Description: Through an intelligent and sharp description of the Irvine School of Critical Theory, Ewa Bobrowska’s book significantly expands the knowledge about post-structuralist critical thinking that has dominated the Western humanities in the last quarter of a century. While the achievements of Derrida, Lyotard, Iser, as well as Jameson, Joseph Hillis Miller, Greenblatt, and Dominick LaCapra are well known in Polish critical thought, the interdisciplinary project called the Irvine School has not yet been systematically and competently described. . . . The unusual dispositions of the author, who is an English philologist, philosopher, art historian, and an active artist, allow her to carry out all dimensions of the analysis, including critical discourse, philosophical reasoning, and an intellectual examination of a work of art. Ewa Bobrowska’s book can be read in several ways: as a guide to contemporary (mainly American) art that requires participation, and as a guide to contemporary (mainly postmodern) philosophy while visualising some, even very abstract, statements. These two diverse fields of contemporary art discourse and philosophy meet in this work and illuminate each other, giving the reader an extraordinary opportunity to understand the contemporary world of images and ideas. What is particularly worth emphasising is the part of the work that refers to ethical threads: it shows a little-known part of contemporary philosophy and, at the same time, the author’s extraordinary sensitivity. Description: In her book, Katarzyna Liszka provides the reader with a clearly outlined map of the main sides of the debate on the ‘division of labour of memory’ after the Holocaust, examines the arguments, which are used in this dispute, together with an analysis of ethical implications, which, according to the author, have a fundamental significance for the majority of Jewish thinkers taking a stance in this debate. This angle, with the focus on the plural ‘ethics of memory’ in the beginning of the work, allows the author to connect various idioms of philosophy, theology and sociology of the twentieth century, as complementary elements of reflection framed as a way of remembering. In this perspective, the subsequent notional mediations, corrections of approaches taken by Hannah Arendt, Avishai Margalit, or Zygmunt Bauman, become an indirect proof of the crystallisation, not only of the aforementioned community of memory work, but also of the transformation of ethical and legal categories related to the issue of the community of universal ethics, which the author writes about in the conclusion of her work, with reference to the reflections of Natan Sznaider and Daniel Levi. Description: The book addresses the problem of the influence of copyright law on modern modes of functioning and understanding of literature. This problem is situated in a context of Law and Literature studies and in particular within the cultural studies of copyright, which are summarised in chapter one. The history of copyright law and related literary discussions is recapitulated in chapter two. In the next chapters, the analysis is focused on literary discussions in which copyright law is a directly posed problem, or it is indicated only as context. Particular attention is paid to: philological genealogical research (and texts by Wacław Borowy and John Livingstone Lowes); discussion surrounding T.S. Eliot’s poem ‘The Waste Land’; the debate provoked by Karol Irzykowski’s article ‘Plagiatowy charakter przełomów literackich w Polsce’ [‘The Plagiarising Character of Literary Breakthroughs in Poland’]; analysis of copyright law in the writings of Jacques Derrida and in the novel Muza dalekich podróży [The Muse of Long-Distance Travels] by Teodor Parnicki; finally, anthologies Future of Copyright published at the beginning of the twenty-first century in Poland. In the last chapter, the analysed problems are situated in the context of the debate on the commodification of literature in capitalist societies.

Description: Culture as a Verb is a book on what I call new humanities of a wide and vastly varied orientation, direction, turns, and simply interests, interconnecting in opposition to the principles of contemporary theory of humanistic cognition. For, if contemporary knowledge is presented as bodiless, impersonal, static, external and neutral (unengaged), then the new humanities inquiries are led on the basis of different principles: embodied knowledge, personalised (participating), actively-acting (intervening cognitively), penetrating the research field and situated (engaged). This is a very significant change . . . With it, we go from a culture of disinterested observation, founded on the myth of the contemplative view of the whole external world, to a real culture of participative action, reconciled with perspectivity and the fragmentary nature of cognitive actions of a subject, who forges a path to reality, from within and by their own actions.

