    Description: This open access textbook introduces and defines digital humanism from a diverse range of disciplines. Following the 2019 Vienna Manifesto, the book calls for a digital humanism that describes, analyzes, and, most importantly, influences the complex interplay of technology and humankind, for a better society and life, fully respecting universal human rights. The book is organized in three parts: Part I “Background” provides the multidisciplinary background needed to understand digital humanism in its philosophical, cultural, technological, historical, social, and economic dimensions. The goal is to present the necessary knowledge upon which an effective interdisciplinary discourse on digital humanism can be founded. Part II “Digital Humanism – a System’s View” focuses on an in-depth presentation and discussion of the main digital humanism concerns arising in current digital systems. The goal of this part is to make readers aware and sensitive to these issues, including e.g. the control and autonomy of AI systems, privacy and security, and the role of governance. Part III “Critical and Societal Issues of Digital Systems” delves into critical societal issues raised by advances of digital technologies. While the public debate in the past has often focused on them separately, especially when they became visible through sensational events the aim here is to shed light on the entire landscape and show their interconnected relationships. This includes issues such as AI and ethics, fairness and bias, privacy and surveillance, platform power and democracy. This textbook is intended for students, teachers, and policy makers interested in digital humanism. It is designed for stand-alone and for complementary courses in computer science, or curricula in science, engineering, humanities and social sciences. Each chapter includes questions for students and an annotated reading list to dive deeper into the associated chapter material. The book aims to provide readers with as wide an exposure as possible to digital advances and their consequences for humanity. It includes constructive ideas and approaches that seek to ensure that our collective digital future is determined through human agency.

    Description: This open access book provokes critical thinking regarding the most ambitious Chinese project since the founding of the People’s Republic of China, The Belt and Road Initiative (BRI). The book presents extensive quality research and original insights in assessing the status of China’s outbound investment and construction projects under the BRI umbrella. Referring to case studies and projects of selected countries from Southeast Asia, Central Asia, and the Middle East, the author sheds new light on the issues and problems associated with the BRI's implementation and discusses both the readjustments and prospects for the BRI.     Description: In this open access book, Timothy Aylsworth and Clinton Castro draw on the deep well of Kantian ethics to argue that we have moral duties, both to ourselves and to others, to protect our autonomy from the threat posed by the problematic use of technology. The problematic use of technologies like smartphones threatens our autonomy in a variety of ways, and critics have only begun to appreciate the vast scope of this problem. In the last decade, we have seen a flurry of books making “self-help” arguments about how we could live happier, more fulfilling lives if we were less addicted to our phones. But none of these authors see this issue as one involving a moral duty to protect our autonomy.

    Description: Affordable housing shortage and social exclusion have become severe societal problems across the globe. Increasing numbers of people are suffering from social eviction and displacement due to urban densification, modernization, rising rents, and intense housing commodification. Vulnerable resident groups – such as old-aged or households with children – who often live in old housing stocks planned to be densified, renovated, or upgraded with higher rents, are forced to leave the urban core centers because they can no longer afford to live in central locations, or because they experience unstable or insecure housing conditions. A scenario that is highly unsustainable. So far, studies on densification have mainly considered the process as technological, architectural, or design-based problem (e.g., Kyttä et al., 2013; Broitman & Koomen, 2015; Bibby et al., 2018). However, systematic knowledge on how to implement densification objectives sustainably – regarding economic, environmental, and social aspects – is still lacking. This book tackles this gap by analyzing densification from a governance perspective. Its point of departure is that densification per se does not necessarily lead to sustainable outcomes in terms of social inclusion, cohesion, or community stability. Rather, it politicizes densification by neglecting how the process is planned, implemented, and governed by the actors involved. The book applies an actors-centered neoinstitutionalist political ecology approach to reveal the specific objectives and strategies of actors involved, as well as the socio-political structures (i.e. rules. laws, and policies) that govern densification. Four Swiss in-depth empirical qualitative case studies (Zürich, Basel, Köniz, and Kloten) illustrate the political and legal conditions for success or failure for (un)sustainable implementations of densification. Ultimately, this book advises stakeholders, governments, urban practitioners, and academics on more effective, community-oriented, collective, and decommodified forms of governance to respond to the needs of the public at large rather than simply catering to private individuals and firms. Such governance initiatives entail active municipal land policy approaches outside a purely market-based investment logic that not only limit, but also work with property rights. This is an open access book.

