    Description: SeaDataNet is an EU funded project (2006 – 2011) to develop and provide a Pan-European infrastructure for marine & ocean data management. The project builds upon earlier data management infrastructure projects, undertaken over a period of 20 years by an expanding network of oceanographic data centres from the countries around all European seas. Its predecessor project Sea-Search had a strict focus on metadata. SeaDataNet maintains significant interest in the further development of the metadata infrastructure, but its primary objective is the provision of easy access to data and generic data products. SeaDataNet is a distributed infrastructure connecting 40 data centres from 35 countries around the Black Sea, Mediterranean, North East Atlantic, North Sea, Baltic and Arctic regions. These include: - National Oceanographic Data Centres (NODC’s) - Satellite Data Centres. The SeaDataNet portal has been set up at http://www.seadatanet.org and it provides a platform for all SeaDataNet services and standards. It includes a number of discovery services. A key service is the Common Data Index (CDI), based upon the ISO19115 metadata model. It gives detailed insight in available datasets at partners databases and provides an on-line shopping mechanism for direct ordering and downloading of datasets from distributed data centres, also taking into account data access restrictions and types of users. This SeaDataNet V1 system is technically operational and good progress is being made with interconnecting all 40 data centres from SeaDataNet. Interoperability is the key to distributed data management system success and it is achieved in SeaDataNet V1 by: - Using common quality control protocols and flag scale - Using controlled vocabularies from a single source that have been developed using international content governance - Adopting the ISO 19115 metadata standard for all metadata directories - Providing XML Validation Services to quality control the metadata maintenance, including field content verification based on Schematron. - Providing standard metadata entry tools - Using harmonised Data Transport Formats (NetCDF, ODV ASCII and MedAtlas ASCII) for data sets delivery - Adopting of OGC standards for mapping and viewing services - Using SOAP Web Services in the SeaDataNet architecture For the Black Sea region and the Caspian Sea region additional projects are underway, also funded by the EU. These projects are targeted at further developing regional data management networks, that give overview and access to locally managed datasets by services, interoperable with SeaDataNet. The Upgrade BlackSeaSCENE project started in 2009 and is successor to the previous BlackSeaSCENE project. It now engages 43 local institutes, that are adopting the SeaDataNet services and standards, to populate a regional infrastructure, harmonised with SeaDataNet. The NODCs from the Black Sea countries are leading the build up of national networks and act as linking pin for transfer of expertise and tools from the SeaDataNet network. A comparable development is on-going in the Caspian Sea region via the CASPINFO project, engaging 12 local institutes. IODE is partner in SeaDataNet, Upgrade BlackSeaSCENE and CASPINFO to ensure cohesion on a global scale and to support training and capacity building activities.

    Description: The 41st Executive Council of the IOC instructed the Executive Secretary to present to the Assembly, at its 25th session, the new equation of state of seawater that has been developmed by SCOR-IAPSO working group 127 and to invite the Assembly to consider adopting a resolution formally adopting this new standard. One of the implications of the new formulation is adoption of a new variable ‘Absolute Salinity’. There are substantial potential implications associated with adopting the new standard for long term continuity of records and national data centers. WG127 has recommended the adoption of Absolute Salinity to be used in journals to describe the salinity of seawater and to be used as the salinity argument to algorithms that give the various thermodynamic properties of seawater. This recommendation deviates from the current practice of working with Practical Salinity and typically treating it as the best estimate of Absolute Salinity. At the same time, the WG strongly recommend that the salinity that is reported to national oceanographic data centers remain Practical Salinity as determined on the Practical Salinity Scale of 1978 (suitably updated to ITS-90 temperatures).

    Description: The IOC Executive Council, at its 37th Session (Paris, 23–29 June 2004), by Resolution EC-XXXVII.3, endorsed the IPY. At its 39th Session (Paris, 21–28 June 2006), the Executive Council agreed that GOOS, JCOMM and IODE should play active roles in the IPY and urged IOC Member States to provide sufficient resources to implement all the oceanographic proposals in the IPY Plan. The Assembly, at its 24th Session (Paris, 19–28 June 2007) called on IODE to “collaborate with the International Polar Year to ensure that all data collected by IPY projects will be professionally managed, disseminated and archived.” [IOC-XXIV, para. 258]. Numerous IOC Member States have contributed substantially to the immensely successful program of observations and research carried out during IPY. One of the most important legacies of the International Polar Year will be the enormous wealth of data from polar regions that was generated.