Herstoria to praca nad pamięcią mniejszościową, opowieściami, których się „nie opowiada”, to praca z wielością narracji, które przeglądają się w sobie. Dlatego myślenie herstoryczne jest elastyczne i dopuszcza także inne metody, również sztukę czy działania animacyjne, które pomagają wydobyć to, co przemilczane. Autorki starają się zmieścić w metodologicznych ramach refleksji hermeneutycznej, gdzie dopiero w dialogu ujawnia się milczenie i niemożność nadania formy temu, co było dotąd przemilczane. Odnoszą się do wypowiedzi wspomnieniowych, auto- i biograficznych, świadectw, tekstów politycznych, prawnych czy „świeckich hagiografii” tworzonych oddolnie. W polu ich zainteresowań mieszczą się także procesy społeczne i zbiorowa pamięć oraz formy mentalności społecznej. Odwołują się do zasobów antropologii politycznej zainteresowanej tożsamościami zbiorowymi, narracjami kulturowymi, znaczeniem i interpretacją symboli, budujących metafory i wyobrażenia, toposy. Przyświeca nam idea, że pamięć jest polityczna, a to, jak o niej myślimy, mówimy i ją tworzymy, jest zagadnieniem politycznym, objawiającym się w tekstach i praktykach kulturowych, których herstoria jest przykładem, a które stanowią mobilizujące uprawomocnienie zbiorowych wizji wspólnoty.

Description: This book is the first monograph concerned with a feminist reading of Polish contemporary poetry to utilise tools of affective methodologies. It seeks to establish the extent to which affects contribute to the process of collective forms of existence. The book’s main thesis assumes affects to be the triggers of action, particularly of critically modifying established narratives about emotive histories of societies which include the allotment of the capacity to feel in order to coercively classify the actors and actresses of collective life. Poetry, as a very particular instance of those various affective machineries, becomes yet another version of collective memory. Poetical representations, acting in synergy with transformations of the contemporary subject, operate on three levels: firstly, by reproducing normative images of womanhood in its relations with surroundings, secondly, by disturbing the said images through an, often critical, reformulating of them, or thirdly, by becoming postulated variants of those transformations. The semantic dominants one can find in recent women’s poetry that, at the same time, constitute a portion of the broader symbolic feminine capital being a unified construct edifying the social discourses, pertain to the category of disease/illness, seeing, trauma and shame, the affective work, love, migration, and community.

Description: The author identifies selected aspects of the history of attention and exposes the peculiar relation between philosophy and literature against this background. The task of describing the world, not finished by phenomenology, is taken up by attentive poetry: it can complete the project of portraying the visible world, while keeping the rules of perceptive faith, but also being mindful of the constraints of language at the same time. After breaking contact between word and object, the poet becomes the one who brings the spirit of mankind closer to the world. In the context of twentieth-century dilemmas and projections, attention turns out to be not only a simple consequence of a certain aesthetic choice, but instead, choosing attention gains a crucial importance, rendering it a tool of re-vindicating the lost reality. Attentive poetry, that is such poetry, which does not allow itself to get carried away with language in whichever direction, but tames its anarchy, and does not accept a finished world, rejecting the temptation of relying on easy knowledge, is complemented by attentive reflection in this study: a reflection which is not prone to putting too much faith in the exclusivity of its own accomplishments. Description: The monograph by Grzegorz Grochowski documents insightful reflection on the current state of the field of the genre order of discourse, especially literary taxonomies. These orders are seen from the perspective of various methodological orders of the last few decades, developed in the area of postmodern literary studies. The conclusions emerging from these are examined from the angle of analytical utility of selected solutions. The study is successful at depicting the current state of the debates on the theory of literature and the dynamics of phenomena observed in the field of contemporary literature. It combines an in-depth theoretical analysis with sophisticated interpretations of the texts. Therefore, it skilfully transports theoretical discussions on to a concrete level. Discourse analysis leads theory of literature out of the narrow backwater of literary theories. It also demonstrates that literature has a meaning not only against the backdrop of language and genological norm, that its dynamics require a return into the chaos of social life (rejected by structuralism). Description: In Part I, Ryszard Nycz formulates an opinion on the topical specifics of the humanities’ studies; the opinion is rooted in the traditions of the discipline (literary studies), the ability of its influential orientation (intertextual poetics), as well as the writings of T. W. Adorno, one of the most astute philosophers and researchers of modern culture. In Part II, the author drafts a modified formula for carrying out the theory of literature, the aim of which is to avoid not merely its marginalisation, but its breaking-up (and the assigning of it to anthropology and/or cultural studies in particular). In Part III, the author endeavours to delineate the tasks of literary criticism, exposed to challenges generated by the changes in the function and status of national literature, models of identity, and in the relationships between the global and local dimension of contemporary culture. In Part IV, case studies are used to critically test the traditional view of the solely-applied character of interpretation against theory. The last part, ‘Literature: A Reading of a Letter’, acts as a summary. In it, the author depicts a concept of literature precisely as poetics of experience, as well as drafting a sketch of the theory of its understanding. As part of this theory, in the entirety of the practices and procedures of getting to know it, the author distinguishes three separate (in some aspects) tasks: spontaneous understanding, intellectually rigorous interpretation, and the experience of reading.