    Description: This open access book investigates how representation of Native Americans and Mexican-origin im/migrants takes place in high school history textbooks. Manually analyzing text and images in United States textbooks from the 1950s to 2022, the book documents stories of White victory and domination over Black, Indigenous, and People of Color (BIPOC) groups that disproportionately fill educational curricula. While representation and accurate information of non-White perspectives improves over time, the same limited tropes tend to be recycled from one textbook to the next. Textual analysis is augmented by focus groups and interviews with BIPOC students in California high schools. Together, the data show how misrepresentation and absence of BIPOC perspectives in textbooks impact youth identity. This book argues for an innovative rethinking of US history curricula to consider which stories are told, and which perspectives are represented.

    Description: This Open Access book explains the philosophy, design principles, and community organization of Decidim and provides essential insights into how the platform works. Decidim is the world leading digital infrastructure for participatory democracy, built entirely and collaboratively as free software, and used by more than 500 institutions with over three million users worldwide. The platform allows any organization (government, association, university, NGO, neighbourhood, or cooperative) to support multitudinous processes of participatory democracy. In a context dominated by corporate-owned digital platforms, in the era of increasing social structuring via Artificial Intelligence, Decidim stands as a public or community owned platform for collective human intelligence. Yet, the project is much more than its technological features. Decidim is in itself a crossroad of the various dimensions of the networked society, a detailed practical map of its complexities and conflicts. The authors distinguish three general dimensions of the project: (1) the political - shedding light on the democratic model that Decidim promotes and its impact on public policies and organizations, (2) the technopolitical - explaining how this technology is democratically designed and managed to produce and protect certain political effects, and (3) the technical - presenting the conditions of production, operation, and success of the project. This book systematically covers those three levels in an academically sound, technologically consistent, and politically innovative manner.     Description: This open access book is intended as an original contribution to the conversation on the role and challenges of education in Central Asia to promote social cohesion by looking at Kazakhstan, Tajikistan and Uzbekistan.     Description: This open access book discusses the theory and methods of hypergraph computation. Many underlying relationships among data can be represented using graphs, for example in the areas including computer vision, molecular chemistry, molecular biology, etc. In the last decade, methods like graph-based learning and neural network methods have been developed to process such data, they are particularly suitable for handling relational learning tasks. In many real-world problems, however, relationships among the objects of our interest are more complex than pair-wise. Naively squeezing the complex relationships into pairwise ones will inevitably lead to loss of information which can be expected valuable for learning tasks. Hypergraph, as a generation of graph, has shown superior performance on modelling complex correlations compared with graph. Recent years have witnessed a great popularity of researches on hypergraph-related AI methods, which have been used in computer vision, social media analysis, etc. We summarize these attempts as a new computing paradigm, called hypergraph computation, which is to formulate the high-order correlations underneath the data using hypergraph, and then conduct semantic computing on the hypergraph for different applications. The content of this book consists of hypergraph computation paradigms, hypergraph modelling, hypergraph structure evolution, hypergraph neural networks, and applications of hypergraph computation in different fields. We further summarize recent achievements and future directions on hypergraph computation in this book.

Although the campaign is based on the human rights discourse which is shared globally, the controversies concerning eradication of FGM/C on the national level and the responses of communities on the local level in those countries are diverse and complicated. Various actors such as NGOs, government officials, religious leaders, medical workers, and local inhabitants are embroiled and negotiate with each other concerning its eradication. With this book, readers are provided with an in-depth analysis of the complicated controversies and responses of local communities, referring to their particular historical and social backgrounds. The book provides two chapters on FGM/C in Asian countries, where not many studies have done yet. It also presents readers with a study of the arguments and responses to FGM/C of African immigrants by Australian health-care professionals as well as a study of male circumcision eradication campaigns, which have been carried on in tandem with FGM/C eradication campaigns but still not have been successful. With its many elaborate case studies, this book is highly recommended to readers who seek an in-depth and up-to-date integrated overview of the FGM/C studies as well as studies on the applicability of global justice to local communities.