    Description: The meeting of the Joint Steering Group for the IODE Ocean Data Portal and the WIGOS Pilot Project for JCOMM was held at the WMO headquarters in Geneva, Switzerland, from 18 to 19 September 2008. The goal of the meeting was to review the project plan, the draft implementation plan, discuss the business plan, capacity-building issues, and address the core deliverables of the WIGOS Pilot Project for JCOMM and the IODE Ocean Data Portal. In particular, the Meeting addressed interoperability issues between the ODP and the WIS, and between other ocean data systems and the WIS. The Meeting agreed that interoperability with the WIS would be mainly achieved through: (i) ocean data centres contributing to the ODP and (ii) ODP becoming fully interoperable with the WIS. While recognizing that it was difficult at this point to make precise recommendation regarding the convergence of the WMO Core Metadata Profile, and other metadata profiles used in the marine community (e.g., MCP, CDI), the meeting recommended submitting MCP and / or any other relevant metadata profile through the JCOMM / IODE standards process for review by a wider community. This would also help MCP to build on WIS specifications, and permit to identify specific recommendations that will permit achieving interoperability with the WIS. The Meeting addressed instrument best practices and the development of better cooperation between JCOMM and CIMO and with HMEI. The Meeting recommended that the JCOMM Observing Panels and associated programmes address the issue of documenting their best practices in light of the WIGOS developments. A strategy was proposed for the updating of the WMO guide to meteorological instruments and methods of observation (WMO No. 8 – CIMO Guide) to better integrate oceanographic issues. Future updates concerning the Guide should be submitted to the JCOMM Focal Point on CIMO matters and the CIMO Focal Point for WMO No. 8. The Meeting proposed that instrument best practices related to surface meteorological and marine observations be included in the relevant chapter of the CIMO Guide while inviting JCOMM to consider developing similar best practices for the sub-surface observations as part of a separate document. All relevant documentation would avoid duplication, provide for appropriate links, and be referenced in the JCOMM Catalogue of Best Practices and Standards. This work will have to be coordinated between WMO and IOC accordingly. The EC WG WIGOS-WIS was invited to address this issue again - taking IOC’s ownership into account - and provide further guidance to the Pilot Project. The meeting discussed establishment of marine instrument centres using CIMO as a model. The NOAA National Data Buoy Centre (NDBC) offered to investigate feasibility and agreed starting acting as such on a trial basis. The JCOMM Focal Point on CIMO matters was invited to review and draft the Terms of Reference (ToR) for marine instrument centres and develop a proposal to be circulated to the joint Steering Group. Quality management aspects agreed upon at the ad hoc planning meeting (Ostend, Belgium, 29 March 2008) have been included in the Project and Implementation Plans. The Meeting noted the excellent progress made with regard to the development of Version 1 of the IODE Ocean Data Portal (ODP). While a Version 2 of the ODP is also being developed for the next two years, the Meeting agreed that the Pilot Project should - as part of the Pilot Project deliverables - target Version 1 for connecting specific data sets to the ODP and the WIS. This strategy will also permit to refine the requirements for Version 2. The Meeting reviewed potential partners and data contributions. It noted that discussions had taken place since the March 2008 meeting to address some of them, namely the SeaDataNET, the GHRSST-PP, and the Global Collecting Centres (GCCS). The Meeting noted with appreciation the development of a virtual constellation for the measurement of Ocean Surface Vector Wind. Thirteen potential partners were identified for providing key data sets to the Pilot - 2 - Projects as key deliverables. The Secretariat was asked to write to the relevant organizations in order to seek their participation in the Pilot Project. The Meeting updated its Project Plan, reviewed the draft Implementation Plan, adopted them, and proposed a strategy for reviewing progress considering risks, and trade-offs between time to deliver the project, costs and available resource, and quality of the deliverables. The Implementation Plan was rationalized to avoid overlap, include specific tasks with identified deadlines, and groups or individuals responsible for carrying out those tasks and / or following up their implementation. The Meeting discuss issues and progress to report to the Sub-group of the WMO Executive Council Working Group on WIGOS-WIS as well as to the twentieth Session of the IODE. The Meeting addressed capacity-building issues, and focused on the cooperation of developing countries in the Ocean Data Portal Project. These issues included the need for collaboration in the development of training materials between WMO and IOC on topics related to JCOMM, the promotion of WIGOS at the national level, and the organization of training courses in topics relevant to the WIGOS Pilot Project for JCOMM. The Meeting stressed that the Pilot Project could not realistically achieve success without receiving appropriate funding for the coordination of the Pilot Project. The Steering Group urged the WMO and IOC to commit CHF 50.000 and CHF 30.000 in 2009, respectively, and CHF 30.000 and CHF 20.000 in 2010, respectively.

