    Description: Observing System and the WMO Information System (EC-WG/WIGOS-WIS-4) was held at the WMO Secretariat in Geneva, Switzerland, from 10 to 11 February 2011. The session was chaired by Prof A. D. Moura (Brazil), Third Vice-President of WMO. EC-WG/WIGOS-WIS reviewed and endorsed the following WIGOS documents to be submitted to the sixteenth Congress (Cg-XVI): (a) Report on the Integration between the WMO Observing Systems (Appendix II); (b) WIGOS Test of Concept Development and Implementation Plan (WDIP) (Appendix III); (c) WIGOS Concept of Operations (CONOPS) (Appendix IV); (d) WIGOS Development and Implementation Strategy (WDIS) (Appendix V). Furthermore, EC-WG/WIGOS-WIS-4 formulated its recommendations on the WIGOS implementation in the form of Draft Resolution 11.3/1 (Cg-XVI) – Implementation of the WMO Integrated Global Observing System (WIGOS) (Appendix VII). When discussing the individual Agenda Items, particular attention was given to pre-Congress actions, on the enhancement of communication on WIGOS matters.

    Description: The second session of the Executive Council Working Group on the WMO Integrated Global Observing System and the WMO Information System (EC-WG/WIGOS-WIS) was held at the WMO Secretariat in Geneva, Switzerland, from 6 to 8 May 2009, and was chaired by Prof A. Divino Moura (Brazil), Third Vice-President of the WMO and Chair of EC WG. EC-WG/WIGOS-WIS was briefed on major deliberations of the first session of its Subgroup on the WMO Integrated Global Observing System (SG-WIGOS-1) Geneva, Switzerland, 10 - 13 November 2008; the CBS Technical Conference on WIGOS (TECO-WIGOS) (Dubrovnik, Croatia, 23-24 March 2009); and the fourteenth session of the Commission for Basic Systems (CBS-XIV) (Dubrovnik, Croatia, 25 March - 2 April 2009). EC-WG/WIGOS-WIS was briefed on the status of: (a) Implementation of the WIS Project and its Implementation Plan; (b)nWIGOS Pilot and Demonstration Projects; (c) Review of the WIGOS Concept of Operation (CONOPS); (d) Implementation of WIGOS Development and Implementation Plan (WDIP) and its corresponding update; (e) Monitoring of the implementation of WIGOS and WIS through Rolling Requirements Review; (f) Revision of WMO Technical Regulations related to WIGOS and WIS implementation. Based on the outcomes of the consideration of the individual Agenda Items, EC-WG/WIGOS-WIS articulated its guidance, advice and recommendations regarding the further development of the implementation of WIS, WIGOS concept, coordination of WIGOS and WIS plans; it agreed on the versions of CONOPS (Appendix II) and WDIP (Appendix III) to be submitted to EC-LXI for consideration and endorsement.

    Description: The third meeting of the Joint Steering Group for the IODE Ocean Data Portal (ODP) and the JCOMM Pilot Project for WIGOS was held at the Project Office of the IOC International Oceanographic Data and Information Exchange (IODE) in Ostend, Belgium from 1 to 3 November 2010. The meeting reviewed the status of the WIGOS, including the WIGOS Concept of Operations (CONOPS), the WIGOS test of concept Development and Implementation Plan (WDIP), the WIGOS Development and Implementation Strategy (WDIS), and the status of the WIGOS Demonstration Projects. The meeting also reviewed the status of the JCOMM Pilot Project itself, and addressed outstanding issues, including (i) interoperability of ocean data systems with the IODE Ocean Data Portal and/or the WMO Information System (WIS), (ii) instrument practices and the review of WMO and IOC Technical Publications, (iii) quality management, and (iv) Capacity Building.

