    Description: Within a society that long considered "lesbian motherhood" a contradiction in terms, what were the experiences of lesbian mothers at the end of the twentieth century? In this illuminating book, lesbian mothers tell their stories of how they became mothers; how they see their relationships with their children, relatives, lovers, and friends and with their children’s fathers and sperm donors; how they manage child-care arrangements and financial difficulties; and how they deal with threats to custody. Ellen Lewin’s unprecedented research on lesbian mothers in the San Francisco area captured a vivid portrait of the moment before gay and lesbian parenting moved into the mainstream of U.S. culture. Drawing on interviews with 135 women, Lewin provided her readers with a new understanding of the attitudes of individual women, the choices they made, and the texture of their daily lives.

    Description: Beyond the Lines explores the social underpinnings of rebel adaptation and resilience. How do rebel groups cope with crises such as repression, displacement, and fragmentation? What explains changes in militant organizations' structures and behaviors over time? Drawing on nearly two years of ethnographic research, Sarah E. Parkinson traces shifts in Palestinian militant groups' internal structures and practices during the civil war of 1975 to 1990 and foreign occupations of Lebanon. She shows that most militants approach asymmetrical warfare as a series of challenges centered around information and logistics, characterized by problems such as supplying constantly mobile forces, identifying collaborators, disrupting rival belligerents' operations, and providing essential services like healthcare. Effective negotiation of these challenges contributes to militant organizations' resilience and survival. In this context, the foundation of rebel resilience lies with militants' ability to repurpose their everyday social networks to organizational ends. In the Lebanese setting, Beyond the Lines demonstrates how regionalized differences in Israeli, Syrian, and Lebanese deployment of violence triggered distinct social network responses that led to divergent organizational outcomes for Palestinian militants.

    Description: The enduring appeal of liberalism lies in its commitment to the idea that human beings have a "natural" potential to live as free and equal individuals. The realization of this potential, however, is not a matter of nature, but requires that people be molded by a complex constellation of political and educational institutions. In this eloquent and provocative book, Uday Singh Mehta investigates in the major writings of John Locke the implications of this tension between individuals and the institutions that mold them. The process of molding, he demonstrates, involves an external conformity and an internal self-restraint that severely limit the scope of individuality.Mehta explores the centrality of the human imagination in Locke’s thought, focusing on his obsession with the potential dangers of the cognitive realm. Underlying Locke’s fears regarding the excesses of the imagination is a political anxiety concerning how to limit their potential effects. In light of Locke’s views on education, Mehta concludes that the promise of liberation at the heart of liberalism is vitiated by its constraints on cognitive and political freedom.

    Description: Allegories of America offers a bold idea of what, in terms of political theory, it means to be American. Beginning with the question What do we want from a theory of politics? Dolan explores the metaphysics of American-ness and stops along the way to reflect on John Winthrop, the Constitution, 1950s behavioralist social science, James Merrill, and William Burroughs. The pressing problem, in Dolan's view, is how to find a vocabulary for politics in the absence of European metaphysics. American political thinkers, he suggests, might respond by approaching their own theories as allegories. The postmodern dilemma of the loss of traditional absolutes would thus assume the status of a national mythology—America's perennial identity crisis in the absence of a tradition establishing the legitimacy of its founding. After examining the mid-Atlantic sermons of John Winthrop, the spiritual founding father, Dolan reflects on the authority of the Constitution and the Federalist. He then takes on questions of representation in Cold War ideology, focusing on the language of David Easton and other liberal political "behaviorists," as well as on cold War cinema and the coverage of international affairs by American journalists. Additional discussions are inspired by Hannah Arendt's recasting of political theory in a narrative framework. here Dolan considers two starkly contrasting postwar literary figures—William S. Burroughs and James Merrill—both of whom have a troubled relationship to politics but nonetheless register an urgent need to articulate its dangers and opportunities. Alongside Merrill's unraveling of the distinction between the serious and the fictive, Dolan assesses the attempt in Arendt's On Revolution to reclaim fictional devices for political reflection.

    Description: Can political theorists justify their ideas? Do sound political theories need foundations? What constitutes a well-justified argument in political discourse? Don Herzog attempts to answer these questions by investigating the ways in which major theorists in the Anglo-American political tradition have justified their views. Making use of a wide range of primary texts, Herzog examines the work of such important theorists as Thomas Hobbes, John Locke, the utilitarians (Jeremy Bentham, J. S. Mill. Henry Sidgwick, J. C. Harsanyi, R. M. Hare, and R. B. Brandt), David Hume, and Adam Smith. Herzog argues that Hobbes, Locke, and the utilitarians fail to justify their theories because they try to ground the volatile world of politics in immutable aspects of human nature, language, theology, or rationality. Herzog concludes that the works of Adam Smith and David Hume offer illuminating examples of successful justifications. Basing their political conclusions on social contexts, not on abstract principles, Hume and Smith develop creative solutions to given problems.