    Description: The IOC-Sida-Flanders-SFRI Workshop on Ocean Data Management in the IOCINCWIO Region was held in Capetown, South Africa, November 30 to December 11, 1998. It was the second workshop on ocean data management in this region within the framework of the ‘Ocean Data and Information Network for Eastern Africa’ (ODINEA) project, funded by IOC, Sida and Flanders. The workshop’s objectives were (i) to provide in-depth data management training; and (ii) to discuss progress made in the development of NODCs or DNAs during the past year, within the framework of the ODINEA project which is part of the IOC’s IODE programme. The Workshop was organized in cooperation with and kindly hosted by the Sea Fisheries Research Institute of South Africa, and was held in the excellent conference facilities of their seaside aquarium. We also wish to express our thanks to Dr Dave Pollock, Deputy Director: Environmental Research SFRI, and Dr Geoff Bailey, Assistant Director, SFRI for their assistance in the excellent arrangements. The Agenda for the workshop is contained in Annex I. The 1997 Workshop (Mombasa, Kenya) was designed to provide training on the fundamentals of PC operations with standard computer utilities and Microsoft programs (e.g. Excel, Access, and QuickBasic). The training sessions during the 1998 Workshop were designed to explore the further use of these programs and other programs for the in-depth quality control and analysis of data as well as to explore new technologies for data dissemination. The constant stream of new software for marine data analysis and management provides a rich field for this work, but the IOC training team has attempted to avoid providing too many unrelated programs in favor of a semi-integrated package of programs that interact with related databases. Selected databases and programs that fit in this scheme are provided for each session on a “class CD-ROM” so that every detail of the training agenda is portable and capable of being duplicated. The 1998 Workshop was also used as an occasion to review and possibly modify if necessary, the ODINEA workplan and budget for 1999 in order to ensure that the project responds to the (changing) needs of the newly established data centres in the IOCINCWIO region. More details are provided under 3.6.

    Description: During their 8th Session, the IODE Group of Experts on Technical Aspects of Data Exchange reviewed the achievements made during the previous intersessional period. The Group also adopted a comprehensive workplan and medium-term objectives for GETADE that include: (i) Develop End-To-End Data Management framework strategy and appropriate projects, products and services, based on user requirements; (ii) Develop IODE Global metadata management system; (iii) Develop marine XML as a mechanism to facilitate format and platform independent information, metadata and data exchange; (iv) Develop the IODE Resource Kit as a marine data and information management reference tool for scientists and data/information managers; (v) Organize integrated national and regional level capacity building projects and programmes, linking equipment, training and operational activities; and (vi) Develop a high-quality IODE web presence and IODE Data/Information Management Portal as a mechanism to promote IODE, to reinforce the ‘IODE family’ principle, and to guide users to marine information, metadata and data sources. Seventeen participants attended the Session.

    Description: The OceanTeacher training resources are in the process of being completely re-written and converted to a “wiki” system (similar in concept to Wikipedia) that allows for maximum flexibility in the creation of new documents. The wiki framework is also optimally suited to the coordination of multiple authoring assignments, checking and approval of content, and progress monitoring, among a physically widespread team of participants. The existing content structure of OceanTeacher has been subjected to a critical re-evaluation, based on nearly a decade of use, and has been re-drawn to reflect current training goals and changing interests and needs of the client community. In view of these two major changes to the OceanTeacher training paradigm, the entire concept of holding training workshops responsive principally to current perceptions of education needs in particular regions at specific points in time, has been scrapped in favor of a long-range, permanent “academy” strategy, consisting of annual cycles of standard (and some specialized) courses, offered universally. The academy system includes course sequences, pre-requisites and credit concepts similarly to typical university practices.

    Description: PIMRIS (Pacific Islands Marine Resources Information Network) is a formal cooperative network of libraries and information centres within regional organisations and government agencies concerned with the development of fisheries and marine resources in the Pacific. Its aim is to improve access to information on marine resources in the region by: (i) collecting, cataloguing and preserving relevant documents in print and electronic formats, especially "grey literature"; (ii) disseminating information via new products and services; (iii) supporting the development of regional libraries and information centres through training and technical assistance; and (iv) cooperating with similar networks and institutions throughout the world, including IAMSLIC, FAO and IOC. ODIN-PIMRIS is a pilot project that contributes to the objectives of PIMRIS, by focusing on: •establishing a regional marine information portal •creating capacity at national and institutional level to use & contribute to the portal, •promoting of the portal as a valuable information source for managers and decision makers During the first phase of the project (2008-2009) capacity building activities are focused on five pilot countries (Cook Islands, Fiji, Kiribati, Samoa and Solomon Islands). During the second phase (2010-2011) other Pacific Island countries will get actively involved in the project along with pilot countries.

    Description: This document describes the vision, structure and partnerships for an international information system on the occurrence, impacts, identification, and monitoring of marine and brackish water planktonic and benthic microalgae perceived as harmful by humans. The document was developed by the Joint IPHAB/IODE (Document IOC/IPHAB-VIII/3 see http://www.ioc-unesco.org/hab) Task Team on the Development of the Harmful Algal Information System (HAIS) at a Workshop 8-9 January 2008, Oostende, Belgium. The vision is an easy-to-navigate, dynamic, integrated, and distributed system with: visual and interactive quality-assured data and scientific information on harmful algae provided by experts, coupled with general information on authorities and institutions involved with sea food safety, statutory monitoring of harmful algae / toxins and institutions involved in HAB research. The IPHAB/IODE Task Team sets to establish the HAIS as the premier Internet-based facility for a “one-stop shopping” range of quality-assured data and information on HABs, toxin-producing algae and associated events in the world oceans. In addition to providing a wide range of information to support the needs of a broad customer base, HAIS will contain data on national monitoring programmes and scientific expertise provided by national experts. By collating this material and making it available, HAIS will facilitate the global exchange of information on HABs and toxin-producing algae (TPA), as well as provide a safe archive of HAB and TPA data for future generations

