects of colonial-era conflict in Australia and frontier battles in Vanuatu, and discusses depictions of World War II materiel in the rock art of Arnhem Land. Among the causes and motives discussed in these papers are pressure on resources, the ebb and flow of significant climate events, and the significant association of conflict with culture contact. The volume, necessarily selective, eclectic and wide-ranging, includes an incisive introduction that situates the evidence persuasively in the broader scholarship addressing the history of human warfare.

Description: Both the dredging operations and the management of dredged materials may have heavy impacts on coastal and marine ecosystems. Dredged materials, in particular, have been considered for a very long time nothing more than a waste meant for disposal. Now the time has come to move from the ‘disposal approach’ to the ‘waste recovery’ or, even better, to the ‘waste can be a non-waste’ ones. Unfortunately, the management of dredged materials is committed to a congeries of rules, which build up a framework of law that appears plainly fragmentary and incoherent. The road is still long (and winding).

Description: ‘Consultation’ has become something of a mantra in contemporary governance. Governments well understand that policy occurs in a highly contestable environment in which there are multiple, and often competing interests. They well recognise the political imperative to ‘engage’ stakeholders in order to manage potential conflict and, hopefully, obtain acceptance for their policies and programs. As a result, politicians and public officials frequently emphasise the need for consultation as an essential element of the deliberative processes underpinning the development of policy or the implementation of programs and services. But, moving beyond the rhetoric of consultation and engagement, how well is it done? In this monograph, Professor Jenny Stewart maps out the principal approaches used by governments to consult with and engage affected communities of interest. Stewart critically assesses the available literature and draws directly upon the experiences of political actors, bureaucrats and community sector organisations in order to identify the ‘good, bad, and the ugly’ of engagement. Through a judicious use of selected case studies, Stewart distils the essential dilemmas and contradictions inherent in many consultation strategies and highlights their relative strengths and weaknesses. This monograph is a probing and dispassionate analysis of the rationales, methodologies and outcomes of consultation and engagement. It is not intended to be a ‘cookbook’ or a ‘how to’ manual for those consulting or the consulted. Nevertheless, there is much here for the policy practitioner, the researcher and members of those ‘communities of interest’ who might, one day, find themselves the target of engagement.

Description: The aim of this chapter is to point out the connection between mobility and cultural activities of Chinese returnee opera students. Many Chinese students in Italy attend cultural and artistic university courses. They may be considered significant in analyzing Chinese reverse migration from Italy. The examined connection involves several dynamics, including artistic aspects, historical reasons, social and economic changes, public policies and consumerism styles. Mobility and cultural production may be analyzed through both a structural and imaginative dimension. The structural dimension is composed of international agreements, global mobility law conditions, social and economic changes, and private investments in education to accumulate cultural capital that produce (or reproduce) certain social structures and experiences. On the other hand, the imaginative dimension is shaped by the lifestyle adopted by middle class families, including their work activities and cultural consumption. Returnee students are both the subjects who promote this process and the object of this dynamic. Chinese singers of Italian opera, upon graduating university in Italy, join the possibilities of the work field—in Bourdieu’s perspective—which is formed by the two aforementioned dimensions. Finally, perceived differences between Italy and China in terms of musical technique and culture are reworked according to contemporary cultural policies.

Description: Despite the plethora of research on gender and the many projects designed to improve their status in the Pacific region, women continue to be disadvantaged and marginalised in social, economic and political spheres. How are we to understand this and what does it mean for researchers, policy-makers and development practitioners? This book examines these questions, partly by looking back but also by continuing the effort to explain and understand gender inequities in the Pacific through reference to the concept of societies in transition. The contributors discuss emerging masculinities and femininities in the Pacific in order to chart the development of these in their contexts. Exploring how contemporary Pacific identities are shaped by local contexts and traditions, they focus on how these are remade through interaction with global ideas, images and practices, including new forms of Christianity and economic transformations. Grounded in recent, original research in both the villages and towns of Melanesia, the collection engages with the study of gender in Melanesia as well as scholarship on global modernities.

