    Description: In France, mountain pastoralism plays a non-neglectable role in the production of quality products, the dynamism, the cultural identity and the management of the mountainous areas. However, some economic, political and environmental pressures are today challenging this activity. This leads some citizens and consumers of pastoral products as well as public policy makers to question the final products and the ecosystem services that derive from pastoralism as well as the economic and ecological costs associated with predation. At the same time, this extensive breeding activity suffers from the consequences of climate change with droughts and vegetation shifts. This study aims at exploring the resilience and socio ecological system literature to put the pastoral activities in perspective and determine if they possess some resilience characteristics. Through the lense of the 9 attributes of resilience of a framework developed by the Resilience Alliance researchers, this work analyses a literature review, some participant observations performed during an internship at the French Agence National de la Cohésion des Territoires and personal interviews. The conclusions are that the socio ecological system of mountain pastoralism in France has most of the characteristics of resilience. This theoretical framework also offers new analyses notably for the social interactions in the summer pasture areas. However, when it comes to predation, this framework gives limited academical perspectives. This is in great part due to the nonconsensual viewpoints of the different stakeholders. It follows that the resilience of the current state of the system is in some places non-desirable since it neglects some of its components. On more consensual matters, such as the adaptation to climate changes, the frameworks applies more easily and sheds light on relevant points.

The term, beyond its generic meaning of an intermediate stage in a process in which a condition changes from one state to another, has always been used in various fields, from music to geophysics. In fact, the disciplines of drawing have always been confronted with themes and issues relating to transitions from one condition to another. The history of representation tells us of transformations, even epochal ones, relating to ‘drawing’, with all that such transitions entail: suffice it to think of the evolution of forms of representation, of instrumental apparatuses, of the mutability of supports, of the analogical-digital transition underway, of the new modes of communication on platforms, of the hypertrophic offer of images also on the net that confirms Guy Debord’s intuitions relating to the new spectacularisation of society. Similarly, representation triggers transitions in the prefiguration and communication of design, the anticipation and foreshadowing of future events.The challenges posed by the digital pose open questions whose scope can only be glimpsed, such as the relationship between drawing and the act of modelling, and the construction of new paradigms of visual language and communication. ‘Transitions’, almost implicitly, points to possible futures, the evolution of technique and the search for new modes of expression; at the same time, however, it can suggest silences and reflections in a process of connection between history, theory, criticism and construction.

    Description: The present work carries out a descriptive examination of the theme of the national question that Espezúa's book addresses. Emphasis has been placed on a historical-cultural contextualization that, necessarily, requires the question of identity in the face of a national perspective that we now know extends to the Inca, the Colony, the Republic and Contemporary Peru. Likewise, the works of Garcilaso de la Vega and Ga-maliel Churata have been studied in depth due to their implication in the field of the Andean Cosmovision. Very different has been the focus on Basadre and whose contribution, we believe, may have been the origin of the author's book. Finally, the last section of the book has been deepened, because it is there where the theme of the current national crisis has been reworked in the form of an affirmation, but at the same time shows the enormous impact that the crisis has caused. current in the artistic sensibility of the author.

    Description: El presente trabajo efectúa un examen descriptivo del tema de la cuestión nacional que aborda el libro de Espezúa. Se ha puesto énfasis en una contextualización de tipo histórico-cultural que, necesariamente, exige la cuestión de la identidad ante una perspectiva nacional que hoy sabemos se extiende al Incario, la Colonia, la República y el Perú Contemporáneo. Igualmente, se ha profundizado en las obras de Garcilaso de la Vega y Ga-maliel Churata debido a su implicancia en el ámbito de la Cosmovisión Andina. Muy diferente ha sido el enfoque realizado acerca de Basadre y cuyo aporte, consideramos, puede haber sido el origen del libro del autor. Final-mente, se ha profundizado en la última sección del libro, debido que es allí donde el tema de la actual crisis nacional ha sido reelaborado en la forma de una afirmación, pero que a la vez muestra el enorme impacto que ha causado la crisis actual en la sensibilidad artística del autor.

    Description: Public officials today use social networks to broadcast ideas, ex-press opinions, communicate about their activities and interact with citi-zens. However, that virtual interaction can be obstructed when public offi-cials block users or followers on their social networks (Facebook, YouTube, WhatsApp, Facebook Messenger, WeChat, Instagram, TikTok, QQ.). If this happens, the citizen is prevented or limited from knowing the ideas and activity of the public official. Blocking followers serves to protect the intima-cy, integrity and private life of users. Its use may be discretionary for people who do not have public responsibility, however, the scenario varies in the case of public officials. In this context, the objective of this work has been to analyze whether public officials can freely block users. The methodology that is followed consists of a qualitative approach, using the analytical and dogmatic method, with a bibliographical and normative review. The con-clusion is that the official does not have the discretionary power to block their networks, since those who follow the account are interested in knowing the information or opinions that it disseminates, in addition, it is of public interest. In such a context, a public official cannot block users and if he does, it limits rights such as freedom of expression and information of citizens.

