    Description: Die vorliegende Broschüre fasst die Ergebnisse der Gemeindestudie "Energiewende und globale Megatrends in NRW" zusammen. Für die Untersuchung wurden kommunale Entscheidungsträgerinnen und -träger aus NRW, wie Dezernatsleitungen aus Planung und Umwelt, Abteilungsleitungen aus Stadtwerken oder Bürgermeisterinnen und Bürgermeister, zu den Trendthemen Digitalisierung, soziale Ungleichheiten, Übernutzung natürlicher Ressourcen sowie Urbanisierung und demografischer Wandel befragt. Der Großteil der interviewten Personen nimmt diese Megatrends sowohl als bedeutsame Entwicklungen wahr und sieht auch einen engen Zusammenhang mit der Energiewende. Die Ergebnisse zeigen starke Unterschiede sowohl in der Auffassung der unterschiedlichen Trends als auch in der Betroffenheit zwischen befragten Städten und NRW-Gemeinden. Mit rund 84,4 Prozent empfindet die Mehrheit der in der Online-Befragung interviewten Personen die Veränderungen in der Bevölkerungsstruktur im Zuge eines demografischen Wandels als relevant für die eigene Kommune. Kommunen, die in dynamischen Wachstumsregionen ein starkes Bevölkerungswachstum erlebt haben - etwa durch steigende Geburtenraten und durch mehr zugezogene Menschen -, ließ die Tendenz der alternden Bevölkerung sinken. Städte und Gemeinden in peripheren, ländlichen Schrumpfungsregionen hingegen sind durch einen Bevölkerungsrückgang und Überalterung geprägt. Daraus resultieren unter andrem Herausforderungen für die Gewährleistung der Daseinsvorsorge.

Er muss essen, trinken, sich vor den Unbil­den der Natur schützen - und das unter widrigen Bedingungen wie Kälte und Hitze oder beschränkter Nahrungsverfügbarkeit in vielen Regionen der Erde. Vor diesem Hintergrund der "Knappheit" hat die Menschheit jedoch beeindruckende Zivili­sationsleistungen vollbracht: die Entwicklung der Landwirtschaft seit dem Neolithikum, die Gründung von Städten, den Aufbau industrieller Produktion ab dem späten 18. Jahrhundert. Mit jedem Schritt entstanden dabei neue Erfahrungen von Fülle, im Sinne von materiellem Reichtum, aber auch von wachsendem Bewusstsein für die nicht­materiellen Faktoren, die ein erstrebenswertes Leben auszeichnen, z. Durch diese Schritte sollen Erkenntnisse und Aussagen über den möglichen Ressourcenverbrauch und Reboundeffekte möglich werden. Weiterhin wurden Erfolgsfaktoren für die Diffusion von Angeboten identifiziert sowie Einsparpotenziale erschlossen, um auszuloten, wie NsB-Angebote frühzeitig ressourcenleicht gestaltet werden können. Am Ende des Projektes sollen Handlungsempfehlungen für relevante Akteure - also Politik, Wirtschaft sowie Verbraucherinnen und Verbraucher - generiert werden. Das Projektteam zeichnet in der vorliegenden Broschüre ein differenziertes Bild, das sowohl ökologisch als auch sozial wünschenswerte und förderungswürdige NsB-Angebote aufzeigt, aber auch diejenigen benennt, die mit Reboundeffekten verbunden sein können und deshalb einer politischen Rahmensetzung bedürfen.

    Description: Der Titel "Grüne Hauptstadt Europas 2017" zeichnet seit 2008 Großstädte aus, die sich dauerhaft für hohe Umweltstandards und eine nachhaltige Entwicklung einsetzen. Mit der Auszeichnung der Stadt Essen für das Jahr 2017 wurde sowohl ihr bisheriges Engagement unter anderem in den Themen Klimawandel, Verkehr, Umwelt- und Ressourcenschutz gewürdigt als auch ihre Bestrebungen, den ökonomischen Strukturwandel in der Stadt nachhaltig zu bewältigen. Umso bedeutsamer ist es daher, festzuhalten, in welcher Weise die Projekte und Aktivitäten zur Grünen Hauptstadt Europas in der Stadt Wirkungen erzielt haben. Diese und weitere Fragen waren der Gegenstand der Begleitforschung zur Grünen Hauptstadt, die von einem Team von Forscherinnen und Forschern des Wuppertal Instituts, der Universität Duisburg-Essen, der Ruhr-Universität Bochum und der Technischen Universität Dortmund umgesetzt wurde. Der nun vorliegende Bericht ist Teil der Dokumentation, die die Stadt Essen an die Europäische Kommission als Abschlussbericht der Grünen Hauptstadt richten wird.