The aim is to understand whether strategies of buying, preparing and consuming food have changed with respect to established habits of 'ordinary' periods, and how these choices are linked to the psychological and emotional wellbeing/feeling experienced by individuals, to the physiological well-being of individuals and to social, environmental and economic sustainability. The analysis is based on the survey carried out by the Department of Psychology in collaboration with the interdepartmental center BEST4Food of Milano-Bicocca university.

Description: Paper, milk, clouds and white paint share a common property: they are opaque disordered media through which light scatters randomly rather than propagating in a straight path. For very thick and turbid media, indeed, light eventually propagates in a ‘diffusive’ way, i.e. similarly to how tea infuses through hot water. Frequently though, a material is neither perfectly opaque nor transparent and the simple diffusion model does not hold. In this work, we developed a novel optical-gating setup that allowed us to observe light transport in scattering media with sub-ps time resolution. An array of unexplored aspects of light propagation emerged from this spatio-temporal description, unveiling transport regimes that were previously inaccessibile due to the extreme time scales involved and the lack of analytical models.

Description: "The Vietnam War, and Australia’s part in it, was a major military event, calling for willingness to face death and destruction on the battlefield on the part of those sent there, especially the men of our infantry battalions who formed the spearhead of our forces in Vietnam. For many reasons, the Australian public know relatively little about what our Army did in Vietnam during the war, particularly during the years of our peak commitment, 1965–72. This book attempts to make the true nature of the war clearer to readers, emphasising how hard fought it was during major operations. Twenty-seven of the contributing authors of this book were involved in the 1966 deployment of the 1st Australian Task Force into Phuoc Tuy Province. This formation was the first Australian Army force larger than an infantry battalion group to be deployed into a major war since World War II. 5th Battalion, the Royal Australian Regiment (5 RAR), was in the vanguard as the task force’s first element committed to operations to seize and occupy Nui Dat base and embark on establishing dominance over the enemy. The narratives presented in this book give rare insights into thoughts of the soldiers at the time and how they have come to view the Australian Government’s hurried expansion of its initial commitment to that war, the Army’s state of preparedness for that wider involvement, and how those in its forefront adapted to get the job done, both in and out of operations, despite numerous shortcomings in higher level planning. Both professional soldiers and conscripted national servicemen have contributed viewpoints to these pages."

Description: This work is a series of sermons produced by Emeritus Professor Hans Mol, and based on Biblical texts, the Commentaries of John Calvin on these texts, and on Calvin’s Institutes of the Christian Religion. Mol is Australia’s pre-eminent scholar in the sociology of religion, particularly in Australia. His 1971 volume, Religion in Australia, was the first attempt at statistical analysis of religion in Australia, which was also internationally significant. Parallel to Mol’s interest in the sociology of religion has been his interest in Calvin. Indeed the theological basis of his life has been as a Calvinist. Here in this volume he brings both of these interests together. His sermons, preached over the years in Canberra, seek to apply the teachings of Calvin to a world-view in which the scientific study of religion, and indeed the wider study of sociology, are of central significance. In these sermons, he succeeds considerably in this. The volume is a substantial contribution to scholarship, in that the combination of these two factors has only rarely been attempted. Thus, the volume has originality and will have enduring value. It is especially appropriate that it should be published at this time, in preparation for the 500th Anniversary of Calvin’s birth (1509–2009).

Description: The chapter analyzes, from a diachronic perspective, the role of trade with the Levant in the port industries of Genoa, Livorno, and Venice in the 16th and 17th centuries. An historical period in which the international trade system underwent substantial changes. From the expansion of the Atlantic routes to the official claim by the United Provinces and English, to the Italian Mariner crisis and the gradual advance of Nordic fleets along the Western Mediterranean routes. The Atlantic ships had an increasing influence on Genoa’s port industry. It was, however, Livorno who gained the most advantage from the presence of Dutch and English merchant ships along routes which met at Alexandretta in San Giovanni of Acre, at Constantinople, and most of all, at Smyrna.