    Description: The subsequent volume revolves around the Social-Fields-Approach (SOFIA) as an approach to conceptualization and operationalisation for the purpose of empirical research. It contributes a new perspective and approach in research on innovation. We believe that SOFIA can have implications for both academic research and practical applications in reshaping the existing instruments and governance arrangements in innovation policy. Whilst applying SOFIA, we urge researchers to leverage the plurality of different qualitative, quantitative and mixed-method approaches in innovation studies, including less conventional methods, such as QCA (Ragin, 2008).     Description: Projet en partage, partage sans projet ou partage comme projet　: quelle est la dimension sociale du projet　? Comment pense-t-on le partage avant le projet, quels acteurs sociaux y participent, quand en sont-ils absents　? C’est sur ces éléments que se penche cet ouvrage qui traite de projets urbains, de catégories d’acteurs, d’implications participatives et d’effets sociaux localisés. Et quels effets ? Effets de sens, effets de pouvoir, effets sociaux et décalages effectifs entre objectifs affichés et réalités sociales parfois tenaces. Au nord comme au sud, pour mettre en œuvre le projet les moyens sont variés, les outils sont divers, de la suggestion à la contrainte, des « bonnes pratiques » aux processus autoritaires. Aucun projet présenté dans les textes de cet ouvrage n’inclut parfaitement la participation à la totalité du processus. Certains l’intègrent à leur méthodologie, avec des résultats plus ou moins effectifs mais des intentions claires, des acteurs identifiés et une temporalité bien définie. D’autres projets qui se présentent comme partagés sont bien moins formalisés, informels voire déguisés et font parfois l’objet de contestations et de contre-propositions. Dans tous les cas, c’est à l’issue du projet de territoire que l’on en mesure réellement la dimension sociale, l’objectif visé par ces projets n’étant pas nécessairement un espace partagé. En présentant des projets de natures différentes et à plusieurs échelles (requalification de l’espace public, amélioration de l’habitat, renouvellement urbain…), les sept chapitres de cet ouvrage abordent ainsi des enjeux variés de mixité sociale et de gentrification, de dé-paupérisation, de préservation de l’entre-soi et d’éviction brutale de certains segments de population.

Anschliessend werden die Auswirkungen auf Volkseinkommen, Beschäftigung und Preisniveau im Inland analysiert.     Description: In der EU hat Irland aufgrund seines wirtschaftlichen Aufschwungs und der hohen Direktinvestitionen auf sich aufmerksam gemacht. Die Autorin untersucht, welche internen (Standortfaktoren) und externen Rahmenbedingungen (europäische Integration) eine erfolgreiche Anwerbung von Direktinvestitionen ermöglicht haben. Von besonderem Interesse ist, inwieweit andere Mitgliedsländer der EU die Strategie Irlands übernehmen können. Nach der Ermittlung eines theoretischen Analyserahmens wird dieser auf Irland angewendet. Dabei sind die Direktinvestitionszuflüsse durch die regionale Integration zu erklären, jedoch nur in Kombination mit den irischen Besonderheiten. Insbesondere die langfristige Ausrichtung der wirtschaftspolitischen Maßnahmen auf die MNU haben dazu beigetragen.

    Description: Angesichts beträchtlicher Funktionsmängel des Wohnungsmarktes besteht wohnungspolitischer Handlungsbedarf. Die Studie zeigt, daß der soziale Mietwohnungsbau nicht in der Lage ist, einkommensschwache Haushalte und soziale Randgruppen effizient mit Wohnraum zu versorgen. Einzelne Korrekturmaßnahmen wie beispielsweise die Fehlbelegungsabgabe können keine Abhilfe schaffen. Auch die 1994 eingeführte einkommensorientierte Förderung weist erhebliche Probleme auf, bietet jedoch Ansatzpunkte für eine Neukonzeption des Fördersystems: Zentrales Instrument der sozialen Sicherung des Wohnens ist dabei ein leicht modifiziertes Wohngeld. Es wird flankiert durch den Erwerb kommunaler Belegungsrechte im Wohnungsbestand für solche Haushalte, die nicht aufgrund fehlender Mietzahlungsfähigkeit, sondern wegen persönlicher Eigenschaften auf dem Wohnungsmarkt benachteiligt werden.

    Poles in Kaiser’s Army On the Front of the First World War (2021)

    Description: The book describes the fate of Poles in the German Imperial Army during the First World War. Poland did not exist for over a hundred years on the political map of Europe at that time, and the Poles had to fight for the opposite sides of the conflict: Germany, Austria, and Russia. In the German army, regiments recruited in Poznań, Upper Silesia, Masuria, and Eastern Pomerania were considered as “Polish.” They were sent to the Western front and participated in the great battles of Arras, Verdun, and the Somme. Poles were also present on the Eastern front, in the Balkans, on the Italian front, and even in the colonies. An important part of the forgotten history of Poles in the Kaiser’s army was the relationship between Polish soldiers and German officers. In regiments recruited on the Polish soil, it was common to use the Polish language, and from 1917 Poles deserted to the Polish Army formed in France.

    Description: Nach der Öffnung der Mauer im Jahr 1989 setzten massive Wanderungen aus der ehemaligen DDR nach Westdeutschland ein. Zur Beurteilung der ökonomischen Konsequenzen solcher vereinigungsbedingter Arbeitsmobilität wird zunächst ein Referenzmodell entwickelt, das später durch Variationen der Annahmen ergänzt bzw. modifiziert wird. Das deutsche Migrationspotential und seine Ausschöpfung werden empirisch geschätzt und die für die Zukunft zu erwartenden Erträge und Kosten aus regionalen Unterschieden monetär bewertet. Verschiedene sich hinsichtlich der Angleichsdauer von Löhnen und Mieten unterscheidende Varianten werden durchgespielt. Die individuellen Kosten-Nutzen-Rechnungen zeigen, dass die möglichen Wanderungserträge von vielen Beschäftigten deutlich unterschätzt wurden.

    Description: The intensification of capital flows is an important characteristic of globalization. Attracting foreign direct investment is a viable way of ensuring the external financing of developing countries. Foreign direct investment flows, in turn, are determined by the decisions of multinational enterprises. One important determinant of investment decisions is the political environment of potential host countries. Political risks like expropriations, riots, revolutions or civil wars are important obstacles for investment. This book empirically analyzes the impact of political risks on foreign direct investment flows to Latin American countries. A case study of Mexico and its policy towards foreign investors offers further empirical evidence for the importance of the political environment for investment decisions of multinationals.

