    Description: This open access short reader investigates how migration has become an increasingly important issue in international relations since the turn of the 21st century. It investigates specific aspects of this migration diplomacy such as double citizenship or bilateral agreements on border controls which can become important tools for bargain or pressure. This short reader also discusses the intersections between migration and international relations concerning issues of global governance such as conflicts and refugees, development and mobility, or environmental migration. The book thereby shows the extent of bargaining involved in migration and international relations, the so called “soft diplomacy of migrations” as seen in the EU/Turkish agreement on borders in 2016, or the EU negotiations with Maghreb or Sub-Saharan countries on read missions against development programs and visas.     Description: This chapter describes, justifies, presents the pros and cons of and illustrates the use of simulation modeling as a handy, cost-effective and agile tool for policymakers. Simulation modeling is flexible enough to accommodate different levels of detail, precision and time frameworks. It also serves the purpose of a concrete communication platform that facilitates scenario analysis, what-if alternatives and forward looking. We specifically define agent-based modeling within the larger simulation domain, provide a brief overview of other computation modeling methodologies and discuss the concepts of multiple models, verification, validation and calibration. The conceptual framework section closes with a discussion of advantages and disadvantages of using simulation modeling for policy at various stages of implementation. Finally, we present a panorama of actual applications of simulation modeling in policy, with an emphasis on economic analysis.

    Description: Predictable and unpredictable challenges continually confront the policy settings and policy frameworks of governments. They provide a constantly changing dynamic within which policy-making operates. Governments at all levels are asking their public services to identify innovative and workable reforms to anticipate and address these challenges.     Description: This guide sets out results from four years of research into how public sector organisations can better fulfil their missions, maintain their integrity and value their employees by adopting a current best-practice approach to the management of whistleblowing. This guide focuses on: the processes needed for public employees and employees of public contractors to be able to report concerns about wrongdoing in public agencies and programs; and managerial responsibilities for the support, protection and management of those who make disclosures about wrongdoing, as part of an integrated management approach. The guide is designed to assist with the special systems needed for managing ‘public interest’ whistleblowing-where the suspected or alleged wrongdoing affects more than the personal or private interests of the person making the disclosure. As the guide explains, however, an integrated approach requires having good systems for managing all types of reported wrongdoing-including personal, employment and workplace grievances-not least because these might often be interrelated with ‘public interest’ matters.

    Description: This is an open access book. With the unprovoked Russian invasion of Ukraine, European security has been put on high alert. The implications of the Russian military invasion are many and difficult to grasp in full. However, the need for greater European strategic autonomy appears increasingly evident. The book argues that strategic autonomy may be reached—also in the short run—if differentiated integration is seen as an asset rather than a challenge. While the EU (together with NATO) remains the core in such a system, there is a multitude sub-regional integration processes that need to be taken into account to get the full idea of how European strategic autonomy can be achieved.

    Description: This monograph traces the emergence and evolution of the LSE Government Department from 1895 to 2020, focusing on the personalities that guided the development of the Department, the social and political contexts the Department existed within, its research agenda and course structure, and the location of the Department in British politics. It also charts the evolution of the discipline of political science in Britain itself. The volume is divided chronologically into four chapters, each covering roughly similar time periods in the Department’s history and focuses on the events that shaped it: personalities, events, and location. Key themes are the development of political science in Britain, the impact of location on the LSE Government Department, the professionalisation of academia in Britain, and the microcosm the Department presents of British political life during each time period. The conflicts between progressive and conservative forces are a recurring theme which helps link the internal dynamics of the Department with the wider social and political contexts that occurred from the beginning of the School to its 125th anniversary. The volume uses detailed archival research, particularly in the early chapters, as well as over thirty interviews with a range of individuals with unique perspectives on the Department. These include current and former faculty and students (ranging from academics such as Christopher Hood, Anne Phillips and Tony Travers, to graduates who have subsequently become politicians—such as Anneliese Dodds, former UK Shadow Chancellor of the Exchequer, and Kennedy Stewart and Michael Fougere, both mayors in Canada), as well as others with strong links to the Department, such as Meghnad (Baron) Desai, and Professors Tim Besley and Nick Barr. This monograph offers a wealth of insights on the history of political science not only at the LSE, but in British academia more broadly. It speaks to a wide historical and social science audience concerned with Fabian and socialist history, the history of politics and education, and the development of British political science. Of course, it also offers appeal to more immediate audiences, such as prospective and current students, alumni, and others throughout the wider LSE community. As a history of the LSE, as well as of the development of British higher education, it serves as both a specific case study and a general representative of wider trends within universities during the twentieth and early twentieth-first centuries. A unique feature of this monograph is that it represents the collective efforts of students from the LSE Government Department (including undergraduate, MSc and PhD), who worked under the leadership of Professor Cheryl Schonhardt-Bailey (Head of Government Department) and Dr Gordon Bannerman (British Historian).     Description: To examine the origins, characteristics, and outcomes of resilient governance with Chinese characteristics, this open access book takes Guangzhou, a typical Chinese city from 1990 to 2015, as an example. Through participant observation, semi-structured interviews, and the collection of secondary data, this book finds that (1) the institutional context can be described as an authoritarian land-oriented pro-growth regime; (2) there are three phases with different patterns of governance: the Primitive Market Phase (1990–1998), the Pure Government Phase (1998–2006) and the Multiple Players Phase (2006–2015); (3) redevelopment can serve as a model of resilient governance because it changes in time in a dynamic environment to maximise economic growth; (4) an authoritarian land-oriented pro-growth regime is the key to support such a resilient governance model. This is an open access book.