Description: The theoretical weakness of history of art and the cognitive inefficiency of studies on visual culture cause images to remain a challenge for us. Iconophilia is an alternative perspective, within which they are (finally) taken seriously. The history of iconophilia in French humanities (in pictorial semiology in particular) serves the purpose of drafting the proposed future of the thought on images. It is not about a traditional presentation of the history of the notion of an image, but about reflecting on the various strategies of understanding images in the humanities, the effect of which is theory. Description: This volume comprises texts created on the basis of three-fold meetings: the first kind were constituted by lectures led by invited guests, representing various fields and areas of research, which, in some necessary simplification, can be divided into historiography (Ewa Domańska), philosophy (Agata Bielik-Robson), literary and memory studies (Michael Rothberg), and philosophy of literature (Michał Paweł Markowski). The lectures were accompanied by workshops, whose leaders present their texts in the second part of the work, and the third part is made up of notes from panel talks. As per the nature of these types of sessions, they present themselves as highly intense (various meetings from morning until evening), as well as showing the unavoidable variety in outlooks, which is one of the major advantages of such events. Another advantage is a slightly more ‘personalist’ encounter, not so much with text, but with the figure of an author, and thus also with the personality of a researcher. What became the idea bringing all these activities together was memory, understood and treated in very different ways. The variety of starting points and views on the forms and places of the functioning of memory then transformed itself into an abundance of experiences of the ‘originators’ and the richness of feelings (also of those imprinting themselves in memory) of the ‘receivers’.

Description: Alongside Bentham the guardian of the weak and the subordinate, sensitive to other’s suffering and deeply engaged in the fight for a better future and a more just legal system, there also exists a Bentham the unmitigated demiurge, with uncontrollable ambitions, incessantly creating soulless and authoritarian worlds of control and discipline. There is much that would suggest the English philosopher was pushed towards authoritarianism by the striving to provide a sense of security to the landed classes, and by fear of phenomena such as panic and social unrest. At the same time, as work on specific projects progressed, the noble impulses which often underpin them became weak, and they were replaced, under the influence of perfectionist fears and passions, by the thirst for complete control and total discipline. Description: Acta Slavica Estonica is an international series of publications on current issues of Russian and other Slavic languages, literatures and cultures. One of the fundamental oppositions of the semiotics of culture – between “own” (native) and “alien” (foreign) – is also important for the language, which is the foundation of any ethnic culture and in which “our own”, originally inherent in a given language, constituting its basis, and elements of the “alien” at different levels of the language always coexist. The articles in this collection make their contribution to the study of the cultural and social characteristics of the language by studying the complex interaction of “own” and “alien” in language and speech.

Description: We will be following the departure of cinema ‘towards virtuality’ (towards new ways of creating, understanding and existence of cinema in the times of transformations of media technology) primarily from the perspective of selected artistic practices of three artists: Peter Greenaway (who often repeats the argument about the ‘death’ of traditional cinema and the birth of new ways of depiction), Lynn Hershman Leeson (American artist of the ‘wider cinema’) and Mike Figgis, who reflected on various types of cinematic image and the cinema of the digital age in his autothematic films. The authors will also discuss cinema in the wider context of cultural reflection. Questions on the ‘virtualisation’ of culture will require an attempt at defining the notion of ‘virtuality’, and a tracing of its journey through different levels of cultural discourses, as well as linking it back to the analysed works. Towards Virtuality… is a book about cinema (its creators, works and characters), steeped in technological, philosophical, scientific and, more generally, cultural transformations of modernity.