His Girmitiyas is a classic.’ — Emeritus Professor Clem Seecharan, London Metropolitan University. ‘Brij Lal is a highly respected, versatile and imaginative scholar who has made a lasting contribution to the historiography of the Pacific.’ — Dr Rod Alley, Victoria University of Wellington. ‘Professor Brij Lal’s life is a remarkable journey of a scholar and an intellectual whose writings are truly transformative; a man of moral clarity and courage who also has deep pain at being cut off from his homeland.’ — Professor Michael Wesley, Dean of the College of Asia and the Pacific, The Australian National University. ‘Brij Lal is a singular scholar, whose work has spanned disciplines – from history, political commentary, encyclopedia, biography and “faction”. Brij is without doubt the most eminent scholar in the humanities and social sciences Fiji has ever produced. He also remains one of the most significant public intellectuals of his country, despite having been banned from entering it in 2009.’ — Emeritus Professor Clive Moore, University of Queensland. ‘Brij Lal is an accomplished and versatile historian and true son of Fiji. Above all, there is affirmation here of the enduring worth of good literature and the value of good education that Lal received and wants others to experience. Description: Andrew Podger's monograph, The Role of Departmental Secretaries, Personal reflections on the breadth of responsibilities today, is an important contribution to the broader public policy discourse in Australia. Andrew has been, at times, an unflinching commentator on issues of bureaucratic performance, accountability and responsiveness to government. Andrew's reflections are drawn from his own experiences within the inner circle of Australian policy-making. In this monograph, he presents a highly nuanced portrait of the role of Commonwealth departmental secretaries. Although a 'player' himself at key moments in recent policy history, Andrew is a dispassionate and thoughtful observer of events. This is not merely a memoir: this work is rich in analysis and Andrew offers a number of 'lessons learned' to be heeded (or not) by the present and future generations of policy practitioners.

Description: Papua New Guinea has a complex 'law and order' problem and an entrenched epidemic of HIV. The volume offers a unique collection of interdisciplinary insights on the connections between law and order and the HIV epidemic and is presented in a manner accessible to a wide audience, scholars and lay people alike… Significantly, this is the first volume to critically examine the complex and inexorable links between HIV, gender, violence, and security within a theoretical framework thv at illuminates the challenges of the epidemic for PNG's future cohesion and stability as a young nation…The importance of this courageous book cannot be overstated. While it communicates an urgent and potent message about the need for immediate action … it offers insightful reflections on the processes and possibilities of social transformation that undoubtedly will have enduring scholarly and practical value. Description: The rediscovery and promotion of fourteen islands in the Aegean Sea – renamed the Dodecanese Islands – annexed to Italy as a military possession while formally under the dominion of the Ottomans, might be considered another phase in the search for an Italian identity. From 1912 to 1943 these islands experienced Italy’s ambiguous presence as invaders and colonizers. This paper aims to highlight the concept of Italianità through the works of Hermes Balducci, one of the protagonists of Italian colonial architecture in the Dodecanese Islands. To this end and using lesser-known material, this case study intends to recreate and redefine the past of the Italian presence on these islands and provide an interesting point of view in the search for a lost and rediscovered Italian spirit.

Description: Nations appear and fall, but cities endure and rediscover how to succeed. In this meticulously defined and researched book, Glenn presents ideas for minimising suffering during urban catastrophes. His urgency identifies risks held in urban areas by 3.5 billion people. These people are many of us: as urban populations occupying 3 per cent of our planet's land area, drawing water from 41 per cent of the world’s ground surface, consuming 60 to 80 per cent of global energy and achieving 80 per cent of the world’s economic productivity. For Glenn, our resilience—through diversity in preparation, survival and recovery—includes comprehensive approaches that are sustained in duration, orchestrated in bringing all necessary capabilities to bear, layered in approach and early in application.’ —Major General Chris Field, Australian Army ‘The time to prepare for the inevitable is now. Dr Glenn has written a book that should be read by all leaders, planners and responders who may be called upon in an urban disaster, whether natural or man-made. Military leaders should give it particular attention, as the human race is increasingly concentrated in its cities. Understanding how to wage war in dense urban terrain is essential, especially if a nation also seeks to hold the moral high ground. The fruits of any victory won among people that fails to consider the lessons in Come Hell or High Fever are likely to be very bitter.’ —Lieutenant General Sean MacFarland, United States Army (retired)