    Description: The book focuses on the linkages between institutions, inequality and development. It analyzes formal political institutions, in particular the relationship between democracy and human development. It also centers on informal social institutions leading to the exclusion of population groups such as women and indigenous people. To measure these institutions in the case of gender inequality the Social Institutions and Gender Index (SIGI) and its five subindices are proposed and for the indigenous «disadvantage» the indigenous dummy is used. The dissertation shows that formal and informal institutions affect human development, the governance of a society and inequality.

    Description: The book aims to reconstruct and analyze the disputes over the Polish-Jewish past and memory in public debates in Poland between 1985 and 2012, from the discussions about Claude Lanzmann’s Shoah, Jan Błoński’s essay The Poor Poles Look at the Ghetto, Jan Tomasz Gross’ books Neighbours, Fear and Golden Harvest, to the controversies surrounding the premiere of Władysław Pasikowski’s The Aftermath. The analysis includes the course and dynamics of the debates and, most importantly, the panorama of opinions revealed in the process. It embraces the debates held across the entire spectrum of the national press. The selection of press was not limited by the level of circulation or a subjective opinion of their value. The main intention was to reconstruct the widest possible variety of opinions that were revealed during the debates. Broad symbolic elites participated in the debates: people who exercised control over publicly accessible knowledge, legitimacy of beliefs and the content of public discourse.

    Description: Für Ökonomen ist es unbestritten, dass die Umwelt als Rohstofflieferant, Schadstoffaufnahmemedium und Standortfaktor dienen soll, jedoch sollen diese Dienste der Umwelt nicht kostenlos zur Verfügung gestellt werden. Es stellt sich also die Frage, wieviel «Umwelt» ge- bzw. verbraucht werden kann. Damit ist ein Allokationsproblem definiert. Schadstoffe, die an die Umwelt abgegeben werden, akkumulieren sich z.T. im Zeitablauf; damit ist ein intertemporales Problem gegeben. Andererseits werden Schadstoffe durch Diffusionsvorgänge über Länder- und Regionengrenzen hinweggetragen; damit ist ein interregionales Problem gegeben. In dieser Abhandlung werden diese Probleme anhand eines Zwei-Regionen-Modells untersucht. Dabei wird die «Unterlieger-Oberlieger»-Problematik unter unterschiedlichen institutionellen Arrangements diskutiert.

    Description: In dieser Arbeit wird der Nachweis erbracht, dass es im Rahmen der neoklassischen Theorie nicht möglich ist, grundlegende Probleme der Transformation realsozialistischer Wirtschafssysteme im Hinblick auf Unternehmen zu erkennen. Um diesen Defiziten begegnen zu können, wird der Versuch eines theoretischen Gegenentwurfs unternommen, der vor allem auf dem methodischen Ansatz der Österreichischen Schule fußt. Das Erklärungspotential dieses praxeologisch-eigentumsrechtlichen Theorieansatzes wird am Beispiel der Transformation des Wirtschaftssystems in Russland demonstriert. Es zeigt sich, dass nicht die sogenannte Privatisierung bestehender Unternehmensstrukturen, sondern die ungehinderte Schaffung neuer Unternehmen eine Lösung der Transformationskrise verspricht.

    Description: Die Anrechnung der Körperschaftsteuer auf die Einkommensteuer wird im deutschen Vollanrechnungssystem nur den unbeschränkt steuerpflichtigen Steuerinländern gewährt. Der Anrechnungsausschluß für die übrigen Steuerpflichtigen kann aber umgangen werden. Das sogenannte Dividendenstripping und die Gesellschafterfremdfinanzierung sind Wege, auf denen sich «Nichtanrechnungsberechtigte» Gewinne deutscher Körperschaften aneignen, ohne daß es zu einer Belastung mit deutscher Körperschaftsteuer kommt. Eine Analyse zeigt, daß diesen Vermeidungsstrategien mit den bestehenden Steuergesetzen nicht ausreichend begegnet werden kann. Es werden verschiedene Lösungswege untersucht, wie diese Vermeidungsstrategien unterbunden werden könnten.

    Description: South Tyrol is a small, mountainous area located in the central Alps. Despite its modest geographical size, it has come to represent a success story in the protection of ethnic minorities in Europe. When Austrian South Tyrol was given to Italy in 1919, about 200,000 German and Ladin speakers became Italian citizens overnight. Despite Italy’s attempts to Italianize the South Tyroleans, especially during the Fascist era from 1922 to 1943, they sought to maintain their traditions and language, culminating in violence in the 1960s. In 1972 South Tyrol finally gained geographical and cultural autonomy from Italy, leading to the ‘regional state’ of 2010. This book, drawing on the latest research in Italian and German, provides a fresh analysis of this dynamic and turbulent period of South Tyrolean and European history. The author provides new insights into the political and cultural evolution of the understanding of the region and the definition of its role within the European framework. In a broader sense, the study also analyses the shift in paradigms from historical nationalism to modern regionalism against the backdrop of European, global, national and local historical developments as well as the shaping of the distinct identities of its multilingual and multi-ethnic population.