Description: In seinem Umweltgutachten 2020 greift der SRU umweltpolitische Themenfelder auf, in denen großer Handlungsbedarf besteht: Klimapolitik, Kreislaufwirtschaft, Gewässerschutz, Lärmschutz, städtische Mobilität und nachhaltige Quartiersentwicklung. Gleichzeitig zeigt der SRU auf, wie ein Umsteuern mit zielgerichteten Maßnahmen möglich ist. Vier dieser Grenzen gelten global als bereits überschritten: Klimawandel, Biosphärenschäden, Landnutzungswandel und biogeochemische Kreisläufe. Der Forschungsstand zu deren Interaktionen und zu den Folgen ihrer Überschreitungen entwickelt sich weiter. Es erscheint möglich, diese Überschreitungen wieder weitgehend rückgängig zu machen bzw. weitere Grenzüberschreitungen zu vermeiden und dabei auch soziale Ziele wie die Welternährung zu erreichen. Diese große Herausforderung erfordert sektoren- und skalenübergreifende Maßnahmen hin zu nachhaltigeren Produktions- und Konsummustern. The framework of planetary boundaries defines a safe operating space for humanity along nine interconnected environmental dimensions (the Holocene state of planet Earth). According to a precautionary principle, this safe space should not be left in order to avoid detrimental consequences for the Earth system and human societies. Four of the boundaries are considered to be transgressed globally (for climate change, biosphere integrity, land-system change, and biogeochemical flows); further research on boundary interactions and impacts of their crossing is ongoing. It appears possible to revert these transgressions or avoid further transgressions, respectively, while even achieving social goals such as providing food for a growing world population. This great challenge requires cross-sectoral and cross-scale measures towards more sustainable patterns of production and consumption.

Description: Biomass feedstocks can be used to substitute fossil fuels and effectively remove carbon from the atmosphere to offset residual CO2 emissions from fossil fuel combustion and other sectors. Both features make biomass valuable for climate change mitigation; therefore, CO2 emission mitigation leads to complex and dynamic interactions between the energy and the land-use sector via emission pricing policies and bioenergy markets. Projected bioenergy deployment depends on climate target stringency as well as assumptions about context variables such as technology development, energy and land markets as well as policies. This study investigates the intra- and intersectorial effects on physical quantities and prices by coupling models of the energy (REMIND) and land-use sector (MAgPIE) using an iterative soft-link approach. The model framework is used to investigate variations of a broad set of context variables, including the harmonized variations on bioenergy technologies of the 33rd model comparison study of the Stanford Energy Modeling Forum (EMF-33) on climate change mitigation and large scale bioenergy deployment. Results indicate that CO2 emission mitigation triggers strong decline of fossil fuel use and rapid growth of bioenergy deployment around midcentury (~ 150 EJ/year) reaching saturation towards end-of-century. Varying context variables leads to diverse changes on mid-century bioenergy markets and carbon pricing. For example, reducing the ability to exploit the carbon value of bioenergy increases bioenergy use to substitute fossil fuels, whereas limitations on bioenergy supply shift bioenergy use to conversion alternatives featuring higher carbon capture rates. Radical variations, like fully excluding all technologies that combine bioenergy use with carbon removal, lead to substantial intersectorial effects by increasing bioenergy demand and increased economic pressure on both sectors. More gradual variations like selective exclusion of advanced bioliquid technologies in the energy sector or changes in diets mostly lead to substantial intrasectorial reallocation effects. The results deepen our understanding of the land-energy nexus, and we discuss the importance of carefully choosing variations in sensitivity analyses to provide a balanced assessment.