    Description: The project RECOSCIX-WI0 (Regional Co-operation in Scientific Information Exchange in the Western Indian Ocean) was launched in February 1989 by the Intergovernmental Oceanographic Commission (IOC) of UNESCO at the request of IOCINCWIO to: - provide marine scientists in the region with the necessary scientific information;- enhance the use of indigenous scientific information in the region; - promote and facilitate communication between the scientists, both intra- and inter-regionally; - disseminate information on scientific research activities in the region. To achieve these goals the project set out to develop a number of services and products such as: (i) provision of bibliographic search and document delivery services;(ii) provision of equipment and software to marine science libraries in WI0 region; (iii)development of the regional directory of marine scientists (WIODIR);(iv) development of a regional library holdings database (WIOLIB); (v) publication of the newsletter WZNDO W (Western Indian Ocean Waters); (vi) development of MASDEA (Marine Species Database for Eastern Africa);(vii) co-operation in ASFA as regional input centre; (viii) publication of WIOBASE (integrated Western Indian Ocean data and information sources CD-ROM). After the initial pilot phase (1989-1992), the Government of Belgium through the Flemish Inter-University Council (VLIR) funded the implementation of the operational phases of the project. The VLIR support ended in April 1999. IOC has been gradually increasing its support for the project to fill in the gap left by VLIR. This support has been provided within the framework of the IOC/Sida-SAREC, and IOC/ Flanders initiative for development of an Ocean Data and Information Network for Africa (ODINAFRICA). The tenth anniversary of the project provided an opportunity to look back and evaluate where the project had achieved its objectives and where it had failed. With this in mind a Workshop on “RECOSCIX-WI0 in the year 2000 and beyond” was hosted by the Kenya Marine and Fisheries Research Institute (KMFRI), Mombasa, Kenya between 14-17 April 1999. This workshop also provided an opportunity for partners in the project to redefine the priorities of the project. The workshop was preceded by a two-day refresher technical training session for marine information managers ( 12- 13 April). Whereas for previous RECOSCM-WI0 workshops and training courses only information managers were invited, for this event each of the institutions participating in the project was invited to nominate both marine information managers AND scientists to attend. Indeed, as scientists are the main users and beneficiaries of the RECOSCIX-WI0 services and products they should be involved in the planning of the project’s future.

    Description: The ad hoc planning meeting for the JCOMM Pilot Project for the WMO Integrated Global Observing Systems (WIGOS) was held in Ostend, Belgium on 29 March 2008 at the kind invitation of the IOC Project Office for the International Oceanographic Data and Information Exchange (IODE). The aim of the Pilot Project is to promote and develop integration of marine and other appropriate observations into the global observing system through three core deliverables: (i) integration of instrument best practices, (ii) development of interoperability arrangements between the ocean data systems and the WMO Information System (WIS), and (iii) the integration of quality management systems. The meeting agreed that the cooperation with the ocean community was essential to the success of the Pilot Project, especially regarding interoperability issues with the IODE Ocean Data Portal (ODP) being developed by the ocean community. The synergies between the ODP and WIS are potentially important regarding historical and recent data. In the process, the ownership of IOC for some of the components of the Global Ocean Observing System (GOOS), and the WMO and IOC respective data policies will be respected, as well as specific data policies for specific data sets. Development of standards and their wide acceptance within the meteorological and oceanographic communities is also an important activity that will addressed by the Pilot Project. It will link naturally with the development of a Standards process recently started by JCOMM and IODE (see http://www.oceandatastandards.org). The meeting addressed the instrument best practices issues, recognized the need for traceability to agreed standards, and recommended to establish cooperation with the WMO Commission on Instruments and Methods of Observation (CIMO) and to build on its experience with regard to instrument intercomparisons, instrument centres, etc. The various related publications available via WMO and IOC will be reviewed and updated as required. JCOMM has also recently proposed to compile a catalogue of best practices to be eventually published as a JCOMM Technical Document. Related activity will be included in the Pilot Project plan. The meeting proposed to explore establishment of one or more marine and oceanographic instrument centre(s) and reviewed the methodology proposed by CIMO for conducting instrument intercomparisons to ensure homogeneity, and compatibility of the observations. The meeting agreed to explore how JCOMM and ocean instrument comparisons can profit from the CIMO experience. The meeting reviewed its project plan and proposed some changes. It particularly identified partners willing to pursue participation in the Pilot Project by providing data sets to the ODP and WIS (e.g. World Ocean Atlas, World Ocean Database, Surface currents from HF radars, sea level data and marine climatology summaries). Other potential partners to provide additional data-sets (e.g. Argo, GHRSST, ocean model fields and SeaDataNet), metadata (e.g. META-T), technology (e.g. End-To-End), or training facilities or materials for Capacity Building purposes (e.g. ODINs) were listed and the Pilot Project will approach them to seek their participation. Because of the strong potential synergies between the ODP and the JCOMM Pilot Project for WIGOS, the meeting proposed to establish a joint Steering Group with balanced representation from the IOC and WMO communities. Terms of Reference and Membership for the Steering Group will be finalized soon. The first meeting of the Steering Group is planned to be held in September 2008. The meeting will work at defining a more detailed implementation plan based on the project plan.