Zunächst wird herausgearbeitet, daß nur Instrumente, die an den demographischen Ursachen der Finanzierungsprobleme ansetzen, eine wirkliche Reduzierung der Lasten bewirken können. Hier bieten sich eine Erhöhung des Kinderlastenausgleichs und eine verstärkte Einwanderung an. Als Ergebnis einer Wirkungsanalyse des Kinderlastenausgleichs auf der Basis der neoklassischen Fertilitätstheorie wird eine Aufstockung der Mittel um gut 70.000 DM pro Kind für erforderlich gehalten, um den Beitragssatz im Jahr 2030 gegenüber einem laissez-faire Szenario um 1,5 Prozentpunkte zu senken. Durch eine verstärkte Einwanderung ließe sich die gleiche Beitragssatzreduzierung kostengünstiger erreichen.

    Description: In der Arbeit wird die Frage analysiert, welche Konsequenzen sich aus der Osterweiterung für die zukünftige Ausgestaltung der EU-Politiken ergeben können. Die mit der Erweiterung einhergehende zunehmende Heterogenität der ökonomischen Strukturen innerhalb der Europäischen Union lässt auf eine gleichermaßen zunehmende Pluralität der politischen Interessen der Mitgliedstaaten schließen, so dass in der erweiterten Union unter Umständen andere Interessen dominieren und andere einflussreiche Ländergruppen existieren können als dies in der alten EU der Fall war. Für ausgewählte Politikbereiche zeigt die empirische Analyse, dass sich in der erweiterten Europäischen Union verschiedene Ländergruppen mit relativ heterogenen politischen Interessen gegenüberstehen, wodurch der politische Entscheidungsprozess auf europäischer Ebene durch die Erweiterung aller Voraussicht nach deutlich erschwert werden wird.

With the Millennium Development Declaration of 2000, the international community has agreed to focus on poverty reduction and the reduction of deprivation in its many dimensions. This book investigates conceptual and empirical issues on the measurement of trends in wellbeing, poverty, and inequality, illustrated for Bolivia and Colombia. The book contributes significantly to filling data gaps by combining existing data in a new way. Furthermore, it presents an important step forward to focus more on multidimensional outcomes of wellbeing rather than on monetary inputs and to develop tools to monitor the progress in achieving the Millennium Development Goals (MDGs).

He focuses not only on the genesis of underdevelopment, but also on the causes of popularity of economic planning, and the advent of neoliberalism in the discourse of development economics.     Description: Die Analyse des internationalen Handels von Dienstleistungen weist Eigenarten auf, die dem Charakter der Dienstleistung geschuldet sind: Immateriell und nicht lagerfähig findet dennoch der internationale Austausch statt, wenn auch unter besonderen Bedingungen. Diese Arbeit untersucht den Handel von Bankdienstleistungen und die Rahmenbedingungen denen er unterworfen ist. Die Anforderungen an die Dienstleister und ihre Produkte sind länderspezifisch sehr unterschiedlich gestaltet. Als Indikator für protektionistische Beschränkungen wird die landeseigene Zinsmarge verwendet, die die Wettbewerbssituation reflektiert. Durch entsprechende Regressionsschätzungen werden die Protektionspotentiale und -mechanismen eines Landes ermittelt sowie die wesentlichen Protektionsfaktoren identifiziert. Im Rahmen internationaler Verhandlungen sollten diese Handelshemmnisse vorrangig reduziert werden, um möglichst große Wohlfahrtsgewinne für die beteiligten Länder zu generieren.

Für den Fördereffekt von Existenzgründungshilfen ist neben der Mikroebene vor allem auch die Makroebene relevant. Dem langfristig positiven Beschäftigungseffekt in den geförderten Gründungen stehen Verdrängungseffekte bei anderen Unternehmen gegenüber.

    Description: Aunque hoy la idea del reconocimiento de la diversidad cultural, sobre todo en relación a las poblaciones originarias de América Latina, parezca obvia en su realidad y potencialidad, debemos recordar que durante la transición democrática de los años ochenta se imponía aún la visión de naciones homogéneas. ¿Se ocultaban así las fracturas que subyacen al principio nacional, igualador abstracto y negador concreto de asimetrías de clase, género y etnicidad? Por supuesto, y tales injusticias básicas persistían desde el nacimiento mismo de los Estados, escapando, década tras década, a la atención de izquierdas y derechas, de republicanismos y populismos, infaliblemente convocados por un supuesto «interés nacional» superador de diferencias. Sin embargo, en la actualidad, esa perspectiva es cuestionada por la pluralidad de voces que, desde las comunidades locales y en nombre de identidades nuevas o largo tiempo soterradas, buscan manifestarse, hacerse escuchar por el poder institucional y ganar en autonomía.     Description: European politics has provided clear signals: the next round in the process of EU enlargement with the accession of the Central and Eastern European countries (CEEC) will come. Since expectations concerning the costs and benefits of integration are varied, it is our aim to contribute to this discussion by undertaking an empirical assessment of integration. Firstly the extent of potential free labour mobility between the CEEC and the EU is assessed using an econometric model. On that basis, different integration scenarios, i.e. trade liberalisation, capital transfers and labour migration are simulated using a computable general equilibrium model. Our results suggest that migration flows will be moderate and that integration is likely to cause positive welfare effects in the CEEC and negligible effects in the EU.

    Description: Die Arbeit nimmt die in jüngster Zeit vor allem in den USA er- hobenen Forderungen nach einer verfassungsmässigen Begrenzung der Staatstätigkeit zum Ausgangspunkt für eine systematische Analyse der Vor- und Nachteile einer institutionellen Fixierung der Staats- quote. Grundlagen sind dabei zum einen eine Theorie des Staats- versagens, zum anderen ein politisches Modell, in dem das Angebot an öffentlichen Gütern aus der Beziehung zwischen Politikern und Bürokratien und die Nachfrage aus der Beziehung zwischen Bürgern und Politikern erklärt wird. Im Ergebnis erscheint eine Begrenzungs- regel günstig für die Qualität des Angebots aber unsicher in Bezug auf die Qualität der Nachfrage nach öffentlichen Gütern.

