In this paper, we argue that information systems requirements are inherently dynamic, and that a methodology that caters for such dynamicity must enable the evaluation of requirements, as they evolve, against dynamic contexts. Moreover, information systems contexts are soft, ambiguous, and are thus mainly characterised by qualitative data. We present an analytical technique, based on the grounded theory method for developing qualitative scenarios against which statements of requirements can be evaluated.