The implications of the Russian military invasion are many and difficult to grasp in full. However, the need for greater European strategic autonomy appears increasingly evident. The book argues that strategic autonomy may be reached—also in the short run—if differentiated integration is seen as an asset rather than a challenge. While the EU (together with NATO) remains the core in such a system, there is a multitude sub-regional integration processes that need to be taken into account to get the full idea of how European strategic autonomy can be achieved.

    Description: To examine the origins, characteristics, and outcomes of resilient governance with Chinese characteristics, this open access book takes Guangzhou, a typical Chinese city from 1990 to 2015, as an example. Through participant observation, semi-structured interviews, and the collection of secondary data, this book finds that (1) the institutional context can be described as an authoritarian land-oriented pro-growth regime; (2) there are three phases with different patterns of governance: the Primitive Market Phase (1990–1998), the Pure Government Phase (1998–2006) and the Multiple Players Phase (2006–2015); (3) redevelopment can serve as a model of resilient governance because it changes in time in a dynamic environment to maximise economic growth; (4) an authoritarian land-oriented pro-growth regime is the key to support such a resilient governance model. This is an open access book.

Amid the growing debate about models of judicial governance and their relationship to democratic quality, this book offers a systematic and empirical study of this relationship. The book thereby contributes to filling in this gap for the European continent. Taking an interdisciplinary politics and law perspective, and combining empirical and theoretical considerations, the book addresses the important link between democracy and judicial governance. In particular, it provides for three interconnected contributions. First, the book provides for a comprehensive classification of European countries into different models of judicial governance. Second, the book analyses empirically the relationship between the design of judicial governance and the quality of democracy. Third, building on those findings, the book presents policy reflections for the reform and improvement of mechanisms for judicial governance in European countries. However, IoT tools themselves can provide appropriate data only, while their efficient integration and application are possible using a dedicated onboarding platform only. To settle this issue, the book undertakes the problem of modern IoT onboarding platforms for the advanced applications pertaining to manufacturing and logistics. In particular, instead of deliberating about a possible hypothetic platforms, an existing and efficient one is employed, which is called KIS.ME. KIS.ME (Keep It Simple. Manage Everything) is a complete IoT solution for a simple integration in manufacturing and logistics. It is composed of a set of hardware devices (KIS.BOX, KIS.IO and KIS.LIGHT), which are intuitively integrated with the cloud platform called KIS.MANAGER. Moreover, the entire platform is an open one, and hence, it enables communication with external services using KIS.API architecture. The application range of KIS.ME is extensive. This is due to the intuitive implementation and visualization of a user-defined key performance indicators (KPIs), which constitute effective optimization measures. Thus, the potential areas of application of KIS.ME are, e.g., manufacturing, warehouse management and logistics. Indeed, triggering and/or ordering various tasks can be immediately and efficiently implemented with KIS.ME. Such an approach translates directly to the savings of the time and energy. Subsequently, a gradual introduction to KIS.ME platform is presented, which constitutes the base for further advanced applications including logistics, control and maintenance of various processes. Finally, the potential of KIS.API communication framework is utilized for an efficient communication with external services.

    Description: This open access handbook describes foundational issues, methodological approaches and examples on how to analyse and model data using Computational Social Science (CSS) for policy support. Up to now, CSS studies have mostly developed on a small, proof-of concept, scale that prevented from unleashing its potential to provide systematic impact to the policy cycle, as well as from improving the understanding of societal problems to the definition, assessment, evaluation, and monitoring of policies. The aim of this handbook is to fill this gap by exploring ways to analyse and model data for policy support, and to advocate the adoption of CSS solutions for policy by raising awareness of existing implementations of CSS in policy-relevant fields. To this end, the book explores applications of computational methods and approaches like big data, machine learning, statistical learning, sentiment analysis, text mining, systems modelling, and network analysis to different problems in the social sciences. The book is structured into three Parts: the first chapters on foundational issues open with an exposition and description of key policymaking areas where CSS can provide insights and information. In detail, the chapters cover public policy, governance, data justice and other ethical issues. Part two consists of chapters on methodological aspects dealing with issues such as the modelling of complexity, natural language processing, validity and lack of data, and innovation in official statistics. Finally, Part three describes the application of computational methods, challenges and opportunities in various social science areas, including economics, sociology, demography, migration, climate change, epidemiology, geography, and disaster management. The target audience of the book spans from the scientific community engaged in CSS research to policymakers interested in evidence-informed policy interventions, but also includes private companies holding data that can be used to study social sciences and are interested in achieving a policy impact.