    Description: The meeting of the Joint Steering Group for the IODE Ocean Data Portal and the WIGOS Pilot Project for JCOMM was held at the WMO headquarters in Geneva, Switzerland, from 18 to 19 September 2008. The goal of the meeting was to review the project plan, the draft implementation plan, discuss the business plan, capacity-building issues, and address the core deliverables of the WIGOS Pilot Project for JCOMM and the IODE Ocean Data Portal. In particular, the Meeting addressed interoperability issues between the ODP and the WIS, and between other ocean data systems and the WIS. The Meeting agreed that interoperability with the WIS would be mainly achieved through: (i) ocean data centres contributing to the ODP and (ii) ODP becoming fully interoperable with the WIS. While recognizing that it was difficult at this point to make precise recommendation regarding the convergence of the WMO Core Metadata Profile, and other metadata profiles used in the marine community (e.g., MCP, CDI), the meeting recommended submitting MCP and / or any other relevant metadata profile through the JCOMM / IODE standards process for review by a wider community. This would also help MCP to build on WIS specifications, and permit to identify specific recommendations that will permit achieving interoperability with the WIS. The Meeting addressed instrument best practices and the development of better cooperation between JCOMM and CIMO and with HMEI. The Meeting recommended that the JCOMM Observing Panels and associated programmes address the issue of documenting their best practices in light of the WIGOS developments. A strategy was proposed for the updating of the WMO guide to meteorological instruments and methods of observation (WMO No. 8 – CIMO Guide) to better integrate oceanographic issues. Future updates concerning the Guide should be submitted to the JCOMM Focal Point on CIMO matters and the CIMO Focal Point for WMO No. 8. The Meeting proposed that instrument best practices related to surface meteorological and marine observations be included in the relevant chapter of the CIMO Guide while inviting JCOMM to consider developing similar best practices for the sub-surface observations as part of a separate document. All relevant documentation would avoid duplication, provide for appropriate links, and be referenced in the JCOMM Catalogue of Best Practices and Standards. This work will have to be coordinated between WMO and IOC accordingly. The EC WG WIGOS-WIS was invited to address this issue again - taking IOC’s ownership into account - and provide further guidance to the Pilot Project. The meeting discussed establishment of marine instrument centres using CIMO as a model. The NOAA National Data Buoy Centre (NDBC) offered to investigate feasibility and agreed starting acting as such on a trial basis. The JCOMM Focal Point on CIMO matters was invited to review and draft the Terms of Reference (ToR) for marine instrument centres and develop a proposal to be circulated to the joint Steering Group. Quality management aspects agreed upon at the ad hoc planning meeting (Ostend, Belgium, 29 March 2008) have been included in the Project and Implementation Plans. The Meeting noted the excellent progress made with regard to the development of Version 1 of the IODE Ocean Data Portal (ODP). While a Version 2 of the ODP is also being developed for the next two years, the Meeting agreed that the Pilot Project should - as part of the Pilot Project deliverables - target Version 1 for connecting specific data sets to the ODP and the WIS. This strategy will also permit to refine the requirements for Version 2. The Meeting reviewed potential partners and data contributions. It noted that discussions had taken place since the March 2008 meeting to address some of them, namely the SeaDataNET, the GHRSST-PP, and the Global Collecting Centres (GCCS). The Meeting noted with appreciation the development of a virtual constellation for the measurement of Ocean Surface Vector Wind. Thirteen potential partners were identified for providing key data sets to the Pilot Projects as key deliverables. The Secretariat was asked to write to the relevant organizations in order to seek their participation in the Pilot Project. The Meeting updated its Project Plan, reviewed the draft Implementation Plan, adopted them, and proposed a strategy for reviewing progress considering risks, and trade-offs between time to deliver the project, costs and available resource, and quality of the deliverables. The Implementation Plan was rationalized to avoid overlap, include specific tasks with identified deadlines, and groups or individuals responsible for carrying out those tasks and / or following up their implementation. The Meeting discuss issues and progress to report to the Sub-group of the WMO Executive Council Working Group on WIGOS-WIS as well as to the twentieth Session of the IODE. The Meeting addressed capacity-building issues, and focused on the cooperation of developing countries in the Ocean Data Portal Project. These issues included the need for collaboration in the development of training materials between WMO and IOC on topics related to JCOMM, the promotion of WIGOS at the national level, and the organization of training courses in topics relevant to the WIGOS Pilot Project for JCOMM. The Meeting stressed that the Pilot Project could not realistically achieve success without receiving appropriate funding for the coordination of the Pilot Project. The Steering Group urged the WMO and IOC to commit CHF 50.000 and CHF 30.000 in 2009, respectively, and CHF 30.000 and CHF 20.000 in 2010, respectively.

