Today, however, rapid EU legal developments mean that European police forces are no longer tied to a specific national legal context or a specific territory in the way they used to be. Norway is not a member of the EU. Or is it?     Description: This book uses sustainability to explore the interfaces between translation studies, the cultural history of knowledge, and Science and Technology studies (STS). The volume examines various material, cultural and epistemic translation practices where sustainability serves as a boundary object between natural and cultural inquiry. By turning to the intellectual traditions that influenced but were left behind by STS and actor-network theory (ANT), we aim to challenge and expand the Sociology of Translation developed in ANT. Concepts such as ‘inscription’ (Derrida), ‘actant’, ‘narrative’ (Greimas), and ‘world/worlding’ (Heidegger, Spivak) were reemployed – translated – in the canonical STS-texts. What networks of meaning were left behind in this reemployment? The book showcases a combination of cultural and knowledge historical perspectives on the construction of the Sociology of Translation and practical experiments across the registers of nature and culture is novel. There have been brilliant individual attempts to realign the Sociology of Translation with narratives and modes of enunciation, but none has related the Sociology of Translation to the networks and traditions which enabled it but to which it erased its relations and debts. This innovative work will appeal to scholars in translation studies, cultural studies, environmental humanities, medical humanities, and Science and Technology studies.     Description: This book examines the politics of Banking Union and EMU reform in the EU, and draws lessons for what it means for international politics, both in Europe, and for international relations more broadly. It demonstrates that most of the reforms in Europe to break free of the Eurozone and banking crises in which Europe continues to find itself focus on building up the capacities of national authorities rather than European ones. The result is that national authorities remain largely in control of the decisions and funds that are to be deployed to prevent economic disaster if a single EU bank fails. The likely outcome is an accelerated balkanization of the European market for the foreseeable future. The book also contends that power politics, and realism in particular, is a defining feature of European politics with coercion and enforced national responsibility at the demand of Germany; the dominant form of institution-building that established the responsible sovereignty model, and shut down the possibility of alternatives. In making this case, the book demonstrates that the dominant view in international relations, that power politics best explains the behaviour of states, also apply to the EU. This text will be of key interest to scholars and students of the Eurozone crisis, EU politics, economic policy, and more broadly to political economy, public policy and international relations.

Anti-poverty strategies have been part of the European Union agenda for decades. Most saliently, over a decade ago, the EU’s Member States pledged to lift 20 million people out of poverty. In spite of this commitment, the EU did not even meet a quarter of this target, and over 113 million people still were at risk of poverty and social exclusion by the end of 2020.     Description: Agency, Security and Governance of Small States examines what seems to be a defining paradox of Small-State Studies: the simultaneous coexistence (and possible co-dependence) of vulnerability and opportunity related to small-state size. This book analyses small states within the framework of this apparent paradox. Traditionally, Small-State Studies has focused on three guiding questions: what constitutes a ‘small state’? What explains small-state influence in global affairs? Are small states truly vulnerable to security threats given the expansion of multilateralism and regionalism throughout the world? This book contends that new questions should be asked which recognise the important shifts in twenty-first century security paradigms, to better understand how some states deploy their smallness as a resource for agency in supranational contexts. By varying historical, geographical, security, and governance contexts, the book embraces a most-different-cases approach. The historical perspective is often neglected in Small-State Studies but contributes to understanding how small states have often, over time, transformed perceived insecurity into agency. By focusing on different world regions, the authors enable the comparative analysis of collective actions, and the creation and implementation of institutions for ‘common sense purposes’ within a geographical region. Of particular contemporary importance, the book includes contributions which contend with hard-security issues alongside other soft-security challenges. The comparison of case studies confirms that hard-security vulnerability and soft-security opportunities seem to be two sides of the same coin, which reinforces the book’s focus on small-state paradoxes, and raises the question of whether smallness can be considered the defining characteristic of governance in these countries. This book will have a broad appeal because of the different world regions it analyses. It will be of interest to postgraduate students, scholars, and researchers of international relations, security, sustainability, governance, development, and political economy, as well as Small-State Studies.

    Description: Luxembourg is a prototypical small state and the only remaining example of over a two dozen of grand duchies in history. In this chapter the focus is laid on persistency and change of governance in security affairs, that is, the question of how a Luxembourg political entity overcame a variety of challenges of the (European) security environment until 1940. Indeed, to comprehend the ‘survival’ of the Grand Duchy in face of the vicissitudes of the military-political setting since the princedom’s creation by the Treaty of Vienna (1815), one needs to deploy the full array of the Small-State theory debate in security policy and in the politics of international relations: bandwagoning, balancing, freeriding, hedging, shelter-seeking. Based on this longue durée approach, the contribution expands on ‘extantism’ to reintroduce this concept to Small-State Studies.