    Description: This open access book presents the exciting research results of the BMBF funded project iCity carried out at University of Applied Science Stuttgart to help cities to become more liveable, intelligent and sustainable, to become a LIScity. The research has been pursued with industry partners and NGOs from 2017 to 2020. A LIScity is increasingly digitally networked, uses resources efficiently, and implements intelligent mobility concepts. It guarantees the supply of its grid-bound infrastructure with a high proportion of renewable energy. Antimicrobial resistance is a major threat to the well-being of patients and health systems the world over. In fragile health systems so challenged, on a day-today basis, by the overwhelming burden of both infectious and non-communicable disease, it is easy to overlook the impacts of AMR. The Maternal Sepsis Intervention, focusing on a primary cause of maternal death in Uganda, demonstrates the systemic nature of AMR and the gains that can be made through improved Infection Prevention Control and direct engagement of laboratory testing in antibiotic prescribing.

    Description: It is only in the last 250 years that ordinary people (in some parts of the world) have become citizens rather than subjects. This change happened in a very short period, between 1780 and 1820, a result of the foundations of democracy laid in the age of revolutions. A century later local governments embraced this shift due to rapid industrialization, urbanization, and population growth. During the twentieth century, all democratic governments began to perform a range of tasks, functions, and services that had no historical precedent. In the thirty years following the Second World War, Western democracies created welfare states that, for the first time in history, significantly reduced the gap between the wealthy and everyone else. Many of the reforms of that postwar period have been since rolled back because of the belief that government should be more like a business. Jos C.N. Raadschelders provides the information that all citizens should have about their connections to government, why there is a government, what it does, how it does it, and why we can no longer do without it. 〈i〉The Three Ages of Government〈/i〉 rises above stereotypical thinking to show the centrality of government in human life.

    Description: This open access book explores the intersection of property law, relocation, and resettlement processes in the United States and among communities that grapple with migration as an adaptation strategy. As communities face the prospect of relocating because of rising seas, policy makers, disaster specialists, and community leaders are scrambling to understand what adaptation pathways are legally possible. While in its ideal application, law functions blindly and without variation, the authors find that legal contradictions come to bear on resettlement processes and place certain communities further in harm’s way. This book will unearth these contradictions in order to understand why successful community-based resettlement has presented such a challenge to communities that are experiencing increasing land deterioration as a result of climate change.

