Abstract

The article discusses the elusive concept of quality and the problems involved in attempting to assess it. The article provides a comprehensive yet critical review of the literature and empirical research studies undertaken on the subject matter. Three types of studies are identified and are reviewed relative to their major findings, strengths, and weaknesses. Issues that remain to be resolved are also identified and discussed.