    Description: This chapter explores the role transnational networks and informal ties play for small-state-status seeking in Central and Eastern Europe. Using the example of Slovakia, I argue that since their accession to Western institutions, these states have continuously sought to carve out a place for themselves on the mental map of European and North American policymakers. Major security-policy conferences have become central nodal points for this kind of activity. They allow the foreign-policy establishment of small states to manage and shape existing status hierarchies by forging personal contacts with decision-makers from more powerful states. I illustrate this phenomenon empirically with reference to the Bratislava Global Security Forum (GLOBSEC), which began in 2005 as a student-led initiative and has since become the main outreach platform of Slovak foreign policymaking.

This book argues that theorizing modernity requires a critical conversation between African and Western scholarship, in order to unpack its links with coloniality and the subjugation of Africa’s indigenous knowledges. The Russian war in Ukraine began in 2014 and continued for eight years, before the full-scale invasion of 24 February 2022. It is not a new war, but the intensity of the warfighting revived many discussions about the conduct of inter-state warfare, which has not been seen in Europe for decades. This book does not aim to offer an exhaustive operational analysis of the war, but rather provides a preliminary systematic analysis across various domains of warfare using the concept of fighting power to assess the operational performance of both sides. First, the book discusses the conceptual component and the post-Cold War adaptations of the Soviet strategic tradition by both the Ukrainian and the Russian Armed Forces. Following that, it gives an evaluation of the various aspects of warfighting in the land, air, maritime and cyber domains. Then, the book examines the role of international allied assistance, sanctions and weapons delivery in strengthening the resilience of the Ukrainian Armed Forces. The book concludes with some comments on the role of inter-state warfare in the current strategic environment and future warfare. This book will be of much interest to students of military and strategic studies, defence studies, foreign policy, Russian studies and international relations.

    Description: “Attention” is a primordial topic throughout Goffman’s work. Already his dissertation thesis (1953) includes a separate chapter on “the organization of attention”. In his later studies he developed various concepts related to attention, such as focused/unfocused interaction or “civil inattention”. Although attention is evidently a crucial dimension of the interactional order, Goffman did not elaborate this topic systematically. The study of attention was later refined and enriched by conversation analysts who underlined the role of visual displays of attentiveness in social interaction. Against the backdrop of the notion of “focused interaction”, this paper examines how the psychological approach to “joint attention” differs from or amplifies Goffman’s studies. Based on some of Cartier-Bresson’s photos, it is shown that the contrasting set of focused/unfocused interaction needs to be supplemented by a third type of attention order, in which members are collectively oriented to an outward event. After a discussion of some of the practices of sustaining and re-establishing a focus of attention, empirical evidence is provided that certain interactional purposes can be achieved by displaying inattention. In the final discussion of Goffman’s concept of “civil inattention”, some historical and sociological dimensions are pointed out along which this concept can be further studied.

Despite the potential positive outcomes, adoption and actual use of digital healthcare technologies are often low, and chronological age is often considered a barrier to the adoption of digital technology. Yet, the role of ageism in adoption and actual use is overlooked. This chapter discusses the potential theoretical influence of ageism in applying digital technology in care and healthcare. First, the chapter provides an overview of the perception of age in relation to digital technology and the manifestation of ageism in healthcare. It continues by providing recent evidence, from the field and from the authors’ research experience, in an attempt to describe two potential ways in which ageism is related to adoption and actual use of digital healthcare technology: 1) through the perspectives of different stakeholders (older adults, healthcare professionals, caregivers and designers) and 2) through the design of digital technology. Finally, the chapter discusses possible implications for practice in healthcare, design, research and policy concerning digital technology.

    Description: Elaborating on Goffman’s ideas of self and face, the chapter examines the ways in which patients with personality disorders manage the stigma of impulsive behaviours (such as verbal or physical violence) in psychiatric assessment interviews. Patients display three different types of stance when they describe their impulsive behaviours. They can (1) show self-reproach through evaluations, verbal marking of the exceptionality of their behaviour, or through bodily displays. They can also (2) lessen the reproach by conveying that there are also moments or aspects of their behaviour when they do not deviate from the norm. Sometimes, however, the patients (3) defy the reproach by showing joy or satisfaction with their impulsive behaviours. The three stance displays correspond to the three strategies of self-management of stigmatised persons discussed by Goffman. While Goffman discussed such strategies at the level of autobiographical time, conversation analysis demonstrates them in micro-interactional time.