    Description: This open access volume assesses the influence of our changing media environment. Today, there is not one single medium that is the driving force of change. With the spread of various technical communication media such as mobile phones and internet platforms, we are confronted with a media manifold of deep mediatization. But how can we investigate its transformative capability? This book answers this question by taking a non-media-centric perspective, researching the various figurations of collectivities and organizations humans are involved in.     Description: This open access volume analyses the development of democracy at different levels of governance (from local to global). The Basque search for an institutional and democratic model that adapts to its social needs and solves its problems offers an interesting perspective for analyzing the way in which democracy is seeking new forms of materialization from the local to the global. The volume is divided into four parts. The chapters in Part I analyze the tensions between the neoliberal vision of democracy and the voices contesting it, with projections at different levels of government. The chapters in Part II focus on the emerging framework and scales of Western democracy. The chapters in Part III present new forms of citizen participation, paying special - though not exclusive - attention to new practical strategies for Basque society.     Description: Why do certain parts of the state in Africa work so effectively despite operating in difficult governance contexts? How do 'pockets of bureaucratic effectiveness' emerge and become sustained over time? And what does this tell us about the prospects for state-building and development in Africa? Repeated economic and social crises have demanded that development thinkers and policy actors have had to engage with the critical role that states play in delivering development. Pockets of Effectiveness and the Politics of State-building and Development in Africa shows that politics is the driving factor that shapes how well state agencies perform their roles. It deploys a new conceptual framework – the power domains approach – to explore the shifting fortunes of key state agencies in five countries – Ghana, Kenya, Rwanda, Uganda, and Zambia – over the past three decades. Our original research reveals when, how and why political rulers decide to build effective state agencies and enable them to deliver certain forms of economic development – often through forming strategic coalitions with senior bureaucrats and with international support – and also when this support falters and gives way to a politics of survival. Comparative analysis identifies two potential trajectories towards state-building in Africa, each shaped by different configurations of social and political power. The book critiques the role that international development agencies have played in (mis)shaping the state in Africa and suggests a new strategic agenda for building the state capacities required to deliver sustained development at the current juncture. The book closes with critical commentaries from two leading scholars in the field, to help place our work in context and establish the next steps for research and strategy in this increasingly important area of development theory and practice.

    Description: This open access book provides new conceptualisations on the networks of migrants and their descendants in accessing the labour market. Although references to social networks are common in discussions of migration, simplified ideas of co-ethnic networks often obscure the reality, for example confounding ties with co-ethnics and ‘strong ties’. This open access book addresses key questions about the role of networks in migration contexts, particularly in relation to how migrants and their descendants, access the labour market and develop their employment trajectories over time. Rather than adopting a narrow essentializing ethnic lens, the research presented in this book explores intersectional identities of class, generation and gender. By focusing on the kinds of capital circulating between ties, including the dark side of social capital, the book offers insights into power dynamics and the potentially exclusionary dimension of networks. Taking a long term view, across generations, the research in this book shows how migrants and their descendants mobilize resources to tackle discrimination and enhance their position within particular labour markets. Drawing on robust quantitative and rich qualitative data, this book provides a primary source to students, scholars and policy-makers focusing on issues of migration, social networks, social mobility as well as labour market inequalities.

    Description: This open-access edited collection, focusing on Ghana and Nigeria, offers a transatlantic, transnational exploration of barriers that threaten the wellbeing of West African youth—ranging from Black immigrant youth in the American city of Newark, New Jersey, to students in Almajiri Islamic schools in Northern Nigeria. Incorporating themes of migration, vulnerability, and agency and aspirations, the book conveys the resilience of African youth transitioning toward adulthood in a world of structural inequality.     Description: This open access book sets out to explain the reasons for the gap between “knowing” and “doing” in view of self-reliance, which is more and more often expected of citizens. In today’s society, people are expected to take responsibility for their own lives and be self-reliant. This is no easy feat. They must be on constant high alert in areas of life such as health, work and personal finances and, if things threaten to go awry, take appropriate action without further ado. What does this mean for public policy? Policymakers tend to assume that the government only needs to provide people with clear information and that, once properly informed, they will automatically do the right thing. However, it is becoming increasingly obvious that things do not work like that. Even though people know perfectly well what they ought to do, they often behave differently. Why is this? This book sets out to explain the reasons for the gap between ‘knowing’ and ‘doing’. It focuses on the role of non-cognitive capacities, such as setting goals, taking action, persevering and coping with setbacks, and shows how these capacities are undermined by adverse circumstances. By taking the latest psychological insights fully into account, this book presents a more realist perspective on self-reliance, and shows government officials how to design rules and institutions that allow for the natural limitations in people’s ‘capacity to act’.

    Description: This open access book provides an analysis of the functioning, consequences and inherent limitations of internalised immigration control. By adopting the perspective of irregular residents as well as local service providers, the book sheds new light on the intricate mechanisms that either help or hinder the diffusion of immigration control into concrete institutional settings, like schools or hospitals. A simple and innovative analytical framework enables the systematic comparison of three different spheres of service provision across two distinct local as well as also national contexts. This is necessary to understand the complex interplay between formal law and policy, the intrinsic rules and logics operating within institutions, and the ethical or practical obligations and constraints attached to particular roles and professions. Based on empirical findings and rigorous analysis, the book argues that internalised control is part of the problem that irregular migration poses for society, rather than constituting a potential solution to it.