Dafür wird zunächst der Begriff der Ideologie für das ökonomische Analyseinstrumentarium zugänglich gemacht. Anschließend wird versucht, wirtschaftspolitisch unterscheidbare und für die empirische Analyse operationalisierbare Ideologien zu kennzeichnen.     Description: Spätestens nachdem 1997 in Deutschland eine Diskussion über die geplante Verteilung der Gewinne der Europäischen Zentralbank an die nationalen Zentralbanken entbrannte, ist der Seigniorage neuer Mittelpunkt in der Streitfrage um Kosten und Nutzen der Europäischen Währungsunion. Ziel dieser Arbeit ist es, die Veränderung des Seigniorage seit Inkrafttreten des Maastrichter Vertrags im Jahre 1992 zu analysieren, festzustellen, welche Bedeutung das Bemühen hatte, die Konvergenzkriterien einzuhalten und zu bestimmen, welche Auswirkungen die Übertragung des Banknotenmonopols von den nationalen Zentralbanken auf die Europäische Zentralbank haben wird. Im Anschluß an diese Analyse werden die – allerdings geringen – Auswirkungen des Verteilungsschlüssels untersucht.

    Description: Poverty and inequality persist in many regions of the developing world. This may be due mainly to an ineffective targeting of policies to address the root causes of poverty. Sustainable policy interventions are in need of reliable concepts of poverty and of a thorough understanding of the underlying mechanism that lead to such deprivation. The three essays of this book add to the debate concerning appropriate statistical tools in empirical development economics. The work proposes specific methodologies to analyze the extent of poverty and its underlying factors based on recent household surveys. The first chapter deals with a concept of poverty comparisons when panel data is at hand. The second chapter studies the determinants of spatial inequality using multilevel modelling. The third chapter analyzes the relation between a child’s nutritional status and its survival probability.

    Description: Die ökonomische Föderalismustheorie auf der Basis der Arbeiten von Musgrave und Oates ordnet Verteilungskompetenzen grundsätzlich der Zentralebene zu. Unter Berufung auf diese Arbeiten wird auch die Ausweitung der Verteilungskompetenzen der EG gefordert. An diesen traditionellen Föderalismusmodellen wird in der vorliegenden Arbeit Kritik geübt und folgend ein wohlfahrtstheoretisches Modell entwickelt, in dem jede Ebene Verteilungskompetenzen in bezug auf die direkt untergeordneten Wirtschaftseinheiten besitzt. Mit Blick auf die konkreten Fragen der Verteilungspolitik in der EG läßt sich daraus der Schluß ziehen, daß die EG nur interregional verteilungspolitisch tätig werden sollte; interpersonelle Verteilungspolitik fiele dementsprechend ausschließlich in die Kompetenz der Mitgliedstaaten.

    Description: This book combines the approaches of political theory and of intellectual history to provide a lucid account of Québec’s contemporary situation within the Canadian federation. Guy Laforest considers that the province of Québec, and its inhabitants, are exiled within Canada. They are not fully integrated, politically and constitutionally, nor are they leaving the federation, for now and for the foreseeable future. They are in between these two predicaments. Laforest provides insights into the current workings of the Canadian federation, and some of its key figures of the past fifty years, such as Pierre Elliott Trudeau, René Lévesque, Stephen Harper and Claude Ryan. The book also offers thought-provoking studies of thinkers and intellectuals such as James Tully, Michel Seymour and André Burelle. Laforest revisits some key historical documents and events, such as the Durham Report and the 1867 and 1982 constitutional documents. He offers political and constitutional proposals that could contribute to help Québec moving beyond the current predicament of internal exile.

    Description: Seit ihrer Gründung haben die Europäischen Gemeinschaften für die einzelnen Mitgliedstaaten immer mehr an Bedeutung gewonnen. Die Einbindung der föderativ aufgebauten Bundesrepublik Deutschland in die Europäischen Gemeinschaften wirft eine Reihe von Finanzausgleichsproblemen auf, die nicht zuletzt durch die zunehmende Verlagerung von Aufgaben auf die Gemeinschaftsebene und den wachsenden Haushalt der Gemeinschaften immer drängender geworden sind. In der vorliegenden Arbeit werden diese Probleme anhand der ökonomischen Kriterien der Föderalismustheorie systematisch identifiziert und Lösungsansätze aufgezeigt. Dabei werden sowohl Aspekte der Beziehungen der Europäischen Gemeinschaften zur Bundesrepublik Deutschland insgesamt als auch die Auswirkungen der europäischen Integration auf den deutschen Finanzausgleich behandelt.

    Description: La société moderne a longtemps entretenu un rapport plus serein au passé qu’à l’avenir. Le récit du passé qui s’accumule dans les livres n’est-il pas cette chose inerte destinée à éclairer le présent ? Pourtant, litiges et controverses quant aux « vérités » que l’histoire prétend fonder ébranlent les certitudes. L’une des conséquences de l’impuissance de l’histoire à asseoir ce qui serait une certaine vérité du passé, c’est d’attirer à elle ceux qui voudraient s’y inscrire rétroactivement en invoquant les injustices mémorielles dont ils auraient été victimes. Si l’histoire s’ouvre ainsi à tout venant, c’est que la société elle-même n’est plus certaine de son identité non plus que du parcours qui l’a conduite jusqu’à elle-même. Dans les sociétés contemporaines où s’achève cet éclatement de la référence collective, on observe ainsi l’encombrement des acteurs se précipitant au cœur de l’histoire espérant y inscrire la mémoire de leur propre parcours.