In focusing on target cultures which experienced dramatic sociopolitical changes over the course of the twentieth century and comparing retranslations originating from these contexts, Spišiaková finds the ideal backdrop in which to draw parallels between changing developments in power and social structures and shifting translation strategies related to the representation of gender identities and sexual orientations beyond what is perceived to be normative.     Description: During Antwerp's Golden Age, the city replaced Bruges as the primary trading hub of Western Europe. Antwerp transformed from a medium-sized Brabantine town to an unparalleled metropolis in the Low Countries with over 100.000 inhabitants. Although little is known regarding the impact of this transformation on the city's governance, Antwerp serves as an intriguing and exceptional case study. Unlike other trading metropolises such as sixteenth-century Lyon or seventeenth-century Amsterdam, where merchants increasingly occupied positions in the city council, this was not the case in Antwerp. This book ‘Macht in de Metropool’ reconstructs the compositions of Antwerp’s city council between 1400 and 1550. It examines the profile of the different aldermen and mayors and how they evolved over time. Furthermore, the research analyses the real estate investments of this group and their relationship with key groups in society such as the merchants, the nobility, and the central administration.

    Description: The chapter reads Maria Stepanova’s 2017 Памяти памяти (In Memory of Memory, 2021) in view of the boom of testimonies of involvement in twentieth-century mass violence in Central and Eastern European literatures. Why this interest now? Hypothesis is that the texts address convergences between past complicities and current forms of participation in the wrongdoings of neoliberalism. These issues are related, since justifications of past involvement established the terminology, narratives, and heuristics in which mass violence has been subsequently discussed, thus forming the frame for the negotiation of current problematic involvement. Stepanova’s text stands out from the large corpus of contemporary family history narratives. First, it inverts the common order of critical discourse, as the literary text discusses theoretical concepts of memory studies, most notably Hirsch’s “postmemory.” Secondly, this discussion challenges a Western bias of memory studies, where political violence is portrayed as a traumatizing element of a past era handed down through transgenerational transmission. Stepanova outlines that in Eastern Europe, the experience of totalitarian terror and mass violence spread over several eras and multiple generations, creating a “traumatic enfilade” that comprises even the narrator’s present. In Memory of Memory addresses the critical participation of analysis in forming the aftermath of terror and mass violence.

    Description: Our aim in this afterword is to take the position of an informed reader in the social sciences who seeks as we did to discover points of entry into critical failure studies as developed within the Routledge International Handbook of Failure. Because the book ranges across disciplines and subject matter, we find that the introduction provides an ample overview of the chapters and the goals of the work. We have chosen to ask the question: how might a reader navigate this volume and approach its many theories, definitions, and perspectives? To accomplish this, we offer a brief view of two current projects, distinct in their foci, which served as points of entry to this body of work. First, a project on failure narratives among women in the academy, and second, a project which revolves around the coronavirus pandemic and vaccine hesitancy across six nations. In so doing, we hope to show how particular chapters provide surprises, insights, and theoretical frameworks that inform and deepen our understanding of this nascent and rich inquiry into the nature of failure and how it is problematized and challenged.

    Description: This chapter analyses Konstantin Simonov’s thought from the largely understudied point of view of de-Stalinization. Simonov showed already in 1956 how the representation of the Great Patriotic war was tightly intertwined with the personality cult of Stalin, and how this entanglement had caused literature and art either to portray Soviet reality in a distorted manner or to keep silent about social difficulties. By criticizing key authoritative documents of the early post-war years, Simonov revealed how Stalin’s wish to forge the image of the Great Patriotic war resulted in the widespread tendency of embellishing reality in Soviet literature and art. The chapter also tracks how the Party rebuked Simonov’s claims without mentioning him as the initiator of the ideas. The chapter thus testifies to some of the problems of ‘de-Stalinization’ and how some of its key issues could not be openly discussed in the Soviet Union until the late 1980s. The chapter is based on previously untapped archival material, and it contributes to the scholarly discussion of the thaw-era de-Stalinization, Simonov’s roles within the Soviet literary establishment, and questions of the representation of reality in Soviet art in general and the representation of the Great Patriotic war in particular.

    Description: Traditionally, the Netherlands has enjoyed being a test market for many ideas in the media. But over the last decade, progress has been severely hampered by lengthy discussions on the future structure of just one sector of media, namely public broadcasting via radio and television. The narrow approach results in a lot of paper, speeches and theories, but little in the way of definitive policy making. In a report to the government, published in February 2005, the Scientific Council for Government Policy (WRR) argued for very different approaches to policy making. The recommendations are not only much broader than "broadcasting"; they tackle the challenges of making robust policy from new angles. Instead of trying to repair the old compass, the approach has been to find new instruments to help policymakers navigate the stormy and often confusing waters ahead. Perhaps the problem in the Netherlands is not accepting the new media, but rather accepting that the role "old" media has undergone a paradigm shift.