    Description: Governments of both right and left have been introducing market logics and instruments into Australian social services in recent decades. Their stated goals include reducing costs, increasing service diversity and, in some sectors, empowering consumers. This collection presents a set of original case studies of marketisation in social services as diverse as family day care, refugee settlement, employment services in remote communities, disability support, residential aged care, housing and retirement incomes. Contributors examine how governments have designed these markets, how they work, and their outcomes, with a focus on how risks and benefits are distributed between governments, providers and service users. Their analyses show that inefficiency, low‑quality services and inequitable access are typical problems. Avoiding simplistic explanations that attribute these problems to either a few 'bad apple' service providers or an amorphous neoliberalism that is the sum of all negative developments in recent years, the collection demonstrates the diversity of market models and examines how specific market designs make social service provision susceptible to particular problems. The evidence presented in this collection suggests that Australian governments’ market-making policies have produced fragile and fragmented service systems, in which the risks of rent-seeking, resource leakage and regulatory capture are high. Yet the design of social service markets and their implementation are largely under political control. Consequently, if governments choose to work with market instruments, they need to do so differently, working with principles and practices that drive up both quality and equality.

The empirical study on Romania presented here lends this observation a more profound meaning: it shows how, in contexts where high level corruption is the norm rather than the exception, self-serving political elites cannot be expected to genuinely commit to adopting sound anti-corruption reform. The book is an inquiry into the motivations that drive legislators to make particular decisions, but also into the structural characteristics and dynamics of the elite that invite a selfish rather than responsible and responsive behaviour.     Description: This open access book provides an integrated overview of the challenges and resources of large-scale social housing estates in Europe and outlines possible interdisciplinary approaches and tools to promote their regeneration. The book combines theory and practice, since it is the result of action-research conducted in different social housing estates all over Europe. Building on the results of the SoHoLab project (2017–2020), the book benefits from a multidisciplinary perspective, since the researchers involved belong to the fields of anthropology, urban planning, architecture, urban sociology. The project combined theoretical reflections with the installation and/or the consolidation of Urban Living Labs, run by universities, in large social housing estates in three European cities: Brussels, Milan and Paris.

    Description: In this evidence-based and closely argued work, Kathy MacDermott plots the changes in the culture of the Australian Public Service that have led many contemporary commentators to lament the purported loss of traditional public service values of impartiality, intellectual rigour and — most importantly — the willingness of public servants at all levels to offer frank and fearless advice to their superiors and their ministers. MacDermott brings to her analysis an insider’s sensibility and a thorough forensic analysis of the impact of some 20 years of relentless administrative ‘reform’ on the values and behaviour of the APS. Although this story has its beginnings in the Hawke-Keating eras, MacDermott convincingly argues that structural and cultural change compromising the integrity of the public service reached its apogee towards the end of the eleven years of the Howard government. This is a ‘must read’ for students of Australian political and administrative history. MacDermott offers cautionary observations that the new national government might do well to heed.

    Description: This open access book attends to the co-creation of digital public services for ageing societies. Increasingly public services are provided in digital form; their uptake however remains well below expectations. In particular, amongst older adults the need for public services is high, while at the same time the uptake of digital services is lower than the population average. One of the reasons is that many digital public services (or e-services) do not respond well to the life worlds, use contexts and use practices of its target audiences. This book argues that when older adults are involved in the process of identifying, conceptualising, and designing digital public services, these services become more relevant and meaningful. The book describes and compares three co-creation projects that were conducted in two European cities, Bremen and Zaragoza, as part of a larger EU-funded innovation project. The first part of the book traces the origins of co-creation to three distinct domains, in which co-creation has become an equally important approach with different understandings of what it is and entails: (1) the co-production of public services, (2) the co-design of information systems and (3) the civic use of open data. The second part of the book analyses how decisions about a co-creation project’s governance structure, its scope of action, its choice of methods, its alignment with strategic policies and its embedding in existing public information infrastructures impact on the process and its results. The final part of the book identifies key challenges to co-creation and provides a more general assessment of what co-creation may achieve, where the most promising areas of application may be and where it probably does not match with the contingent requirements of digital public services. Contributing to current discourses on digital citizenship in ageing societies and user-centric design, this book is useful for researchers and practitioners interested in co-creation, public sector innovation, open government, ageing and digital technologies, citizen engagement and civic participation in socio-technical innovation.

