    Description: Assessing the transformation of Russian nationalist discourse in the 21st century Russian nationalism, previously dominated by ‘imperial’ tendencies – pride in a large, strong and multi-ethnic state able to project its influence abroad – is increasingly focused on ethnic issues. This new ethno-nationalism has come in various guises, like racism and xenophobia, but also in a new intellectual movement of ‘national democracy’ deliberately seeking to emulate conservative West European nationalism. Russia’s annexation of Crimea in 2014 and the subsequent violent conflict in Eastern Ukraine utterly transformed the nationalist discourse in Russia. This book provides an up-to-date survey of Russian nationalism as a political, social and intellectual phenomenon by leading Western and Russian experts in the field of nationalism studies.

    Description: In recent years, European political leaders from Angela Merkel to David Cameron have discarded the term multiculturalism and now express scepticism, critique and even hostility towards multicultural ways of organising their societies. Yet they are unprepared to reverse the diversity existing in their states. These contradictory choices have different political consequences in the 11 European countries examined in this book: Belgium, Britain, Denmark, France, Germany, Italy, the Netherlands, Poland, Russia, Sweden and Turkey. The future of European liberalism is being played out as multicultural notions of belonging, inclusion, tolerance and the national home are brought into question.

    Description: Data Justice and the Right to the City engages with theories of social justice and data-driven urbanism. It explores the intersecting concerns of data justice - both the harms and civic possibilities of the datafied society – and the right to the city - a call to redress the uneven distribution of resources and rights in urban contexts. These concerns are addressed through a variety of topics: digital social services, as cities use data and algorithms to administer to citizens; education, as data-driven practices transform learning and higher education; labour, as platforms create new precarities and risks for workers; and activists who seek to make creative and political interventions into these developments. This edited collection proposes frameworks for understanding the effects of data-driven technologies at the municipal scale and offers strategies for intervention by both scholars and citizens.

    Description: A wide range of actors have publicly identified cyber stability as a key policy goal but the meaning of stability in the context of cyber policy remains vague and contested. Vague because most policymakers and experts do not define cyber stability when they use the concept. Contested because they propose measures that rely – often implicitly – on divergent understandings of cyber stability. This volume is a thorough investigation of instability within cyberspace and of cyberspace itself. Its purpose is to reconceptualise stability and instability for cyberspace, highlight their various dimensions and thereby identify relevant policy measures. This book critically examines both ‘classic’ notions associated with stability – for example, whether cyber operations can lead to unwanted escalation – as well as topics that have so far not been addressed in the existing cyber literature, such as the application of a decolonial lens to investigate Euro-American conceptualisations of stability in cyberspace.

The book shows how landed property, and not just labour and capital, directly affects urban economic development, the built environment, urban governance and the quality of life of people living in cities.     Description: Many people see citizenship in a globalised world in terms of binaries: inclusion/exclusion, past/present, particularism/universalism. Aoileann Ní Mhurchú points out the limitations of these positions and argues that we need to be able to take into account the people who get caught between these traditional categories. Using critical resources found in poststructural, psychoanalytic and postcolonial thought, Ní Mhurchú thinks in new ways about citizenship, drawing on a range of thinkers including Kristeva, Bhabha and Foucault. Taking a distinctive theoretical approach, she shows how citizenship is being reconfigured beyond these categories.

    Description: Securing Village Life: Development in Late Colonial Papua New Guinea examines the significance for post-World War II Australian colonial policy of the modern idea of development. Australian officials emphasised the importance of bringing development for both the colony of Papua and the United Nations Trust Territory of New Guinea. The principal form that development took involved securing smallholders against the tendencies of other forms of capitalist development that might have separated households from land. In order to make household occupation of their holdings more secure and at higher standards of living, the colonial administration coordinated and supervised increases in production of crops and other agricultural produce. Contrary to suggestions that colonial policy and practice ignored indigenous agriculture and concentrated on plantation crops grown by international firms and expatriate owner-occupiers, the study shows how the main focus was instead upon increasing smallholder output for immediate consumption as well as for local and international markets. Simultaneously development stimulated increases in consumption, including of goods produced through manufacturing processes and imported into the colony. Only as Independence approached was the pre-eminence of the earlier focus upon smallholders weakened. In part the change occurred due to the political advance of the indigenous capitalist class and their allies seeking to extend their base in largeholding agriculture and related commercial activities. This advance and the uncertainty over which form of development would prevail once indigenes held state power in post-colonial Papua New Guinea stood in marked contrast to the definite direction pursued under the colonial administration of the 1950s and early 1960s.

    Description: France is a Pacific power, with three territories, a military presence, and extensive investments. Once seen by many as a colonial interloper in the South Pacific, by the early 2000s, after it ended nuclear testing in French Polynesia and negotiated transitional Accords responding to independence demands in New Caledonia, France seems to have become generally accepted as a regional partner, even if its efforts concentrate on its own territories rather than the independent island states. But France’s future in the region has yet to be secured. By 2014 it is to have handed over a set of agreed autonomies to the New Caledonian government, before an independence referendum process begins. Past experience suggests that a final resolution of the status of New Caledonia will be divisive and could lead once again to violent confrontations. In French Polynesia, calls continue for independence and for treatment under UN decolonisation procedures, which France opposes. Other island leaders are watching, so far putting faith in the Noumea Accord, but wary of the final stages. The issues and possible solutions are more complex than the French Pacific island population of 515,000 would suggest. Combining historical background with political and economic analysis, this comprehensive study offers vital insight into the intricate history – and problematic future – of several of Australia’s key neighbours in the Pacific and to the priorities and options of the European country that still rules them. It is aimed at policy-makers, scholars, journalists, businesspeople, and others who want to familiarise themselves with the issues as France’s role in the region is redefined in the years to come.

    Description: His admirers said he was a charismatic leader with a dazzling smile, a commoner following an ancient tradition of warrior service on behalf of an indigenous people who feared marginalisation at the hands of ungrateful immigrants. One tourist pleaded with him to stage a coup in her backyard; in private parties around the capital, Suva, infatuated women whispered ‘coup me baby’ in his presence. It was so easy to overlook the enormity of what he had done in planning and implementing Fiji’s first military coup, to be seduced by celebrity, captivated by the excitement of the moment, and plead its inevitability as the final eruption of long-simmering indigenous discontent. A generation would pass before the consequences of the actions of Fiji’s strongman of 1987, Sitiveni Rabuka, would be fully appreciated but, by then, the die had been well and truly cast. The major general did not live happily ever after. No nirvana followed the assertion of indigenous rights. If anything, misadventure became his country’s most enduring contemporary trait. This is Fiji’s very human story.