Description: What if we could start with a blank slate, and write ourselves a brand new copyright system? What if we could design a law, from scratch, unconstrained by existing treaty obligations, business models and questions of political feasibility? Would we opt for radical overhaul, or would we keep our current fundamentals? Which parts of the system would we jettison? Which would we keep? In short, what might a copyright system designed to further the public interest in the current legal and sociological environment actually look like? Taking this thought experiment as their starting point, the leading international thinkers represented in this collection reconsider copyright’s fundamental questions: the subject matter that should be protected, the ideal scope and duration of those rights, and how it should be enforced. Tackling the biggest challenges affecting the current law, their essays provocatively explore how the law could better secure to creators the fruits of their labours, ensure better outcomes for the world’s more marginalised populations and solve orphan works. And while the result is a collection of impossible ideas, it also tells us much about what copyright could be – and what prescriptive treaty obligations currently force us to give up. The book shows that, reimagined, copyright could serve creators and the broader public far better than it currently does – and exposes intriguing new directions for achievable reform.

Description: This book provides collaborative research teams with a systematic approach for addressing complex real-world problems like widespread poverty, global climate change, organised crime, and escalating health care costs. The three core domains are 1. Synthesising disciplinary and stakeholder knowledge, 2. Understanding and managing diverse unknowns, and 3.Providing integrated research support for policy and practice change. Each of these three domains is organised around five questions 1. For what and for whom? 2. Which knowledge, unknowns and aspects of policy or practice? 3. How? 4. Context? 5. Outcome? This simple framework lays the foundations for developing compilations of concepts, methods and case studies about applying systems thinking, scoping and boundary setting, framing, dealing with values, harnessing and managing differences, undertaking dialogue, building models, applying common metrics, accepting unknowns, advocacy, end-user engagement, understanding authorisation, dealing with organisational facilitators and barriers, and much more. The book makes a case for a new research style—integrative applied research—and a new discipline of Integration and Implementation Sciences or I2S. It advocates for progressing these through an I2S Development Drive. It builds on theory and practice-based research in multi-, inter- and transdisciplinarity, post-normal science, systemic intervention, integrated assessment, sustainability science, team science, mode 2, action research and other approaches. The book concludes with 24 commentaries by Simon Bronitt; L. David Brown; Marcel Bursztyn and Maria Beatriz Maury; Lawrence Cram; Ian Elsum; Holly J. Falk-Krzesinski; Fasihuddin; Howard Gadlin and L. Michelle Bennett; Budi Haryanto; Julie Thompson Klein; Ted Lefroy; Catherine Lyall; M. Duane Nellis; Linda Neuhauser; Deborah O’Connell with Damien Farine, Michael O’Connor and Michael Dunlop; Michael O’Rourke; Christian Pohl; Merritt Polk; Alison Ritter; Alice Roughley; Michael Smithson; Daniel Walker; Michael Wesley; and Glenn Withers. These begin a process of appraisal, discussion and debate across diverse networks.

Inforum (Interindustry Forecasting Project at the University of Maryland) was founded in 1967 by Dr. Clopper Almon, now Professor Emeritus at the University of Maryland. At international level, partners build national econometric models for their own country sharing a common modelling approach based on a sectoral representation of the economy. The contributions presented here illustrate the wide variety of issues that can be explored using these models, with particular emphasis on energy policies and competitiveness analyses, which are very high on the agenda of policymakers worldwide.

