    Notizen: Data on production and management practices across firms are scarce.Therefore studies of rural and urban industrial development have usually abstracted from this issue or have invoked product cycle theory to explain comparative urban and rural productive ingenuity. Several qualitative studies of rural production have contradicted the product cycle hypotheses, but attempts to generalize these results have not succeeded. An attempt is made here to test the product cycle explanation of industrial location using the registry of firms with ISO 9000 certification in nine southern states. These data suggest a bifurcation of rural counties. Urban and rural counties containing certified firms have been much more likely to increase the number of such firms, but in those counties without certified firms the probability of new certified firms has declined

    Notizen: The economics or urban and rural areas in the United States continue to experience change in their structure, leading to changes in their economic base. This paper argues that nontraditional sources of income, employment, and business activity have become more important in the economic base of rural areas. Current trends in rural parts of the western United States are used to document this argument. In spite of the decline in the relative or absolute important of traditional natural-resource-oriented industries in the rural West, in the 1990s this region is experiencing population growth rates well above those of the nation as whole. This reversal of development experience from the 1990s is analyzed empirically, and extended economic base models are proposed to capture forces which now are found to be of growing significance in explaining current development trends in western rural economics.

    Notizen: This paper explores land use conflicts between non-farm neighbors and farmers to illustrate the usefulness of the concepts of interdependence, rules, and property rights when doing rural development. Recognizing interdependence and its implications helps economic analysis focus on and understand the types of rules and institutions having the most influence on economic behavior, and thus identify policy alternatives. The resolution of land uses conflicts, for example, unavoidably changes the bundle of rights associated with land, and influences who can impose costs of whom; it makes a difference if a large farm has the right to produce odors, flies, or noise that reduces their neighbors' abilities to enjoy the neighbors' own land, or if instead, neighbors have the right to use their property without experiencing farm-produced odors, flies or noise the farm may be unable to use its own land for agriculture without being inconvenienced.

    Notizen: In this paper we analyze the effect of infrastructure on the cost and productivity performance of the private productive sector of Spanish regions over the period 1980–1993. We use a dual approach based on cost functions that allows us to recover the usual parameters estimated with production functions. In addition, we obtain rates of return and cost elasticities of production factors at the regional level. Our framework explicitly considers that some factors are quasi-fixed and their volume can differ from their optimal endowment levels. Our results indicate that the public sector has contributed significantly to enhance productivity and reduce costs in the private sector of almost every Spanish region. Nevertheless, there is still scope for the government to continue its investment efforts, given that there remains an appreciable gap between observed and optimal public capital, and we find that in the long run, public capital promotes private investment.

    Notizen: This paper tests for spatial spillover effects of state-level telecommunications infrastructure investment on state output, using panel data for 48 U.S. states from 1970 through 1997. As information and communication technologies support more industrial locational freedom, states may use telecommunications infrastructure investment as a competitive tool for attracting factors of production. In a production-function framework, this effect would manifest itself as a negative output spillover effect from telecommunications infrastructure investment. Findings indicate that a state benefits from its own telecommunications infrastructure, but telecommunications investment by other states has a negative impact on its output growth path, and proximity amplifies this negative spillover effect.