    Description: Wie lässt sich die Notwendigkeit der Suffizienz in der Breite der Bevölkerung einwurzeln? Da gibt es zunächst die Hoffnung auf einen kulturellen Wandel, in dem die immateriellen Werte des Lebens besser verstanden und höher geschätzt werden. Es gibt inzwischen viele Initiativen, suffizientes Leben und Wirtschaften in die Öffentlichkeit zu tragen, um für sie Aufmerksamkeit zu gewinnen und für sie zu werben. Auch lehrt inzwischen der Alltag Suffizienz. Da das tägliche Leben teurer geworden ist und weiterhin teurer werden wird, wächst auch die Einsicht in Grenzen des Konsums, zusammen mit der Erfahrung, dass maßvoller Genuss die Lebensfreude nicht schmälert. Der hier zusammengestellte Katalog von Suffizienzpolitiken ist nicht nach Sachgebieten aufgebaut, sondern nach Eingriffstiefe und vermutlicher Akzeptanz der Maßnahmen. Im ersten Abschnitt stehen Politiken, die wohl die Zustimmung des größten Teils der Bevölkerung finden werden, weil sie ihr Leben erleichtern oder jedenfalls nicht beschweren werden. Ihr Ertrag für den Klimaschutz und die Ressourcenschonung ist freilich begrenzt. Der zweite Teil enthält Politiken, die Umstellungen und neues Nachdenken erfordern, die einen spürbaren Eingriff in das Gängige und so gern Gewählte bedeuten, für die Routinen gewechselt und neue Gewohnheiten gefunden werden müssen, die aber keinen tief greifenden Wandel der Lebensweise erfordern. Ihr Beitrag zum Erhalt der Natur fällt durchaus ins Gewicht. Im dritten Teil stehen die Politiken, die in das gewohnte Leben und Wirtschaften eingreifen, die ein gründliches Umdenken und die auch Verzichte fordern. Dafür leisten sie einen entscheidenden Beitrag zum Schutz der natürlichen Lebensgrundlagen. Die hier vorgestellten 30 Politiken sind keine erschöpfende Aufstellung. Es sind Beispiele, Stellvertreter, ein Strauß von Möglichkeiten sehr unterschiedlicher Reichweite.

    Description: Die Energiewende ist einer der größten Transformationsprozesse, die unsere Gesellschaft in Zukunft bewältigen muss. Sie ist als Gemeinschaftsprojekt zu sehen, in das unterschiedlichste Akteure in verschiedener Art und Weise eingebunden sein sollten. Die Bundesregierung setzt die Ziele und kann Rahmenbedingungen schaffen, die Umsetzung der Energiewende findet aber in den Städten und Gemeinden vor Ort statt. Dazu ist insbesondere bürgerschaftliches Engagement gefordert, welches durch Politik und Planung gefördert und unterstützt werden sollte. In ländlichen Räumen unterscheiden sich die Herausforderungen dabei noch einmal deutlich von denen in urbanen Gebieten. Auch die Möglichkeiten und Potenziale für den Ausbau erneuerbarer Energien sowie von Energieeffizienzmaßnahmen sind teilweise aufgrund anderer Gegebenheiten und Ressourcen sehr unterschiedlich. Die vorliegende Arbeit beschäftigt sich vor dem Hintergrund der Transitions-Forschung insbesondere mit der Frage, wie bürgerschaftliches Engagement für neue Energieprojekte in ländlichen Räumen angestoßen werden kann und welches Potenzial das Instrument der visuellen Kartographie in diesem Zusammenhang besitzt. Die Analysen erfolgten im Untersuchungsraum Südwestfalen, in dem zum einen die Praxisstudie "Dorf ist Energie(klug)" dazu diente, Potenziale bürgerschaftlichen Engagements in ländlichen Räumen herausfiltern und bewerten zu können. Zum anderen konnte die mögliche Rolle digitaler Visualisierungen zur Förderung bürgerschaftlichen Engagements anhand bestehender Visualisierungsinstrumente im Untersuchungsraum analysiert werden. Basierend auf den Analyseergebnissen wurde ein "Bürgerenergiekompass" für den Hochsauerlandkreis erarbeitet. Dieser stellt als Ergebnis der Arbeit ein Beispiel für ein Visualisierungsinstrument dar, das möglichst viele Anforderungen erfüllt, um bürgerschaftliches Engagement insbesondere in den ländlichen Räumen Südwestfalens zur Umsetzung der Energiewende zu fördern.