On the one hand, it investigates how people with a forced migration background in Europe, the Middle East, and Latin America experience separation from their families, and on the other, how family and kin in the countries of origin or transit are impacted by the often precarious circumstances of their family members in receiving countries. In particular, this book provides new knowledge on the nexus between transnational family separation, forced migration, and everyday (in)security.     Description: This important book explores the cultural conditions that favor political accountability. It examines the channels through which accountability can be secured and the role that accountability plays in ensuring good governance. In addition to problematizing the notion of accountability, the book suggests that it is the product of three different—albeit, related—processes: taking account of voters’ preferences, keeping account of voters’ preferences, and giving account of one’s performance in office.     Description: Countries across Africa are rapidly transitioning from rural to urban societies. The UN projects that 60% of people living in Africa will be in urban areas by 2050, with the urban population on the continent tripling over the next 50 years. The challenge of building inclusive and sustainable cities in the context of rapid urbanization is arguably the critical development issue of the 21st Century and creating food secure cities is key to promoting health, prosperity, equity, and ecological sustainability. The expansion of Africa’s urban population is taking place largely in secondary cities: these are broadly defined as cities with fewer than half a million people that are not national political or economic centres. The implications of secondary urbanization have recently been described by the Cities Alliance as “a real knowledge gap”, requiring much additional research not least because it poses new intellectual challenges for academic researchers and governance challenges for policy-makers. International researchers coming from multiple points of view including food studies, urban studies, and sustainability studies, are starting to heed the call for further research into the implications for food security of rapidly growing secondary cities in Africa. This book will combine this research and feature comparable case studies, intersecting trends, and shed light on broad concepts including governance, sustainability, health, economic development, and inclusivity. This is an open access book.

The volume is hybrid and multi-genre as it contains both scholarly chapters grounded in academic perspectives, as well as personal essays and creative non-fiction. This book offers the first overview of the ‘wicked problems’ literature, often seen as complex, open-ended, and intractable, with both the nature of the ‘problem’ and the preferred ‘solution’ being strongly contested. It contextualises the debate using a wide range of relevant policy examples, explaining why these issues attract so much attention. There is an increasing interest in the conceptual and practical aspects of how ‘wicked problems’ are identified, understood and managed by policy practitioners. The standard public management responses to complexity and uncertainty (including traditional regulation and market-based solutions) are insufficient. Leaders often advocate and implement ideological ‘quick fixes’, but integrative and inclusive responses are increasingly being utilised to recognise the multiple interests and complex causes of these problems.     Description: Affordable housing shortage and social exclusion have become severe societal problems across the globe. Increasing numbers of people are suffering from social eviction and displacement due to urban densification, modernization, rising rents, and intense housing commodification. Vulnerable resident groups – such as old-aged or households with children – who often live in old housing stocks planned to be densified, renovated, or upgraded with higher rents, are forced to leave the urban core centers because they can no longer afford to live in central locations, or because they experience unstable or insecure housing conditions. A scenario that is highly unsustainable. So far, studies on densification have mainly considered the process as technological, architectural, or design-based problem (e.g., Kyttä et al., 2013; Broitman & Koomen, 2015; Bibby et al., 2018). However, systematic knowledge on how to implement densification objectives sustainably – regarding economic, environmental, and social aspects – is still lacking. This book tackles this gap by analyzing densification from a governance perspective. Its point of departure is that densification per se does not necessarily lead to sustainable outcomes in terms of social inclusion, cohesion, or community stability. Rather, it politicizes densification by neglecting how the process is planned, implemented, and governed by the actors involved. The book applies an actors-centered neoinstitutionalist political ecology approach to reveal the specific objectives and strategies of actors involved, as well as the socio-political structures (i.e. rules. laws, and policies) that govern densification. Four Swiss in-depth empirical qualitative case studies (Zürich, Basel, Köniz, and Kloten) illustrate the political and legal conditions for success or failure for (un)sustainable implementations of densification. Ultimately, this book advises stakeholders, governments, urban practitioners, and academics on more effective, community-oriented, collective, and decommodified forms of governance to respond to the needs of the public at large rather than simply catering to private individuals and firms. Such governance initiatives entail active municipal land policy approaches outside a purely market-based investment logic that not only limit, but also work with property rights. This is an open access book.