    Description: This open access book provides a unified overview of topological obstructions to the stability and stabilization of dynamical systems defined on manifolds and an overview that is self-contained and accessible to the control-oriented graduate student. The authors review the interplay between the topology of an attractor, its domain of attraction, and the underlying manifold that is supposed to contain these sets. They present some proofs of known results in order to highlight assumptions and to develop extensions, and they provide new results showcasing the most effective methods to cope with these obstructions to stability and stabilization. Moreover, the book shows how Borsuk’s retraction theory and the index-theoretic methodology of Krasnosel’skii and Zabreiko underlie a large fraction of currently known results. Im chinesischen Diskurs dagegen finden andere Kernbegriffe wie z.B. „Tianxia“ Verwendung, die im nicht-chinesischen Kontext einer Interpretation bedürfen. Um der Differenz – aber auch den Gemeinsamkeiten – auf den Grund zu gehen, untersuchen Wissenschaftler*innen und Praktiker*innen aus China und Deutschland Selbst- und Fremdwahrnehmungen sowie Kooperationen in kulturellen Begegnungen. Auf diese Weise sollen Grundlagen für ein besseres gegenseitiges Verständnis sowie für kulturelle Kooperation zwischen beiden Ländern ermöglicht werden.

    Description: This open access book provides a wealth of hands-on examples that illustrate how hyperparameter tuning can be applied in practice and gives deep insights into the working mechanisms of machine learning (ML) and deep learning (DL) methods. The aim of the book is to equip readers with the ability to achieve better results with significantly less time, costs, effort and resources using the methods described here. The case studies presented in this book can be run on a regular desktop or notebook computer. No high-performance computing facilities are required. The idea for the book originated in a study conducted by Bartz & Bartz GmbH for the Federal Statistical Office of Germany (Destatis). Building on that study, the book is addressed to practitioners in industry as well as researchers, teachers and students in academia. The content focuses on the hyperparameter tuning of ML and DL algorithms, and is divided into two main parts: theory (Part I) and application (Part II). Essential topics covered include: a survey of important model parameters; four parameter tuning studies and one extensive global parameter tuning study; statistical analysis of the performance of ML and DL methods based on severity; and a new, consensus-ranking-based way to aggregate and analyze results from multiple algorithms. The book presents analyses of more than 30 hyperparameters from six relevant ML and DL methods, and provides source code so that users can reproduce the results. Accordingly, it serves as a handbook and textbook alike.

    Description: This open access book brings together storytelling and self-narrative, creative writing and narrative enquiry to explore a variety of topics in migration from an experiential lens. The volume is hybrid and multi-genre as it contains both scholarly chapters grounded in academic perspectives, as well as personal essays and creative non-fiction. In addition to critical reflections on key migration topics and concepts – like, identity and diversity, integration and agency, transnationalism and return – the scholarly chapters also propose a particular methodology for ‘workshopping’ migration narratives, and writing about (personal) lived experiences through iterations of scientific reflection, narrative enquiry, and creative imagination. The book explores the potential of a new conceptual paradigm and methodological process to learn more, and also `differently,’ about the migration experience.     Description: This open access book offers a strategic perspective on AI and the process of embedding it in society. ​After decades of research, Artificial Intelligence (AI) is now entering society at large. Due to its general purpose character, AI will change society in multiple, fundamental and unpredictable ways. Therefore, the Netherlands Scientific Council for Government Policy (WRR) characterizes AI as a system technology: a rare type of technologies that have a systemic impact on society. Earlier system technologies include electricity, the combustion engine and the computer. The history of these technologies provides us with useful insights about what it takes to direct the introduction of AI in society. The WRR identifies five key tasks to structurally work on this process: demystification, contextualisation, engagement, regulation and positioning. By clarifying what AI is (demystification), creating a functional ecosystem (contextualisation), involving diverse stakeholders (engagement), developing directive frameworks (regulation) and engaging internationally (positioning), societies can meaningfully influence how AI settles. Collectively, these activities steer the process of co-development between technology and society, and each representing a different path to safeguard public values. Mission AI - The New System Technology was originally published as an advisory report for the government of the Netherlands. The strategic analysis and the outlined recommendations are, however, relevant to every government and organization that aims to take up 'misson AI' and embed this newest system technology in our world.