    Description: Effizienzpolitiken allein werden nicht mehr ausreichen, um Klimaschutzziele zu erreichen. Diese Erkenntnis setzt sich in der aktuellen Nachhaltigkeitsdebatte immer mehr durch, partiell selbst innerhalb der Green Economy-Diskurse. Wir werden um Politiken der Eindämmung struktureller Energiebedarfs-Erzeugung nicht herumkommen. Allerdings besteht die Gefahr, dass die Forderungen nach Suffizienz und "Maß-Halten" nicht die Erwerbsökonomie und Wachstumspolitiken adressieren, sondern die privaten Haushalte: die genderbedingt erwerbsökonomisch und politisch externalisierte Versorgungsökonomie (Haushaltswirtschaft) und persönliches Handeln. Deshalb ist ein emanzipativer Energiesuffizienz-Politikansatz umso wichtiger. Wie aber lässt sich ein Energie-bezogener Suffizienz-Ansatz des "Genug - es reicht!" anwendungsorientiert und methodisch konkret fassen? Auf welches Sichtbarmachen von den in der Energieforschung und -politik fast immer ausgeblendeten Fragen nach dem gutem Leben, Versorgen und Versorgt werden kommt es an? Wie lassen sich dabei implizite Genderverzerrungen, die aus traditionell an Maskulinität als Norm orientiertem Denken stammen, gemeinsam überwinden? Welche Strategien, welche Potenziale, welche Eingriffspunkte für Energiesuffizienz-Politiken und welcher Art Instrumente resultieren daraus? Die im ersten größeren, vom BMBF geförderten Forschungsprojekt zu diesen Fragen erarbeiteten Analysen, Ansätze und Methoden wurden durch genderkompetente ExpertInnen aus den beteiligten Disziplinen in einer Fokusgruppen-Diskussion reflektiert, kritisch gewürdigt, mit Anregungen, disziplinären Wissensbeständen und praktischen Beispielen bereichert. Der Wuppertal Report 8 präsentiert die Auswertung und die Zusammenfassung des emanzipativen Ansatzes und neuen Methode. Als unentbehrlicher Teil zukunftsfähigen Lebens und Wirtschaftens wird sie aber erst Wirkung erlangen, wenn sie politisch durchgesetzt und damit verpflichtend wird. In einem ersten Text hat der Autor 30 Suffizienzpolitiken kartiert und begründet. Jetzt ist zu überlegen, auf welche Weise staatliche Maßnahmen dieser Art mit ihren Anreizen, aber eben auch mit ihren Grenzsetzungen und Verboten in der Wahlbevölkerung annehmbar werden können. Auch wenn Anordnungen des Staates verpflichtend sind, sind sie für ihre Wirksamkeit doch auf eine möglichst große Bereitschaft angewiesen, sie hinzunehmen und möglichst auch gutzuheißen und zu unterstützen. Schon darum, weil sonst Wege gesucht werden, diese Politiken zu umgehen, oder weil den Urhebern dieser Politiken bei den nächsten Wahlen das Vertrauen entzogen wird. Wie also sind Suffizienzpolitiken überzeugend zu begründen? Wie sind sie möglichst wirksam vorzustellen? Welche Widerstände sind zu erwarten? Was wiederum lässt sich tun, um die Abwehr zu überwinden? Untersucht werden acht Politiken, um aus ihnen Merkmale für die Akzeptanz von Suffizienzpolitiken zu gewinnen. Die Beispiele sind in sich sehr unterschiedlich. Alle jedoch, ob gelungen, beabsichtigt oder bisher ohne Erfolg, lassen sich auf Auskünfte zum Thema dieser Arbeit hin befragen. Ein Schlusskapitel wertet sie aus und hält fest, was aus ihnen an Einsicht für die vor unserer Generation liegenden Aufgaben zu gewinnen ist. Das Ganze ist als eine Handreichung gedacht für politische Entscheiderinnen und Entscheider wie für aktive Bürger und Bürgerinnen.

