    Description: In the aftermath of the twentieth century’s raging warfare, attempts were made to create an environment in which new relationships between European nations could be built around a common identity. Yet, in the twenty-first century, identity conflicts are gaining a new intensity in parts of the continent. In the analysis of some sub-state nationalist parties, the prospect of European Union membership reduces the economic and political risks of secession. Meanwhile, to the east, any moves towards expansion of EU membership are viewed by Russia not as a peace project but as acts of aggression.     Description: Archival Silences demonstrates emphatically that archival absences exist all over the globe. The book questions whether benign ‘silence’ is an appropriate label for the variety of destructions, concealment and absences that can be identified within archival collections. Including contributions from archivists and scholars working around the world, this truly international collection examines archives in Australia, Brazil, Denmark, England, India, Iceland, Jamaica, Malawi, The Philippines, Scotland, Turkey and the United States. Making a clear link between autocratic regimes and the failure to record often horrendous crimes against humanity, the volume demonstrates that the failure of governments to create records, or to allow access to records, appears to be universal. Arguing that this helps to establish a hegemonic narrative that excludes the ‘other’, this book showcases the actions historians and archivists have taken to ensure that gaps in archives are filled. Yet the book also claims that silences in archives are inevitable and argues not only that recordkeeping should be mandated by international courts and bodies, but that we need to develop other ways of reading archives broadly conceived to compensate for absences.Archival Silences addresses fundamental issues of access to the written record around the world. It is directed at those with a concern for social justice, particularly scholars and students of archival studies, history, sociology, international relations, international law, business administration and information science.

The few in which high-intensity fighting continues for years bring about a disproportionate amount of death and suffering. What separates these few unusually long and intense wars from the many conflicts that are far less destructive? In Logics of War, Alex Weisiger tests three explanations for a nation’s decision to go to war and continue fighting regardless of the costs. He combines sharp statistical analysis of interstate wars over the past two centuries with nine narrative case studies. He examines both well-known conflicts like World War II and the Persian Gulf War, as well as unfamiliar ones such as the 1864–1870 Paraguayan War (or the War of the Triple Alliance), which proportionally caused more deaths than any other war in modern history.

    Counterinsurgency Scorecard (2023)

    Description: A core finding of previous RAND research on 30 years of insurgencies worldwide was that a conflict's overall score on a scorecard of 15 equally weighted good and 12 equally weighted bad counterinsurgency factors and practices perfectly predicted the ultimate outcome. Using the scorecard approach and an expert elicitation (Delphi) exercise, a RAND project sought to extend the findings to the case of Afghanistan in early 2011.

    Description: Credit risk remains one of the major risks faced by most financial and credit institutions. It is deeply connected to the real economy due to the systemic nature of some banks, but also because well-managed lending facilities are key for wealth creation and technological innovation. This book is a collection of innovative papers in the field of credit risk management. Besides the probability of default (PD), the major driver of credit risk is the loss given default (LGD). In spite of its central importance, LGD modeling remains largely unexplored in the academic literature. This book proposes three contributions in the field. Ye & Bellotti exploit a large private dataset featuring non-performing loans to design a beta mixture model. Their model can be used to improve recovery rate forecasts and, therefore, to enhance capital requirement mechanisms. François uses instead the price of defaultable instruments to infer the determinants of market-implied recovery rates and finds that macroeconomic and long-term issuer specific factors are the main determinants of market-implied LGDs. Cheng & Cirillo address the problem of modeling the dependency between PD and LGD using an original, urn-based statistical model. Fadina & Schmidt propose an improvement of intensity-based default models by accounting for ambiguity around both the intensity process and the recovery rate. Another topic deserving more attention is trade credit, which consists of the supplier providing credit facilities to his customers. Whereas this is likely to stimulate exchanges in general, it also magnifies credit risk. This is a difficult problem that remains largely unexplored. Kanapickiene & Spicas propose a simple but yet practical model to assess trade credit risk associated with SMEs and microenterprises operating in Lithuania. Another topical area in credit risk is counterparty risk and all other adjustments (such as liquidity and capital adjustments), known as XVA. Chataignier & Crépey propose a genetic algorithm to compress CVA and to obtain affordable incremental figures. Anagnostou & Kandhai introduce a hidden Markov model to simulate exchange rate scenarios for counterparty risk. Eventually, Boursicot et al. analyzes CoCo bonds, and find that they reduce the total cost of debt, which is positive for shareholders. In a nutshell, all the featured papers contribute to shedding light on various aspects of credit risk management that have, so far, largely remained unexplored.

The study integrates input from tool developers and users with RAND’s independent assessments. The authors found that 12 developments resulted in fully functional tools and make five recommendations that will enable NIJ to maximize benefits to the law enforcement community from future developments.

    Description: The health and wellbeing of people and the planet is currently receiving a much attention, if only because of the ongoing global crisis instigated by COVID-19. The benefits of nature for human wellbeing have been scientifically studied in multiple disciplines for over three decades. Researchers from disciplines such as ecology, sport science, psychology, tourism, medicine, forestry, environmental studies and architecture have found evidence that being in nature, interacting with nature, and feeling connected to nature are important for good health and wellbeing. In particular, physical activity in nature has been linked to wellbeing. This manuscript explores a particular type of physical activity in nature: adventure and outdoor activity. Adventure in nature is important for wellbeing, and carefully designed interventions and programs can have a profound impact. The work in this book suggests that adventure should be considered an important part of the public health offering.
