    Notizen: Abstract Many researchers use outputs from large-scale global circulation models of the atmosphere to assess hydrological and other impacts associated with climate change. However, these models cannot capture all climate variations since the physical processes are imperfectly understood and are poorly represented at smaller regional scales. This paper statistically compares model outputs from the global circulation model of the Geophysical Fluid Dynamics Laboratory to historical data for the United States' Laurentian Great Lakes and for the Emba and Ural River basins in the Commonwealth of Independent States (C.I.S.). We use maximum entropy spectral analysis to compare model and data time series, allowing us to both assess statistical predictabilities and to describe the time series in both time and frequency domains. This comparison initiates assessments of the model's representation of the real world and suggests areas of model improvement.

    Notizen: Abstract This paper provides findings from a review of employer based demand management strategies for reducing traffic congestion in several areas of the United States. The research was carried out by K.T. Analytics, Inc. in 1989 under a contract with the Federal Department of Transportation, Transportation Systems Center. Relying on a review of employer based programs in 26 sites, as well as selected literature, the paper draws conclusions about the effectiveness of employer based transportation systems management (programs to encourage carpooling, transit, biking, cycling, walking and flextime) and parking management (preferential parking for carpoolers, removal of parking subsidies, and other measures) aimed at reducing solo driving and peak period commuting. Several conclusions are offered for local planners and policy makers. Demand Management programs can be effective in reducing traffic congestion, provided they are targeted to larger employment centers, accompanied by transit development, high occupancy vehicle incentives and parking management strategies, especially pricing. Flextime should not be encouraged without careful evaluation as it may discourage ridesharing. Guaranteed ride home services appear promising and deserve attention. With all strategies, long term vigilance will be necessary as programs are susceptible to change over time. Stringent public policies do not appear necessary for development of effective programs. Ordinances should require plans not specific strategies, as it is difficult estimating the probable effectiveness of particular strategies. Ordinances should contain sanctions for employers not carrying out agreed to plans, and should include fees and financing to support public sector review of plans and on-going monitoring.

    Notizen: Abstract Seeing the trend for public accountability of road administrations and noting the many reform efforts undertaken in transport sectors around the world, the OECD established a Scientific Expert Group on Performance Indicators for the Road Sector in 1996 to provide its member countries a framework for assessing road administrations' performance. The results of the Expert Group's work is presented in this paper. Fifteen indispensable, forty primary, and thirty-five secondary indicators are proposed to portray the road sector from different perspectives. They are designed to be changed in response to human needs and technological development and supplemented by country specific indicators. In keeping with this approach and in support of one of the maxims of the Expert Group that 'useful performance indicators are those which are used', an application in the form of a Field Test is now in progress by an OECD task force. The Performance Indicators proposed are grounded in a mental model adopted by the Expert Group. This model is management by results model, and is useful as a theoretical tool in the many highly fluid contexts in which restructuring is moving forward. In the model, the products and services are judged by standards or criteria; outcomes – derivatives of products and services through user interface – are judged relative to objectives and user satisfaction. The achievement of objectives, however, is not proposed as the only or even primary basis of evaluation. The situation is more abstract and complex. Therefore, the various uses of Performance Indicators – including the opportunities to assist road administrations in becoming learning organizations – are given much emphasis in the paper.     Notizen: Abstract Choices among alternative transit capital investments are often complex and politically controversial. There is renewed interest in the use of performance indicators to assist in making rational and defensible choices for the investment of public funds. To improve the evaluation of rail and bus performance and provide more useful information for transit investment decision-makers, it is important to use performance indicators that fairly and efficiently compare different transit modes. This paper proposes a set of inter-modal performance indicators in which service input, service output, and service consumption are measured by total cost, revenue capacity miles/hours, and unlinked passenger trips/miles respectively based on economic principles and evaluation objectives. The proposed improvements involve the inclusion of capital as well as operating costs in such comparisons, and the recognition of the widely varying capacities of transit vehicles for seated and standing passengers. Two California cases, the Los Angeles – Long Beach Corridor and the Market/Judah Corridor in San Francisco, are used for testing their usefulness in the evaluation of the efficiency and effectiveness of rail and bus services. The results show substantial differences between performance indicators in current use and those proposed in this study. The enhanced inter-modal performance indicators are more appropriate for comparing the efficiency and effectiveness of different modes or a combination of transit modes at the corridor and system levels where most major investment decisions are made.

    Notizen: Abstract Data from three stations Agra, Dehradun and Dehli, were analyzed for evaluation of changes in rainfall and temperature regimes in the upper and middle parts of the Ganga basin in northern India. Long-term data on monsoon rainfall, the number of rainy days during the monsoon season, and the annual maximum temperature at these stations were included in the analysis. Nonparametric methods were employed to identify trends, if any, in these data. The analysis shows that the total monsoon rainfall and the number of rainy days during the monsoon season are on the decline, whereas the annual maximum temperature is on the rise. These changes are observed to have begun around the second half of the 1960's. The results point towards a possible change in the climatic regime of the Ganga basin that has far-reaching implications for the Indian economy.