    Description: Zahlreiche einkommensarme Haushalte in Deutschland und diejenigen, die nahe der Armutsgrenze leben, leiden unter den in den letzten Jahren gestiegenen Stromkosten. In der Folge kann eine zunehmende Anzahl von Stromsperren beobachtet werden. Nach Angaben der Bundesnetzagentur wurden im Jahr 2014 insgesamt knapp 350.000 Unterbrechungen der Stromversorgung aufgrund von Zahlungsrückstände durch die Energieunternehmen veranlasst. Um solche Stromsperren zu vermeiden, bieten immer mehr Versorgungsunternehmen ihren Kunden einen Prepaidzähler als Antwort auf ausstehende Zahlungen und eine wachsende Zahl von Haushalten mit Energieschulden an. Das Phänomen der Energiearmut in Deutschland ist relativ jung und damit die Anzahl der Prepaidzähler noch niedrig. Erfahrungen in diesem Zusammenhang sind daher im Vergleich zu anderen Ländern (z. B. Großbritannien) rar. Im Auftrag des Ministeriums für Umwelt, Landwirtschaft, Natur- und Verbraucherschutz des Landes Nordrhein-Westfalen hat das Wuppertal Institut die erste wissenschaftlichen Befragung von Haushalten mit Prepaidzählern in Deutschland durchgeführt und stellt die Ergebnisse in diesem Wuppertal Report vor.

Der Fokus liegt auf dem Stromverbrauch in Haushalten. Diese Analyse betrachtet Mikro- (Individuum) und Mesoebene (Haushalts-/Versorgungsökonomie). In sieben Schritten wird ein integriertes Politikpaket für Energieeffizienz und Energiesuffizienz entwickelt und eine juristische Kurzeinschätzung gegeben. Das Paket umfasst unter anderem eine Weiterentwicklung von Ökodesign und EU-Energielabel, eine integrierte Energieberatung sowie Förderprogramme für Geräte, die einen suffizienten Gebrauch ermöglichen, und für ressourceneffiziente Dienstleistungen, die Geräte im Haushalt ersetzen können. Zudem werden als Teil des Politikpakets auch übergreifende Politikansätze (Stromkundenkonto, Politikinstrumente zur Begrenzung des Wachstums der Pro-Kopf-Wohnflächen) analysiert.

    Description: Im Zuge der Energiewende steht die Industrie in NRW vor der substantiellen Herausforderung großer infrastruktureller Veränderungen. Dies bezieht sich auf den Energiebedarf, die Treibhausgasemissionen und den allgemeinen Ressourcenbedarf. Hierzu ist ein Zusammenspiel der industriellen mit den öffentlichen Akteuren vonnöten. Dies umfasst neben politischer Unterstützung und dem Nutzen von Marktmechanismen ist auch Regulierung, um diese Transformation zu unterstützen und voranzubringen. Die Steuerbarkeit solcher Prozesse hängt jedoch auch stark davon ab, in welchem Umfang die entlang der oftmals komplexen Wertschöpfungsketten ablaufenden industriellen Prozesse innerhalb NRWs angesiedelt sind. Hierzu muss neben dem technischen und wirtschaftlichen Möglichkeiten einer solchen Veränderung der Grad der Geschlossenheit der entsprechenden Wertschöpfungsketten betrachtet werden. Hierzu werden hier exemplarisch drei Wertschöpfungsketten betrachtet: Eisen- und Stahlproduktion, Chemie mit dem Fokus auf polymere Faserverbundwerkstoffe, und der Anlagenbau für die erneuerbare Energiewirtschaft. Diese wurden so ausgewählt, dass sie sowohl eine große strategische, wirtschaftliche bzw. seitens des Energiebedarfs und der Treibhausgasemissionen quantitative Relevanz für die Energiewende speziell in NRW haben, als auch unterschiedliche Arten der äußeren Anbindung, der internationalen Konkurrenz und der internen Governancestruktur aufweisen. Alle drei betrachteten Wertschöpfungsketten weisen eine ungenügende Geschlossenheit auf. Dies impliziert die Notwendigkeit einer Einbindung weiterer Regionen und höherer politischer Ebenen in den Transformationsprozess. NRW kann somit als eine Schlüsselregion verstanden werden, die zum Gelingen der Energiewende entscheidende Beiträge leisten kann - jedoch ist eine enge Kooperation mit weiteren deutschen Bundesländern wie auch den umgebenden Industrieregionen des europäischen Auslands notwendig.