    Description: The workshop for a new Marine Climate Data System (MCDS) was held at the Deutscher Wetterdienst in Hamburg, Germany, from 28 November to 2 December 2011. The main goals of the meeting were to discuss the vision for a new MCDS in the next 10 years to better address the WMO-IOC-UNEP-ICSU Global Climate Observing System (GCOS), Global Framework for Climate Services (GFCS), and the WMO-IOC-UNEP-ICSU Global Ocean Observing System (GOOS) marine-meteorological and ocean data requirements for climate monitoring, forecasting, and services, and starting by (i) a modernized Voluntary Observing Ship (VOS) delayed-mode data-flow, (ii) the establishment of a network of WMO-IOC Centres for Marine-meteorological and Oceanographic Climate Data (CMOCs) on the model of the trusted ICOADS, and (iii) the integration of the Responsible National Oceanographic Data Centre (RNODC) for Drifting Buoys (RNODC/DB) and the Specialized Oceanographic Centre (SOC) for Drifting Buoys (SOC/DB) to avoid duplication. The workshop clarified the role of the IOC, and particularly the International Oceanographic Data and Information Exchange (IODE) in the MCDS, and agreed on a Vision for the MCDS to be submitted to JCOMM-IV for approval. It also agreed on a draft strategy, and initial implementation plan for the MCDS building on existing systems. The workshop further drafted two Recommendations to be submitted to the Fourth Session (JCOMM-IV) of the Joint WMO-IOC Technical Commission for Oceanography and Marine Meteorology (JCOMM) for approval: • A draft Recommendation on the MCDS and the establishment of CMOCs, with proposed CMOC Terms of Reference, and governance for their establishment; • A Draft Recommendation on the collection of instrument/platform metadata. The workshop welcomed the potential offers from China and USA to establish CMOCs, and proposed templates for statements of compliance and commitment to be submitted to JCOMM according to the proposed governance. It is expected that the two countries will submit Statements of Compliance and Commitment no later than 15 February 2012 to permit their evaluation by the Data Management Coordination Group, and the consideration of their formal establishment by JCOMM-IV. The workshop encouraged other Members/Member States to submit applications (by 15 February 2012 in case consideration by JCOMM-IV is sought). The workshop agreed on general principles for the flow of marine-meteorological and oceanographic data within the MCDS, including the future establishment (or recognition of existing) of Data Acquisition Centres (DACs), Global Data Assembly Centres (GDACs), and CMOCs as an outcome of the Marine Climatological Summaries Scheme (MCSS) modernization. The workshop discussed the recommendations from the ad hoc Task Team on RNODC/DB and SOC/DB integration, and refined the data-flow proposal for drifting buoy data accordingly. The VOS data-flow was also discussed, and agreed upon. These shall be further discussed and elaborated as part of the MCDS strategy, implementation plan, and refinement of the MCDS dataflow.

    Description: The first session of the Subgroup on the WMO Integrated Global Observing System (EC-WG/SG-WIGOS-1) of the Executive Council Working Group on the WMO Integrated Global Observing System (WIGOS) and the WMO Information System (WIS) was held at the WMO Secretariat in Geneva, Switzerland, from 10 to 13 November 2008, and was chaired by Dr John Nash (UK), the President of the Commission for Instruments and Methods of Observation (CIMO) and Chair of the Subgroup. Main attention of the SG-WIGOS was focused on the status of WIGOS Pilot and Demonstration Projects and their potential input for the update of WIGOS Concept of Operations (CONOPS) and WIGOS Development and Implementation Plan (WDIP); on the elaboration of the WIGOS Integration Levels; on a review of needs and potential problems of WMO co-sponsored observing systems; and update of CONOPS and WDIP. SG-WIGOS discussed a scope, time frame and role of WIGOS Pilot Projects. When doing that, guidance from Cg-XV were taken into account that Pilot Projects should be designed to test concepts, identify problem areas and to help in elaborating WDIP by inputs from respective technical commission.

EC-WG/WIGOS-WIS further considered: (a) Report on the WIGOS Projects (Status, Evaluation, Lessons Learned); (b) WIGOS Concept of Operations (CONOPS); (c) WIGOS Test of Concept Development and Implementation Plan (WDIP); (d) WIGOS Development and Implementation Strategy (WDIS); (e) Report on the integration between the WMO observing systems. Based on the outcomes of the discussion under individual Agenda Items, EC-WG/WIGOS-WIS formulated recommendations on the further development and implementation of the WIGOS concept, the implementation of WIS, and the enhanced coordination of WIS and WIGOS activities. EC WG decided to submit the updated versions of CONOPS (Appendix II), WDIP (Appendix IV) and WDIS (Appendix V) to EC-LXII for consideration and endorsement.