    Description: Wie reagieren Kommunen auf steigende Sozialhilfekosten? Am Beispiel der neun badenwürttembergischen Stadtkreise werden die sozialpolitischen Reaktionen - Zuschußkürzungen und Kostenverlagerungen - im Zeitraum 1980 bis 1992 untersucht. Einen weiteren Schwerpunkt bildet die Analyse finanzpolitischer kommunaler Reaktionen auf «fiscal stress» durch Sozialhilfekostenzuwächse und Einnahmenausfälle. Dabei wird insbesondere das «Cutback Management» der Städte Freiburg, Mannheim und Stuttgart betrachtet. Es zeigt sich, daß die «Flucht aus dem Haushalt» eine wichtige Anpassungsreaktion darstellt. Die Daten für die empirischen Untersuchungen wurden vor Ort erhoben und durch Informationen aus über hundert Interviews im sozialen, administrativen und politischen Bereich ergänzt.

    Description: Im Zuge der Verschiebungen der globalen Kräfteverhältnisse in den achtziger Jahren, die einerseits deutliche Einbußen in der allgemeinen Dominanz der USA und andererseits einen rasanten ökonomisch-technologischen Aufstieg Japans zur Folge hatten, wurden, vor allem aufgrund einer relativ niedrigen japanischen gesamtwirtschaftlichen Verteidigungsquote von rund 1 Prozent, in den USA zunehmend Stimmen laut, die Japan vorwarfen, sich nicht ausreichend an der US-amerikanisch-japanischen Allianz zu beteiligen und sich damit als ein sogenannter «Trittbrettfahrer» zu verhalten. Dieser Vorwurf wird in der Arbeit unter Einbeziehung der historischen Entwicklungen, der vielfältigen außen- und sicherheitspolitischen Faktoren sowie der ökonomischen Bedingungen auf seine Berechtigung untersucht.

    Description: Die Alterung der westlichen Industrienationen führt zu einer erheblichen Belastung der Sozialversicherungssysteme. Der Autor zeigt dies am Beispiel der bundesdeutschen Rentenversicherung auf. Die ökonomische Analyse ergibt, daß die deutsche Gesetzliche Rentenversicherung (GRV) deutliche Anreize zur Frühverrentung setzt, deren Abbau das Sozialversicherungssystem merklich entlasten würde. Das Rentenzugangsverhalten in Deutschland wird in einem Verweildauermodell mikroökonometrisch untersucht. Der Autor schlägt eine neuerliche Rentenreform in Form einer geänderten Rentenberechnung vor und zeigt anhand von Simulationsrechnungen deren Entlastungswirkungen für die GRV-Finanzen auf. Die Arbeit behandelt ein aktuelles Feld der sozialpolitischen Diskussion und leistet einen wissenschaftlichen Beitrag zur Versachlichung der öffentlichen Diskussion.

    Description: Accession of the Central and Eastern European Countries is one of the biggest political projects for the European Union. As in all previous enlargements the agricultural chapter proves to be one of the most sensitive fields of the negotiations. This book examines the effects of enlargement on agricultural markets and government expenditure in the candidate countries as well as possible effects of different choices in the politically sensitive areas of direct payments and production quotas. The ten candidate countries have quite diverse economic and agricultural characteristics. Membership in the European Union, therefore, leads to varying macroeconomic effects. Two chapters specifically deal with these aspects and their effects on agriculture as well as likely country-specific developments in Hungary and in Slovenia. The quantitative tools developed and used for this analysis have also been more widely used by governments and institutions in analyses of questions related to enlargement. The book describes and documents these quantitative tools.

    Description: In Zeiten, in denen in zunehmendem Maße über eine «zu hohe» Steuerlast geklagt wird, gewinnen legale und illegale Formen des Steuerwiderstandes an praktischer und auch wissenschaftlicher Bedeutung. Die hier untersuchte mißbräuchliche Steuerumgehung ist als vom Gesetzeswortlaut, nicht jedoch vom Gesetzeszweck gedeckte Form der Steuerersparnis methodisch zwischen der legalen Steuervermeidung und der illegalen Steuerhinterziehung anzusiedeln. Diese Arbeit stellt den vorhandenen Erkenntnissen der Steuerrechtswissenschaft eine neue Ökonomische Theorie der Steuerumgehung zur Seite und entwickelt hieraus konkrete Vorschläge für eine Steuerreform, deren Umsetzung die mißbräuchliche Umgehung von Steuern weitgehend ausschließen könnte.

    Description: Diese Arbeit zielt darauf ab, die theoretischen Vorhersagen verschiedener Arbeitsmarktmodelle hinsichtlich der Wirkungen einer Arbeitslosenversicherung zusammenzufassen und zu überprüfen. Besonderes Augenmerk wird dabei auf die Modellierung der Ausgestaltungsmerkmale einer Arbeitslosenversicherung gelegt. Die ökonomische Theorie trifft hierzu oft nur vereinfachende Annahmen. Vor allem die zeitlichen Systemkomponenten erweisen sich jedoch neben der Höhe des Arbeitslosengeldes in allen Modellen als zentrale Elemente, die Rückwirkungen auf die Höhe der Arbeitslosigkeit haben. Ein eigens konstruierter Index zeigt abschließend im Rahmen einer deskriptiven Analyse der deutschen Arbeitslosenversicherung, daß diese zuletzt entgegen gängiger Meinung großzügiger geworden ist.

