    Description: Our studies elucidated the relationship between the auroral arcs and magnetotail phenomena. One paper examined particle energization in the source region of the field-aligned currents that intensify at substorm onset when the arc brightens to form the westward electrojet. A second paper examined the relationship between the precipitating particles in the arcs, the location of the westward electrojet, and magnetospheric source regions. Two earlier papers also investigated the roles that field aligned currents and particle acceleration have during substorms.

    Description: The vision document provides an overview of the Climate Change Science Program (CCSP) long-term strategic plan to enhance scientific understanding of global climate change.This document is a companion to the comprehensive Strategic Plan for the Climate Change Science Program. The report responds to the Presidents direction that climate change research activities be accelerated to provide the best possible scientific information to support public discussion and decisionmaking on climate-related issues.The plan also responds to Section 104 of the Global Change Research Act of 1990, which mandates the development and periodic updating of a long-term national global change research plan coordinated through the National Science and Technology Council.This is the first comprehensive update of a strategic plan for U.S. global change and climate change research since the origal plan for the U.S. Global Change Research Program was adopted at the inception of the program in 1989.

    Description: The purpose of this Science and Implementation Plan is to describe GAPP science objectives and the activities required to meet these objectives, both specifically for the near-term and more generally for the longer-term. The GEWEX Americas Prediction Project (GAPP) is part of the Global Energy and Water Cycle Experiment (GEWEX) initiative that is aimed at observing, understanding and modeling the hydrological cycle and energy fluxes at various time and spatial scales. The mission of GAPP is to demonstrate skill in predicting changes in water resources over intraseasonal-to-interannual time scales, as an integral part of the climate system.

    Description: Dr. France Cordova, NASA's Chief Scientist, chaired this, the fourth seminar in the NASA Administrator's Seminar Series. She introduced NASA Administrator, Daniel S. Goldin, who greeted the attendees, and in his opening remarks said that human beings have a need to understand the what and why of the forces of nature and of people, and the stresses on the planet Earth. The first speaker, Dr. Ellen Mosley-Thompson of Ohio State University discussed the many things that scientists have learned from ice cores obtained in Peru and the Antarctic. The next speaker, Dr. Michael McElroy of Harvard University, is active in environmental research. He noted that insurance companies need to know more about the physics and chemistry of weather in order to avoid bankruptcy; that the greenhouse effect, which is good because it reflects heat, is being changed, and we don't know the rules. In the discussion that followed, Goldin asked if the present technology for measuring circulation of air and water and contents of the atmosphere is worth the cost. Drs. McElroy and Mosley-Thompson noted that the historic record in an ice core is endangered by ice melts; that in the last 10 years we've learned that tropics change; that the water vapor in the tropics is critical right now; that clouds absorb short-wave radiation; and that there is a need to improve measurements of atmospheric contents, the development of models, and the understanding of basic physics. We also need to understand parameters for detecting climate change, water, water temperature, and be able to provide fundamental information.     Description: The Grant was a three year grant funded under the Space Physics Supporting Research and Technology and Suborbital Program. Our objective was to develop automated techniques needed to unfold or "invert" global images of the magnetospheric ion populations obtained by the new magnetospheric imaging techniques (ENA, EUV) in anticipation of future missions such as the Magnetospheric Imager and, now, IMAGE. Our focus on the present three year grant is to determine the degree to which such images can quantitatively constrain the global electromagnetic properties of the magnetosphere. In a previous three year grant period we successfully automated a forward modeling inversion algorithm, demonstrated that these inversions are robust in the face of realistic instrumental considerations such as counting statistics and backgrounds, applied error analysis techniques to the extracted parameters using variational procedures, implemented very realistic magnetospheric test images to test the inversion algorithms using the Rice University Magnetospheric Specification Model, and began the process of generating parametric models with the flexibility to handle the realistic magnetospheric images (e.g. Roelof et al, 1992; 1993). Our plan for the present 3 year grant period was to complete the development of the inversion tools needed to handle realistic magnetospheric images, assess the degree to which global electrodynamics is quantitatively constrained by ENA images of the magnetosphere, and bring the inversion of EUV images up to the maturity that we will have achieved for the ENA imaging. Below the accomplishments of our three year effort are present followed by a list of our presentations and publications. The accomplishments of all three years are presented here, and thus some of these items appeared on interim progress reports.