Description: The Chinese economy is currently undergoing fundamental changes. In this context, the 2022 China Update examines the key characteristics of China's transition towards a new phase of economic growth and development. This year’s update book covers a range of diverse topics that reflect the complex and changing nature of the economy. It explores critical questions: Why does China need a new development paradigm, and what is the best way to achieve it? What are China’s choices when faced with the restructuring of global industrial value chains? What key roles will domestic consumption play in the next phase of China’s development? What does the digital transformation mean for the Chinese economy? What has been the domestic impact of the Covid-19 pandemic on income inequality and labour market outcomes? What pathways exist for China in its transition towards carbon neutrality? How does China’s emissions-trading market compare with that of Europe? How will China’s carbon neutrality strategy affect the Australian economy? What are the political factors influencing bilateral trade flows between China and its trading partners? And what is at stake for China–US relations?

Description: This book provides a set of lectures for an intermediate course in Public economics devoted to four topics, in many elements related each other. The first one is the Economics of institutions and political economy, as a general framework to analyze the public intervention in modern economies. The second one is the Economics of Law, which is at the basis of the working of the exchange economy. The third one is the Economics of public services enterprises ownership and the fourth one is the Economics of the organization of public administration in providing public services, with particular reference to the National health care systems and to the local public municipalities. As the standard textbooks in the field usually do not treat within unitary and comprehensive terms these issues, the book would provide an attempt in this direction.

Description: China’s prosperity is at the core of the emerging Platinum Age of global economic growth. Rapid economic growth has been underpinned by expansion in its domestic markets, and the integration of domestic and international markets in goods, services, capital, labour and foreign exchange. Global commodity prices have reached historic highs, while China’s capital outflows have helped to hold down interest rates worldwide. Linking markets, both domestic and international, has been key to China’s success. In sustaining its strong economic growth, China has become one of the world’s most voracious consumers of energy. The challenge now facing the government and people of China is in achieving cooperation with the international community to avert the costs–both economic and environmental–of accelerating energy consumption. China–Linking Markets for Growth gathers together leading scholars on China’s economic success and its effect on the world economy into the next few decades.

Description: This volume of the Peacebuilding Compared Project examines the sources of the armed conflict and coup in the Solomon Islands before and after the turn of the millennium. The Regional Assistance Mission to Solomon Islands (RAMSI) has been an intensive peacekeeping operation, concentrating on building ‘core pillars’ of the modern state. It did not take adequate notice of a variety of shadow sources of power in the Solomon Islands, for example logging and business interests, that continue to undermine the state’s democratic foundations. At first RAMSI’s statebuilding was neither very responsive to local voices nor to root causes of the conflict, but it slowly changed tack to a more responsive form of peacebuilding. The craft of peace as learned in the Solomon Islands is about enabling spaces for dialogue that define where the mission should pull back to allow local actors to expand the horizons of their peacebuilding ambition.

Description: The aim of this book is to contribute to a critical assessment of the literature on the creative city and to a clarification of some of the many questions that remain unanswered. It is a collection of essays which, in the first part, addresses concepts and theories of urban development, city marketing and branding, presented as a framework in which the discourse of the creative city is embedded. In the second part, four case studies of cities considered to be emblematic of cultural industries (Manchester, Berlin, Dublin, and a comparative study of Milan and London) serve to illustrate the social production of creativity in specific urban contexts.