    Description: This widely researched study demonstrates convincingly that neither grandiose promises nor nightmare scenarios have much to do with actual care practices employing telecare. Combining detailed ethnographic studies of nurses and patients involved in telecare with a broad theoretical frameworky from various disciplines, the author concludes that these practices leads to more rather than less intense caring relations, resulting from a spectacular raise in the frequency of contacts between nurses and patients. Patients are much taken with this, not because they feel they are finally able to manage themselves, but because they can ‘leave things to the experts’. The patients find that caring is something that is best done for others. The book frames urgent questions about the future of telecare and the ways in which innovative care practices can be built on facts rather than hopes, hypes or nightmares.

Zieke ouderen zullen hun laatste adem uitblazen onder toezicht van camera’s en sensoren, ver van menselijk contact.〈BR〉〈BR〉Grootse beloften noch inktzwarte nachtmerries hebben veel te maken met de praktijk waarin professionals en patiënten daadwerkelijk met telezorg werken. Dat blijkt uit dit boek, waarin de auteur gedetailleerd en uiterst leesbaar verslag doet van de wederwaardigheden van patiënten en verpleegkundigen in een aantal pioniersprojecten van telezorg. De combinatie van etnografisch onderzoek en theoretische inzichten uit onder andere wetenschaps- en techniekstudies en ethiek levert verrassende inzichten op. Zo blijkt telezorg de zorg intensiever te maken omdat het contact tussen patiënten en professionals vaak spectaculair toeneemt. De ouderen zijn hier doorgaans erg tevreden over, niet omdat ze zichzelf nu eindelijk kunnen managen, maar juist omdat ze zich veilig en gekoesterd voelen door al die extra zorg die via apparatuur mogelijk wordt gemaakt. Het boek stelt een aantal prikkelende vragen over de toekomst van telezorg en de manier waarop we innovaties in de zorg zouden kunnen baseren op feiten in plaats van dromen, hypes of nachtmerries.

    Description: This open access book investigates the complexity and the modalities of securitization of migration and border control at the EU level. It discusses and compares how different EU institutions and agencies have been deploying different logics of security, e.g. humanitarianism or management of risk, while framing increased migratory flows and so called migration crisis as a security problem. The book argues that the (re)development of EU migration and border control policies in response to increased migratory flows of 2015 have revealed an increasingly tangled nature of securitization of migration in the EU. This is reflected in the intertwining of security logics where migrants and human mobility tend to be securitized through different, sometimes multiple, interpretative lenses at different stages of policy framing. From a theoretical point of view, the book develops a fresh analytical perspective that further contributes to burgeoning discussion on securitization theory. By bridging the literature on policy framing and securitization it makes a significant contribution to the debates on both securitization and migration. As such this book is of great interest to students, academics, policy makers and all those working in the fields of EU politics, migration, security, and international relations.

    Description: After completing the transition from military to civilian rule, Nigeria began a comprehensive anti-corruption campaign in 1999. Some of the reforms included the establishment of new anti-corruption agencies, a comprehensive reform of the public sector, and a global search for (looted) funds stashed away in other countries. Despite being unprecedented in many ways, the implementation of these programmes soon faced numerous challenges. Among the most obvious was the lack of capacity among some of the major institutions charged with the implementation of the reforms due to inadequate financial support, limited human resources, legal lacunas, an ineffective criminal justice system and constitutional immunity granted to key officials. To this can be added a weak civil society and the non-engagement of sub-national authorities (states and local governments), that together suggest the glaring absence of an internal political coalition against corruption.

    Description: After official policy advice to governments is publicly released, governments are often accused of ignoring or rejecting their experts. Commonly represented as politicisation, this depiction is superficial. Digging deeper, is there something about the official advice itself that makes it easy to ignore? Instead of lamenting a demise of expertise, Christiane Gerblinger asks: does the expert advice of policy officials feature characteristics that invite its government audience to overlook or misread it? To answer this question, Gerblinger critically examines official policy advice and finds the language of the rebuffed: government experts reluctant to disclose what they know so as to accommodate political circumstances. She argues that this language evades stable meaning and diminishes the democratic right of citizens to scrutinise the work of government.

