    Beschreibung: Dengan semakin berkurangnya "anggaran karbon" atau carbon budget di seluruh dunia, berbagai negara sedang mencari solusi untuk mengurangi emisi gas rumah kaca. Karena produksi dan penggunaan batu bara dapat dikatakan sebagai salah satu penghasil emisi karbon yang sangat besar dan memicu perubahan iklim, oleh karena itu dapat diperkirakan bahwa wilayah penghasil batu bara akan sangat terdampak akibat transformasi energi dari sistem energi yang berbasis bahan bakar fosil menjadi energi terbarukan. Tantangan yang muncul tidak hanya di bidang produksi energi, perlindungan lingkungan, tetapi juga dalam aspek ekonomi dan sosial di kawasan kawasan batu bara yang tengah menghadapi transformasi - sering disebut dengan istilah "Transisi Berkeadilan". Para pengambil keputusan di wilayah penghasil batu bara, sangat membutuhkan alat pendukung untuk memulai langkah-langkah untuk mendiversifikasi ekonomi lokal yang disaat bersamaan juga mendukung pekerja dan masyarakat lokal. Transisi Berkeadilan ini membutuhkan perencanaan yang komprehensif, kebijakan baru dan penyesuaian serta keterlibatan semua pemangku kepentingan. Oleh karena itu, Wuppertal Institute merancang "Just Transition Toolbox" untuk memberikan dukungan bagi para praktisi di kawasan penghasil batu bara di seluruh dunia yang menggambarkan tantangan dan peluang dalam transisi berkelanjutan untuk audiens global. Toolbox Transisi Berkeadilan ini terdiri dari informasi tentang pengembangan strategi, rekomendasi untuk struktur tata kelola, mendorong lapangan kerja berkelanjutan, menunjukan pilihan teknologi dan menyoroti rehabilitasi lingkungan dan penggunaan kembali situs dan infrastruktur terkait batubara. Toolbox ini dikembangkan berdasarkan seperangkat alat yang dirancang oleh Wuppertal Institute melalui kerja sama dengan berbagai pemangku kepentingan atas inisiatif Uni Eropa untuk daerah-daerah kawasan Batubara yang berada dalam masa transisi. Toolbox ini juga menampilkan pelajaran yang diambil dari kawasan batu bara mitra SPIPA seperti India, Indonesia, Afrika Selatan, Jepang, Korea Selatan, Kanada, dan Amerika Serikat. Akronim SPIPA adalah kependekan dari "Kemitraan Strategis untuk Implementasi Perjanjian Persetujuan Paris" pada program UE-BMU yang dibiayai bersama oleh GIZ.

    Beschreibung: After a wave of privatizations in the end of the 1990s, the electrical power supply of many municipalities in Germany has been returned into public hands. Many municipalities discover chances and possibilities for local action, which arise with remunicipalisation. The local policy-makers realize that remunicipalisation offers the opportunity of implementing an independent energy policy at local level which is critical in creating a transformation to a sustainable energy system based on energy efficiency and renewable energies. This scoping study provides an introduction to the topic of establishing municipal utilities in Germany. The findings of the authors' study provide important new insights into the possibilities to decentralise and democratise the German power sector. The findings were identified on the basis of a comprehensive screening of all newly established municipal utilities in Germany. As most network concession contracts in Germany expire by 2016, there has now existed a window of opportunity to rebuild the local energy supply. As a result, 72 new local power companies were established in Germany within just seven years (between early 2005 and late 2012). The results of this unique study will inform about details regarding regional concentration, the size of municipalities, the legal forms of the newly founded municipal public utility and the role of strategic partnerships. Furthermore, the founding of 72 municipal utilities since 2005 leads us to ask for the reasons. The study reviews the German trend towards municipal ownership of local utilities, assessing their performance based on 10 targets related to the energy transition, climate protection, and the local economic impact. Based on expert opinions, the study finds out that the likelihood of these targets being reached is "high to very high". The Japanese translation of the scoping study is completed by a foreword by Prof. Dr. Jörg Raupach-Sumiya (Professor, College of Business Administration, Ritsumeikan University) highlighting the importance of this study for Japan's energy policy.

    Beschreibung: For a better understanding of the sustainability of geothermal resources, we want to quantify subsurface masschanges caused by production and injection of fluids at the Theistareykir geothermal field in Northeast Iceland.For this purpose, we installed three superconducting gravity meters (iGrav006, iGrav015 and iGrav032) and twospring gravity meters (gPhone061 and gPhone128) in vicinity to the new geothermal power plant that started op-eration in October 2017.Prior to the Iceland installation, all gravity meters were setup at the gravimetric observatory J9 in Strasbourg forsimultaneous side-by-side measurements. The obtained data were used for instrumental calibration, comparisonof noise levels and tidal analysis. In Theistareykir, three of our measuring sites are set up close to the geother-mal production and injection wells. The fourth site is located outside the geothermal field, to provide referencemeasurements that are unaffected by the activities of the power plant. At each site additional physical parameters,which influence the local gravity signal, are measured. This includes the continuous monitoring of GPS-positions,rainfall, soil moisture and snow thickness. Moreover, snow weight and snow water equivalent are measured at thesite close to the production wells.Here, we present the results of the unique intercomparison of three superconducting gravity meters and twogPhones at Strasbourg and the initial time series obtained at the geothermal site in Iceland. A preliminary in-terpretation of the gravity variations with regard to the geothermal activities and the hydro-metrological dynamicsis given.