    Description: Poverty and inequality remain extremely high for Cameroon despite improvements in poverty figures between 1996 and 2001. To understand the dynamics of poverty and inequality between 1996 and 2001, this book develops a poverty and inequality profile, investigates the sources of inequality along spatial lines and simulates some policies which could be used in the reduction of poverty and inequality. The book also addresses two major sectors of the Cameroonian economy with a special focus on gender bias in agriculture and linkages between the formal and informal sector. The empirical analyses show that there are large spatial differences in poverty in Cameroon and that sources of inequality vary by location. Regardless of the definition used, the informal sector in Cameroon is extremely large but closely linked to the formal sector. The gender bias experienced by women in access to productive assets in agriculture reduces the efficiency of agricultural production.

    Description: Die Entwicklung der schweizerischen Volkswirtschaft ist stark von der Zuwanderung ausländischer Arbeitskräfte geprägt. Strukturelle Veränderungen im Migrationsangebot und in der Migrationsnachfrage haben dazu geführt, daß die schweizerische Migrationspolitik vor großen Herausforderungen steht. Die Analyse der Arbeitsmarktperformance, d.h. der Vergleich der Beschäftigungs- und Einkommenssituation von In- und Ausländern, ermöglicht eine umfassende Evaluation dieses Zusammenhangs. Die Analyse der Arbeitsmarktperformance erfolgt über lineare sowie Probit Regressionen im Rahmen einer Querschnittsanalyse. Basierend auf den Erkenntnissen dieser Überlegungen werden Vorschläge zur Neuorientierung der schweizerischen Migrationspolitik abgeleitet.

    Description: In context with the Eastern enlargement of the European Union, this research deals with the effects of pre- and post-enlargement integration policies on industry concentration and regional development in Hungary. Economic processes are analysed empirically and by means of regression analyses with a spatial perspective and in the framework of the new economic geography over a time span of almost two decades. The results for the manufacturing industries and for regional specialization show which economic centres played a role for the economic development of the country over time. The roles which agglomerations and regional specialization can play are discussed with a view to the problems of cohesion in Hungary, the enlarged EU and future EU accession countries. The conclusions also take into account the current political and academic debate regarding European regional policy.

    Description: Aus moderner wirtschaftswissenschaftlicher Sicht leistet die ökonomische Clubtheorie einen wichtigen Beitrag zu einer effizienten Gestaltung von Integrationsprozessen, insbesondere der Europäischen Union. Um aber das Pareto-Optimum einer Welt voller Clubs bestimmen zu können, spielt die Unterscheidung zwischen einer clubinternen und einer gesamtwirtschaftlichen Sichtweise eine entscheidende Rolle. Weitere clubtheoretische Einflussfaktoren wie das vorhandene Clubgüterangebot und dessen Eigenschaften, die Anzahl der Unversorgten, die Kosten der Heterogenität der Clubmitgliedschaft und insbesondere Principal-Agent-Probleme bei der Clubführung erschweren die Realisierung von optimalen Clubbedingungen. Im politischen System der Europäischen Union lassen sich zahlreiche Clubsituationen finden, die durch supranationale Institutionen, politische Regime oder sonstige freie Formen grenzüberschreitender Zusammenarbeit privater Akteure entstehen. Auf Grundlage der im Einzelfall angewandten Elemente der Clubtheorie werden in dieser Arbeit in insgesamt sechs Fallstudien (EU, Eurozone, Schengen, Großregion SaarLorLux, Arge Alp, Euregionale Academie) aussagekräftige Rückschlüsse auf Effizienzpotentiale und zukünftige Weiterentwicklungen im europäischen Integrationsprozess gezogen.     Description: Die konzeptionelle Ausgestaltung der Alterssicherung, das heißt die Gratwanderung zwischen Bismarck und Beveridge, wird wegen der sich abzeichnenden demografischen Veränderungen kontrovers diskutiert. Eine besondere Bedeutung erlangte hierbei die Idee einer Bürgerrente, in der pro Kopf einheitliche Leistungen mit lohnproportionalen Beiträgen verknüpft werden. Die mit einer Bürgerrente einhergehenden Kostenwirkungen und Einkommensveränderungen für Altersrentner werden quantitativ untersucht. In einer Erweiterung des Standardrentnerkonzeptes erfolgt die Analyse auf Grundlage von empirisch ermittelten Erwerbsbiografien, die für eine bestimmte Kohorte typisch sind. Hierdurch können die Folgen einer Systemumstellung auch für Personen mit unstetigen Lebensläufen abgebildet werden.

This book analyzes the spatial disparities of the outcomes and determinants of poverty, the interdependencies of dimensions of poverty, the distribution of progress in human development over the population and the dynamics of poverty risk over time. The study takes into account the global spread of poverty. Based on cross-country comparisons of countries from Africa, Latin America, and South Asia, this study does not only consider on average outcomes and determinants of different indicators of human well-being, but also examines their distribution between and within countries.

    Description: Die Theorie des Rent-Seeking stellt einen Erklärungsansatz für das Zustandekommen staatlicher Aktivitäten in demokratischen Gesellschaftssystemen dar. Im Rahmen einer politisch-ökonomischen Analyse werden die allokativen und distributiven Konsequenzen des Wettbewerbs von Interessengruppen um gruppenspezifische Verteilungsvorteile untersucht. Dabei wird insbesondere auf die Interdependenz von distributiven Gruppeninteressen und politischem Entscheidungsverhalten eingegangen. Zur Lösung des Verteilungsdilemmas werden Reformvorschläge für den politischen Entscheidungsprozeß entwickelt, die eine Neuorientierung der Ordnungspolitik in demokratischen Staatswesen implizieren.