Description: ‘The Australian Dictionary of Biography captures the life and times and culture of this country in an absolutely distinctive and irreplaceable way. It is the indispensable record of who we are, and of the characters who have made us what we are. I could not be prouder of ANU’s continuing role as custodian of this crucial part of our national legacy.’ Professor the Hon. Gareth Evans AC QC, Chancellor, The Australian National University ‘A mature nation needs a literary pantheon of inspiring and instructive life histories, a gallery of all the possibilities of being Australian. The Australian Dictionary of Biography responds to that vital need in our culture. It is a stunning collaborative achievement and I feel so proud that we have such an activity here in Australia—to a great extent it describes and defines Australia.’ Professor Fiona Stanley AC, Australian of the Year, 2003 ‘The Australian Dictionary of Biography is our greatest collective research project in the humanities and a national triumph. We have much to learn from it. The project is continuing to change as we mature nationally, with deeper understanding about the impacts of gender, race, environment, religion, education, language, culture, politics, region and war on what we are and what we may become.’ The Hon. Dr Barry Jones AO ‘Australia is very fortunate to have a national biographical dictionary that is democratic as well as distinguished, one that represents the rich variety of Australian culture. The Australian Dictionary of Biography gathers together the stories of people from all walks of life, from the outback to the city and from the bush to the parliament. It is a monument of scholarship—and it is for everyone.’ Dr Dawn Casey PSM ‘Few things are more illuminating than taking a random stroll through a volume of the Australian Dictionary of Biography—new insights into our greatest men and women, chance encounters with people whose exploits are all too often unpardonably overlooked. I first read the ADB with my mother, Coral Lansbury, who wrote four entries. One of her mentors, Bede Nairn, was a prodigious contributor. The Australian story is a story of Australians, no better told than in the ADB.’ The Hon. Malcolm Turnbull MP ‘I find it difficult to bring to mind more than a handful of comparable enterprises in the fields of biography, history, philology or the social sciences more broadly—anywhere in the world. The status and appeal of the Australian Dictionary of Biography do not lie only in its scale and size. They reside also in the meticulous research, the erudition and scholarship, and the sweat and possibly tears involved in the editorial and publishing process. Its constituent dramatis personae are an eclectic mix of the noble and the notorious, the famous and the largely unsung. The underlying theme of the mosaic is quite clear: nothing less than the making and remaking of Australia.’ Her Excellency Ms Penelope Wensley AC, Governor of Queensland

Description: The topic of the Anatolian panthea in the Bronze Age deals with Hattian, Hittite, Palaean, Luwian and Hurrian gods who have been worshiped in the Kingdom of Ḫatti. In such a context, along with trying to keep a balanced and methodologically-aware approach in our original research, we realized that a multi-authored work such as the present volume, with papers written by some of the major experts of Anatolian religious history, would represent an invaluable contribution to the advancement of a complex and vast field. This collection of essays is the result of the workshop Theonyms, Panthea and Syncretisms in Hittite Anatolia and Northern Syria, held at the University of Verona on 25th and 26th March 2022. Colleagues with different areas of expertise pertaining to the topic of Anatolian religions contributed to an extremely successful event.

Description: This book presents the results of the survey conducted by the University of Florence, in the years 2008-2012, at the site and in the surrounding territory of Uşaklı Höyük on the central Anatolian plateau in Turkey. Geological, geomorphological, topographic and geophysical research have provided new information and data relating to the environment and the settlement landscape, as well as producing new maps of the area and indicating the presence of large buried buildings on the site. Analysis of the rich corpus of pottery collected from the surface indicates that the site and its territory were continuously settled from the late Early Bronze Age through the Iron Age and down to the Late Roman and Byzantine periods. A few fragments of cuneiform tablets with Hittite texts, a sealing with two impressions of a stamp seal, and pottery stamps illustrate the importance of Uşaklı Höyük and support the hypothesis of its identification with the town of Zippalanda, known from the Hittite sources as a seat of the cult of the Storm God.

Description: The study examines a vast panorama of the policies on which depend the living and working conditions of young people. Measures were examined that can be enacted on a regional level starting from the concrete experience of 6 Regional Governments in as many European countries. The book shows that a true “Youth Guarantee” must guarantee support for the complexity of the transitions that characterise young person’s life and shows how this must be adapted to the different conditions the various segments of young population live in. The wealth and variety of concrete experiences offered by regional policies show how it is possible to activate public ations that, having adequate ingredients, will be able to lessen the negative effects of the economic crisis and allow young people to take one step ahead at any time in their private and professional life.