    Description: The main activities of the Ocean Data and Information Network for the Caribbean and South America Regions during 2007 and 2009 have been focused on Capacity building at regional and national level. This has been developed through the National Institutions in each country. The main achievements during this period have been the regional contribution to the Digital repository of Marine publications (OceanDocs). Training workshops were held in Argentina, Ecuador and Panama with participation of marine information experts from Barbados, Trinidad & Tobago, Brazil Cuba, Colombia, Ecuador, Mexico, Panama, Peru and Uruguay. The contribution of the region to the repository has been increasing and approximately 12 additional libraries will join this effort. ODINCARSA, has accomplished a successful cycle of activities in the region, however, because of the period of existence, some of their key members have retired or moved to other positions within the institutions. In addition the initial priorities agreed on 2002 when ODINCARSA started have changed. These factors demand a new phase for ODINCARSA by defining new goals, updating the national priorities of the region and setting a Plan of activities based on the generation of regional, sub regional or national data products and information services. As a recommendation of this report, a Recommendation of the IODE XX Committee is requested to start the planning of the new phase of ODINCARSA.

    Description: Since its inception in 1993 as an IOC project, the Global Oceanographic Data Archaeology and Rescue (GODAR) Project continues its progress in locating, collecting, quality controlling, and disseminating in electronic form, historical ocean profile and plankton data that are at risk of loss due to media decay. Only data for the pre-1992 period are considered to be “historical” data for the purposes of the GODAR project. Since its inception in 2001 the IOC World Ocean Database (WOD) Project continues adding new data types, e.g., temperature and salinity from Gliders and variables, e.g., tracers such as freons as well as archiving standard oceanographic data. Special attention has been paid to the speed of transfer of modern data into integrated, comprehensive oceanographic databases for research, monitoring or establishment of quality control for oceanographic data on local, regional and global scales to support research and realtime analysis of data. All data received as part of the GODAR and WOD projects are now made available online every three months at www.nodc.noaa.gov.

The Group analyzed the fulfillment of the action plan for 2004-2006 and adopted a detailed work plan for 2006-2008. The Group considered the wish of Dr. Edward Vanden Berghe, GE-BICH chair, to step down the chair position and decided to have two co-chairs responsible for biological and chemical issues. Gwenaelle MONCOIFFÉ and Dr. Sergey KONOVALOV were elected as the Group co-chairs.

    Description: The 2nd Session of the IODE Group of Experts on Biological and Chemical Data Management and Exchange Practices was held at the Foresight Centre at the University of Liverpool from 22 to 24 March 2004, hosted by the British Oceanographic Data Centre (BODC). The Session was attended by, in addition to its regular members, by representatives from FAO, GBIF, ICES and ITIS as well as by the IODE Chair. The group decided to change its acronym to GE-BICH and recommended a slight revision of its Terms of Reference. The Group adopted a detailed work plan that will focus on (i) OceanTeacher modules on biological data management; (ii) raising awareness for the socio-economic importance of data management; (iii) closer collaboration with OBIS, GBIF, ITIS, FAO; (iv) hosting of the URMO web site by the IODE Project Office; (v) collation of guidelines on data quality assurance and quality control for biological data; (vi) pilot projects related to test different systems of distributed querying based on XML (DiGIR and BioCASE) with XML schemas other than Darwin Core and ABCD (using metadata and distributed taxonomic name lists as data types); and (vii) implement survey, requesting information about systems, databases and inventories currently in use in various data centres.

