The increasing use of digital technology implies new and significant vulnerabilities for our society. However, it is striking that almost all cyber-security measures taken by governments, international bodies and other major players are aimed at preventing incidents. But there is no such thing as total digital security. Whether inside or outside the digital domain, incidents can and will occur and may lead to disruption. While a raft of provisions, crisis contingency plans and legal regulations are in place to deal with the possibility of incidents in the ‘real world’, no equivalence exists for the digital domain and digital disruption. Hence, this book uniquely discusses several specific policy measures government and businesses should take in order to be better prepared to deal with a digital disruption and prevent further escalation.

    Conflict and Change in EU Budgetary Politics (2021)

    Description: Why did the European Union experience a stark variation in the levels of conflict between the late 1970s, when budgetary disputes dominated European politics, and the 1990s, when political actors were able to settle upon budgetary agreements without major conflicts? This book responds to this key question with a two-step argument: Its first part shows that decision-making rules can be regarded as a key determinant of the level of conflict in EU budgetary politics. It details far-reaching reform in 1988 reduced conflict, because it introduced an institutional setting for multiannual budget planning that corrected the deficiencies of the original budget treaty. Having identified institutional change as the trigger for the reduction of conflict, the second part of this study focuses on the 1988 reform. It shows how a number of ‘reproduction mechanisms’ prevented major institutional change in the 1970s and early 1980s. When these ‘reproduction mechanisms’ lost force, a reform became possible and a new institutional setting emerged in 1988. These findings deliver a sharp insight into the interplay between rules and conflict in the still evolving political system of the EU. Moreover, by identifying precise conditions for the occurrence of institutional change, and by linking political performance of institutions to their stability this is a significant contribution to institutionalist research in social science. This book is an excellent resource for students and scholars of the European Union, Political Science, International Relations, Public Policy and Public Finance.

Recent revelations of mass surveillance programmes clearly demonstrate the ever-increasing capabilities of surveillance technologies. The lack of serious reactions to these activities shows that the political will to implement them appears to be an unbroken trend. The resulting move into a surveillance society is, however, contested for many reasons. Are the resulting infringements of privacy and other human rights compatible with democratic societies? Is it possible to gain in security by giving up civil liberties, or is it even necessary to do so, and do citizens adopt this trade-off? The book combines theoretical research with a wide range of empirical studies focusing on the citizen’s perspective. However, the systematic investigations of these topics have focused primarily on the effects of religion on domestic and international conflict. Scriptures, Shrines, Scapegoats, and World Politics offers a comprehensive evaluation of the role of religion in international relations, broadening the scope of investigation to such topics as the relationship between religion and cooperation, religion and conflict, and the relationship between religion and the quality of life. Religion is often manipulated by political elites to advance their principal goal of political survival. Zeev Maoz and Errol A. Henderson find that no specific religion is either consistently more bellicose or consistently more cooperative than other religions. However, religious similarity between states tends to reduce the propensity of conflict and increase the opportunity for security cooperation. The authors find a significant relationship between secularism and human security.

    Description: Over the last two decades, it has become clear that Russia insists on its great power status, even at considerable cost. Chasing Greatness provides an interpretive explanation of the tacit rules that shape Russia's great power identity today. Anatoly Reshetnikov argues that this never-ending chase for greatness is a result of how Russia and its predecessors—including the USSR, Russian Empire, Muscovy, and Kievan Rus’—historically interacted with its neighbors to the east, the south, and particularly the west. By analyzing an extensive amount of original source material, including primary sources that have not been previously translated into English, he is able to reconstruct a millennial history of the Russian concepts that express political greatness. He also traces numerous encounters between Russia and the West, as well as Russia’s troubled integration into the European society of states in the eighteenth and nineteenth centuries, to show how these concepts have affected Russia’s interaction with international society. Despite its substantive historical depth, Chasing Greatness is not a book of history. Rather, it is a synthesizing social science work inspired by the continental tradition of the critical history of modernity. As such, the book is more about the present than about the past. Its main aim is to expose and explain the rich conceptual baggage behind Russia’s unceasing great power rhetoric (domestic and international) and how this rhetoric drives the current international crises involving Russia.