Auch in vielen 2°C-Szenarien spielt die CO2-Entnahme eine wichtige Rolle, insbesondere, um die Kosten des Klimaschutzes zu reduzieren. Das 2°C-Ziel könnte zwar prinzipiell noch ohne größere CO2-Entnahmen erreicht werden, jedoch nur zu sehr hohen Kosten bzw. unter sehr optimistischen Annahmen, etwa bezüglich der Energienachfrage. Eine weitere Verzögerung von ambitionierter Klimapolitik führt zu einer wachsenden Abhängigkeit von CO2-Entnahmen, um die Pariser Klimaziele zu erreichen – auch für das 2°C-Ziel. Dies lässt sich anhand der Residualemissionen belegen. In den meisten 1,5°C- und 2°C-Szenarien werden CO2-Entnahmetechnologien schon bis zum Jahr 2050 großskalig ausgebaut, wobei bis zu 20% der heutigen Emissionen durch BECCS und bis zu 25% durch Wiederaufforstung und landwirtschaftliche Maßnahmen entnommen werden. Es gibt eine große Bandbreite an möglichen CO 2-Entnahmepfaden, s owohl in 1,5 °C- als auch in 2°C - Klimaschutzszenarien. Das bedeutet: Es ist nun ein gesellschaftlicher Diskurs notwendig, der Risiken und Nutzen der verschiedenen Pfade abwägt und entscheidet – erstens wieviel CO2 der Atmosphäre entzogen werden soll und zweitens auf welche Art und Weise dies durchgeführt werden soll. In Deutschland stehen nur wenige Szenarien zu nötigen CO2-Entnahmemengen zur Verfügung. Unter der Annahme sofortiger ambitionierter Klimapolitik liegt die Spannbreite bei 60 -130 MtCO 2Äq, um Emissionsneutralität in 2050 zu erreichen, wobei der Großteil auf die Restemissionen der Industrie und Landwirtschaft entfällt. Technologien & Praktiken Die momentan in der Diskussion stehenden Entnahmetechnologien und -praktiken sind folgende: Bioenergie mit Kohlenstoffabscheidung und Speicherung (BECCS), direkte Abscheidung aus der Luft mit geologischer Speicherung (DACCS), beschleunigte Verwitterung, Aufforstung und Wiederaufforstung, Anreicherung des Bodenkohlenstoffs sowie Ausbringen von Pflanzenkohle. Sie alle weisen auf globalem Niveau relevante Potentiale auf – aber auch technologiespezifische Konflikte mit anderen Nachhaltigkeitszielen, Ressourcenkonkurrenz, und Barrieren, was die Skalierung betrifft (Innovationslücken, Systeminkompatibilitäten, etc.). Es kristallisiert sich keine Gewinner -Technologie heraus, und das passende CDR-Portfolio wird vom Kontext abhängen. Während die technischen CDR -Möglichkeiten am oberen Ende de s Kostenspektrums anzusiedeln sind, sind viele der landbasierten Methoden bereits erprobt und könnten sofort in Angriff genommen werden – beispielsweise die Anreicherung des Bodenkohlenstoffs durch vermindertes Pflügen und Anpflanzen von Bodendeckern. Zudem ist die Implementierung einiger dieser Optionen nicht mit Zielkonflikten verbunden, etwa durch erhöhten Landflächenbedarf , sondern sie weist auch potentiell positive Nebeneffekte auf und kann andere Nachhaltigkeitsziele unterstützen. Hierbei sind jedoch den Problemen der Sättigung und vor allem der Permanenz/Reversibilität Rechnung zu tragen. Während es einen wachsenden Wissensstand zur Angebotsseite der CDR-Innovationskette gibt, sind die nachfrageseitigen Aspekte der Innovationskette kaum erforscht. Es gilt daher ein besseres Verständnis für Nischenmärkte, Demand Pull und Akzeptanz zu entwickeln. Zudem zeigen die Klimaschutzszenarien eine derart rasche und hohe Skalierung auf, sodass völlig neue Innovationsmodelle für CDR-Technologien erforderlich sind.Methoden zur CO2-Nutzung (CCU) erreichen i.A. keine dauerhafte Speicherung von CO2 und weisen zudem vergleichsweise begrenzte Potentiale auf. Eine verstärkte CO2-Nutzung kann daher zunächst kaum dazu beitragen, das Pariser Abkommen wieder in Reichweite zu bringen. Sie könnte aber durchaus ein entscheidender Katalysator sein, um die Innovationslücke zu schließen und