    Description: Das Ziel der Arbeit war es, die Rolle von Energiegenossenschaften unter dem Einfluss aktueller Entwicklungen der Energiewende für die dezentrale Energieversorgung zu analysieren. Mit dem Wegfall günstiger Förderbedingungen sind Energiegenossenschaften gezwungen ihr bisher erfolgreiches Geschäftsmodell neu auszurichten. In diesem Zusammenhang wurde der Frage nachgegangen, welche neuen Geschäfts- und Kooperationsmodelle von Energiegenossenschaften in Betracht gezogen werden. Weiterhin wurde untersucht, inwiefern die Kooperation mit Stadtwerken dabei Potenziale für Energiegenossenschaften birgt. Die Analyse erfolgte durch eine empirische Untersuchung, die sich zum einen aus einer quantitativen Online-Befragung und zum anderen aus teilstandardisierten Experteninterviews, welche vorrangig Kooperationen von Energiegenossenschaften mit Stadtwerken nachgehen, zusammensetzt. Die untersuchten Energiegenossenschaften zeigten sich, ausgelöst durch einen geänderten Ordnungsrahmen, in einer wandelnden Position. Neue Geschäfts- und Kooperationsmodelle im Bereich der Erzeuger-Verbraucher-Angebote und der Energiedienstleistungen rücken dabei verstärkt in den Vordergrund der Überlegungen. Für den weiteren Erfolg dieser Entwicklung wird es allerdings umso wichtiger, kontextspezifische Möglichkeiten und Lösungen zu finden, die sich in die begrenzenden Möglichkeiten einer ehrenamtlichen Tätigkeit einrahmen lassen. Hierbei erwiesen sich Stadtwerke als bereichernde Kooperationspartner, die vielfältige Möglichkeiten für Energiegenossenschaften eröffnen können. Die im Rahmen dieser Arbeit analysierten Kooperationsmodelle zeugen von einem großen Spektrum an beidseitig gewinnbringenden Modellen. Für Energiegenossenschaften eröffnet sich damit durch die Unternehmensbeteiligung und der Einflussnahme auf die Stadtwerke verschiedene Wege einer Teilhabe der dezentralen Energiewende.