Description: In the current socio-cultural scenario, the implementation of the university reform aimed at boosting third-level education calls for meditation within the discipline of Architectural Technology (ICAR 12). This review must address the research topics and academic profiles of PhD courses in the Technological Area, also in terms of fostering actions consistent with European strategic lines for the promotion of a knowledge society. Research, innovation, creativity and design are the keywords of this scenario that PhD students and lecturers must bear in mind when considering three fields of study: environmental design and landscape, building production and construction and works and services strategic for the community. This book "Research among innovation, creativity and design" develops the topics addressed during the VII OSDOTTA workshop (the network of PhD courses in the field of Architectural Technology) held at the Mantua campus of Milan Polytechnic on 15th-16th-17th September 2011.

Description: This volume contains the papers presented at the third biennial Information Systems Foundations ('Theory, Representation and Reality') Workshop, held at The Australian National University in Canberra from 27-28 September 2006. The focus of the workshop was, as for the others in the series, the foundations of Information Systems as an academic discipline. The particular emphasis was, as in past workshops, the adequacy and completeness of theoretical underpinnings and the research methods employed. At the same time the practical nature of the applications and phenomena with which the discipline deals were kept firmly in view. Accordingly, the papers in this volume range from the unashamedly theoretical n their focus (Designing for Mutability in Information Systems Artifacts; Towards a Unified Theory of Fit: Task, Technology and Individual) to the much more practically oriented (An Action-Centred Approach to Conceptualising Information Support for Routine Work). The contents of this volume will be of interest and relevance to academics and advanced students as well as thoughtful and reflective practitioners in the Information Systems field.

Description: Cost estimation for tendering is one of the leading causes of legal disputes in the architecture, engineering, construction, and facilities management (AEC/FM) industry. The lack of a standardised support procedure to verify the association of cost data with the objects model causes waste of time and inaccuracy in the cost estimation. This research work, starting from a previous study where the research group integrated a cost domain in the IFC data schema, investigated the possible applications of this IFC based cost domain integrated with an IFC geometrical information model. The current paper investigates a specific case study focused on a structural model to verify current and future applications. Furthermore, rules for BIM information requirements will be defined through the Information Delivery Specification (IDS) to ensure an easy way for humans and computers to understand it. This will allow to specify which data must be present in the geometric model to subsequently ensure validation and verification of uniqueness of the cost data associated with geometric data. The results show the possibility to define a structured cost items in IFC associated through relationships to other entities and then verify their association to geometric data to guarantee its consistency and uniqueness

Description: Lord Amherst's diplomatic mission to the Qing Court in 1816 was the second British embassy to China. The first led by Lord Macartney in 1793 had failed to achieve its goals. It was thought that Amherst had better prospects of success, but the intense diplomatic encounter that greeted his arrival ended badly. Amherst never appeared before the Jiaqing emperor and his embassy was expelled from Peking on the day it arrived. Historians have blamed Amherst for this outcome, citing his over-reliance on the advice of his Second Commissioner, Sir George Thomas Staunton, not to kowtow before the emperor. Detailed analysis of British sources reveal that Amherst was well informed on the kowtow issue and made his own decision for which he took full responsibility. Success was always unlikely because of irreconcilable differences in approach. China’s conduct of foreign relations based on the tributary system required submission to the emperor, thus relegating all foreign emissaries and the rulers they represented to vassal status, whereas British diplomatic practice was centred on negotiation and Westphalian principles of equality between nations. The Amherst embassy’s failure revised British assessments of China and led some observers to believe that force, rather than diplomacy, might be required in future to achieve British goals. The Opium War of 1840 that followed set a precedent for foreign interference in China, resulting in a century of 'humiliation’. This resonates today in President Xi Jinping’s call for ‘National Rejuvenation’ to restore China’s historic place at the centre of a new Sino-centric global order.
