    Description / Table of Contents: Summary As part of a project aiming at reorganizing the Hamburg garbage collection authority several planning and control instruments have been introduced to increase efficiency and economy. One of these instruments is the computer-based planning system OPTIMA which supports daily planning of waste collection and disposal within the city of Hamburg. Planning the waste disposal is accomplished by means of a four level hierarchical system. For one of these levels — the daily waste transportation planning — a minimum cost network flow model has been proposed and implemented on a personal computer. In addition to the structure and functions of the planning system further application areas are described and a first evaluation of its use in practice is provided.
    Notes: Zusammenfassung Im Rahmen der Reorganisation des Landesbetriebes Hamburger Stadtreinigung wurden zur Erhöhung der Effizienz und Wirtschaftlichkeit verschiedene Planungs- und Steuerungsinstrumente eingeführt. Eines dieser Instrumente stellt das EDV-gestützte Planungssystem OPTIMA, zur täglichen Planung der Abfallentsorgung des Stadtgebietes der Freien und Hansestadt Hamburg dar. Die Abfallentsorgung wird mit einem hierarchischen System, bestehend aus vier Ebenen, geplant. Für eine der Ebenen — die tägliche Abfuhrplanung — wurde die Unterstützung durch ein Netzwerkflußmodell vorgeschlagen und auf einem Personal Computer implementiert. Neben dem Aufbau und der Funktionsweise werden auch weiterführende Einsatzmöglichkeiten des Planungssystems beschrieben und eine erste Beurteilung des Einsatzes vorgenommen.