    Notizen: Abstract Global climate change related to natural and anthropogenic processes has been the topic of concern and interest world wide. Despite ongoing research efforts, the climate predictions cannot be rated any better than speculative or possible scenarios whose probability of occurrence is, at the present stage, impossible to assess. One of the most significant impacts of the ‘greenhouse effect’ is anticipated to be on water resources, including different elements of the hydrologic cycle, water supply and demand, regional vulnerability, and water quality. Thus, the impact of climate change appears to be an additional component on top of the large number of existing water-related problems. The existence of the greenhouse effect, the increase of greenhouse gas emissions, and the rise of corresponding concentrations are things that are certain. However, their impacts on hydrology and water management are highly uncertain. In the latter area, one needs information on much smaller spatial and temporal scales than those used in climate studies. The objective of the present paper is to analyze the climate change impact on water resources in a system's perspective, to discuss scientific gaps, and challenge scientific issues. The role of different scales and uncertainties, as well as the hydrological view of global circulation models are also discussed. Our preparedness for probable global (climate) change is reviewed in terms of assessment, planning, design and adaptation.

    Notizen: Abstract Watershed runoff modelling techniques were developed and applied for assessing climatic impacts, and tested for a watershed in the Northeast Pond River basin using atmospheric-change scenarios from a series of hypothetical scenarios. Results of this research strongly suggest that possible changes in temperature and precipitation caused by increases in atmospheric trace-gas concentrations could have major impacts on both the timing and magnitude of runoff and soil moisture in important natural resources areas. Of particular importance are predicted patterns of summer soil-moisture drying that are consistent across the entire range of tested scenarios. The decreases in summer soil moisture range from 10 to 50% for different scenarios. In addition, consistent changes were observed in the timing of runoff – specifically dramatic increases in winter runoff and decreases in summer runoff. These hydrologic results raise the possibility of major environmental and socio-economic difficulties and they will have significant implications for future water-resource planning and management.

    Notizen: Abstract Global atmospheric general circulation models (GCMs) have been developed to simulate the present climate and used to predict future climatic change. While GCMs demonstrate significant skill at the continental and hemispheric spatial scales and incorporate a large proportion of the complexity of the global system, they are inherently unable to represent local subgrid-scale features and dynamics. The existing gap and the methodologies for narrowing the gap between GCMs' ability and the need of hydrological modelers are reviewed in this paper. Following the discussion of the advantages and deficiencies of various methods, the challenges for future studies of the hydrological impacts of climate change are identified.

    Notizen: Abstract Intensive use of the Coastal Plain aquifer in Israel, as well as its ongoing contamination by agrochemicals and domestic and industrial waste, has resulted in the deterioration of its water quality. As a result, suggestions of abandoning this aquifer, which is a major source of potable water, have been seriously considered. The Coastal Plain aquifer is divided into a number of calcareous sandstone units separated by continental and marine lenses composed of silt and shale. Whereas the uppermost units are unconfined and are recharged directly from land suface by precipitation, wastewater, and runoff, the lower aquifers are partly confined. Although the presence of subaquifers is geologically well documented, the aquifer has been traditionally managed as a single water reservoir. The prevailing notion has been that the separation into subunits exists only up to 5 km from the shoreline, whereas, in the east, the aquifer is considered unlayered and uniform. However, hydraulic data, isotopic age determinations and variations in chemical composition, suggest that the clay lenses form an effective hydraulic partition between the different sand units, both in the western and eastern parts of the aquifer. The results of this study indicate that the prevailing conceptualization of the aquifer as one homogeneous water body is incorrect.

    Notizen: Abstract Floyd Bennett Field (FBF), 579 ha in extent, is a division of Gateway National Recreation Area. It is the site of a former airfield, constructed by filling salt marshes with dredged materials. Except for the portion known locally as the “North Forty,” all sections of FBF have been cut over to maintain low vegetation. A grassland management plan (GRAMP) for 165 ha was initiated in 1986, to maintain habitats for open-country birds. Over the next few years, encroaching woody vegetation was removed manually and mechanically from the management area. Since then, it has been maintained as a grassland and receives annual mowing, as well as continued manual removal of the larger woody sprouts. A portion of the GRAMP management area (III) was selected for intensive study of vegetation composition. A grid system was created and vegetation cover was estimated in 127, 1 m × 1 m quadrats. The quadrats were subjected to cluster analysis (CA). Eleven clusters were recognized. These clusters were treated as “plant associations.” The following types were distinguished: (native) little bluestem–dewberry grassland, six-weeks fescue annual grassland, a grass marsh, a rush marsh, a switchgrass dry grassland, and a deer-tongue panicgrass grassland; (exotic) mugwort herbland, oriental bittersweet-Japanese honeysuckle vineland, Kentucky bluegrass-mixed grassland, Japanese knotweed tall herbland, and spotted knapweed-common St. Johnswort herbland. The little bluestem–dewberry association accounted for nearly half of all quadrats; six subclusters were recognized. The plant associations determined by CA were compared with plant lists compiled during traverses of all of the map categories in the six GRAMP Areas (I, II, III, IV, V, VI). A table was created to relate the quantitative data of the plant associations to the appropriate map categories. A nonmetric multidimensional scaling ordination (NMDS) was performed on the quadrat data. Finally, the plant associations were compared with those described in the literature of local vegetation studies. The mowing program has been effective in decreasing woody plant cover and has permitted the invasion of a few taxa into monospecific communities, but attendant disturbance of the substrate is likely to cause an increase in exotic plant taxa. As earlier studies noted, mowing has caused the increase in cover of sod-forming grass, and bare ground has virtually disappeared in the managed area. This has negative implications for the maintenance of those grassland bird species that require open ground for nesting.