    Description: This open access book explores the field of human rights dissemination in Central Asia. Offering a comparative perspective on five post-Soviet Central Asian states—Kazakhstan, Kyrgyzstan, Uzbekistan, Turkmenistan, and Tajikistan, it examines compliance with international human rights standards in these countries. The contributions capture various aspects of human rights dissemination through educational programs, seminars, training, and empowerment programs at Central Asian universities, together with Central Asian NGOs/CSOs and international organizations. The book shows that a change of behavior among state and non-state actors in the region can only happen when both local and international actors, usually international donors, jointly take action to report, train, and empower people in human rights.     Description: Male-dominated law and legal knowledge essentially characterized the whole of pre-modern history in that the patriarchy represented the axis of social relations in both the private and public spheres. Indeed, modern and even contemporary law still have embedded elements of patriarchal heritage, even in the secular modern legal systems of Western developed countries, either within the content of legislation or in terms of its implementation and interpretation. This is true to a greater or lesser extent across legal systems, although the secular modern legal systems of the Western developed countries have made great advances in terms of gender equality. The traditional understanding of law has always been self-evidently dominated by men, but modern law and its understanding have also been more or less “malestreamed.” Therefore, it has become necessary to overcome the given “maskulinity” of legal thought. In contemporary legal and political orders, gender mainstreaming of law has been of the utmost importance for overcoming deeply and persistently embedded power relations and gender-based, unequal social relations. At the same time and equally importantly, the gender mainstreaming of legal education – to which this book aims to contribute – can help to gradually eliminate this male dominance and accompanying power relations from legal education and higher education as a whole. This open access textbook provides an overview of gender issues in all areas of law, including sociological, historical and methodological issues. Written for students and teachers around the globe, it is intended to provide both a general overview and in-depth knowledge in the individual areas of law.     Description: This open access book provides a comprehensive overview of the state of the art in research and applications of Foundation Models and is intended for readers familiar with basic Natural Language Processing (NLP) concepts. Over the recent years, a revolutionary new paradigm has been developed for training models for NLP. These models are first pre-trained on large collections of text documents to acquire general syntactic knowledge and semantic information. Then, they are fine-tuned for specific tasks, which they can often solve with superhuman accuracy. When the models are large enough, they can be instructed by prompts to solve new tasks without any fine-tuning. Moreover, they can be applied to a wide range of different media and problem domains, ranging from image and video processing to robot control learning. Because they provide a blueprint for solving many tasks in artificial intelligence, they have been called Foundation Models. After a brief introduction to basic NLP models the main pre-trained language models BERT, GPT and sequence-to-sequence transformer are described, as well as the concepts of self-attention and context-sensitive embedding. Then, different approaches to improving these models are discussed, such as expanding the pre-training criteria, increasing the length of input texts, or including extra knowledge. An overview of the best-performing models for about twenty application areas is then presented, e.g., question answering, translation, story generation, dialog systems, generating images from text, etc. For each application area, the strengths and weaknesses of current models are discussed, and an outlook on further developments is given. In addition, links are provided to freely available program code. A concluding chapter summarizes the economic opportunities, mitigation of risks, and potential developments of AI.

    Description: This Open access book provides a survey of the economic, health, and somatic progress of Baltic countries during the period 1918–2018, framed by the outline of the historical-sociological theory of modern social restorations, as originally conceived by the Austrian-American comparative historian Robert A. Kann. The author reworks Kann's theory to analyse post-communist transformations in the Baltic region. The book argues that the purpose of modern social restorations is to make restoration societies safe against a recurrence of revolution. There were two waves of modern social restorations: post-Napoleonic and post-communist. Most post-Napoleonic restorations were brief, because they failed to economically and socially outperform the pre-revolutionary and post-revolutionary systems. It considers Baltic restorations as laboratory cases of second-wave modern social restorations, because they encompass a triple restoration of the nation-state, capitalism, and democracy. The book assesses the performance success of Baltic restorations by comparing economic and social progress of Baltic countries during the periods of original independence (1918–1940), foreign-imposed state socialism (1940–1990), and restored independence (since 1990). It then elaborates the criteria to assess the ultimate performance success of these restorations by 2040, when restored Baltic states may endure longer than their ancestors in 1918–1940 and the complete foreign occupations era (1940–1990). The author, an expert in historical sociology, uses extensive historical-statistical data in cross-time comparisons to develop his analysis and create future projections. This book is of wide interest to sociologists, social demographers, political scientists, and economists studying the Baltic region. This is an open access book.