    Description: The first ODDINAFRICA-II planning workshop, was officially opened by the Director of UNESCO Bureau for Education in Africa (BREDA) in Dakar, Senegal from 2 to 4 May 2000, at the BREDA conference room on 2 May 2000. The workshop was attended by participants from: Benin, Cameroon, Comores, Côte d'Ivoire, Gabon, Ghana, Guinea, Kenya, Madagascar, Mauritania, Mauritius, Morocco, Mozambique, Nigeria, Senegal, Seychelles, South Africa, United Republic of Tanzania, Togo, Tunisia. There were also representatives of the organization of Africa unity (OAU) and institutions in Australia and Belgium which will be providing external expertise for the project.     Description: The fourth session of the IODE Group of Experts on Biological and Chemical Data Management and Exchange Practices was held at the IOC Project Office for IODE from 27 – 30 January 2009. The session was attended by 14 participants, including members of the Group and invited experts representing other IODE activities (MarineXML, OceanDataPortal, OceanDataStandards), CDIAC Ocean Carbon, ICES, FAO, ICSU’s WDCs, SeaDataNet, EUR-OCEANS, OBIS and WoRMS. The Group reviewed the implementation of the work plan for the previous inter-sessional period, and approved a plan for the period 2009 – 2011 focussing on three key areas: (i) Controlled vocabularies; (ii) Quality Assurance/Quality Control (QA/QC) of biological and chemical data; and (iii) Data reporting and exchange. The main activities under (i) will be the compilation of comprehensive specialised vocabulary lists relevant to the management of biological and chemical data, and submission of these lists to the combined SeaDataNet and MarineXML Vocabulary Content Governance Group (SeaVoX). The main activities under (ii) will be a proposed workshop focusing primarily on the QA/QC of oceanographic chemical data, leading to the writing up of a white technical paper on the subject, the revision of IOC Manual 26, and input to OceanTeacher. This area will also include some activities which will be useful to the QA/QC of taxonomic and non-taxonomic biological data. The main activities under (iii) will consist of identifying and promoting best practices for data reporting and exchange by contributing to existing initiatives and reviewing and cataloguing existing documents. The group recommended the implementation of the GE-BICH web-portal idea initiated during GEBICH III but in the form of a flexible web-based working environment such as a wiki. The group also reviewed its membership and adopted an action plan to seek additional short-term members and maintain its strong group of invited and contributing experts. The Group also adopted recommendations on new Terms of Reference. The Group re-elected Gwenaëlle Moncoiffé as the Chair for the next term.

    Description: In 2010 the funding from the Sloan Foundation for the Census of Marine Life, and therefor also for OBIS, will end and the future of OBIS beyond 2010 has to be addressed. An offer to explore an institutional framework for the continuation of OBIS was made, by the Executive Secretary of the IOC, to the meeting of the OBIS Governing Board (Rome, 28-29 April 2008). The OBIS Governing Board and the IOC Executive Council subsequently agreed this suggestion be further elaborated and a business model prepared. The Executive Council requested the Executive Secretary and the IOC Data and Information Management Advisory Group and OBIS to work together to develop a document for submission to the 25th Session of the IOC Assembly. An initial IOC/OBIS meeting was convened in Ostend (24-26 November, 2008) to consider possible arrangements and to recommend courses of action. These recommendations are to be presented to the OBIS Governing Board for approval and submitted to the IODE-20 Steering Committee meeting and the IOC Data and Information Management Advisory Group for comment before the preparation of the final documentation and Draft Resolution to be presented to the 25th IOC Assembly.

    Description: The Integrated Coastal Area Management of IOC was established in 1997 with the purpose to (i) assist IOC Member States in their efforts to build marine scientific and technological capabilities in the field of ICAM. Within the existing Medium Term Strategy (2008-2013), the ICAM programme’s priority area are :1) Adaptation to climate change in the coastal zones (in particular through the ACCC Project); 2) Development of marine spatial planning methodologies and their application; 3) Development and testing of guidelines for the mitigation of coastal hazards through ICAM; 4) Development and application of performance indicators for coastal management plans and programmes. Collaboration with IODE has been active mostly at the project level in the context of ODINAFRICA phase III and VI, the SPINCAM project, and Caribbean Marine Atlas project.

    Description: The third regional workshop on Ocean Data Management for the IOCINCWIO region was held at the Marine and Coastal Management Department (former Sea Fisheries Research Institute) in Cape Town, South Africa from 29 November to 10 December 1999. The objectives of the workshop, which was organized within the framework of the Ocean Data and Information Network in Eastern Africa (ODINEA) project funded by IOC, Sida and Flanders were: (i) review the progress made in development of NODCs and DNAs in the IOCINCWIO region, (ii) provide in-depth data management training, (iii) develop work plans for ODINEA for the year 2000. The first workshop held in Mombasa, Kenya in 1997 was designed to provide training on the fundamentals of PC operations with standard computer utilities and Microsoft programmes (Excel, Access and QuickBasic). In addition to further exploration of these programmes, the participants were introduced to other programmes for in-depth quality control and analysis of data as well as new technologies for data dissemination during the second workshop also held in Cape Town in 1998 (IOC Workshop Report No. 154). By the end of 1998, all the participating institutions had received computer equipment and software to enable them to start the development of their data centres. Most of them were also provided with some seed money for operational expenses in early 1999. This workshop therefore provides an opportunity to assess the development of the centres, identify hitches or constraint that arose during the course of the year, and suggest remedial measures that need to be taken to ensure that the data centres are operational.

