    Description: Higher technical institutes – known in Italy as ITSs (Istituti tecnici superiori) initially, and ITS Academies since 2022 – were ideated 15 years ago to give technical and vocational school graduates more qualified education and work perspectives, with a view to help the Italian economy grow in terms of innovation. ITSs reflect a commitment to make up for the country’s lack of tertiary professional education, which is a major factor in Italy’s ranking among the countries with the lowest ratio of tertiary graduates in Europe. The National Recovery and Resilience Plan itself has allocated remarkable resources to strengthen these institutes. This Report traces the difficult evolution of ITSs from 2007 to the present, investigates what their future developments may be, and sheds a light on their limits – in terms of size, diffusion and ability to attract students – by comparing them with tertiary professional education models currently in place in France, Germany, Spain and Switzerland

    Description: Gli ITS (Istituti Tecnici Superiori), dal 2022 ribattezzati ITS Academy, nascono 15 anni fa per dare ai diplomati tecnici e professionali una formazione e prospettive di lavoro più qualificate e per aiutare l’economia italiana a crescere sul piano dell’innovazione. Gli ITS rappresentano il tentativo di rimediare all’assenza di un’istruzione terziaria professionalizzante nel nostro Paese, che in gran parte spiega perché il numero di laureati resti fra i più bassi d’Europa. Lo stesso PNRR ha investito risorse importanti per rafforzarli. Questo Rapporto ricostruisce la faticosa evoluzione degli ITS dal 2007 a oggi e si interroga sulle loro prospettive, mettendone in luce i limiti – in termini di dimensione, diffusione e capacità di attrazione – attraverso un confronto con i modelli di istruzione terziaria professionalizzante in Francia, Germania, Spagna e Svizzera.

    Description: The essay reports the results of a research aimed at identifying and measuring the most relevant accounting ratios for assessing the degree of economic, equity and financial balance of the Italian state university system. For the first time, the financial statements of all 67 state universities were collected, aggregated, reclassified, and analysed over the three-year period 2018-2020. This analysis gives a very detailed overview of the system, showing its strengths and weaknesses, problems, and paradoxes. In addition, the work proposes an appropriate system of indicators to improve awareness of the processes of allocation and management of financial resources, both at the level of every single university, and of the university system as a whole.

    Description: Il saggio riporta i risultati di una ricerca finalizzata a identificare e misurare gli indicatori più significativi per valutare il grado di equilibrio economico, patrimoniale e finanziario del sistema universitario statale italiano. A tale fine, per la prima volta sono stati raccolti, aggregati, riclassificati ed analizzati i bilanci di tutti i 67 atenei statali nel triennio 2018-2020. Ne emerge un quadro molto circostanziato del profilo dell’intero sistema, che dà evidenza dei punti di forza e di debolezza, delle criticità e dei paradossi che lo caratterizzano. In più, il lavoro propone un sistema di indicatori appropriato per migliorare la consapevolezza e la razionalità dei processi di allocazione e gestione delle risorse finanziarie a livello sia di sistema che singolo ateneo.

    Description: The Milan Higher Education Observatory (MHEO) has as its object of analysis the tertiary education system (University, AFAM and ITS Academy) of the Metropolitan City of Milan and the Lombardy region. This first report presents the players in the higher education system in the geographical area of interest, addresses the issue of educational offers by providing data on the number and composition by areas of study of the courses offered by the three kinds of institutions, details the composition of students by level of education, by area of study and by gender, and finally addresses the issue of PhDs, by providing data not only on the current situation but also on recent trends.

    Description: INVALSI Statistical Service has been organizing the Seminar “INVALSI data: a research tool” for many years. It’s an event which is becoming more and more important for all those who have an interest in discussing and sharing ideas, studies and experiences, from different points of view, about what INVALSI data could tell for teaching and research to several stakeholders. In this issue, the main core topic is about academic achievement and its conditioning factors. Educational results are both outcomes of single student’s engagement and consequence of a more complex process which involves the family, the school community and the wider context. This book has ten chapters and it includes some studies and researches, based on different theoretical and methodological approaches, made during the III edition of the Seminar, held in Bari from 26th to 28th October 2018, which could be a helpful insight in order to explore and deepen the main issue.

    Description: One of the main goals of the Italian National Evaluation System, since its establishment in 2013, is to strengthen the link between improvement and evaluation. Over the years, after some resistance, schools began to reflect about their activities and organization, having thus the real chance to explore new enhancing paths. This increasing awareness has contributed to broaden studies and educational research. The Seminar “INVALSI data: a research tool” organized for several years by the Statistical Service of INVALSI, gives also to headmasters and teachers (in addition to researchers) the opportunity to show and share ideas, suggestions, best practices, and trials.