    Description: Kann die Europäische Zentralbank die hohe Reputation der Deutschen Bundesbank übernehmen? Für die Analyse dieser Frage wird das Grundmodell von Barro und Gordon dahingehend erweitert, daß Reputation auch dann aufgebaut werden kann, wenn die Antiinflationspolitik unglaubwürdig erscheint. Hierbei treten nun allerdings reale Kosten auf, die von der erwarteten und von der gesellschaftlich präferierten Inflationsrate abhängen. Vor diesem Hintergrund wird der Erfolg der Bundesbank nicht nur auf deren Unabhängigkeit, sonden auch auf die Stabilitätskultur in Deutschland zurückgeführt. Die Europäische Zentralbank wird sich dagegen heterogenen Stabilitätsauffassungen gegenübersehen. Es wird gezeigt, daß externe Anreize eine Antiinflationspolitik sicherstellen können.

    Description: Vor dem Hintergrund der in den neunziger Jahren verschärften Diskussion um den Standort Deutschland werden in Wissenschaft und Praxis diverse Reformvorschläge zur Weiterentwicklung der Regionalpolitik erörtert. Diese lassen jedoch allzu oft eine hinreichende ökonomische Fundierung vermissen. Deshalb stellt sich der Autor die Aufgabe, die diversen Reformvorstellungen aufzugreifen und zu einer theoretisch fundierten Konzeption zusammenzuführen. Seine Argumentation ist dabei von einem zentralen Grundgedanken durchzogen. Da die Regionalpolitik der Zukunft auch ökologische, soziale, kulturelle und allgemein-politische Aspekte umfassen muß, sind zwei Zielrichtungen erkennbar: Sie muß die Koordination bzw. Integration raumrelevanter Politikbereiche vollziehen, und sie muß dezentralisiert werden im Sinne einer Regionalpolitik der Regionen. So wird plädiert für die Institutionalisierung von regionalen Netzwerken und Public Private Partnerships.

First, it estimates simultaneously the participation in microinsurance schemes and other financial services on household survey data from Ghana. Second, it analyzes the household’s cumulative participation in microfinancial services using household survey data from Sri Lanka. Next, the study focuses on the question whether household’s participation in micro life insurance in Sri Lanka is motivated by the desire to leave bequests. At last, it investigates different sequential steps of the household’s microinsurance participation decision and the joint analysis of micro life and health insurance enrolment in Sri Lanka.

    Effects of Including Agricultural Products in the Customs Union between Turkey and the EU (2021)

    Description: The inclusion of agricultural products in the current customs union is one of the potential future steps on the road to further political and economic integration between Turkey and the EU. This book examines the effects of such integration of agricultural markets on the Turkish agricultural sector as well as on consumers and the Turkish budget. Results are compared to alternative options for Turkish agricultural policy. To this aim, a detailed partial equilibrium model of the Turkish agricultural sector is developed. The complete liberalization of the agricultural sector is found to lead to significant welfare gains compared to the maintenance of current policies. It appears that including agricultural products in the customs union results in similar results with few but significant exemptions.

    Description: Spätestens seit der Bundestagswahl 1994 befindet sich die Idee der Negativen Einkommensteuer, d.h. einer Integration von Steuer- und Transfersystem, in der politischen und wissenschaftlichen Diskussion. Während in früheren Phasen sozialpolitische Ziele verfolgt wurden, rücken vermehrt die Auswirkungen auf den Arbeitsmarkt in den Vordergrund. Diese Entwicklung wurde sehr schnell und von verschiedenen Seiten kritisiert, ohne daß bisher Analysen zu den möglichen Beschäftigungswirkungen und den Kosten einer Negativen Einkommensteuer im Vergleich zur klassischen Arbeitsmarktpolitik vorliegen. Genau dies ist Ziel und Inhalt dieses Bandes: die Analyse von Effektivität und Effizienz einer Negativen Einkommensteuer in beschäftigungspolitischer Zielsetzung. Vor dem Hintergrund einer Vielzahl mehr oder weniger gescheiterter Konzepte zum Abbau der Arbeitslosigkeit spricht vieles für eine Neuordnung des sozialen Sicherungssystems innerhalb einer funktionierenden Marktwirtschaft.

    Description: Die Finanzierung der Landkreise basiert im wesentlichen auf den Finanzzuweisungen der Länder und der Kreisumlage. Damit stellt sich die Frage, wie die Schlüsselzuweisungen und die Kreisumlage als Instrumente des kommunalen Finanzausgleichs so miteinander verknüpft werden können, daß im kreisangehörigen Raum eine den jeweiligen Aufgaben entsprechende Finanzausstattung zustande kommt. Dieses Problem wird am Beispiel des kommunalen Finanzausgleichs von Rheinland-Pfalz diskutiert. Der Verfasser zeigt insbesondere, daß die Verteilung der Schlüsselzuweisung bei sachgerechtem Einsatz der Kreisumlage nicht zu einer Übernivellierung zwischen den rheinland-pfälzischen Landkreisen führt.

    Description: Die Erfahrungen mit der gesetzlichen Pflegeversicherung in den Niederlanden haben in der deutschen Pflegedebatte nur wenig Beachtung gefunden. In dieser Arbeit werden sie erstmals umfassend beschrieben und analysiert. Zur Bewertung des Systems wird ein spezifischer Katalog sozialpolitischer und ökonomisch-allokativer Kriterien entwickelt. Unter anderem wird dabei die mögliche Bedeutung des 〈I〉moral hazard〈/I〉 in der Pflegeversicherung ausführlich untersucht. Im Ergebnis erweist sich die niederländische Lösung in weiten Teilen als attraktives Modell. Eine vergleichende Kritik des deutschen Pflegeversicherungsgesetzes rundet die Studie ab.