eine rasche technologische Entwicklung für die dauerhafte Kohlenstoffabscheidung in Gang zu setzen. Beispielhafte Schätzungen für die Entnahmepotentiale in Deutschland liegen für BECCS bei 65 -120 MtCO2 (limitierender Faktor ist das Biomassepotential), für DACCS bei 35-55 MtCO2 (limitierender Faktor ist der Energiebedarf), für Aufforstung 7 MtCO2 (limitierender Faktor die Landfläche), für Pflanzenkohle 3-7 MtCO2 (limitierender Faktor ist das Biomassepotential) und für beschleunigte Verwitterung 30 MtCO2 (limitierender Faktor ist die Gesamtagrarfläche). Aufgrund von Flächenkonkurrenz liegt das Gesamtpotential jedoch unter der Summe der einzelnen Potentiale. Politikinstrumente und Governance Grundsätzlich sollten Emissionen und Entnahmen gleich hoch bepreist werden. Dies gilt auch für die dynamische Betrachtung des CO2-Preispfads, wobei bei netto-negativer Emissionsbilanz ein öffentlicher Finanzierungsbedarf entsteht, der nicht mehr über die Einnahmen aus der CO 2-Bepreisung gedeckt werden kann. Durch Marktversagen, Externalitäten und technologiespezifische Verzerrungen kann es aber Fälle geben, in denen Preisdifferenzierung angezeigt ist. Trotz der potenziellen Kostenvorteile einer global ausgerichteten Förderung von CO2-Entnahme kann ein Fokus auf Deutschland bzw. die EU zunächst sinnvoll sein, da z.B. Lerneffekte ausgenutzt und negative Umweltwirkungen besser kontrolliert werden können. Zur Innovationsbeschleunigung dienen Zuschüsse und Fördermittel für F&E -Vorhaben (inklusive für Verfahren zur Speicherung, zum Monitoring und zur Verifizierung), langfristig angekündigte CO 2- Mindestpreise für CO2-Entnahme und ein regelmäßiges Review-Verfahren, in dem nach klar definierten Kriterien neue Technologien als CO2-Entnahme-Technologie zugelassen und förderfähig werden. Ein präzises Monitoring der entnommenen Emissionsmengen und eine Verifizierung der dauerhaft gespeicherten Kohlenstoffmengen sind essentiell, um (a) den Klimaeffekt von CO2-Entnahmeverfahren korrekt messen zu können und damit belastbare Aussagen zur Erreichung von Klimazielen tätigen zu können und (b) die Vergütung zur CO2-Entnahme möglichst exakt an den entnommenen und dauerhaft gespeicherten Emissionsmengen ausrichten zu können. Zur Förderung und Ausweitung von CDR w erden zwei grundlegende Governance -Architekturen identifiziert: (1) der Einsatz von Einzelmaßnahmen, die auf einzelne Entnahme-Technologien bzw. -Aktivitäten zielen, sowie (2) ein preisbasierter Ansatz. Bei letzterem stellt ein Emissionspreis oder ein Entnahme-Referenzpreis das zentrale Instrument dar, ergänzt um zusätzliche Regulierungen oder Förderungen, die spezifische technologische, ökologische oder ökonomische Aspekte berücksichtigen. Die Hauptfrage ist dabei, ob es ein separates Mengenziel für die Entnahme geben sollte, was auch unerwünschte Interaktionen mit Emissionsminderungsmaßnahmen vermeiden würde. Einstiegsmöglichkeiten Die als erstes zu klärende Frage ist die des Entnahmeziels und ob man es vom Vermeidungsziel trennt. In zweiter Instanz ist die Art der Entnahme zu klären. Land-basierte Entnahmepraktiken könnten bereits bei einer Verschärfung der 2030 -Minderungsziele mitgedacht werden. Ihre relativ niedrigeren Kosten und geringeren politischen Herausforderungen (z.B. Akzeptanz) machen sie zu günstigen Einstiegsmöglichkeiten – jedoch ist das Potential begrenzt, und die Reversibilität , Messung und Verifizierung sind ernstzunehmende Herausforderungen. Daher muss eine umfassende Strategie auch Techniken berücksichtigen, die u.a. die geologische Speicherung beinhalten (CCS). Die politischen Herausforderungen könnten kurz- bis mittelfristig durch einen Fokus auf Offshore -Speicherung, Transparenz und partizipative Modelle adressiert werden