    Description: GEBICH has been founded by IODE following two major events, which are the International Workshop on Oceanographic Biological and Chemical Data Management held in Hamburg, Germany in May 1996 and the Sixteenth Session of the IOC Committee on International Oceanographic Data and Information Exchange (IODE) held in Lisbon, Portugal, 31 October - 8 November 2000. Both meetings pointed at the need to improve the quantity and quality of chemical and biological data available to the scientific community and to develop standards for biological and chemical oceanographic data. GEBICH, as stated in the report of the 1st GEBICH meeting, primarily aims to (i) document and distribute information on hot issues related to oceanographic biological and chemical data collection, processing, management, and application, (ii) encourage holders of biological and chemical oceanographic data to compile inventories and submit their data to data centres, and (iii) support the process that should result in better quality of newly collected and rescued historical data.

About E2EDM technology The “end to end” data management (E2E) technology is considered as an “umbrella” that comprises local data systems managed by IODE data centres and provides “transparent” access to the metadata, data and products (resources) generated by these local data systems. The E2EDM technology includes the following components: " Technical specifications defining the namespace and structures of metadata and data records, data exchange protocol, etc. for data exchange based on a distributed data sources network; " Data Provider (software) providing the access to the local data system of participating centres. As soon as the Data Provider is installed as a “wrapper” of the local data system, this system becomes a data source for the E2E-based distributed data system; " Integration Server (software) provides the management and use of the data sources network via interaction with Data Providers. " Information about the E2E technology is provided on a web site. Those wishing to use the software are asked to register so that users can be notified when software updates become available.     Description: Results-based management has become important because both Member States and the management of the United Nations want to have a more effective United Nations that is able to respond to new demands within the limits of resource constraints. And both want to be able to demonstrate this. Its purpose is to shift managerial and administrative emphasis from a processfocused approach to one based on performance and results (outcomes). The premise is that if organizations plan in terms of the results they expect to achieve and then verify that they have achieved them, resources will be used effectively and public support will be maintained. A key element is programme performance assessment, which can be defined as determining whether expected accomplishments were obtained and why or why not. The United Nations began to implement results-based management through the programme budget process. After 1998, the Organization began its transition to a results-based budget. Resultsbased budgeting was defined in terms of a process in which programme formulation revolves around a set of predefined objectives and expected accomplishments. These expected accomplishments justify the resource requirements to produce the outputs required to achieve such results. Finally, actual performance in achieving results is measured by objective performance indicators. The logical framework, or Logframe as it is called, was developed in the 1970’s as a method for programming and evaluating development programmes and projects. Subsequently most international organizations, including the United Nations, have adopted it to help guide results-based management. The Logframe involves structured thinking -- starting with problems addressed, defining desirable end-states and the conditions that have to be met to obtain them and determining the outputs, activities and resources necessary to achieve them. To summarize, the logical framework for results-based management is a planning process from top-down and a management process in the reverse direction. Planning starts with defining objectives -- future end-states, deciding what accomplishments are expected if the objective is to be achieved, determining which output will lead to those accomplishments, defining the activities necessary to produce those outputs and, finally, identifying the inputs that are necessary to carry out the activities. The management process is exactly the opposite. The inputs are acquired and deployed to carry out the activities, the activities lead to the production of outputs and, if they are well designed and executed, the output will lead to the expected accomplishments (or expected results). The Logframe provides a conceptual structure for the RBM process. Simply put, there are three elements: programme planning, implementation and, finally evaluation. However, these are not linear processes. Instead, they are interactive elements, where each contributes to and provides feedback to the other. This is an over-simplification. In practice in the UN, the cycle is defined by specific required documents. The programming process now begins with the establishment of a two-year strategic framework which becomes the basis for defining the biennial programme budget. Once that is approved, each programme prepares an annual work plan, which is monitored on a continuous basis by programme managers. Reporting is now done online on SISTER (UNESCO). Oversight monitoring is done internally at the 12- and 18-month stages as well as at the end of the biennium for reporting to Member States. Self-evaluation should take place as needed, but is essential at the 18-month stage of the biennium so that it can influence the preparation of the strategic framework for the next cycle.

    Description: The official endorsement to proceed with the establishing of a European ODIN for Eastern countries was given by IODE at its XVIII meeting, following the suggestion in the 2005 GEMIM report to IODE. The project document was prepared by the Coordinating Group, presented and reviewed at the ODINECET kick-off meeting (Oostende, 25 March 2006). On 19 April 2006 a Project Proposal was prepared. In the first stages, this network focus on aquatic information management mainly, building on the already existing preconditions and networks in the ECET–region, which indicate a stronger support need for the information sector. The ODINECET network constitutes a capacity building strategy for Eastern and Central European participating member states linking training equipment and operational support in a regional context, product- and service-oriented and using multi-stakeholder approach. In the project document for the establishment of ODINECET pilot project the objections are described as follows: - To support the networking of aquatic libraries in ECET countries; - To support the development of national aquatic information centers and national/regional projects; - To provide training opportunities in marine information management, applying standard formats and methodologies as defined by IODE; - To assist with the development and dissemination of aquatic information, responding to the needs of the scientific community; - To provide assistance to IODE in the recruitment of National Information Management Coordinators. Dependent on budgets and resources, it is the goal to involve oceanographic data management within ODINECET at a future stage.