    Description: Die Große Transformation zur Nachhaltigkeit ist eine gesamtgesellschaftliche Herausforderung, für deren Bewältigung auch die Wissenschaft gefordert ist. Das Bundesministerium für Bildung und Forschung (BMBF) hat daher unter anderem die Fördermaßnahme "Nachhaltiges Wirtschaften" (NaWi) ins Leben gerufen, um Wissenschaft und Praxis in ihrer Begegnung dieser Herausforderung zu unterstützen. Ein neues Format, um diese Wissenschafts-Praxis-Kooperation als Beitrag zu einer nachhaltigen Entwicklung zu gestalten, ist das sogenannte Reallabor. Dort kommen Akteure aus Wissenschaft und Praxis zusammen, um gemeinsam Lösungen für ein realweltliches Nachhaltigkeitsproblem zu erarbeiten und auszuprobieren. Ausgehend von der konzeptionellen und empirischen Reallaborforschung des NaWi-Projekts "Wohlstands-Transformation Wuppertal" (WTW) wurden die Erfahrungen und Erkenntnisse aus den NaWi-Projekten WTW, KInChem und WohnMobil sowie die aktuelle wissenschaftliche Literatur zu Reallaboren synthetisiert. Die hieraus entstandene vorliegende Studie bietet den Leserinnen und Lesern einen umfassenden Überblick über den Aufbau und die Umsetzung von Reallaboren. Zunächst werden bisherige Reallaborverständnisse reflektiert und acht Schlüsselkomponenten von Reallaboren präsentiert. Anschließend wird das Reallabor in seiner Prozess- und seiner Strukturdimension näher beleuchtet. Ein ausführlicher Prozess-Leitfaden zeigt Schritt für Schritt auf, wie ein Reallabor-Prozess gestaltet werden sollte. Auch die teils neuen Rollen von Wissenschaftlerinnen und Wissenschaftlern in Reallaboren werden analysiert. Schließlich werden die strukturierenden Elemente eines Reallabors vorgestellt und - wie bereits die Prozessschritte und Rollen - auf die drei NaWi-Projekte angewendet.

    Akzeptanzstudie "Mieterstrom aus Mietersicht" : eine Untersuchung verschiedener Mieterstromprojekte in NRW (2019)

    Description: Das Ziel der Akzeptanzstudie "Mieterstrom aus Mietersicht" war es, den Blick der Stromkundinnen und -kunden auf das dezentrale Versorgungskonzept "Mieterstrom" zu untersuchen und zu bewerten. Die Studie untersucht, inwiefern Mieterinnen und Mieter über das in ihrem Wohnhaus angebotene Mieterstromprodukt informiert sind, wie sie es annehmen und welche Faktoren die Akzeptanz beeinflussen. Dazu wurden 61 fragebogengestützte Face-to-Face-Interviews in sieben Mieterstromprojekten geführt. Die Bewohnerinnen und Bewohner gaben darin Auskunft zu ihren Motiven bei der Wahl ihrer Stromversorgung und ihrem Informationsstand. Außerdem führte der Autor der Studie, Markus Schäfer, leitfadengestützte Experteninterviews mit den Projektverantwortlichen der Mieterstromanbietern. Die Ergebnisse bestätigen in großen Teilen die zu Beginn der Forschung aufgestellten Thesen. Das Mieterstrommodell ist selbst in Wohnhäusern, in denen ein Mieterstromprodukt angeboten wird, noch häufig unbekannt. Dies ist nicht nur auf unzureichende Information durch die Anbieter zurückzuführen, sondern auch auf das Desinteresse der Stromkunden am Thema Energieversorgung allgemein und als kompliziert wahrgenommenen Konzepten wie Mieterstrom insbesondere. Hohe Beteiligungsquoten konnten nur in Projekten erzielt werden, in denen die Befragten Faktoren wie die Nutzung erneuerbarer Energien und lokale Erzeugung bei der Wahl Ihrer Energieversorgung klar über den Strompreis stellten, oder in denen Mieterstrom besonders günstig angeboten wurde. Allerdings gibt es auch bestimmte Vertriebsmethoden, die zu hohen Beteiligungsquoten führen können. Trotz der unterschiedlichen Rahmenbedingungen bei den untersuchten Projekten kann der Autor die Ergebnisse der Studie nutzen, um Handlungsempfehlungen für die Energiewirtschaft zur Erreichung höherer Beteiligungsquoten in Mieterstromprojekten zu formulieren.

Insbesondere in den letzten fünf Jahren erlebt dieses Format einen ungeahnten Aufschwung. Vor diesem Hintergrund blickt der vorliegende In Brief auf die Perspektiven für die künftige Forschung in Reallaboren. Drei Forderungen sind dabei von zentraler Bedeutung: (1) die Besinnung auf die ursprünglichen Kern-Charakteristika der Reallabor-Idee, (2) der systematische Capacity-Aufbau für Reallabore im Wissenschaftssystem und (3) die Etablierung von langfristiger angelegten Reallaborstrukturen.