Description: Wasserstoff kann ein wichtiger Baustein für das Ziel der Treibhausgasneu-tralität sein, jedoch nur wenn er umweltfreundlich und nachhaltig hergestellt und sparsam genutzt wird. Die Herstellung von grünem Wasserstoff erfordert große Mengen an erneuerbarem Strom und beansprucht damit indirekt Flächen, Rohstoffe und Wasser. Daher sollte Wasserstoff nur dort eingesetzt werden, wo es keine effizienteren Optionen für Klimaschutz gibt. Eine voll-ständige Dekarbonisierung der Wirtschaft kann nur gelingen, wenn insgesamt weniger Energie verbraucht wird.

Description: Historical agreed minimum discharges of river Elbe at the czech-german border profile Hřensko/Schöna Discharges of the river Elbe at the border profile between the Czech Republic and Germany at Hřensko/ Schöna play an essential role for the suitability of the German river section downstream for shipping. A cascade of reservoirs upstream the border profile was mainly built between 1950 and 1964. Since then a significant supplemental low water management at the boarder profile is possible. Although the low wa¬ter control at the German-Czech boarder profile is currently managed by a network of German and Czech institutions the legal basis of this management regime is currently not fully understood. In particular, the question raised weather current management targets for low water supplement can be seen based on still valid German-Czech agreements between the former states German Democratic Republic and Czech Slovakian Socialistic Republic. This report summarizes the chronological follow up of the construction of the Czech reservoir system and the related agreements between the German and Czech site.The authors have assembled the development of the effectively agreed minimum discharges at the border profile ČSSR/GDR at Hřensko/Schöna. The available joint coordination statements between ČSSR and GDR during the period April 1983 and May 1988 were reviewed and compared to the recorded discharges. The capacity for low water supplements at Hřensko/Schöna increased since 1900 from 143,58 Mil. m³ to 2 566,24 Mil. m³ in 2010. The greatest parts of the total storage capacity are located in the Vltava and in the Ohře river basin with storage capacities of 1 894,03 Mil. m³ and 404,35 Mil. m³, respectively. The Vltava cascade is currently managed in a way that a minimum discharge is guaranteed of about 40,0 m³/s at barrage Vrané. This compares to a natural discharge situation with minimum flows between 12,0 to 15,0 m³/s. The barrage system in the Ohře river system can currently ensure minimum discharges of about 8,00 m³/s compared with natural discharges between 1,50 and 2,00 m³/s. The boarder profile at Hřensko/ Schöna is directly affected by the reservoir control in Vltava and Ohře. The GDR made several efforts to agree with the ČSSR on minimum discharge levels for the river Elbe at the border profile at Hřensko/Schöna. After years of negotiations minimum monthly medial discharges (Min MQ month) were defined for a hydrological year starting from November until October. However, these monthly medial values still allowed for shortfalls at the daily scale. Based on the monthly medial values two coordination arrangements were concluded between the ČSSR and the GDR about the supply of minimum discharge at their joint border profile at Hřensko/Schöna. The first started in April, 1983 and was valid till 1990. The agreement was updated and extended in May, 1988 till 2000. The lastly agreed monthly minimum values range between 86,8 m³/s in August and 185,2 m³/s in April. Although an agreement about these values exists, it never had a legally binding character. However, these values are still used as orientation for the control of Czech reservoirs in practise. In the past, the agreed minimum discharges felled only once below the limit. In July 1964, the observed monthly discharge was 89,1 m³/s which is 7.1 m³/s short of the agreed value of 96,2 m³/s. Climate change might lead to a more frequent short fall of the once agreed minimum values. Considering this fact and the informal nature of the current target values for control a new formal framework for the minimum flow regime at the German-Czech boarder might be in the interest of the German water users downstream.

Description: Der im August 2021 erschienene Sechste Sachstandsbericht des Weltklimarats (IPCC) zur Funktion des Klimasystems der Erde zeigt eindeutig, wie empfindlich Klima und Natur auf Treibhausgasemissionen reagieren. Er analysiert auf Basis aktueller wissenschaftlicher Erkenntnisse, welchen Pfad die Menschheit beschreiten muss, um Klimastabilität zu erreichen. Nur ein dauerhafter CO2-Gehalt der Atmosphäre deutlich unter 450 ppm kann die globale Erwärmung auf unter zwei Grad begrenzen und Bedingungen schaffen, die das Kippen des Erdsystems verhindern und den irreversiblen Verlust an Lebensraum für Mensch und Natur begrenzen.