In the middle of a delicate phase of changes marked by the effects of pandemic and the war in Ukraine, we need to pay attention to the factors that are affecting not only the ‘objects’ of Political Science as a discipline but also its interactions with the world around it. First, this book asks to what extent the work of European political scientists is impacted by the current change. Second, their attitudes and predisposition about the future goals of the discipline are analysed. In the final chapter, the authors seek to understand to what extent a diffuse but still not completely institutionalized academic discipline will be able to produce a comprehensive impact around the European society, in order to be more visible and effective in policy making and policy processes.

    Description: This open access book focuses on the importance that EU politicization has gained in European democracies and the consequences for voting behaviour in six countries of the EU: Belgium, Germany, Greece, Ireland, Portugal and Spain. Most of the studies which research the way the EU is being legitimised focus on the European Parliament elections. In this book we argue that to understand how EU accountability works, it is necessary to focus instead on national elections and the national political environment. Through a detailed, multimethod analysis this book establishes rigorously the paths of European accountability at the national level, its propitious contexts in the media and parliamentary debates, and whether the paths are similar from Greece to Germany. The findings have implications for both national and European Union democracy, underlining the importance that national institutions have in enabling citizens to hold the EU accountable.

    Description: This Open-Access-book addresses the issue of translating mathematical expressions from LaTeX to the syntax of Computer Algebra Systems (CAS). Over the past decades, especially in the domain of Sciences, Technology, Engineering, and Mathematics (STEM), LaTeX has become the de-facto standard to typeset mathematical formulae in publications. Since scientists are generally required to publish their work, LaTeX has become an integral part of today's publishing workflow. On the other hand, modern research increasingly relies on CAS to simplify, manipulate, compute, and visualize mathematics. However, existing LaTeX import functions in CAS are limited to simple arithmetic expressions and are, therefore, insufficient for most use cases. Consequently, the workflow of experimenting and publishing in the Sciences often includes time-consuming and error-prone manual conversions between presentational LaTeX and computational CAS formats. To address the lack of a reliable and comprehensive translation tool between LaTeX and CAS, this thesis makes the following three contributions. First, it provides an approach to semantically enhance LaTeX expressions with sufficient semantic information for translations into CAS syntaxes. Second, it demonstrates the first context-aware LaTeX to CAS translation framework LaCASt. Third, the thesis provides a novel approach to evaluate the performance for LaTeX to CAS translations on large-scaled datasets with an automatic verification of equations in digital mathematical libraries. The second part deals with memories of war and peace, examining transnational conflict and collaboration, the role of political elites and state projects dealing with the aftermath of military aggression, while also focusing on the impact and responses of civilians. The third part focuses on how state and civil societies frame historical figures, in ways that transcend the dichotomy of heroes and victims. The fourth part of the book looks at the way Indonesian museums and museology serve as sites where new kinds of memory work occur, in a post-1998 era. The book is designed with the aim of clearing a space for a plurality of memory works. Discussions in this volume extend from Loloda island in Eastern Indonesia, to Sabang island at the north westernmost end of the archipelago, and to the cosmopolitan centers. Temporally, it covers the colonial, the post-independence and contemporary eras. By juxtaposing diverse works, the book offers a new vista of multiple trajectories of memory being traced out in and about Indonesia. This is an open access book.

While Jacobs is a legend in the field of urbanism and famous for challenging and profoundly influencing urban planning and design, her theoretical contributions – although central to her criticisms of and proposals for public policy – are frequently overlooked even by her most enthusiastic admirers. This book argues that Jacobs’s insight that “a city cannot be a work of art” underlies both her ideas on planning and her understanding of economic development and social cooperation. It shows how the theory of the market process and Jacobs’s theory of urban processes are useful complements – an example of what economists and urbanists can learn from each other. This Jacobs-cum-market-process perspective offers new theoretical, historical, and policy analyses of cities, more realistic and coherent than standard accounts by either economists or urbanists.