    Description: This final report describes the work done by Dr. Marc Hairston and Dr. Rod Heelis on NASA SR&T grant NAGW-4411 studying the theta aurora using DE-1 ultraviolet imager data and DMSP particle data. This report covers the period from summer 1995 through summer 1996 along with a review of the previous work. Previous work on this grant looked at the time period from the launch of DMSP-F8 in June 1987 through the end of mission of DE-1 in summer 1991. Despite the sporadic and decreasing frequency of observations from DE-1 over this time period, we were able to identify six events for study where the DE-1 imager observed a theta aurora occurring during a period in which the DMSP-F8 satellite flew through the region of the aurora at an altitude of 800 km. We focused on the best two events where the theta aurora persisted for an extended period so that we could observe the DMSP particle signatures in both the hemisphere observed by DE-1 and in the other polar hemisphere immediately before or afterwards. These results were presented at the Fall 1994 meeting of the AGU. Initially we had hoped to expand on this work. However, further work showed that none of these events gave a clear enough signature in the DMSP data for us to identify a theta aurora in the hemisphere opposite to the hemisphere imaged by DE-1. Without that, there were no results from this work that were new enough to warrant publication. So instead we used the final year of the grant to work with our colleague, J. A. Cumnock on a similar project using DE data to study the evolution of theta auroras as a function of the IMF A paper from that work was published which acknowledged this grant and a copy of that paper is included with this final report.

    Description: In terms of important uncertainty in regional-scale air-pollution models, probably no other aspect ranks any higher than the current ability to specify clouds and soil moisture on the regional scale. Because clouds in models are highly parameterized, the ability of models to predict the correct spatial and radiative characteristics is highly suspect and subject to large error. The poor representation of cloud fields from point measurements at National Weather Services stations and the almost total absence of surface moisture availability observations has made assimilation of these variables difficult to impossible. Yet, the correct inclusion of clouds and surface moisture are of first-order importance in regional-scale photochemistry.

    Description: The accuracy of a new local gravity field model, GEOID94A, is examined at a site on the western Greenland ice sheet. The model, developed by the Danish National Survey and Cadastre, incorporates several new gravity data sets including an extensive amount of airborne gravity data. Model-derived geoid undulations were compared to independently determined undulations found by differencing the elevations from Global Positioning System controlled airborne laser altimetry and optical leveling surveys. Differences between the two sets of undulations were less than +/- 6 cm RMS. The comparison improved (+/- 5 cm RMS) when GEOID94A undulations were adjusted by local gravity observations also acquired at the site. Our comparisons demonstrate that GEOID94A adequately models the long to intermediate wavelengths of the gravity field. We conclude that GEOID94A constitutes a reliable reference model for studies of Greenland's gravity field.

    Description: Much of NASA's Arctic Research is run through its Cryospheric Sciences Program. Arctic research efforts to date have focused primarily on investigations of the mass balance of the largest Arctic land-ice masses and the mechanisms that control it, interactions among sea ice, polar oceans, and the polar atmosphere, atmospheric processes in the polar regions, energy exchanges in the Arctic. All of these efforts have been focused on characterizing, understanding, and predicting, changes in the Arctic. NASA's unique vantage from space provides an important perspective for the study of these large scale processes, while detailed process information is obtained through targeted in situ field and airborne campaigns and models. An overview of NASA investigations in the Arctic will be presented demonstrating how the synthesis of space-based technology, and these complementary components have advanced our understanding of physical processes in the Arctic.

    Description: A device for measuring turbulence in high-speed flows is provided which includes a micro-sensor thin-film probe. The probe is formed from a single crystal of aluminum oxide having a 14.degree. half-wedge shaped portion. The tip of the half-wedge is rounded and has a thin-film sensor attached along the stagnation line. The bottom surface of the half-wedge is tilted upward to relieve shock induced disturbances created by the curved tip of the half-wedge. The sensor is applied using a microphotolithography technique.