Description: Im Pariser Abkommen haben so gut wie alle Staaten der Erde sich verpflichtet, Anstrengungen zu unternehmen, um den Anstieg der globalen Temperatur auf 1,5 Grad über dem vorindustriellen Niveau zu begrenzen. Am Samstag haben die führenden Klimadiplomaten der USA und Chinas, John Kerry und Xie Zhenhua, in einem gemeinsamen Statement erneut bekräftigt, dass sie ihre Klimaschutzanstrengungen verstärken wollen, um dieses Ziel in Reichweite zu halten.

Description: Tragende Grundprinzipien unserer repräsentativen Demokratie werden von unterschiedlichen Seiten in Frage gestellt. Die einen zweifeln, ob unsere Demokratien schlagkräftig und effizient genug seien, um sich im globalen Wettbewerb der Systeme zu behaupten. Andere halten unsere Verfassungssysteme überhaupt für untauglich, um notwendige Maßnahmen - etwa zur Bekämpfung der Klimakrise oder gefährlicher Pandemien – entschieden genug durchzusetzen. Wieder andere halten die repräsentative Demokratie selbst für nicht mehr zeitgemäß. In „Demokratie in Bedrängnis: Warum wir jetzt gefragt sind“ greifen deshalb führende europäische Köpfe diese Spannungsfelder auf und formulieren klare Empfehlungen für die Stärkung unserer Demokratie – von den Möglichkeiten der Digitalisierung für die Demokratie über die Hypotheken autoritärer Vergangenheiten bis hin zur Bedeutung von Kultur für unser demokratisches Zusammenleben.

Description: Hinreichend ambitionierte CO2‐Preise lenken Realinvestitionen grundsätzlich in die richtige Richtung. Wenn deren Einführung der Politik jedoch nicht gelingt, bedarf es anderer Instrumente, um eine Fehlallokation von Kapital zu verhindern. Wir schlagen daher im Zuge des europäischen Green Deals einen Investitionsfonds für die EU vor, der sich durch langfristige, staatlich gesicherte Anleihen finanziert, um langfristig (zins)verbilligte Kredite an Unternehmen zu vergeben, die in nachhaltige Projekte mit dem primären Ziel der Treibhausgasneutralität investieren. Diese Subventionierung soll so lange Anreize für CO2‐vermeidende Investitionen setzen, bis ein ausreichend hoher CO2‐Preis eingeführt ist. Für Unternehmen ergeben sich so Anreize, ihre Geschäftsmodelle nachhaltiger zu gestalten und den Transformationsprozess der Wirtschaft umzusetzen.

Description: Die sektoralen Jahresemissionsmengen im Klimaschutzgesetz sind insgesamt bisher kein ausreichender und angemessener Beitrag Deutschlands zur Erfüllung des Pariser Klimaabkommens. Um ein faires deutsches CO˜-Budget nicht zu überschreiten, sollten die Ziele daher erhöht werden. Empfehlenswert wären nicht-lineare Reduktionspfade und abgestufte Zieljahre zur Erreichung der sektoralen CO˜-Neutralität. Dazu sind aber einige Hürden zu überwinden, wie mangelnde Flexibilität zwischen ETS- und Nicht-ETS-Sektoren sowie fehlende Anreize zur Übererfüllung von Sektorzielen.

The IPCC has introduced a new high-end risk scenario, stating that a global rise “approaching 2 m by 2100 and 5 m by 2150 under a very high greenhouse gas emissions scenario cannot be ruled out due to deep uncertainty in ice sheet processes.” The IPCC gives more consideration to the large long-term sea-level rise beyond the year 2100.

Water shortage, droughts and world food security: The chapter first describes fundamental links between soil water balance and vegetation, and then proceeds with a portrayal of impacts of anthropogenic climate change and particularly droughts on agricultural production. Finally, solutions will be presented on how improved soil and water management can contribute to securing future food security.