This book is intended for advanced undergraduate and graduate students, post-doctoral fellows, researchers, lecturers, and industrial engineers, as well as anyone interested in representation learning and natural language processing. As compared to the first edition, the second edition (1) provides a more detailed introduction to representation learning in Chapter 1; (2) adds four new chapters to introduce pre-trained language models, robust representation learning, legal knowledge representation learning and biomedical knowledge representation learning; (3) updates recent advances in representation learning in all chapters; and (4) corrects some errors in the first edition.     Description: This Open Access edited collection calls for a greater understanding of ‘the local’ within the ways the arts, culture and creative practices are governed, promoted, regulated, resourced and valued. Cultural policy studies tends to privilege the national (and international) as the primary site at which cultural policy is enacted, and focuses on the ‘local’ as a case study of practice, rather than a site of policy in its own right. While this may make global policy transfer manageable for national policy agencies, it ignores the contingent relationships, diverse geographies and distinct identities of localities. This volume addresses this gap and is structured around three themes: disciplining the local, which examines key concepts from different academic fields of study; managing the local, which identifies policy approaches that engage with the idea of ‘the local’ in different ways; and practising the local, which offers case studies of how ‘local’ cultural policies are being enacted in places of differing scale and geography.

The field of explainable AI (xAI) has emerged with the goal of creating tools and models that are both predictive and interpretable and understandable for humans. Explainable AI is receiving huge interest in the machine learning and AI research communities, across academia, industry, and government, and there is now an excellent opportunity to push towards successful explainable AI applications.     Description: This open access book provides an in-depth description of the EU project European Language Grid (ELG). Its motivation lies in the fact that Europe is a multilingual society with 24 official European Union Member State languages and dozens of additional languages including regional and minority languages. The only meaningful way to enable multilingualism and to benefit from this rich linguistic heritage is through Language Technologies (LT) including Natural Language Processing (NLP), Natural Language Understanding (NLU), Speech Technologies and language-centric Artificial Intelligence (AI) applications. The European Language Grid provides a single umbrella platform for the European LT community, including research and industry, effectively functioning as a virtual home, marketplace, showroom, and deployment centre for all services, tools, resources, products and organisations active in the field. Today the ELG cloud platform already offers access to more than 13,000 language processing tools and language resources. It enables all stakeholders to deposit, upload and deploy their technologies and datasets. The platform also supports the long-term objective of establishing digital language equality in Europe by 2030 – to create a situation in which all European languages enjoy equal technological support. This is the very first book dedicated to Language Technology and NLP platforms. Cloud technology has only recently matured enough to make the development of a platform like ELG feasible on a larger scale. The book comprehensively describes the results of the ELG project. Following an introduction, the content is divided into four main parts: (I) ELG Cloud Platform; (II) ELG Inventory of Technologies and Resources; (III) ELG Community and Initiative; and (IV) ELG Open Calls and Pilot Projects.

    Description: This open access book aims at deepening the understanding of the relation between cyber-physical systems (CPSs) as socio-technical systems and their digital representations with intertwined artificial intelligence (AI). The authors describe why it is crucial for digital selves to be able to develop emotional behavior and why a humanity-inspired AI is necessary so that humans and humanoids can coexist. The introductory chapter describes major milestones in computer science which form the basis for the implementation of digital twins and digital selves. The subsequent Part I then lays the foundation to develop a socio-technical understanding of the nature of digital twins as representations and trans-human development objects. Following the conceptual understanding of digital twins and how they could be engineered according to cognitive and organizational structures, Part II forms the groundwork for understanding social behavior and its modeling. It discusses various perception-based socio-emotional approaches before sketching behavior-relevant models and their simulation capabilities. In particular, it is shown how emotions can substantially influence the collective behavior of artificial actors. Part III eventually presents a symbiosis showing under which preconditions digital selves might construct and produce digital twins as integrated design elements in trans-human ecosystems. The chapters in this part are dedicated to opportunities and modes of co-creating reflective socio-trans-human systems based on digital twin models, exploring mutual control and continuous development. The final epilog is congenitally speculative in its nature by presenting thoughts on future developments of artificial life in computational substrates. The book is written for researchers and professionals in areas like cyber-physical systems, robotics, social simulation or systems engineering, interested to take a speculative look into the future of digital twins and autonomous agents.