Magma dynamics leading to unrest phenomena 4. Bridging the gap between science and decision-making Volcanic unrest is a complex multi-hazard phenomenon. The fact that unrest may, or may not lead to an imminent eruption contributes significant uncertainty to short-term volcanic hazard and risk assessment. Although it is reasonable to assume that all eruptions are associated with precursory activity of some sort, the understanding of the causative links between subsurface processes, resulting unrest signals and imminent eruption is incomplete. When a volcano evolves from dormancy into a phase of unrest, important scientific, political and social questions need to be addressed. This book is aimed at graduate students, researchers of volcanic phenomena, professionals in volcanic hazard and risk assessment, observatory personnel, as well as emergency managers who wish to learn about the complex nature of volcanic unrest and how to utilize new findings to deal with unrest phenomena at scientific and emergency managing levels.     Description: Cultural heritage was invented in the realm of nation-states, and from an early point it was considered a public asset, stewarded to narrate the historic deeds of the ancestors, on behalf of their descendants. Nowadays, as the neoliberal narrative would have it, it is for the benefit of these tax-paying citizens that privatisation logic on heritage sector have been increasing over recent decades, to cover their needs in the name of social responsibility and other truncated views of the welfare state.;This volume examines whether we can place cultural heritage at the other end of the spectrum, as a common good and potentially as a commons. It does so by looking at Greece as a case study, lately a battlefield of harsh and experimental austerity measures but also of inspiring grass-roots mobilisation and scholarship, currently blossoming to defend the right of communities to enjoy, collaboratively manage and co-create goods by the people, for the people. ;Since cultural heritage -and culture in general- is hastily bundled up with other goods and services in various arguments for and against their public character, this volume invites several experts to discuss their views on their field of expertise and reflect on the overarching theme: Can cultural heritage be considered a commons? While Jacobs is a legend in the field of urbanism and famous for challenging and profoundly influencing urban planning and design, her theoretical contributions – although central to her criticisms of and proposals for public policy – are frequently overlooked even by her most enthusiastic admirers. This book argues that Jacobs’s insight that “a city cannot be a work of art” underlies both her ideas on planning and her understanding of economic development and social cooperation. It shows how the theory of the market process and Jacobs’s theory of urban processes are useful complements – an example of what economists and urbanists can learn from each other.     Description: "Online advertising will soon form the largest share of global advertisement revenues. Google and Facebook netted profits of US $29 billion in 2016. While these two giants control more than 66% of all online advertising revenues complex legal company structures have minimised their tax liabilities. This extended policy report considers where they should be taxed and where the value of their activities is actually created. It argues that tax paid by those platforms should be levied in the country where platform users are located when they click on or view an advertisement. Furthermore, the report examines the practical steps needed to ensure transparent accounting of taxed transactions in order to avoid long term negative effects for media and democracy. Considering counter-arguments the author makes the case for an online advertising tax alongside a public service Internet strategy that could support other viable platforms and counter the dangers of duopoly or oligopoly and the high risks of financial bubbles in a world where advertising is the Internet's dominant business model."

    Description: Despite much learning and research over many decades, large ICT software projects have continued to experience poor outcomes or fallen short of original expectations—some spectacularly so. This is the case in the Australian and New Zealand public sectors, even though these projects operate within historically developed institutional frameworks that provide the rules, guidelines and controls, and aim to consistently improve outcomes. Something is amiss. In Adapting for Inertia, Grant Douglas questions the effectiveness of these institutional frameworks in governing large ICT software projects in the Australian and New Zealand public sectors. He also gauges the perspectives of a large number of actors in projects in both sectors and examines two case studies in detail. The main narrative to emerge is that the institutional frameworks are in a state of inertia: they are failing to adapt, owing to various institutional factors—all of which have public policy implications. Sadly, Douglas finds, this inertia is likely to continue. If there is difficulty in changing the capacity to govern, he proposes, policymakers should look to change the nature of what is to be governed.

    Description: This open access book provides a unique study of the complexities and consequences of irregular legal status of Senegalese migrants in Europe. It employs sophisticated quantitative methods to analyze unique life-history data to produce policy-relevant conclusions. Using the MAFE dataset as empirical evidence, the book focuses on the legal paths of Senegalese migrants in three different European countries. It shows how multiple contexts of reception produce pathways into irregular legal status and how the resulting complex configurations of irregular status shape migrants’ economic integration into their host societies as well as their ongoing participation in the development of their sending societies. The book thereby increases our understanding of the functioning of African migration systems and the corresponding inclusion patterns in Europe. As such this book will be of interest to scholars working in migration studies, policy makers, and legal professionals.