    Description: Los funcionarios públicos en la actualidad usan las redes socia-les para emitir ideas, expresar opiniones, comunicar sobre sus actividades e interactuar con los ciudadanos. Sin embargo, esa interacción virtual puede verse obstruida cuando los funcionarios públicos bloquean a los usuarios o seguidores en sus redes sociales (Facebook, YouTube, WhatsApp, Face-book Messenger, WeChat, Instagram, TikTok, QQ.). Si esto ocurre, el ciu-dadano queda impedido o limitado de conocer las ideas y la actividad del funcionario público. Bloquear seguidores sirve para resguardar la intimidad, integridad y vida privada de los usuarios. Su uso puede ser discrecional para personas que no posean responsabilidad pública, sin embargo, el escenario varía en el supuesto de funcionarios públicos. En ese contexto, el objetivo de este trabajo ha sido analizar si los funcionarios públicos pueden bloquear libremente a los usuarios. La metodología que se sigue consiste en enfoque cualitativo, empleando el método analítico y dogmático, con revisión biblio-gráfica y normativa. La conclusión es que el funcionario no tiene potestad discrecional para bloquear de sus redes, ya que quienes siguen la cuenta están interesados en conocer la información o las opiniones que difunde, además, es de interés público. En tal contexto, un funcionario público no puede bloquear usuarios y si lo hace limita derechos como la libertad de expresión e información de los ciudadanos.

    Description: Legal interculturality constitutes the interaction of human groups with different cultures in terms of norms, procedures, principles or behaviors considered legal by the same group. Access to ordinary justice for indigenous peoples constitutes a real challenge since they have to counteract barriers both in territorial coverage due to the excessive judicialization of conflicts, as well as excessive formalities, and, as we will analyze in this investigation, the dominant use of the Spanish language, which would limit the right of access to justice of the Aymara or Quechua-speaking procedural parties. It is precisely about these barriers that the present investigation is concerned, which aims, as an objective, to verify the access of Quechua and Aymara language litigants to the judicial service in the Superior Court of Justice of Puno. Regarding the applied methodology, this is descriptive- hermeneutic, since it is a work of description of reality and of an interpretive nature, since the purpose is to understand, interpret, deepen the meanings from the point of view of the actors in the problem and establish relationships between the meanings and the context. The technique of analysis will be the Qualitative Analysis. The results obtained in the investigation in relation to the linguistic barriers in the justice service that is offered in the Superior Court of Justice of Puno have had a development of progressive advance; This is how the manifest reality has been verified in 2011, through an investigation on access to justice for Quechua and Aymara-speaking litigants, finding clear difficulties for the corresponding access to the justice system. In an evolutionary view and with the passing of time, it has been possible to verify that this barrier has been gradually and effectively eliminated through training actions, assignment of suitable personnel to attend to the litigating public in the Aymara and Quechua language, drafting of resolutions finals in Quechua and Aymara, and the implementation of a system of translators and interpreters, thereby facilitating full access to the judicial system.

    Description: La interculturalidad jurídica constituye la interacción de grupos humanos con culturas diferentes en cuanto a normas, procedimientos, principios o conductas consideradas jurídicas por el mismo grupo. El acceso a la justicia ordinaria para los pueblos originarios constituye un verdadero desafío pues tienen que contrarrestar barreras tanto en la cobertura territorial por la excesiva judicialización de los conflictos, como los excesivos formalismos,y, como analizaremos en la presente investigación, el uso dominante del idioma castellano, con lo que se limitaría el derecho al acceso a la justicia de las partes procesales aymara o quechua hablantes. Precisamente sobre dichas barreras es que versa la presente investigación que pretende, como objetivo, verificar el acceso de los litigantes de idioma quechua y aymara al servicio judicial en la Corte Superior de Justicia de Puno.Respecto a la metodología aplicada esta es de tipo descriptivo-hermenéutico, pues es un trabajo de descripción de la realidad y de carácter interpretativo, pues el propósito es comprender, interpretar, profundizar en los significados desde el punto de vista delos actores del problema y establecer relaciones entre los significados y el contexto. La técnica de análisis será el Análisis Cualitativo. Los resultados obtenidos en la investigación en relación a las barreras lingüísticas en el servicio de justicia que se brinda en la Corte Superior de Justicia de Puno ha tenido un desarrollo de avance progresivo; así se ha verificado la realidad manifiesta en el año 2011, mediante una investigación sobre acceso a la justicia para litigantes quechua y aymara hablantes, encontrándose claras dificultades para el correspondiente acceso al sistema de justicia. En una mirada evolutiva y con el devenir del tiempo se ha podido verificar que tal barrera se ha venido eliminando de forma paulatina y efectiva mediante acciones de capacitación, asignación de personal idóneo para la atención al público litigante en idioma aymara y quechua, redacción de resoluciones finales en quechua y aymara, y la implementación de sistema de traductores e intérpretes facilitando con ello el pleno acceso al sistema judicial.
